Edward Harold Fulcher Swain (1883?1970) developed a unique idea about the importance of forests, advocating the creation of a new society based upon forests, and he pursued policies to implement his unique vision of forestry when he served as the Director of Queensland's Forestry Board from 1918 to 1924 and the Forestry Commissioner for New South Wales from 1935 to 1948. Swain's beliefs developed out of a combination of his Australian experiences and connections with foresters in the British Empire and (...) America. When he could not convince Australian elites about the need to create a forest-based society, he asked foresters at the 1947 Empire Forestry Conference in London to assert the primacy of forestry in land management in the British Empire. Many foresters positively received parts of Swain's argument, but his ideas could never be fully implemented in the British Empire because of the dominance of agrarian doctrines of development in post-Second World War colonial planning and the rapid process of decolonization. Swain's life sheds light onto current debates among historians about the origin and legacy of forestry in Australia and the British Empire. His ideas, many that parallel the basic tenets of modern environmentalism, require historians to rethink the relationship between Empire forestry and environmentalism. (shrink)

The article examines the effects of non-financial disclosure on corporate social responsibility. We conceptualise trade-offs between two ideal types in relation to CSR. Whereas self-regulation is associated with greater flexibility for businesses to develop best practices, it can also lead to complacency if firms feel no external pressure to engage with CSR. In contrast, government regulation is associated with greater stringency around minimum standards, but can also result in rigidity owing to a ‘one-size-fits-all’ approach. Given these potential trade-offs, we ask (...) how mandatory non-financial disclosure has been shaping CSR practices and examine its potential effectiveness as a regulatory instrument. Our analysis of 24 OECD countries using the Asset4 database shows that firms in countries that require non-financial disclosure adopt significantly more CSR activities. However, we also find that NFD regulation does not lead to lower levels of corporate irresponsibility. Furthermore, our analysis demonstrates that, over time, the variation in CSR activities declines as firms adopt increasingly similar practices. Our study thereby contributes to understanding the impact of government regulation on CSR at firm level. We also discuss the limits of mandatory NFD in addressing regulatory trade-offs between stringency and flexibility in the field of corporate social responsibility. (shrink)

This commentary argues against the indictment of current experimental practices such as piecemeal testing, and the proposed integrated experiment design (IED) approach, which we see as yet another attempt at automating scientific thinking. We identify a number of undesirable features of IED that lead us to believe that its broad application will hinder scientific progress.

Technological determinism, as a position on the nature and effects of technology/technologies can be divided into optimistic and critical forms. The optimistic variety, of which contemporary cyber-utopianism is an instance, holds that the development of technology shapes or at least facilitates ameliorative alterations in society. The critical variety, on the other hand, tends to problematise or condemn the positive narrative of technological impact on human existence. Whilst the optimistic form still retains some academic credibility, especially concerning digital technologies, the critical (...) variety tends to be viewed as reductionist, essentialist and pessimistic. Furthermore, the fact that many of its leading proponents base their critiques on the analysis of industrial technology, reinforces the impression that critical technological determinism is outdated. I argue that focussing on the specific forms of technology analysed by classic technological determinists is to miss the key point of their arguments. Critical determinism warns that with the increasing integration of technology into everyday life, we run the risk of idealising technological organisation and making sociotechnical relations a model for all social relations. Drawing upon Rendueles’s (2017) analysis of the sociophobic tendencies of the online public sphere, I argue for the continuing relevance of so-called ‘Classic’ technological determinism. The danger posed by the ubiquity of the internet on this account is not that it possesses some innate quality that imposes a particular social pattern on humanity, but that the way in which we interact in cyberspace becomes the norm for social relations outside the cybersphere. We offer a sceptical examination of a thesis recently advanced in a monograph published by Princeton University Press, entitled Greek Buddha: Pyrrho’s Encounter with Early Buddhism in Central Asia. In this dense and probing work, Christopher I. Beckwith, a professor of Central Eurasian studies at Indiana University, Bloomington, argues that Pyrrho of Elis adopted a form of early Buddhism during his years in Bactria and Gandhāra, and that early Pyrrhonism must be understood as a sect of early Buddhism. In making (...) his case Beckwith claims that virtually all scholars of Greek, Indian, and Chinese philosophy have been operating under flawed assumptions and with flawed methodologies, and so have failed to notice obvious and undeniable correspondences between the philosophical views of the Buddha and of Pyrrho. In this study we take Beckwith’s proposal and challenge seriously, and we examine his textual basis and techniques of translation, his methods of examining passages, his construal of problems and his reconstruction of arguments. We find that his presuppositions are contentious and doubtful, his own methods are extremely flawed, and that he draws unreasonable conclusions. Although the result of our study is almost entirely negative, we think it illustrates some important general points about the methodology of comparative philosophy. (shrink)

