Objective—To identify and describe the current state of clinical ethics support services in the UK.Design—A series of questionnaire surveys of key individuals in National Health Service (NHS) trusts, health authorities, health boards, local research ethics committees and health professional organisations. Interviews with chairmen/women of clinical ethics committees identified in the surveys.Setting—The UK National Health Service.Results—Responses to the questionnaires were received from all but one NHS trust and all but one health authority/board. A variety of models of clinical ethics support were (...) identified including twenty formal clinical ethics committees (CECs). A further twenty NHS trusts expressed an intention to establish a CEC within the next twelve months. Most CECs in the UK have been in existence less than five years and are still defining their role. The chairmen identified education of committee members and contact with other ethics committees as important requirements for committee development. Problems were identified around lack of support for the committee and with raising the profile of the committee within the institution. There has been little evaluation of clinical ethics support services either in the UK or in other countries with longer established services. What evaluation has occurred has focused on process rather than outcome measures.Conclusions—Clinical ethics support services are developing in the UK. A number of issues have been identified that need to be addressed if such support services are to develop effectively. (shrink)

The past 50 years have seen an accumulation of evidence suggesting that associative learning depends on high-level cognitive processes that give rise to propositional knowledge. Yet, many learning theorists maintain a belief in a learning mechanism in which links between mental representations are formed automatically. We characterize and highlight the differences between the propositional and link approaches, and review the relevant empirical evidence. We conclude that learning is the consequence of propositional reasoning processes that cooperate with the unconscious processes involved (...) in memory retrieval and perception. We argue that this new conceptual framework allows many of the important recent advances in associative learning research to be retained, but recast in a model that provides a firmer foundation for both immediate application and future research. It is a common idea that morality, or moral truths, if there are any, must have some sort of source, or grounding. It has also been claimed that constructivist theories in metaethics have an advantage over realist theories in that the former but not the latter can provide such a grounding. This paper has two goals. First, it attempts to show that constructivism does not in fact provide a complete grounding for morality, and so is on a par with realism (...) in this respect. According to the argument from self-sacrifice, standard, unrestricted desire-based theories of welfare fail because they have the absurd implication that self-sacrifice is conceptually impossible. I attempt to show that, in fact, the simplest imaginable, completely unrestricted desire-based theory of well-being is perfectly compatible with the phenomenon of self-sacrifice – so long as the theory takes the right form. I go on to consider a new argument from self-sacrifice against this simple theory, which, I argue, also fails. I conclude that, contrary (...) to popular opinion, considerations of self-sacrifice do not pose a problem for preferentist theories of welfare. (shrink)

Narrativism, as represented by Hayden White and Frank Ankersmit, can fruitfully be analyzed as an inversion of two brands of positivism. First, narrativist epistemology can be regarded as an inversion of empiricism. Its thesis that narratives function as metaphors which do not possess a cognitive content is built on an empiricist, "picture view" of knowledge. Moreover, all the non-cognitive aspects attributed to narrative as such are dependent on this picture theory of knowledge and a picture theory of representation. Most of (...) the epistemological characteristics that White and Ankersmit attribute to historical narratives therefore share the problems of this picture theory.The article's second thesis is that the theories of narrative explanation can also fruitfully be analyzed as inversions of positivist covering-law theory. Ankersmit's brand of narrativism is the most radical in this respect because it posits an opposition between narrative and causal modes of comprehension while simultaneously eliminating causality from narrativist historical understanding. White's brand of narrativism is more of a hybrid than is Ankersmit's as far as its theory of explanation is concerned; nevertheless, it can also be fruitfully interpreted as an inversion of covering-law theory, replacing it by an indefinite multitude of explanatory strategies.Most of the striking characteristics of both White's and Ankersmit's narrativism presuppose positivism in these two senses, especially their claim that historical narratives have a metaphorical structure and therefore no truth-value. These claims are hard to reconcile with the factual characteristics of debates by historians; this problem can be tracked down to the absence in "metaphorical" narrativism of a conceptual connection between historical narratives and historical research. Many recent attacks on consequentialism and several defenses of pluralism have relied on arguments for the incommensurability of value. Such arguments have, generally, turned on empirical appeals to aspects of our everyday experience of value conflict. My intention, largely, is to bypass these arguments and turn instead to a discussion of the conceptual apparatus needed to make the claim that values are incommensurable. After delineating what it would mean for values to be incommensurable, I give an a priori argument that (...) such is impossible. It is widely accepted that value is conceptually tied to desire. I argue that, more specifically, it is proportional to merited desire strength. This connection gives one a metric of all value if there is any such thing. This metric entails that value is a complete ordering over all states of affairs, or, in other words, that value is commensurable. (shrink)

The article assesses Chad Hansen's arguments that both early and later Moist texts apply only pragmatic, not semantic, terms of evaluation and treat “appropriate word or language usage,” not semantic truth. I argue that the early Moist “three standards” are indeed criteria of a general notion of correct dao 道 , not specifically of truth. However, as I explain, their application may include questions of truth. I show in detail how later Moist texts employ terms with the same expressive role (...) as “ is true.” Thus, contra Hansen, the Moists can justifiably be said to have a concept of semantic truth. An argument that science is indeed 'socially constructed' but in a way that exposes it to a Darwinian version of variability and selection which ensures its success.

