BackgroundIn December 2014, China announced that only voluntarily donated organs from citizens would be used for transplantation after January 1, 2015. Many medical professionals worldwide believe that China has stopped using organs from death-row prisoners.DiscussionIn the present article, we briefly review the historical development of organ procurement from death-row prisoners in China and comprehensively analyze the social-political background and the legal basis of the announcement. The announcement was not accompanied by any change in organ sourcing legislations or regulations. As (...) a fact, the use of prisoner organs remains legal in China. Even after January 2015, key Chinese transplant officials have repeatedly stated that death-row prisoners have the same right as regular citizens to “voluntarily donate” organs. This perpetuates an unethical organ procurement system in ongoing violation of international standards.ConclusionsOrgan sourcing from death-row prisoners has not stopped in China. The 2014 announcement refers to the intention to stop the use of organs illegally harvested without the consent of the prisoners. Prisoner organs procured with “consent” are now simply labelled as “voluntarily donations from citizens”. The semantic switch may whitewash sourcing from both death-row prisoners and prisoners of conscience. China can gain credibility only by enacting new legislation prohibiting use of prisoner organs and by making its organ sourcing system open to international inspections. Until international ethical standards are transparently met, sanctions should remain. (shrink)

United States), the United States District Court for the Northern District of California held that plaintiffs in a wrongful birth action cannot recover costs or damages associated with the birth and upbringing of their daughter absent evidence of causation and proof to satisfy liability requirements. In the fall of 1956, President Margenau appointed a Committee charged to draw up proposals for a reorganization of the Philosophy of Science Association. This Committee eventually prepared a new Constitution and By-Laws, more in line with the present needs and status of the Association than were those under which it had until then been operating. That Constitution and those By-Laws were adopted by the members at the December 1957 election and are published in the January 1959 issue of (...) Philosophy of Science. (shrink)

These guide-lines were produced for the Social Concern Track at Lausanne II. Their aim is to enable people who are engaged in evangelism in social action ministries to write up their experiences so that they and others can reflect on the theology underlying their approach. The guide-lines have since been widely used by people in different parts of the world. The findings of the case studies at Lausanne II were published in Transformation, January 1990.

