What is the function of cognition? On one influential account, cognition evolved to co-ordinate behaviour with environmental change or complexity. Liberal interpretations of this view ascribe cognition to an extraordinarily broad set of biological systems—even bacteria, which modulate their activity in response to salient external cues, would seem to qualify as cognitive agents. However, equating cognition with adaptive flexibility per se glosses over important distinctions in the way biological organisms deal with environmental complexity. Drawing on contemporary advances in theoretical biology (...) and computational neuroscience, we cash these distinctions out in terms of different kinds of generative models, and the representational and uncertainty-resolving capacities they afford. This analysis leads us to propose a formal criterion for delineating cognition from other, more pervasive forms of adaptive plasticity. On this view, biological cognition is rooted in a particular kind of functional organisation; namely, that which enables the agent to detach from the present and engage in counterfactual inference. As the range of potential uses for Artificial Intelligence, in particular machine learning, has increased, so has awareness of the associated ethical issues. This increased awareness has led to the realisation that existing legislation and regulation provides insufficient protection to individuals, groups, society, and the environment from AI harms. In response to this realisation, there has been a proliferation of principle-based ethics codes, guidelines and frameworks. However, it has become increasingly clear that a significant gap exists between the theory of (...) AI ethics principles and the practical design of AI systems. In previous work, we analysed whether it is possible to close this gap between the ‘what’ and the ‘how’ of AI ethics through the use of tools and methods designed to help AI developers, engineers, and designers translate principles into practice. We concluded that this method of closure is currently ineffective as almost all existing translational tools and methods are either too flexible or too strict. This raised the question: if, even with technical guidance, AI ethics is challenging to embed in the process of algorithmic design, is the entire pro-ethical design endeavour rendered futile? And, if no, then how can AI ethics be made useful for AI practitioners? This is the question we seek to address here by exploring why principles and technical translational tools are still needed even if they are limited, and how these limitations can be potentially overcome by providing theoretical grounding of a concept that has been termed ‘Ethics as a Service.’. Each time we take a turn in conversation we indicate what we know and what we think others know. However, knowledge is neither static nor absolute. It is shaped by those we interact with and governed by social norms - we monitor one another for whether we are fulfilling our rights and responsibilities with respect to knowledge, and for who has relatively more rights to assert knowledge over some state of affairs. This book brings together an international team of leading (...) linguists, sociologists and anthropologists working across a range of European and Asian languages to document some of the ways in which speakers manage the moral domain of knowledge in conversation. The volume demonstrates that if we are to understand how speakers manage issues of agreement, affiliation and alignment - something clearly at the heart of human sociality - we must understand the social norms surrounding epistemic access, primacy and responsibilities. Among all their sensations, agents need to distinguish between those caused by themselves and those caused by external causes. The ability to infer agency is particularly challenging under conditions of uncertainty. Within the predictive processing framework, this should happen through active control of prediction error that closes the action-perception loop. Here we use a novel, temporally-sensitive, behavioural proxy for prediction error to show that it is minimised most quickly when volatility is high and when participants report agency, regardless of the (...) accuracy of the judgement. We demonstrate broad effects of uncertainty on accuracy of agency judgements, movement, policy selection, and hypothesis switching. Measuring autism traits, we find differences in policy selection, sensitivity to uncertainty and hypothesis switching despite no difference in overall accuracy. (shrink)

Artificial intelligence (AI) assurance is an umbrella term describing many approaches—such as impact assessment, audit, and certification procedures—used to provide evidence that an AI system is legal, ethical, and technically robust. AI assurance approaches largely focus on two overlapping categories of harms: deployment harms that emerge at, or after, the point of use, and individual harms that directly impact a person as an individual. Current approaches generally overlook upstream collective and societal harms associated with the development of systems, such as (...) resource extraction and processing, exploitative labour practices and energy intensive model training. Thus, the scope of current AI assurance practice is insufficient for ensuring that AI is ethical in a holistic sense, i.e. in ways that are legally permissible, socially acceptable, economically viable and environmentally sustainable. This article addresses this shortcoming by arguing for a broader approach to AI assurance that is sensitive to the full scope of AI development and deployment harms. To do so, the article maps harms related to AI and highlights three examples of harmful practices that occur upstream in the AI supply chain and impact the environment, labour, and data exploitation. It then reviews assurance mechanisms used in adjacent industries to mitigate similar harms, evaluating their strengths, weaknesses, and how effectively they are being applied to AI. Finally, it provides recommendations as to how a broader approach to AI assurance can be implemented to mitigate harms more effectively across the whole AI supply chain. (shrink)

