Discursive history of the English language has been vital to analysing ‘the postcolonial condition’ in the Indian subcontinent, with a broadly overarching emphasis on how English is a ‘usurper language’. Simultaneous to this, however, there exists a hitherto understudied history featuring subaltern, ‘organic intellectuals’ from the lower castes. Not only does this ‘subaltern history of English’ exhibit a more positive affect toward the English language – by invoking its emancipatory potential in an economy of deeply casteist vernacular languages – but (...) it also complicates multiple assertions that the postcolonial apparatus has so far held as a priori. Jotirao Phule’s Slavery/Gulamgiri is one of the foremost examples of such a position; its preface, which lucidly announces this seemingly unique position, is quite possibly the first explicitly political treatise written in the English language in the history of the subcontinent. This paper highlights the enormous shifts that take place in our understanding of the history of English – and colonial modernity – if we were to classify Phule’s preface as a key text in the history of ‘Indian writing in English’. Subsequently, it is argued that Phule’s work crystallizes into a radically alternate – and far more egalitarian – conception of ‘world literature’ contra Tagore’s well-known idea of visva sahitya. In 1989, the Cold War abruptly ended and it seemed as if the world was at last safe for democracy. But a spirit of uneasiness, discontent, and world-weariness soon arose and has persisted in Europe, in America, and elsewhere for two decades. To discern the meaning of this malaise we must investigate the nature of liberal democracy, says the author of this provocative book, and he undertakes to do so through a detailed investigation of the thinking of Montesquieu, Rousseau, and (...) Tocqueville. Paul A. Rahe argues that these political thinkers anticipated the modern liberal republic's propensity to drift in the direction of “soft despotism”—a condition that arises within a democracy when paternalistic state power expands and gradually undermines the spirit of self-government. Such an eventuality, feared by Tocqueville in the nineteenth century, has now become a reality throughout the European Union, Canada, Australia, New Zealand, and the United States. Although repeated attempts have been made over the last half-century to make sense of Machiavelli's Discourses on Livy as an exposition of classical republicanism, such endeavours are bound to fail. After all, Machiavelli rejected the teleology underpinning the discursive republicanism of the ancients, and his understanding of the ends pursued by republics was profoundly at odds with the understanding predominant in ancient Greece and Rome. If he had a classical mentor, it cannot, then, have been Aristotle or Cicero or one (...) of the ancient historians. If he had such a mentor, it was surely Lucretius, the leading Roman critic of ancient political idealism--a figure so important to the Florentine that in the late 1490s he copied by hand in its entirety De rerum natura and that he drew on it throughout his subsequent career. Machiavelli's republicanism is best understood as an appropriation, critique and reworking of ancient Epicureanism. (shrink)

Modal dependence logic was introduced recently by Väänänen. It enhances the basic modal language by an operator = (). For propositional variables p 1, . . . , p n , = (p 1, . . . , p n-1, p n ) intuitively states that the value of p n is determined by those of p 1, . . . , p n-1. Sevenster (J. Logic and Computation, 2009) showed that satisfiability for modal dependence logic is complete for nondeterministic (...) exponential time.In this paper we consider fragments of modal dependence logic obtained by restricting the set of allowed propositional connectives. We show that satisfiability for poor man’s dependence logic, the language consisting of formulas built from literals and dependence atoms using ${\wedge, \square, \lozenge}$ (i. e., disallowing disjunction), remains NEXPTIME-complete. If we only allow monotone formulas (without negation, but with disjunction), the complexity drops to PSPACE-completeness.We also extend Väänänen’s language by allowing classical disjunction besides dependence disjunction and show that the satisfiability problem remains NEXPTIME-complete. If we then disallow both negation and dependence disjunction, satisfiability is complete for the second level of the polynomial hierarchy. Additionally we consider the restriction of modal dependence logic where the length of each single dependence atom is bounded by a number that is fixed for the whole logic. We show that the satisfiability problem for this bounded arity dependence logic is PSPACE-complete and that the complexity drops to the third level of the polynomial hierarchy if we then disallow disjunction.In this way we completely classify