In recent years a number of oppressed groups have campaigned vigorously for equality. The classic instance is the Black Liberation movement, which demands an end to the prejudice and discrimination that has made blacks second-class citizens. The immediate appeal of the black liberation movement and its initial, if limited, success made it a model for other oppressed groups to follow. We became familiar with liberation movements for Spanish-Americans, gay people, and a variety of other minorities. When a majority group—women—began their (...) campaign, some thought we had come to the end of the road. Discrimination on the basis of sex, it has been said, is the last universally accepted form of discrimination, practiced without secrecy or pretense even in those liberal circles that have long prided themselves on their freedom from prejudice against racial minorities. Theories of binding have recently come into the focus of the consciousness debate. In this review, we discuss the potential relevance of temporal binding mechanisms for sensory awareness. Specifically, we suggest that neural synchrony with a precision in the millisecond range may be crucial for conscious processing, and may be involved in arousal, perceptual integration, attentional selection and working memory. Recent evidence from both animal and human studies demonstrates that specific changes in neuronal synchrony occur during all of these processes (...) and that they are distinguished by the emergence of fast oscillations with frequencies in the gamma-range. The study ascertained (1) whether an observer's scope of justice with reference to either the moral agent or the target person of a moral act, would affect his/her judgements of the ethicality of the act, and (2) whether observer judgements of ethicality parallel the moral agent's decision processes in systematically evaluating the intensity of the moral issue. A scenario approach was used. Results affirmed both research questions. Discussions covered the implications of the findings for the underlying cognitive processes of moral (...) judgements, for the link between judgements of fairness and ethicality, as well as for the debate of ethical absolutism versus relativism. A decade ago, we reviewed the field of clinical ethics; assessed its progress in research, education, and ethics committees and consultation; and made predictions about the future of the field. In this article, we revisit clinical ethics to examine our earlier observations, highlight key developments, and discuss remaining challenges for clinical ethics, including the need to develop a global perspective on clinical ethics problems.

Scientists engaged in global health research are increasingly faced with barriers to access and use of human tissues from the developing world communities where much of their research is targeted. In part, the problem can be traced to distrust of researchers from affluent countries, given the history of 'scientific-imperialism' and 'biocolonialism' reflected in past well publicized cases of exploitation of research participants from low to middle income countries. To a considerable extent, the failure to adequately engage host communities, the opacity (...) of informed consent, and the lack of fair benefit-sharing have played a significant role in eroding trust. These ethical considerations are central to biomedical research in low to middle income countries and failure to attend to them can inadvertently contribute to exploitation and erode trust. A 'tissue trust' may be a plausible means for enabling access to human tissues for research in a manner that is responsive to the ethical challenges considered. Preventing exploitation and restoring trust while simultaneously promoting global health research calls for innovative approaches to human tissues research. A tissue trust can reduce the risk of exploitation and promote host capacity as a key benefit. (shrink)

Dying before one’s time has been a prominent theme in classic literature and poetry. Catherine Linton’s youthful death in Wuthering Heights leaves behind a bereft Heathcliff and generations of mourning readers. The author herself, Emily Brontë, died young from tuberculosis. John Keats’ Ode on Melancholy captures the transitory beauty of 19th century human lives too often ravished by early death. Keats also died of tuberculosis, aged 25. “The bloom, whose petals nipped before they blew, died on the promise of the (...) fruit” is how Percy Bysshe Shelley expressed his grief over Keats’ death. Emily Dickinson wrote So Has a Daisy Vanished, being driven into depression by the early loss of loved ones from typhoid and tuberculosis. (shrink)

In replying to my review of The Case for Animal Rights in The New York Review of Books, Tom Regan notes that whereas I use the term ‘the animal liberation movement’ to refer to the many people and organizations around the world advocating a complete change in the moral status of animals, he prefers the label ‘animal rights movement’. There is, he says, ‘more than a verbal difference here’. For immediate practical purposes the difference may not matter very much—Regan and (...) I are plainly at one in our attempts to eliminate the atrocities now inflicted on animals in factory farms, laboratories and in the wild. I am even prepared to speak of ‘animal rights’—just as I am prepared to speak of ‘human rights’—as a shorthand reference to the way in which the needs and desires of animals give rise to moral obligations on our part. But the philosophical difference between those who, like Regan, ground their case for animals on claims about rights, and those who, like me, do not, is fundamental. In the long run it may also have practical implications. This essay explains why I do not, philosophically, accept the animal rights approach. (shrink)

By combining and augmenting recent arguments that have appeared in the literature, I show how a modified Rawlsian theory of justice generates a strong environmental and animal rights ethic. These modifications include significant changes in the conditions of the contract situation vis-a-vis A Theory of Justice, but I argue that these modifications are in fact more consistent with Rawls’ basic assumptions about the functions of a veil of ignorance and a thin theory of the good.