Benedikt Stattler was born on January 30, 1728 in Kötzting in Bavaria. In 1745 he entered the Society of Jesus, to which he remained loyal in spirit and in deed until his death, in spite of its suppression in 1773 by Clement XIV From 1760 until 1781 he taught philosophy and theology in Staubing, Solothurn, Innsbruck and Ingolstadt, where the famous J. M. Sailer, Bishop of Regensburg, was his pupil. He died in Munich in 1797. Stattler, then, lived and (...) worked at the very height of the so-called Aufklarungszeit, a fact which had the deepest repercussions on his whole career. He was a zealous man and truly apostolic. Perhaps, if anything he was over-zealous and was in fact carried much too far in his spirit of accommodation and flexibility when faced with the rationalist enemies of the Church and Christianity. He was filled with the idea that they should be met on their own ground in order to win them for the Church. And in order to do that he decided that he must break with tradition. Modern modes of thinking must be used if there is to be even the possibility of discussion with present-day thinkers, was his principle. Accordingly he brushed aside Aristotle, St. Thomas and all the Scholastics and made his own the philosophy of Christian Wolff. For him that was the only way of preserving the Christian and Catholic faith and of safeguarding Christian morality, the Christian way of life. Filled with that idea he wrote indefatigably. Many of his works, however, very early fell foul of the Roman authorities and were put on the Index of forbidden books. And in fact, as Dr. Scholz rightly points out over and over again, Stattler became a victim of the Aufklärung which he sought to Christianize and he himself became a rationalist and, in morals, and out-and-out subjectivist. Recently, Barbara Renzi argued that Kuhn's account of scientific change is undermined by mismatches in the analogy that Kuhn supposedly draws between scientific change and biological evolution. We argue that Renzi's criticism is inadequate to Kuhn's account of scientific change, as Kuhn does not draw any precise analogy between the mechanisms of scientific change and biological evolution nor aims to argue that the mechanisms of scientific change and biological evolution are similar in any important respects. In recent years, there has been an increasing interest in thedevelopment of ontologically well-founded conceptual models for Information Systems in areas such as Service Management, Accounting Information Systems and Financial Reporting. Economic exchanges are central phenomena in these areas. For this reason, they occupy a prominent position in modelling frameworks such as the REA (Resource-EventAction) ISO Standard as well as the FIBO (Financial Industry BusinessOntology). In this paper, we begin a well-founded ontological analysisof economic exchanges inspired by a recent ontological (...) view on the nature of economic transactions. According to this view, what counts asan economic transaction is based on an agreement on the actions thatthe agents are committed to perform. The agreement is in turn based on convergent preferences about the course of action to bring about. This view enables a unified treatment of economic exchanges, regardless the object of the transaction, and complies with the view that all economictransactions are about services. Background: The Declaration of Helsinki prohibits the publication of articles that do not meet defined ethical standards for reporting of research ethics board approval and informed consent. Despite this prohibition and a call to highlight the deficiency for the reader, articles with potential ethical shortcomings continue to be published.Objective: To determine what proportion of articles in major medical journals lack statements confirming REB approval and informed consent, and whether accompanying commentary alerts readers to this deficiency.Design: Retrospective, observational study.Setting: Online review (...) of five major medical journals.Population: All clinical research articles published online between 1 January 2005 and 31 December 2006 in the BMJ, Lancet, Annals of Internal Medicine, JAMA and the New England Journal of Medicine.Measurements: Statement of REB approval and informed consent.Results: Of 1780 articles reviewed, 1133 met inclusion criteria , 36 articles lacked a statement of REB approval, 62 lacked disclosure of informed consent and 15 articles lacked both. Articles that did not state REB approval were associated with not stating informed consent . There were no editorial comments to alert readers to the lack of either REB approval or informed consent statements associated with any of the deficient articles.Conclusions: Articles that lack explicit statements of REB approval and informed consent are infrequent but continue to be published in major medical journals without editorial statements to alert the reader to this deficiency. We are printing, by kind permission of the Law Commission, two sections of the report of the Law Commission on injuries to unborn children. This report was the result of a request to the Law Commission by the Lord Chancellor at the time (Lord Hailsham of Saint Marylebone) to advise on `what the nature and extent of civil liability for antenatal injury should be'. The Law Commission followed its usual practice in such circumstances of consulting various bodies and obtaining expert (...) advice on the subject and then embodying the results in a working paper (Working Paper No. 47 - injuries to unborn children) published on 19 January 1973, which preceded their report (Cmnd 5709). Meanwhile a Royal Commission is considering much wider issues of civil liability for injury (including antenatal injury) but the terms of reference for the Law Commission were much narrower and confined to the position of children injured before birth. In the section relating to the present law the report makes it clear that it is probable that liability under the common law already exists. The Scottish Law Commission has also issued a report (Cmnd 5371). They were given different terms of reference and came to somewhat different conclusions. We are printing from this long report the paragraphs discussing the medical background and the summary of recommendations. As will be evident on reading the paragraphs on the medical background to injuries to the unborn child, events are moving very rapidly, particularly in the study of congenital defects and the effects of drugs but the problems of proof present great difficulty. Other causes of injury to the unborn child are better known to the general public: for example, those following the illness, infection and disease of the mother during pregnancy, injury caused in attempted termination of pregnancy and the risks resulting from the mother's condition. The summary of the recommendations sets out very clearly the legal position of the unborn child, as the Law Commission sees it, arising from injury before birth, the final conclusion being that `legislation is desirable'. These extracts from the report, apart from their intrinsic interest, lead on to the paper by Mr Kennedy and Dr Edwards in which they set out their criticisms of it, and provide quick references to the original document. Though these expressions are often called “names of months”, there is good reason to hold that they are not names at all. Syntactically, these words behave as count nouns. They combine with determiners such as ‘every’, ‘many’, ‘exactly three’ etc. to form restricted quantifiers:3 (1) Every January I go skiing. (2) I spent many Januarys at Squaw Valley. (3) I wasted exactly three Januarys in Bakersfield. Like other count nouns, they can take relative clauses in constructions such as (1)-(3): (...) (1a) Every January that you visited we went skiing. (2a) I spent many Januarys that I will never forget at Squaw Valley. (3a) I wasted three Januarys that seemed interminable in Bakersfield. They also combine with the copula, indefinite article and adjectival modifiers to form predicates in the way that other count nouns do: (4) The first full month I lived in Northern California was a pleasant July. Further, it is generally held that only constituents of the same syntactic category can be conjoined. And as the following example shows, ‘January’ can be conjoined with other count nouns:4 (5) All Januarys and funerals last too long. Thus distributional evidence strongly suggests that ‘January’, ‘February’, etc. are count nouns. Since in general we take count nouns to express properties, we ought to take ‘January’, ‘February’ etc. to express properties as well.5 We shall return to the question of what properties such words express below. This article is a defence of the Fact-Value distinction against considerations brought up by Ruth Anna Putnam in three articles in Philosophy, especially her ‘Perceiving Facts and Values’ January 1998. I defend metaphysical realism about facts and anti-realism about values against Putnam' intermediate position about both and I relate the matter to the logic of imperatives. The motivations of scientists or historians to select fields of investigation are irrelevant to the objectivity of their hypotheses, and so is the goodness (...) or badness of the social consequences of their work though these may affect their motivations. Photography began almost 150 years ago with the nearly simultaneous invention of two types of photographic processes, the daguerreotype and the Talbotype or calotype. On January 7, 1839, Louis Daguerre announced his discovery of a way to reproduce images on coated copper plate. Shortly thereafter, on January 31, William Talbot explained how shadows of objects could be chemically recorded on salted paper sensitized with silver nitrate. With the advent of photography, the people, architecture, and natural beauty of Chester (...) County, Pennsylvania, made worthy subject matter for many professional and amateur photographers. Photographers in Chester County, many of whom were also skilled artisans and craftsmen, were fortunate in that they lived near Philadelphia, a center of photographic activity. The first photographers in the county were itinerant tradesmen who traveled from place to place, taking photographs, portraits mainly, for a fee. Later, as photography developed and became more widely known, many photographers opened their own studios. Reflected Light: A Century of Photography in Chester County offers an overview of the development of the photographic medium and traces the progress of photography by examining the work of ten Chester County photographers. In the text by Pamela Powell and in striking photographs of the county and its people, the story of photography in its earliest years is deftly told. (shrink)

