Definitions of animal welfare often invoke consciousness or sentience. Marian Stamp Dawkins has argued that to define animal welfare this way is a mistake. In Dawkins’s alternative view, an animal with good welfare is one that is healthy and “has what it wants.” The dispute highlights a source of strain on the concept of animal welfare: consciousness-involving definitions are better able to capture the normative significance of welfare, whereas consciousness-free definitions facilitate (...) the validation of welfare indicators. I reflect on how the field should respond to this strain, ultimately recommending against splitting the concept and in favor of consciousness-involving definitions. (shrink)

Animal welfare has a long history of disregard. While in recent decades the study of animal welfare has become a scientific discipline of its own, the difficulty of measuring animal welfare can still be vastly underestimated. There are three primary theories, or perspectives, on animal welfare - biological functioning, natural living and affective state. These come with their own diverse methods of measurement, each providing a limited perspective on an aspect of (...) class='Hi'>welfare. This paper describes a perspectival pluralist account of animal welfare, in which all three theoretical perspectives and their multiple measures are necessary to understand this complex phenomenon and provide a full picture of animal welfare. Although human well-being is a topic of much contemporary philosophical discussion, there has been comparatively little theoretical discussion in philosophy of (nonhuman) animal well-being. Animal welfare science is a well-established scientific discipline that studies animal well-being from an empirical standpoint. This article examines parts of this literature that may be relevant to philosophical treatments of animal well-being and to other philosophical issues. First, I explain the dominant conceptions of well-being in animal welfare science (...) and survey some debates in that literature surrounding these competing conceptions. Second, I explain the empirical methods used to measure animal well-being. Third, I argue for the philosophical relevance of the research in animal welfare science and outline some philosophical issues concerning animal welfare and its science that I claim are worthy of attention by philosophers. Animal welfare is a concept that plays a role within both our moral deliberations and the relevant areas of science. The study of animal welfare has impacts on decisions made by legislators, producers and consumers with regards to housing and treatment of animals. Our ethical deliberations in these domains need to consider our impact on animals, and the study of animal welfare provides the information that allows us to make informed decisions. This thesis focusses (...) on taking a philosophical perspective to answer the question of how we can measure the welfare of animals. Animal welfare science is an applied area of biology, aimed at measuring animal welfare. Although philosophy of animal ethics is common, philosophy focussing on animal welfare science is rare. Despite this lack, there are definitely many ways in which philosophical methods can be used to analyse the methodologies and concepts used in this science. One of the aims of the work in this thesis is to remedy this lack of attention in animal welfare. Animal welfare science is a strong emerging discipline, but there is the need for conceptual and methodological clarity and sophistication in this science if it is to play the relevant informative role for our practical and ethical decision-making. There is thus is a strong role here for philosophical analysis for this purpose. The central aim of this thesis is to provide an account of how we can measure subjective animal welfare, addressing some of the potential problems that may arise in this particular scientific endeavour. The two questions I will be answering are: what is animal welfare, and how do we measure it? Part One of the thesis looks at the subjective concept of animal welfare and its applications. In it, I argue for a subjective welfare view - that animal welfare should be understood as the subjective experience of individuals over their lifetimes - and look at how the subjective welfare concept informs our ethical decision-making in two different cases in applied animal ethics. Part Two of the thesis looks more closely at the scientific role of welfare. Understanding welfare subjectively creates unique measurement problems, due to the necessarily private nature of mental states and here I address a few of these problems, including whether subjective experience is measurable, how we might validate indicators of hidden target variables such as welfare, how we can make welfare comparisons between individual animals and how we might compare or integrate the different types of experience that make up welfare. I end with a discussion of the implications of all these problems and solutions for the practice of welfare science, and indicate useful future directions for research. (shrink)

ABSTRACT Jeremy Bentham is often thought to have set the groundwork for the modern ‘animal liberation’ movement, but in fact he wrote little on the subject. A full examination of his work reveals a less radical position than that commonly attributed to him. Bentham was the first Western philosopher to grant animals equal consideration from within a comprehensive, non-religious moral theory, and he was a staunch defender of animal welfare laws. But he also approved of killing and (...) using animals, as long as pointless cruelty could be avoided. The nuances of his position are best brought out by comparing it to that of Peter Singer, who draws considerably more radical practical conclusions. This is not primarily explained by competing formulations of utilitarianism, however, but by different empirical background assumptions about the lives of animals. (shrink)

