This paper focuses on the cognitive/computational and evolutionary levels. It describes three proposals to make cognition computationally tractable, namely: Resource Rationality, the Adaptive Toolbox and Massive Modularity. While each of these proposals appeals to evolutionary considerations to dissolve the intractability of cognition, Rich, Blokpoel, de Haan, and van Rooij argue that, in each case, the intractability challenge is not resolved, but just relocated to the level of evolution.

The anecdotal and historical literature describing intoxication in elephants from fermented fruit or alcoholic beverages is reviewed. Seven African elephants readily self-administered 7% unflavored alcohol solutions; the results included separation from herd groupings and changes in the frequency and/or duration of several behaviors as scored according to a quantitative observational system. Alcohol decreased feeding, drinking, bathing, and exploration for most animals. Inappropriate behaviors such as lethargy and ataxia increased for all elephants. To be an effective teacher, a combination of specific professional skills and psychological attributes are required. With increasingly fluid employment conditions, particularly in the international context, recruiters and schools are under considerable pressure to quickly differentiate candidates and make successful placements, which involves more than just determining if a candidate holds an appropriate qualification. Therefore, the aim of this cross-sectional study was to measure theoretically and empirically valuable psychological attributes in an international sample of schoolteachers to determine the most valuable (...) correlates of satisfaction and position duration. An international sample (N= 335) of elementary, middle and high school teachers completed an online survey to capture their workplace satisfaction, position duration and measure 15 psychological attributes using validated instruments. Linear associations were estimated using hierarchical regression with this analysis complemented and compared with follow-up non-linear neural network models. Using regression, lower agreeableness (less people-oriented) emerged as the strongest correlate of longer position duration throughout the cohort. In elementary school teachers, lower impulsivity and higher organizational commitment emerged as the strongest correlates of longer position duration. In high school teachers, better stress tolerance and higher organizational commitment emerged as the strongest correlates of longer position duration. Using neural networks to suggest predictive models, low levels of neuroticism and impulsivity were the strongest predictors of longer position duration in elementary school teachers. High stress tolerance also predicted high work satisfaction in elementary teachers, whereas it was lower impulsivity that most strongly predicted higher work satisfaction in high school teachers. Innovation tendencies, perhaps surprisingly, appeared as a consistent predictor of lower levels of workplace satisfaction across teaching levels. Honesty-humility also emerged as a predictor of shorter position duration, particularly for primary/elementary teachers scoring above the mean. Taken together the results suggest an interesting balancing act that needs to be struck between hiring people-oriented and innovative teachers who may be more effective and adaptable but also at greater risk of changing position, possibly due to an increased interest and ability to transition into new social environments. The National Human Genome Research Institute, a component of the National Institutes of Health, by law is directed to designate a portion of its annual budget to furthering understanding of the ethical, legal, and social questions emerging from research on the human genome. As part of the effort, the Institute supports (...) research by scientists and scholars around the nation with the aim of clarifying and resolving the tough ethical and research choices facing this endeavor. But recently it has launched an intramural program, which is expected to take a catalytic role in grappling with the array of issues the researchers face in carrying out investigations in human genetics. Embedding ethics modules within computer science courses has become a popular response to the growing recognition that CS programs need to better equip their students to navigate the ethical dimensions of computing technologies like AI, machine learning, and big data analytics. However, the popularity of this approach has outpaced the evidence of its positive outcomes. To help close that gap, this empirical study reports positive results from Northeastern’s program that embeds values analysis modules into CS courses. The resulting data suggest (...) that such modules have a positive effect on students’ moral attitudes and that students leave the modules believing they are more prepared to navigate the ethical dimensions they’ll likely face in their eventual careers. Importantly, these gains were accomplished at an institution without a philosophy doctoral program, suggesting this strategy can be effectively employed by a wider range of institutions than many have thought. Many compelling examples have recently been provided in which people can achieve impressive epistemic success, e.g. draw highly accurate inferences, by using simple heuristics and very little information. This is possible by taking advantage of the features of the environment. The examples suggest an easy and appealing naturalization of rationality: on the one hand, people clearly can apply simple heuristics, and on the other hand, they intuitively ought do so when this brings them high accuracy at little cost.. The ‘ought-can’ (...) principle is satisfied, and rationality is meaningfully normative. We show, however, that this naturalization program is endangered by a computational wrinkle in the adaptation process taken to be responsible for this heuristics-based (‘ecological’) rationality: for the adaptation process to guarantee even minimal rationality, it requires astronomical computational resources, making the problem intractable. We consider various plausible auxiliary assumptions in attempt to remove this obstacle, and show that they do not succeed; intractability is a robust property of adaptation. We discuss the implications of our findings for the project of naturalizing rationality. (shrink)