This survey on biotechnology and bioethics was carried out onnational random samples of the public and scientists in November2000-January 2000 throughout Japan, and attendees at theNovartis Life Science Forum held on 29 September, 1999 inTokyo. The sample size was 297, 370, and 74 respectively. Whilethere is better awareness of GMOs in 2000 compared to 1991; thetrend shows an increase in the perceived risks of GMOs followedby growing resistance in Japan. While a majority of personsbelieved genetic engineering would make life (...) better over the nexttwenty years , the proportion of respondents who thoughtgenetic engineering would make life worse over the next twentyyears doubled from 1997 to 2000 .Respondents were asked whether they had heard aboutapplications in several areas and the order of familiarity was: pest-resistant crops, human genes in bacteria, mouseto develop cancer, food and drinks, pigs with human hearts andpre-implantation diagnosis. A divide of opinion can be seen whenthe results on benefit, risk and moral acceptability of applicationsof biotechnology by the public are compared to the forum andscientist samples.A significant change in the acceptance of the public occurred in2000 where only 22% agreed on the moral acceptability of GMfood compared to 41% in 1997. In 2000 fewer people said they arewilling to buy genetically modified fruits that taste bettercompared to 1997 . The results show less public support foruse of gene therapy than 1993 and twice as many scientistsrejected gene therapy than they did in 1991.When asked whom is best placed to regulate modernbiotechnology, the respondents were overwhelmingly in favor ofinternational regulatory bodies, such as the United Nations andthe World Health Organization , rather than national bodies.The comparison between scientists and public is interesting,however the more enthusastic sample were participants from theNovartis Life Science Forum with its mixed occupations. I argue that the criticisms made by d. h. mellor in 'mind', january, 1968, of two arguments central to charles taylor's thesis concerning teleological explanation in 'the explanation of behaviour' can readily be accommodated by taylor. in neither case is the argument used to make the distinction that mellor alleges.