Animal liberationists tend to divide into two mutually antagonistic camps: animal welfarists, who share a utilitarian moral outlook, and animal rightists, who presuppose a structure of basic rights. However, the gap between these groups tends to be exaggerated by their allegiance to oversimplified versions of their favored moral frameworks. For their part, animal rightists should acknowledge that rights, however basic, are also defeasible by appeals to consequences. Contrariwise, animal welfarists should recognize that rights, however derivative, (...) are capable of constraining appeals to consequences. If both sides move to more defensible theoretical positions, their remaining differences on that level may be compatible with a broad area of convergence on practical issues. Changes in attitudes towards how animals are housed in agriculture are currently under question in the public eye—particularly for laying hens. Many arguments from the rights and utilitarian viewpoints have been made for changing environmental conditions and managerial practices for animals in an effort to respect the interests of the animal and better their welfare. Yet, these arguments have been based upon belief systems that were developed from information that can be collected by human perception only. Technological advancements (...) can facilitate animal welfare assessment by providing humans with new information about what the animal perceives. Yet, little has been discussed surrounding the thought process behind which technologies are conceived, how they are developed, and why they are implemented. Here, using the laying hen as a model, we turn to the philosophy of technology to address what role technological advancements may have in our capacity to understand animals, how technology can affect their welfare, and what role technology may play in furthering animal welfare assessment. Animal Suffering: Philosophy and Culture explores the multifaceted moral meanings allocated to non-human suffering in contemporary Western culture.

Pragmatic philosophy and discourse ethics are offered as an alternative way to respond to and understand the concerns of philosophical animal ethics and animal welfare science, especially as they relate to ethical decision-making and democratic participation in today's technical animal agriculture. The two major challenges facing philosophical animal ethics and animal welfare are: the acceptability of alienating individual animals from their genetic and social identities through practices that seek to alter their genome or (...) which fail to provide for their respective natures, and the extent to which the former concern will contribute to further deterioration of already fractured human-farm-animal and consumer-producer relationships. This paper considers how we might ethically and strategically rise to the challenge of reshaping conventional animal farming practices in liberal democracies, especially as it applies to making improvements in animal welfare standards and promoting public trust and confidence in science, the production sector and government. Measurement of subjective animal welfare creates a special problem in validating the measurement indicators used. Validation is required to ensure indicators are measuring the intended target state, and not some other object. While indicators can usually be validated through looking for correlation between target and indicator under controlled manipulations, this is not possible when the target state is not directly accessible. With increasing attention given to wild animal welfare and ethics, it has become common to depict animals in the wild as existing in a state dominated by suffering. This assumption is now taken on board by many and frames much of the current discussion; but needs a more critical assessment, both theoretically and empirically. In this paper, we challenge the primary lines of evidence employed in support of wild animal suffering, to provide an alternative picture in which (...) wild animals may often have lives that are far more positive than is commonly assumed. Nevertheless, while it is useful to have an alternative model to challenge unexamined assumptions, our real emphasis in this paper is the need for the development of effective methods for applying animal welfare science in the wild, including new means of data collection, the ability to determine the extent and scope of welfare challenges and opportunities, and their effects on welfare. Until such methods are developed, discussions of wild animal welfare cannot go beyond trading of intuitions, which as we show here can just as easily go in either direction. (shrink)

