This concise, accessible text provides a thorough introduction to quantum computing - an exciting emergent field at the interface of the computer, engineering, mathematical and physical sciences. Aimed at advanced undergraduate and beginning graduate students in these disciplines, the text is technically detailed and is clearly illustrated throughout with diagrams and exercises. Some prior knowledge of linear algebra is assumed, including vector spaces and inner products. However, prior familiarity with topics such as quantum mechanics and computational complexity is not required.

Quantum computers use the quantum interference of different computational paths to enhance correct outcomes and suppress erroneous outcomes of computations. In effect, they follow the same logical paradigm as (multi-particle) interferometers. We show how most known quantum algorithms for factorising and counting, may be cast in this manner. Quantum searching is described as inducing a desired relative phase between two eigenvectors to yield constructive interference on the sought elements and destructive interference on the remaining terms.

The 1830s and 1840s are the formative years of modern public health in Britain, when the poor law bureaucrat Edwin Chadwick conceived his vision of public health through public works and began the campaign for the construction of the kinds of water and sewerage works that ultimately became the standard components of urban infrastructure throughout the developed world. This book first explores that vision and campaign against the backdrop of the great "condition-of-England" questions of the period, of what rights and (...) expectations working people could justifiably have in regard to political participation, food, shelter and conditions of work. It examines the ways Chadwick's sanitarianism fit the political needs of the much-hated Poor Law Commission and of Whig and Tory governments, each seeking some antidote to revolutionary Charitism. It then reviews the Chadwickians' efforts to solve the host of problems they met in trying to implement the sanitary idea: of what responsibilities central and local units of government, and private contractors, were to have; of how townspeople could be persuaded to embark on untried public technologies; of where the new public health experts were to come from; and of how elegant technical designs were to be fitted to the unique social, political and geographic circumstances of individual towns. Rejecting the view that Chadwick's program was a simple response to an obvious urban problem Professor Hamlin argues that at the time a "public health" focusing narrowly on sanitary public works represented a retreat of public medicine from involvement with the great social issues of the Industrial Revolution. In exploring the views of medical men who were critical of Chadwick, Hamlin suggests the parameters of a public health that might have been, in which concern for health and well-being becomes the foundation of a public medicine that is a principal guarantor of social justice. This book offers modern public heatlh professionals elements of a forgotten professional heritage that might be useful in responding to the bewildering range of health problems we now confront. A ces (...) mérites, on ajoutera une curiosité insatiable, un goût prononcé pour l'échange et le débat, un refus distingué de l'académisme, un sens exigeant de l'amitié et une méfiance profônde pour les adjectifs... It is widely agreed that fiction is necessarily incomplete, but some recent work postulates the existence of universal fictions—stories according to which everything is true. Building such a story is supposedly straightforward: authors can either assert that everything is true in their story, define a complement function that does the assertoric work for them, or, most compellingly, write a story combining a contradiction with the principle of explosion. The case for universal fictions thus turns on the intuitive priority we assign (...) to the law of non-contradiction. My goal in this paper is to show that our critical and reflective literary practices set constraints on story-telling which preclude universal fictions. I will raise four stumbling blocks for universal fictionalists: the gap between saying and making true, our actual interpretive reactions to story-level contradictions, the criteria we accept for what counts as a story in our literary practices, and the undesirability of the universal fictionalist’s closure principles. The premise that every work belongs to an art-kind has recently inspired a kind-centred approach to theories of art. Kind-centred analyses posit that we should abandon the project of giving a general theory of art and focus instead on giving theories of the arts. The main difficulty, however, is to explain what makes a given kind an art-kind in the first place. Kind-centred theorists have passed this buck on to appreciative practices, but this move proves unsatisfactory. I argue that the (...) root of this dissatisfaction stems not from the act of kicking the can down the road, but from not kicking it far enough. The missing ingredient, I argue, is a notion of convention which does the work of marking the difference between art and non-art for a given physical medium. (shrink)

