For decades a debate has played out in the literature about who bioethicists are, what they do, whether they can be considered professionals qua bioethicists, and, if so, what professional responsibilities they are called to uphold. Health care ethics consultants are bioethicists who work in health care settings. They have been seeking guidance documents that speak to their special relationships/duties toward those they serve. By approving a Code of Ethics and Professional Responsibilities for Health Care Ethics Consultants, the American (...) Society for Bioethics and Humanities (ASBH) has moved the professionalization debate forward in a significant way. This first code of ethics focuses on individuals who provide health care ethics consultation (HCEC) in clinical settings. The evolution of the code's development, implications for the field of HCEC and bioethics, and considerations for future directions are presented here. (shrink)

In the years following World War II, and increasingly during the 1960s and 1970s, professional scientific societies developed internal sub-committees to address the social implications of their scientific expertise. This article explores the early years of one such committee, the American Society of Human Genetics’ “Social Issues Committee,” founded in 1967. Although the committee’s name might suggest it was founded to increase the ASHG’s public and policy engagement, exploration of the committee’s early years reveals a (...) more complicated reality. Affronted by legislators’ recent unwillingness to seek the expert advice of human geneticists before adopting widespread neonatal screening programs for phenylketonuria, and feeling pressed to establish their relevance in an increasingly resource-scarce funding environment, committee members sought to increase the discipline’s expert authority. Painfully aware of controversy over abortion rights and haunted by the taint of the discipline’s eugenic past, however, the committee proceeded with great caution. Seeking to harness interest in and assert professional control over emerging techniques of genetic diagnosis, the committee strove to protect the society’s image by relegating ethical and policy questions about their use to the individual consciences of member scientists. It was not until 1973, after the committee’s modest success in organizing support for a retrospective public health study of PKU screening and following the legalization of abortion on demand, that the committee decided to take a more publicly engaged stance. This second installment from the author's book-length study of Ralph Wendell Burhoe's life and thought details the background of the establishing of the Institute on Religion in an Age of Science in 1955 and its intellectual rationale. A group of clergy from the Coming Great Church Conference and scientists who were members of the Committee on Science and Values of the American Academy of Arts and Sciences came together to form the new Institute on Star Island, off the (...) coast of Portsmouth, New Hampshire. From the beginning, with the guidance of Burhoe, the chief concern of these scientists and clergy was the need to regenerate a contemporary civilization that was on the brink of danger due to its inability to discipline its own burgeoning scientific and technological prowess. Revitalizing religion was deemed essential to this regeneration of society. Since religion is largely destabilized by science, the major task is to emphasize how contemporary scientific understandings support religious wisdom and accentuate its importance. This task is to be accomplished through a science-based theology which reformulates religious wisdom for a culture that accepts science as the most reliable form of knowledge. This rationale for IRAS also articulates the program to which Burhoe committed himself. (shrink)

At first glance, the first informed consent case to be decided by the High Court of Australia appears to be little more than a clear and simple description of the substantive law accepted in most American jurisdictions - although that is no small accomplishment in and of itself. In Rogers v. Whitaker, the highest court in Australia succinctly and persuasively rejected informed consent as a species of battery law, accepted it as a form, of ordinary professional negligence law, and (...) adopted the “American” patient-oriented standard for measuring the breach of a healthcare professional's duty to her or his patients. On second look, however, the opinion is an even more significant one because it reveals that the law of informed consent is now based on principles broad enough to create a duty on the part of healthcare providers to offer adequate health education to all of their patients. In Implicitly recognizing the physician's duty to educate her or his patients, the High Court's judgment is consistent with a view increasingly held In the medical and ethical communities that teaching patients about how to maintain their health is just as much a part of the doctor's function as diagnosing and treating disease. In its recent statement 'Sex Selection and Preimplantation Genetic Diagnosis', the Ethics Committee of the American Society of Reproductive Medicine concluded that preimplantation genetic diagnosis for sex selection for non-medical reasons should be discouraged because it poses a risk of unwarranted gender bias, social harm, and results in the diversion of medical resources from genuine medical need. We critically examine the arguments presented against sex selection using preimplantation genetic diagnosis. The introduction of digital technologies in collective actions seems to have transformed the dynamics of movement organizing and enabled divergent forms of protest organizing. While some studies emphasize “organizationless” organizing in which traditional organizational forms—social movements organizations and formal-bureaucratic structures—have been pushed into the margins, other studies showcase how traditional forms have assumed alternative features, for example, connective leadership and organizations with fluid boundaries. While existing research correctly points out the evolving organizing dynamics and forms in (...) digital activism, few studies have accounted for why digitally enabled protests take certain organizing forms over others among multiple modes of interaction between protesters and digital technologies. Using a case study of a protest campaign organized by Chinese American immigrants, this study illustrates why immigrant activists struggled to keep the campaign “organizationless” on WeChat, a China-based digital platform that afforded other forms of organizing over such an organizing mode. Building on the mechanism-based approach in social movement studies, the findings show that immigrant activists’ emotional–cognitive responses to the changing digital environments became the driving force behind the relational choices to maintain the protest “organizationless.” The study, therefore, may not only inform future studies to explore why certain structures of protest networks emerge and develop but also contribute to the mechanism-based approach by foregrounding emotional–cognitive mechanisms, which mediate environmental and relational mechanisms. Jane McAlevey makes a significant contribution in her critique of labor’s growing use of the corporate campaign to stem union decline. But in placing the blame for the strategy’s adoption on the excessive influence of Saul Alinsky’s organizing model, she misses a much more fundamental cause: the changed nature of capital.