The attempt to appropriate Heidegger’s thinking in order to found environmental ethics continues to pose challenges both for understanding the premise of an ethic, and, conversely, for unfolding the importance of his thought in the effort to displace the anthropocentric focus of modern philosophy. These challenges must be taken up on a methodological as well as a thematic level, in order to show how a claim of being can implicate a reciprocal guidance pertaining to our treatment of the earth, nature, (...) and animals. An appeal to the ethos of situated dwelling is not sufficient to ground a transhuman ethic; rather, a precursory step must be taken to uncover a common space of embodiment, thereby marking a jointure whereby habitats fostering the potential for animals to “flourish” can be cultivated in concert with our own capacity to dwell. When viewed through this prism of our “incarnality,” the stewardship that we practice in dwelling on the earth can also “formally indicate” a sense of proportionality, e.g., a “measure,” counter balancing the interests of animals with humans. Conversely, the search for a trans-human ethic calls for a further transformation of phenomenology through its interface with hermeneutics. (shrink)

After satisfying their quantitative and qualitative needs as regards nutrition, consumers in developed countries are becoming more involved in the ethical aspects of food production, especially when it relates to animal products. Social demands for respecting animal welfare in housing systems are increasing rapidly, as is social awareness of human responsibility towards farm animals. Many studies have been conducted on animal welfare measurement in different production systems, but the available information for small ruminants remains insufficient. (...) In this study, a 75 criteria-evaluation tool has been set up on the basis of the five freedoms concept. Animal welfare considerations have been analyzed in 25 documents, including labeling schemes, regulations, and recommendations from different European countries. The results show many differences between regular and organic small ruminant farming standards. Emergency measures are generally lacking. A weak representation of psychological aspects of animal welfare, especially by the current European legislation, is highlighted. (shrink)

Following recent arguments that cultural practices in wild animal populations have important conservation implications, we argue that recognizing captive animals as cultural has important welfare implications. Having a culture is of deep importance for cultural animals, wherever they live. Without understanding the cultural capacities of captive animals, we will be left with a deeply impoverished view of what they need to flourish. Best practices for welfare should therefore require concern for animals’ cultural needs, but the relationship between (...) culture and welfare is also extremely complex, requiring us to rethink standard assumptions about what constitutes and contributes to welfare. Human attitudes to animals have changed as non-humans have become more widely incorporated in the category of moral agents who deserve some respect. Parallels between the functioning of humans and non-humans have been made for thousands of years but the idea that the animals that we keep can suffer has spread recently. An improved understanding of motivation, cognition and the complexity of social behaviour in animals has led in the last 30 years to the rapid development of animal (...) class='Hi'>welfare science. Early attempts to define welfare referred to individuals being in harmony with nature but the first usable definition incorporated feelings and health as part of attempts to cope with the environment. Others considered that welfare is only about feelings but it is argued that as feelings are mechanisms that have evolved they are a part of welfare rather than all of it. Most reviews of welfare now start with listing the needs of the animal, including needs to show certain behaviours. This approach has used sophisticated studies of what is important to animals and has replaced the earlier general guidelines described as freedoms. Many measures of welfare are now used and indicate how good or how poor the welfare is. Naturalness is not a part of the definition of welfare but explains why some needs exist. In recent years, welfare has become established as one of various criteria used to decide on whether a system is sustainable because members of the public will not accept systems that cause poor welfare. The study of welfare has become part of the scientific basis upon which important political decisions are made. (shrink)

