As well as being a history of administrative staff colleges in the UK, Australia, New Zealand, Pakistan, India, the Phillipines and Ghana between 1948 and 1984, the colleges' contribution to the development of effective managers is evaluated.

Utilitarian and deontological moral theories are often accused of failing to develop a convincing account of an agent's moral psychology, and so failing to provide an adequate theory of moral motivation that sustains their conception of morality as involving generally overriding moral duties. As a result of this apparent conflict between an agent's psychology and the demands of morality, many suggest making dramatic revisions to our conception of morality. I argue here that a more promising response is to examine where (...) it is that morality fits into human psychology, and then build a theory of moral motivation that sustains ordinary conceptions of morality from this foundation. To do this, I start by looking at Hume's account of moral motivation, which is grounded in a rich and full moral psychology. In an attempt to show that his theory provides a promising foundation for a contemporary theory of moral motivation, I explore his account of acting from duty and develop a new interpretation of his theory of moral motivation that fits most consistently with both his criticism of other accounts and his more general claims about the virtue of justice. I argue that Hume offers an account of justice as being always valuable in virtue of being a necessary condition to the enjoyment of one's good character. I go on to suggest that pride in one's character, what we might now call personal integrity, commits each agent to acting with a sense of duty, and enables her to attain a level of social interaction that is necessary for her psychological development, yet not possible without a commitment to justice. After defending this interpretation of Hume, I extend this basic notion of personal integrity and demonstrate how this idea, combined with the workings of empathy and the psychological need for positive social interaction, generates a viable theory of moral motivation that maintains the common conception of morality as involving generally overriding moral duties while avoiding threats of alienation. Computationalism treats minds as computations. It hasn't explained how our quite similar sensory circuits encode our quite different qualia, nor how these circuits encode the binding of the different qualia into unifi ed perceptions. But there is growing evidence that qualia and binding come from neural electrochemical substances such as sensory detectors and the strong continuous electromagnetic field they create. Qualia may thus be neural substances, not neural computations (though computations may still help modulate qualia). In many jurisdictions in the United States and elsewhere, the law governing deadly force by police and civilians contains a notable asymmetry. Often civilians but not police are bound by the imminence requirement—that is, a necessary condition for justifying deadly force is reasonable belief that oneself or another innocent person faces imminent threat of grave harm. In U.S. law enforcement, however, there has been some shift toward the imminence requirement, most evident in the use-of-force policy adopted by the Department of (...) Justice in 2022. This article defends that shift and argues that the ethical case for the imminence requirement in policing is stronger than Shannon Brandt Ford suggests in a recent article. Though the imminence requirement’s impacts on policing and public safety require ongoing study, the principle of equality before the law and the Doctrine of Doing and Allowing both provide moral grounds for this requirement, especially given the lack of evidence that the status quo helps protect life. This volume offers a comparative analysis of the challenges facing center-left parties in the United States, United Kingdom, France, Germany, the European Union, Poland, and Russia. Among the questions addressed are: -If the traditional social bases of left parties are now too limited for winning in majoritarian politics, what kind of coalitions and ideas, which reach beyond those bases and yet retain them, may be effective? - If the answer to the first question is that such umbrella coalitions are too (...) torn to be workable, what is the alternative? What is gained and lost in moves toward the center or further to the left? - Is coalition politics sufficient for governance in terms of both policy and the long-term political health of a party, or must there be a central, guiding set of ideas around which coalitions are formed? - What are the inherent weaknesses of market-oriented parties against which democratic center-left parties might appeal and win? - To what extent do national histories and political cultures both provide resources for, and set constraints and limits on, what parties may creatively do with political appeals and policies? The center of political gravity differs in these countries, with the United States and United Kingdom to the right and France and Germany to the left. Neither Poland nor Russia has been able to develop a party of this kind with any political strength. These essays explore how center-left parties, positioned as they are in the electoral spectrum, cope with the challenge of establishing an ideology to distinguish themselves from center-right parties and, while remaining both moderate and progressive, or even radical, try also to capture the center of politics. Athenaeus preserves an intriguing description by the otherwise unknown writerMoschion of a giant grain-ship, the Syracusia, built by Hiero II of Syracuse in thelater third century B.C.1 The account is extremely circumstantial. Besides a fulldescription of the ship's layout, Moschion gives such details as the name of thearchitect , the size of the construction-force , the construction time , details of the launching arrangements devised byArchimedes, and even the procedure for judging crimes committed on board.

