Purpose: This article investigates the emergence of subsystems in societies as a solution to the double contingency problem. Context: There are two underlying paradigms: one is radical constructivism in the sense that perturbations are at the centre of the self-organising processes; the other is Luhmann’s double contingency problem, where agents learn anticipations from each other. Approach: Central to our investigation is a computer simulation where we place agents into an arena. These agents can learn to (a) collect food and/or (b) (...) steal food from other agents. In order to analyse subsystem formation, we investigate whether agents use both behaviours or just one of these, which is equivalent to determining the number of self-referential loops. This is detected with a novel measure that we call “prediction utilisation.” Results: During the simulation, symmetry breaking is observed. The system of agents divides itself up into two subsystems: one where agents just collect food and another one where agents just steal food from other agents. The ratio between these two populations is determined by the amount of food available. This article discusses the development of the statistical methods employed by psychiatrists to study heredity as a causative factor of mental diseases. It argues that psychiatric asylums and clinics were the first institutions in which human heredity became the object of systematic research. It also highlights the different concepts of heredity prevalent in the psychiatric community. The first of four parts traces how heredity became a central category of asylum statistics in the first half of the nineteenth century. The second (...) part deals with attempts to introduce new methods of surveying in order to generate more precise data about psychopathological inheritance in the 1860s and 1870s. The third part discusses how, by the end of the nineteenth century, a widespread discontent with the results of asylum statistics led to an increasing interest in the use of family studies. Finally, the fourth part examines the impact of Mendelian theory on psychiatric statistics in the early twentieth century. (shrink)

The author reflects upon her role as a public health nurse striving to attain practice authenticity. Client assessment and nursing interventions were seemingly sufficient until she became curious about ‘Who is this person sitting across from me?’ and ‘What are her experiences in the world as a lone parent living in poverty at the margins of society?’ The author begins to think that she could shift from mere client investigation to pure wonderment about the Other by imagining herself as a (...) researcher, an explorer of another's life world. Ultimately this process enables her to enhance the ‘caring’ in her practice with the knowledge gained of the perceptions and meanings impoverished clients assigned to their everyday lives. Jurgen Habermas’ theory of communicative competence serves as the reference map guiding exploration. The author uses Habermas’ theoretical principles of intersubjective mutuality – the validity claims of comprehensibility, truth, sincerity, and legitimacy. Comprehensibility embodies understanding, an attitude of unconditional acceptance, and care respect of another's individual person and self‐defined reality. Intersubjective mutuality also requires that one dwell in the moment with the Other, satisfied that communication is founded on truth. Sincerity implies fostering the Other's expression of authentic self apart from oppressive distracters. Lastly, legitimacy reconciles the author's altruistic pursuit to know the Other's ontological truth with the reality of the present world. (shrink)

The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. How can we best identify, understand, and deal with ethical and societal issues raised by healthcare robotics? This paper argues that next to ethical analysis, classic technology assessment, and philosophical speculation we need forms of reflection, dialogue, and experiment that come, quite literally, much closer to innovation practices and contexts of use. The authors discuss a number of ways how to achieve that. Informed by their experience with “embedded” ethics in technical projects and with various tools and methods of responsible (...) research and innovation, the paper identifies “internal” and “external” forms of dialogical research and innovation, reflections on the possibilities and limitations of these forms of ethical–technological innovation, and explores a number of ways how they can be supported by policy at national and supranational level. Taking account of Kant's unpublished mss., the author presents a close textual interpretation of Kant's logic of concepts.

The two main challenges of the theory of conceptual content presented by Robert Brandom in Making It Explicit are to account for a referential dimension of conceptual content and to account for the objectivity of conceptual norms. Brandom tries to meet both these challenges in chapter 8 of his book. I argue that the accounts presented there can only be understood if seen against the background of Brandom's theory of communication developed in chapter 7. This theory is motivated by the (...) well-known problem that semantic holism threatens the possibility of communication because it has the consequence that words mean different things in different mouths. Brandom offers a solution to this problem in terms of what he calls recurrence commitments. I show that chapter 8 of Making It Explicit should be understood as arguing that a practice that includes acknowledging interpersonal recurrence commitments institutes both conceptual contents with a referential dimension and objective conceptual norms. I close by raising the objection that Brandom's argument can only show that conceptual norms are communally shared and not that they are objective. I propose an emendation of this argument, having recourse to a practice Brandom refers to as rational rectification in his new book Between Saying and Doing. (shrink)

