A través de la historia, el liberalismo ha adoptado diversos rostros, tanto en la doctrina como en la política. Sin embargo, esto no impide la existencia de configuraciones y procesos políticos similares en épocas y países distintos. A pesar de su carácter anóma-lo, el liberalismo mexicano del siglo XIX no corresponde a un orden social y político único. Debido al predominio, entre otros factores, de poderes locales, de intermediarios (...) políticos, de la falta de recursos y a un sentido pobre de cohesión social, el liberalismo mexicano tuvo que adoptar, paradójicamente, un carácter revolucionario. Citizens of different regions simultaneously created new nation states and established republican systems of government. This occurred at a time when the very meaning of the notions of "nation" and "republic" remained ill-defined. In such a context, a number of debates naturally (...) emerged regarding the tenets of modern politics, and the kind of dilemmas and problems contained therein.Yet the assessment of the historical relevance of these disputes has been precluded by the teleological assumptions which have informed traditional approaches in the history of ideas. These assumptions have led historians to interpret these disputes as mere expressions of local prejudices that prevented the correct understanding of the true meaning of the modern liberal concept of representative democracy. According to this traditional view, the concerns of Latin American commentators were seen as "deviations" from the rational path of conceptual development and understanding. It was necessary to undermine this traditional teleological prejudice before the debates around these notions produced in Latin America in the nineteenth century could reveal their historical significance and become matters for systematic analysis. The rise of a "new intellectual history," insofar as it has [End Page 593] questioned the assumed rationality and logical consistency of the putative models and disclosed the contingent nature of their foundations, has opened the door to an entirely new universe of problems and issues for scholarly research in the field of Latin American politico-intellectual history.The great wave of new studies on the crisis of the Spanish and Portuguese empires and the emergence of new national states, triggered by the approach of the Bicentennial of Independence, has been greatly influenced by this new set of questions.1 Historians from different countries in Latin America have revisited that fundamental event, and have sought to revise established perspectives in the field. This has made room for the development of a self-defined "revisionist" position. However, what is to be revised has not always been clear.The revisionists seek to dislocate an epic narrative of independence as the epiphany of long-lasting struggles of oppressed nations to recover their rights to self-determination.2 They argue that the teleological, nationalistic biases of traditional approaches led their authors to see as already present at the point of departure an entity (the nation) which actually could be perceived only at the point of arrival. If understood in this way, however, the revisionists' contributions are hardly innovative. In the decade of the 1960s, a series of studies, propelled by the spread in Latin America of Marxist thought and social history, as well as by the increasing presence of American and European historians in the field, had already destabilized Manichean emplotments of the Revolution of Independence as a struggle between liberty and oppression.3 These studies introduced a number of nuances that questioned the objective basis of the states that emerged from the rupture of colonial ties. Instead, they demonstrated that the new states were the result of the contingent process of formation rather than its premise. [End Page 594] Yet it is not here that the profound transformation of the discipline has occurred. Revisionists do concentrate their criticism on the contents of nationalistic narratives, but leave untouched the theoretical premises on which these narratives rest. The study aimed to comprehensively overview the experiences encountered by public school employees during the recruitment, selection, and placement (RSP) process within the DepEd Bohol Division. Employing a qualitative-descriptive research design, the researchers utilized a phenomenological approach to delve deeply into these experiences, shedding light on the nuances and intricacies of the division's RSP process. As Lambert et al. (2013) described, qualitative- descriptive studies aim to provide a comprehensive and detailed summary of specific events experienced by individuals or groups in (...) everyday terms. To achieve this, Colaizzi's (1978) data analysis method was applied, meticulously gathering, transcribing, and analyzing recorded participant responses. The rigorous analysis revealed that an overwhelming 81% of the participants recognized significant challenges within the current RSP system of the division, underscoring the pressing need for a renewed approach to address these identified challenges. This highlighted the necessity for an RSP policy that is responsive and innovative, tailored to meet the evolving needs and expectations of applicants, schools, and the division. By implementing improvements to the RSP process, a more efficient and timely filling of vacated and newly available positions is anticipated, contributing to the seamless functioning of the educational system and ultimately enhancing the prospects of success. No obstante, hace falta una crítica a los modelos dominantes y a las jerarquías de las nacionalidades de los conocimientos, de los sigilamientos constitutivos de las tecnologías y narrativas de participación moderna, de las subjetividades, corporalidades y agencias. This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed various challenges (...) in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. The successful implementation of the MIS proved to be an effective solution to the records management challenges faced by the public secondary schools in Sagbayan District, Bohol. (shrink)