Determining which tissues are preserved and how biases affect their preservation pathways is important for interpreting fossils in phylogenetic, ecological, and evolutionary frameworks. Although laboratory decay experiments reveal important aspects of fossilization, applying the results directly to the interpretation of exceptionally preserved fossils may overlook the impact of other key processes that (...) remove or preserve morphological information. Investigations of fossils preserving non-biomineralized tissues suggest that certain structures that are decay resistant are rarely preserved, and decay-prone structures can fossilize, albeit rarely. As we review here, decay resistance is an imperfect indicator of fossilization potential, and a suite of biological and geological processes account for the features preserved in exceptional fossils. Organisms decayed experimentally in seawater have been used as direct analogs for soft-bodied fossil taxa, with fossils representing a snapshot of a particular stage of decay. Political theory is a field that finds nourishment in others. From economics, history, sociology, psychology, and political science, theorists have drawn a rich repertoire of schemas to parse the social world and make sense of it. With each of these encounters, new subjects are brought into focus as others recede into the background, ushering a change not only in how questions are tackled but also in what questions are thought worth asking.

A new theory is taking hold in neuroscience. It is the theory that the brain is essentially a hypothesis-testing mechanism, one that attempts to minimise the error of its predictions about the sensory input it receives from the world. It is an attractive theory because powerful theoretical arguments support it, and yet it is at heart stunningly simple. Jakob Hohwy explains and explores this theory from the perspective of cognitive science and philosophy. The key argument throughout The Predictive Mind (...) is that the mechanism explains the rich, deep, and multifaceted character of our conscious perception. It also gives a unified account of how perception is sculpted by attention, and how it depends on action. The mind is revealed as having a fragile and indirect relation to the world. In this paper, we argue that the widespread practice in the United States of busing voters to the polling station on Election Day is an instance of paying people to vote. We defend a definition of what it means to pay people to vote, and on this definition, busing voters to the polling station is an instance of paying people to vote. Paying people to vote is illegal according to United States federal election law. However, the United States courts have (...) historically considered the practice of busing voters to the polling station legally permissible. The United States legal system, therefore, faces a dilemma: either the courts must change their interpretation of current federal election law such that busing voters to the polling station is a violation of federal election law, or federal election law must be changed so that at least some instances of paying people to vote are legally permissible. We argue that choosing either horn of the dilemma has a controversial implication for the United States legal system. (shrink)

The stakes associated with an algorithmic decision are often said to play a role in determining whether the decision engenders a right to an explanation. More specifically, “high stakes” decisions are often said to engender such a right to explanation whereas “low stakes” or “non-high” stakes decisions do not. While the overall gist of these ideas is clear enough, the details are lacking. In this paper, we aim to provide these details through a detailed investigation of what we will call (...) the “Simple Stakes Thesis”. The Simple Stakes Thesis, as it will turn out, is too simple. For even if the stakes associated with a specific one-off decision are low—and hence does not engender a right to an explanation—such decisions may nevertheless form part of a high stakes pattern or aggregate of decisions. In such cases, we argue, even a low stakes decision may engender a right to explanation. Not only does this show that the right to explanation is more demanding than so far recognized. It also shows that the stakes thesis is significantly harder to apply in practice. (shrink)

