In this comparative analysis of twelve focus groups conducted in Austria, France, and the Netherlands, we investigate how lay people come to terms with two biomedical technologies. Using the term ‘‘technopolitical culture,’’ we aim to show that the ways in which technosciences are interwoven with a specific society frame how citizens build their individual and collective positions toward them. We investigate how the focus group participants conceptualized organ transplantation and genetic testing, their perceptions of individual agency in relation to (...) the two technologies and to more collective forms of acting and governing, and also their understanding of the two technologies’ relationship to broader societal value systems. Against the background of the sustained political effort to build common European values, we suggest that more fine-grained attention toward the culturally embedded differences in coming to terms with biomedical technologies is needed. The multi-cultural nature of the Austro-Hungarian Empire in the late nineteenth century created much unrest among the many different ethnic groups within the Empire. As each group struggled against the other groups for more rights, dissolution threatened the Empire. The Hapsburg government under Franz Joseph used two different strategies in Austria and Hungary to keep the country united, and these strategies successfully kept the Empire together for half a century. After the Emperor’s death, opposing interests and separatism proved (...) too powerful without Franz Joseph’s uniting influence, and the Austro-Hungarian Empire collapsed. (shrink)

In Culture, Politics, and Governing, the study of contemporary ascetics provided me with a way to approach the practice of knowledge production and its intersection with cultural production that was able to take into account the institutionalization of authors and artists and the ways in which their practices were both governed and governing, often through valorization. Recently, I have worked to extend this framework to settings that are less obvious as sites for the production of governing knowledge: what Max (...) Weber and Foucault discussed as ascetics, generated through what Max Horkheimer and Theodor Adorno called the culture industry. The contemporary culture industry produces an art of living genre that encourages pecuniary subjects who treat the self as a site for the production of value from which to practice valorized ascetics. This paper examines the planning process and architecture of two public psychiatric institutions built around 1900 in Trieste and Lower Austria. From 1864, the building of new asylums was the responsibility of Crown land governments, which by the end of the nineteenth century had emerged as sites of power and self-presentation by minority groups and new political parties. At the same time, the area of asylum planning was establishing itself as a branch of asylum psychiatry and promoting the idea (...) of the asylum as model settlement, contributing to social reform. I analyse the interaction of psychiatrists, architects and government officials involved in planning the two institutions in the context of Crown land governments’ self-positioning within the empire and internationally . The Trieste asylum planners were working for a government controlled by Italian nationalists, but their desire for a ‘modern’ asylum turned them towards German models. The Christian Social government in Lower Austria sought to supplant Germany as the leader in this branch of science. The spatial arrangement and visual articulation of the two asylums is interpreted in the context of the interaction of psychiatry and the politics of regional autonomy. (shrink)

The essays in this collection honor Professor Ellis Sandoz, Hermann Moyse Jr. Distinguished Professor of Political Science, Louisiana State University, and founding director of the Eric Voegelin Institute for American Renaissance Studies, an institute located at Louisiana State University and devoted to research and publication in the fields of political philosophy, constitutional law, and Voegelin studies. Without the tireless leadership—both academic and economic—of Ellis Sandoz, who was one of Eric Voegelin’s early students and his first American doctoral candidate at the (...) University of Munich, the thirty-four volumes of _The Collected Works of Eric Voegelin _would never have neared completion within only twenty years of Voegelin’s death. The authors of the essays, some of the most respected scholars in the field of political philosophy, hail from Austria, Canada, the Czech Republic, Germany, Ireland, and the United States. They have known Sandoz in a variety of ways: as former students, as beneficiaries of his work on constitutionalism, as fellow participants in the publication of _The Collected Works of Eric Voegelin_, as philosophical colleagues, as participating members of the Eric Voegelin Society, and finally as friends. The essays, each written especially for this volume, are grouped into the disciplines of philosophy, literature, and politics and range widely across these subjects, exploring writers as diverse as Xenophon, Natsume Soseki, Freud, and George Santayana and topics ranging from the leadership style of François Mitterrand and the Velvet Revolution to the nature of the Law and of the Political. _Philosophy, Literature, and Politics _is a fitting tribute to a man whose life’s work has been formed by commitment to the philosophical enterprise and by a conviction in Eric Voegelin’s contribution to that enterprise. Over recent years, science and technology have been reassessed increasingly in ethical terms. Particularly for life science governance, ethics has become the dominant discourse. In the course of this ‘‘ethical turn’’ national ethics councils were set up throughout Europe and in the United States to advice politics in ethically controversial issues such as stem cell research and genetic testing. Ethics experts have become subject to traditional warnings against expertocracy: they are suspected to unduly influence political decision-making. However, any reliable (...) ethics expertise has to reflect societal disagreements in moral issues. Therefore, expert dissent is a normal feature of legitimate ethics expertise. Based on theoretical considerations we argue that in principle, expert dissent does not cause problems for political legitimacy; rather, it enhances the salience of politics: obviously decisions on ethical issues cannot be taken on the basis of expert knowledge alone. We therefore conclude that expert dissent, not consent, supports politics. Focussing on Germany and Austria, we show how politics deal with expert dissent in practice. While in Germany politics acknowledge dissent and use it to foster a fundamental political debate, Austrian politics attribute authoritative power to ethics expertise and try to construct an overall consensus. This illustrates how the drawing of boundaries between politic and expertise differs. (shrink)

