У статті проведений ретроспективний аналіз операцій із видобування та використання газу (метану) вугільних родовищ на шахтах Донецької області. На основні дослідження основних показників вугледобувних підприємств щодо каптування та утилізації метану аргументована доцільність цих операцій як самостійних видів діяльності. Обґрунтовані економічні, екологічні та соціальні ефекти від видобування та використання газу (метану) вугільних родовищ на мікро- та макрорівні.

Throughout all the years of independence and the systemic transformation that Ukraine is currently in, the country's official policy on religious phenomenon has undergone significant positive changes compared to the previous period. It also affected the creation of certain conditions for the functioning of different religious organizations and the very nature of the religious factor in society. In our view, the process of revival and development in the new historical conditions of Islam in the context of the specific culture of (...) the Donetsk region is quite indicative and peculiar. The Philippines is one of the fast-growing economies in the South-East Asian and the Pacific region. This study considered eight factors: HEI PRC rate, crime rate, education, employment, health, poverty, income, and basic family amenities of the 17 regions of the country, all taken from the year 2012 databases of the Philippine Statistics Authority (PSA), the Philippine Institute for Development Studies (PIDS) and Open Data Philippines. Principal Component Analysis (PCA) generated the indices of the six factors and Cluster Analysis (...) (CA) to group regional similarities. Clustering revealed that ARMM and MIMAROPA Regions have clustered independently, in two individual clusters, while the rest of the 15 regions have clustered in two groups of five and 10. The study revealed that crime, poverty and health mortality rates have generally inverse relationships with HEI PRC percentage performance, employment, education, income and basic housing amenities. Introduction. The article deals with the problem of the functional status of regions in the system of economic federalism, which is associated with the high spatial heterogeneity of Russia, and explains the need to move from the model of economic fed- eralism, which combines the presence of universal institutions and institutional exceptions, to a model that takes into account the spatial diversity of ter- ritories. The purpose of the study is to substantiate the decrease in the heterogeneity of the economic (...) federalism space when moving on to a model based on macro territories - groups of regions with the same functional status. Methods. The author uses methods of a mono- graphic review, logical and statistical analysis in the context of applying a spatial approach in studying the relations of economic federalism, as well as the concept of “smart specialization” in relation to the regions of Russia to differentiate the relationship of the federal center with the territories within the same specialization. Scientific novelty of the study. The article is the first to present a methodology for determining the functional status of regions, which is the basis for the subsequent formation of a model of relations between the federal center and macro regions. Results. The author proposes methods for deter- mining the functional status of regions and calcu- lating indicators that characterize the relations of economic federalism. The first methodology, based on economic and territorial criteria, makes it possi- ble to attribute each region of Russia to a group of macro regions according to their functional status. The second method makes it possible to substanti- ate a greater asymmetry of indicators character- izing economic federalism in the country as a whole than in the context of macro territories. Conclusions. Regarding the higher stability of indicators characterizing economic federalism by groups of macro-territories than in the country as a whole, the need for a transition to a flexible model of economic federalism based on differentiated measures and specific tools to support regions in the context of their functional specializations is substantiated. Introduction. The relevance of the research topic is determined by the necessity to study financial phenomena and processes in order to understand the economic essence of public finance in the life of society. The strategic imperative for the formation of public finance is the development of an appropriate provision for its implementation, adequate to the complex and changeable circumstances of the territory development. The main purpose of the study is to identify the features of performing the functions of public finance (...) for regions with a specific mode of operating. Methods. When solving the tasks, the author uses general logical methods: analysis, synthesis, induction, deduction, analogy; empirical level methods: observation, description, measurement, modeling, as well as private and special methods of scientific research: comparative analysis, system approach, the Robinsonade model (Crusoe model). Scientific novelty of the research. The scientific novelty of the results lies in solving an important scientific problem - identifying the features of implementing the allocative function of public finance in the regions with a specific mode of operating (as exemplified by the Donetsk People’s Republic, where there is a special military and political situation, a mobilization type of economy, a transitional period due to the integration of the Republic into the system of the Russian Federation federal relations) in order to improve the system of public finance management in such regions. Results. The main results of the study consist in characterizing the process of implementing the allocation function of public finance, which makes it possible to determine the maximum effect of economic actions of the subjects in the current conditions, as well as to lay the foundations for analyzing the following distribution function of public finance. Conclusions. The author makes a conclusion that in the context of strengthening the role of public finance, not only in ensuring the economic development of the Donetsk People’s Republic, but also in the post-crisis recovery and stabilization of business activity, the implementation of the allocation function of public finance becomes important. The removal of water from mines was one of the key issues that former miners had to deal with. Roman colonists brought new technology to the Iberian Peninsula that addressed this problem. However, they did not invent this technology because it had already been applied to the growth of other endeavours in the Hellenistic society throughout the Eastern Mediterranean. In the mine, the Archimedes screw, waterwheels, bucket pulleys, and Ctesibius pumps were the primary drainage systems. In this essay, the (...) primary characteristics, and modes of operation of machines are examined. Without leaving out the most significant finds made in the southwest of the Iberian Peninsula, one of the regions with the longest history of mining exploitation. To serve as a foundation for future research in this field, this work compares the primary mining mechanisms in ancient Huelva on a qualitative and quantitative level by the implementation of a TOPSIS methodology, a multi-criteria decision analysis method. Michael Faraday’s laboratory experiments have dominated traditional histories of the electrical sciences in 1820s and 1830s Britain. However, as this article demonstrates, in the mining region of Cornwall, Robert Were Fox fashioned a very different approach to the study of electromagnetic phenomena. Here, it was the mine that provided the foremost site of scientific experimentation, with Fox employing these underground locations to measure the Earth’s heat and make claims over the existence of subterranean electrical currents. Yet securing philosophical claims (...) cultivated in mines proved challenging for Fox, with metropolitan audiences, including Faraday, loath to give credit to the results of these underground experiments. This article explores how Fox developed a way of modeling his mine experiments, using clay samples, to communicate knowledge from industrial Cornwall to urban centers of elite science. It argues that the mine was an epistemologically complex venue of scientific activity, at once seeming to provide a way of examining nature directly, without recourse to laboratory contrivance, while simultaneously being a place where knowledge claims were hard to verify without access to these physically challenging locations. In exploring Fox’s work, this study contributes to a growing literature of spatial investigation that takes the vertical as its unit of analysis. (shrink)

Despite government policy and initiatives for remote areas, indigenous people are amongst the most disadvantaged and do exhibit higher levels of unemployment in the Australian community. A number of commentators have suggested that better educational opportunities for this minority group will considerably improve their socio-economic status and employment opportunities. This myth is exposed in this article, which reports evidence from an educational–vocational programme for Yolngu who are the indigenous people of East Arnhem Land in the Northern Territory of Australia. The (...) Arnhem Learning Education and Regional Training programme is conducted, mainly at Nhunlunbuy, in partnership with Rio Tinto Alcan and the Charles Darwin University, with the primary objective of preparing indigenous people for mainstream sustainable jobs. The presented content suggests that while higher educational status is important, this sole strategy is unlikely to comprehensively address outstanding issues that are confronting indigenous people and their labour market concerns. The transformation in the structure of the world mining industry over the last decade has opened up enormous new regions for mineral exploration and development by transnational mining companies in countries in the South. This new access has inevitably brought mining companies into conflict with local communities. With the involvement of transnational advocacy networks and new global publics, these conflicts have prompted a growing transnational debate on the principles that ought to govern mining and community relationships. One effort to provide (...) guidance on this question comes from the World Bank's Operational Directive 4.30 on Involuntary Resettlement. This paper examines the regulatory impact of this policy upon relationships between mining companies and communities, as well as its "legitimation effect" in providing standards which, once met, can serve to certify a degree of responsible behaviour on the part of the company. The analysis of the effects of the directive is taken up in the form a case study involving a transnational mining company operating in the Andes of Peru and the local communities impacted by its land acquisition project. This paper is based upon a review of studies of mining companies, most of them being Canadian, in Chile, northern Canada, Tanzania, Guatemala, Ghana, Sierra Leone and the Democratic Republic of Congo. In spite of often well-meaning efforts, the wealth produced by most mining firms in developing areas largely benefits those immediately involved, sometimes neighbouring communities, and often those in the governing strata. Typically, mining takes place in enclaves and fosters enclave development rather than the kind of inclusive wealth development (...) favoured by the UN’s recently published Inclusive Wealth Report. One way mining operations can foster more inclusive wealth development is to adopt much broader approaches towards the construction of the various physical and social infrastructures required for their own operations. By collaborating with diverse regional, provincial and/or national agencies and businesses, these infrastructures—roads, water, electricity, health services, schools and security—may be developed to serve larger populations and areas beyond their immediate operating sites. Established mining firms can also foster more inclusive wealth development by establishing more formal, collaborative relationships with artisanal miners. (shrink)