How far does a researcher’s responsibility extend when an incidental finding is identified? Balancing pertinent ethical principles such as beneficence, respect for persons, and duty to rescue is not always straightforward, particularly in neuroimaging research where empirical data that might help guide decision making are lacking. We conducted a systematic survey of perceptions and preferences of 396 investigators, research participants, and Institutional Review Board members at our institution. Using the partial entrustment model as described by Richardson, we argue that our (...) data supports universal reading by a neuroradiologist of all research MRI scans for incidental findings and providing full disclosure to all participants. This article discusses Ronald Preston's understanding of William Temple and the relationships between the two thinkers. It shows how both develop a theology of Christian realism which places great emphasis on the autonomy of the social sciences and the importance of economic expertise. Questions are raised about the appropriateness of this method, as well as their understanding of the state as an order of creation: these can easily lead to the reduction of the sphere of political morality and its (...) substitution with a form of technical rationality. After a brief discussion of the cult of the expert and the manager in contemporary British politics, and the limitation of political action through the rhetoric of ‘there is no alternative', the article concludes by calling for a remoralisation of political life against an economic reductionism which threatens to remove ethics from politics altogether. Contemporary scholarship tends to view Albert Camus as a modern, but he himself was conscious of the past and called the transition from Hellenism to Christianity “the true and only turning point in history.” For Camus, modernity was not fully comprehensible without an examination of the aspirations that were first articulated in antiquity and that later received their clearest expression in Christianity. These aspirations amounted to a fundamental reorientation of human life in politics, religion, science, and philosophy. Understanding the nature (...) and achievement of that reorientation became the central task of _Christian Metaphysics and Neoplatonism_. Primarily known through its inclusion in a French omnibus edition, it_ _has remained one of Camus’ least-read works, yet it marks his first attempt to understand the relationship between Greek philosophy and Christianity as he charted the movement from the Gospels through Gnosticism and Plotinus to what he calls Augustine’s “second revelation” of the Christian faith. Ronald Srigley’s translation of this seminal document helps illuminate these aspects of Camus’ work. His freestanding English edition exposes readers to an important part of Camus’ thought that is often overlooked by those concerned primarily with the book’s literary value and supersedes the extant McBride translation by retaining a greater degree of literalness. Srigley has fully annotated _Christian Metaphysics_ to include nearly all of Camus’ original citations and has tracked down many poorly identified sources. When Camus cites an ancient primary source, whether in French translation or in the original language, Srigley substitutes a standard English translation in the interest of making his edition accessible to a wider range of readers. His introduction places the text in the context of Camus’ better-known later work, explicating its relationship to those mature writings and exploring how its themes were reworked in subsequent books. Arguing that Camus was one of the great critics of modernity through his attempt to disentangle the Greeks from the Christians, Srigley clearly demonstrates the place of _Christian Metaphysics_ in Camus’ oeuvre. As the only stand-alone English version of this important work—and a long-overdue critical edition—his fluent translation is an essential benchmark in our understanding of Camus and his place in modern thought. The concept of food sovereignty is primarily taken as an alternative to the prevailing neoliberal food security model. However, the approach has hitherto not received adequate attention from policy makers. This could be because the discourse is marked by controversies and contradictions, particularly regarding its ability to address the challenges of feeding a rapidly growing global population. In response to these criticisms, this paper argues that the principles of food sovereignty, such as democratic and transparent food systems, agroecology, and local (...) market prioritization, should be fundamental pillars for achieving sustainable food security. It acknowledges that neither food sovereignty nor food security models alone can guarantee long-term food security, thus advocating for a blended approach that integrates these perspectives into a complex and interconnected system. This paper makes three significant contributions to the existing literature. Firstly, it emphasizes that food sovereignty should be seen as an integral component of transforming food systems towards sustainability, rather than a complete departure from neoliberal food systems. Secondly, it highlights the importance of adopting a multi-scalar approach, where decisions and policies for transforming food systems are context-specific and tailored to local circumstances. Lastly, the paper recognizes the necessity of institutional transformations that involve nation-states, social movements, and civil society organizations as key actors in the process of food system transformation. By reframing the discussion on food sovereignty and its relationship with food security, this paper provides insights into how these concepts can be mutually reinforcing, leading to more sustainable and equitable food systems. Responding to volatile criticisms frequently leveled at Leo Strauss and those he influenced, the prominent contributors to this volume demonstrate the profound influence that Strauss and his students have exerted on American liberal democracy and contemporary political thought. By stressing the enduring vitality of classic books and by articulating the theoretical and practical flaws of relativism and historicism, the contributors argue that Strauss and the Straussians have identified fundamental crises of modernity and liberal democracy.