The underrepresentation of women politicians in the media is a persistent feature in many contemporary democracies. Gender bias in election coverage makes it harder for women to reach positions of power in politics. Drawing on the special circumstances in Austria during the 2019 election campaign which saw the first female top candidate of a major party and a caretaker government containing equal numbers of men and women and which was led by the country’s first woman as chancellor, (...) we examine the effect of these developments on women politicians’ representation in campaign coverage. We draw on quantitative content analysis of Austrian newspaper articles (N = 16,125) during four national parliamentary election campaigns (2008, 2013, 2017 and 2019). We show that for women politicians the media ceiling is slowly lifting at best, but that positions of power provide the most promising ways to evade gendered media bias. (shrink)

This article examines the consequences of the politicization of health care in the United Kingdom following the creation of the National Health Service (NHS) in 1948. The NHS is founded on the principle of universal access to health care free at the point of use but in reality charges exist for some services and other services are rationed. Not to charge and/or ration would create a common-pool resource with no means of conserving scarce resources. Taking rationing decisions in the political (...) realm means that the values and priorities of individual patients are marginalized and the preferences of powerful organized groups able to capture the political process dominate. The key lesson for international health care reform is that the politicization of health care via the NHS has not led to the realization of egalitarian ends but rather has empowered vested and organized interests at the expense of individual patients. Many actors mobilize the cognitive, legal and technical tool-box of data protection when they discuss and address controversial issues such as digital mass surveillance. Yet, critical approaches to the digital only barely explore the politics of data protection in relation to data-driven governance. Building on governmentality studies and Actor-Network-Theory, this article analyses the potential and limits of using data protection to critique the ‘digital age’. Using the conceptual tool of dispositifs, it sketches an analytics of data protection and the (...) emergence of its configuration as ‘data protection by design and by default’. Introduction. The paper contains political and psychological profiles of the local self-government deputies in the city of Chelyabinsk. The purpose of the study is to examine how municipal reform in 2014 influenced institutional opportunities for creating a new model of political leadership in terms of its effectiveness on political and psychological level. Methods. The author’s approach is based on the combination of political and psychological techniques, such as qualitative content analysis, psychobiography and in-depth interview (for assessing politicians’ images in (...) mass consciousness). Scientific novelty. The author presumes that political leadership is a complex phenomenon based on institutional and psychological factors. Its institutional framework for the purpose of the research is determined by the municipal reform. The deputies’ psychological profiles are viewed as individual patterns of political behavior shaped as a result of adopting individual psychological characteristics to the demands of political role presumed by the reform’s conceptual foundations. Results. The data contain evidence that political and psychological profiles of the deputies under analysis in general lack features which make it possible to uncover the institutional potential of the reform. A new model of political leadership presumed by the reform’s conception was supposed to possess such attributes as: 1) widening political representation; 2) enhancing effectiveness of communication between leaders and followers; 3) depoliticizing agenda. The analysis shows that deputies elected under reform on the “inner” level are rigid and reproduce inertial model of political behavior. On the “outer” level their perception is superficial and does not have explicit potential to improve due to revealed unconscious parameters. Conclusions. Two electoral cycles within the reform did not fully reveal the leadership potential of the deputies. Therefore, the perspectives of its prolongation are viewed by the author as highly problematic. Vienna's scientific culture has long attracted historians' attention. Impressive though the scientific accomplishments of Viennese scientists were, and recognized by numerous Nobel prizes, they alone do not account for the historians' interest. Rather, Vienna's culture of science was imbedded in broader humanistic visions and invested in political and educational projects of major historical significance. Viennese philosophy placed humanity's hopes in science and articulated its historical ramifications to the public, drawing out the political implications of competing scientific methodologies and tying them (...) to dramatic historical events. This philosophy of science still reverberates nowadays in debates on liberty, markets, and government that quickly reveal their underpinning in the methodology of science. Vienna's scientific culture, it seems, has never ceased to capture the imagination, far beyond Austria. (shrink)