Metaethical non-naturalists maintain that normative or evaluative properties cannot be reduced to, or otherwise explained in terms of, natural properties. They thus have difficulty explaining what these irreducibly normative properties are supposed to be, other than by saying what they are not. I offer a partial, positive characterization of irreducible normativity in naturalistic terms. At a first pass, it is this: that to attribute a normative property to something is necessarily to commend or condemn that thing, due to the nature (...) of the property attributed. This theory characterizes normativity in terms of the natural phenomenon of performing certain familiar speech acts. The hypothesis does other explanatory work as well: it provides for an account of the "queerness" of normative properties, one superior to other accounts; it explains why metaethical reductionism is bound to fail, in a way friendly to non-naturalism (as opposed to non-cognitivism); and it can help deflect arguments against non-naturalism from the "essential practicality" of normativity. Many of the existing ethical analyses of genetic engineering technologies (GET) focus on how they can be used to enhance individuals—to improve individual well-being, health and cognition. There is a gap in the current literature about the specific ways enhancement technologies could be used to improve our populations and species, viewed as a whole. In this paper, I explore how GET may be used to enhance the species through improvements in the gene pool. I argue one aspect of the species (...) that may be desirable to enhance is ‘persistence’ or long-term viability. I then look at some of the ways in which GET could be used to improve human persistence and argue that the use of GET to secure benefits for individuals may compromise persistence. This suggests conflicts between uses of GET to enhance individuals and uses to promote the persistence of the species may occur. As GET are further developed, the likelihood that these conflicts will actually arise, and how we should resolve them if they do, will need to be considered. (shrink)

The concept of care can be explained in various ways, and it can present a different meaning to each person. Nurses are increasingly aware that good nursing care consists of ‘more’ than the competent performance of a number of caring activities. For many nurses it is less clear what this ‘more’ means and what importance it has in nursing. This article will develop a view concerning care considered as a moral attitude. It is argued that care can be considered as (...) a foundational normative concept in the ethics of the nursing profession. The aim is to clarify that nurses do not derive their specific caring identity just from the set of tasks that they perform but also from the way in which they commit themselves to the caring process. In this article, focusing on the building blocks of art with its concomitant role and meaning, we commence with a brief evolutionary overview of the origin of land vertebrates, which culminated in the rise of our species as we view it. We then review three iconic phases of human evolution, colloquially designated as the Neanderthals, the San and the Cro-Magnons, as manifested by their artistic endeavours. We are well aware that the Cro-Magnons are currently regarded as not sufficiently distinct from (...) modern Homo sapiens to be separately designated. Therefore, the terms ‘anatomically modern humans’ or ‘early modern humans’ are suggested for these inhabitants of the Upper Palaeolithic as they shared an anatomical resemblance with us but still lacked the full complement of behavioural attributes that typify ourselves. This particular selection was chosen because these groups have partially overlapped historically, yet each represents a distinctive approach to the artistic impulse. Subsequently, we consider more contemporary developments regarding human art intertwined with our interpretation of art’s role and meaning. Then, we briefly discuss a broader account of the evolution of art in which these three phases are firmly based and through which our understanding of and engagement with the evolutionary development of these stages are elucidated and complemented. In conclusion, particular views about language and the role and meaning of art are confirmed. Particular views about language and the role and meaning of art are endorsed and supplemented by an extensive body of relevant literature.Contribution: This article explores the evolution of art and its accompanying role and meaning in an intersectional and interdisciplinary manner that fits well with the intention of this unique collection on the building blocks of our past, present and future and with the nature of this journal and our ongoing engagement with HTS Teologiese Studies/Theological Studies. The Internet and mobile telephones have made everyone more aware than ever of the computer revolution and its effects on the economy and society. As Time Goes By puts this revolution in the perspective of previous waves of technical change: steam-powered mechanization, electrification, and motorization. It argues for a theory of reasoned economic history which assigns a central place to these successive technological revolutions.

This paper uses the language of formal dialectics to explore how argumentation schemes and their critical questions can be characterized as an extension to traditional dialectical systems. The aim is to construct a dialectical system in which the set of locutions is extended to include scheme-based moves the set of structural rules describes the roles that critical questioning can play; and the set of commitment rules distinguishes between exceptions and assumptions.

