Contemporary scholarship concerning science diplomacy is increasingly taking a historical approach. In our introduction to this special issue, we argue that this approach promises insight into science diplomacy because of the tools historians of science bring to their work. In particular, we observe that not only are historians of science currently poised to chart the diplomatic aspects involved in the transnational circulation of technoscientific knowledge, materials, and expertise. They are ready to bring critical global analysis to an important phenomenon (...) that has too often been treated as a benign diplomacy device deployed by the Global North without equal reference to the Global South. Through cases discussed in the articles of the special issue, however, we see that historically, in the Global South as well as the Global North, science diplomacy has often functioned to mediate the circulation of technoscientific knowledge and materials, and its historical study helps to better illuminate the resulting knowledge-power nexus. In the wake of revelations about the American Psychological Association's complicity in the military's enhanced interrogation program, some psychologists have called upon the association to sever its ties to national security agencies. But psychology's relationship to the military is no short-term fling born of the War on Terror. This article demonstrates that psychology's close relationship to national security agencies and interests has long been a visible and consequential feature of the discipline. Drawing on social scientific debates about the relationship between (...) national security agencies and the social sciences in the late 1960s and early 1970s, this article also provides cautionary lessons for psychologists confronting the torture controversy. It concludes that an ethically robust response to this controversy requires that psychologists engage in a sustained reckoning with the powerful institutional, epistemological, and financial incentives that have bound the discipline to the military and intelligence communities since World War I. The first step in education's long road to respectability lay in the ability of its proponents to demonstrate that it was worthy of collaborating with traditional disciplines in the syllabus of higher learning. The universities where the infant discipline of education was promoted benefited from scholars who engaged in teaching and research with enthusiasm and preached the gospel of scientific education. These schools-Teachers College/Columbia University, the University of Chicago, and Stanford University-gained a reputation as oases of pedagogical knowledge. Soon, (...) public and private colleges alike introduced professional academic programs for the preparation of teachers. Foremost among the subjects for these programs was education philosophy, with its long history and the impeccable credentials of its ancient and modern expositors. Although the principal focus of this study is the history of educational philosophy in colleges and universities, it also recognizes educational philosophy's antecedents. Chapters cover ancient roots, Christian educational theory, educational theory and the modern world, philosophy and education in early America, development of philosophies of education, disciplinary maturity for educational philosophy, and prospects. Approaches to programming ethical behavior for computer systems face challenges that are both technical and philosophical in nature. In response, an incrementalist account of machine ethics is developed: a successive adaptation of programmed constraints to new, morally relevant abilities in computers. This approach allows progress under conditions of limited knowledge in both ethics and computer systems engineering and suggests reasons that we can circumvent broader philosophical questions about computer intelligence and autonomy.

This paper takes as its starting point the problem of characterizing, in a precise way, situations in which two people collaborate to achieve a common goal. It is suggested that collaboration is normally based on an apparently paradoxical state of mind which I call “mutual intention”. Mutual intention is a concept belonging to the same family as Lewis's and Schiffer's “mutual knowledge”. These concepts have the paradoxical feature that they require, for their definition, an infinite series of propositions of (...) the form X knows p, where X is a single agent and p is a proposition. The source of these infinite series is traced, and it is shown that they can be represented in a plausible and enlightening way by means of a recursive notation. Finally, three applications of the concept of “mutual intention” are given: in the semantic analysis of certain sentences with plural subjects; in the analysis of agreement and related speech acts; and in the clarification of the phenomenon of “implicit agreement”. The relationship between political judgment and science-based expertise is a troubled one. In the media three cliché images compete. The business-as-usual political story is that, in spite of appearances to the contrary, politics is safely ‘on top’ and experts are still ‘on tap’. The story told by scientists is that power-less but inventive scholars only ‘speak truth to power’. But there is plenty of room for a more cynical interpretation. It sees scientific advisers as following their own interests, (...) unless better paid by other interests, and politicians as asking for advice only to support and legitimize their pre-formed political decisions. To the extent this cynical perspective gains ascendancy, politics and science lose credibility. If we think the three clichés cloak a more complex reality, we should embark upon a quest for other, possibly better models of the science/politics nexus. That is exactly the purpose of this article. Its claim is that a mutual transgression of the knowledge utilization strand of research in policy studies and the study of science, technology and society will provide us with more sophisticated images of science/politics boundary arrangements. Building upon Habermas’ well-known distinctions and Wittrock’s historical-institutional approach in the construction of a property space, eight models are presented. We should try to discover the conditions under which some of these models may claim greater verisimilitude. This may allow us to rethink the role of scientific expertise in policymaking and generate a model that guides experts and policymakers in their day-to-day boundary work. (shrink)

