Currently, all 50 states and the District of Columbia have youth concussion laws based on the core principals of the 2009 Lystedt Law of Washington State. On April 23, 2013, the state of Georgia signed into law House Bill 284, “The Return to Play Act of 2013” and became one of the last states to pass youth concussion legislation. This Act became effective on January 1, 2014. The purpose of this report is to highlight the legislative process of enacting Georgia (...) Concussion is a form of mild traumatic brain injury that can occur as a result of contact to the head or other parts of the body that causes a rapid acceleration-deceleration force to the brain that may cause a functional disturbance in an individual’s ability to concentrate or learn new information. Contrary to popular belief, it is not a bruise to the brain, and there is usually nothing detectable on standard imaging such as a computed tomography or magnetic resonance imaging. (...) Armed with a fresh analysis of Shakespeare's inherited resources for articulating anxieties rooted in philosophical doubt, Skulsky shows that in four plays—Hamlet, Measure for Measure, King Lear, and Othello—the drama of doubt in search of an exit gives its own kind of urgency to the more familiar Shakespearean drama of action and motive. From Skulsky's study, the four plays emerge as insidiously telling exercises in challenging our working faith in the objectivity of moral choice and the possibility of knowing (...) other minds. In particular, Skulsky notes that Shakespeare takes calculated risks with our personal interest in his heroes by assigning them disturbing convictions as well as contemptible actions. In one of the plays, such convictions end by looking just as threatening as they do at the outset. In the others, Shakespeare offers a special kind of affirmation and compassion—an affirmation designed to stand against the worst of pessimism, and a compassion that makes room for the worst of the damned. Martin Luther King's legacy as a Black, Baptist preacher and activist is widely known, but his influence in the public sphere has eclipsed his influence in Black Theology. Additionally, since the Black Power movement succeeded the Civil Rights movement, and thereby the Liberationist movement succeeded the Black Social Gospel movement, the foundations King laid became seamlessly integrated into the theology of James Cone and J. Deotis Roberts. Taking King's social analysis, his concern for crucified peoples, and grassroots (...) activism, Cone and Roberts craft the school of Black Theology. Frederick Ware's book, Methodologies of Black Theology outlined the schools of Black Methodology, including the Black Hermeneutical School, which incorporates indigenous sources to inform theology. Walter Strickland II, building upon Ware, argues the Black Hermeneutical School has three schools of interpretive emphasis: Courthouse, Schoolhouse, and Church House. Cone's theology utilises the methodology of the Courthouse while Roberts utilises the methodology of the Church House. This paper argues that Martin Luther King Jr's activism and theology helped develop Cone and Roberts's Black Theological Method. Roberts carries King's legacy as a pastor‐theologian, and Cone carries King's legacy as a social activist. (shrink)

The anonymous Life of King Edward, written about the time of the Norman Conquest, is an important and intriguing source for the history of Anglo-Saxon England in the years just before 1066. It provides a fascinating account of Edward the Confessor and his family: his wife Edith, his father-in-law Earl Godwin, and the queen's brothers Tostig and Harold. The foundations of the legend of St Edward the Confessor are apparent from the version of the work supplied by the (...) unique MS of c.1100. Professor Barlow explores the problems raised by this anonymous work in its now incomplete MS, and examines the development of the cult of St Edward. He also investigates the life and works of Folcard and Goscelin of St Bertin, possible authors. Recent discoveries have enabled Professor Barlow to reconstruct in part the lacunae in BL Harley MS 526 with texts closer to the original. This paper presents a model-theoretic semantics for discourse "about" natural numbers, one that captures what I call "the mathematical-object picture", but avoids what I can "the mathematical-object theory".

We evaluate people all the time for a wide variety of activities. We blame them for miscalculations, uninspired art, and committing crimes. We praise them for detailed brushwork, a superb pass, and their acts of kindness. We accomplish things, from solving crosswords to mastering guitar solos. We bungle our endeavors, whether this is letting a friend down or burning dinner. Sometimes these deeds are morally significant, but many times they are not. Simply Responsible defends the radical proposal that the blameworthy (...) artist is responsible in just the same way that the blameworthy thief is. We can be responsible for all kinds of different activities, from lip-synching to long division, from murders to meringues, but the relation involved, what author Matt King calls the basic responsibility relation, is the same in every case. We are responsible for the things we do first, then blameworthy or praiseworthy for having done them in light of whether they're good or bad, according to a variety of standards. Why is this a radical proposal? Firstly, because so much of the contemporary literature on moral responsibility has moralized its nature. According to most accounts, moral responsibility is either a special species of responsibility or else depends on moralized capacities. In contrast, King argues that we get a more complete and unifying picture of responsible agency from a more general theory of responsibility. Secondly, the proposal is radical due to its drastic simplicity. King foregoes many of the complications that feature in other accounts of responsibility, arguing that we can make do with less demanding theoretical elements. (shrink)

It is now time for bioethics to take full account of the problems of health disparities and structural injustice that are made newly urgent by the COVID-19 pandemic and the effects of climate change. Contrary to economics or history, for example, there does not exist an organized field dedicated to the philosophy of political science. Given that the philosophical issues raised by political science research are just as pressing and vibrant as those raised in these more organized fields, fostering a field that labels itself Philosophy of Political Science (PoPS) is important. PoPS is advanced here as a fruitful meeting place where both philosophers and practicing political scientists contribute and discuss—with philosophical discussions that are (...) close to and informed by actual developments in political science, making philosophy of science continuous with the sciences in line with contemporary naturalist philosophy of science. The topics scrutinized in the different chapters of the Handbook will figure prominently in PoPS, as we lay out in this chapter. (shrink)