​Hannah Arendt liked to present herself in the image of a thinker who had jettisoned the grand metaphysical ambitions of the Western philosophical tradition. In this, Arendt anticipated later “anti-foundationalist” themes in what came to be called post-modernist theory. Arendt even went so far as to resist the notion that she was a philosopher at all. In my view this self-understanding was way off the mark. Juxtaposing her idea of “judging” in the posthumously-published Lectures on Kant’s Political Philosophy with (...) a classic conception of judgment from the Western philosophy canon – namely Aristotle’s key notion of phronesis, practical wisdom – demonstrates that Arendt easily matches the metaphysical ambitions of the philosophical tradition. For a thinker like Arendt, chucking off philosophy turns out to be easier said than done. In fact, properly appreciating the judging idea in the Kant Lectures conducts us into the very centre of Arendt’s political philosophy. (shrink)

Belief in the divine origin of the universe began to wane most markedly in the nineteenth century, when scientific accounts of creation by natural law arose to challenge traditional religious doctrines. Most of the credit - or blame - for the victory of naturalism has generally gone to Charles Darwin and the biologists who formulated theories of organic evolution. Darwinism undoubtedly played the major role, but the supporting parts played by naturalistic cosmogonies should also be acknowledged. Chief among these was (...) the nebular hypothesis proposed by Pierre Simon Laplace in 1796, which explained the origin of the solar system as a natural development over extended periods of time. Ronald Numbers focuses on Laplace's theory as it affected American scientific thought. he first traces the history of Laplace's cosmogony chronologically, from its European inception to its demise about 1900. the last three chapters explore some of the theological and scientific consequences resulting from the acceptance of this cosmogony. Most significant was the change in the status of supernatural doctrine. When the nebular hypothesis lost credence at the end of the nineteenth century, those who had before tried to accommodate natural theory with supernatural doctrine no longer felt compelled to do so when faced with succeeding theories. The nebular hypothesis, it seems, had established natural law in the heavens. (shrink)

Religious beliefs and attitudes have long been recognized as playing an important role in sexual functioning, but the relationship between religion and sexual behavior has rarely been studied in a comprehensive way. The essays in this volume bring the views of sex counsellors, therapists. theologians, and bioethicists to bear on the relationship between religion and sexuality. A major theme emerging from these essays is that religion and counselling need to learn from one another. Religious traditions, at the popular or theological (...) levels, are often marked by ignorance and misinformation about sexuality and can benefit by the insights of those who work closely with patients in medical and counselling settings. Counsellors, in turn, need to develop a sensitivity to past and present religious attitudes toward sexuality in order to assist their patients achieve sexual health. (shrink)

In The Stillborn God, Mark Lilla illuminates why “political theology” remains relevant today, in a world we might have assumed was thoroughly secularized. Lilla suggests that political theology is the norm, and that Christianity inadvertently gave birth to an exception. But the exception—liberal theology, or a separation of church and state that would give full play to religious impulses—was doomed. Religious impulses were not satisfied by mere moral sentiment, as offered by Rousseau and Kant; and Hegel opened the door (...) to messianism—and eventually to Hitler—by bringing a philosophical version of redemption into liberal theology. Frederick Douglass (1817?–1875) is a monumental American figure. As a runaway slave and leading black thinker, speaker, and writer in the abolitionist movement and during Reconstruction and its tragic collapse, his legacy in American history is singular. His ideals and scorching criticisms have marked American political thought about democracy, religion, race, racism, liberty, and equality. American political parties claim him, especially the Republican Party, with which he has an early connection and which has used his figure as cover for their (...) less than egalitarian projects, as do different ideological camps. One can find accounts of Douglass as an existentialist, revolutionary, proto-libertarian, liberal, civic republican thinker. His North Star continues to guide those who welcome its light, although it may lead them down different political-ideological paths.In all of this, one can imagine that those not familiar with the details of Douglass’s narratives and deeds might, in the context of all of that national hagiography, lose track of the fact that he was a black man. Frederick Douglass was a black man born into slavery, survived that brutal regime for twenty-one years, and then escaped and became a principal leader of the American abolition movement and leading black political thinker. Shortly after escaping slavery, he wrote his first famous autobiography, The Narrative of the Life of Frederick Douglass, and subsequently two more, in addition to volumes of