Member States of the United Nations proposed Seventeen Sustainable Development Goals (SDGs) in 2015, emphasizing the well-being of people, planet, prosperity, peace, and partnership. Countries are expected to work diligently to achieve these goals by the year 2030. The paths chosen to achieve the SDGs depend on each country’s specific needs, challenges, and opportunities. This contribution conducts a bibliometric study of selected SDG research related to hunger and climate change among countries of the North Asia Pacific region. A review (...) of literature related to the seventeen SDGs is provided to update the current research in SDGs as a background for the regional bibliometric search. The academic published literature related to this work were collected and text mined to create a research database for trend analysis. In this research, the natural language model KeyBERT and a text mining algorithm for normalized term frequency were used to extract key terminologies for bibliometric analysis. The study provides an overview of the seventeen SDGs in the literature review and then focuses on SDG 2 (zero hunger) and SDG 13 (climate action) publication trends. These two SDGs are in close alignment with sustainable food systems and agricultural development. The conclusion indicates that greater cooperation (SDG 17) is critical to improving the quality of life within the region and in building an ethical framework that restricts external exploitation of resources that benefit newly developed economies over developing economies. Introduction. The fourth industrial revolution significantly changes the structure of economic relations and transforms the importance of factors in the development of territories. The purpose of the article is to identify the most significant factors in the regional development of the Ural macro region in the context of the fourth industrial revolution and to determine the directions of impacts to ensure the competitiveness and long-term growth of territories. Methods. The methodological basis of the study is based on a set (...) of scientific approaches to economic growth, concepts of regional and institutional economics. Research methods include regional, comparative and econometric factor analysis. Scientific novelty of the study. A method for identifying the significance of factors in the development of regions is proposed and the key factors for developing the subjects of the Ural macro region in the context of the fourth industrial revolution are established. The study contributes to the scientific debate on the meaning and management of institutional development factors. Results. The author presents the results of diagnosing the regulatory environment and geographic factors of the subjects of the Ural macro region. An econometric analysis of their impact on economic development has been carried out. The statistical significance for developing the volume of mining and the quality of the legal environment in the regions has been established. Informal institutions (the authors explain the phenomenon by weak differentiation of cultural characteristics and business practices of regions due to their historical connectivity) and transport and geographical location (due to a decrease in spatial influence and an increase in the role of digital technologies in production chains in Industry 4.0). Conclusions. In the Sverdlovsk and Chelyabinsk regions, it was possible to ensure higher values of GRP per capita due to a favorable regulatory environment. In general, in the Russian regions in the second decade of the 21st century, the raw material orientation remains (among the studied objects, the economies of the Orenburg region and Udmurtia are the most extractive). To ensure the country’s long-term development, it is necessary to create a favorable business climate: improving the legal environment in the areas outlined in the study, increasing the level of trust and reducing the level of corruption. This paper proposes a state-of-the-art methodology for the analysis of stakeholders and their role and performance related to SMEs in the mining industry in the Chilean region of Coquimbo. The relationships between the actors are studied and prioritized according to their support network position. An individual index for each actor based on their influence on solving problems is provided. The social network analysis was used to know the influence of the actors in the sector through the centrality measures. Furthermore, (...) a methodology to measure stakeholders’ influence based on the multicriteria method analytic network process approach is proposed. Both methods are used to identify the main stakeholders, study their relationships, and identify the most influential actors involved in executing strategies to boost the sector performance. The results show that the network remains cohesive thanks to certain actors, while the links between private actors must be strengthened; likewise, some public actors should assume a more proactive role in dealing with the problems of the sector. As Marie Forget (...) and Vincent Bos point out, an energy system based on renewables requires a transformation of energy "regulatory frameworks, technical and organizational structures, geographic forms and network practices" (1). More specifically, current energy transition models rely on the expansion of lithium production, accompanying systems of private property rights, and complex logistical and technical strategies. This article examines the interplay between lithium extraction, national development, and Anthropocene imaginaries in Chile's Atacama Desert, arguing that the green brand of extractivism that characterizes the industry relies on elaborate institutional arrangements aimed at expanding and protecting extractivist ontological and epistemological regimes in the politically contested region. Lithium is at the center of this economic and technological shift toward green economies.Global lithium demand is growing rapidly, with investment and production rates growing significantly in recent years (Narins) and catching the attention of states (e.g., China) and corporate tech giants (e.g., Tesla) that are already trying to secure greater shares of the global market. The light metal's popularity is largely due to its internal chemistry, which meets many of the technical and practical requirements associated with green energy transition. Lithium is light, conducive, and energy-dense, which in the context of batteries means faster recharge, lower costs, and charge-holding abilities that make lithium-ion batteries more efficient than a nickel-metal hybrid equivalent (Perotti and Coviello). Because of this, lithium is increasingly being considered as promising for human development and survival as its energy predecessors, inspiring labels such as "white gold," "white petroleum," "the new copper," "the 21st century's petroleum," or the "new gasoline" of sustainability (Acuña and Tironi; Lunde Seefeldt; Voskoboynik and Andreucci).But the industry is not without its downsides. The negative impacts of lithium extraction in Chile's Atacama Desert have been challenged by local communities for whom the metal does not exist as a discrete entity that can be easily extracted from its socioecological context. For many of these communities, lithium is more than a transition metal found in an appropriable and materially heterogenous underground brine: it is an ontologically contested, socioecological entity that sustains and participates in complex webs of life-supporting, place-based, and more-than-human relations. In this issue, the founder of the Donetsk regional branch of the Ukrainian Association of Religious Studies, theologian, candidate of historical sciences, senior researcher of the Department of Religious Studies of the GS Skovoroda Institute of Philosophy of the National Academy of Sciences of Ukraine, President of the Center for Religious Studies member of the Expert Council on Freedom of Conscience and Religious Organizations under the Ministry of Culture of Ukraine, member of the Strategic Council under the Minister of (...) Culture and Information Policy of Ukraine. I. Kozlovsky worked for more than 25 years in the Donetsk Regional State Administration as a chief specialist and head of the department for religions, in the early 1990s he established the College of Religious Studies at Donetsk Open University, which was later transformed into the Faculty of Philosophy and Religious Studies of the State University of Information. intelligence, and has done much to promote interfaith and interreligious dialogue and cooperation in the Donetsk region, whose religious map is very diverse. At the beginning of the Russian-Ukrainian war, I. Kozlovsky became one of the organizers of the interfaith prayer marathon "Prayer for Ukraine", which took place in Donetsk from early March to November 2014, which was attended by members of the Donetsk branch of the UAR. Until 2016, some members of the UAR, led by I. Kozlovsky, who still remained in the occupied territories, collected data on the state of religious freedom in Donetsk and the region. In 2016, I. Kozlovsky was imprisoned by a terrorist group of the so-called "Donetsk People's Republic" and was held captive for almost 2 years. (shrink)

The aim of appraisal theory in the psychology of emotion is to identify the features of the emotion-eliciting situation that lead to the production of one emotion rather than another². A model of emotional appraisal takes the form of a set of dimensions against which potentially emotion-eliciting situations are assessed. The dimensions of the emotion hyperspace might include, for example, whether the eliciting situation fulfills or frustrates the subject’s goals or whether an actor in the eliciting situation has violated a (...) norm. Richard Lazarus’s well-known model of emotional appraisal has six dimensions, and the regions of the resulting hyperspace that correspond to particular emotions are summarized by Lazarus as the ‘core relational themes’ of those emotions. Anger, for examples, is elicited by the core relational theme ‘a demeaning offence against me and mine’, sadness by ‘having experienced an irrevocable loss’ and guilt by ‘having transgressed a moral imperative’ (Lazarus, 1991). The social and demographic specifics of Donbas region are analyzed in the context of understanding of the factors and possible consequences of the East Ukraine conflict. The article reveals distinctive features of the demographic composition, processes of population natural movement in this region, specific of the social situation, the basic human development indicators in the Donetsk and Lugansk regions of Ukraine on the eve of the conflict, as well as some of its social and demographic consequences.

