This paper argues that a range of current AI systems have learned how to deceive humans. We define deception as the systematic inducement of false beliefs in the pursuit of some outcome other than the truth. We first survey empirical examples of AI deception, discussing both special-use AI systems (including Meta's CICERO) built for specific competitive situations, and general-purpose AI systems (such as large language models). Next, we detail several risks from AI deception, such as fraud, election tampering, and losing (...) control of AI systems. Finally, we outline several potential solutions to the problems posed by AI deception: first, regulatory frameworks should subject AI systems that are capable of deception to robust risk-assessment requirements; second, policymakers should implement bot-or-not laws; and finally, policymakers should prioritize the funding of relevant research, including tools to detect AI deception and to make AI systems less deceptive. Policymakers, researchers, and the broader public should work proactively to prevent AI deception from destabilizing the shared foundations of our society. (shrink)

Aidan O'Neill remembers Britain as a fundamentally riven society twenty-five years ago under the premiership of Margaret Thatcher; a country divided by she who sought to rule it with certainty, but without compassion. The memories of Britain as a bitter and broken polity split asunder by a year-long strike of its coal miners were stirred again by a recent visit to the United States to attend a conference on Catholic Social Teaching where the growing social and legal acceptance of (...) homosexuality and the continued toleration of lawful abortion were both angrily denounced by two speakers who revealed a fundamental disjunction between their vision and hope for a properly Christian America, and their experience of an America which they characterized as misgoverned by a conspiracy of liberal judges and complaisant politicians. A subsequent roundtable discussion on the prospects for a written constitution for the State of Israel also revealed a picture of a profoundly divided society with utterly irreconcilable political visions competing for its future. In the face of such radical diversity in political vision the author suggests that the better way forward is to focus not on ends but on means, and always to honor the constitutional and legal processes which result in, albeit imperfect, decision making. Although a very thin form of consensus, it is suggested that such an approach is the sine qua non for any polity aspiring to the condition and ideal of democracy to be able to function, and, ultimately, to achieve some kind of justice. ABSTRACTRegret over missed opportunities leads adults to take more risks. Given recent evidence that the ability to experience regret impacts decisions made by 6-year-olds, and pronounced interest in the antecedents to risk taking in adolescence, we investigated the age at which a relationship between missed opportunities and risky decision-making emerges, and whether that relationship changes at different points in development. Six- and 8-year-olds, adolescents and adults completed a sequential risky decision-making task on which information about missed opportunities was available. Children (...) also completed a task designed to measure their ability to report regret when explicitly prompted to do so. The relationship between missed opportunities and risky decision-making did not emerge until 8 years, at which age it was associated with the ability to explicitly report regret, and was stronger in adults than in adolescents. The question posed in this article is whether Catholics can fully, unreservedly, and conscientiously carry out their duties as citizens and as holders of their various public offices (legislative, judicial and executive) of the State, in accordance with the laws and constitution of the democratic and pluralist States in which they live. My concern—as a practicing Catholic and a practicing lawyer—is that the increasingly fierce Church criticism, which arose during the papacy of John Paul II and now of Benedict XVI, (...) of the perceived trend towards secularization in the social and political mores of Western (particularly European) democracies, and the greater readiness by Church officials to take it upon themselves explicitly to instruct the laity in political matters, puts this whole issue again into question. Should the bishops of the Catholic Church be seeking to use their ecclesiastical authority (over the faithful) to oppose or promote changes in the laws which apply to all within our society and/or to influence the way we might vote or carry out civic duties? This is a big and complex area involving the interplay of politics and theology; of private and public morality. The relation between (...) words and the Word has always been of in· terest in Christian theology. Earlier in this century a school of writers approached " the Bible as literature " with a view to bringing Scripture into a more persuasive relation with literature at large, but their insistence on the rigorous exclusion of dogmatic elements from literary scrutiny impoverished their work. A later set of procedures and perspectives on rhetoric and language in their relation to reality was bet· ter able to allow the utterances of a text's speakers their own integrity, whether sacred or secular. In any case, a thematic interpretation of the founding