This comment argues for the importance of global institutions to regulate nuclear power. Nuclear power presents challenges across national borders irrespective of whether plants are maintained safely. There are international agreements in place on the disposal of nuclear waste, an issue of great concern in terms of environmental and health effects for any nuclear power policy. However, there remains a pressing need for an international agreement to ensure the safe maintenance of nuclear facilities. Safe nuclear power beyond waste disposal should (...) receive more attention. Nuclear power policy is often a matter of pure state interest with national governments alone responsible for regulating the safe maintenance of nuclear facilities. It ought not be left to national governments alone to regulate the safe administration of nuclear power given the many threats to environmental safety and public health. This comment argues that global institutions may best address this problem. The comment concludes with recommendations on how nuclear power policy might be regulated. (shrink)

This article is an attempt to develop a theory of peace education through an examination of the Fukushima Daiichi nuclear disaster. It examines why Japan did not avoid this terrible nuclear disaster. This is an educational issue, because one of the major impacts of Fukushima's catastrophe is that it indicates the failure of peace education. In order to reestablish a theory of peace education, the concept of domestic tranquility is discussed. This article questions whether the Japanese public (...) order is consistent with democratic principles. Jane Roland Martin's examination of the concept of domestic tranquility is shown relevant. Martin's language analysis helps to distinguish whether or not Japanese domestic tranquility under nuclear crisis is democratic. I propose that post-Fukushima disaster peace education should be reformed as consistent with two democratic principles: acceptance of the diversity of peace and continuous negotiation among these different narratives. In lieu of an abstract, here is a brief excerpt of the content:Nuclear Power after Fukushima 2011:Buddhist and Promethean PerspectivesGraham ParkesDuring 2010 many environmentalists previously opposed to nuclear power were deciding, in the face of anthropogenic climate change from burning fossil fuels, that the only way to prevent runaway global warming would be to build more nuclear power plants after all.1 There are risks involved—though fewer than with carbon-based sources of energy.2 When one compares the detrimental effects of nuclear (...) power with those of burning fossil fuel, it is clear that the human injury and death toll (not to mention environmental devastation) resulting from the former have been nothing compared to the damage caused by the extraction and consumption of fossil fuels, owing to mining accidents, oil spills, and so forth—not to mention the massive carbon dioxide emissions.On the other hand, the problem of how and where to store the growing amount of radioactive waste from nuclear power plants, which remains deadly for many thousands of years, has yet to be solved. Costly security measures have to be taken to guard against terrorist attacks and theft of materials usable for nuclear devices. When full safety features are included, nuclear power plants become ever more expensive to build, and the costs of insuring them against accidents are so prohibitive that governments have to subsidize them, which they are increasingly unwilling to do.Not long after the explosions and meltdowns at the Fukushima Daiichi nuclear power station in March 2011, two dismal world records were announced: in 2010 we discharged a record amount of carbon dioxide (more than 30 gigatons) into the atmosphere, mainly by burning fossil fuels, and, as a direct consequence, carbon dioxide levels in the atmosphere (as measured at the Earth Systems Research Laboratory in Hawai'i) reached a record level of 395 parts per million. These figures suggest that we are continuing to generate a rise in global average temperatures that is already destroying the livelihoods of millions and will soon jeopardize the lives of hundreds of millions more.As a consequence of the 2011 Fukushima disaster, Japan—long a leading promoter of nuclear power—has begun to enforce some widely neglected safety regulations and is seriously reconsidering its reliance on nuclear energy. Other nations (such as Germany, Italy, Switzerland, Thailand, and Malaysia) have decided to phase out or cancel plans to build more nuclear power stations. Yet the primary motivations remain unclear, since people's attitudes toward the dangers of nuclear radiation are anything but rational—as evidenced by the mass departure of foreigners from Japan after the catastrophe at Fukushima, when health dangers beyond the vicinity of the power station were minimal.In