Representatives of the modern scientific and educational environment did not notice in due time that with the advent of the computer in the world fundamental concepts of education, man, science, the Universe, temporal measurements of time, tendencies of the development of the modern world have changed significantly. Education determines the pace of world development, and the ownership of its markets began an unprecedented rigorous competition. Information and knowledge have become a tremendous wealth, an intangible asset to the development of nations and states. Актуальність дослідження проблем прав та свобод в інформаційно-комунікаційній діяльності сучасної людини визначається тим, що вони обумовлені поширенням все нових знань за допомогою зростаючих функціональних можливостей цифрових інформаційно-комунікаційних технологій і систем обробки інформації. В сучасних умовах починає переосмислюватися роль та значення інформаційного ресурсу країни. При цьому само поняття «інформація» із категорії, яка століттями характеризувала систему знань, трансформується. The relevance of the research is in dynamism and information globalism in all life spheres of a modern post-industrial society, rises to the information one, necessitates multi-dimensional and multidimensional scientific discussions of information, high technologies and innovative breakthroughs in the plane of existing and necessary legal norms in conditions of formation technologies for introducing knowledge and rules for handling information as a resource for the development of modern man, societies and the state. Purpose of the research is the end-epitualization of the electronic paradigm of Ukraine in the context of the formation of information legislation for the innovative development of the state. Objectives of the research: 1) to identify new problems of information of the state to achieve a more active implementation of innovative ICT in the coordinates of the requirements for creating an e-government system in the country; 2) analysis of the implementation of the state information and communication functions, in a broader sense of the understanding of the concept of "state information policy"; 3) analysis of the role of high technology and the scientific and educational sphere in the conditions of the information civilization; 4) identification of the goal of the country's existence in the global world as an electronic state. Study findings are that it is humanistic rationality, based on co-evolutionary and innovative ethics, that provides global society as a system with a high level of stability regarding the destructive impact of crises,the formation of an innovative orientation, taking into account the need to bridge the potentially dangerous gap between modern civilizations – the scientific, technological and social humanistic ones. The acquisition of English noun and verb morphology is modeled using a single-system connectionist network. The network is trained to produce the plurals and past tense forms of a large corpus of monosyllabic English nouns and verbs. The developmental trajectory of network performance is analyzed in detail and is shown to mimic a number of important features of the acquisition of English noun and verb morphology in young children. These include an initial error-free period of performance on both nouns and (...) verbs followed by a period of intermittent over-regularization of irregular nouns and verbs. Errors in the model show evidence of phonological conditioning and frequency effects. Furthermore, the network demonstrates a strong tendency to regularize denominal verbs and deverbal nouns and masters the principles of voicing assimilation. Despite their incorporation into a single-system network, nouns and verbs exhibit some important differences in their profiles of acquisition. Most importantly, noun inflections are acquired earlier than verb inflections. The simulations generate several empirical predictions that can be used to evaluate further the suitability of this type of cognitive architecture in the domain of inflectional morphology. (shrink)

_Purpose._ To substantiate the definition of technics as the attributive characteristics of a human being and the necessity of its orientation towards human flourishing in the context of new anthropological models of the 21st century. _Theoretical basis._ Correlation between technics, technology and the human essence is examined. The role of technics is traced at different historical stages of human development. Negative and positive effects of digital technology development upon a contemporary human being is analysed in the light of new anthropological (...) models: homo technologicus, homo digitalis and homo eudaimonicus. The content of a new worldview-value paradigm of defining goals of technology is outlined. _Originality._ Transformation of the role of technics correlates with value and worldview shifts in person’s understanding of his/her purpose in both natural and social worlds. Nowadays, philosophical analysis of anthropological dimension of technics and technology opens a horizon for seeking effective solutions in the face of the contemporary challenges and anti-utopian threats by means of focusing on the fact that, indeed, technological development is subordinate to the humanist goal that is flourishing, wellbeing and comprehensive development of a human being. _Conclusions._ The essence of technology reveals not through its functional but anthropogenic definitions in a sense of a source of institutionalization and in a sense of a source of realization of a human way of self-identification and self-objectification of human subjectivity. Technics/technology is the attributive characteristics of human essence and being: a human being is as much human as much he/she is a creator of technics. The purpose of technics is not to master the nature and to transform the world; technics is, above all, a tool of human self-improvement and self-creation through broadening the horizon of human capacities. The analysis of new modern anthropological models shows that it is the orientation of technology/technology towards human flourishing that is, on the one hand, a response to the existential demands of modern man, and on the other hand, a way of preventing future threats related to technological development.