This case study analyses the socio-pragmatic effects of invoked multiple voices in a commemorative speech delivered by Austrian writer Michael Köhlmeier on the occasion of the 2018 Austrian commemoration day against violence and fascism. Köhlmeier uses different forms of discourse representation to blame politicians of the then Austrian government for their political statements and actions. The focus of this article is on the speaker’s combination of (imagined and real) sources and forms of discourse representation, resulting in strategically deployed perspective (...) shifts to express opposition and blame. Furthermore, the sociopragmatic functions of these rhetorical and textual strategies in the context of situation, as well as in the wider context of the Austrian culture of collective remembrance are explored, in particular by showing that by blaming actual Austrian politicians for their political statements and actions, the traditional consensual commemorative discourse is breached. This latter effect is probably responsible for the huge public attention the speech attracted in 2018. (shrink)

Larry Temkin draws on the work of Angus Deaton to argue that countries with poor governance sometimes rely on charitable giving and foreign aid in ways that enable them to avoid relying on their own citizens; this can cause them to be unresponsive to their citizens’ needs and thus prevent the long-term alleviation of poverty and other social problems. I argue that the implications of this “lack of government responsiveness argument” (or LOGRA) are both broader and narrower than they (...) might first appear. I explore how LOGRA applies more broadly to certain types of charitable giving in developed countries, with a focus on medical crowdfunding. I then highlight how LOGRA does not apply to charitable giving aimed at alleviating the suffering of the absolutely politically marginalized, or those especially vulnerable people to whom governments are never responsive. Scholars have emphasized the potential of self-regulation, realized through ‘codes of good governance’, to improve gender diversity on boards. Yet, unconvinced of the effectiveness of this self-regulation, many regulators have implemented mandatory quota laws. Our study sheds light on this dilemma. Seeking to broaden our conceptual knowledge of how such ‘codes’ work in the specific case of gender diversity on boards, we ask: Under which conditions is self-regulation via voluntary principles of good governance effective? Expanding recent institutional-theory perspectives from the (...) literature of women on boards, we show that, in the case of Austria, self-regulation via code recommendations is ineffective unless supported by additional forces. The primary reason for this, we argue, is that nominators do not expect benefits from gender-diverse boards. Furthermore, non-compliant companies face little pressure to change due to the small number of companies that have already adopted respective code recommendations. We identify two potential alternatives to boost the effectiveness of voluntary self-regulation for gender-diverse boards: First, the introduction of concrete targets for female representation and the public monitoring of fulfillment; and, second, the establishment of a credible threat that mandatory quotas will be imposed if diversity goals are not achieved. Drawing on longitudinal data from 2006 to 2016 on listed and state-owned companies in Austria, we give an empirical account of the conditions that assure effective self-regulation. Arguing that codes suffer from what we call ‘opportunity bias’, we conclude that political goals based on ethical rather than instrumental considerations are unlikely to be effectively implemented solely by codes of good governance. Government depends on collective decision making. Even in peaceful democracies, some decide for all. The author challenges the morality of this position. It is not different political systems that are at fault as the nature of politics itself.