Europe, the reaction to the Fukushima disaster has clearly been aggravated by memories of the catastrophe at Chernobyl in 1986. While Chernobyl was a more widely destructive event than Fukushima, releasing a much greater amount of radioactivity, its effects on human health continue to generate disagreement. According to the third report on the effects of the Chernobyl catastrophe issued by the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), among the 134 plant staff and emergency workers who suffered acute radiation syndrome (ARS), the condition proved fatal for twenty-eight of them. By 2006 another nineteen ARS survivors died, although their deaths were not directly attributable to the effects of ionizing radiation. Although the report attributes "a substantial fraction" of the six thousand cases of thyroid cancer in people who were children at the time of the accident to their consumption of milk contaminated with iodine-131, only fifteen cases had proved fatal by 2005, some twenty years later.3 The death toll, then, was fewer than fifty.By contrast, a study by a group of scientists from Belarus, Russia, and the Ukraine, Chernobyl: Consequences of the Catastrophe for People and the Environment, estimates the number of deaths attributable to the meltdown at around 980,000—almost twenty thousand times greater than the estimate by the UN scientific committee.4 What are we to make of this vast discrepancy, especially since the UNSCEAR report "was prepared in close cooperation with... After the Fukushima Daiichi nuclear disaster, the Japanese government tried to democratize energy policy-making by introducing public participation. Over the course of its implementation, however, public participation came to be subordinated to expert committees as the primary mechanism of policy rationalization. The expert committees not only neutralized the results of public participation but also discounted the necessity of public participation itself. This trajectory of public participation, from its historic introduction to eventual collapse, can be fully explained only in (...) reference to complex interactions between the macroinstitutions and microsituations of Japanese policy-making at the time of the nuclear disaster: the macroinstitutional reassembling of the developmental state to reallocate more power from the bureaucracy to the cabinet office and the civil society vis-à-vis the microsituational, shifting power dynamics involving political parties, citizens and NGOs, businesses and labor unions, and other relevant actors. This case study thus helps advance the growing science and technology studies research on how the macro and microparameters of policy-making, ranging from the durable institutions of nation-states to situationally specific political struggles, combine to shape the designs, implementations, and policy influences of public participation at particular places and times as well as in particular policy domains. Despite the nuclear accident at the Fukushima Daiichi plant in Japan, a growing number of countries are interested in expanding or introducing nuclear energy. However, nuclear energy production and nuclear waste disposal give rise to pressing ethical questions that society needs to face. This book takes up this challenge with essays by an international team of scholars focusing on the key issues of risk, justice, and democracy. The accident at the Fukushima Daiichi Nuclear Power Plant, which occurred on the occasion of the Great East Japan Earthquake on March 11, 2011, caused enormous damage to the political, social, cultural and natural environments in Japan and still continues to create problems.What can we learn from the case of Fukushima from the viewpoint of the philosophy of technology?First, I emphasize that technology is not considered a closed system constituted only of a technological factor in the narrow (...) sense of the term, but must be considered an open system related to and constituted of various factors, including social, cultural, and natural environmental factors. In this sense, technology is inherently multidimensional.Second, as there is no guarantee that multiple factors maintain a harmonious and stable unity under various circumstances, technology inevitably brings about unintended consequences. We must always consider the unmanageable and unpredictable character of technology, which can be characterized as the “otherness” character of technology and is to be considered a central problem of the philosophy and ethics of technology. In this paper, we discuss the problems of Tohoku earthquake in terms of engineering ethics. But as“engineers,”we also count seismologists. This is because, simply thinking, the recent disaster is partially attributable to seismologists. Through the discussion, including an overview of the earthquake, we reach the conclusion endorsing the abolition of nuclear power plants.

