This paper articulates a functionalist account of intra-party democracy (IPD). Like realist critics, we insist that IPD practices be evaluated on the basis of whether they facilitate resistance to domination and capture at the level of the polity as a whole, and therefore accept certain realist worries about IPD. Yet realists neglect the possibility that wealthy interests could control the political agenda by capturing all viable parties simultaneously-and that mass-facing IPD could counter this threat of oligarchic agenda capture. Taking this as the key function of IPD within broader democratic systems, we conclude that inclusionary party reform is less urgent in more flexible party systems, where dissenters are better able to resist this threat from within the framework of inter-party competition. Regardless of the context, meanwhile, we also conclude that mass-facing IPD practices should aim at enabling ordinary members and supporters of a party to resist agenda capture by oligarchic interests. Though we stop short of defending any particular set of reforms, we reject the emphasis of recent IPD advocates on individualized forms of deliberative participation, in favor of a more oppositional and collectively-oriented approach-on the grounds that the latter is more likely to encourage the development of effective institutions of countervailing power. This essay weaves together the history of political and legal thought, contemporary democratic theory, and recent debates in legal scholarship to examine the ambivalent relationship between political parties and democracy. Celebrated as a structural necessity for the mechanics of democratic government, political parties are also handled with suspicion for their hybrid nature—neither entirely public nor completely private—and for their always-possible regression into factions. Anti-factionalism, I show, has been a powerful ideal driving constitutional imagination and practice over the centuries, from (...) antiquity (with its emphasis on parts and its horror over factions), to the age of democratic revolutions (with its signature anxieties about divisions), up through the present. However, this long historical process has not extinguished the long-lived concern with the nature and implications of party spirit, nor has it made party democracy completely safe from revamped forms of factionalism. Two manifestations of factional politics stand out in the contemporary political landscape: authoritarian regime changes and populist constitutionalism. While the former is easy to diagnose but hard to prevent, the latter exemplifies a torsion of the constitutional and democratic imagination from within. Despite their differences, both scenarios remind us that constitutions need to envision mechanisms to prevent parties from undermining the liberal democratic order they have been designed to serve. At the same time, they call for renewed attention to the study of parties in the domains of democratic theory and constitutional scholarship. (shrink)

SUMMARY The research focuses on the three main political parties in Albania, namely Socialist Party, Democratic Party and Socialist Movement for Integration. Its objectives are to measure the Intra-Party Democracy(IPD) in the Albanian political parties and to explore the meaning that party members attach to it. The IPD is understood and broken down into categories and sub-categories so that parties in particular and all interested actors in the field of political parties and democracy could (...) understand, which component of IPD parties are performing better and where they are performing worse. IPD is measured against two dimensions: inclusiveness and decentralization. Inclusiveness denotes the extent to which party members have the right to express their opinions and participate in the decision-making process. With decentralization is understood the process which makes possible the decentralization of the decision-making process from the highest national party level to party sub-national levels and party members. In a decentralized party, subnational party units enjoy a certain level of autonomy from the party in the center. The analysis is based on both primary and secondary data. Content analysis of party statutes particularly focuses on measuring IPD, while focus groups with party members and interviews with high-ranking officials of the political parties are used to explore the meaning that party members have on IPD, as well as validate content analysis findings. The main findings are: -/- Content Analysis of Party Statutes: Parties do have rules that govern their internal life, however these rules need to be improved in order to strengthen IPD. Especially problematic were the provisions for the role of the executive committee and party president, which provide these two institutions, especially the leader of the party with powers that don’t hold him/her accountable to the party members and middle level organs. Furthermore, members were not sufficiently involved in the procedures of candidate nominations for MPs, in the election of the national Executive and Executive Committee and in the election of the Party President. The analysis also finds that voting procedures are not sufficiently at place to allow members express their will and participate in the decision-making process and that members are not or little consulted in terms of programmatic issues. The analysis of the relationship between the national and subnational levels of party organization revealed that the center of the party has accumulated power to the detriment of the subnational units which enjoy little autonomy in the decision-making process. -/- Focus Groups and Interviews: The study finds that party members linked system-level democracy with IPD and that they have a very clear understanding if IPD: what it is and how it could be achieved. They linked IPD with the structure and organization of the party, seeing it as an