This book explores 'difficult conversations' in feminist theory as an integral part of social and theoretical transformations. Focussing on intersectionality within feminist theory, this book critically addresses questions of power and difference as a central feminist concern, rather than assuming that the needs and experiences of elite women apply to all women. It presents ethical, political, social, and emotional dilemmas while negotiating difficult conversations, particularly in terms of sexuality, class, 'race', ethnicity, and cross-identification between the researcher and researched. Flooding is one of the most damaging natural hazards globally. During the past three years, floods have claimed hundreds of lives and millions of dollars of damage in Iran. In this study, we detected flood locations and mapped areas susceptible to floods using time series satellite data analysis as well as a new model of bagging ensemble-based alternating decision trees, namely, bag-ADTree. We used Sentinel-1 data for flood detection and time series analysis. We employed twelve conditioning parameters of (...) elevation, normalized difference’s vegetation index, slope, topographic wetness index, aspect, curvature, stream power index, lithology, drainage density, proximities to river, soil type, and rainfall for mapping areas susceptible to floods. ADTree and bag-ADTree models were used for flood susceptibility mapping. We used software of Sentinel application platform, Waikato Environment for Knowledge Analysis, ArcGIS, and Statistical Package for the Social Sciences for preprocessing, processing, and postprocessing of the data. We extracted 199 locations as flooded areas, which were tested using a global positioning system to ensure that flooded areas were detected correctly. Root mean square error, accuracy, and the area under the ROC curve were used to validate the models. Findings showed that root mean square error was 0.31 and 0.3 for ADTree and bag-ADTree techniques, respectively. More findings illustrated that accuracy was obtained as 86.61 for bag-ADTree model, while it was 85.44 for ADTree method. Based on AUC, success and prediction rates were 0.736 and 0.786 for bag-ADTree algorithm, in order, while these proportions were 0.714 and 0.784 for ADTree. This study can be a good source of information for crisis management in the study area. (shrink)

Numerous studies have examined the manner in which minority groups, including refugees, are depicted in the media discourse of the host countries or the dominant majority groups. The results of such studies indicate that media systematically discriminate these minority groups and deem them as a security, economic and hygiene threat to the majority groups. Through the use of Lakoff and Jonson’s conceptual metaphor theory, this study compares and contrasts the representation of Syrian refugees in the online media discourse of not (...) only host countries but also non-host countries, which, in this study, refers to nations that do not host Syrian refugees. The results show that statistical differences between the metaphors used by host and non-host countries only occur when using the metaphors that describe the entry of refugees and the burden they are inflicting on the host countries. This is clearly indicated by the p-values of the log-likelihood test. (shrink)

The Biliu River is the largest river in Dalian. The occurrence of floods and droughts in this basin has extremely important impacts on local industry, agriculture, and urban development. For a long time, the annual distribution of precipitation in the Biliu River Basin is extremely uneven, the river runoff varies greatly from year to year and season to year, floods and droughts occur frequently, and serious soil erosion results in fragile ecological environment and severe shortage of water resources. In this (...) paper, the spatial and temporal changes of rainfall and runoff in the Biliu River Basin are studied through the coupling of the MIKE 11 model and the MIKE SHE model. The hydrological changes in the Biliu River Basin are simulated. The coupled model is verified by monthly runoff data from 1996 to 2015, and the simulation values are found to be true. The values match well. Based on the cyclical pattern of precipitation and runoff in the Biliu River Basin, the rainfall and runoff data in the Biliu River Basin from 2016 to 2030 are derived. The MIKE SHE/MIKE 11 coupling model is used to predict the Biliu River from 2016 to 2030. The results show that flood disasters are expected to occur in August 2020, July 2025, and July 2030, which can provide a basis for hydrological management in the Biliu River Basin. (shrink)