The increasing use of information and communication technologies (ICT) to help facilitate neuroscience adds a new level of complexity to the question of how ethical issues of such research can be identified and addressed. Current research ethics practice, based on ethics reviews by institutional review boards (IRB) and underpinned by ethical principalism, has been widely criticised and even called ‘imperialist’. In this paper, we develop an alternative way of approaching ethics in neuro-ICT research, based on discourse ethics, which implements responsible (...) research and innovation through dialogues. There has been much debate whether computers can be responsible. This question is usually discussed in terms of personhood and personal characteristics, which a computer may or may not possess. If a computer fulfils the conditions required for agency or personhood, then it can be responsible; otherwise not. This paper suggests a different approach. An analysis of the concept of responsibility shows that it is a social construct of ascription which is only viable in certain social contexts and which serves (...) particular social aims. If this is the main aspect of responsibility then the question whether computers can be responsible no longer hinges on the difficult problem of agency but on the possibly simpler question whether responsibility ascriptions to computers can fulfil social goals. The suggested solution to the question whether computers can be subjects of responsibility is the introduction of a new concept, called “quasi-responsibility” which will emphasise the social aim of responsibility ascription and which can be applied to computers. This study investigates the ethical use of Big Data and Artificial Intelligence (AI) technologies (BD + AI)—using an empirical approach. The paper categorises the current literature and presents a multi-case study of 'on-the-ground' ethical issues that uses qualitative tools to analyse findings from ten targeted case-studies from a range of domains. The analysis coalesces identified singular ethical issues, (from the literature), into clusters to offer a comparison with the proposed classification in the literature. The results show that despite the variety (...) of different social domains, fields, and applications of AI, there is overlap and correlation between the organisations’ ethical concerns. This more detailed understanding of ethics in AI + BD is required to ensure that the multitude of suggested ways of addressing them can be targeted and succeed in mitigating the pertinent ethical issues that are often discussed in the literature. The term “synthetic biology” is a popular label of an emerging biotechnological field with strong claims to robustness, modularity, and controlled construction, finally enabling the creation of new organisms. Although the research community is heterogeneous, it advocates a common denominator that seems to define this field: the principles of rational engineering. However, it still remains unclear to what extent rational engineering—rather than “tinkering” or the usage of random based or non-rational processes—actually constitutes the basis for the techniques of synthetic biology. (...) In this article, we present the results of a quantitative bibliometric analysis of the realized extent of rational engineering in synthetic biology. In our analysis, we examine three issues: (1) We evaluate whether work at three levels of synthetic biology (parts, devices, and systems) is consistent with the principles of rational engineering. (2) We estimate the extent of rational engineering in synthetic biology laboratory practice by an evaluation of publications in synthetic biology. (3) We examine the methodological specialization in rational engineering of authors in synthetic biology. Our analysis demonstrates that rational engineering is prevalent in about half of the articles related to synthetic biology. Interestingly, in recent years the relative number of respective publications has decreased. Despite its prominent role among the claims of synthetic biology, rational engineering has not yet entirely replaced biotechnological methods based on “tinkering” and non-rational principles. This volume describes features of biological autonomy and integrates them into the recent discussion of factors in evolution. In recent years ideas about major transitions in evolution are undergoing a revolutionary change. They include questions about the origin of evolutionary innovation, their genetic and epigenetic background, the role of the phenotype, and of changes in ontogenetic pathways. In the present book, it is argued that it is likewise necessary to question the properties of these innovations and what was qualitatively generated (...) during the macroevolutionary transitions. The author states that a recurring central aspect of macroevolutionary innovations is an increase in individual organismal autonomy whereby it is emancipated from the environment with changes in its capacity for flexibility, self-regulation and self-control of behavior. The first chapters define the concept of autonomy and examine its history and its epistemological context. Later chapters demonstrate how changes in autonomy took place during the major evolutionary transitions and investigate the generation of organs and physiological systems. They synthesize material from various disciplines including zoology, comparative physiology, morphology, molecular biology, neurobiology and ethology. It is argued that the concept is also relevant for understanding the relation of the biological evolution of man to his cultural abilities. Finally the relation of autonomy to adaptation, niche construction, phenotypic plasticity and other factors and patterns in evolution is discussed. The text has a clear perspective from the context of systems biology, arguing that the generation of biological autonomy must be interpreted within an integrative systems approach. (shrink)