Philosophers have recently argued that self-fulfilling beliefs constitute an important counter-example to the widely accepted theses that we ought not and cannot believe at will. Cases of self-fulfilling belief are thought to constitute a special class where we enjoy the epistemic freedom to permissibly believe for pragmatic reasons, because whatever we choose to believe will end up true. In this paper, I argue that this view fails to distinguish between the aim of acquiring a true belief and the aim of (...) believing what is true. While one cannot usually fail to establish that one will acquire a true belief without establishing the truth of the believed proposition, in the case self-fulfilling belief the two can come apart. I argue that insofar as the aim of belief has to do with determining whether the believed proposition is true, it will be both impossible and impermissible to believe for pragmatic reasons. (shrink)

This book surveys the leading modern theories of property - Lockean, libertarian, utilitarian/law-and-economics, personhood, Kantian and human flourishing - and then applies those theories to concrete contexts in which property issues have been especially controversial. The debate between instrumentalist and technological determinist positions on the nature of technology characterised the early history of the philosophy of technology. In recent years however technological determinism has ceased to be viewed as a credible philosophical position within the field. This paper uses Merleau-Ponty’s phenomenology to reconsider the technological determinist outlook in phenomenological terms as an experiential response to the encounter with the phenomenon of modern technology. Recasting the instrumentalist-determinist debate in a phenomenological manner enables one to reconcile the (...) apparent dualism of the instrumentalist and determinist positions through Merleau-Ponty’s ontology of the flesh. This ontology has recently been used to ground accounts of virtual embodiment. We argue that in addition to explaining away the classical form of technological determinism, it can also phenomenologically ground a novel understanding of technological determinism. This paper considers the relationship between evidence and self-fulfilling beliefs. Following Grice (1971), many philosophers hold that adopting a self-fulfilling belief would involve an impermissible form of bootstrapping. I argue that such objections gets their force from a popular but problematic model of theoretical deliberation which pictures deliberation as a function, treating the deliberation’s inputs as given, fixed prior to and independently from the deliberation. Though such a picture may seem plausible, attending to the case of self-fulfilling beliefs can help (...) us see how such a function-model is inadequate for a general understanding of theoretical deliberation. Because it is unable to accommodate the possibility that the outcomes of our deliberation can sometimes be evidence for the proposition we are deliberating about, the function model is unable to account for cases where what we believe affects the truth of what is believed. This paper argues that Carnap both did not view and should not have viewed Frege's project in the foundations of mathematics as misguided metaphysics. The reason for this is that Frege's project was to give an explication of number in a very Carnapian sense — something that was not lost on Carnap. Furthermore, Frege gives pragmatic justification for the basic features of his system, especially where there are ontological considerations. It will be argued that even on the question of the (...) independent existence of abstract objects, Frege and Carnap held remarkably similar views. I close with a discussion of why, despite all this, Frege would not accept the principle of tolerance. (shrink)

Following Grice, many philosophers hold that believing such propositions would involve an impermissible form of bootstrapping. This paper argues that such objections get their force from a popular but problematic function-model of theoretical deliberation, and that attending to the case of self-fulfilling belief can help us see why such a model is mistaken. The paper shows that on (...) a revised model of theoretical deliberation our evidence will problematically underdetermine any appropriate doxastic attitude: when belief in a proposition is self-fulfilling, our evidence is insufficient to support belief, disbelief, or even suspended judgment toward that proposition. Reappraisal is a frequently used and often successful emotion regulation strategy. However, its underlying cognitive mechanisms are not well understood. In this paper, we seek to clarify these mechanisms by expanding upon our recently proposed reAppraisal framework. According to this framework, reappraisal consists of appraisal shifts that arise from changes to the mental construal of a situation (reconstrual) or from changes to the goals that are used to evaluate the construal (repurposing). Here we propose that reappraisal can target both object-level (...) construals and goals representing states in the environment as well as meta-level construals and goals about different states in the mind. We also propose that reappraisal can operate by facilitating decommitment from a dominant construal or goal as well as by facilitating commitment to alternative construals or goals. We demonstrate that the 2 × 2 × 2 matrix formed by crossing the three distinctions between reconstrual and repurposing, between object-level and meta-level representations, and between decommitment and commitment operations forms a useful map of different reappraisal tactics. We draw examples of each of the 8 reappraisal tactics from basic and clinical research. We conclude by considering future research inspired by the expanded reAppraisal framework. (shrink)