Action research began as an ambitious epistemological and social intervention. As the concept has become reified, packaged for methodology textbooks and professional development workshops, it has degenerated into a cure that may be worse than the disease. The point is not the trivial one that action research, like any practice, sometimes shows up in cheap or corrupt forms. The very idea that action research already exists as a live option is mystifying, distracting us from the deep challenge that action research (...) ultimately represents. Though Joseph Schwab is sometimes credited as a forerunner of action research, it is likely that he would see the new talk of ‘the teacher as researcher’ as indicative of the very epitomization of which he warned. Dewey’s new conception of knowledge, action, and communication – and the vision of the teacher as learner it entails – requires nothing short of a radical rethinking of teaching and inquiry, schooling and teacher education. The Toulmin diagram layout is very familiar and widely used, particularly in the teaching of critical thinking skills. The conventional box-and-arrow diagram is equally familiar and widespread. Translation between the two throws up a number of interesting challenges. Some of these challenges (such as the relationship between Toulmin warrants and their counterparts in traditional diagrams) represent slightly different ways of looking at old and deep theoretical questions. Others (such as how to allow Toulmin diagrams to be recursive) are diagrammatic versions (...) of questions that have already been addressed in artificial intelligence models of argument. But there are further questions (such as the relationships between refutations, rebuttals and undercutters, and the roles of multiple warrants) that are posed as a specific result of examining the diagram inter-translation problem. These three classes of problems are discussed. To the first class are addressed solutions based on engineering pragmatism; to the second class, are addressed solutions drawn from the appropriate literature; and to the third class, fuller exploration is offered justifying the approaches taken in developing solutions that offer both pragmatic utility and theoretical interest. Finally, these solutions are explored briefly in the context of the Araucaria system, showing the ways in which analysts can tackle arguments either using one diagrammatic style or another, or even a combination of the two. This paper concerns an issue in the metaphysics of properties. The issue is: what are physical properties? What distinguishes physical properties from all other properties? My conclusions will be ‘downbeat’. I will argue that some major recent approaches to this issue prove unsatisfactory, and that the issue is much more intractable than has widely been supposed. The moral I draw is that there is no principled and well‐defined distinction between physical properties and all other properties, and accordingly certain programmes in (...) metaphysics should be abandoned because they mistakenly assume that there is such a distinction. The One Health approach to antimicrobial resistance (AMR) requires stakeholders to contribute to cross-sectoral efforts to improve antimicrobial stewardship (AMS). One Health AMR policy implementation is challenging in livestock farming because of the infrastructural role of antibiotics in production systems. Mitigating AMR may require the development of more stringent stewardship obligations and the future limitation of established entitlements. Drawing on Amatai Etzioni’s compliance theory, regulatory analyses and qualitative studies with stakeholder groups we examine the structural and socio-cultural dimension of antibiotic (...) use and AMS compliance in Australian beef and dairy production. We found a disconnect between how antibiotic use is conceptualised by farmers and the way in which AMS policies construe agricultural AMR risks. Under the umbrella of food safety standards and national-level prescribing restrictions, farmers and veterinarians interact around antibiotic use with different operating logics and compliance mechanisms. These parallel regimes service distinct and sometimes competing common goods of food security and antibiotic preservation. Further reforms to mitigate AMR need to account for the value orientations of different groups and the embeddedness of the constraints imposed by existing systems. Advocacy for greater AMR precaution in agriculture should acknowledge and compensate for erosions in competing common goods and the cost of proposed interventions. (shrink)

This book outlines and analyzes the economic development of China between 1949 and 2007. Rather than being narrowly economic, the book addresses many of the broader aspects of development, including literacy, morality, demographics and the environment. The distinctive features of this book are its sweep and that it does not shy away from controversial issues. For example, there is no question that aspects of Maoism were disastrous but Bramall argues that there was another side to the whole programme. More recently, (...) the current system of government has presided over three decades of very rapid economic growth. However, the author shows that this growth has come at a price. Bramall makes it clear that unless radical change takes place, Chinese growth will not be sustainable. This large, comprehensive text is relevant to all those studying the economic history of China as well as its contemporary economy. The Theory of Event Coding (TEC) is a new framework for understanding interactions between perception and action. We are concerned that the theory is underspecified, showing that it can easily be used to make exactly opposite predictions. Precise specification of the time course of activation and binding is needed to make the theory useful for understanding the perception-action interface.

In Kim Stanley Robinson, part of the Modern Masters of Science Fiction series published by the University of Illinois Press, Robert Markley ambitiously sets out to tell the story of Kim Stanley Robinson's oeuvre by offering a "mid-career report that traces the developing concerns in his fiction". The challenge of connecting the wide-ranging concerns of Robinson's fiction necessarily risks eliding or simplifying key elements of that story. Nonetheless, Markley is able to leverage Robinson's characteristic iteration over crucial narrative and critical (...) themes throughout his oeuvre to articulate the trajectory of Robinson's concerns across three decades of writing, making this work an excellent introduction to a...