This article looks at two strains of urban community organizing, distinguished by philosophy and often by gender, and influenced by the historical division of American society into public and private spheres. The authors compare the well-known Alinsky model, which focuses on communities organizing for power, and what they call the women-centered model, which focuses on organizing relationships to build community. These models are rooted in somewhat distinct traditions and vary along several dimensions, including conceptions of human (...) nature and conflict, power and politics, leadership, and the organizing process. The Committee on Common Problems of Genetics, Paleontology, and Systematics (United States National Research Council) marks part of a critical transition in American evolutionary studies. Launched in 1942 to facilitate cross-training between genetics and paleontology, the Committee was also designed to amplify paleontologist voices in modern studies of evolutionary processes. During coincidental absences of founders George Gaylord Simpson and Theodosius Dobzhansky, an opportunistic Ernst Mayr moved into the project's leadership. Mayr used the opportunity for programmatic reforms he (...) had been pursuing elsewhere for more than a decade. These are evident in the Bulletins he distributed under Committee auspices. In his brief tenure as Committee leader, Mayr gained his first substantial foothold within the coalescing community infrastructure of evolutionary studies. Carrying this momentum forward led Mayr directly into the project to launch the journal Evolution. The sociology of interdisciplinary activity provides useful tools for understanding the Committee's value in the broad sweep of change in evolutionary studies during the synthesis period. (shrink)

Drawing on a six-year national study, _Community Organizing for Stronger Schools_ offers a richly textured analysis of community organizing for school reform. The authors examine the role of organizing in building social and political capital and improving educational outcomes for students in some of the nation’s most challenged school districts. In cities across America, community organizations are taking up the cause of public school reform. Their efforts are radically transforming the role of young people, parents, and community (...) members in public education. As the results of their campaigns become more visible, community groups are igniting interest and gaining support among education reform advocates, policy makers, and private foundations. The authors delineate the strategic choices and organizational characteristics that foster successful initiatives and consider how community organizing can support increased civic engagement and sustained educational reform. In what way do the corporatist and authoritarian legacies that modelled some Latin American labor institutions influence the opportunities for and restrictions on organizing workers in a new context? To what extent did institutional designs, together with other economic and political factors, influence the characteristics that currently distinguish the union organizations in the countries of the region? Taking into consideration the existence of a broader debate about the consequences of globalization and political democratization for unions, the contribution of (...) historical institutionalism and previous research, in this Article I compare the institutional and organizational dynamics of unions in four countries with authoritarian legacies and corporatist traditions. The Article argues that in spite of these shared traditions, the differences in the institutional designs — which have scarcely been considered in the specialized literature — have historically imposed distinctive features on the associational power of workers and unions. These features not only persist to the present day, but also translate into dissimilar trajectories of the labor movement and opportunities for organizing workers in the last decade. (shrink)

Context The conduct of medical research led by Northern countries in developing countries raises ethical questions. The assessment of research protocols has to be twofold, with a first reading in the country of origin and a second one in the country where the research takes place. This reading should benefit from an independent local ethical review of protocols. Consequently, ethics committees for medical research are evolving in Africa. Objective To investigate the process of establishing ethics committees and their independence. Method (...) Descriptive study of 25 African countries and two North American countries. Data were recorded by questionnaire and interviews. Two visits of ethics committee meetings were conducted on the ground: over a period of 3 months in Kigali (Rwanda) and 2 months in Washington DC (USA). Results 22 countries participated in this study, 20 from Africa and two from North America. The response rate was 80%. 75% of local African committees developed into national ethics committees. During the last 5 years, these national committees have grown on a structural level. The circumstances of creation and the general context of underdevelopment remain the major challenges in Africa. Their independence could not be ensured without continuous training and efficient funding mechanisms. Institutional ethics committees are well established in USA and in Canada, whereas ethics committees in North America are weakened by the institutional affiliation of their members. Conclusion The process of establishing ethics committees could affect their functioning and compromise their independence in some African countries and in North America. (shrink)