This paper traces a relatively linear sequence of early research approaches to the formal verification of concurrent programs. It does so forwards and then backwards in time. After briefly outlining the context, the key insights from three distinct approaches from the 1970s are identified (Ashcroft/Manna, Ashcroft (solo) and Owicki). The main technical material in the paper focuses on a specific program taken from the last published of the three pieces of research (Susan Owicki’s): her own verification of her _Findpos_ example (...) is outlined followed by attempts at verifying the same example using the earlier approaches. Reconsidering the prior approaches on the basis of Owicki’s useful example illuminates similarities and differences between the proposals. Along the way, observations about interactions between researchers (and some “blind spots”) are noted. (shrink)

Extant discussions of Buddhist mereology give minimal attention to the soteriological significance of denying the reality of wholes. This is unfortunate, because the connection between mereology and soteriological is both significant and problematic. The connection is significant, because it supports an argument for the unreality of composite wholes that does not depend upon any claim about the nature of wholes. The connection is also problematic, because some Buddhists endorse the soteriological relevance of mereology despite admitting that composite wholes are real. (...) I address these issues by reviewing early Pāli Buddhist attitudes toward the soteriological significance of mereology, developing an argument for the unreality of wholes from the work of Buddhaghosa, and explicating an alternative approach from the Chinese tradition of Huayan 華嚴 Buddhism that calls into question some common assumptions about parts and wholes. Fazang’s arguments in his Treatise on the Five Teachings of Huayan provide a philosophical foundation for the Avatamsaka Sutra’s rich and suggestive imagery. This chapter focuses on one of Fazang’s central arguments in that treatise, namely, his argument that mutually reliant dharmas are mutually identical. The chapter presents the background context for Fazang’s argument, reconstructs the argument’s logical structure, interprets the central concepts appearing therein, and explains why Fazang might have found plausible his argument’s premises. Specific discussion points include: the (...) non-duality of existence and emptiness; relations between causes and their conditions; the meaning of creation and identity; connections with the ti-yong paradigm; Fazang’s analogy of the ten coins. We combine philosophical theories with quantitative analyses of online data to propose a sophisticated approach to social media influencers. Identifying influencers as communication systems emerging from a dialectic interactional process between content creators and in-development audiences, we define them mainly using the composition of their audience and the type of publications they use to communicate. To examine these two parameters, we analyse the audiences of 619 Instagram accounts of French, English, and American influencers and 2,400 of their publications in light (...) of Girard’s mimetic theory and McLuhan’s media theory. We observe meaningful differences in influencers’ profiles, typical audiences, and content type across influencers’ classes, supporting the claim that such communication systems are articulated around ‘reading contracts’ upon which influencers’ image is based and from which their influence derives. While the upkeep of their influence relies on them sticking to this contract, we observe that successful influencers shift their content type when growing their audiences and explain the strategies they implement to address this double bind. Different types of contract breaches then lead to distinct outcomes, which we identify by analysing various types of followers’ feedback. In mediating social interactions, digital platforms reshape society in various ways; this interdisciplinary study helps understand how the digitalisation of social influencers affects reciprocity and mimetic behaviours. There are conceptual and ethical challenges to defining adolescents’ autonomy to access health care, and these can lead to health care norms and practices that could be maladjusted to the needs and preferences of adolescents. Particularly sensitive is access to sexual and reproductive health care services (SRHS). Yet, while there has been substantial conceptual work to conceptualize autonomy (e.g., as independence), there is a lack of empirical research that documents the perceptions of adolescents regarding on how they access or wish (...) to access health care services. The main objectives of this research were to (a) understand how adolescents in Colombia interpret the concept of “autonomy,” (b) describe how these adolescents articulate their autonomy (i.e., preferences) in accessing SRHS, and (c) analyze the ethical issues emerging from these data. Forty-five semi-structured interviews were conducted with participants aged 14 to 23 years old in the Departments of Antioquia and Valle del Cauca in Colombia. Our study showed that participants’ understanding of autonomy was context-based and highly dependent on personal experiences, and these influenced their choice in how to access SRHS. Seen through the ethical lens of a reproductive justice framework, our results highlight the unequal opportunities for adolescents in terms of autonomy to access SRHS. (shrink)

Conducting research in a prison setting is ethically challenging. Because history is full of unethical research conducted in prison settings, researchers are often afraid of doing research in this area. It is argued that too much emphasis has been put on the protection of prison inmates as a vulnerable population. Consequently, too little research is being conducted where the focus is on those factors which serve to make the prison population vulnerable. In this paper ethical questions, emerging when conducting a (...) study on literacy and mental health among Norwegian prison inmates, are presented and discussed. Relevant questions relate to topics which include ethical clearance of the research protocol, the consent procedure, clarification of roles and the publication of the results. The ethical questions are discussed in relation to the four principles of ‘respect for the client's rights and dignity’, ‘competence’, ‘responsibility’ and ‘integrity’ set out in the meta-code of ethics, formulated by the European Federation of Professional Psychologists Associations. The wider relationships between ethics in society, research ethics in general, and ethics when conducting research in a prison setting are also considered. (shrink)