texts of Christianity, influenced by Aristotle's Rhetoricwhere form is a means for persuasively communicating an idea-content -had long predominated in ecclesial usage, germane as it was to the didactic concerns of the Church. An alternative tradition, more indebted to Aristotle's Poetics, where form, content, and functions are treated as factors making for the indissoluble whole which is the literary work, has been less conspicuous-though its offer of initiation into the " world " of the sacred writers gives it great exegetical potential. The text's "word " should be encountered at the level of its own patterned imagery and wrought design. In the appreciation of the Gospels this has become in recent decades a commonplace. However, as the T. S. Eliot scholar Helen Gardner warned, one should not so react against the older approach as to treat the biblical text as the product of a disembodied imagination, rather than a human being writing a work that might make his readers "wise unto salvation." David S. Cunningham's Faithful Persuasion extends this discussion of the propriety or impropriety of a rhetorical approach to Scripture to the discourse of Christian theology as a whole. The intent is a laudable one but its execution vitiated, to my mind, by the excessive concessions to scepticism from which the author sets out. Because his theological epistemology, aware of the limitations of the propositions in which we assert the truths of faith, will grant those assertions no more than a 354 BOOK REVIEWS (continuously) revisable character, he falls back on an account of theology as rhetoric so as to make the best of a bad job. For persuasion is what we use when we know demonstration is hopeless. As a result, Professor Cunningham's study, which could most usefully have "placed" a variety of theologies of past, present, and, prospectively, future on the spectrum of (onto-) logic, poetic, and rhetoric, concludes instead that theology must regard itself as rhetorical or perish! This inevitably narrows the several services theologies of different kinds can perform for the Church. Imagine how biblical studies would be reduced were the exegete only to treat his text as paraenesis, and never as history or as a symbolic world. For many years the editor of the pastoral monthly The Clergy Review, now renamed Priests and People, Canon Richards is currently a parish priest in that opulent district of the West End of London distinguished for the elegant jeunesse doree known as ' Sloane Rangers'. As general editor of the new dogmatics he does not, however, allude to the institutional background which I have sketched, with its particular conjunction of limitations and possibilities. Instead, he chooses to help the reader locate what is being offered in terms of the call for a renewal of Catholic theology made in the documents of the Second Vatican Council. The Council, Richards sugests, ' provided the Church with a fundamental revision of its way of life in the light of a thorough investigation of Scripture and of our history, and with fresh guidelines for studying and reflecting upon the Christian message itself.4 Without citing chapter a.nd verse of the Council documents, Richards spells out these ' guidelines' in the following terms. For, as perfect order himself God's work is neither random nor coincidental. God's perfect understanding means that he is able, colloquially speaking, "to connect the dots" perfectly. Thus, the historical particulars of the New Testament events are not random and coincidental, but they connect perfectly within God's plan.In terms of biblical events, then, what are the significances of the time periods during which, and places at which, they occurred? "Why was Jesus born on a particular date, at a particular time, and in a particular manger in Bethlehem? Why was the womb of Mary, Mater Dei, chosen at that exact time, and at that exact place? And like many other victims of persecution, Roman Catholics adopted a "fortress mentality"fearful of Berlin, which was influenced by both the Lutheran Reformation and the Enlightenment, and mesmerized by Rome, which was coming under the increasing influence of neoscholasticism in doctrine and ultramontanism in discipline. German Catholic theologians found themselves in a quandary: what direction should they take? Many, like Joseph Kleutgen, took refuge in Rome; a few, like Joseph Schnitzer, found the appeal of Berlin more attractive; still others, however, tried to steer an independent course in dialogue with the culture of their day. The second and major part of this book focuses on five such theologians: Matthias Joseph Scheeben, Alois Schmid, Paul Schanz, Herman Schell, and Carl Braig. " testify to the disintegration of the sensus communis concerned. Finally, if Paul Weiss is right in his "Creativity and Beauty" not only to designate beauty " the excellence pertinent to the creation of a work of art," but also to house it together with the quartet of truth, goodness, glory, and justice, then we can get a sense of how wisdom in both philosophy and artistic practice might he restored: through a re· discovery of the interdependence of the transcendentals. With the exception of two mid-1970s papers, Through the Tempest is a collection of some of the addresses and essays written in the 1980s hy Langdon Gilkey, Shailer Mathews Professor Emeritus at the University of Chicago Divinity School. Title and subtitle are meant to re· 718 BOOK REVIEWS