The original comic version of T'Challa is a traditional monarch, whose actions demonstrate his concern for maintaining power and securing his nation. In fact, with his strategic use of violence, his demonstrations of empathy and humanity, and his embrace of religious symbolism, T'Challa was classically “Machiavellian” in the comics. "Panther's Rage" chronicles T'Challa's return to Wakanda after an extended stay in the United States as a costumed superhero, most notably with the Avengers. Machiavelli would approve of T'Challa's embrace of violence. (...) Machiavelli was keenly aware of how a ruler should be perceived by his subjects, suggesting that a successful ruler will appear to possess five key qualities that meet with the approval of his subjects: mercy, faith, honesty, humanity, and religion. Arbitrary state and corporate powers are helping to turn the Internet into a global surveillance dragnet. Responses to this novel form of power have been tepid and ineffective. Liberal critiques of surveillance are constrained by their focus on privacy, security and the underlying presupposition that freedom consists only of freedom from interference. By contrast, Foucauldian critiques rejecting liberalism have been well rewarded analytically, but have proven incapable of addressing normative questions regarding the relationship between surveillance and freedom. Quite apart from (...) these debates, neorepublicans have excavated a third concept of freedom, understood as non-domination. Could neorepublicanism overcome the limitations of liberal and Foucauldian critiques of surveillance? We argue, positively, that neorepublicanism can accommodate much of the Foucauldian analyses while also incorporating a normative critique of surveillance vis-à-vis freedom. We further argue, negatively, that surveillance power has outstripped the capacities of traditional republican institutional responses to domination. We conclude by considering ways in which neorepublicanism can be recalibrated to address the novelty of surveillance power while adhering to the ideal of non-domination. Two ways of addressing the problem are proposed: an offensive, dedicated surveillance antipower and a defensive republican amplification of privacy. (shrink)

What are sanctuary cities? What are the political stakes? The literature provides inadequate answers. Liberal migration theorists offer few insights into sanctuary city politics. Critical migration scholars primarily address the relationship between sanctuary cities and political activism, a small part of the phenomenon. The historical literature examines continuities between 1970s sanctuary church activism and contemporary sanctuary cities, confusing what is essential to sanctuary churches and what is only sometimes associated with sanctuary cities. Together these approaches obscure more than they reveal. (...) This article suggests a republican account of sanctuary cities. Reconstructing American migration politics from the colonial era onward shows that sanctuary cities have roots in both the colonial republican revolt and the republican principle of freedom as nondomination. That reconstruction reveals much about both sanctuary cities and the federal government’s long-running assault on them. The resulting robust analytical framework clarifies what is at stake in the politics of sanctuary cities: federal sovereignty in migration politics specifically and republican liberty in migration politics generally. War After September 11 considers the just aims and legitimate limits of the United States' response to the terrorist attacks of September 11, 2001.

Background: Studies of sexual conditioning typically focus on the development of conditioned responses to a stimulus that precedes and has become associated with a sexual unconditioned stimulus (US). Such a sexually conditioned stimulus (CS) provides the opportunity for feed-forward regulation of sexual behavior, which improves the efficiency and effectiveness of the sexual activity. Objective and Design: The present experiments were conducted to provide evidence of such feed-forward regulation of sexual behavior in laboratory studies with domesticated quail by measuring how many (...) fertilized eggs were produced by the female after the sexual encounter. During the conditioning phase, male and female quail received a conditioned stimulus paired with the opportunity to copulate with each other. Results: Sexual conditioning increased the number of eggs that were fertilized as a consequence of copulation, especially if both the male and the female were exposed to the sexual CS. This conditioned fertility effect occurred with a range of CS durations and CS types. The conditioned fertility effect also occurred in situations involving sexual competition. When two males copulated with the same female, DNA fingerprinting showed that the male whose sexual encounter was signaled by a sexual CS was responsible for most of the resulting offspring. Sexual conditioning also reduced the first-male disadvantage in fertilization that occurs when two males copulate with the same female separated by several hours. Another significant finding was that sexual conditioning attenuated the usual drop in fertilization rate that occurs when the same male copulates with two females in succession. Conclusion: These results show that sexual conditioning increases the number of offspring that are produced in both isolated male-female encounters and in situations that involve two males copulating with the same female or one male copulating with more than one female. By increasing fertilization rates, sexual conditioning can alter genetic transmission across generations and shape evolutionary change. The central characteristic of cognitive explanations of behavior is the appeal to inner representations. I examine the grounds which justify representational explanations, seeking the minimum conditions which organisms must meet to be candidates for such explanations. I first discuss Fodor's proposal that representationality be attributed to systems which respond to nonnomic properties, arguing that the distinction between the nomic and nonnomic in perception is fatally ambiguous. Then I turn to an illustrative review of the behavior and neurobiology of Hermissenda crassicornis, (...) a marine mollusk. Concerning this "model system," I compare the representational style of explanation with both behaviorist and neurophysiological explanations. Representational explanation is potentially more comprehensive than its rivals, and thus I conclude that representations are useful posits wherever internal information-bearing states mediate behavior. The life and ideas of F. W. J. Schelling are often overlooked in favor of the more familiar Kant, Fichte, or Hegel. What these three lack, however, is Schelling’s evolving view of philosophy.