On 11 March 2011, Japan experienced a major disaster brought about by a 9.0-magnitude earthquake and a massive tsunami that followed. This disaster caused extensive damage to the Fukushima Daiichi nuclear power plant with the release of a large amount of radiation, leading to a crisis level 7 on the International Atomic Energy Agency scale. In this report, we discuss the obligations of physicians to provide care during the initial weeks after the disaster. We appeal to the obligation (...) of general beneficence and argue that physicians should go to disaster zones only if there is no significant risk, cost or burden associated with doing so. We conclude that physicians were not obligated to go to Fukushima given the high risk of radiation exposure and physical and psychological harm. However, we must acknowledge that there were serious epistemic difficulties in accurately assessing the risks or benefits of travelling to Fukushima at the time. The discussion that follows is highly pertinent to all countries that rely on nuclear energy. (shrink)

In October 2010, the German conservative ruling coalition and Free Democratic Party ) passed a law permitting the extension of contracts for Germany’s seventeen nuclear power plants. This policy amended a law passed in 2001 by a Social Democratic Party and Green Party majority to phase out nuclear energy by the early 2020s. The explosions in the nuclear reactors at the Fukushima Daiichi nuclear power facility, however, resulted in a decision to speed up the phaseout of nuclear energy. (...) The nuclear meltdowns in Japan sent hundreds of thousands of protesters onto the streets. Angry voters made their disillusionment with the nuclear politics of the conservative government coalition clear in local elections. The federal government responded by setting up an Ethics Commission for a Safe Energy Supply, which recommended an end to nuclear energy and a shift to a renewable energy-based economy. Within months of the Fukushima disaster, the government had permanently shut down eight of the country’s oldest nuclear power plants and issued a schedule for the phased shutdown of the remaining nine plants by 2022. In addition, the government reaffirmed its climate change plans, which call for a reduction in greenhouse gas emissions by around forty percent of 1990 levels by 2020 and eighty percent by 2050. Thus, out of a crisis, the German government is forging an opportunity to become a global leader in the promotion of new renewable energies, energy efficiency, and greenhouse gas emission reductions. In Japan, the nuclear crisis has also weakened support for nuclear energy, but with a strong industrial coalition calling for its continued use, both for energy stability and in response to climate change, a complete nuclear phaseout is less certain, at least in the short term. In this paper, I discuss from a philosophical viewpoint the so-called radiation problem that resulted from the Fukushima Daiichi Nuclear Power Station accident after the Great East Japan Earthquake in 2011. The starting point lies in the conceptual distinction between “damage due to radiation” and “damage caused by avoiding radiation.” We can recognize the direct “damage due to radiation” in Fukushima as not serious based on the empirical data so that I focus upon the problem of the (...) “damage caused by avoiding radiation,” particularly the damage due to evacuation actions. Actually, evacuation actions caused more refugees to die of suicide and diseases than supposed. Obviously, there is a practical problem on whether the forceful and emergent evacuationwas needed. In addition, I will point out that some people psychologically had negative feelings about the radiation problem altogether, for example, absurdity, discomfort, anxiety, or distrust, where some of them tend to twistedly solve those by giving moral censure to people and the product in affected areas. This brought about serious harm to people in Fukushima. I will interpret some people’s careless adoption of precautionary principle and their misunderstanding of the legal standard in radiation protection as being latent in this tragedy. (shrink)

The risk that already exists in the objective situation simply needs to be “managed”. By considering risk assessment as the primary term, (...) the ethics of responsibility for risking the lives of others, the environment and future generations in the first place comes into the forefront. The issue of risk heeding is especially important as it highlights the need to pay attention to warnings of danger and to take action to redress problems before disasters occur. In this paper, the decision making that led to the choice of technology utilized and the implementation of such technology in the case of the space shuttle Challenger disaster will be used as a model to illustrate the need to take ethical factors into account when making decisions regarding the safety of technological systems and the heeding of danger warnings. While twenty-five years separates the decision to launch the Challenger and the Fukushima Daiichi nuclear plant disaster, the lessons of the Challenger disaster are still to be learned. (shrink)