Recent research has begun to investigate sensory processing in relation to nonclinical variation in traits associated with the autism spectrum disorders (ASD). We propose that existing accounts of autistic perception can be augmented by considering a role for individual differences in top-down expectations for the precision of sensory input, related to the processing of state-dependent levels of uncertainty. We therefore examined ASD-like traits in relation to the rubber-hand illusion: an experimental paradigm that typically elicits crossmodal integration of visual, tactile, and (...) proprioceptive information in an unusual illusory context. Individuals with higher ASD-like traits showed reduced effects of the rubber-hand illusion on perceived arm position and reach-to-grasp movements, compared to individuals with lower ASD-like traits. These differences occurred despite both groups reporting the typical subjective experience of the illusion concerning visuotactile integration and ownership for the rubber hand. Together these results suggest that the integration of proprioceptive information with cues for arm position derived from the illusory context differs between individuals partly in relation to traits associated with ASD. We suggest that the observed differences in sensory integration can be best explained in terms of differing expectations regarding the precision of sensory estimates in contexts that suggest uncertainty. Applied philosophy is experiencing its “golden days,” as Kasper Lippert-Rasmussen says in his insightful introduction to A Companion to Applied Philosophy. Applied philosophy seems to be distinguished from its opposite, pure philosophy, usually understood as traditional philosophy, which deals with subjects such as free will, consciousness, or knowledge in philosophical subdisciplines like ethics, metaphysics, and epistemology. To embrace applied philosophy could thus mean to advocate for a philosophy that deals with questions “relevant to ‘the important questions of everyday life,’” as (...) Leslie Stevenson puts it, as opposed to questions that arise from within the subdisciplines of pure philosophy. (shrink)

Capacities for abstract thinking and problem‐solving are central to human cognition. Processes of abstraction allow the transfer of experiences and knowledge between contexts helping us make informed decisions in new or changing contexts. While we are often inclined to relate such reasoning capacities to individual minds and brains, they may in fact be contingent on human‐specific modes of collaboration, dialogue, and shared attention. In an experimental study, we test the hypothesis that social interaction enhances cognitive processes of rule‐induction, which in (...) turn improves problem‐solving performance. Through three sessions of increasing complexity, individuals and groups were presented with a problem‐solving task requiring them to categorize a set of visual stimuli. To assess the character of participants’ problem representations, after each training session, they were presented with a transfer task involving stimuli that differed in appearance, but shared relations among features with the training set. Besides, we compared participants’ categorization behaviors to simulated agents relying on exemplar learning. We found that groups performed superior to individuals and agents in the training sessions and were more likely to correctly generalize their observations in the transfer phase, especially in the high complexity session, suggesting that groups more effectively induced underlying categorization rules from the stimuli than individuals and agents. Crucially, variation in performance among groups was predicted by semantic diversity in members’ dialogical contributions, suggesting a link between social interaction, cognitive diversity, and abstraction. Clark acknowledges but resists the indirect mind–world relation inherent in prediction error minimization (PEM). But directness should also be resisted. This creates a puzzle, which calls for reconceptualization of the relation. We suggest that a causal conception captures both aspects. With this conception, aspects of situated cognition, social interaction and culture can be understood as emerging through precision optimization.

The ancient Indian text Mānavadharmaśāstra or "Laws of Manu" takes a central place in such (...) accounts. This is especially the case for its verses on varṇasankara, translated as "mixing of social classes" or "intermixture of castes." Given the important role these verses play in the understanding of Indian culture, society, and policymaking, it is crucial to translate them accurately. In previous research on the evaluation of food images, we found that appetitive food images were rated higher following a positive prediction than following a negative prediction, and vice versa for aversive food images. The findings suggested an active confirmation bias. Here, we examine whether this influence from prediction depends on the evaluative polarization of the food images. Specifically, we divided the set of food images into "strong" and "mild" images by how polarized (i.e., extreme) their average ratings were across (...) all conditions. With respect to the influence from prediction, we raise two alternative hypotheses. According to a predictive dissonance hypothesis, the larger the discrepancy between prediction and outcome, the stronger the active inference toward accommodating the outcome with the prediction; thus, the confirmation bias should obtain particularly with strong images. Conversely, according to a nudging-in-volatility hypothesis, the active confirmation bias operates only on images within a dynamic range, where the values of images are volatile, and not on the evaluation of images that are too obviously appetitive or aversive; accordingly, the effects from prediction should occur predominately with mild images. Across the data from two experiments, we found that the evaluation of mild images tended to exhibit the confirmation bias, with ratings that followed the direction given by the prediction. For strong images, there was no confirmation bias. Our findings corroborate the nudging-in-volatility hypothesis, suggesting that predictive cues may be able to tip the balance of evaluation particularly for food images that do not have a strongly polarized value. Lean is a new open source theorem prover being developed at Microsoft Research and Carnegie Mellon University, with a small trusted kernel based on dependent type theory. It aims to bridge the gap between interactive and automated theorem proving, by situating automated tools and methods in a framework that supports user interaction and the construction of fully specified axiomatic proofs. Lean is an ongoing and long-term effort, but it already provides many useful components, integrated development environments, and a rich API (...) which can be used to embed it into other systems. It is currently being used to formalize category theory, homotopy type theory, and abstract algebra. We describe the project goals, system architecture, and main features, and we discuss applications and continuing work. (shrink)

