The 1830s and 1840s are the formative years of modern public health in Britain, when the poor law bureaucrat Edwin Chadwick conceived his vision of public health through public works and began the campaign for the construction of the kinds of water and sewerage works that ultimately became the standard components of urban infrastructure throughout the developed world. This book first explores that vision and campaign against the backdrop of the great "condition-of-England" questions of the period, of what rights and (...) expectations working people could justifiably have in regard to political participation, food, shelter and conditions of work. It examines the ways Chadwick's sanitarianism fit the political needs of the much-hated Poor Law Commission and of Whig and Tory governments, each seeking some antidote to revolutionary Charitism. It then reviews the Chadwickians' efforts to solve the host of problems they met in trying to implement the sanitary idea: of what responsibilities central and local units of government, and private contractors, were to have; of how townspeople could be persuaded to embark on untried public technologies; of where the new public health experts were to come from; and of how elegant technical designs were to be fitted to the unique social, political and geographic circumstances of individual towns. Rejecting the view that Chadwick's program was a simple response to an obvious urban problem Professor Hamlin argues that at the time a "public health" focusing narrowly on sanitary public works represented a retreat of public medicine from involvement with the great social issues of the Industrial Revolution. In exploring the views of medical men who were critical of Chadwick, Hamlin suggests the parameters of a public health that might have been, in which concern for health and well-being becomes the foundation of a public medicine that is a principal guarantor of social justice. This book offers modern public heatlh professionals elements of a forgotten professional heritage that might be useful in responding to the bewildering range of health problems we now confront. In this text, our question is what is the current regulatory trend in countries that are not considered central in the development of artificial intelligence, such as Brazil: a preventive approach, or an experimental approach? We will analyze the bills (PL) that are being processed in legislative houses at the state level, and at the federal level, highlighting some elements, such as: Delimitation of the object (conceptualization), fundamental principles, ethical guidelines, relationship with human work, human supervision, and guidelines for public (...) authorities. Based on these elements, we identified how the issues that drive the contemporary debate on AI have been addressed in these legislative initiatives. The results indicate that the strongest national regulation proposal mentions risks, rights, governance, economic agents; these mentions dialogue with the concerns discussed by researchers around the world, regarding the mitigation and prevention of risks, regarding the preservation of individual and collective rights, the role of the State as a regulator and supervisor, and, as was to be expected, the maintenance of economic policies that possibly tend to protect the market; proposes that the foundations of the development, implementation and use of AI have values consistent with ‘human centered AI’ (Bingley et al. 2023), but also points to the neoliberal matrix; introduces human supervision as an effective element in the AI systems cycle; the trend that we can observe in Brazil is the configuration of a regulation that harmonizes articles that favor the preventive approach, with the presence of articles that favor the experimentation approach. Happiness can be expressed through smiles. Happiness can also be expressed through physical displays that without context, would appear to be sadness and anger. These seemingly incongruent displays of happiness, termed dimorphous expressions, we propose, represent and communicate expressers’ motivational orientations. When participants reported their own aggressive expressions in positive or negative contexts, their expressions represented positive or negative emotional experiences respectively, imbued with appetitive orientations. In contrast, reported sad expressions, in positive or negative contexts, represented positive and negative emotional (...) experiences respectively, imbued with consummatory orientations. In six additional experiments, participant observers interpreted that aggression displayed in positive contexts signalled happy-appetitive states, and sadness displayed in positive contexts signalled happy-consummatory states. Implications for the production and interpretation of emotion expressions are discussed. (shrink)

ABSTRACTClose relationship partners often respond to happiness expressed through smiles with capitalization, i.e. they join in attempting to up-regulate and prolong the individual’s positive emotion, and they often respond to crying with interpersonal down-regulation of negative emotions, attempting to dampen the negative emotions. We investigated how people responded when happiness was expressed through tears, an expression termed dimorphous. We hypothesised that the physical expression of crying would prompt interpersonal down-regulation of emotion when the onlooker perceived that the expresser was experiencing (...) negative or positive emotions. When participants were asked how they would behave when faced with smiles of joy, we expected capitalization responses, and when faced with tears of joy, we expected down-regulation responses. Previous research has shown that language switching is costly, and that these costs are likely to persist even when speakers are given ample time to prepare. The aim of this study was to determine whether there are cognitive limitations to speakers’ ability to prepare for a switch, or whether a new language can be prepared in advance and any cost to switch language eliminated. To explore this, language switching costs were measured in a group of Dutch-English (L1-L2) bilinguals who named (...) pictures in their two languages while the preparation time was manipulated. The participants were given either no time to prepare (cue to stimulus interval, CSI: 0 ms), or some time to prepare, for the target language (CSI: 250, 500, and 800 ms). The results revealed that when speakers had no time to prepare, language switching was costly. However, when preparation time was provided, switching costs disappeared. This suggests that there might be no cognitive limitations to the ability to prepare for a language switch, and that, provided enough preparation time, the effort to switch language could be eliminated. This finding might also explain why normal code-switched conversations seem effortless, as speakers typically have ample time to prepare for the language switch. (shrink)