Floods are one of the main natural disasters, which cause huge damage to property, infrastructure, and economic losses every year. There is a need to develop an approach that could instantly detect flooded extent. Satellite remote sensing has been useful in emergency responses; however, with significant weakness due to long revisit period and unavailability during rainy/cloudy weather conditions. In recent years, unmanned aerial vehicle systems have been widely used, especially in the fields of disaster monitoring and complex environments. This study (...) employs deep learning models to develop an automated detection of flooded buildings with UAV aerial images. The method was explored in a case study for the Kangshan levee of Poyang Lake. Experimental results show that the inundation for the focal buildings and vegetation can be detected from the images with 88% and 85% accuracy, respectively. And further, we can estimate the buildings’ inundation area according to the UAV images and flight parameters. The result of this study shows promising value of the accuracy and timely visualization of the spatial distribution of inundation at the object level for the end users from flood emergency response sector. Even as public health ethics was developing as a field, major incidents such as 9/11 and the SARS epidemic propelled discourse around public health emergency preparedness and response. Policy and practice shifted to a multidisciplinary approach, recognizing the broad range of potential threats to public health, including biological, physical, radiological, and chemical threats. This propelled the development of surveillance systems to detect incidents, laboratory capacities to rapidly test for potential threats, and therapeutic and social countermeasures to prepare for and respond (...) to a range of hazards. In bringing public health ethics and emergency preparedness together, Emergency Ethics: Public Health Preparedness and Response adds depth and complexity to both fields. Traditionally floods have been understood to be acts of God or nature, with localised impacts afflicting those who choose to live or to invest capital in lowland and coastal locations. This central idea of causation, located outside human agency, survives somewhat precariously today, but is reflected in the lack of any right to protection from flooding in England and Wales. However in 1930 new legislation institutionalised a social framing of the impact of floods as part of a wider national problem. (...) This related the interests of lowland agriculture and land drainage to the national economic and military interest. Modernising and expanding agricultural production was a political priority from the 1930s to the 1980s. The cost of preventing flooding and draining land was transferred from the affected landowners to the nation as a whole. River and coastal engineering was central to the new policy, and by the early 1970s much of the riverine and coastal environment was radically altered by flood defence structures and associated land drainage. As a result of food over-production and conflicts with conservation interests in the early 1980s, the emphasis has shifted from drainage to flood defence, while risk reduction and environmentalist values have also been promoted. The institutional arrangements from 1930 largely survive, however, and a new coherent social framing has failed to emerge. It is argued that for a risk-oriented framing to succeed, new assumptions about causation and a new ethical outlook are now needed. Emphasis on flood 'control' rather than 'defence', and a shift in priorities from economic benefits towards human rights and intrinsic value in nature are proposed as key elements in such a reframing. Despite the occasional upsurge of climate change scepticism amongst conservative politicians and journalists, there is a near-consensus amongst scientists that current levels of atmospheric greenhouse gas are sufficient to alter global weather patterns to possibly disastrous effect. Like the hole in the ozone layer as described by Bruno Latour, global warming is a ‘hybrid’ natural-social-discursive phenomenon. And science fiction seems to occupy a critical location within this nature/culture nexus. This paper takes as its subject matter what Daniel Bloom dubs ‘cli-fi’. (...) It seeks to describe how a genre defined in relation to science finds itself obliged to produce fictional responses to problems actually thrown up by contemporary scientific research. It argues against the view that ‘catastrophic’ SF is best understood as a variant of the kind of ‘apocalyptic’ fiction inspired by the Christian Book of Revelation, or Apokalypsis, on the grounds that this tends to downplay the historical novelty of SF as a genre defined primarily in relation to modern science and technology. And it examines the narrative strategies pursued in both print and audio-visual SF texts that deal with anthropogenic climate change. (shrink)

This paper outlines a brief ecological and industrial history of Sydney Harbour before evaluating the different design strategies for post-industrial landscape architecture. Four recent projects by Sydney based landscape architects are critiqued in relation to the traditions of the Sydney Landscape School. Each project seeks to celebrate the topographic drama of Sydney Harbor with distinctive and innovative design approaches. This new Sydney Landscape School adopts a more complex approach to landscape palimpsests then the Sydney School of the 1970s.