speeches, articles, and a novel. It is as if his monumentality, like marble, alabaster, or bronze—the stuff of civic memorials—would obscure that irreducible fact in its grand monotones.Nick Brommell’s The Powers of Dignity: The Black Political Philosophy of Frederick Douglass reminds readers that that irreducible fact is a nontrivial, essential element of Douglass’s life and work. Bromell argues that this includes the political theory, a product of Douglass’s black political philosophy that runs through it all. He contends that Douglass argued for an inclusive conception of personhood and active citizenship, which America’s founding public philosophy, distorted by white supremacy, purposefully did not. Its elements include a defense of the moral personhood of blacks and their full and equal citizenship and a view of political community enlivened by group solidarities and active citizenship in defense of justice.In the course of his analysis, Bromell, a literary theorist, draws on an assortment of contemporary philosophical, rhetorical, and political theories, all of which have a critical theoretical bent, to explicate Douglass’s ideas. This method bears fruit in an instructive analysis of the rhetorical structure of Douglass’ his arguments. Brommell’s analysis of Douglass’s My Bondage and My Freedom usefully explains how it stands out, not only in terms of updated autobiographical details, but also style and analytical and argumentative intent. This is a reading that other scholars have pioneered, but his rhetorical analysis fleshes out, for example, the role of moral sentiments, care, and intimate and social relations in Douglass’s narrative.A central feature of Bromell’s analysis is that Douglass employs what he and others call a “fugitive rhetoric” that comprises an emphasis on the perspective of his and other black Americans’ standpoints, the holding of opposite ideas in tension, and the use of the rhetorical technique “chiasmus,” where a statement is repeated in reverse order in successive phrases or clauses. It is an illuminating analysis, but Bromell goes further by claiming that Douglass was committed to the tenets of contemporary standpoint epistemology. Douglass certainly referenced and employed his experience and viewpoint as a black man and former slave in his work, just as he directly addressed the viewpoints and interests of black Americans. However, whether this means that Douglass was committed to the set of ideas that we now call standpoint epistemology is another matter. This concern applies to Bromell’s reading of Douglass’s method of holding seemingly contrasting ideas in tension and his use of chiasmus. Contemporary philosophical theories of chiasmus carry particular metaphysical and epistemological implications, and those theories might shed light on Douglass’s political projects. However, their incidental utility does not mean they definitively describe Douglass’s intent or public philosophy. This is a specifically important point because those theories lead to subjective conceptions of truth, especially relating to ethics and politics, while Douglass, as Bromell recognizes, repeatedly and emphatically endorsed what he took to be universal normative truths.In the same vein, Bromell makes several additional claims regarding the conceptual distinctiveness of Douglass’s view of power, dignity, rights, and citizenship. Douglass employed conceptions of each and other important ideas specific to his style, approach, and ends. As other black political thinkers did before him, he used these concepts to condemn slavery, racism, and the hypocrisy of American Republicanism and Christianity to assert the equal moral personhood and dignity of blacks and demand equal rights and citizenship. Bromell rightly emphasizes the role of “power,“ as an individual capability, in Douglass’s view of natural rights, moral dignity, and citizenship. It is an emphasis that is in keeping with both Douglass’s personal narrative and his national political projects. Douglass did not think that Americans—that Black Americans or abolitionists—should passively wait for deliverance from either God or national political leadership. Likewise, Bromell is correct to push back on reductions of Douglass’s views to Lockean, Rousseauian, or Kantian interpretations. Douglass is more than an incarnation of standard deontological, liberal, or civic republican philosophy. As a nineteenth-century black radical thinker, he stood in relation and contributed to those moral and political philosophical traditions. However, Bromell’s claim that Douglass’s conceptions of power, natural rights, and citizenship are conceptually distinct from the large host of major philosophical, theological, and political theoretical accounts that preceded him and influenced those ideas in his time is suggestive but not decisive.Like other writers and theorists before him, Bromell offers us another Douglass—as a black critical political theorist. This is a testament to the fecundity of Douglass’s black political-philosophical legacy. It is a legacy that leads to competing interpretations of him; all the same and for all their differences, his scorching prophetic vision of liberty, equality, citizenship, and progress unites them all. Of all the memorable, and influential, passages of the Phänomenologie des Geistes none are more famous or enjoyed greater attention than those sections devoted to the master-slave dialectic. It