Phenomenal awareness, the ability to be aware of one's sensations and feelings, emerges from the capacity of evolved brains to represent their own cognitive processes by iterating and self-reapplying the cortical operations that generate representations of the outer world. Search for the neuronal substrate of awareness therefore converges with the search for the neuronal code through which brains represent their environment. The hypothesis is put forward that the mammalian brain uses two complementary representational strategies. One consists of the generation of (...) neurons responding selectively to particular constellations of features, and is based on selective recombination of inputs in hierarchically structured feed-forward architectures. The other relies on the dynamic association of large numbers of distributed neurons into functionally coherent cell assemblies which as a whole represent a content of cognition. Arguments and data are presented in favor of the second strategy as the one according to which meta-representations that support awareness are established. My hypothesis is that such distributed representations self-organize through transient synchronization of the oscillatory activity. Evidence showing that similar brain states are required both for the occurrence of these synchronization phenomena and for awareness is provided. (shrink)

German Philosophers contains studies of four of the most important German theorists: Kant, arguably the most influential modern philosopher; Hegel, whose philosophy inspired an enduring vision of a communist society; Schopenhauer, renowned for his pessimistic preference for non-existence; and Nietzsche, who has been appropriated as an icon by an astonishingly diverse spectrum of people.

How far does the democratic right to protest go? This issue is squarely raised by the announcement that the Government will introduce new measures to curb protests by animal advocates opposed to experiments conducted at Huntingdon Life Sciences, a major animal testing company.

I begin in the same friendly spirit of alliance that Martha Nussbaum refers to when she notes that “Utilitarianism has contributed more than any other ethical theory to the recognition of animal entitlements.†In purely practical terms, I welcome her attempt to show that a distinct approach to political justice not only includes animals, in a fundamental way, within its scope, but also leads to consequences that in major respects are very similar to those that have for some years been (...) advocated by utilitarians. Of the greatest possible importance, in this respect, is our agreement on the ethical imperative that we end factory farms as we know them.Every year, worldwide, tens of billions of animals suffer - and, one could add, are unable to exercise their most basic capabilities – through being crowded indoors, unable to form the social groups natural to them, in many cases unable even to stretch their limbs, some of them so tightly caged that they are unable even to turn around or walk a single step. Undoubtedly, in terms of the sheer numbers involved and the vast amount of suffering that results, ending factory farming should be the priority issue for all concerned with either the welfare, the preference satisfaction, or the capabilities, of nonhuman animals. For those who fought "the battle of Seattle", and the various other battles that have become routine whenever the World Trade Organisation, the World Bank, or the World Economic Forum meet, transnational corporations are clearly the bad guys.

In the fifth century before the Christian era, the Chinese philosopher Mozi, appalled at the damage caused by war in his time, asked: "What is the way of universal love and mutual benefit?" He answered his own question: "It is to regard other people's countries as one's own." The ancient Greek iconoclast Diogenes, when asked what country he came from, is said to have replied: "I am a citizen of the world." In the late 20th century John Lennon sang that (...) it isn't hard to "Imagine there's no countries . . . Imagine all the people/Sharing all the world." Until recently, such thoughts have been the dreams of idealists, devoid of practical impact on the hard realities of a world of nation states. But now we are beginning to live in a global community. Almost all the nations of the world have reached a binding agreement about their greenhouse gas emissions. The global economy has given rise to the World Trade Organisation, the World Bank and the International Monetary Fund; institutions that take on, if imperfectly, some functions of global economic governance. An international criminal court is beginning its work. Changing ideas about military intervention for humanitarian purposes shows we are in the process of developing a global community prepared to accept its responsibility to protect the citizens of states that cannot or will not protect them from massacre or genocide. In ringing declarations and resolutions, most recently at the United Nations Millennium Summit, the world's leaders have recognised that relieving the plight of the world's poorest nations is a global responsibility - although their deeds are yet to match their words. We examine the role of Australian state and federal committees and law reform commissions in bioethics. Most have been concerned with in vitro fertilization and embryo research. We find deficiencies in the standards of reasoning about the underlying ethical issues raised by these techniques. We suggest stronger representation of those with a background in ethics. Readers of Applied Philosophy will not be surprised to learn where I stand on the debate between Jones and Perry, on the one hand, and Loftin on the other. In their original article, Jones and Perry managed to get my views very seriously wrong on some important points. Since they had the benefit of reading my explanations of my position to others who had gotten it wrong previously, I came near to despair over my apparent inability to state things clearly (...) enough for them to be understood by others. Then I read the reply by Loftin and my depression lifted. Loftin has put my views so clearly, and so accurately, that surely everyone can now see where Jones and Perry went wrong. This short book has been a sketch of the ways in which a Darwinian left would differ from the traditional left that we have come to know over the past two hundred years. In closing, I shall first draw together, in point form, some of the features that I think would distinguish a Darwinian left from previous versions of the left, both old and new; these are features that I think a Darwinian left should embrace today. George W. Bush has often emphasized the importance of taking responsibility for the decisions one makes. "America, at its best," he has said, "is a place where personal responsibility is valued and expected." When he was governor of Texas, he told an audience at Texas A&M University: "Always remember: you are responsible for the decisions you make." That seems a plausible moral stance. But over the past few months, it has become difficult to understand what Bush might mean by the (...) idea that we are responsible for our decisions. (shrink)
