One of the core debates concerning equity in the response to the threat of anthropogenic climate change is how the responsibility to reduce greenhouse gas emissions should be allocated, or, correspondingly, how the right to emit greenhouse gases should be allocated. Two alternative approaches that have been widely promoted are, first, to assign obligations to the industrialized countries on the basis of both their ability to pay and their responsibility for the majority of prior emissions, or, second, to assign emissions (...) rights on a equal per capita basis. Both these proposals ignore intra-national distributional equity. Instead, we develop a policy framework we call 'Greenhouse Development Rights' which allocates obligations to pay for climate policies on the basis of an individually quantified metric of capacity and responsibility . Crucially, the GDRs framework looks at the distribution of income within countries and treats people of equal wealth similarly, whatever country they live in. Thus even poor countries have obligations proportional to the size and wealth of their middle and upper classes, defined relative to a 'development threshold'. While this method nominally identifies the 'right to development' as applying to people, not countries, as a proposal for a treaty among sovereign nations, there is no obvious way to give legal meaning to that right. In this paper, then, we raise some of the philosophical and political questions that arise in trying to quantify capacity and responsibility and to use the 'right to development' as a principle for allocating costs.*. Much of what we need to plan for our survival is already known, but what we know, how we know, and who knows is divided up between disciplines. Thus much of the problem of ensuring our survival is a matter of learning across the disciplines. We identify four modes through which we bring disciplinary knowledge together: the unity of science, integrated assessment, heuristic models, and distributed learning networks. This essay challenges a "meta-theory" in just war analysis that purports to bridge the divide between just war and pacifism. According to the meta-theory, just war and pacifism share a common presumption against killing that can be overridden only under conditions stipulated by the just war criteria. Proponents of this meta-theory purport that their interpretation leads to ecumenical consensus between "just warriors" and pacifists, and makes the just war theory more effective in reducing recourse to war. Engagement with the new (...) meta-theory reveals, however, that these purported advantages are illusory, made possible only by ignoring fundamental questions about the nature and function of political authority that are crucial to all moral reflection on the problem of war. In behavioral ecology some authors regard the innateness concept as irretrievably confused whilst others take it to refer to adaptations. In cognitive psychology, however, whether traits are 'innate' is regarded as a significant question and is often the subject of heated debate. Several philosophers have tried to define innateness with the intention of making sense of its use in cognitive psychology. In contrast, I argue that the concept is irretrievably confused. The vernacular innateness concept represents a key aspect of 'folkbiology', (...) namely, the explanatory strategy that psychologists and cognitive anthropologists have labeled 'folk essentialism'. Folk essentialism is inimical to Darwinism, and both Darwin and the founders of the modern synthesis struggled to overcome this way of thinking about living systems. Because the vernacular concept of innateness is part of folkbiology, attempts to define it more adequately are unlikely to succeed, making it preferable to introduce new, neutral terms for the various, related notions that are needed to understand cognitive development. A description of mental mechanisms that explain how emotions influence thought, from everyday decision making to scientific discovery and religious belief, and an analysis of when emotion can contribute to good reasoning.

It is unreasonable to assume that our pre-scientific emotion vocabulary embodies all and only those distinctions required for a scientific psychology of emotion. The psychoevolutionary approach to emotion yields an alternative classification of certain emotion phenomena. The new categories are based on a set of evolved adaptive responses, or affect-programs, which are found in all cultures. The triggering of these responses involves a modular system of stimulus appraisal, whose evoluations may conflict with those of higher-level cognitive processes. Whilst the structure (...) of the adaptive responses is innate, the contents of the system which triggers them are largely learnt. The circuits subserving the adaptive responses are probably located in the limbic system. This theory of emotion is directly applicable only to a small sub-domain of the traditional realm of emotion. It can be used, however, to explain the grouping of various other phenomena under the heading of emotion, and to explain various characteristic failings of the pre-scientific conception of emotion. For over twenty years, Paul Weithman has explored the thought of John Rawls to ask how liberalism can secure the principled allegiance of those people whom Rawls called 'citizens of faith'. This volume brings together ten of his major essays, which reflect on the task and political character of political philosophy, the ways in which liberalism does and does not privatize religion, the role of liberal legitimacy in Rawls's theory, and the requirements of public reason. The essays reveal Rawls (...) as a thinker deeply engaged with political and existential questions that trouble citizens of faith, and explore how - in firm opposition to political realism - he tries to show that the possibility of liberal democracy and the natural goodness of humanity are objects of reasonable faith. Focusing on the logistics of perception, this title introduces the author's understanding of 'picnolepsy' - the epileptic state of consciousness produced by speed, or rather, the consciousness invented by the subject through its very absence: the gaps, glitches, and speed bumps lacing through and defining it.

In just a few years, children achieve a stable state of linguistic competence, making them effectively adults with respect to: understanding novel sentences, discerning relations of paraphrase and entailment, acceptability judgments, etc. One familiar account of the language acquisition process treats it as an induction problem of the sort that arises in any domain where the knowledge achieved is logically underdetermined by experience. This view highlights the 'cues' that are available in the input to children, as well as children's skills (...) in extracting relevant information and forming generalizations on the basis of the data they receive. Nativists, on the other hand, content that language-learners project beyond their experience in ways that the input does not even suggest. Instead of viewing language acqusition as a special case of theory induction, nativists posit a Universal Grammar, with innately specified linguistic principles of grammar formation. The 'nature versus nurture' debate continues, as various "poverty of stimulus" arguments are challenged or supported by developments in linguistic theory and by findings from psycholinguistic investigations of child language. In light of some recent challenges to nativism, we rehearse old poverty-of stimulus arguments, and supplement them by drawing on more recent work in linguistic theory and studies of child language. Skills have an underlying intellectual structure (logos), and having a particular skill entails understanding the relevant logos. possessing a general ability to diagnose and solve problems (phronesis). as well as having appropriate experience. Two implications of accepting this thesis for moral epistemology and epistemology in general are considered. Thinking of virtues as skills yields a viable virtue epistemology in which moral knowledge is a species of a general kind (...) of knowledge that is not philosophically suspect. Also, the debate between internalists and externalists in epistemology is subversively resolved as moot by adopting this strategy: the locus of justification for a belief is in the nature of skill. Thus, the contingent fact that some skills allow Homo Sapiens an ‘internal access’. while others do not, is theoretically neutral when considering the nature of justification per se. (shrink)

The current state of knowledge in psychology, cognitive neuroscience and behavioral ecology allows a fairly robust characterization of at least some, so-called ?basic emotions? - short-lived emotional responses with homologues in other vertebrates. Philosophers, however are understandably more focused on the complex emotion episodes that figure in folk-psychological narratives about mental life, episodes such as the evolving jealousy and anger of a person in an unraveling sexual relationship. One of the most pressing issues for the philosophy of emotion is the (...) relationship between basic emotions and these complex emotion episodes. In this paper, I add to the list of existing, not necessarily incompatible, proposals concerning the relationship between basic emotions and complex emotions. I analyze the writings of ?transactional? psychologists of emotion, particularly those who see their work as a contribution to behavioral ecology, and offer a view of the basic emotion that focuses as much on their interpersonal functions as on their intrapersonal functions. Locating basic emotions and their evolutionary development in a context of processes of social interaction, I suggest, provides a way to integrate our knowledge of basic emotions into an understanding of the larger emotional episodes that have more obvious implications for philosophical disciplines such as moral psychology.