would seem almost inconceivable then that anything would be left to say concerning Hegel's martial struggle, the sheer number of illustrious scholars who have commented on this text bearing ample testimony to the probable redundancy of further comment. However, in actual fact, this is not the case. Indeed, it is probable that (...) Hegel is addressing and utilising not a theory of recognition but rather two quite distinct concepts of recognition. The appropriate passages are of course the master-slave section itself and the rather oblique references to the »confession« of one consciousness to another at the end of chapter six. Commentators have generally been in agreement that the master-slave section marks the beginning of Hegel's theory of recognition; that is, that the continuation of the treatment of recognition in chapter six marks a further development of the concept formulated in chapter four - a further development seemingly promised by Hegel himself - »With this, we already have before us the notion of spirit. What still lies ahead for consciousness is the experience of what spirit is«. However the preceding is interpreted, the reader is surely right to recognize that something has been »won«, the triumphalist language being repeated in the following »[it is] in the Notion of Spirit, that consciousness first finds its turning-point, where it leaves behind the colourful show of the sensuous here-and-now and the nightlike void of the supersensible beyond, and steps out into the spiritual daylight of the present«. However, this triumph may have been misunderstood. The theory of recognition referred to in the master-slave dialectic may have been a »turning-point«, a new beginning, but it was a new beginning that was soon realised to be a dead-end. The following will attempt to demonstrate that there is a quite radical discontinuity at the heart of the concept of recognition itself, a discontinuity that can be traced to its origins in the Fichtean system itself. For the master-slave dialectic is »Fichte's wake« - it is at once a celebration and a mourning for the first concept of recognition, the unworkability of which heralded a truly new beginning. That is, the concept of recognition outlined in the Einige Vorlesungen uber die Bestimmung des Gelehrten. The second concept of recognition, that of the Grundlage des Naturrechts cannot be reckoned a further development or emendation of the first concept, its quite peculiar status, and philosophical importance as a »spiritual concept«, precluding any such treatment. The latter concept may mark the birth of Hegelian or speculative idealism itself. The following article is intended as a contribution to a reorientation of approaches to the treatment of the historical development of the concept of subjectivity. It argues for a fundamental continuity between German Idealist philosophy and Jungian psychoanalysis on certain fundamental aspects of selfhood. These continuities might seriously question certain key assumptions about the nature of 'modernity', notably as a period marked by exaggerated claims on self-identity and reflexivity. It is suggested that such claims are largely the result of the (...) Hegelian interpretation of the early Fichtean system, an interpretation that utilizes only one aspect of the intellectual resources made available by the early system of J. G. Fichte. Such an appropriation might be sub sumed under the rubric of 'Geist'. This article attempts to retrieve the other aspects of Fichte's system - the concepts of drive and primordial images; the emphasis on the 'subject' as a self-diremptive energy-flow; the aspect that points to Schopenhauer and beyond. From the first initiatives in preimplantation genetic diagnosis and gene therapy through the advent of stem cell research to the development of mammalian cloning, the past two decades have witnessed remarkable advances in “reprogenetic” medicine: the union of assisted reproductive technologies with genetic control. This period has also been marked by intense debates within the bioethical literature and in national policy forums about the appropriate uses of these emerging human capabilities. As past president of both the History of Science Society and the American Society of Church History, Ronald L. Numbers is uniquely qualified to assess the historical relations between science and Christianity. In this collection of his most recent essays, he moves beyond the clichés of conflict and harmony to explore the tangled web of historical interactions involving scientific and religious beliefs. In his lead essay he offers an unprecedented overview of the history of science and Christianity from the (...) perspective of the ordinary people who filled the pews of churchesor loitered around outside. Unlike the elite scientists and theologians on whom most historians have focused, these vulgar Christians cared little about the discoveries of Copernicus, Newton, and Einstein. Instead, they worried about the causes of the diseases and disasters that directly affected their lives and about scientists preposterous attempts to trace human ancestry back to apes. Far from dismissing opinion-makers in the pulpit, Numbers closely looks at two the most influential Protestant theologians in nineteenth-century America: Charles Hodge and William Henry Green. Hodge, after decades of struggling to harmonize Gods two revelationsin nature and in the Biblein the end famously