When animal ethicists deal with welfare they seem to face a dilemma: On the one hand, they recognize the necessity of welfare concepts for their ethical approaches. On the other hand, many animal ethicists do not want to be considered reformist welfarists. Moreover, animal welfare scientists may feel pressed by moral demands for a fundamental change in our attitude towards animals. The analysis of this conflict from the perspective of animal ethics shows that (...) animal welfare science and animal ethics highly depend on each other. Welfare concepts are indispensable in the whole field of animal ethics. Evidence for this can be found by analyzing the structure of theories of animal ethics and the different ways in which these theories employ welfare concepts. Furthermore, the background of values underneath every welfare theory is essential to pursue animal welfare science. Animal ethics can make important contributions to the clarification of underlying normative assumptions with regard to the value of the animal, with regard to ideas about what is valuable for the animal, and with regard to the actions that should follow from the results of animal welfare science. There are many decision contexts in which we require accurate information on animal welfare, in ethics, management, and policy. Unfortunately, many of the methods currently used for estimating animal welfare in these contexts are subjective and unreliable, and thus unlikely to be accurate. In this paper, I look at how we might apply principled methods from animal welfare science to arrive at more accurate scores, which will then help us in making the best decisions (...) for animals. I construct and apply a framework of desiderata for welfare measures, to assess the best of the currently available methods and argue that a combined use of both a whole-animal measure and a combination measurement framework for assessing welfare will give us the most accurate answers to guide our action. I sketch briefly some of the more influential theories concerned with the moral status of nonhuman animals, highlighting their biological/physiological aspects. I then survey the most prominent empirical research on the physiological and cognitive capacities of nonhuman animals, focusing primarily on sentience, but looking also at a few other morally relevant capacities such as self-awareness, memory, and mindreading. Lastly, I discuss two examples of current animal welfare policy, namely, animals used in industrialized food production and in scientific research. (...) In organic philosophy, the concept of naturalness is of major importance. According to the organic interpretation of animal welfare, natural living is considered a precondition for accomplishing welfare and the principal aims of organic production include the provision of natural living conditions for animals. However, respective regulations are lacking in organic legislation. In practice, the life of a calf in organic rearing systems can deviate from being natural, since common practices in dairy farms include early weaning, dehorning, (...) or cow-calf separation soon after birth. This case study explores how calf welfare is approached in six different organic dairy farms and how far the concept of naturalness is implemented. The farms included in this study were located in Norway and Sweden. A semi-structured questionnaire was used for data collection. The interviewed farmers approach the concept of welfare in various ways and state that naturalness is an aspect of animal welfare. However, in practice in the calf rearing systems under study, only a few naturalness aspects were implemented. Reasons for the observed discrepancy might lie in differing understandings of naturalness, in economic restrictions, and in other trade-offs resulting from production system inherent characteristics and in limited regulation concerning provision of natural living aspects. In the field of medically assisted reproduction (MAR), there is a growing emphasis on the importance of introducing new assisted reproductive technologies (ARTs) only after thorough preclinical safety research, including the use of animal models. At the same time, there is international support for the three R’s (replace, reduce, refine), and the European Union even aims at the full replacement of animals for research. The apparent tension between these two trends underlines the urgency of an explicit justification of the (...) use of animals for the development and preclinical testing of new ARTs. Considering that the use of animals remains necessary for specific forms of ART research and taking account of different views on the moral importance of helping people to have a genetically related child, we argue that, in principle, the importance of safety research as part of responsible innovation outweighs the limited infringement of animal wellbeing involved in ART research. This piece is an edited transcript of a dialogue between Professor Shih Chaohwei of Hsuan Chuang University in Taiwan and Professor Peter Singer of Princeton University in the United States and the University of Melbourne in Australia. The dialogue features considerations of various points of interaction between the Buddhist and utilitarian perspectives on animals. We hope that this conversation can serve to open a dialogue between seemingly very different philosophical traditions with regards to the treatment of animals.

Continued concern for animal welfare may be alleviated when welfare would be monitored on farms. Monitoring can be characterized as an information system where various stakeholders periodically exchange relevant information. Stakeholders include producers, consumers, retailers, the government, scientists, and others. Valuating animal welfare in the animal-product market chain is regarded as a key challenge to further improve the welfare of farm animals and information on the welfare of animals must, therefore, be assessed (...) objectively, for instance, through monitoring. Interviews with Dutch stakeholder representatives were conducted to identify their perceptions about the monitoring of animal welfare. Stakeholder perceptions were characterized in relation to the specific perspectives of each stakeholder. While producers tend to perceive welfare from a production point of view, consumers will use visual images derived from traditional farming and from the animals’ natural environments. Scientists’ perceptions of animal welfare are affected by the need to measure welfare with quantifiable parameters. Retailers and governments (policy makers) have views of welfare that are derived from their relationships with producers, consumers, non-governmental organizations (NGOs), and scientists. All interviewed stakeholder representatives stated that animal welfare is important. They varied in the extent to which they weighted economic considerations relative to concern for the animals’ welfare. Many stakeholders emphasized the importance of communication in making a monitoring system work. Overall, the perspectives for the development of a sustainable monitoring system that substantially improves farm animal welfare were assessed as being poor in the short term. However, a reliable system could be initiated under certain conditions, such as integrated chains and with influential and motivated stakeholders. A scheme is described with attention points for the development of sustainable monitoring systems for farm animal welfare in the long term. (shrink)