Frege's Grundgesetze der Arithmetik offers a conception of cpLogic as the study of functions. Among functions are included those that are concepts, i.e. characteristic functions whose values are the logical objects that are the True/the False. What, in Frege's view, are the objects the True/the False? Frege's stroke functions are themselves concepts. His stipulation introducing his negation stroke mentions that it yields [...]. But curiously no accommodating axiom is given, and there is no such theorem. Why is it that some (...) of Frege's informal stipulations never made appearances as axioms? I offer an explanation that sheds new light on the Grundgesetze. No axioms should over-determination the True as a logical object. Perhaps the True = 0, as would be common in the mathematics of characteristic functions. But the logical objects that are cardinal numbers are value ranges correlated with second-level numerical concepts by a non-homogeneous second-level value-range function [...]. The existence of concepts would be ontologically circular if the True is itself a number. We find this circularity perfectly agreeable to Frege, and suggest that he had accepted that the existence of functions that are concepts in his cpLogic may well be ontologically inseparable from the existence of his value-range function. His cpLogic itself stands or falls with the viability of some value-range function. (shrink)

As the rapidly advancing possibilities of biotechnology have outstripped the adaptive capacity of current legal and ethical institutions, a vigorous debate has arisen that considers the boundaries of appropriate use of this technology, particularly when applied to humans. This article examines ethical concerns surrounding the development of markets in a particular form of human genetic engineering in which heterozygotes are fitter than both homozygotes, a condition known as heterozygous advantage. To begin, we present a generalized model of the condition, illuminated (...) by the application to sickle-cell anemia. Next, we propose a typology of related markets, some of which are currently functioning with available products and services, and others that are widely viewed as imminent. We suggest the manner in which perverse incentives may arise for firms that market genetic intervention in circumstances where heterozygous advantage is possible. Finally, we propose that this misalignment of incentives with social welfare has arisen from both ill-conceived market intervention where markets are capable of achieving efficient outcomes and the lack of market intervention where markets have failed. We offer specific legal and regulatory approaches for reform. (shrink)

This paper investigates the relation between Carnap and Quine’s views on analyticity on the one hand, and their views on philosophical analysis or explication on the other. I argue that the stance each takes on what constitutes a successful explication largely dictates the view they take on analyticity. I show that although acknowledged by neither party (in fact Quine frequently expressed his agreement with Carnap on this subject) their views on explication are substantially different. I argue that this difference not (...) only explains their differences on the question of analyticity, but points to a Quinean way to answer a challenge that Quine posed to Carnap. The answer to this challenge leads to a Quinean view of analyticity such that arithmetical truths are analytic, according to Quine’s own remarks, and set theory is at least defensibly analytic. This article compares the theory of Meinongian objects proposed by Edward Zalta with a theory of fiction formulated within an early Russellian framework. The Russellian framework is the second-order intensional logic proposed by Nino B. Cocchiarelly as a reconstruction of the form of Logicism Russell was examining shortly after writing The Principles of Mathematics. A Russellian theory of denoting concepts is developed in this intensional logic and applied as a theory of the "objects' of fiction. The framework retains the Orthodox (...) early Russellian ontology of existents, possible non-existents, and properties and relations in intension. This avoids the assumption, found in Meinongian theories, of impossible and incomplete objects. It also obviates the need to preserve consistency by distinguishing a new "mode of predication", or a "distinction in kinds of predicates". Thus, it is argued that an early Russellian theory forms a powerful rival to a Meinongian theory of objects. (shrink)