Habermas's transcendentalism in Knowledge and Human Interests ( KHI) deserves to be reappraised for a number of reasons. Prevailing conceptions of strong transcendental arguments, which inform many of his critics, cannot be sustained. The analytic reception of Kant suggests a more modest role for them that is remarkably similar to Habermas's claims for the paradigm of rational reconstruction. Hence a reinterpretation of transcendentalism provides a new basis for establishing a continuity between his early and later work. Habermas's underlying argument (...) structure owes much, albeit unconsciously, to Kant's concept of a regulative idea. Only the "as if" status of regulative ideas allows one to make sense of the metacritical structure of KHI and Habermas's transcendental arguments emerge as deeply hermeneutic in character rather than logical in any formal sense. Definitional problems in the law of rape prompted the recommendation by the Home Office Sex Offences Review Team (Setting the Boundaries: Reforming the law on sex offences, 2000) that the ‘defence’ of mistaken belief in the victim's consent should be denied to defendants unable to show that they took reasonable procedural care to establish consent: such failure would have amounted to recklessness. This article contends that this proposal did not go far enough in recognizing the moral culpability of those who (...) make unreasonable mistakes in this context, but went too far in characterizing all those making such mistakes as reckless. It contends that the mens rea of rape should be defined in terms of three degrees of culpability: first degree rape would require knowledge as to the absence of consent, whilst second degree rape would need proof of recklessness as to whether the victim consents. Third degree—i.e. negligent—rape would be subject to a defence of mistaken belief in consent, provided it could be shown that the mistake was neither procedurally nor substantively negligent. The provisions of the Government's Sexual Offences Bill, 2003, are also found wanting; they will create a law in danger of generating miscarriages of justice whilst failing to perform the law's educative function of registering the wrongness of rape. The goal of this article is to explore how a social justice framework can help illuminate the role that consent should play in health and science policy. In the first section, we set the stage for our inquiry with the important case of Henrietta Lacks. Without her knowledge or consent, or that of her family, Mrs. Lacks’s cells gave rise to an enormous advance in biomedical science—the first immortal human cell line, or HeLa cells.

In the past twenty years, the field of science and technology studies (S&TS) has made considerable progress toward illuminating the relationship between scientific knowledge and political power. These insights have not yet been synthesized or presented in a form that systematically highlights the connections between S&TS and other social sciences. This timely collection of essays by some of the leading scholars in the field attempts to fill that gap. The book develops the theme of "co-production", showing how scientific (...) knowledge both embeds and is embedded in social identities, institutions, representations and discourses. Accordingly, the authors argue, ways of knowing the world are inseparably linked to the ways in which people seek to organize and control it. Through studies of emerging knowledges, research practices and political institutions, the authors demonstrate that the idiom of co-production importantly extends the vocabulary of the traditional social sciences, offering fresh analytic perspectiveson the nexus of science, power and culture. It is critical to remember details about meetings with healthcare providers. Forgetting could result in inadequate knowledge about ones' health, non-adherence with treatments, and poorer health outcomes. Hearing the health care provider plays a crucial role in consolidating information for recall. The recent COVID-19 pandemic has meant a rapid transition to videoconference-based medicine, here described as telehealth. When using telehealth speech must be filtered and compressed, and research has shown that degraded speech is more challenging to remember. Here we (...) present preliminary results from a study that compared memory for health information provided in-person to telehealth. The data collection for this study was stopped due to the pandemic, but the preliminary results are interesting because the pandemic forced a rapid transition to telehealth. To examine a potential memory deficit for health information provided through telehealth, we presented older and younger adults with instructions on how to use two medical devices. One set of instructions was presented in-person, and the other through telehealth. Participants were asked to recall the instructions immediately after the session, and again after a 1-week delay. Overall, the number of details recalled was significantly lower when instructions were provided by telehealth, both immediately after the session and after a 1-week delay. It is likely that a mix of technological and communication strategies by the healthcare provider could reduce this telehealth memory deficit. Given the rapid transition to telehealth due to COVID-19, highlighting this deficit and providing potential solutions are timely and of utmost importance. (shrink)