The conference committee is one of the most important joint committees in het American Congress, appointed to reconcile differences between bills adopted in the two houses of Congress in different forms.Each house is authorized to call for a conference. Usually, only the most important bills are submitted to a conference committee, and minor bills wilt be adopted by concessions of one of the houses.Each house commits his conferees, and can give them instructions on how to vote. The number of conferees in each delegation is not necessarily equal, but each delegation votes as a unit and in the way determined by the majority in the delegation. The committee only is allowed to examine the matters in disagreement and cannot add any new provisions to the bills.When an agreement is reached a conference report is written and signed by the majority of the conferees in each delegation, after which it is sent back to the houses for approval.The bill as modified by the conference committee can be adopted or rejected, in which case a second conference can be asked for. No amendments are allowed. The conference committee, sometimes called the «Third House of Congress» not only has become a very powerful institution but also a necessary one. It is responsible for about one third of the legislation including the most important bills.lts necessity is confirmed by its two century-existence, and the fact that it has been copied in other federal states such as the Federal Republic of Germany and Switzerland. I find myself in a strange position writing a commentary to an article on ethics committees because in Germany, ethics committees in the American sense do not exist. What we call Ethikkommission are present in every German faculty of medicine and would be called institutional review boards in the United States; committees that review research projects of faculty members with respect to ethical standards. So i most consult my imagination rather than my experience about what really happens in Americal (...) ethics committees. There are only two things. I perhaps can fall back on to simultaneously inspire and bridle my imagination. I have been sitting for 5 years on the IRB of our faculty and have been giving ethics seminars and case discussions to students for more than 10 years. Ethics is an optional subject in Germany and attracts the more sensitive and thoughtful students. Perhaps the intellectual process generating itself in those groups in some ways similar to that occurring in ethics committees. As for the rest, I hope to profit from the so-called unprejudiced perspective of the foreigner. I agree with a great deal of Loewy's descriptions and even with suffering as a principle, but I have some doubt whether that occurring in ethics committees. This dissertation concerns justifications for how economic activity is organized. The dissertation considers the role of economic theory in the process of justification and assesses justifications for specific capitalist institutions. The three essays that comprise this dissertation pursue this inquiry by addressing questions respectively in the history of thought, distributive justice, and the ethics of work. ;To advance our general understanding about the development of nineteenth-century Irish political economy in the wake of the Great Irish Famine , the first essay (...) analyzes the Famine's impact on a previously unstudied, yet uniquely authoritative, element of the discipline: the questions given to candidates for the Whately Professorship of Political Economy at Trinity College, Dublin. The essay concludes, contrary to previous arguments, that the Famine did not fundamentally influence the discipline's development. Examining justifications for government responses to the Famine in light of this conclusion, the essay considers the role of economic theory in justifying how economic activity is organized. ;Challenging the position that people morally deserve their market earnings often relies on showing that there is little that people can be said to deserve or that market imperfections undermine desert claims. The second essay argues that even if people can generally be deserving and absent market imperfections, people cannot claim to deserve their earnings with respect to four common desert bases: social contribution, effort, compensation and promise of payment. A principle of fairness that requires fulfilling legitimate expectations might ground a moral claim to market earnings, but it is much weaker than moral desert in limiting income redistribution or in justifying use of the market. ;Given the nineteenth-century American labor movement's objection to the employment relationship on grounds that it was a form of servitude, the third essay assesses the extent to which a similar objection applies in contemporary society. The essay argues that despite changes in employment practices, from the standpoint of legitimate authority the employment relationship represents a form of servitude. Given ethical objections to voluntary servitude more generally, this analysis suggests the need for alternatives to the employment relationship, such as worker-owned cooperatives, in a just economy. The internal organization of Belgian governments is described. Several ministerial committees for the preparation of governmental decisions have been institutionalized. The ministers and state secretaries who are members are chosen according the functional competence, region or community association, and party or faction affiliation.A core cabinet for general policy, which is chaired by the prime minister, and in which are represented the most important members of each coalition partner, tends to take over the role of the council of ministers on crucial (...) matters as an instrument of collegial decision-making.This trend does not contribute to the consolidation of the prime minister's power.The existing ministerial committees, one for each community or region, developed into governments.The article deals also with the internal organization-charts and party distribution among members of subunits of the Belgian governments from 1972 to 1981.