Background Despite news reports of morally distressing situations resulting from complex and demanding community-care delivery in Canada, there has been little research on the topic of ethical conflicts experienced by community-based health care professionals. Research aim To identify ethical conflicts experienced by community nurses. Research design Data were collected using semi-structured interviews and then relevant text was extracted and condensed using qualitative content analysis. This research was part of a larger grounded theory project examining how community nurses manage ethical conflict. (...) Research context and participants Community nurses, including 13 public health nurses and 11 home care nurses from two Canadian provinces, were interviewed. Ethical considerations Study approval was granted by the Health Research Ethics Authority of Newfoundland and Labrador and by provincial health authorities. Findings Seven ethical conflicts were identified and assigned to one of two groups. In the grouping categorized as challenges with obligations or risks, the ethical conflicts were: (1) screening for child developmental issues knowing there is a lack of timely early intervention services; (2) encountering inequities in the health care system; (3) not fulfilling principles, goals, and initiatives of primary and secondary prevention; and (4) feeling powerless to advocate for clients. The remaining ethical conflicts were categorized as challenges with process, risks, and consequences, and were: (5) jeopardizing therapeutic relationships while reporting signs of a child at risk; (6) managing confidentiality when neighbors are clients; and (7) supporting client autonomy and decision-making but uncertain of the consequences. Conclusions Research investigation will continue to be important to raise awareness and mobilize ethics supports as health care services are steadily shifted from institutional to community settings. Moreover, with heightened potential for communicable disease outbreaks across international borders from global warming, community nurses around the world will continue to be required to address ethically-difficult care situations with competence and compassion. The discourse concerning computer ethics qualifies as a reference discourse for ethics-related IS research. Theories, topics and approaches of computer ethics are reflected in IS. The paper argues that there is currently a broader development in the area of research governance, which is referred to as 'responsible research and innovation'. RRI applied to information and communication technology addresses some of the limitations of computer ethics and points toward a broader approach to the governance of science, technology and innovation. Upshot: We acknowledge that our model can be implemented with different reinforcement learning algorithms. Subsystem formation has been successfully demonstrated on the basal level, and in order to show full subsystem formation in the communication system at least both intentional utterances and acceptance/rejection need to be implemented. The comments about intrinsic vs extrinsic rewards made clear that this distinction is not helpful in the context of the constructivist paradigm but rather needs to be replaced by a critical reflection on whether (...) one has truly created autopoietic agents or just an engineering system. In contrast to the other gods of the Greek pantheon, he is not anthropomorphic, but he has the legs, tail and horns of a goat. These features show his age. A god like Pan can only survive in Arcadia, a region that preserves many religious archaisms. However, from 490 BC, when his cult is established in Athens, this god begins to change. In his evolution, Pan becomes increasingly assimilated the god Dionysus. The rapprochement between the two gods left his mark on the mythology, but especially in the cult of Pan. Thus, a god who was worshiped in Arcadia in sanctuaries built by men, in the rest of Greece is worshiped in wild shrines, mainly caves. Out of Arcadia, the grotto also is the place reserved for the mystery cults, including the Dionysian ones. Does not seem a coincidence. (shrink)

Upshot: My aim is to show that “truthful” acting that emerges through improvisation is equivalent to the development of mutual forward models in the actors. If these models match those of the audience members, this is perceived as “truthful.”.

Motivation: Classical definitions of information, such as the Shannon information, are designed for open loop systems because they define information on a channel which has an input and an output. The main motivation of this paper is to present a closed loop information measure which is compatible with constructivist thinking. Design: Our information measure for a closed loop system reflects how additional sensor inputs are utilised to establish additional sensor-motor loops during learning. Our information measure is based on the assumption (...) that it is not optimal to stay reactive and that it is beneficial to become proactive through increased learning about the environment. Consequently our information measure gauges the utilisation of new sensor inputs to generate anticipatory actions. We call this information measure "predictive information" (PI). Findings: Our PI is zero if the organism uses only its reflex reactions. It grows when the organism is able to use other sensor inputs to preempt reflex reactions and is able to replace reflexes by anticipatory reactions. This has been demonstrated with a real robot that had to learn to avoid obstacles. Conclusion: PI is a new measure which is able to quantify anticipatory learning and, in contrast to the Shannon information, is calculated only at the inputs of an agent. This information measure has been successfully applied to a simple robot task but its application is neither limited to a certain task nor to a certain learning rule. (shrink)

Open peer commentary on the article “Constructivism and Computation: Can Computer-Based Modeling Add to the Case for Constructivism?” by Manfred Füllsack. Upshot: The environment is not slowly constructed by the agent but is an integral part of being an agent because both, agent and environment, are part of a closed loop system. By identifying the perturbations impacting on the loops, with the help of second-order cybernetics, the agent can identify them as its environment.