the computational complexity of the satisfiability problem for all restrictions of propositional and dependence operators considered by Väänänen and Sevenster. Modern republicanism - distinguished from its classical counterpart by its commercial character and jealous distrust of those in power, by its use of representative institutions, and by its employment of a separation of powers and a system of checks and balances - owes an immense debt to the republican experiment conducted in England between 1649, when Charles I was executed, and 1660, when Charles II was crowned. Though abortive, this experiment left a legacy in the political science articulated both by (...) its champions, John Milton, Marchamont Nehdham, and James Harrington, and by its sometime opponent and ultimate supporter Thomas Hobbes. This volume examines these four thinkers, situates them with regard to the novel species of republicanism first championed more than a century before by Niccolo Machiavelli, and examines the debt that he and they owed the Epicurean tradition in philosophy and the political science crafted by the Arab philosophers Alfarabi, Avicenna, and Averroes. By the standard of popular approval, the South African state has no legitimacy, since only whites are enfranchised and blacks are being denationalized. This institutionalized politicization of ethnicity increasingly erodes the efficiency of private and state institutions alike. Enforced ethnic identities without representative leadership undermine proposed liberal arrangements of negotiated power-sharing as well as the government policy of cooptation. In the absence of political democracy, politicized labor relations substitute for restricted mobilization elsewhere. There are three basic responses to this legitimation (...) crisis of the South African state: 1) the radical left response of revolutionary reversal of power 2) the reformist business response of co-optation and 3) the technocratic government response of further political separation with increased economic collaboration. Charles-Louis de Secondat, baron de La Brède et de Montesquieu, mentions Niccolò Machiavelli by name in his extant works just a handful of times. That, however, he read him carefully and thoroughly time and again there can be no doubt, and it is also clear that he couches his argument both in his Considerations on the Causes of the Greatness of the Romans and their Decline and in his Spirit of Laws as an appropriation and critique of the work of (...) the predecessor whom he termed ‘this great man’. We know that John Milton read Machiavelli’s Discourses on Livy with very great care, and there is evidence suggesting that initially he found its argument attractive. In the end, however, he repudiated Machiavelli’s peculiar populism in no uncertain terms, and he did so by embracing Aristotle and Cicero in a manner that highlights the radical break which the Florentine initiated with the republicanism of the ancient Romans and Greeks.

Democracy in America never mentions the Declaration of Independence. Is this perhaps a sign of hostility to the Declaration’s natural-rights teaching or to abstract principles? Or is it no more significant than The Federalist’s silence on this matter? Both are books of political science, not political philosophy; yet, when appropriate, Tocqueville addresses first principles, and endorses a natural-rights doctrine similar to Locke’s. He wrote primarily for the French, addressing issues he thought decisive for them, especially reconciling the ultra-royalists and the (...) French Catholic Church to the new democratic order. This guided the aspects of American democracy he wanted to emphasize. Thus Jesus Christ’s coming to earth was a political turning point in human history because he “made it understood that all members of the human species are naturally alike and equal.” Given aristocratic dominance in ancient society, without that event the principle of equality might never have been discovered. When Benjamin Franklin suggested that man is by nature a tool-making animal, he summed up what was for his fellow Americans the common sense of the matter. It is not, then, surprising that, when Britain's colonists in North America broke with the mother country over the issue of an unrepresentative parliament's right to tax and govern the colonies, they defended their right to the property they owned on the ground that it was in a most thorough-going sense an extension of (...) themselves: the fruits of their own labor. This understanding they learned from John Locke, who based the argument of his Two Treatises of Government on the unorthodox account of providence and of man's place within the natural world that Sir Francis Bacon had been the first to articulate. All of this helps explain why the framers of the American constitution included within it a clause giving sanction to property in ideas of practical use. (shrink)