One of the main trends of modern society is a marked increase of the theoretical interest to the sphere of mythology and the theory of myth. And in light of globalization approaches explicitly focus on the impact study of the regional aspects of social phenomena. In this regard, in regional studies of mythology appear attempts seen the myth city's as a socially formalized knowledge about the city or region, a strong regulatory and mobilization element in society, which is capable (...) of forming a regional entity and identity. A problem is in that every city has the own myths and specific municipal culture. It can be one of reasons of conflicts at co-operation of townspeople of different regions because all of us are inclined to identify itself with a sub-group on the sign of place of inhabitation, line of business or the world view. Thus, at all cities have different myths and symbols. We are inclined to see our city as city of the chosen townspeople, while other cities and regions are inhabited by demons and monsters. The article suggests to consider the city like a self-valuable phenomenon. In the article, the social structure of mountain-plant serf population of fief and seasonal plants in the Southern Urals in the first half of the 19th century is studied. It is noted that due to the kind of their activity, all mountain-plant population was in this or that way connected with plant work; according to their social structure they were peasants, bought for the plants, or were the owners’ private serfs. It is shown that because of the variety of industrial (...) work at a plant, the serfs of the plant-owners were categorized and differed according to the working conditions and possibilities of their own management. The Southern Urals is noted to have become the arena of private mining industry activity as compared to other areas of the country. The fact predetermining the social composition of factory population. The sources of formation and growth of the group of factory peasants of the Southern Urals are shown. In the article, the social structure is analyzed and social groups of factory peasants are described for three different mining areas of the region. (shrink)

Robert Gordon’s trip to the Mogok ruby mines in northern Burma, as reported in his testament to the Royal Geographical Society in 1888, represents one of the most blatant uses of travel as empire building in the Mekong Region. While European explorers and adventurers had been travelling to and along the region for centuries, most had been intent on mapping, surveying and categorizing its contents for purposes of their own profit, in one way or another. He was strongly motivated by the desire to bring the ruby mines of Mogok into the reach of the British Empire through the building of a railway and the necessary infrastructure to pacify the countryside and its people, thereby enabling the enclosure of another type of commons. In The State of Southern Illinois: An Illustrated History, Herbert K. Russell offers fresh interpretations of a number of important aspects of Southern Illinois history. Focusing on the area known as “Egypt,” the region south of U.S. Route 50 from Salem south to Cairo, he begins his book with the earliest geologic formations and follows Southern Illinois’s history into the twenty-first century. The volume is richly illustrated with maps and photographs, mostly in color, that highlight the informative and straightforward (...) text. Perhaps most notable is the author’s use of dozens of heretofore neglected sources to dispel the myth that Southern Illinois is merely an extension of Dixie. He corrects the popular impressions that slavery was introduced by early settlers from the South and that a majority of Southern Illinoisans wished to secede. Furthermore, he presents the first in-depth discussion of twelve pre–Civil War, free black communities located in the region. He also identifies the roles coal mining, labor violence, gangsters, and the media played in establishing the area’s image. Dispersal of biota by humans is a hallmark of civilization, but the results are often unforeseen and sometimes costly. Like kudzu vine in the American South, some examples become the stuff of regional folklore. In recent decades, "invasion biology," conservation-motivated scientists and their allies have focused largely on the most negative outcomes and often promoted the perception that introduced species are monsters. However, cases of monstering by scientists preceded the rise of popular environmentalism. The story of tamarisk (Tamarix spp.), flowering (...) trees and shrubs imported to New England sometime before 1818, provides an example of scientific "monstering" and shows how slaying the monster, rather than allaying its impacts, became a goal in itself. Tamarisks' drought and salt tolerance suggested usefulness for both coastal and inland erosion control, and politicians as well as academic and agency scientists promoted planting them in the southern Great Plains and Southwest. But when erosion control efforts in Arizona, New Mexico and Texas became entangled with water shortages, economic development during the Depression and copper mining for national defense during World War Two, federal hydrologists moved quickly to recast tamarisks as water-wasting foreign monsters. Demonstrating significant water salvage was difficult and became subsidiary to focusing on ways to eradicate the plants, and a federal interagency effort devoted specifically to the latter purpose was organized and continued until it, in turn, conflicted with regional environmental concerns in the late 1960s. Análisis de un corpus de textos míticos relatados por exmineros de la zona del carbón de la Región del Biobío (Chile). En primer lugar se observa en los textos seleccionados (casos y leyendas) la memoria sensorial como proceso de actualización psicológica cognitiva y semiótica. En segundo lugar se analizan los discursos míticos desde dos perspectivas: la teoría semiótica de los signos naturales de Umberto Eco y la semiosis de Charles Morris. Finalmente, el trabajo aporta diferencias estructurales entre estas dos superestructuras (...) discursivas orales utilizadas por los informantes: el caso y la leyenda. This article is related to the field of oral literature. It is focused on a theoretical and analytical approach in the corpus of mythical texts narrated by former miners from the Coal District of the Bío-Bío Region (Chile). Firstly, sensory memory is found in the texts as a process of updating (cognitive and semiotic psychology). Secondly, the mythical discourses are analyzed from two perspectives: the semiotics theory of natural signs of Umberto Eco and the semiosis of Charles Morris. Finally, this work shows structural differences between these two superstructures used by the informant miners: the case and the legend. (shrink)

The article deals with the official position of the Soviet government in the national policy during 1943-1982 years, analyzes the situation in the linguistic environment in Donetsk region, and identifies the main channels of policy in the language environment, particularly through the school system as a major mechanism in the process. We can conclude that from the beginning of tenure as First Secretary of the Communist Party of Khrushchev and the end of Brezhnev`s era more than half of (...) schools were Russian. This trend was observed among the students also. Difference proportion of pupils who have studied Russian and Ukrainian languages in nearly two decades has changed in favor of the Russian language when in 1959/60 year Russian was taught almost 3.5 times more than Ukrainian , while in 1978/79 year there were 12.8 times more. This shows that in the 1943-1982 period the Soviet government consistently carried out the process of creating a single Soviet people in the territory of the USSR by the Russification of education. Visibly voluntary choice of language of study at the command-administrative methods of the country management made even better results behind the screen democracy. Since such a large state like the Soviet Union sought to unify the system of inter-republic communication through the introduction of Russian language in the process the Russification of Ukrainian SSR carried out more rapidly than in other Soviet republics, and had its own special features. The goal of mapping psychological functions to brain structures has a venerable history. With the advent of neuroimaging techniques, this elusive goal regained vigor and became the main purpose of cognitive neuroscience. Unfortunately, as the field continues to develop, the ideal of finding one-to-one mappings from psychological functions to brain areas looks increasingly unrealistic. In the past few years, however, many cognitive neuroscientists have advocated for mining large sets of neuroimaging data in order to find the elusive one-to-one mapping. One (...) recent strategy, proposed by Genon and colleagues (2018), constitutes one of the most concrete proposals for discovering the mappings from brain regions to cognitive functions by using big-data repositories of neuroimaging results. In this paper we offer several challenges for their proposal and argue that big-data approaches to finding one-to-one mappings between brain regions and cognitive functions suffer from significant difficulties of their own. In a prior issue of Developing World Bioethics, Cheryl Macpherson and Ruth Macklin critically engaged with an article of mine, where I articulated a moral theory grounded on indigenous values salient in the sub-Saharan region, and then applied it to four major issues in bioethics, comparing and contrasting its implications with those of the dominant Western moral theories, utilitarianism and Kantianism. In response to my essay, Macpherson and Macklin have posed questions about: whether philosophical justifications are something with which (...) bioethicists ought to be concerned; why something counts as ‘African’; how medicine is a moral enterprise; whether an individual right to informed consent is consistent with sub-Saharan values; and when thought