The complex regulatory framework governing the U.S. health care system can be an obstacle to programming that address health-related social needs. In particular, health care fraud and abuse law is a pernicious barrier as health care organizations may minimize or forego programming altogether out of real and perceived concern for compliance. And because health care organizations have varying resources to navigate and resolve compliance concerns, as well as different levels of risk tolerance, fears related to the legal landscape may further (...) entrench inequities in access to meaningful programs that improve health outcomes. This article uses food and nutrition programming as a case study to explore the complexities presented by this area of law and to highlight pathways forward. (shrink)

It is a relatively rare, and very welcome, event when an original, brilliantly imaginative analytic philosopher takes a fresh look at earlier figures in the history of philosophy and proceeds to tell a story that ties in their work with his own. Analytic philosophy’s greatest disability remains its lack of historical resonance, and Hilary Putnam is one of the few who have worked hard to help it overcome this handicap. His discussion of the great American pragmatists has made it (...) possible for students to see past the dismissive attitudes that Russell and Ayer, for example, adopted toward James and Dewey. Advancing along lines sketched out some decades ago in Morton White’s prescient Toward Reunion in Philosophy, Putnam has helped us see in detail how Quinean skepticism about the language-fact and essence-accident dualisms ties in with James’s and Dewey’s skepticism about many other traditional dualisms. It is widely recognized that ‘global’ symmetries, such as the boost invariance of classical mechanics and special relativity, can give rise to direct empirical counterparts such as the Galileo-ship phenomenon. However, conventional wisdom holds that ‘local’ symmetries, such as the diffeomorphism invariance of general relativity and the gauge invariance of classical electromagnetism, have no such direct empirical counterparts. We argue against this conventional wisdom. We develop a framework for analysing the relationship between Galileo-ship empirical phenomena on the one hand, and (...) physical theories that model such phenomena on the other, that renders the relationship between theoretical and empirical symmetries transparent, and from which it follows that both global and local symmetries can give rise to Galileo-ship phenomena. The following is a transcript of a discussion about the question between Richard Rorty, Hilary Putnam, and James Conant. The discussion was part of a series of discussions on more or less philosophical subjects broadcast on Chicago Public Radio. This discussion is anchored by Gretchen Helfrich. Two listeners (Chris and Edwin) also took part.

The field of social movement studies has expanded dramatically over the past three decades. But as it has done so, its focus has become increasingly narrow and 'movement-centric'. When combined with the tendency to select successful struggles for study, the conceptual and methodological conventions of the field conduce to a decidedly Ptolemaic view of social movements: one that exaggerates the frequency and causal significance of movements as a form of politics. This book reports the results of a comparative study, not (...) of movements, but of communities earmarked for environmentally risky energy projects. In stark contrast to the central thrust of the social movement literature, the authors find that the overall level of emergent opposition to the projects has been very low, and they seek to explain that variation and the impact, if any, it had on the ultimate fate of the proposed projects. Young people are increasingly required to demonstrate civic engagement in their communities and help deliver the aspirations of localism and Big Society. Using an ecological systems approach this paper explores the experiences of different groups of young people living in areas of socio-economic disadvantage. Using volunteering as an example of civic engagement it is shown that barriers and motivators for young people stem from within the micro, meso, exo and macrosystems, and that these interact with each other, and with bio-psychological (...) factors within individuals, to bring about differential opportunities and outcomes for young people. Through examining the experiences of three different groups of young people placed within socio-economically disadvantaged communities, considerable variation in levels of civic engagement are identified and it is suggested that some young people's lived experiences are resulting in decisions to civically disengage. It is argued that young people need to benefit from genuine opportunities to develop self-efficacy if they are to respond to the demands of Big Society aspirations for localised decision-making. The problem of trust in social relationships was central to the emergence of the modern form of civil society and much discussed by social and political philosophers of the early modern period. Over the past few years, in response to the profound changes associated with postmodernity, trust has returned to the attention of political scientists, sociologists, economists, and public policy analysts. In this sequel to his widely admired book, The Idea of Civil Society, Adam Seligman analyzes trust as a (...) fundamental issue of our present social relationships. Setting his discussion in historical and intellectual context, Seligman asks whether trust--which many contemporary critics, from Robert Putnam through Francis Fukuyama, identify as essential in creating a cohesive society--can continue to serve this vital role. Seligman traverses a wide range of examples, from the minutiae of everyday manners to central problems of political and economic life, showing throughout how civility and trust are being displaced in contemporary life by new "external' system constraints inimical to the development of trust. In 1922 Skolem delivered an address before the Fifth Congress of Scandinavian Mathematicians in which he pointed out what he called a "relativity of set-theoretic notions". This "relativity" has frequently been regarded as paradoxical; but today, although one hears the expression "the Lowenheim-Skolem Paradox", it seems to be thought of as only an apparent paradox, something the cognoscenti enjoy but are not seriously troubled by. Turing's (1936) analysis of effective symbolic procedures is a model of conceptual clarity that plays an essential role in the philosophy of mathematics. Yet appeal is often made to the effectiveness of human procedures in other areas of philosophy. This paper addresses the question of whether Turing's analysis can be applied to a broader class of effective human procedures. We use Sieg's (1994) presentation of Turing's Thesis to argue against Cleland's (1995) objections to Turing machines and we evaluate her proposal (...) to understand the effectiveness of procedures in terms of their reliability and precision. What is the relationship between our perceptions and reality? What is the relationship between the mind and the body? These are questions with which philosophers have grappled for centuries, and they are topics of considerable contemporary debate as well. Hilary Putnam has approached the divisions between perception and reality and between mind and body with great creativity throughout his career.