Decision-makers increasingly invoke equity to motivate, design, implement, and evaluate strategies for managing flood risks. But there is no objective definition of equity. This pluralistic setting calls for transparency about underlying values, but this practice is uncommon. Here, we review how equity is measured by surveying peer-reviewed publications that explicitly state an interest in equity in the context of flood-risk management. We develop a simple taxonomy for how transparent measurements can be defined. We map reviewed measurements to this (...) taxonomy. Finally, we offer guidance on how the pursuit of a clear and consistent quantitative evidence base about equity can become more widespread in flood-risk research and beyond. (shrink)

Solar radiation management (SRM), a form of climate engineering, would offset the effects of increased greenhouse gas concentrations by reducing the amount of sunlight absorbed by the Earth. To encourage support for SRM research, advocates argue that SRM may someday be needed to reduce the risks from climate change. This paper examines the implications of two moral constraints—the Doctrine of Doing and Allowing, and the Doctrine of Double Effect—on this argument for SRM and SRM research. The advance of the internet and social media has had a drastic impact on our epistemic environment. This paper will focus on two different risks epistemic agents face online: being exposed to fake news and epistemic flooding. While the first risk is widely known and has been extensively discussed in the philosophical literature, the notion of ‘epistemic flooding’ is a novel concept introduced in this paper. Epistemic flooding occurs when epistemic agents find themselves in epistemic environments in which they are (...) routinely confronted with more information and evidence than they can diligently process. Epistemic flooding is one of the most significant risks epistemic agents run while using social media and one of the reasons why the first risk (being exposed to fake news) is especially pernicious. It is particularly harmful if one ascribes to the Spinozan model of belief acquisition in which belief comes easy. Mitigating the combined threat of fake news and epistemic flooding requires us to think normatively about our epistemic environments and how to better them. This paper turns to the normative framework of epistemic environmentalism in order to accomplish this. (shrink)

Floods generate both risks and benefits. In Langhorne Creek, South Australia, a historically-embedded system of shared floodwater management exists among farmers, who rely on semi-regular flood inundations as part of the region’s hydrosocial terroir – a dynamic conjunction of water, landscape, social relations and agricultural practice. Unruly floods coexist with a heavily regulated and precisely measured system of modern water management for viticultural irrigation across the region. Since the mid-twentieth century, groundwater extraction and new pipeline schemes have linked Langhorne (...) Creek to the Murray Darling Basin water management system, which has displaced flooding as the primary source of irrigation water. The associated modernist shift towards the rationalization of water as a measurable resource has acted to sideline flood irrigation. Yet, floods maintain important viticultural, ecological and social roles in Langhorne Creek, adding to the flexibility and resilience of the region in response to water management challenges. The system involves technological and infrastructural components, such as flood gates and channels, but also relies upon the cooperation and coordination of community members. Local vignerons suggest that flood irrigation is environmentally as well as economically beneficial, rejuvenating riparian wetlands along watercourses. A more formal acknowledgement of the specific regional experiences of water management in a wine region like Langhorne Creek helps to fill a gap between emplaced and hydrosocial understandings of flood irrigation and broader assumptions about flooding as wasteful and inefficient. The number of events and artifacts described as sonification has increased considerably in recent years with some works making a bridge between the representation of data and artistic expression. Flood Tide which sonifies the flow of tidal water is such a work and has achieved a relatively high profile attracting good audiences for its 10 performances to date. It is not entirely obvious however what it is that attracts audiences and whether it is effective at representing the data being (...) sonified. This article investigates the predictors of coping willingness among citizens exposed to coastal flooding. We focus especially on how place identity, perceived self-efficacy, anxiety-state and coastal flooding risk perception shape both active and passive coping willingness. Data were obtained from different areas at risk of coastal flooding located in France. The sample is composed of 315 adult participants (mean age = 47; SD = 15). We observe a direct relation between risk perception and active coping willingness. The model did not (...) confirm our expectations that a higher perceived self-efficacy would increase active coping willingness. Concerning passive coping strategies, the model reflects our expectations that a higher anxiety-state increases passive coping willingness, and that place identity acts as a mediator and reinforce the relation between anxiety-state and passive coping willingness. To our knowledge this is an unprecedented model that suggests the importance of anxiety-state and place identity in the study of coastal risks. Moreover, it suggests that place identity is reinforced when the living place is threatened and encourages the willingness to use passive coping strategies. Model fit indices suggest the good fit of our model and Bayesian model comparison reveals a very strong evidence of the better fit of this model compared to its saturated and independent equivalents. Methods of analysis and decision-making that exist in the world of economics are implemented in the field of education. This reality was the basis for the authors’ research on the integration of technological systems for the advancement of students which was conducted as part of their desire to understand processes of change in learning systems.
