Since its inception in 2010, the Network for Public Health Law has aligned with federal, state, tribal, and local public health practitioners to assess how law can promote and protect the public’s health. In 2013, Network authors illustrated major trends in public health laws and policies emanating from an internal assessment of thousands of requests for technical assistance nationally. According to William Placher,8 the contemporary situation in North American theology is often characterized as one in which two rival models of theology are dominant, the revisionist and the post-liberal (Placher, 17-19). Placher discusses many aspects of each model; here I want to look only at those features which bear upon their different conceptions of the nature of apologetics. According to David Tracy, a leading practitioner of the revisionist model, theology in all its forms must be " determined by a relentless drive to genuine publicness ".4 In order to maintain its public character, theology, like any discipline, must develop a preliminary systematic argument by which to ground its possibility and to ·establish its claims to truth and meaningfulness. This initial apologetics uses universal categories and proceeds in accordance with general criteria, functioning in terms, that is, which " all reasonable persons, whether ' religiously involved ' or not, can recognize as reasonable" (Tracy, 57). Usually it takes the form of a foundational explanatory theory of religious discourse which appeals to the universal nature of the deep structures of religious experience. This general theory of religion provides criteria for the subsequent theology, thereby maintaining the latter's relevance for the general, non-Christian public. The theological method considered appropriate is one which attempts systematically to correlate Christian-specific claims with the deep structures of human experience.5 The post-liberal model, by comparison, is more concerned to preserve Christian identity than to maintain the publicness of Christian discourse. An analysis of two heuristic strategies for the development of mechanistic models, illustrated with historical examples from the life sciences. In Discovering Complexity, William Bechtel and Robert Richardson examine two heuristics that guided the development of mechanistic models in the life sciences: decomposition and localization. Drawing on historical cases from disciplines including cell biology, cognitive neuroscience, and genetics, they identify a number of "choice points" that life scientists confront in developing mechanistic explanations and show how different choices result in (...) divergent explanatory models. Describing decomposition as the attempt to differentiate functional and structural components of a system and localization as the assignment of responsibility for specific functions to specific structures, Bechtel and Richardson examine the usefulness of these heuristics as well as their fallibility—the sometimes false assumption underlying them that nature is significantly decomposable and hierarchically organized. When Discovering Complexity was originally published in 1993, few philosophers of science perceived the centrality of seeking mechanisms to explain phenomena in biology, relying instead on the model of nomological explanation advanced by the logical positivists (a model Bechtel and Richardson found to be utterly inapplicable to the examples from the life sciences in their study). Since then, mechanism and mechanistic explanation have become widely discussed. We analyze two problems in mathematics – the first (stated in our title) is extracted from Wittgenstein’s “Philosophy for Mathematicians”; the second (“What set of numbers is non-denumerable?”) is taken from Cantor. We then consider, by way of comparison, a problem in musical aesthetics concerning a Brahms variation on a theme by Haydn. Our aim is to bring out and elucidate the essentially riddle-like character of these problems.

Analytic theology can flourish in the secular academy, and flourish as authentically Christian theology. Research ethics education has taken many forms since federal funding agencies issued regulatory guidance directing those supported by these agencies to complete required training. In the absence of a standard training approach among institutions such as universities, the design and content of courses, workshops, and seminars varies widely. Here we describe a southwestern United States research university program that employed six teaching strategies to assist students in deep learning of ethical principles and behavior. Our purpose was to determine how these (...) strategies impact understanding and empowerment among an interdisciplinary group of graduate students. Results suggested that deep learning design can result in learning that requires students not only to remember and understand key ethics concepts but also to analyze and apply them in a broader ethical domain. Key findings inform design and delivery of future research ethics courses for instructional designers and instructors in higher education. (shrink)

In the past two decades, reinforcement learning has become a popular framework for understanding brain function. A key component of RL models, prediction error, has been associated with neural signals throughout the brain, including subcortical nuclei, primary sensory cortices, and prefrontal cortex. Depending on the location in which activity is observed, the functional interpretation of prediction error may change: Prediction errors may reflect a discrepancy in the anticipated and actual value of reward, a signal indicating the salience or novelty of (...) a stimulus, and many other interpretations. Anterior cingulate cortex has long been recognized as a region involved in processing behavioral error, and recent computational models of the region have expanded this interpretation to include a more general role for the region in predicting likely events, broadly construed, and signaling deviations between expected and observed events. Ongoing modeling work investigating the interaction between ACC and additional regions involved in cognitive control suggests an even broader role for cingulate in computing a hierarchically structured surprise signal critical for learning models of the environment. The result is a predictive coding model of the frontal lobes, suggesting that predictive coding may be a unifying computational principle across the neocortex. (shrink)