This paper offers an account of Margaret Cavendish's moral and political philosophy. In some respects Cavendish's theoury echoes Hobbes. However, although Cavendish agrees with Hobbes that morality is based on self-interest, she holds that morality derives from our natural desire for public recognition, not the desire for self-preservation. Via the desire for fame, self-love can motivate people to pursue virtue, which, for Cavendish, means establishing and maintaining a good government (in particular, absolute sovereignty). The paper explores how Cavendish thinks (...) such a government can be established and maintained. Cavendish's account of female virtue and its connection with honor and fame is also discussed. The paper analyses restructuring processes occuring with the introduction of information technologies into firms in Austria and assesses how far the evidence lends support to the thesis of a fundamental change in rationalization patterns as postulated by continental industrial sociologists claiming the emergence of a novel type of ‘systemic rationalization’. Based on a research perspective putting emphasis on several levels of social mediation of technological change the broad conclusion is the following: there are clear indications of a novel ‘systemic’ (...) approach to rationalization but the associated forms of work organization show substantial variation. The analysis of the influence of national-level institutions, industry- and firm-specific conditions, and their role in micro-political processes of system and work design, points towards an underutilization of work humanization potentials and suggests an increase in skill supply as one of the possible intervention strategies. Este fenómeno, habitualmente denominado "judicialización de la política", supone una tendencia a procesar y dar respuesta a conflictos de índole política, a través de instituciones judiciales. En relación a ello, (...) nos interesa mostrar las interconexiones, puntos de apoyo, resortes a través de los cuales es posible ligarlo al diagrama de relaciones de poder y procesos de subjetivación que caracterizan a la gubernamentalidad neoliberal. Our paper offers some lecture keys on the process through which made it possible the political relevance of judicial activity during the 1990's in Latin American in general, and in Argentina in particular. This phenomenon, commonly known as 'judicialization of politics', supposes a tendency of processing political conflicts through the judiciary. Related to that our paper proposes to show, to make it visible, interconnections and supports through which it is possible to understand it emergence within the diagram of power relations and processes of subjectivation that characterizes neoliberal governmentality. One of the least understood aspects of the world-wide “greening of markets” is the emergence of local “ethical marketplaces” and the subset of alternative business models described as “ethical businesses.” But previous research has demonstrated the ability of local politicians to encourage their regions toward more ethical marketplaces. This paper explores the impact radical centrist third party representation has on the emergence of ethical businesses across Great Britain. To understand this relationship, we utilize a novel data set of organizations with (...) membership in Ethical Junction, the United Kingdom's largest network for ethical businesses. We use a zero-inflated Poisson regression to model the connection, and find a meaningful relationship, between third-party political representation on British local councils and the presence of ethical businesses within local authorities. This presents an example of the way in which radical political change may be part of a wider social movement toward greening markets. (shrink)

Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching a (...) new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". This paper examines the internal dynamics of Korean political parties to understand why the minority coalition government of Kim Dae-jung suffered from political stalemate or deadlocks in the legislature. It shows that a focus on the size of the government in terms of a majority status in the legislature does not offer a convincing explanation of why the Kim Dae-jung administration slid towards ungovernability. Instead better insights come from an analysis of party organization, an aspect of party (...) class='Hi'>politics rarely examined through in-depth analysis. The paper shows that in terms of the key dimensions of organization (leadership type, factionalism, funding, linkage role) Korean political parties fail to connect citizens to the political system. Michel de Montaigne is principally known today as a literary figure--the inventor of the modern essay and the pioneer of autobiographical self-exploration who retired from politics in midlife to write his private, philosophical, and apolitical Essais. But, as Biancamaria Fontana argues in Montaigne's Politics, a novel, vivid account of the political meaning of the Essais in the context of Montaigne's life and times, his retirement from the Bordeaux parliament in 1570 "could be said to have marked the beginning, (...) rather than the end, of his public career." He later served as mayor of Bordeaux and advisor to King Henry of Navarre, and, as Fontana argues, Montaigne's Essais very much reflect his ongoing involvement and preoccupation with contemporary politics--particularly the politics of France's civil wars between Catholics and Protestants. Fontana shows that the Essais, although written as a record of Montaigne's personal experiences, do nothing less than set forth the first major critique of France's ancien régime, anticipating the main themes of Enlightenment writers such as Voltaire and Diderot. Challenging the views that Montaigne was politically aloof or evasive, or that he was a conservative skeptic and supporter of absolute monarchy, Fontana explores many of the central political issues in Montaigne's work--the reform of legal institutions, the prospects of religious toleration, the role of public opinion, and the legitimacy of political regimes. In Dante and Governance, leading scholars in the field discuss major preoccupations reflected in Dante's great poem, ranging from free-will and personal responsibility to Papal power, from popular sovereignty to French imperialism, from royal justice to the role of women.