We perform an experimental investigation using a dictator game in which individuals must make a moral decision —to give or not to give an amount of money to poor people in the Third World. A questionnaire in which the subjects are asked about the reasons for their decision shows that, at least in this case, moral motivations carry a heavy weight in the decision: the majority of dictators give the money for reasons of a consequentialist nature. Based on the results (...) presented here and of other analogous experiments, we conclude that dicator behavior can be understood in terms of moral distance rather than social distance and that it systematically deviates from the egoism assumption in economic models and game theory. Para ello realizaremos un análisis de la conferencia de 1924 Der Begriff der Zeit, uno de los textos que allanan el camino a Sein und Zeit, en lugar de centrar la investigación en la considerada obra magna de Heidegger. Una reflexión acerca de este texto previo permitirá avanzar en el (...) análisis de la existencia al mostrar cómo el tiempo está arraigado en la existencia individual, no como un solipsismo, sino como apertura de posibilidades respecto del mundo (a la postre compartido con los otros). Una descripción fenomenológica de la muerte posibilitará la apertura al mundo, definiendo una temporalidad existencial que incluye no sólo al instante presente, sino también al pasado (concebido bajo la forma del «haber-sido») y al futuro. Why should sovereign states obey international law? What compels them to owe allegiance to a higher set of rules when each country is its own law of the land? What is the basis of their obligations to each other? Conventional wisdom suggests that countries are too different from one another culturally to follow laws out of mere loyalty to each other or a set of shared moral values. Surely, the prevailing view holds, countries act simply out of self-interest, and they (...) eventually consent to norms of international law to regulate matters of common interest.In this groundbreaking book, Fernando Tesón goes against this prevailing thought by arguing, in the Kantian tradition, that a shared respect for individual human rights underpins not just the obligation countries feel to follow international law but also international laws themselves and even the very legitimacy of nations in the eyes of the international community. Tesón, both a lawyer and a philosopher, proposes that an overlapping respect for human rights has created a moral common ground among the countries of the world; and moreover, that such an outlook is the only one that is rationally defensible. It is this common set of values rather than self-interest that ultimately provides legitimacy to international law. A partir de esta alteridad constitutiva, el modo dicotómico de pensar lo social y lo individual es reconsiderado mediante un deseo que, sin dejar de ser singular, es y persevera en relación con los demás. Con el fin de no reducir la noción de deseo a una de (...) sus expresiones, se distinguirá entre las diversas formas del deseo, en particular el anhelo, y el deseo-cupiditas. Asimismo se perfilará la noción de un deseo de razón en contraste con las figuras de la impotencia. Las vías abiertas conducen a la valoración de un pensador que nos legó una noción de deseo que implica simultáneamente afirmación y codependencia, insertándolo en debates éticos, políticos y psicológicos actuales. If personhood is the quality or condition of being an individual person, brainhood could name the quality or condition of being a brain. This ontological quality would define the `cerebral subject' that has, at least in industrialized and highly medicalized societies, gained numerous social inscriptions since the mid-20th century. This article explores the historical development of brainhood. It suggests that the brain is necessarily the location of the `modern self', and that, consequently, the cerebral subject is the anthropological figure inherent (...) to modernity (at least insofar as modernity gives supreme value to the individual as autonomous agent of choice and initiative). It further argues that the ideology of brainhood impelled neuroscientific investigation much more than it resulted from it, and sketches how an expanding constellation of neurocultural discourses and practices embodies and sustains that ideology. This paper explores the concept of myth in two books written by Kōsaka Masaaki, The Historical World and Philosophy of the Nation. In both, myth appears as a central moment in the transition from primitive to modern societies. The role of myth is closely related to Kōsaka’s notion of nature, since one goal of his reflection is to show how history is supported by the “substratum” of nature. In this sense, he also distinguishes between the natural and historical aspects of (...) nations. After analyzing the subcategories of primordial nature, environmental nature, and historical nature, the paper shows how these layers are articulated by myth. Authority, in the contractual form of potlatch, signalizes the moment of transition to the true self-determination of nations. Miki Kiyoshi was one author who pointed out the problematic aspects of Kōsaka’s theory of nation. A comparison with Miki’s thought uncovers how authority is the main characteristic of Kōsaka’s view of myth. The paper finishes by investigating where this authority comes from. Since it cannot come from nature alone, it should also come from the past character of myth itself, which is an expression of what Kōsaka terms “the eternal now”. (shrink)