Dame Iris Murdoch is familiar to most people as a witty and en· gaging novelist whose twenty-four hooks of fiction can he read on a variety of levels. They are wonderful stories, hut the philosophically acute reader will also enjoy Murdoch's judgments, polemics, and inhouse jokes about philosophers and philosophical (...) views. Comparatively few people are aware of Murdoch's previous scholarly studies: Sartre, Romantic Rationalist, The Sovereignty of the Good, The Fire and the Sun; and Acastos. Even so, those familiar with these hooks will recognize the profound impact she has had on debates within moral philosophy. She has been at the forefront of the move· ment that has rehabilitated the central importance of such notions as goodness, the Good, virtue, and the moral life as a journey. So it is not surprising that Murdoch has returned to the genre of philosophical argument to advance her views on the relationship between metaphysics and morals. But it is surprising that her argument exhibits neither the clarity of thought characteristic of the analytic philosophy in which she was trained nor the dramatic narrative of her novels. Indeed the hook reads like a collage of lecture notes, complete with extensive quotations from other people's thoughts with minimal com· mentary. Further, the chapter titles (e.g., " Fact and Value," " Schopenhauer," " Consciousness and Thought-I," " Derrida and Struc· turalism," " Consciousness and Thought-II," "Notes on Will and Duty," " Axioms, Duties, Eros," " Void ") shed little light on the overall structure or argument of the hook. One cannot help hut have the impression that Murdoch spent less time crafting the argument of this hook than she does in crafting the story line and characters of her novels. This is not to say, of course, that there is not much to he learned from Murdoch's perspective. She is remarkably erudite, and her discussion of various themes, figures, and issues often yields fascinating insights. But the whole is considerably less than the sum of its often interesting parts. I have already suggested that this is partly because of the structure and style in which the hook is written. But the hook 687 688 BOOK REVIEWS is also disappointing, and perhaps more determinatively, because of the overall perspective she seeks to deploy and defend. Readers of Murdoch's work have heretofore often wondered about the relationship between her avowed Platonism and her interest in Christianity. Metaphysics as a Guide to Morals has the virtue of clarifying that relationship, hut the result is unpersuasive. At the heart of Murdoch's Platonism is her recasting of the allegory of the cave from The Republic. The moral life is an arduous struggle to ascend from the cave (represented, as in her earlier works, by " the fat, relentless ego ") by a dispossession of the self so that we can apprehend a little less imperfectly the perfect form of the Good. As Murdoch puts it, Plato assumes the internal relation of value, truth, cogmtion. Virtue (as compassion, humility, courage) involves a desire for and achievement of truth instead of falsehood, reality instead of appearance. Goodness involves truth.seeking knowledge and ipso facto a discipline of desire. ' Getting things right ', as in meticulous grammar or mathematics, is truth-seeking as virtue. Learning anything properly demands (virtuous ) attention. Here the idea of truth plays a crucial role (as it does also in Kant) and reality emerges as the object of truthful vision, and virtuous action as the product of such vision. This is a picture of the omnipresence of morality and evaluation in human life (p. 39). Such a depiction ought to resonate quite deeply with Christians, something not lost on Murdoch when she writes a few pages earlier: "There are innumerable points at which we have to detach ourselves, to change our orientation, to redirect our desire and refresh and purify our energy, to keep on looking in the right direction: to attend upon the grace that comes through faith " (p. 25). But Murdoch's "grace" and her "truth-seeking as virtue," among other themes, involve something quite different from what Christians... (shrink)

This is a critical discussion of Nino B. Cocchiarella’s book “Formal Ontology and Conceptual Realism.” It focuses on paradoxes of hyperintensionality that may arise in formal systems of intensional logic.

Cas9/guide RNA (gRNA)‐based gene drive systems are expected to play a transformative role in malaria elimination efforts., whether through population modification, in which the drive system contains parasite‐refractory genes, or population suppression, in which the drive system induces a severe fitness load resulting in population decline or extinction. DNA sequence polymorphisms representing alternate alleles at gRNA target sites may confer a drive‐resistant phenotype in individuals carrying them. Modeling predicts that, for observed levels of SGV at potential target sites and observed (...) rates of de novo DRA formation, population modification strategies are uniquely resilient to DRAs. We conclude that gene drives can succeed when fitness costs incurred by drive‐carrying mosquitoes are low enough to prevent strong positive selection for DRAs produced de novo or as part of the SGV and that population modification strategies are less prone to failure due to drive resistance. Abstract This paper argues that the concept of authenticity has evolved since the time of Adorno’s critique in The Jargon of Authenticity, and that an analysis of tourism offers a way of grasping the altered status of the concept of authenticity and its current ideological function in the contemporary capitalist system. It is suggested that authenticity no longer refers to an existential state, but instead to a purchased experiential moment. This paper traces the alterations in the understanding of existential authenticity (...) from its origins in existential phenomenology to its current status as a key concept in tourism research. It suggests that, while Adorno’s critique of authenticity has become somewhat outdated due to changes in the social relations of modern capitalism, its central argument still holds true, in that contemporary notions of authenticity still play an ideological role in securing the socio-economic status quo by both expressing and concealing the sense of alienation caused by social relations under capitalism. Cet article remet en question les fondements théoriques et pédagogiques de la notion de compétence éthique ainsi que la conception de l’éthique qu’elle préfigure. Après une analyse du contexte d’émergence de cette notion, notamment dans le champ de la santé, nous verrons en quoi l’approche socioconstructiviste de l’apprentissage, à laquelle se réfèrent de nombreux dispositifs de formation, fait de l’éthique une ressource d’action visant l’adaptation passive des professionnels au contexte organisationnel et socioprofessionnel. Nous proposerons dès lors de revisiter l’apprentissage de (...) l’éthique dans une approche pragmatiste plus critique et plus émancipatrice. Nous en exposerons les principales orientations pédagogiques et insisterons, pour conclure, sur la responsabilité des environnements socioprofessionnels. There are many wonderful puzzles concerning Principia Mathematica, but none are more striking than those arising from the crisis that befell Whitehead in November of 1910. Volume 1 appeared in December of 1910. Volume 2 on cardinal numbers and Russell's relation arithmetic might have appeared in 1911 but for Whitehead's having halted the printing. He discovered that inferences involving the typically ambiguous notation ‘Nc‘α’ for the cardinal number of α might generate fallacies. When the volume appeared in 1912, it was (...) extensively emended by Whitehead and accompanied by a Prefatory Statement of Symbolic Conventions. This paper endeavors to recover from Whitehead's bad emendations—including his bewildering thesis that since ‘‘α’ is ‘true whenever significant,’ ‘α is to be accepted. It is supposedly a fallacy to apply Modus Ponens and infer Nc‘α from ‘α and‘‘α. (shrink)