The dissertation seeks to characterize the style of government embodied in Adam Smith's vision of civil society. It is composed of two parts. The first, preparatory part develops a framework for offering a historically sensitive interpretation of Smith's works by drawing on and criticizing the treatment of the eighteenth century in the work of several contemporary political theorists and historians of political thought. Part II gives the full-fledged interpretation of Smith's thought, based on both detailed textual interpretation and broad (...) contextual juxtaposition. Smith's highly systematic knowledge of the governance of conduct in civil society forms an innovative response to a political problem first articulated in sixteenth-century raison d'etat, reformulated in seventeenth-century natural jurisprudence, the eighteenth-century discourse of polite sociability and its Mandevillean critique, and posed in acute form by Hume. The problem was how to secure the survival, and enhance the strength, of the political order under conditions both of international military-commercial competition and potentially devastating internal social conflict that could eventuate in the kinds of civil wars that wracked the seventeenth century. ;Accepting Hume's reduction of civil society to an immanent plane devoid of providential guarantee of social harmony, Smith shows, in a first moment, how individuals in civil society are able to govern themselves freely and naturally, and how social order is produced and reproduced naturally. The sympathetic sociability and the natural development of the individual's conscience and sense of duty depicted in The Theory of Moral Sentiments and the commercial society depicted in the Wealth of Nations seem to obviate the need for invasive political governance. To this extent, Smith's "system of natural liberty" entails a minimal style of governance, oriented around the negative activity of administering justice, that is, of protecting individuals' rights by preventing and punishing injustice. However, Smith observes that the contemporary form of civil society necessarily produces among those he calls "the labouring poor," who constitute "the great body of the people," the very forces of "faction" and "fanaticism" that threaten to destroy political authority and social tranquillity. In response, Smith theorizes a more minute, controlling style of governance, oriented around the positive activity of forming and reforming the unruly lower ranks through habituation to a condition of orderliness, discipline and moderation. Smith takes up a series of existing practices for moderating conduct and forming character---practices embodied in educational, military, religious, manufactory and even recreational institutions---and projects them into an overall governmental strategy, theoretically unifying them by means of the jurisprudential category of police. Commerce, polite sociability, the self-governing individual, the practice of justice, the stability of government---in short, civil society as such---turn out to be dependent on the effective subjection of the great body of the people to police institutions. In Smith's comprehensive picture of civil society and government, justice and police represent not an ideal for civil society and its unfortunate but merely de facto subversion, respectively, but rather two ideals of civil society which exist in a relationship of uneasy complementarity. This article examines, in a comparative perspective, the integration policy of the two, in many respects, very similar, neutral states, with particular emphasis on the period after the signing of the Single European Act. Despite the converging political and economic objectives, the decisions of both countries were determined by different economic and political conditions. For Austria, the integration processes were perceived as an important step, towards reconstruction of the economy, the abolition of trade barriers with the most important economic (...) partner. In political terms integration – enhanced Austria’s position within European Community. Unlike the Austrian Government, the authorities in Bern have acted under much more polarized conditions. Neutrality played still very important role in its international policies and the social fears connected mostly to the loss of political and economic independence were vivid. The Swiss authorities were thus forced to choose the bilateral path, which was not preferred by EU countries, but more socially acceptable, and therefore easier to implement. (shrink)

This article turns one of most cited philosopher's John Dewey's title, How We Think (1933/1998) back upon itself to consider how ‘thought’ or ‘reason’ are cultural practices that historically order and generate principles for reflection and action. The discussion proceeds thusly: (1) Schooling is about changing people; (2) Changing people embodies cultural theses about modes of living, such as that of being a lifelong learner or a Learning Society. The modes of living in modern pedagogy embody changing cultural norms and (...) values about systems of reason that are to express universal cosmopolitan qualities; (3) Pedagogy fabricates the systems of reason to principles for reflection and participation that shreds provincial values in the name of greater universal cosmopolitan values; (4) This ‘making’ of cosmopolitan ‘reason’ forms through cultural practices that have overlapping sets of distinctions and differentiations about agency, the rational planning of one's biography in time, and science as a procedure for action in daily life. The educational sciences and philosophy of education are inscription devices or intellectual tools in the governing practices; (5) The inscriptions of reason, however, are more than mere qualities of thought or the mind. The narratives and images of cosmopolitan reason embody particular sublimes about collective hopes, desires and fears; (6) Further, the distinctions of cosmopolitan reason are comparative in that the very qualities of the ‘reasonable person’ create maps of its opposite: those who do not ‘fit’ the normalized qualities of the cosmopolitan thus stand outside that mode of living; The last section (7) provides three exemplars of the changing notions of the cosmopolitan and its ‘other’ in school subjects (literacy, mathematics, and music). School subjects are viewed as alchemies that transmogrify disciplinary thinking into normalizing pedagogies that fabricate who the child is and should be. The historical sketch has two layers in its educational study. One is to explore the politics of schooling with cosmopolitanism as a comparative method to consider the changing cultural practices that fabricate who child is and should be. The second raises questions about taken‐for‐granted categories and their systems of reason of education and reform. The very categories and distinctions of policy, educational research and philosophy are historicized as cultural practices to order, classify and divide what is ‘seen’ and felt as experience. (shrink)