This essay introduces a collection of articles gathered under the theme of “law, science, and constitutions of life.” Together, they explore how revolutions in notions of what biological life is are eliciting correspondingly revolutionary imaginations of how life should be governed. The central theoretical contribution of the collection is to further elaborate the concept of bioconstitutionalism, which draws attention to especially consequential forms of coproduction at the law–life nexus. This introduction offers a theoretical discussion of bioconstitutionalism. It explores the (...) constitutional significance of interplay between scientific and technological power over life and a given political community’s shared imaginary of what modes of reasoning, judgment, and rule are proper and legitimate in a well-ordered state. It argues that knowing what life is for purposes of governance does not follow from scientific knowledge alone. Rather, such knowledge is refracted through culturally distinctive imaginaries that commit societies to particular understandings of what life means and what should be done to encourage its flourishing. Where initially voice and hand had worked as extensions of one another, the voice serving to bring people together,3 the hand pointing to that which was voiced, the word as name now sounded alone.The story continues with the artistry of the storyteller. Despite the recent advances in information and communication technology that have increased our ability to store and circulate information, the task of ensuring that the right sorts of information gets to the right sorts of people remains. We argue that the many efforts underway to develop efficient means for sharing information across healthcare systems and organizations would benefit from a careful analysis of human action in healthcare organizations. This in turn requires that the management of information and knowledge within (...) healthcare organizations be combined with models of resources and processes of patient care that are based on a general ontology of social interaction. The Health Level 7 (HL7) is one of several ANSI-accredited Standards Developing Organizations operating in the healthcare arena. HL7 has advanced a widely used messaging standard that enables healthcare applications to exchange clinical and administrative data in digital form. HL7 focuses on the interface requirements of the entire healthcare system and not exclusively on the requirements of one area of healthcare such as pharmacy, medical devices, imaging or insurance transactions. This has inspired the development of a powerful abstract model of patient care called the Reference Information Model (RIM). The present paper begins with an overview of the core classes of the HL7 (Version 3) RIM and a brief discussion of its “actcentered” view of healthcare. Central to this account is what is called the life cycle of events. A clinical action may progress from defined, through planned and ordered, to executed. These modalities of an action are represented as the mood of the act. We then outline the basis of an ontology of organizations, starting from the theory of speech Acts, and apply this ontology to the HL7 RIM. Special attention is given to the sorts of preconditions that must be satisfied for the successful performance of a speech act and to the sorts of entities to which speech acts give rise (e.g. obligations, claims, commitments, etc.). Finally we draw conclusions for the efficient communication and management of medical information and knowledge within and between healthcare organizations, paying special attention to the role that medical documents play in such organizations. Health‐care and public sector institutions are high‐risk settings for workplace bullying. Despite growing acknowledgement of the scale and consequence of this pervasive problem, there has been little critical examination of the institutional power dynamics that enable bullying. In the aftermath of large‐scale failures in care standards in public sector healthcare institutions, which were characterised by managerial bullying, attention to the nexus between bullying, power and institutional failures is warranted. In this study, employing Foucault's framework of power, (...) we illuminate bullying as a feature of structures of power and knowledge in public sector institutions. Our analysis draws upon the experiences of a large sample (n = 3345) of workers in Australian public sector agencies – the type with which most nurses in the public setting will be familiar. In foregrounding these power dynamics, we provide further insight into how cultures that are antithetical to institutional missions can arise and seek to broaden the debate on the dynamics of care failures within public sector institutions. Understanding the practices of power in public sector institutions, particularly in the context of ongoing reform, has important implications for nursing. (shrink)