William Jaworski shows how hylomorphism can be used to solve mind-body problems--the question of how thought, feeling, perception, and other mental phenomena fit into the physical world. Hylomorphism claims that structure is a basic ontological and explanatory principle, and is responsible for individuals being the kinds of things they are, and having the powers or capacities they have. From a hylomorphic perspective, mind-body problems are byproducts of a worldview that rejects structure, and which lacks a basic principle which distinguishes (...) the parts of the physical universe that can think, feel, and perceive from those that can't. Without such a principle, the existence of those powers in the physical world can start to look inexplicable and mysterious. But if mental phenomena are structural phenomena then they are uncontroversially part of the physical world. Hylomorphism thus provides an elegant way of solving mind-body problems. (shrink)

Arguably, STEM undergraduate education has narrowed student engagement with the social, ethical, and global. Our paper argues that disengagement is caused by a failure of moral imagination. We propose socio-technical analysis as the cornerstone to a more inclusive approach to STEM education. It promotes four activities: (1) zooming in on technologies by describing their structure, function, and embedded values; (2) zooming out to the surrounding socio-technical system which constrains and enables the technology’s functioning; (3) moving back-and-forth through Appropriate Technology to (...) assess the fit of the technology to its socio-technical surroundings; and (4) using the capability approach to finish the (re)engagement process. We then look at graduate and undergraduate student work that has successfully used our framework to combat disengagement and conclude by discussing materials we have used to assess student engagement. In this book William G. Lycan offers an epistemology of philosophy itself, a partial method for philosophical inquiry. The epistemology features three ultimate sources of justified philosophical belief. First, common sense, in a carefully restricted sense of the term-the sorts of contingentpropositions Moore defended against idealists and skeptics. Second, the deliverances of well confirmed science. Third and more fundamentally, intuitions about cases in a carefully specified sense of that term. The first half of On Evidence in Philosophy expounds a (...) version of Moore's method and applies it to each of several issues. This version is shown to resist all the standard objections to Moore; most of them do not even apply. It is argued, in Chapters 5 and 6, that philosophical method is far lesspowerful than most have taken it to be. In particular, deductive argument can accomplish very little, and hardly ever is an opposing position refuted except by common sense or by science. The final two chapters defend the evidential status of intuitions and the Goodmanian method of reflectiveequilibrium; it is argued that philosophy always and everywhere depends on them. The method is then set within a more general explanatory-coherentist epistemology, which is shown to resist standard forms of skepticism.In sum, William G. Lycan advocates a picture of philosophy as a very wide explanatory reflective equilibrium incorporating common sense, science, and our firmest intuitions on any topic-and nothing more, not ever. The cofounder of the Effective Altruism movement presents a counterintuitive approach anyone can use to make a difference in the world. While studying philosophy at Oxford University and trying to work out how he could have the greatest impact, William MacAskill discovered that most of the time and money aimed at making the world a better place achieves little. Why? Because individuals rarely have enough information to make the best choices. Confronting this problem head-on, MacAskill developed the concept of (...) effective altruism, a scientific, data-driven approach to making a difference that operates by asking these five questions: How much will this action improve others' lives? Is this the most effective action I can take? How useful is my contribution, given what others are already doing? What will happen if I don't do it? What are the chances of success, and how good would success be? Applying these principles, he demonstrates that many of our assumptions about doing good are misguided: he argues that one can potentially save more lives by working on Wall Street than as a heart surgeon, that cancer charities are not the best use of money, and that buying sweatshop-produced goods is a form of ethical consumption. MacAskill challenges us to think differently but argues that if we set aside our biases and rely on evidence and careful reasoning, each of us can make a tremendous difference. (shrink)