important instrument that allows for decentralization of power and integration of rank and file into the decision-making process. The party members considered the statute as an important educational political tool and invoked it whenever disputes rose or decisions had to be taken. They linked IPD with the electoral system and considered that closed list proportional was a system that strengthened the power in the hands of the few at the party top executive level and weakened IPD. Political parties have been the subject of a recent resurgent interest among political philosophers, with prominent contributions spanning liberal to socialist literatures arguing for a more positive appraisal of the role of parties in the operation of democratic representation and public deliberation. In this article, I argue for a similar re-evaluation of the role of political parties within contemporary republicanism. Contemporary republicanism displays a wariness of political parties. In Philip Pettit’s paradigmatic account of republican democracy, rare mentions of political (...) parties often stress their tendency to lead to factionalism or corruption. Others working in the republican tradition such as Richard Bellamy and Ian Shapiro provide more extended discussion of the role of parties, but limit their theoretical function to enabling electoral competition. I argue that political parties play a far more significant role in promoting non-domination than this. In addition to enabling electoral competition, I show that political parties are also essential to the effective operation of two other components of republican democracy: contestation and interest-formation. I further argue that understanding political parties in these terms is compatible with republican democracy more generally, addressing the worry that parties will produce factional rather than common-good oriented public decisions. Wiredu discusses the use of the consensus principle for political theory and practice in Africa. The consensus principle used to be widespread in African politics, and Wiredu elaborates on the example of the traditional political system of the Ashantis in Ghana as a possible guideline for a recommendable path for African politics. For empirical data, he draws from historical material published by British anthropologists and Ghanaian intellectuals. According to Wiredu, a non-party system based on consensus as a central principle (...) of political organisation in Africa could avoid the evident problems of both the one-party system and the multi-party system imposed by the West. One under-theorized aspect of "multiculturalism and the antidiscrimination principle" is religious and ethnicity based political parties. With political organization, the fact of pluralism is made concrete for democratic purposes. When the struggle for empowerment is "waged within the world of democratic politics" it is waged through parties. That is the associational form modern democracies have settled on for participation, representation, and governing, and for countervailing power and regular opposition. Particularist parties and bloc voting are key instruments of political conflict and, (...) as important, of political integration. This Paper looks at the challenges these parties pose to democracy; specifically, at the principal reasons given for banning parties from participation in electoral politics. I identify four categories of justification for disqualification: violent overthrow, incitement to hate, altering the character of the nation, and outside support or control. This paper examines how three Dutch political parties employ the Internet as a tool to enhance ‘digital democracy’. The potential of digital democracy is considered to be strongest in the sphere of collective action outside the domain of political institutions. In this article, however, attention is given to how institutionalized channels might be supportive of digital democracy. Three components of the democratic process – information provision, deliberation, and political decision-making – are examined in the content and user (...) assessments of the web sites of the Socialist Party, the Christian Democratic Party and the Green Party. Minor differences were found in the party web sites regarding information provision; substantial differences were found regarding the degree and nature of political deliberation available on the sites. Indicators of the third component, political decision-making, were least evident on all three web sites. User assessments of the sites and opportunities for political deliberation followed, more or less, the general public images of the related political parties. (shrink)

The article argues that AI can enhance the measurement and implementation of democratic processes within political parties, known as Intra-Party Democracy (IPD). It identifies the limitations of traditional methods for measuring IPD, which often rely on formal parameters, self-reported data, and tools like surveys. Such limitations lead to the collection of partial data, rare updates, and significant demands on resources. To address these issues, the article suggests that specific data management and Machine Learning (ML) techniques, such as natural (...) language processing and sentiment analysis, can improve the measurement (ML about) and practice (ML for) of IPD. The article concludes by considering some of the principal risks of ML for IPD, including concerns over data privacy, the potential for manipulation, and the dangers of overreliance on technology. The contrast between the normative functions of political parties in representative democracies and their empirical working is stark and rapidly increasing. This article starts from a sober, realist account of the empirical state of affairs and from structural problems of democracy and participations – in terms of limits of time, information, qualification and relevant expertise – that have to be