In lieu of an abstract, here is a brief excerpt of the content:HUME, THE CAUSAL PRINCIPLE, AN'D KEMP SMITH When we say of a proposition that it is possible, we sometimes mean no more than that it is logically possible, that is, consistent with itself. A proposition can be possible in stronger senses than this, but not in any weaker one. For a sense of "p is possible" that did not entail "p is self-consistent, "would have to be a sense (...) of "p is possible" which was consistent with "p is self-inconsistent" And it is obvious that there can be no such sense as that. One of the stronger senses in which a proposition can be possible is this: consistent (with itself and in addition) with every observation-statement. (I mean by an observationstatement, a proposition which, if it were true, could in principle be discovered by experience to be true.) If a proposition? is contingent, (that is, neither necessarily true??t necessarily false), then its negation (its contradictory) not-p is contingent too; and since contingent, not necessarily false; and since not necessarily false, consistent with itself. BackgroundThe demand for peer reviewers is often perceived as disproportionate to the supply and availability of reviewers. Considering characteristics associated with peer review behaviour can allow for the development of solutions to manage the growing demand for peer reviewers. The objective of this research was to compare characteristics among two groups of reviewers registered in Publons.MethodsA descriptive cross-sectional study design was used to compare characteristics between individuals completing at least 100 peer reviews from January 2018 to December 2018 as (...) and a control group of peer reviewers completing between 1 and 18 peer reviews over the same time period. Data was provided by Publons, which offers a repository of peer reviewer activities in addition to tracking peer reviewer publications and research metrics. Mann Whitney tests and chi-square tests were conducted comparing characteristics of mega peer reviewers to the control group of reviewers.ResultsA total of 1596 peer reviewers had data provided by Publons. A total of 396 M peer reviewers and a random sample of 1200 control group reviewers were included. A greater proportion of mega peer reviews were male as compared to the control reviewers. Mega peer reviewers demonstrated a significantly greater average number of total publications, citations, receipt of Publons awards, and a higher average h index as compared to the control group of reviewers.ConclusionsMega peer reviewers registered in the Publons database also had a higher number of publications and citations as compared to a control group of reviewers. Additional research that considers motivations associated with peer review behaviour should be conducted to help inform peer reviewing activity. (shrink)

BackgroundHealthcare professionals are exposed to advertisements for prescription drugs in medical journals. Such advertisements may increase prescriptions of new drugs at the expense of older treatments even when they have no added benefits, are more harmful, and are more expensive. The publication of medical advertisements therefore raises ethical questions related to editorial integrity.MethodsWe conducted a descriptive cross-sectional study of all medical advertisements published in the Journal of the Danish Medical Association in 2015. Drugs advertised 6 times or more were compared (...) with older comparators: comparative evidence of added benefit; Defined Daily Dose cost; regulatory safety announcements; and completed and ongoing post-marketing studies 3 years after advertising.ResultsWe found 158 medical advertisements for 35 prescription drugs published in 24 issues during 2015, with a median of 7 advertisements per issue. Four drug groups and 5 single drugs were advertised 6 times or more, for a total of 10 indications, and we made 14 comparisons with older treatments. We found: ‘no added benefit’ in 4 of 14 comparisons, ‘uncertain benefits’ in 7, and ‘no evidence’ in 3 comparisons. In no comparison did we find evidence of ‘substantial added benefit’ for the new drug; advertised drugs were 2 to 196 times more expensive per Defined Daily Dose; 11 safety announcements for five advertised drugs were issued compared to one announcement for one comparator drug; 20 post-marketing studies were requested for the advertised drugs versus 10 studies for the comparator drugs, and 7 studies assessed both an advertised and a comparator drug at 3 year follow-up.Conclusions and relevanceIn this cross-sectional study of medical advertisements published in the Journal of the Danish Medical Association during 2015, the most advertised drugs did not have documented substantial added benefits over older treatments, whereas they were substantially more expensive. From January 2021, the Journal of the Danish Medical Association no longer publishes medical advertisements. (shrink)