Then, the focus of the manuscript shifts to highlight the underdeveloped areas of disciplinary thinking in civics, geography, and economics. The authors define economic, civic, and geographic thinking and provide habits of mind for each of these disciplines along with classroom activities for each. They close with arguments for why K-12 social studies teachers and social studies education scholars should focus on developing K-12 students’ civic, economic, and geographic thinking skills. A major philosophical mind in his day, William Paley wrote in a lucid style that made complex ideas more accessible to a wide readership. This work, first published in 1785, was based on the lectures he gave on moral philosophy at Christ's College, Cambridge. Cited in parliamentary debates and remaining on the syllabus at Cambridge into the twentieth century, it stands as one of the most influential texts to emerge from the Enlightenment period in Britain. An orthodox theologian, grounding (...) his utilitarian ethics in strong religious faith, Paley held notably progressive views on issues of toleration and the slave trade. His perspicuity prompted one contemporary to remark that the book 'presents a subject which has always been considered as harsh and difficult, in the most agreeable and intelligible form … we sit down to be informed of our duty, and are surprised to meet with amusement'. Animal behaviour and welfare research are part of a wider endeavour to optimize the health and wellbeing of humans, animals and ecosystems. As such, it is part of the One Health research agenda. This article applies ethical principles described by the One Health High Level Expert Panel to animal behaviour and welfare research. These principles entail that animal behaviour and welfare research should be valued equitably alongside other research in transdisciplinary and multisectoral collaboration. It should include and promote a multiplicity (...) of marginalized voices, including those of animals, and it should apply and describe a harmonious balance between human—animal-environment interactions. As a philosopher, psychologist, and physician, the German thinker Hermann Lotze defies classification. Working in the mid-nineteenth-century era of programmatic realism, he critically reviewed and rearranged theories and concepts in books on pathology, physiology, medical psychology, anthropology, history, aesthetics, metaphysics, logic, and religion. Leading anatomists and physiologists reworked his hypotheses about the central and autonomic nervous systems. Dozens of fin-de-siècle philosophical contemporaries emulated him, yet often without acknowledgment, precisely because he had made conjecture and refutation into a method. In spite (...) of Lotze's status as a pivotal figure in nineteenth-century intellectual thought, no complete treatment of his work exists, and certainly no effort to take account of the feminist secondary literature. First steps are taken toward a formulation of quantum mechanics which avoids the use of probability amplitudes and is expressed entirely in terms of observable probabilities. Quantum states are represented not by state vectors or density matrices but by “probability tables,” which contain only the probabilities of the outcomes of certain special measurements. The rule for computing transition probabilities, normally given by the squared modulus of the inner product of two state vectors, is re-expressed in terms of probability tables. This paper agrees with the premises of Philip Kitcher’s argument, but rejects the inference to his conclusion about what we philosophers ought to be doing instead of philosophizing in the traditional way. It argues that two topics Kitcher himself mentions, consciousness and moral realism, can be and are usefully pursued and are both of some interest and value to the general intelligent public.

Several of William James' finest essays are brought together in this collection, including his spiritual masterwork The Will to Believe, and his famous lecture concerning immortality. The Will to Believe was first delivered as a lengthy lecture by William James in 1896. Following a strong reception, it was later published as a distinct book in its own right. Setting out to defend the right of individuals to be religious irrespective of pure logic and reason, the lecture highlights many (...) of the proven advantages conferred by the belief in a guiding divine force. The benefits of belief to the believer are thus noted. James deftly cites many real life examples to prove his points - noting that many tasks or duties require confidence, he notes how individuals can perform and surmount difficulties if they believe in the divine. For such persons to abandon faith would therefore be irrational, as their religious beliefs have helped them in life. This argument is closely aligned with James' personal philosophical alignment with pragmatism. The Will to Believe also contains arguments in favor of persons having their own free will. James contested simply that as he believed in his own free will, he had it. As well as this, we hear several philosophical arguments in which James discusses the merits of empiricism versus absolutism. Other essays in this compendium include 'Is Life Worth Living?' and 'The Dilemma of Determinism'. In these and other writings, James demonstrates a superb command of philosophical principles and theoretical daring, at various times explaining and refuting established discussions on the subjects. The final essay in this edition, Human Immortality, sees James object to the notion that humans cannot be immortal if their bodies and minds are separated due to death. He objects to the assertion that human thought is concluded if the brain ceases to function, noting that human consciousness exists with the world and may philosophically have a life of its own. Notable for both his psychological and philosophical ideas, William James would author numerous lectures and books surrounding both subjects. The importance of spiritualism to the human being, the permanence of the spirit, and its effects on the thought processes, is but one area in which James distinguished himself. (shrink)

Darwin's greatest accomplishment was to show how life might be explained as the result of natural selection. But does Darwin's theory mean that life was unintended? William A. Carl Schmitt’s theory of emergency powers has garnered substantial attention in the aftermath of terrorist attacks on the US, UK, and Spain. Against those who underscore apparent discontinuities in Schmitt’s view of emergency government, or see him as advocating law-based and/or a constitutional model of emergency government, this chapter revisits three key historical and intellectual contexts—the First World War, the Weimar debate about Article 48, and the disintegration of Weimar democracy after 1930— to offer an alternative interpretation. The radical anti-legal (...) character of Schmitt’s position, along with its underlying continuities, is emphasized. Three recent post 9/11 employments of Schmitt’s ideas about emergency power are then examined.