experiments help to establish firm conclusions about moral status. These are important issues for the field, and I use this reply to take discussion of them a step or two farther, defending my initial article from Macpherson's and Macklin's critical questions and objections. Lead (Pb) contamination of the environment is an important human health problem. Children are vulnerable to Pb toxicity; it causes damage to the central nervous system and, in some extreme cases, can cause death. Lead is widespread, especially in the urban environment, and is present in the atmosphere, soil, water and food. Pb tends to accumulate in surface soil because of its low solubility, mobility, and relative freedom from microbial degradation of this element in the soil. Lead is present in (...) soil as a result to weathering and other pedogenic processes acting on the soil parent material; or from pollution arising caused by the anthropogenic activities; such as mining, smelting and waste disposal; or through the adoption of the unsafe and unethical agricultural practices such as using of sewage sludge, and waste water in production of vegetable crops or cultivation of vegetables near highways and industry regions. Lead concentrations are generally higher in the leafy vegetables than the other vegetables. Factors affecting lead uptake included its concentration in the soil, soil pH, soil type, organic matter content, plant species, and unsafe agriculture practices. Generally, as Pb concentration increased; dry matter yields of roots, stems and leaves as well as total yield decreased. The mechanism of growth inhibition by lead involve: a decrease in number of dividing cells, a reduction on chlorophyll synthesis, induced water stress to plants, and decreased NO 3 - uptake, reduced nitrate and nitrite reductase activity, a direct effect of lead on protein synthesis, a decrease on the uptake and concentration of nutrients in plants. The strategies to minimize Pb hazard can be represented in: (a) Phytoremediation, through natural plants are able to bio-accumulate Pb in their above–ground parts, which are then harvested for removal such as, using Indian Mustard (Brassica juncea), Ragweed (Ambrosia artemisiifolia), Hemp Dogbane (Apocynum cannabium), or Poplar trees, which sequester lead in its biomass. (b) Good and ethical agricultural practices such as cultivation of vegetables crops as far from busy streets or highways and industry regions as well as nonuse of sewage sludge and waste water in cultivated soils. (c) Increasing the absorptive capacity of the soil by adding organic matter and humic acid. (d) Growing vegetable crops and cultivars with a low potential to accumulate lead, especially in soils exposed to atmospheric pollution. (e) Washing of leafy vegetables by water containing 1 % vinegar or peeling roots, tubers, and some fruits of vegetables before consumption may be an important factor in reducing the lead concentration. Introduction Ben Segal What interests me is instigated language, language dishabituated from its ordinary doings, language startled by itself. I don't know where that sort of interest locates me, or leaves me, but a lot of the books I see in the stores (...) seem to lack language entirely. Gary Lutz (2006). This issue of continent.'s fiction section features a reprint of “This Is Nice of You” from the first edition of Gary Lutz's collection I Looked Alive . That book was originally released by Four Walls Eight Windows in 2003 and has since been reissued in 2010 by The Brooklyn Rail/Black Square Editions. Calamari Press has also reissued Lutz's Stories in the Worst Way (originally published by Knopf, largely forgotten and dismissed, and then re-issued by the too-short-lived 3rd Bed). “This Is Nice of You” was edited for the re-issue of I Looked Alive and, as the original book is out of print, the earlier version of the story has been hard to come by for some time. This initial version is a bit longer than the new version—Lutz is a master of tightening down his texts to their most linguistically intensified cores—but it is in no way sloppy. It is a great privilege for continent. to be able to make available rare texts of (first) aesthetic and (second) scholarly value. For those readers unfamiliar with Gary Lutz, I believe this story will serve as a worthy introduction. Like Raymond Carver, Diane Williams, Christine Schutt, and so many other important twentieth century and contemporary short story writers, Lutz studied with and was edited by Gordon Lish. This connection is apparent in his attention to sound and the sentence as compositional unit, but Lutz's is a unique voice. “This Is Nice of You” bears Lutz's trademark torqued and turning syntax, his sexed-but-nameless characters, his rendering of the human body and its emissions as utterly discomfiting. Lutz's preoccupations with the mundane raise ordinariness, via startling language and observation, to grandiosity and grotesquery. In the fall of 2008, Lutz delivered a lecture entitled “The Sentence is a Lonely Place” to writing students at Columbia University. The lecture was later printed in The Believer (and is linked below). In it, he spoke about the importance of the sentence as a compositional unit, as even the distinguishing formal characteristic of prose. Specifically, Lutz explained that, from Lish, he had developed a "poetics of the sentence." Accordingly, Lutz constructs his stories at the level of the sentence, paying extreme attention to the material of words- their letters and their sounds- and the way they abut one another and interact on this material level even before they are employed in the service of traditional aims of fiction like meaning or story. Lutz often uses a(n almost constraint-related) technique called consecution. Letters or sounds from one word are carried forward into the following, producing drama and movement in the language itself at a level entirely apart from that of plot. For example, you can see how the 't's in the first sentence of “This Is Nice of You” repeat fast and hard through met and then soften into the 'th's of brothers and they. This close attention to the specific material and characteristic conditions of prose means that Gary Lutz's work always involves both a happening in language and of language. “This Is Nice of You” has a richness and depth that is hidden not in symbolism or obscure reference but on the surface of the page, in the language of every sentence. THIS IS NICE OF YOU [156] [1] I was a man dropping already well through my forties, filthy with myself, when, taking a turn at the toilets one afternoon, I met two brothers-they said they were brothers-who swore they had a sister, a schoolteacher, an officer of instruction at the county college, a whirlwind midlife turmoil of everything already put to ruin, who had gone off from a new marriage in an old car, an upkept and ennobling sedan, but had returned now to the apartment and [157] was living there alone with the little runoff there was from the marriage-some outcurved appliances, apparently, and low-posted furniture promoting its own mystery but becoming figurable in certain concentrations of TV light-and, above all, a telephone (on a pedestal, they insisted), the handpiece of which she gripped in lieu of exercise, or in fury, and I thus let out my little, reliable cry that I was in fact a student of the telephone, that it was a debasing apparatus in the main, with its meager economy of bells and tones, and the intimacy of the mouthpiece that sent your breath, tiny aftervapors of it, back toward your lips, so that regardless of the party accepting the outgoing products of your voice, you were, at most, in a further, rivaling exchange with yourself alone, and this is what must have brought the two of them around, the men who proclaimed brotherhood with the woman, because they offered me her phone number, put it at my disposal on a piece of paper one of them had already committed it to, a tearing from a menu, and the looks the men were now giving me had deletions in them, already, of my exact, beanpole shape and size. So off I went to a pay phone, the nearest canopied one I could find. The woman answered after the second ring and said she needed a lift right that very moment into the little, unlevel city close by. She was idling in the doorway of the building when I pulled up in front, and I helped her into the car, then got back in myself. I had always had a way of not having to look at people that nonetheless brought them to me in full, and so I still am certain of the susceptive and impressible comp-[158]lexion, the shimmer on the mouth, a lipstick of low brilliance, a difficulty around the eyes, the hair short and rayed out exclamation ally, skin bagged up over the elbow bone, conflict even in how her arms stayed at her sides—in sum, a spinal loveliness for me, an off-blonde quantity with shadowed, thumbworn hollows that put me out of as much as I might have ever known of women before. I set the two of us into the narrow traffic, and I remember telling her, by way of explaining the little burden which I had shifted, by now, from the shelf of the dashboard and onto my lap, that when you lived in filth, as I then did, a daily newspaper came to count for a lot, although instead of the thick-supplemented local paper I bought a trimmer one from a backlying town—not, of course, for any affluences of native data it carried, but as an article of house ware: a rough immaculacy in four lank sections, a set of fresh, hygienic surfaces to come between the table, say, and whatever I had going for me at the table, if the table was where I was going forward—because what else so cheap comes so clean and far-spreading? The woman told me that her own trouble with paper was that through a modest hole, no larger than a quarter, that had been drilled a foot or so above the floor (the standard height, she had reasoned, of legitimate electrical outlets), and by means of which her faculty office had at last gained communication with the roomier but unoccupied office next door, more and more often shot a single sheet of paper, plain copier paper she had rolled just