BackgroundThe Netherlands is one of the few countries where euthanasia is legal under strict conditions. This study investigates whether Dutch newspaper articles use the term ‘euthanasia’ according to the legal definition and determines what arguments for and against euthanasia they contain.MethodsWe did an electronic search of seven Dutch national newspapers between January 2009 and May 2010 and conducted a content analysis.ResultsOf the 284 articles containing the term ‘euthanasia’, 24% referred to practices outside the scope of the law, mostly relating (...) to the forgoing of life-prolonging treatments and assistance in suicide by others than physicians. Of the articles with euthanasia as the main topic, 36% described euthanasia in the context of a terminally ill patient, 24% for older persons, 16% for persons with dementia, and 9% for persons with a psychiatric disorder. The most frequent arguments for euthanasia included the importance of self-determination and the fact that euthanasia contributes to a good death. The most frequent arguments opposing euthanasia were that suffering should instead be alleviated by better care, that providing euthanasia can be disturbing, and that society should protect the vulnerable.ConclusionsOf the newspaper articles, 24% uses the term ‘euthanasia’ for practices that are outside the scope of the euthanasia law. Typically, the more unusual cases are discussed. This might lead to misunderstandings between citizens and physicians. Despite the Dutch legalisation of euthanasia, the debate about its acceptability and boundaries is ongoing and both sides of the debate are clearly represented. (shrink)

Erdoğan intensifies assault on Turkish civil society Deeply worrying reports from the Turkish Medical Association suggest that the Turkish President Recep Erdoğan is hardening his attack on civil society in Turkey, using the legitimate activities of the TTB as the flimsiest of pretexts. In January 2018, the TTB issued a short statement raising concerns about the impact on public health of Turkey’s military operation in the Kurdish-controlled region of northern Syria. It denounced the operation saying ‘No to war, peace (...) immediately’. In response to the Association’s press release, the Turkish president publicly accused the 83 000 strong TTB of being terrorist sympathisers. ‘This institution has nothing to do with Turkishness and nothing about them is worthy of the notion of Turkishness’, he said. 1 Eleven of its senior doctors, including the Association’s chairman, were later detained following an order from a Turkish prosecutor. Ethics researchers have scrutinized ethical business problems, which have been demonstrated through the actions of managers at Enron, WorldCom, and Arthur Andersen, among others. In response to these business transgressions, the US government has implemented the Sarbanes–Oxley Act to shore up businesses’ ethics infrastructures. However, universities, too, struggle with ethics problems. These include NCAA (National Collegiate Athletic Association) violations, discrimination issues, sexual harassment, endowment admits, plagiarism, and research funding manipulation. Despite these problems, we have little knowledge regarding universities’ ethics infrastructures (...) and codes of conduct, and insignificant empirical research on academic ethics issues (Kelley & Chang, Journal of Higher Education, under review, 2006; Morgan & Korschgen, College Student Journal, Sept., 2001). This lack of knowledge exists despite the critical role universities play in shaping the moral behavior of future generations (Langlais, The Chronicle of Higher Education, January 13:B11, 2006; Woo, BizEd, May/June:22–27, 2003). In this paper, we conduct exploratory research to identify the elements of universities ethics’ infrastructures. From our research, we develop an understanding of the ethics policies and infrastructure elements in place at a representative group of universities. We compare these infrastructures to those in business as well as across Carnegie Classifications. We then conclude with recommendations for developing university ethics infrastructures and suggestions for future research. (shrink)

Most models of generational succession in sexually reproducing populations necessarily move back and forth between genic and genotypic spaces. We show that transitions between and within these spaces are usually hidden by unstated assumptions about processes in these spaces. We also examine a widely endorsed claim regarding the mathematical equivalence of kin-, group-, individual-, and allelic-selection models made by Lee Dugatkin and Kern Reeve. Traditionally, in Spain bullfighting represents an ancient and well-respected tradition and a combined brand of sport, art and national identity. However, bullfighting has received considerable criticism from various segments of society, with the concomitant rise of the animal rights movement. The paper reports a survey of the Spanish citizens using a face-to-face survey during January 2016 with a total sample of 2522 citizens. The survey asked about degree of liking and approving; culture, art and national identity; socio-economic aspects; emotional (...) perception and animal welfare. The hypothesis proposed that the perception of bullfights may be affected by gender, age, occupation, origin and nationality of the persons surveyed. The hypothesis was confirmed. The majority of citizens surveyed do not like bullfights and great majorities do not attend or watch such events. Two extreme clusters were described: one representing favorable attitude towards bullfighting and other against bullfighting. The proportion of indifferent persons was important. Women and young people showed a more favorable attitude towards animal welfare issues associated with these events. Rural people were more accepting bullfights than urban people. Students were more anti-bullfight than those in other occupations. Additionally, technical economic factors made people favor more bullfights. The growth of claim against bullfights establishes an element of a far more multifaceted phenomenon that animal cruelty per se and support of a new paradigm called social change in countries as Spain.