Response-dependence theories have historically been very popular in aesthetics, and aesthetic response-dependence has motivated response-dependence in ethics. This chapter closely examines the prospects for such theories. It breaks this category down into dispositional and fittingness strands of response-dependence, corresponding to descriptive and normative ideal observer theories. It argues that the latter have advantages over the former but are not themselves without issue. Special attention is paid to the relationship between hedonism and response-dependence. The chapter also introduces two aesthetic properties that (...) lead to wrong kinds of reasons problems for aesthetic response-dependence: insightfulness and the capacity to change one’s perspective. These properties do not have obvious parallels in the ethical domain, and so present an obstacle for response-dependence even in aesthetics. The chapter ends by examining replies on behalf of the response-dependence theorist, ultimately suggesting that a restricted form of response-dependence is the most promising way forward for fans of such theories. Philosophy of science is still, in the minds of many, identified with positivism. This is understandable since twentieth century philosophy of science originates with the work of the Vienna Circle. Positivism is most famous for the verification theory of meaning, the doctrine that the meaning of any proposition is the method by which it is verified, and that any nonanalytic locution which cannot be proven or disproven by some empirical test has no cognitive significance. Positivism is an attempt to construct (...) a “scientific philosophy” in the worst sense: it is maintained that (with the exception of propositions which are analytic and thus vacuous) only those propositions which occur in the sciences are meaningful, all other discourse having at best some emotive value, but no cognitive content, and all of this is maintained within the confines of an exceedingly narrow notion of scientific knowledge. This notion is so narrow that its advocates found themselves in danger of having to relegate most of physics to the realm of nonsense since physics contains many statements which are strictly universal and thus cannot be conclusively verified. We are familiar with the political novel, the historical novel, or the metaphysical novel, and in this sense Sorrentino's Mulligan Stew, with its running commentary on novels, novelists, critics and publishers, may be viewed as a critical novel. A critical novel, however, has a striking feature which it does not share with the other sorts of novels mentioned above in that a critical novel is itself (...) a novel, and a member of the class of objects on which it is commenting. “There is, in addition, a second reason for doubting that scientists reject paradigms because confronted with anomalies or counterinstances. In developing it my argument will itself foreshadow another of this essay's main theses. The reasons for doubt sketched above were purely factual; they were, that is, themselves counterinstances to a prevalent epistemological theory. As such, if my present point is correct, they can at best help to create a crisis or, more accurately, to reinforce one that is already very much (...) in existence. By themselves they cannot and will not falsify that philosophical theory, for its defenders will do what we have already seen scientists doing when confronted by anomaly. They will devise numerous articulations and ad hoc modifications of their theory in order to eliminate any apparent conflict. Many of the relevant modifications and qualifications are, in fact, already in the literature. If, therefore, these epistemological counterinstances are to constitute more than a minor irritant, that will be because they help to permit the emergence of a new and different analysis of science within which they are no longer a source of trouble. Furthermore, if a typical pattern, which we shall later observe in scientific revolutions, is applicable here, these anomalies will then no longer seem to be simply facts. From within a new theory of scientific knowledge, they may instead seem very much like tautologies, statements of situations that could not conceivably have been otherwise.”. (shrink)

The mass killings, large-scale gang rape and large-scale expulsion of the Rohingyas from Myanmar constitute one of the most repugnant world events in recent years. This article addresses the question of whether armed humanitarian intervention would have been morally permissible to protect the Rohingyas. It approaches the question from the perspective of the jus ad bellum criteria of just war theory. This approach does not yield a definitive answer because knowing whether certain jus ad bellum conditions might have been satisfied (...) is difficult to judge without detailed knowledge of military intelligence assessments. Nevertheless, I argue that there was just cause for intervention according to both liberal and communitarian perspectives; that legitimate authority in the form of United Nations Security Council authorization would not have been morally necessary; that it is doubtful whether permissible intervention would have required humanitarian intent; that in late August 2017, intervention might well have been a last resort, but that morally relevant facts suggest intervention might have been disproportionate and lacked a reasonable chance of success, such that, all things considered, it would have perhaps been impermissible. -/- (Free access via third external link). In recent years empiricism has been under persistent attack, and serious questions have been raised about the ability of empiricism to provide the basis for a viable philosophy of science. The attack has been sufficiently vigorous, and in some quarters sufficiently successful, that many now maintain that empiricism is dead. My aim in this paper is to argue that, rather than being ready for embalmment and emplacement in the museum of philosophic oddities, empiricism is very much alive, and the central (...) thesis of empiricism remains the cornerstone for any viable philosophy of science. This is not to say that the recent attacks on empiricism have been without a point, rather, they have put anyone who would defend empiricism in the position of having to rethink many datails of the empiricist viewpoint. But it is the details, the way in which empiricism has been elaborated by its proponents, not the central empiricist insight, that must be reconsidered. (shrink)

In this paper, I criticize Michael Huemer's phenomenal conservatism, the theory of justification according to which if it seems to S that p, then in the absence of defeaters, S thereby has at least some degree of justification for believing that p. Specifically, I argue that beliefs and hunches provide counterexamples to phenomenal conservatism. I then defend a version of restricted phenomenal conservatism, the view that some but not all appearances confer prima facie justification on their propositional contents. Specifically, I (...) defend the view that S has defeasible justification for believing that p if and only if it seems to S that p and it seems to S that she is acquainted with the fact that makes p true.