barely into a tube, [159] so that after landing on the floor of the neighboring office the paper would preserve little if any of the curl, and there would be nothing written or typed on it, of course, and it was always a blank sheet that had been ageing on her desk for some time and had already been moved around, or advanced, from station to station on the desktop, coming into further creaselets and crimps and other infirmities—paper, in short, still too bare and unfraught to be thrown responsibly and forgettably away, and yet too seasoned and beset with irritations of the surface (a molelike blemish, say, or what looked like a tiny hair, an eyelash, sunk into it, or frecklings, or notational pressings of a fingernail), too wrought, in sum, for the paper to be appointed to any secure curricular purpose. Her office, she claimed, was in fact full of such paper, much-handled and singularized sheets of it by the loose, functionless hundred. I had to get it across to the woman that I myself no longer had an office, or any other place to divide me reliably from everybody else, and that for much of the daylight I thus appeared to be among people because I kept putting myself where people came together into even closer-fitting assortments, the viewing areas and showrooms and rotundas and such: I took in the lean-to look of the women, the tongues coming and going in what the men kept thinking of to say—whole families of low knees for me to bark my shins against during the crowded and involving way out. At home afterward, in the one room where my life was packed down, I would keep my nose stuck in the safehold of the phone [160] book, where the names of people suffered reduction to mere episodes of the alphabet and underwent humbling declensions down every column (Lail, Lain, Laine, Lainerd), and he names of streets, of the towns and townships, got docked in crude, heedless abbreviations (the vowels almost always the first to get poked out), and I would run my eyes over the telephone numbers themselves, each sequence of digits another fallible run of the infinite. I thus corrected my feelings for people and assembled myself emotionally into whatever else I had at hand—the obligating arms of the clothes hangers, usually, or the keen-angled understructure, the guardian legginess, of the ironing board. The woman said that in her case, though, it was more a matter of making slow circuits of the classroom where she had to put across the Emporial Sciences, retail theory and methods, to heat-giving and suggestive young women, some of them world cruelties already. There was the cooing of empty stomachs in the hour just before lunch, and the braying and fizzle of loaded stomachs in the low hours of the afternoon. She would recite her notes in a voice barely loyal to anyone octave, a tiny alluvium of slaver hardening at the corners of her mouth on the days she gave the glassy lozenges a slow, warming suck, and she would take lowering notice of how whatever she said succumbed at once to freak spellings and razzing paraphrase in the big, dividered notebooks; and because in midafternoon light the world looked as thorough, as filled in, as it was ever going to get, a better way to set about ruining her eyes was to review how hair had [161] established itself on the arms of the young women, because almost every arm had brought across itself a welcome and diversifying shadow. On one girl it would be a fine, driftless haze afloat above the white of the arm, never seeming to touch down on the skin itself. (An atmosphere, at most, of chestnut brown.) On another, it was as if copper wire, the narrowmost lengthlets of it, had been stuck into the fleshy batter of the thick, freckled forearms. On a third: a field of it–wheat-colored, thin-spun. On a fourth; a differencing, darkish updrift that shaded off as it approached the inner bend of the elbow, then re-emerged at the base of the upper arm as whiskery fringe. On others it was a brassy or rust-colored frizz, or it was as coarse as cornsilk, or it looked fussed on, as if the arm had been slowly stroked with charcoal. But here the woman broke off, or I may well have made an interruption of my own—I think I must have asked whether she was hungry, and she said if I was, and so on one of the lesser streets I parked the car and led her down into a belowstairs eating house I still remembered. Sandwiches were presently lowered in front of us. I watched her remove the festooned toothpick from hers and then play her fingers over the toasted planes before she took a fond first bite. "This is nice of you," she said. I must have looked at her in the way I then had of getting people to speak so they would not seem to be dwelling any longer on my features, because if on the well-set face the mouth and eyes are said to seem frozen in elegant orbit about the til) of the nose, then mine was a face that behold-[162]ers, regarders, could not help trying to round off with greater success, to goad the particulars of it back into the arcs they had wandered away from—the mouth, for instance, having been pursed and pinched suchwise that it seemed resident more on one side of the face than the other—and there were other signs of original strife to be busied with (slapdash eyebrows unbunched, it appeared, from reserves of hair elsewhere on my person; a showing of adult acne, a shrivelly little relevance of it, confined to the declivity of my nose); and so to be polite, the woman thus sank her gaze into her sandwich, and told me, in a voice lowered accordingly, that, one late-childhood summer, she had devoted herself to collecting postage stamps: it was a tongue-involving sideline to early-arriving puberty, and she liked having to lick the pale, gummed hinges instead of the sticky backs of the stamps themselves before entering everything into the hosting album; and once, during some foul weather between her and a brother (the older, thrown-over one, who had already made a habit of fooling the underside of his arm across the top of hers and calling her "pussified"), she reached for the shoe box in which she had let duplicate stamps accumulate—Spanish ones, mostly, of a fading orange—and sent the box slooshing through the lower air so that the stamps showered onto the brother's bare legs with a full, delicate harm. The woman was now touching up the surface of her iced tea with tiny activities, initiatives, of the longspun spoon. I myself was good at getting my touch onto things, although in a way that seemed to mix up the motive atoms inside [163] them, but I was satisfied that for the moment my sandwich, the unbitten-at half of it, was displayable and fit and local to my plate. The woman went on to say that, as a child, she had been bundled off, many an afternoon, to the slope-ceilinged quarters of a bachelor uncle who, when speaking of anybody not immediately present, could not bring himself to use the person's name but instead would say "an acquaintance of mine in ..." and then mention the name of some lapsed homeland, or little-loved rural orchestra, or backset building about to come down; and it was never a riddle, this device of his (not once could the girl have been expected to identify any of the subjects), and no matter how often and aloud he insisted that particularizing persons any further—bringing even a first name down upon anyone of them—would have been indecent, he claimed, much like doing things to people while they slept, the girl accepted all of the uncle's prim and extravagant evasion for what he surely must have intended it to be: a neat, protective trick to space the world out a little further in her favor, to scatter the population so that wherever her hand might at last come down, it would have to be on herself alone. And here I could sense that the woman wanted from my mouth an account of as much as I myself might have ever managed of attachment, so I told her I had once owned a house (a rising, really, of much-fingered, handwrought architecture that amounted to a little family of rooms above garages: a boxlike building with a rattly thorax of downspouts [164] and drainpipes and an unfolded but full-toned fire escape), and I had had for a time a boarder, a student, a high-colored, loose-packed representative of declining girlhood, hung with necklaces and barrettes, a girl of precise but shifting leanings and inclinations; and the afternoon she had come round to ask after the room, I stood in the entranceway, handshaken and asweat, and from what would later be my memory of the girl, I made off with, first, how every pore of her nose seemed to be sheltering within itself a tiny dark seedlet, a grain of something immediately, enormously valuable. And an almost lipless mouth (just a slit, practically), the teeth inside looking wet, watered-it was my life's chore, at that instant, to keep from sending the back of my thumb blotterlike across the line of them (I was later to learn she drank everything cold and through the narrowest of straws). And her hair: it was tea-colored hair she had, long and reachful, an unstopped downcome of it. Tall for a girl, but she managed to stay out of much of her height and put herself across as somebody backward, or behind. I must have told the girl, as best I could, that I of course had a wife, a full-faced, imperishable partner, though for the moment she was gone otherwhere in the marriage, and here the woman, my present companion, my tablemate, whose feet were now parked, in parallel, on the grade of my upper leg, interrupted to say that her husband, too, had been such a liar, and what could I bring up by way of reply other than that a lie is a truth struck through with other, further truth, or that a lie is the present multiplied by the past or that a lie [165] is an outcry of borrowed hope? The woman gave me an allowed look of disgust, her eyes lowered but still popular with me, and on I went with what had now become the girl of my story. For there had been a great, gainful carpet in the room I put the girl into, a matty expanse of coarse, grabby piles, an engrossing affair that took things into itself and held them tight, misered them, and I of course