This article deals with the relation between a theory of law and a theory of legal reasoning. Starting from a close reading of Chapter VII of H. L. A. Hart's The Concept of Law, it claims that a theory of law like Hart's requires a particular theory of legal reasoning, or at least a theory of legal reasoning with some particular characteristics. It then goes on to say that any theory of legal reasoning that satisfies those requirements is highly implausible, (...) and tries to show that this is the reason why not only Hart, but also writers like Neil MacCormick and Joseph Raz have failed to offer a theory of legal reasoning that is compatible with legal positivism as a theory of law. They have faced a choice between an explanation of legal reasoning that is incompatible with the core of legal positivism or else strangely sceptical, insofar as it severs the link between general rules and particular decisions that purport to apply them. In this article, I seek to present some examples of the philosophy of myth in Japan during the early Shōwa era (1926–1945), especially in works by Tanabe Hajime, Kihira Tadayoshi, Isobe Tadamasa, Kōsaka Masaaki and Miki Kiyoshi. While the concept of myth is closely linked to the question of nationality, I intend to show that the philosophical concept of myth is also related to a fundamental ambiguity that prevents an absolutisation of myth and offers specific conceptual tools for a critique (...) of nationality. While applying general ethical principles and reasoning to the dilemmas presented by the development of nanotechnology is often useful and always legitimate, we also need to find a way to bridge the gap between general principles and the specific issues that arise from the development of individual nanotechnologies. Drawing inspiration from pragmatist thinking, a useful strategy is to focus on the links between the epistemological, political and social representations of a particular case. El objetivo de este trabajo es visualizar la evolución de la evaluación del nivel de logro académico de los estudiantes en las políticas públicas colombianas de 1968 a 2020, a la luz del cierre de brechas sociales, económicas y educativas que posibiliten la convivencia pacífica, el respeto a los derechos humanos y la inclusión genuina. Con una metodología mixta, se obtuvo que la evaluación pasó del resultado sumativo a un enfoque formativo y significativo, pero los resultados están distanciados de las (...) metas en las políticas públicas que pretenden acercar a los estudiantes colombianos a una mejor calidad de vida. A major part of our lives is now entangled with new media devices – mobile phones, laptops, iPods, blogs, twitters, SMS, e-mails, TV screens, etc. Our daily life happens in a cultural context where television, video, advertisement and computer images are more real to us than the non-media physical reality that surrounds us. In this article, within an ontological setting marked by Heidegger’s notions of being-inthe- world and Ge-stell, we argue that information and communication technologies (ICT) would only essentially show (...) up as what they are as long as they are experienced in-the-world where they are what they already have been for us. In this light, we submit that new media are essentially and paradoxically linked to instrumentality. On the one hand, within Ge-stell, the essence of ICT is shown to be far removed from its obvious toolness; yet, on the other, we submit that it is this very instrumentality that bounds new media that cannot be stripped out of what they most essentially are. At this point our article brings together earlier and later Heidegger, in a manner not done up to now, and that we claim is epistemologically consistent. The in-the-worldness of ICT, of its many devices but fundamentally of its revealing, that is, of the conditions of possibility for contemporary life for being what it is – is achieved in the decisive entering of Ge-stell into language. Thus, we aim to show that new media essentially unfold as a background of action. We conclude the article by pointing out that this ontologically background is in full swing, letting beings be in accordance to what might be its deepest ontological hallmark, a human being capable of substituting backgrounds. More precisely, the following new advances are offered: (1) two extensions of Peirce's existential graphs, to intuitionistic logics (a new symbol for implication), and other non-classical logics (new actions on nonplanar surfaces); (2) a complete formalization of Peirce's continuum, capturing all Peirce's original demands (genericity, supermultitudeness, reflexivity, modality), thanks to an inverse ordinally iterated sheaf of (...) real lines; (3) an array of subformalizations and proofs of Peirce's pragmaticist maxim, through methods in category theory, HoTT techniques, and modal logics. The book will be relevant to Peirce scholars, mathematicians, and philosophers alike, thanks to thorough assessments of Peirce's mathematical heritage, compact surveys of the literature, and new perspectives offered through formal and modern mathematizations of the topics studied. This article introduces the little-studied figure of Saigusa Hiroto, a twentieth century Marxist philosopher who reconstructed the history of technical thought in Japan. The article focuses on Saigusa’s thought between 1939 and 1942, contextualizes his thinking in relation to the technology controversy of the 1930s and presents his critique of the dualism between spiritual and technological culture. Saigusa defines technology as a “means as a process” and not a skill or system of things. The author argues that Saigusa’s notion of (...) “means as a process” dislocates the idea of Western technology as superior to Eastern technology, paving the way for current debates in the field of post-European philosophies of technology.