In this commentary, I reflect on the differences between two independent citizen approaches to monitoring radiological contamination, one in Belarus after the 1986 Chernobyl nuclear accident and the other in Japan following the 2011 Fukushima Daiichi accident. I examine these approaches from the perspective of their contribution to making radiological contamination more publicly visible. The analysis is grounded in my earlier work, where I examined how we have come to know what we know about post–Chernobyl contamination and its (...) effects in Belarus, a former Soviet republic most heavily affected by the fallout. As I described in this study, much of what we know about the consequences of Chernobyl is based on the work of the Belarusian nonprofit Institute of Radiation Safety, “Belrad.” I compare Belrad’s approach to radiological monitoring with the work of the volunteer network Safecast, arguably one of the best-known citizen science projects in the world, which is working to monitor the scope of the post–Fukushima contamination. Through this comparison of approaches, I raise broader questions about a form of sensing practices—data-related practices of citizen science that make environmental hazards publicly in/visible. The March 11, 2011, Great East Japan Earthquake caused extensive damage to the Tōhoku district of Japan and gave rise to many arguments concerning the meaning of “disaster” as well as the road to recovery. In particular, the severe accident of the Fukushima-Daiichi nuclear power plant reminded us of the overconfidence of science and technology. In this article, I will discuss concepts such as “disaster of civilization,” “impermanence,” “betweenness,” and the double structure of the Japanese view of nature.

In this paper, I will describe the history of Japanese science studies (In the Japanese language, the term ?science studies? [Kagaku-ron] is used to indicate a broad area, which covers the history, philosophy, and social studies of science and technology.) from the beginning of the twentieth century to around the mid-1980s, and will argue how depoliticization took place in its history. Japanese science studies was formed under the conspicuous influence of German philosophy before World War II (hereafter WW II), especially (...) in its neo-Kantian tradition. During the military regime, science studies offered a hiding place for Marxists. However, after the end of the Asian-Pacific War, British influence became stronger in the history and sociology of science in two stages. First, logical positivism arrived, in this case, mainly from the USA under the name of ?analytic philosophy.? Second, the American influence was furthered by the introduction of Kuhn?s theory of paradigm which unexpectedly depoliticized Japanese science studies. This trend seems to have reflected the course of the Cold War. After the Fukushima Daiichi Nuclear Disaster, one of the most significant legacies of Cold War Science, we need to review the history of science studies in order to retrieve its ?critical? function. Even though this paper focuses on Japan, comparable reflections should be made worldwide. (shrink)

The teikei movement is a Japanese version of the alternative food movement, which emerged around the late 1960s and early 1970s. Similar to now well-known Community Supported Agriculture, it is a farmer-consumer partnership that involves direct exchanges of organic foods. It also aims to build a community that coexists with the natural environment through mutually supportive relationships between farmers and consumers. This article examined the history of the teikei movement. The movement began as a reaction to negative impacts of mechanized (...) and chemically intensive agriculture promoted by the Japanese government. The movement experienced a rapid expansion in the early 1980s, and then gradually declined thereafter. The organic market expansion and certification system intersected with both cultural and gender role changes, impacting the teikei movement negatively. Consequently, the membership of teikei consumer groups has shrunk. Furthermore, the March 2011 Fukushima Daiichi nuclear power plant accident caused unprece dented damage to organic farmers in the affected regions. Despite the scientific uncertain about the safety level of radiation exposure, the organic farmers and the teikei consumer groups managed the situation and found a way to inspect radiation contamination. They did so with the support by networking with other teikei-related actors. This response to the nuclear power plant accident suggests that although the level of embeddedness presumably varies among teikei actors, ethics guided by the teikei principles are effective in forging a resilient partnership between farmers and consumers and in keeping the teikei system alive as an agent for social change. Given the known hazards of nuclear energy in seismically active Japan after the Fukushima meltdowns as well as the presence of viable conservation and renewable energy options, the question of Japan’s stalled energy transition warrants critical interrogation. To better understand why, after Fukushima, Japan’s energy policy trajectory maintained the nuclear status quo and an increased reliance on fossil fuels, this article employs network and historical analyses to examine the confluence of post-Fukushima political forces connected to Japan’s nuclear (...) energy sector. Our novel network dataset combines with historical analysis to identify a dense network of overlapping executives and officials in Japan that forge long-term ties between the nuclear energy industry, the state, and the leading business federation in Japan. Following the 3.11 disaster and the meltdowns at the Fukushima-Daiichi facility, a long-standing nuclear safety myth and a tightly networked nuclear energy industrial complex provided an ideological and structural context to re-legitimize nuclear energy in spite of widespread public concern. Instead of a bold, ecologically rational policy to quickly phase out nuclear power and phase in renewable energy, well-worn class and state networks aligned to recommit Japan to a nuclear-reliant energy path. These findings support a theoretical synthesis around our concept of an energy industrial complex with applications in environmental and political sociology. (shrink)