insisted that the girl not bother herself with its upkeep, that I enjoyed weekly access to a prestigious, upstanding vacuum cleaner; but no sooner was the girl out of the house each morning than I would withdraw from my room, where time was unportionable, and loose myself into the ticktock impertinence of the girl's room and get down on my knees, and, going after the carpet first with my fingers, then with a forceps, and finally by unspooling lengths of clear package-sealing tape and pressing them against the tufts in neat rectangles to catch what I might have missed, I brought vast tracts of the carpet to depletion, recovering not simply the girlinesses, the girleries, one would expect (buttons, straight pins, downed jewelry), but flirtier personalia in the form, say, of a stray confetto brought into the world when a page had been wrung with out caution from a spiral-bound notebook, or some pleated paper shells of the chocolates she required, or one of the bargain antihistamines she took to get her naps going, or a trash-bag tie ragged enough to show the kinked line of the wire within (this I would get wound around my finger), or a cough drop enwrapped like a bonbon (I would undo the [166] wings of the wrapper and have to decide whether to suck the drop all down or begin chewing it midway)—I became the following, the public, that these things, these off-faIlings, had come to have; but mostly there was hair, afloat above the uppermost pushings of the fabric of the carpet an almost continuous haziness of loose hairs of all lengths and sources, and I would have to set them out on a fresh sheet of paper and assort them according to the regions of the body they had taken their departure from, and in no time I had nest-like filiations of broken filaments and smaller involvements of the hairs that made me think of hooks, of barbs, of treble clefs, and each pile required a separate envelope, to be filed in a separate shoe box for every sector of the body until, I hoped, the boxes themselves would no longer be enough and I would have raised something semblable, brought up something equal in volume to the comprehensive girl herself. And her wastebasket! For every bit of rubbish, every dreariment she tossed into the thing, I would, in secret, deposit a reciprocal discard of my own, matching a spotted, confessory tissue of hers with a lurid throwaway after my own heart–the cardboard substructions of a fresh parcel of underwear, maybe, or tearings from pantyhose I now and again pressed against a span of my forearm to work onto it the complications of female shading I otherwise made do, choosily, without. I thus built the two of us up together in her trash! One afternoon-it was another of those lifeful, unsam-[167]pled days on which the world humors us each a little differently to keep us nicely on our last legs—I discovered in the wastebasket an inch-deep textbook of hers, a paperback with a celery-colored cover that had come partly unglued, and this dilapidation I paired off, naturally, with a name-your baby guide to whose pages, during my recurrent turnings of them, in bed or at table, I had contributed dried produces of my person, a chemical splendor entirely mine. This coupling sent a sudden spigoty thrill from me that forced an unbuckling and an unzipping and a cleanup with a handkerchief I then ventured responsively into the wastebasket as well. It was in the bathroom afterward that I found a suds-clouded puddle on the unlevel floor of the tub, a little undrained remainder, rimmed with offscum, of the girl's prolonged early-morning soak, and this was as much as I needed to get on my hands; I pressed them flat against the wet porcelain, then flapped them around in the air, and that was when I noticed it—in the amphitheater of the toilet bowl, an orange-yellow tint, or value, to the waters. When the girl arrived home that evening, I told her, of course, that I had discovered fresh, unforeseen trouble within the tank of thelet (a misalignment of the trip lever, a waywardness of the float ball, a ulation of the lift wires, kinks and defects, really, throughout the entire system) and that in fine it was an apparatus now operable only by means of advanced and strenuous equilibrial manipulations that it would be unseemly, inhospitable, of me to pre-[168]sume to burd to burden her with–so that from here on out, following any leak or evacuation she need merely lower the lid and then, before quitting the room, ring the handbell that had been placed on the would seeeverythinghing else. But the bell never rang, not even once, and from my window the next morning I watched the girl carry from the house a little plastic bag distended balloonishly, much like those bags you will remember having seen in the hands of children bearing homeward their solitary carnival-prize goldfish. In fact, I never ran across the likes of the girl again. The man who came to collect her things-not the father, apparently, but an advocate, an upholder-l found to be dull-eared and lax in his speech, and the better part of his face seemed to have already begun making tiny, rotational departures from whatever it was that the eyes, themselves impressively mobile, were just that moment having to take in. (Was there a lamp in the house that was not that night slopping its wattage over everything?) I guess I was waiting for the man to take a laggard, last-minute interest in me, and by now I was pushing everything out into the paired first person–it was, I said, “Our night shot,” and I began including the two of us in whatever it might be doing out, the expected sprinkles and such—but he was no friendship buff, and he paid no heed to my telling him that the only dress of hers I'd ever twidged myself into even part of the way had been the simplest of them all, a large-buttoned wonder of depthless blue, and then only on the principle that one naturally fits whatever one has into whatever somebody else [169] had first, or how else would the world keep getting any taller with people? The man just went about the removal of the girl's things without having to be reminded too noticeably, I guess, of how every dick hangs by a thread. During the past 40 years of the Latin American Council for Peace Research (CLAIP) regional conditions have worsened. Environmental justice was crucial in the recent peace process in Colombia, but also (...) in other countries, where indigenous people are losing their livelihood and identity. Since the end of the cold war, capitalism aggravated the life conditions of poor people. The neoliberal dismantling of the State reduced their rights and wellbeing in favour of enterprises. A decision tree is one of the machine learning techniques and also one of the major knowledge representations of data mining results.This is because it is easy to understand its meaning for human analysts.Even ID3, the representative algorithm, is known to exhibit remarkable performance deterioration under certain circumstances, particularly due to strong correlation between attributes representing the class of examples. One of the approaches to get more preferable decision trees is pre-processing the training data to extend its description, such as (...) attributes generation and attribute selection. There is also the idea of decision trees with a region rule. In this paper, we consider two approaches, i.e., decision trees with a region rule allowing multiple attributes, and a pre-processing method of a region rule to enabling any suitable number of attributes to correspond to branch nodes, where an optimal division condition with arbitrarily multiple attributes is acquired. By using this method, we propose a new decision tree generation algorithm guaranteeing to select effective compound attributes with each branch node, where an MDL-based new evaluation criterion is also defined for determining the optimal number of compound attributes specified to each node.This algorithm is applied to datasets containing only nominal values. It consists of three processes: compound attributes selection, parent node integration, and pruning. We call this new decision trees DTMACC (Decision Trees with Multiple Attributes Concept Clustering). The effectiveness and comprehensiveness of the proposed algorithm are confirmed through experiments comparing to the ordinary decision trees and an effective pre-processing method. (shrink)

‘The heavens’ are among the oldest and most enduring heritage of human cultures: a scene of ancient myths and modern space opera. That something is part of somebody’s cultural heritage implies that there may be ethical duties to conserve it or otherwise treat it with respect, and space is no exception to this principle: recent work by Tony Milligan asserts that the cultural significances of the Moon may count against any prospect of lunar mining on a significantly destructive scale. Current (...) literature on the ethics of cultural heritage, however, tends ordinarily to be suited to more familiar sorts of heritage: artefacts and places contested by terrestrial governments and settled ethnic groups, rather than the distant worlds above us. So long as space exploration is conducted by those same terrestrial governments and their agencies, current international agreements about protection of ‘the common heritage of mankind’ may seem adequate as a guiding light for their ethics in space. Private space exploration, however, introduces further difficulties. -/- Private individuals and corporations often have complex cultural affiliations of their own; and expansion into space may foster the development of identities not strongly grounded in the national and regional cultures of Earth. To look up and observe space is part of the heritage we share as human beings, whilst the names of the ‘heavenly bodies’ we perceive and the stories we tell about them are hallmarks of particular terrestrial cultures; but what responsibilities are borne towards this heritage by people who go out to explore and inhabit and exploit it? This essay considers in what ways, and to what extent, the roles which space has played within the cultures that have developed on Earth might place