described Darwinism as atheism. Green, on the basis of his careful biblical studies, concluded that Ussher's chronology was unreliable, thus opening the door for Christian anthropologists to accommodate the subsequent discovery of human antiquity. In Science without God Numbers traces the millennia-long history of so-called methodological naturalism, the commitment to explaining the natural world without appeals to the supernatural. By the early nineteenth century this practice was becoming the defining characteristic of science; in the late twentieth century it became the central point of attack in the audacious attempt of intelligent designers to redefine science. Numbers ends his reassessment by arguing that although science has markedly changed the world we live in, it has contributed less to secularizing it than many have claimed. Taken together, these accessible and authoritative essays form a perfect introduction to Christian attitudes towards science since the 17th century. (shrink)

The aim of the paper is to follow a lead of Prof. Stanley Cavell's in his paper, "Kierkegaard's On Authority and Revelation." The lead is: "to understand an utterance religiously you have to be able to share its perspective... The religious is a Kierkegaardian stage of life; and I suggest it should be thought of as a Wittgensteinian form of life." I try to present "form of life" as a larger picture sometimes necessary for understanding language-games, and to suggest that (...) what counts as a form of life will depend upon what particular language-game one is trying to understand. Sometimes then, a person's religious belief might figure into this process as a relevant form of life. I then try to represent Kierkegaard's religious stage by discussing three related concepts: paradox, ideal interpretation, and subjectivity. Paradox is one criterion for marking off the religious stage from the ethical and the aesthetical stages. In the religious stage, the talk of believers about God is such that it interprets the events in one's life according to that belief. In calling this an "ideal interpretation" Kierkegaard is calling our attention to the difference between this and the scientific talk of hypothesis, observation, and evidence. The religious stage is subjectivity—a way of life. In it, the truth of what one says is measured by how one lives in relation to it. This, I suggest, is quite close to Wittgenstein's idea of a form of life being important for understanding the language used within it. My conclusion is that Prof. Cavell's suggestion is a helpful lead in thinking about the connection between Wittgenstein's "form of life" and Kierkegaard's religious stage. (shrink)

The actin crosslinking proteins exhibit marked diversity in size and shape and crosslink actin filaments in different ways. Amino acid sequence analysis of many of these proteins has provided clues to the origin of their diversity. Spectrin, α‐actinin, ABP‐120, ABP‐280, fimbrin, and dystrophin share a homologous sequence segment that is implicated as the common actin binding domain. The remainder of each protein consists of repetitive and non‐repetitive sequence segments that have been shuffled and multiplied in evolution to produce a variety (...) of proteins that are related in function and in composition, but that differ significantly in structure. There are few, if any, other educational philosophers that have left their mark internationally as John Dewey has. Author of 40 books and no less than 700 articles that appeared in over 140 journals, Dewey's work has been translated into at least 35 languages. His landmark Democracy and Education - published over a century ago in 1916 - is one of the most cited educational texts ever. Dewey has inspired educators and provoked controversies in his day, and still does (...) so today. This volume sets out to engage with Dewey's educational thought, especially as it relates to its circulation in the countries bordering on the Mediterranean. Authors consider his enduring influence, and reflect on the 'push' and 'pull' forces that served to anchor progressivism, in its multiple manifestations, in the region. The notion of a unidirectional force - personified by Dewey - that is somehow absorbed by the 'receiving' country is problematised by most if not all chapters in this volume. Rather, contributors carefully show how context affects a process marked by active appropriation, re-interpretation, adaptation, as well as resistance. (shrink)

On the morning of December 2, 1994, after a preceding afternoon of discussion, the Advisory Committee to the Director of the National Institutes of Health unanimously voted to approve the recommendations of the Report of the Human Embryo Research Panel. Panel members like myself who were present were elated. The vote marked the culmination of nearly a year of work. Approval of the report also represented a decisive step forward in bringing an end to a 15-year long moratorium on federally (...) funded research on the preimplantation human embryo and techniques of in vitro fertilization. In mid-June 2009, the Obama administration dissolved the President's Council on Bioethics (PCBE), a group established by President George W. Bush in August 2001 and whose nearly eight-year life was marked from beginning to end by controversy. While some will regret the PCBE's passing, others will regard the Council as a failed experiment in doing public bioethics.