Faced by the challenge of religious plurality, most philosophers of religion view pluralism and exclusivism as the most accepted and fully developed positions. The third alternative, the model of inclusivism, held especially within the Catholic tradition, has not received adequate attention in the debates in philosophy of religion, perhaps as it is based solely on theological grounds. In this essay I offer a philosophical defense of the position of religious inclusivism and give reasons why this position represents the most appropriate (...) position in the face of conflicting religious truth claims. In this paper some parts of the model theory for logics based on generalised Kripke semantics are developed. Löwenheim-Skolem theorems and some applications of ultraproduct constructions for generalised Kripke models with variable universe are investigated using similar theorems of the model theory for classical logic. The results are generalizations of the theorems of [4].

This series of images forms part of the ongoing project Soft Ground, Hard Light, which speculates on a multiscalar spatial ontology of photography emanating from the Arditurri silver mine complex in the Basque Country. Evoking the mountainous massif around Arditurri where silver ore and galena have been extracted since Roman presence in the area, the depicted topographies are, in fact, data transcriptions from atomic force microscopy (AFM) probing the analogue film stock of an early 1930s experiment in 3D cinema, Cine (...) en Relieve, by the Basque cinematographer Teófilo Mingueza. In contrast to optical or electron microscopy, AFM uses a scanning probe to physically touch the specimen, recording its surface undulations at the atomic scale of a nanometre, or a billionth of a metre. As a haptic operation based on direct contact between instrument and sample, between apparatus and referent, AFM is literally a contact print, a ‘blind’ scan that senses not the visual content of the recorded image but ‘feels’ its underlying material substrate of silver nanoparticles within the 35 mm film emulsion. The resulting image assemblies visualize a topography resulting from the intra-action between the silver nanoparticles and the scanning probe as much as its transcription through the particular parameters afforded by the AFM analysis software. Hard Light, Soft Ground was initiated during an artist’s residency at Tabakalera Centre for Contemporary Culture, Donostia-San Sebastián, and is currently in production as part of the wider research project Esper Syndrome: Archaeotopologies of the Image at the Royal College of Art, funded by the AHRC through the London Arts & Humanities Partnership. It is demonstrated how Kripke models for intuitionistic predicate logic can be applied in order to prove classical theorems. As examples proofs of the independence of the axiom of constructibility, of the omitting types theorem and of Shelah's ultrapower theorem are sketched.

A game for testing the equivalence of Kripke models with respect to finitary and infinitary intuitionistic predicate logic is introduced and applied to discuss a concept of categoricity for intuitionistic theories.

By means of an ecological and system theoretic example it is argued, that the methodological principle of repeatable effects is only partially valid. In 1970 a conjecture of system's properties was published which was refuted later, but further research was initiated in different fields, just because it referred to a non-repeatable "false" result. The heuristic content of a concept seemed to be more important than a successful replication of an experiment. The case study exhibits the restricted validity of general methodological (...) rules. Information security can be of high moral value. It can equally be used for immoral purposes and have undesirable consequences. In this paper we suggest that critical theory can facilitate a better understanding of possible ethical issues and can provide support when finding ways of addressing them. The paper argues that critical theory has intrinsic links to ethics and that it is possible to identify concepts frequently used in critical theory to pinpoint ethical concerns. Using the example of UK electronic (...) medical records the paper demonstrates that a critical lens can highlight issues that traditional ethical theories tend to overlook. These are often linked to collective issues such as social and organisational structures, which philosophical ethics with its typical focus on the individual does not tend to emphasise. The paper suggests that this insight can help in developing ways of researching and innovating responsibly in the area of information security. (shrink)

Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, and people’s ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons, policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive to ethical (...) issues pertain to being proactive in addressing such issues at an early stage of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. The authors outline how the description of emerging ICTs can be used for an ethical analysis. (shrink)