This article debunks some of the powerful myths about these health care systems and opens up the discussion for greater policy learning from both sides of the border. Cross-border comparisons can yield a number of lessons from common policy challenges such as cost control, physician organization and payment, and the organization of health coverage and services for Native Americans and Indigenous Canadians.

Perhaps it is not overly pedantic to say that one will find Wittgenstein’s Tractatus Logico-Philosophicus very difficult even if one first understands Russell’s philosophical logic. But the question remains as to whether the work is intended in alliance with Russell’s research program for a scientific method in philosophy or splits from that program. This paper endeavors to answer the question by revealing new evidence that Wittgenstein held his Doctrine of Showing in 1913 and that it was a demand he imposed (...) in criticizing Russell’s multiple relation theory of judgment. Perhaps it is not overly pedantic to say that one will find Wittgenstein’s Tractatus Logico-Philosophicus very difficult even if one first understands Russell’s philosophical logic. But the question remains as to whether the work is intended in alliance with Russell’s research program for a scientific method in philosophy or splits from that program. This paper endeavors to answer the question by revealing new evidence that Wittgenstein held his Doctrine of Showing in 1913 and that it was a demand he imposed (...) in criticizing Russell’s multiple relation theory of judgment. Many of our beliefs are the product of inference and depend on chains of reasoning from other beliefs we hold. Inferential internalism is the view that an inference can only provide justification if one is aware of the support relation that holds between the premises and conclusion. This inferential internalist requirement is controversial even among epistemologists who accept internalist conditions on justification more generally. In this paper, we argue that the intuition underlying a central motivation for internalism more generally is (...) the same intuition that motivates inferential internalism. As such, internalists who reject the more demanding requirements of inferential internalism are prima facie involved in a problematic inconsistency. In his "Grundgesetze", Frege hints that prior to his theory that cardinal numbers are objects he had an "almost completed" manuscript on cardinals. Taking this early theory to have been an account of cardinals as second-level functions, this paper works out the significance of the fact that Frege's cardinal numbers is a theory of concept-correlates. Frege held that, where n > 2, there is a one—one correlation between each n-level function and an n—1 level function, and a one—one correlation between (...) each first-level function and an object. Applied to cardinals, the correlation offers new answers to some perplexing features of Frege's philosophy. It is shown that within Frege's concept-script, a generalized form of Hume's Principle is equivalent to Russell's Principle ofion — a principle Russell employed to demonstrate the inadequacy of definition by abstraction. Accordingly, Frege's rejection of definition of cardinal number by Hume's Principle parallels Russell's objection to definition by abstraction. Frege's correlation thesis reveals that he has a way of meeting the structuralist challenge that it is arithmetic, and not a privileged progression of objects, that matters to the finite cardinals. The summa of a distinguished philosopher's career, and full treatment of the temporal in philosophical terms, this volume shows us that by taking time seriously we can discover something essential to almost every question of human concern. Are we IN time? Charles Sherover asks, and in pursuing this question he considers time in conjunction with cognition, morality, action, physical nature, being, God, freedom, and politics. His essays, while drawing upon Royce, Heidegger, Kant, Leibniz, and even Hartshorne and Bergson, defy categorization (...) by method or school; instead, they reveal the diversity and divergence of thinking about time as well as the myriad features and values within the omnipresence of time and change. The volume begins with an overview of the history of thought on time and a clarification of some fundamental conceptual distinctions in temporal ideas. Sherover then offers a critique of Kant, the first thinker to recognize that all human experience has a temporal form.