It begins by situating the topic in the history of political thought, modern social science, and recent political philosophy, before putting forward an analytical framework. This has three elements: first, the idea of liberalism's public/private divide: a division between a power-wielding state from which wealth should be absent, and a market economy from which power should be absent; second, the two ways (...) the division can be transgressed by the power of the wealthy: by the wealthy subverting the power of the state and by directly exercising power within the economy; and third, the four different approaches to responding to the transgression, either aiming to reassert the public/private divide or to move beyond it. This paper will examine some of the epistemological issues that emerge in the context of discussing the relationship between knowledge, control and power. These concerns raise questions about self-authenticating intuition and about who should control knowledge and how it should be disseminated. The importance of Plato as a key contributor to this debate will be discussed and it will be suggested that his writings provide a basic frame of reference for subsequent thinkers whose concerns also lie in (...) this area. The political importance of philosophy, the centrality of education, the use of language and the function of censorship are issues in Platonic epistemology that merit some discussion. The medieval views of Averroes, Maimonides and Aquinas will be examined for their contributions to the literature on this subject in the context of the respective theological frameworks, and something will be said about the implications of their conclusions for a theocratic society. Finally, I suggest that there is a need for a contemporary reappraisal of how an adequate balance between the individual's right to know and the socio-political implications of knowledge might be achieved. Historically, academic freedom is a concept aimed at resolving conflicts about the relationship between power and knowledge, politics and truth, action and thought by positing a sharp distinction between them, a distinction that has been difficult to maintain. This paper analyzes those tensions by looking at early statements of the founders of the American Association of University Professors , by exploring the paradoxes of disciplinary authority which at once guarantees and limits professorial autonomy, and by examining several cases (...) in which the question of the meaning of academic responsibility was in dispute. It argues that because the tensions are not susceptible to final resolution, the principle of academic freedom must be preserved in order to mediate them. (shrink)

Conceptual knowledge inspires imagination. On the other hand, it is a claim to power as well. Multiple knowledge claims often, therefore, are engaged in a contest. This contest can take the form of several discourses. Extant power structures play a significant role in lending (or not lending) a voice to one or several such discourses. To one with the power to govern, knowledge claims flowing from abstract concepts generated in an elite discourse not only (...) inspires imagination but also often leads to ‘norms’ and ‘rules’ that drive governance in the system which leads to action. Norms and rules define actionability of the conceptual knowledge claim. However, for the one weighed by powerlessness in being governed, knowledge claims often get generated only in action, since an autonomous discourse is often lacking. Yet the sheer powerlessness of the authors of such knowledge claims generated in action leads to its non-celebration. It fails to get elevated. It might also wither away. Such actionable knowledge claims of the powerless often then gets manifested as something like an ‘unvoiced’ or an ‘unvoicable’ discourse, in macabre forms of subversion of ‘norms’ and ‘rules’ of the system that leads to a sense of failure in governance among those with power as well. Power, thus, brings actionable knowledge to the fore, but in two different forms. For the power-holder, it takes the form of a ‘deviation’ from norms and rules in the actionable domain through subversion by the powerless, revealing a gap between knowledge in the conceptual and actionable domain that is reluctantly (often tacitly) tolerated. For the powerless, on the other hand, actionable knowledge is living; negotiating on the ‘deviation’ is an existential requirement. This paper is an attempt to explore these dichotomies, how power (and the lack of it) alters the significance and implications of actionable knowledge. (shrink)