fleet three elements of Gilkey's temper. First, the tempest corresponds to his dramatic vision of the twentieth-century world, with its wars, up· heavals, and destructive forces. Second, the preposition through expresses the sober hope that for all the darkness that surrounds our century, we are actually moving toward a destination beyond the turmoil. And third, his explorations and assessments of the many facets of contemporary culture are theological voyages. In these pages readers will find many of the themes Gilkey has tackled over the years, such as God, Jesus, Creation, Providence, spirituality, the function of symbols, ethics, suffering and death, Christianity and other religions, faith and science, church and public policy. Among the most original pieces are, to my mind, Ch. 10, on the different attitudes to ethics in Christianity and Buddhism, and Ch. 14, which clarifies many aspects of suffering. The general readership made up of those interested in religion will probably enjoy these lectures, while specialists in theology or human studies are likely to find them merely impressionistic and too vague both in their cultural analyses and in their conceptual discussions. Further, there is a discrepancy between Gilkey's assessment of the human predicament and :the theological solutions he puts forward. On the one hand, the mood and the content of his assessment is neo· orthodox (inspired by his master Reinhold Niebuhr). For instance, chapters 11 and 13, on evil and sin, are typical of an acute awareness of the dark side of human conduct. As he follows this vein, Gilkey raises pertinent, profound, and difficult questions. On :the other hand, his prescriptions do not match the depth of his diagnoses. Despite his efforts at overcoming theological liberalism, he often remains confined within the limits of the Western Enlightenment. For example, like most eighteenth-century thinkers, he rejects "a level of grace beyond nature " (54). Why has autonomy been a leading idea in philosophical writing on bioethics, and why has trust been marginal? In this important book, Onora O'Neill suggests that the conceptions of individual autonomy so widely relied on in bioethics are philosophically and ethically inadequate, and that they undermine rather than support relations of trust. She shows how Kant's non-individualistic view of autonomy provides a stronger basis for an approach to medicine, science and biotechnology, and does not marginalize untrustworthiness, while also explaining why (...) trustworthy individuals and institutions are often undeservingly mistrusted. Her arguments are illustrated with issues raised by practices such as the use of genetic information by the police or insurers, research using human tissues, uses of new reproductive technologies, and media practices for reporting on medicine, science and technology. Two centuries after they were published, Kant's ethical writings are as much admired and imitated as they have ever been, yet serious and long-standing accusations of internal incoherence remain unresolved. Onora O'Neill traces the alleged incoherences to attempt to assimilate Kant's ethical writings to modern conceptions of rationality, action and rights. When the temptation to assimilate is resisted, a strikingly different and more cohesive account of reason and morality emerges. Kant offers a `constructivist' vindication of reason and a moral vision (...) in which obligations are prior to rights and in which justice and virtue are linked. O'Neill begins by reconsidering Kant's conceptions of philosophical method, reason, freedom, automony and action. She then moves on to the more familiar terrain of interpretation of the Categorical Imperative, while in the last section she emphasises differences between Kant's ethics and recent 'Kantian' ethics, including the work of John Rawls and other contemporary liberal political philosophers. Many would argue that since Kant's day, the study of the starry heavens has advanced while ethics has stagnated, and in particular that Kant's ethics offers an empty formalism that tells us nothing about how we should live. In Acting on Principle Onora O'Neill shows that Kantian ethics has practical as well as philosophical importance. First published (...) in 1975, the book is regarded as a classic account and defence of the Kantian ethical position. It addresses Kant's account of reasoning about action, in particular his controversial claim that the Categorical Imperative guides action and is basic to ethics and justice. In this book, Tim O'Keefe reconstructs the theory of freedom of the ancient Greek philosopher Epicurus (341-271/0 BCE). Epicurus' theory has attracted much interest, but our attempts to understand it have been hampered by reading it anachronistically as the discovery of the modern problem of free will and determinism. O'Keefe argues that the sort of freedom which Epicurus wanted to preserve is significantly different from the 'free will' which philosophers debate today, and that in its emphasis on rational action it (...) has much closer affinities with Aristotle's thought than with current preoccupations. Animals, Equality and Democracy examines the structure of animal protection legislation and finds that it is deeply inequitable, with a tendency to favor those animals the community is most likely to see and engage with. Siobhan O'Sullivan argues that these inequities violate fundamental principle of justice and transparency.