This article proposes a model for route description dialogues based on the integration of the theories about route directions with those related to specific spatial instructions. This proposal is based empirically on a corpus of spoken Italian. The analysis of the corpus has shown that the basic dialogue strategy proposed by previous researchers requires further integration and elaboration. Also the model of spatial language developed in cognitive linguistics applies to the description of the giver's instructions and directions, despite the fact (...) that the literature in the field often overlooks this approach. This way of accounting for route descriptions is suitable to explain the lexicalization of the conceptualization of the displacements the follower must accomplish. A model of dialogue partitions integrated with the cognitive modelling of spatial language is proposed and supported by examples from the linguistic data. (shrink)

Why the social ontology uses the game as paradigmatic example of social object? Is social reality a game? In this short essay, shared characteristics and differences of ludic and social acts are explored to explode the myth of the normative structure of social reality. In order to explain and demonstrate their theories, major authors of our research sector as Searle and Smith appeal to ludic phenomenons as unmistakable evidences of regulated social activities. Nevertheless well valued theorists don’t recognize that there (...) are tens of different typologies of games, about which it should be appropriate to draw up a regional ontology, as much there are tons of rule types, not always prescriptive and not always descriptive. The instant article demonstrates that social reality is not explainable by appealing to regulated behaviors, opening in this way a research context that involves the Interactive Fiction of play. Therefore the ludic phenomenon rests the base of social reality, however disconnecting it from the concept of rule, which too much influenced the research on mind, language and culture. (shrink)

The purpose of this paper is to discuss the connections and links that existed between Buchanan and Italian economists. We show that, even though Buchanan had read them, it was only after having spent one year in Italy—1955–1956—that Buchanan paid attention to these economists. Here, Francesco Forte played a particularly important role. It did not only transform Buchanan’s conception of the public debt but also lead him to pay more attention to law, institutions and political phenomena.

A formidable challenge to the research of non-verbal behavior can be in the assumptions that we sometimes make, and the subsequent questions that arise from those assumptions. In this article, we proceed with an investigation that would have been precluded by the assumption of a 1:1 correspondence between facial expressions and discrete emotional experiences. We investigated two expressions that in the normative sense are considered negative expressions. One expression, “anger” could be described as clenched fists, furrowed brows, tense jaws and (...) lips, the showing of teeth, and flared nostrils, and the other “sadness” could be described as downward turned mouths, tears, drooping eyes, and wrinkled foreheads. Here, we investigated the prevalence, understanding, and use of these expressions in both positive and negative contexts in South Korea and the United States. We found evidence in both cultures, that anger and sadness displays are used to express positive emotions, a notion relevant to Dimorphous Theory. Moreover, we found that anger and sadness expressions communicated appetitive feelings of wanting to “go!” and consummatory feelings of wanting to “pause,” respectively. There were moderations of our effects consistent with past work in Affect Valuation Theory and Display Rule Theory. We discuss our findings, their theoretical relevance, and how the assumptions that are made can narrow the questions that we ask in the field on non-verbal behavior. (shrink)

This study investigates the developmental pattern and relationships between oral narrative textual skills, spelling, and written narrative textual skills in monolingual and bilingual language-minority children, L1-Chinese and L2-Italian. The aims were to investigate in monolingual and BLM children: the developmental patterns of oral and writing skills across primary school years; the pattern of relationships between oral narrative textual competence, spelling skills, and written narrative textual competence with age and socio-economic status taken under control. In total, 141 primary school children from (...) grades 2 to 5 in Central Italy aged between 7 and 11 years obtained scores for oral and written narrative textual competence, spelling accuracy in dictation, and written texts. One-way ANOVA and ANOVA with robust method analyses and Bonferroni’s correction showed that BLM children had poorer spelling skills in dictation and written narrative textual competence than their monolingual peers. After preliminary correlation analysis, the results of hierarchical regression showed that the relationship between oral and written narrative textual competence is completely mediated by spelling accuracy in BLM children. These results suggest that adequate performance in written narrative textual competence depends on adequate spelling accuracy in writing stories. The Sobel test verified the power of this mediation. In monolinguals, the strongest predictor of written narrative textual competence is oral narrative textual competence. This relation is stronger in older children whose spelling skills are automatized. The identified pattern of relationships shows a complex network of oral and written processes. The scarce spelling skills characterizing BLM children may explain why spelling skills determine a low written narrative textual level. Scarce spelling skills absorb cognitive resources, hindering high-level cognitive processes that regulate narrative production. In monolinguals, the medium of writing does not impact narrative textual competence. Children’s oral narrative textual competence easily transfers into their written narrative productions. These findings have implications for the assessment and instruction of literacy skills in young BLM children and their monolingual peers. (shrink)