acknowledged by any realist–utopian proposal of alternatives beyond the exclusive alternative of ‘thin, realist democracy’ or emphatic ‘strong, participatory, (...) direct, or mass democracy’. We can do better. My search for institutional alternatives looks not for the replacement of political parties but for their relief. Many, not all, of their normative tasks can be shared with other functional networks, associations and organizations. In exploring such a new division of political labour I draw on older debates and designs of associative democracy and on recent discussions to democratize expertise and to expertise democracy in order to address urgent societal problems of high-risk decisions under conditions of extreme complexity, contingency, unpredictability and uncertainty and deep contestedness of our knowledge, problems that turn out to be unmanagable by party politics and representative democracy. This article presents two interlocking arguments for epistemic political egalitarianism. I argue, first, that coping with multidimensional social complexity requires the integration of expertise. This is the task of political parties as collective epistemic agents who transform abstract value judgments into sufficiently coherent and specific conceptions of justice for their society. Because parties thus severely lower the relevant threshold of comparison of political competence, citizens have reason to regard each other as epistemic equals. Drawing on the virulent “peer disagreement debate,” (...) I then analyze the epistemic significance of political disagreement. I contend that citizens ought to pursue epistemic conciliation, an idea I contrast to the ideals of compromise and of consensus. Subsequently, I introduce insights from public choice theory and empirical findings which show that and why multi-party electoral competition coupled with equal rights to participation tends to produce conciliatory outcomes. We thus have reason to endorse political egalitarianism on epistemic grounds. (shrink)

The Democratic Party government, covering the period 1950-60, is seen as one of the most important stages on the road to democracy in Turkey. The Republican People’s Party, which ruled the country from the proclamation of the republic in 1923 to the end of World War II, found itself in opposition for the first time after the 1950 elections, and thus Turkish democracy was given a first chance to stand on its own feet. This work aims (...) to read the era through the eyes of French diplomats, giving an external and disinterested perspective on DP power and the Menderes government, a critical time in the history of Turkish democracy. The study is based on the thoughts and analysis about the DP’s representation of democracy and attitudes towards opposition from 1956 to the coup on May 27, 1960 written down by the 69th and 70th French ambassadors to Turkey, Jean Paul Garnier and Henry Spitzmuller. The reports that Garnier and Spitzmuller sent to Paris contain harsh criticism of the Menderes government for its authoritarian and anti-democratic practices and for its religious policies. These criticisms provide us with important clues about the ways in which the DP transformed the fundamental principles and policies of the Atatürk era. (shrink)

Are new democracies with divided government and volatile parties politically ill fated? The literature suggests so, but cases of emergent democracies such as Taiwan and Brazil that face both conditions defy the prediction. This paper explains why: party volatility follows from pursuing distinct executive and legislature agendas under divided government; the political ambition that underlies these conditions sustains democratic and even political performance. We evaluate the argument through government spending in Taiwan. The results corroborate our expectations: they show more (...) parties composing the legislature as government spending favors an executive agenda and neglects a legislative welfare-spending agenda. The findings make three contributions to the literature: first, they reveal a political divide between executive and legislature rather than ideological parties to undercut concerns regarding performance. Second, they demonstrate that the strategic use of government spending to institutionalize party development along an executive agenda fuels party fragmentation. Third, they show that legislators split, switch, or create alternative routes to office in reaction to strategic spending to underscore that ambition underlies party volatility and divided government. How justified are those who think that the clamour for one-party politics in Africa was inspired by the character of African consensual democracy such as the one defended by Kwasi Wiredu? I show that though Wiredu’s consensual democracy may share some similarities with a one-party polity, it does not necessarily follow that it has inspired the emergence of one-party polities in Africa. Similarly, the absence of any discernible similarities between African consensual democracy and one- (...) class='Hi'>party polity may not also necessarily entail that the former has not inspired the latter. When one considers the ontological nature of Wiredu’s consensual democracy and the one-party polity, it becomes contentious to claim that the latter emerges from the former. However, based on Wiredu’s idea of consensual democracy, one might argue that consensual democracy has a common ancestry with a one-party polity because they both seem to emerge from “party1”. A philosophical yet detailed history of the American party battle explaining why partisan debate is so perverse and how it could be made less so. Building upon the heritage of American pragmatism, from Peirce to Rorty and the new pragmatists, as well as the work of historian Charles Beard, the book identifies that battle as a struggle between nation state and market state, with special emphasis on the perversity of Civil War politics.