In this paper, I provide an easy road to nominalism which does not rely on a Field-type nominalization strategy for mathematics. According to this proposal, applications of mathematics to science, and alleged mathematical explanations of physical phenomena, only emerge when suitable physical interpretations of the mathematical formalism are advanced. And since these interpretations are rarely distinguished from the mathematical formalism, the impression arises that mathematical explanations derive from the mathematical formalism alone. I correct this misimpression by pointing out, in the (...) cases recently discussed by Mark Colyvan, exactly where the interpretations of the formalism were invoked and the function they played in the resulting explanations. A viable form of easy - road nominalism, which is also sensitive to scientific practice, then arises. (shrink)

Many modern conservatives and feminists trace the roots of their ideologies, respectively, to Edmund Burke and Mary Wollstonecraft, and a proper understanding of these two thinkers is therefore important as a framework for political debates today. According to Daniel O’Neill, Burke is misconstrued if viewed as mainly providing a warning about the dangers of attempting to turn utopian visions into political reality, while Wollstonecraft is far more than just a proponent of extending the public sphere rights of man to include (...) women. Rather, at the heart of their differences lies a dispute over democracy as a force tending toward savagery or toward civilization. Their debate over the meaning of the French Revolution is the place where these differences are elucidated, but the real key to understanding what this debate is about is its relation to the intellectual tradition of the Scottish Enlightenment, whose language of politics provided the discursive framework within and against which Burke and Wollstonecraft developed their own unique ideas about what was involved in the civilizing process. In this book Anthony O’Hear examines the reasons that are given for religious faith. His approach is firmly within the classical tradition of natural theology, but an underlying theme is the differences between the personal Creator of the Bible or the Koran and a God conceived of as the indeterminate ground of everything determinate. Drawing on several religious traditions and on the resources of contemporary philosophy, specific chapters analyse the nature of religious faith and of religious experience. They examine connections (...) between religion and morality, and religion and human knowledge – the cosmological, teleological and ontological arguments, process thought, and the problem that evil presents for religion. The final chapter returns to the inherently dogmatic nature of religious faith and concludes that rational people should look beyond religion for the fulfilment of their spiritual needs. (shrink)

Obesity is the focus of multiple lines of inquiry that have -- together and separately -- produced many deep insights into the physiology of weight gain and maintenance. We examine three such streams of research and show how they are oriented to obesity intervention through multilevel integrated approaches. The first research programme is concerned with the genetics and biochemistry of fat production, and it links metabolism, physiology, endocrinology and neurochemistry. The second account of obesity is developmental and draws together epigenetic (...) and environmental explanations that can be embedded in an evolutionary framework. The third line of research focuses on the role of gut microbes in the production of obesity, and how microbial activities interact with host genetics, development and metabolism. These interwoven explanatory strategies are driven by an orientation to intervention, both for experimental and therapeutic outcomes. We connect the integrative and intervention-oriented aspects of obesity research through a discussion of translation, broadening the concept to capture the dynamic, iterative processes of scientific practice and therapy development. This system-oriented analysis of obesity research expands the philosophical scrutiny of contemporary developments in the biosciences and biomedicine, and has the potential to enrich philosophy of science and medicine. The phenomenon of action in which the mind moves the body has puzzled philosophers over the centuries. In this new edition of a classic work of analytical philosophy, Brian O'Shaughnessy investigates bodily action and attempts to resolve some of the main problems. His expanded and updated discussion examines the scope of the will and the conditions in which it makes contact with the body, and investigates the epistemology of the body. _The purpose_ of this study is the reflection on ways of philosophical legitimation for the "Self-made-man" idea in the worldview of the Renaissance and Reformation. _Theoretical basis._ Historical, comparative, and hermeneutic methods became the basis for this. The study is based on the works of Nicholas of Cusa, G. Pico della Mirandola, N. Machiavelli, M. Montaigne, E. Roterodamus, M. Luther, J. Calvin together with modern researchers of this period. _Originality._ The analysis allows us to come to the conclusion that casts (...) doubt on the still widespread belief according to which the emergence of the "Self-made-man" idea is localized by the process of forming the American cultural code and the ideological heritage of Benjamin Franklin. It is highlighted that the formation of this idea is the result of a long process that originated in the ancient world and gains a special impetus in the Renaissance and Reformation. Precisely in the cultural context of the latter, the ancient intention to recognize the individual’s right to self-determination and self-government, which in the depths of Christian theology acquires only a potentially universal character, becomes not only acceptable but also, in the context of Protestantism worldview, the only admissible, in fact, individual’s obligatory life guidelines. _Conclusions._ Humanistic and reformation thoughts quite naturally led to further ideological legitimation of the person’s idea of who is creating oneself. This legitimation was during the complex interaction of numerous factors of culture in the Late Middle Ages, as well as ideas and intentions inherited from Antiquity. Key among them was the gradual formation of a new social order, in essence, indifferent to paternalistic rudiments, together with the ethics of Protestantism corresponding to it. The latter does not only legalize but, de facto, sacralizes the individual’s reorientation from hopes for the synergy of God’s grace and own free will in personal salvation, toward the self-reliance and personal efforts, awareness of personal responsibility for the own fate as key principles of the "Self-made-man" concept.