Public debate on acceptable farm animal husbandry suffers from a confusion of tongues. To clarify positions of various stakeholder groups in their joint search for acceptable solutions, the concept of animal welfare was split up into three notions: no suffering, respect for intrinsic value, and non-appalling appearance of animals. This strategy was based on the hypothesis that multi-stakeholder solutions should be based on shared values rather than on compromises. The usefulness of such an artificial value distinction strategy (...) was tested in a small series of experiments. The results demonstrate that the chosen concept to distinguish between values is effective in a stakeholder context. Farmers’ views on doing good to animals appeared to be largely based on their value to prevent suffering and predominantly focused on the provision of regular care. Their priority for this value is clearly shared with other stakeholders, providing a basis for joint solutions. The concept of intrinsic value does not play a discernable role in farmers’ considerations. Based on the varying views on welfare, it can be inferred that there is a gradual rather than a principal difference between government legislation and farmers’ values, whereas public perception and acceptance of farm practices remains complicated. Distinction between value groups and focusing on a selected notion (such as no suffering) proved to be effective in bringing representatives of stakeholder groups together, but is unlikely to bridge the emotional gap between commercial farm practices and public ideals. Even the most sympathetic readers of Kant's moral philosophy usually disagree with him about some aspect of his theory, or some particular moral judgement. His unqualified condemnation of lying in the essay ‘On a supposed right to lie from philanthropy’ is a classical case in question, as is his strong endorsement of retributive justice and the death penalty. A third prominent source of discontent are Kant's repeated verdicts on the moral status of non-human animals, or rather the lack thereof. For, (...) despite the fact that his practical recommendations in this field are sensible and even progressive, he repeatedly insists that there are no direct duties to animals, that the well-being of animals is morally indifferent, in particular that we ought to treat animals decently solely for the sake of humanity. The time is ripe for a greater interrogation of assumptions and commitments underlying an emerging common ground on the ethics of animal research as well on the 3 R (replacement, refinement, reduction) approach that parallels, and perhaps even further shapes, it. Recurring pressures to re-evaluate the moral status of some animals in research comes as much from within the relevant sciences as without. It seems incredible, in the light of what we now know of such animals as chimpanzees, to (...) deny that these animals are properly accorded high moral status. Barring the requirement that they be human, it is difficult to see what more animals such as chimpanzees would have to possess to acquire it. If the grounds for ascribing high moral status are to be non-arbitrary and responsive to our best knowledge of those individuals who possess the relevant features, we should expect that a sound ethical experimental science will periodically reassess the moral status of their research subjects as the relevant knowledge demands. We already can observe this reassessment as scientists committed to humane experimental science incorporate discoveries of enrichment tools and techniques into their housing and use of captive research animals. No less should this reassessment include a critical reflection on the possible elevation of moral status of certain research animals in light of what is discovered regarding their morally significant properties, characteristics or capacities, or so I will argue. To do anything short of this threatens the social and moral legitimacy of animal research. (shrink)

Welfare biology is the study of living things and their environment with respect to their welfare. Despite difficulties of ascertaining and measuring welfare and relevancy to normative issues, welfare biology is a positive science. Evolutionary economics and population dynamics are used to help answer basic questions in welfare biology : Which species are affective sentients capable of welfare? Do they enjoy positive or negative welfare? Can their welfare be dramatically increased? Under plausible (...) axioms, all conscious species are plastic and all plastic species are conscious. More complex niches favour the evolution of more rational species. Evolutionary economics also supports the common-sense view that individual sentients failing to survive to mate suffer negative welfare. A kind of God-made fairness between species is also unexpectedly found. The contrast between growth maximization, average welfare, and total welfare maximization is discussed. It is shown that welfare could be increased without even sacrificing numbers. Since the long-term reduction in animal suffering depends on scientific advances, strict restrictions on animal experimentation may be counter-productive to animal welfare. (shrink)