This paper suggests a framework for re-thinking the relationships between power and knowledge in music education. Informed by Jacques Rancière’s notion of equality it explores how a dialectic between knowledge/mastery and ignorance/equality effects a rupture in the canonical relationships between knowledge and authority. Further, and based on a commentary of Alain Badiou, the paper explores the sense in which the Rancièrian perspective induces an understanding of equality as both a condition and a productive process: as a (...) condition ignorance becomes the radical root of the emergence of new knowledge; as a productive process it leads to the creation of a space where those who have been doomed to silence are able to appear. Following on from that, the paper explores how the supposition of equality might trigger the development of a “what if...?” attitude, transforming the pedagogic encounter to continuous exploration with the teacher starting by presupposing that she does not know anything until she and her student(s) begin building together, thus bringing students’ creative endeavors to the center of the music education encounter. This productive ignorance might have important consequences for how we think about notions of discipline and passionate engagement in music making, as well as music education’s relationships to music history and culture, remaining faithful to the aporetic dimension of music. By tracing the development of his concept of power and its relation to knowledge, it offers an account of Foucault's unconventional philosophical project. Finally, it specifies Foucault's strategy for undermining processes of normalisation.

This paper provides a detailed discussion of the questions relating to the role of the researcher in relation to the researched when the researcher and the researched are both of Muslim origin. Issues relating to questions of objectivity, transparency, bias and interpretation are elaborated upon as part of the analysis of impacts and outcomes in relation to methodological process. It is argued that, ultimately, the subjective positions of researcher and researched are less important than the objective nature of the research (...) process. The intention of this paper is to convey, to other Muslim and non-Muslim social researchers engaged in research on Islam and Muslims, how to avoid or identify the range of risks and pitfalls that may emerge in operationalising and evaluating social research in a highly charged political, cultural and social research arena. Creating a space for recovery‐focused psychiatric nursing care Within contemporary mental health‐care, power relationships are regularly played out between psychiatric nurses and service users. These power relationships are often imperceptible to the practicing nurse. For instance, in times of distress, service users often turn to or/and ‘construct’ discourses, beliefs and knowledge that are at odds with those which psychiatric nurses rely on to inform them of the mental status of the service user. The psychiatric nurse is in (...) the position to impose knowledge onto service users, usually in concurrence with ‘traditional or bio‐psychiatry’, without realizing or failing to acknowledge that the service user may have an alternative explanation of his/her mental health problems/experiences. In this paper, practice examples, based on the experiences of the four authors (from within and outside of services), are used to illustrate this ‘hidden’ power relationship. The authors use Foucault's ideas about: (i) government; (ii) the knowledge/power nexus and resistance; (iii) and his analytic tool of genealogy to help unravel this paradox within psychiatric nursing practice. The authors also use the emerging discourse of recovery as an alternative (and challenge) to ‘traditional bio‐psychiatry’ and consider the implications for psychiatric nursing practice. (shrink)

Workers in the garment manufacturing industry are often subjected to violations of their rights and are exposed to low wages and difficult working conditions. In response to the exposure of these violations in the media, major fashion brands and retailers subject their suppliers to labour codes of conduct. Despite these codes of conduct being largely ineffective, this comparative case study of garment manufacturers operating from Lesotho and Eswatini illustrates that such codes provide workers and trade unions with access to bargaining (...) leverage that they would otherwise not have. A framework with a synthesis of potential sources of workers’ power is developed and related to global production networks, collective mobilisation, the nature of the state, as well as national and transnational scales of organising. Based on historical case studies of the two countries, this paper illustrates how unions in the two countries followed different approaches to using this source of power in relation to other sources of power. These approaches were shaped by their contexts and strategic choices. Theoretically, it is argued that sources of workers’ power are analytically distinct, but are relational and operate best when seen as mutually reinforcing. The term ‘power resource nexus’ is used to frame this potential mutual reinforcement of sources of power. (shrink)