It is widely believed, among philosophers of literature, that imagining contradictions is as easy as telling or reading a story with contradictory content. Italo Calvino’s The Nonexistent Knight, for instance, concerns a knight who performs many brave deeds, but who does not exist. Anything at all, they argue, can be true in a story, including contradictions and other impossibilia. While most will readily concede that we cannot objectually imagine contradictions, they nevertheless insist that we can propositionally imagine them, and regularly (...) do, simply by entertaining a text which prompts us to do so. I argue that this narrative does not bear scrutiny for two main reasons. First, because propositional imagining is beside the point, where truth in fiction is concerned; evaluating truth in fiction engages the cognitive architecture in ways that prohibit the mobilization of merely propositional imagination to that end. And second, because it is not obvious, given the strategies usually suggested, that we ever propositionally imagine contradictions in the first place—in fact, it seems we go out of our way to avoid directly imagining them. But these complaints are themselves worthy of careful consideration: they are rooted in Schopenhauer’s philosophy of language, which itself reflects the structure of his metaphysics. This short chapter argues that Schopenhauer’s vitriol rewards philosophical attention; not because it expresses his critical take on Fichte, Hegel, Herbart, Schelling, and Schleiermacher, but because it neatly illustrates his philosophy of language. Cosmos est le premier volume d'une trilogie intitulée "Brève encyclopédie du monde". Il présente une philosophie de la nature. Il sera suivi de "Décadence", qui traitera de l'histoire, puis de "Sagesse", consacré à la question de l'éthique et du bonheur. "Trop de livres se proposent de faire l'économie du monde tout en prétendant nous le décrire. Cet oubli nihiliste du cosmos me semble plus peser que l'oubli de l'être. Les monothéismes ont voulu célébrer un livre qui prétendait dire la totalité (...) du monde. Pour ce faire ils ont écarté des livres qui disaient le monde autrement qu'eux. Une immense bibliothèque s'est installée entre les hommes et le cosmos, et la nature, et le réel". Tel est le point de départ de ce livre, dans lequel Michel Onfray nous propose de renouer avec une méditation philosophique en prise directe avec le cosmos. This chapter draws upon the archaeological and philosophical literature to offer an analysis and diagnosis of the popular ‘ancient aliens’ theory. First, we argue that ancient aliens theory is a form of conspiracy theory. Second, we argue that it differs from other familiar conspiracy theories because it does distinctive ideological work. Third, we argue that ancient aliens theory is a form of non-contextualized inquiry that sacrifices the very thing that makes archaeological research successful, and does so for the sake of (...) popular accessibility. Rather than merely dismissing ancient aliens as ‘pseudoarchaeology’ on demarcationist grounds, we offer a more complicated account of how the theory works, and what ideological work it does. Recent advancements in neuroengineering research have prompted neuroethicists to propose a variety of “ethical guidance” frameworks (e.g., principles, guidelines, framing questions, responsible research innovation frameworks, and ethical priorities) to inform this work. In this chapter, we offer a comparative analysis of five recently proposed ethical guidance frameworks (NIH neuroethics guiding principles, Nuffield Council on Bioethics, Global Neuroethics Summit Delegates, the Center for Neurotechnology’s neuroethical principles and guidelines, and the Neurotechnology Ethics Taskforce’s ethical priorities). We identify some common themes among these (...) frameworks, making explicit significant areas of convergence. We also highlight three areas of ethical consideration that have not received sufficient attention across these frameworks (extended care for research participants, cultural salience, and stakeholder input). Further attention and analysis of these three areas would improve the breadth and scope of ethical considerations for neuroengineering research. (shrink)

Depuis 2014, je rédige régulièrement des billets (180 jusqu’à présent) sur le blogue du site de Philosophie pour enfants de l’Université Laval (philoenfant.org). Ce livre réunit une trentaine de billets publiés sur ce site. Si les chapitres que contient ce livre n’ont rien de vraiment nouveau, ils permettent néanmoins une restructuration de différents billets conduisant à entrevoir une cohérence entre ces derniers et à centrer, du même coup, l’attention du lecteur sur trois aspects qui caractérisent bon nombre des publications sur (...) le site : 1) la pratique de la philosophie en communauté de recherche ; 2) la philosophie pour enfants ; 3) des rapports entre la pratique de la philosophie pour enfants et celle des arts libéraux. Par le choix des billets retenus et leur organisation selon ces trois axes, ce livre devrait permettre au lecteur de saisir que la pratique de la philosophie en communauté de recherche, entre rupture et continuité, vise un équilibre réflexif dans le monde de l’éducation. En s’appuyant sur la pratique du dialogue en communauté de recherche, l’éducation devient principalement collaborative et la pratique de la philosophie (re)devient un geste social offrant des outils à chaque personne qui souhaite apprendre ou approfondir l’acte consistant à penser par et pour soi-même, avec les autres. The purpose of this paper is to discuss the connections and links that existed between Buchanan and Italian economists. We show that, even though Buchanan had read them, it was only after having spent one year in Italy—1955–1956—that Buchanan paid attention to these economists. Here, Francesco Forte played a particularly important role. It did not only transform Buchanan’s conception of the public debt but also lead him to pay more attention to law, institutions and political phenomena.

Previous research has shown that language switching is costly, and that these costs are likely to persist even when speakers are given ample time to prepare. The aim of this study was to determine whether there are cognitive limitations to speakers’ ability to prepare for a switch, or whether a new language can be prepared in advance and any cost to switch language eliminated. To explore this, language switching costs were measured in a group of Dutch-English (L1-L2) bilinguals who named (...) pictures in their two languages while the preparation time was manipulated. The participants were given either no time to prepare (cue to stimulus interval, CSI: 0 ms), or some time to prepare, for the target language (CSI: 250, 500, and 800 ms). The results revealed that when speakers had no time to prepare, language switching was costly. However, when preparation time was provided, switching costs disappeared. This suggests that there might be no cognitive limitations to the ability to prepare for a language switch, and that, provided enough preparation time, the effort to switch language could be eliminated. This finding might also explain why normal code-switched conversations seem effortless, as speakers typically have ample time to prepare for the language switch. (shrink)