moral constraints upon private explorers of space. I argue that space qua heritage is best conceptualised as an intellectual resource: explorers will not find legendary heroes or crystal spheres, but it has been possible (for example) for human cultures to feature Moon Goddesses by virtue of the fact that there is a Moon. Drawing on ideas of stewardship which have been influential in archaeological ethics, I develop an account of how duties of conservation might put practical constraints upon the exploitation of this resource. Leakage of employment income is a pressing issue in the economic development of regional and remote communities. It can draw income away from regional economies but also inject new revenue from outside. Using Australian Bureau of Statistics 2011 census employment data by place of usual residence and place of work, we identify for all 17 Local Government Areas (LGAs) of the Northern Territory (NT), workers commuting out of and into each LGA. Using summary graphs and geospatial visualizations we find that (...) while there is substantial leakage out of most LGAs there are also gains from those leaving an LGA to work and then returning home with their income. Overall, for most LGAs and all remote LGAs there is net leakage. In contrast, Wagait, Palmerston, Litchfield and Alice Springs experience net gains from work commuting. Core-Periphery staples theory (Carson 2011) helps explain these net gaining LGAs, but cannot be used to consistently explain net leakage or net gain for population centers and nearby periphery LGAs. Darwin, including parts of Unincorporated NT, together act as a net leakage core to surrounding commuter LGAs such as Palmerston, Litchfield and Wagait. Katherine also acts as a net leakage core for surrounding peripheral LGAs despite receiving some offsetting employment income gains through mining. In addition to Katherine, Mining and the supporting Construction industry are also delivering net employment income gains to the core centers of Darwin, Palmerston, and Litchfield from periphery and typically remote LGAs. For remote mining commuters, these core centers offer preferred places to live. In contrast to Darwin and Katherine, Alice Springs acts as an employment income sink drawing on net employment gains from periphery remote LGAs. Our geospatial visualizations also help to identify the leakage vulnerability of remote LGAs dependent on mining like Central Desert and East Arnhem. Of all the remote LGAs, East Arnhem has the highest average net leakage of income across the most diversified distribution of industries, primarily derived from mining and its supporting construction and upstream manufacturing industries. Combined, these factors make East Arnhem particularly vulnerable to mining related downturns. Also, Alice Springs and Coomalie are highly vulnerable to commuting in Business Services and Public and Personal Services respectively. However, these vulnerabilities also cloak hidden flexibilities to deal with job losses during downturns. Undertaking our analysis for a number of census years could help decision makers build scenarios for future economic development and employment. (shrink)

This study aims to create an integrated geographical information system database of natural resources represented by mining activities in the Red Sea area in Sudan. GIS is a vital tool to help the decision-makers in managing and classifying these resources in terms of quantity and quality within the concept of sustainable development. The paper extracts some models of investment map indicators. In addition to that, it conducts a study and research aimed at developing a mineral resources management and discovering and (...) identifying the new areas of mineral wealth in GIS database. The motivation of this study stems from the fact that countries with these types of wealth can greatly grow their gross domestic product through the optimum management and governance. Most of the least development countries can focus on the search for alternative natural resources to support their economy. Red Sea region is one of the great regions full of natural and mineral resources, beside its strategic location on the way of most of the global trade transaction path. This paper designs and implements GIS multiple database layers. The multiple layers were modelled to overcome the technical difficulties that result from processing of large quantities of tempospatial information. Richard King At least since 1979, when W. Arens demystified what he termed "the man-eating myth," cannibalism, once a fundamental feature of the anthropological imagination and a primary trope for interpreting cultural difference, has become subject to serious debate and lingering doubt [see Osborne]. Even as some anthropologists have sought to recuperate (...) anthropophagy as a tangible symbolic, ideological, and ritual complex [Brown and Tuzin; Conklin, "'Thus are our Bodies'"; Forsyth; Harris, Good to Eat 199-234; Sanday], a constellation of scholarly projects and popular works has complicated cannibalism by relocating it in the West. Perhaps most visibly, Hollywood cinema has reclaimed cannibalism. Although a handful of films have revived well-worn clichés of dark-skinned savages preparing to consume Westerners, as in King Solomon's Mines and Crocodile Dundee, others have cast the Western subject as cannibal to grapple with the horrors of reluctant cannibalism, as in Alive! [see Fiddes 121-31], to work through the transgressive and terrifying desires associated with psychopathic cannibalism, as in The Silence of the Lambs [Fuss; Halberstam], and importantly to parody the normative beliefs and behaviors of white, middle-class, heterosexual EuroAmericans, as in Eating Raoul and Parents. At the same time, an array of scholars, artists, and activists have invoked cannibalism to fashion critical perspectives on Western cultural practices. In his film Cannibal Tours (1987), Dennis O'Rourke encourages his audiences to think critically about tourists who travel to the Sepik River Valley to encounter reformed cannibals, asking implicitly who the cannibals are, the Melanesians who formerly (were thought to/claim to have) practiced anthropophagy or the tourists who travel to New Guinea to consume them [see Bruner]. Others have pushed the metaphor. Michael Ames, borrowing explicitly from O'Rourke, uses the cannibal to reframe ethnographic museums and their practices. Similarly, Jane Tompkins asserts that "Museums are a form of cannibalism made safe for polite society" [533]. More generally, Crystal Bartolovich playfully glosses consumerism as the cultural logic of the late cannibalism; bell hooks speaks of the EuroAmerican desires for and incorporation of things ethnic as "eating the other"; and Rosalind Morris suggests that cannibalism is the essential metaphor for late capitalism. Perhaps more radically, Jack Forbes argues that Western civilization fosters cannibalism as an embodied, psychosocial condition or psychosis rooted in exploitation and consumption. Inspired at least in part by Forbes, Deborah Root rethinks Western civilization as cannibal culture.Although I am terribly sympathetic with these perspectives, particularly their political commitments and theoretical creativity, I am disturbed by the practices and effects that animate them. Indeed, as powerful as this critical field promises to be, it is at the same time troubling and dangerous. Although it defamiliarizes practices of cultural production and consumption, it does not enhance understanding of the contexts in which individuals and institutions deploy them and does less to effectively challenge or undermine them. This article considers the emergence of world environmental history as a rapidly growing but undertheorized research field. Taking as its central problematic the gap between the fertile theorizations of environmentally-oriented social scientists and the empirically rich studies of world environmental historians, the article argues for a synthesis of theory and history in the study of longue dureesocio-ecological change. This argument proceeds in three steps. First, I offer an ecological reading of Immanuel Wallerstein's The Modern World-System. Wallerstein's handling of the ecological (...) dimensions of the transition from feudalism to capitalism is suggestive of a new approach to world environmental history. Second, I contend that Wallerstein's theoretical insights may be effectively complemented by drawing on Marxist notions of value and above all the concept of “metabolic rift,” which emphasize the importance of productive processes and regional divisions of labor within the modern world-system. Finally, I develop these theoretical discussions in a short environmental history of the two great “commodity frontiers” of early capitalism – the sugar plantation and the silver mining complex. A continuing challenge for researchers and practitioners alike is the lack of data on the effectiveness of corporate–community investment programmes. The focus of this article is on the minerals industry, where companies currently face the challenge of matching corporate drivers for strategic partnership with community needs for programmes that contribute to local and regional sustainability. While many global mining companies advocate a strategic approach to partnerships, there is no evidence currently available that suggests companies are monitoring these partnerships to see (...) if they do, in fact, represent ‘strategic’ investments. This article argues that applying the management concept of ‘investment performance’ to corporate–community partnerships requires questioning traditional evaluation methods that focus on the results of programmes or activities. We adopt a case study approach to introduce an evaluation framework that considers performance from both corporate and community perspectives and that conceptualises partnership performance as comprising four aspects: (1) the contribution of the partnership to the overall portfolio of a company’s community investment programmes, (2) the appropriateness of the partnership model, (3) the effectiveness of the partnering relationship and (4) the ability of the partners to achieve programme goals. The application of this evaluation framework to an established corporate–community partnership programme provided some useful insights as to how partnership performance can be improved. (shrink)