The management of radioactive waste, particularly of High-Level Radioactive Waste (HLW) containing isotopes, whose half-life exceeds one million years, is a wicked and aporetic problem. The amount of waste increases continuously, while the question of management remains technologically and politically unsolved. Not only do the technological challenges involved exceed the horizon of scientists, but the ethical problems raised by the use of nuclear power have been neglected from the beginning. The history of nuclear power is as well a history of (...) neglecting its consequences. No country is able to provide a suitable concept of storage for HLW. Instead, we have failing approaches: for example, decaying barrels in the Channel and the Atlantic Ocean, and in Germany two salt mines stuffed with unregistered amounts of waste on the edge of collapse.After the disaster at Fukushima Daiichi in March 2011, the German Federal Government decided for the second time to stop using nuclear power as an energy source, and on July 5th 2013, it passed a law mandating a new search for a storage site. In the beginning of 2013, an interdisciplinary project—ENTRIA—was launched to investigate options for radioactive waste management from the perspectives of the technical sciences and the humanities. ENTRIA is evaluating three possible options for storage: deep geological disposal, retrievable deep geological repository with monitoring, and permanent dry cask storage above ground. Each of the three options bears particular technological and ethical challenges. (shrink)

In this article, incoherent results of the associations between subjective well-being and economic status at multiple social levels are shown. Although individual-level positive associations are shown within developed countries, national-level associations disappear among developed countries. Group/area-level associations, meanwhile, do exist within Japanese societies. From these inconsistent phenomena, a sociocultural unit is proposed, within which well-being of people is collectively shared based on mutual reciprocity. The simple addition of social scientific results themselves cannot reconstruct the whole range of phenomena. Chemotherapy is an important therapeutic approach for cancer treatment. However, drug resistance is an obstacle that often impairs the successful use of chemotherapies. Therefore, overcoming drug resistance would lead to better therapeutic outcomes for cancer patients. Recently, studies by our own and other groups have demonstrated that there is an intimate correlation between the loss of the F‐box and WD repeat domain‐containing 7 (FBW7) tumor suppressor and the incurring drug resistance. While loss of FBW7 sensitizes cancer cells to certain drugs, (...) FBW7‐/‐ cells are more resistant to other types of chemotherapies. FBW7 exerts its tumor suppressor function by promoting the degradation of various oncoproteins that regulate many cellular processes, including cell cycle progression, cellular metabolism, differentiation, and apoptosis. Since loss of the FBW7 tumor suppressor is linked to drug resistance, FBW7 may represent a novel therapeutic target to increase drug sensitivity of cancer cells to conventional chemotherapeutics. This paper thus focuses on the new functional aspects of FBW7 in drug resistance. (shrink)

This paper reports on a quiz robot experiment in which we explore similarities and differences in human participant speech, gaze, and bodily conduct in responding to a robot’s speech, gaze, and bodily conduct across two languages. Our experiment involved three-person groups of Japanese and English-speaking participants who stood facing the robot and a projection screen that displayed pictures related to the robot’s questions. The robot was programmed so that its speech was coordinated with its gaze, body position, and gestures in (...) relation to transition relevance places, key words, and deictic words and expressions in both languages. Contrary to findings on human interaction, we found that the frequency of English speakers’ head nodding was higher than that of Japanese speakers in human-robot interaction. Our findings suggest that the coordination of the robot’s verbal and non-verbal actions surrounding TRPs, key words, and deictic words and expressions is important for facilitating HRI irrespective of participants’ native language.