Today in Europe we are witnessing a populist turn, we could even speak of a “populist moment” that signals the crisis of neoliberal democracy. According to Chantal Mouffe, “the populist moment” is the expression of a set of heterogeneous demands, which cannot be formulated in traditional right/left frontier. The battles of our time will be between right-wing and left-wing populism. Although the current state of liberal societies appears to favor the development of a Right project, Mouffe proves that just (...) a left-wing one can uphold any kind of radicalisation of democracy. The aim of this paper is to examine the reasons for the increasing success of populist parties in European countries and to consider whether the way the present crisis is manifesting is conducive to the growth of a populist narrative, especially in its right-wing variant. Three political parties contested at the inception of Nigeria’s Fourth Republic in 1999, but the number increased to more than 91 as at 2019. This paper raises fundamental questions as to whose interest – public or private interest (...) of promoters and financiers - these parties serve, and whether the increase in the number of political parties has significantly entrenched democratic values in the country? These questions are compelling because of several events in political party operations in the 20 years of the Fourth Republic. These include controversial and vexatious party primaries preceding every major election, often leading to protracted and distractive litigations and rampant political defections. Unregulated use of money has, in particular, restrained ample participation by women and youths, while violence is almost becoming a norm and permanent characteristic of the electoral and political system. The paper draws data from secondary documentary sources for its conceptual and theoretical contents. Primary data are generated from events analyses by the authors as observers at party conventions and other meetings for the selection of candidates for political offices as well as during general elections. This is complimented by content analyses of relevant documents including electoral laws, court and law reports, and reports by special committees such as the Electoral Reform Committee. A combination of the ecological approach and conspiratorial theory is deployed for the paper’s analytic frame. (shrink)

This article describes the relation between the existence of regional parties in Romania vs. stable democracies like Belgium and Germany and the degree of regional issue dimensions reflected by partiesí electoral support. It also reflects the impact of regional dimension on voting behavior. The research is based on the nationalization concept introduced by Mark P. Jones and Scott Mainwaring, well operationalized here by Gini Index based vote share of parties in subunits applied on one or more countries. From here, the (...) study wants to promote a new formula which permits the evaluation of regional dimension from all issue dimensions of a country and counting the score like a reflection of differences between parties (regional, national), the differences between voters expectations on regional issues, the competition pattern, the increase or decrease of the national issue dimensions by changing inside the given party system. Militant democracy is an attempt to defend democracy against totalitarian parties that would use democratic procedures to rise to power. This article is focused on the consistency of the concept of ‘militant democracy’. I argue that what militant democracy defends is not the democratic procedure itself but rather certain rights and the rule of law, and that those elements may in fact be compromised by democracy. This applies both if the democratic procedure is concerned and (...) if democracy is interpreted as a reflection of the will of the people. Those elements may be upheld, but democracy is to be mitigated rather than fortified in order to do so. (shrink)