The moral and epistemic significance of emotions has been increasingly emphasized in recent philosophy. The focus has been mostly on metaethical questions. We add a new perspective by considering the practical importance of gauging, reacting to, enhancing, or reducing the emotions of others and oneself. We focus particularly on the collective aspect of emotion development and regulation, how emotions are entangled with values, and how they may be used constructively for handling otherwise difficult situations. We use the case of elderly (...) care, drawing on a qualitative study from a Danish municipality, to illustrate the complex and multifarious ways in which emotions shape the normative landscape in which attempts to maintain or improve well-being take place. Philosophers have applied the framework of constitutive grounds to make sense of the disagreement between subjectivism and objectivism. The framework understands the two theories as being involved in a disagreement about the extent to which value is determined by attitudes. Although the framework affords us with some useful observations about how this should be interpreted, the question how value can be determined by attitudes in the first place is left largely unanswered. Here we explore the benefits of a positive interpretation (...) which aims to address this oversight and make the framework more informative. This interpretation, which is inspired by the recent work of Schroeder and Sobel, claims that the relevant sense in which value can be determined by attitudes is discovered by seeing how facts can be endowed with the normative property of being a reason. We argue that this interpretation significantly deepens our understanding of the disagreement between subjectivism and objectivism. (shrink)

Investigation of neural and cognitive processes underlying individual variation in moral preferences is underway, with notable similarities emerging between moral- and risk-based decision-making. Here we specifically assessed moral distributive justice preferences and non-moral financial gambling preferences in the same individuals, and report an association between these seemingly disparate forms of decision-making. Moreover, we find this association between distributive justice and risky decision-making exists primarily when the latter is assessed with the Iowa Gambling Task. These findings are consistent with neuroimaging studies (...) of brain function during moral and risky decision-making. This research also constitutes the first replication of a novel experimental measure of distributive justice decision-making, for which individual variation in performance was found. Further examination of decision-making processes across different contexts may lead to an improved understanding of the factors affecting moral behaviour. (shrink)

In recent years, online “involuntary celibate” or “incel” communities have been linked to various deadly attacks targeting women. Why do these men react to romantic rejection with not just disappointment, but murderous rage? Feminists have claimed this is because incels desire women as objects or, alternatively, because they feel entitled to women’s attention. I argue that both of these explanatory models are insufficient. They fail to account for incels’ distinctive ambivalence toward women—for their oscillation between obsessive desire and violent hatred. (...) I propose instead that what incels want is a Beauvoirian “Other.” For Beauvoir, when men conceive of women as Others, they represent them as simultaneously human subjects and embodiments of the natural world. Women function then as sui generis entities through which men can experience themselves as praiseworthy heroes, regardless of the quality of their actions. I go on to give an illustrative analysis of Elliot Rodger’s autobiographical manifesto, “My Twisted World.” I show how this Beauvoirian model sheds light on Rodger’s racist and classist attitudes and gives us a better understanding of his ambivalence toward women. It therefore constitutes a powerful and overlooked theoretical alternative to accounts centered on objectification and entitlement. (shrink)