This article uses a reading of John Wesley's Primitive Physic, or An Easy and Natural Method of Curing Most Diseases (1747) to resist the common rejection—often as "quackery"—of Wesley's treatments for common maladies. We engage Wesley not because he was right but because his approach offers useful moments of pause in light of contemporary medical epistemology. Wesley's recommendations were primarily oriented towards the categories of personal responsibility and capability, but he also sought to empower individuals—especially the poor—with the knowledge to (...) safely and affordably treat maladies of their own. We leverage Primitive Physic to rethink contemporary medical knowledge production, especially as sanctioned by randomized clinical trials and legitimate views of experience and contemporary institutions such as the AMA. Ultimately, we suggest that the medical humanities has a key role to play in mining the discarded and dismissed for what they can tell scholars about medical knowledge. (shrink)

This paper relies on primary resources dealing with the history of Oman along with British documents, which are the most important materials that dealt with the situation in the region, in general, and in Oman in Particular, at a time when Britain had power, presence and military control over India through the Government of British India. At that time, Britain tried to open lines of communication and forge agreements with the Arabian Gulf countries in order to secure its control (...) over this vital region and secure communications with its colonies in India. This study focuses on the economic and commercial relations between the two countries including trade of spices, textile, weapons, slaves, dates and other goods, the currencies used in these commercial exchanges, and the volume of trade. It also explores the volatility of these relations in different periods. The study also examines the social and cultural relations, mutual migrations, and military and political ties. In addition, it explores various aspects of reciprocal influence between the two areas in different periods and during turbulent times for the sultanate of Oman and the region, prior to, during and after the First World War. It investigates these relations from signing of the treaty of AL-Seeb in 1920 and the stabilization phase it created up to the end of the study period. The study has reached a number of conclusions about the development of these relations and the factors influencing this development at a time when sultan Timor tried to maintain independence in running the country despite the British influence. It also focuses on how the sultan attempted to benefit from Britain’s need to secure shipping lines by enhancing the sultanate’s trade with India until India became the first economic and trade partner with the sultanate during this period. The sultan tried to maintain a friendly relationship with Britain and India, where his currency was mined and where he used to stay for recuperation. (shrink)

The paper presents some pages of history of the First Ukrainian Theater of The Donbas - The All-Donbas State Ukrainian Drama Theater "Donderzhdrama". It covers its setting-up and operation milestones from the foundation in 1928 to 1935 when the Theater ceased to exist while merging with Artem Ukrainian Mobile Theater, based in Artemivsk. The author draws a conclusion that Donderzhdrama is the first independent Ukrainian theater in the Donbas rather than a branch of Franko Theater. From its foundation in 1928 (...) the Theater was based in the city of Stalino, having no permanent premises. It also faced such great problems as lack of funds and a clean-cut repertory plan as well as actors' turnover. Recollections about the operation in Stalino date back to only 1928 and 1929. In 1930-1934 the Theater performed outside Stalino, touring cities of the region and Ukraine. It is acknowledged that there are no archive documents regarding the setting up of Donderzhdrama as the first Ukrainian stationary theater of the Donbas. The Donderzhdrama staff comprised such actors as P. Poliova, R. Raisova, P. Shenchenko, L. Usatenko, D.I. Zhukov, Y. Khutorna, D. Gaidamaka, I. Avdienko, N. Reiska, Y. Shostakivska, O. Gorska, L. Zadniprovskyi, N. Bilodidova, stage directors Tetentiev, D. Shkliarskyi, Y. Shneiderman et al. In 1928 Donderzhdrama was headed by Stage Director D.I. Shkliarskyi. In 1931 Maria Adamska, a future Distinguished Artist of Ukraine, who was 15 at the time, embarked upon her creative career at the Theater. The Theater repertory included such plays as I. The KNN algorithm is one of the most famous algorithms in machine learning and data mining. It does not preprocess the data before classification, which leads to longer time and more errors. To solve the problems, this paper first proposes a PK-means++ algorithm, which can better ensure the stability of a random experiment. Then, based on it and spherical region division, an improved KNNPK+ is proposed. The algorithm can select the center of the spherical region appropriately and then (...) construct an initial classifier for the training set to improve the accuracy and time of classification. Nurses who attend patients with psychiatric disorders often encounter ethical dilemmas and experience difficulties in making the right decision. The present study aimed to evaluate the decisions of psychiatric nurses regarding their duty to warn third parties about the dangerousness of the patient, the need for compulsory hospitalization, and the competence of patients. In total, 111 nurses working in the field of psychiatry in Turkey completed a questionnaire form consisting of 33 questions. The nurses generally assessed the decision-making competency of (...) the patient correctly. However, their decisions regarding whether the patient should be compulsorily hospitalized and their understanding of their duty to warn/protect were less consistent. A significant relationship was found between the decisions of the psychiatric nurses and their work experience, them having children, and them having postgraduate education in psychiatric nursing. The nurses stated their desire to be part of the team that decided on ethical problems in psychiatry. (shrink)

Environmental degradation and extractive industry are inextricably linked, and the industry’s adverse impact on air, water, and ground resources has been exacerbated with increased demand for raw materials and their location in some of the more environmentally fragile areas of the world. Historically, companies have managed to control calls for regulation and improved, i.e., more expensive, mining technologies by (a) their importance in economic growth and job creation or (b) through adroit use of their economic power and bargaining leverage against (...) weak national governments, regional and international regulatory bodies. More recently, the industry has had to contend with another set of challenges that involved treatment of indigenous people and their traditional land rights, fair treatment of workers, human rights abuses, and bribery and corruption involving local officials and political leaders. These challenges currently fall outside the traditional areas of regulation and control. Nevertheless, they pose serious threat to the industry’s business practices because of their global scope, threat to company’s reputation, and long-term risks of political instability leading to increasing cost of capital. Industry has responded to these challenges by creating voluntary codes of conduct that would signify their intent to comply with higher standards of conduct, and assuage public opinion that no further action is called for. These codes, however, lack any monitoring mechanism and reporting integrity to assure the public that the industry members are indeed meeting their commitments. Consequently, pressure on the industry continues unabated and with ever increasing calls for mandatory regulation and oversight. This article examines the activities of one mining company, Freeport-McMoRan Copper & Gold, Inc., which has taken a radically different approach in responding to these challenges at its mining operations in West Papua, Indonesia. While cooperating with industry-based efforts of voluntary codes of conduct, Freeport also initiated a radically different response through its own voluntary code that would directly focus on issues of human rights, treatment of indigenous people on whose traditional land its mine was located; economic development and job creation and, improvements in health, education, and housing facilities, to name a few. Additionally, the company earmarked large sums of money and involved representatives of the indigenous people in their management and disbursement. The company took an even more radical action when it committed itself to independent external audits of the company’s compliance with the code, and that these findings and company’s responses would be made public without prior censorship by the company. We analyze the nature of corporate culture, vision and risk-taking propensities of its management that would impel the company to embark on a high risk strategy whose outcomes could not be predicted with any degree of certainty before the fact. The parent company also had to confront discontent among the management ranks at the mine site because of cultural differences and management styles of expatriates and local (Indonesian) managers. Finally, we discuss in some detail the extensive and intensive character of a two phase audit conducted by the outside monitors, their findings, and the process by which they were implemented and reported to general public. We also evaluate the strengths and challenges posed by such audits, their importance to the company’s future, and how such projects might be undertaken by other companies. (shrink)
