Mark Pennington argues political systems should be decentralized in order to facilitate experimental learning about distributive justice. Pointing out the problems with Pennington's Hayekian formulation, I reframe his argument as an extension of the Millian idea of 'experiments in living.' However, the experimental case for decentralization is limited in several ways. Even if decentralization improves our knowledge about justice, it impedes the actual implementation of all conceptions of justice other than libertarianism. I conclude by arguing for the compatibility of egalitarian (...) redistribution with the epistemic virtues of markets pointed out by Hayek. (shrink)
An increasing amount of data is now available from public and private sources. Furthermore, the types, formats, and number of sources of data are also increasing. Techniques for extracting, storing, processing, and analyzing such data have been developed in the last few years for managing this bewildering variety based on a structure called a knowledge graph. Industry has devoted a great deal of effort to the development of knowledge graphs, and knowledge graphs are now critical to the functions of intelligent (...) virtual assistants such as Siri, Alexa, and Google Assistant. The goal of the Ontology Summit 2020 was to understand not only what knowledge graphs are but also where they originated, why they are so popular, the current issues, and their future prospects. The summit sessions examined many examples of knowledge graphs and surveyed the relevant standards that exist and are in development for knowledge graphs. The purpose of this Communiqué is to summarize our understanding from the Summit in order to foster research and development of knowledge graphs. (shrink)
This article argues that capital flight of real investment presents governments with a quadrilemma. First, governments can tailor their policies to attract investors – but this is incompatible with a whole range of alternative policy choices. Second, they can simply accept capital flight – but this is incompatible with a robust capital stock and tax base. Third, they can harmonize its taxes and regulations with other states – but this is incompatible with international independence. Fourth, they can impose capital controls (...) – but this is incompatible with international capital mobility. These incompatibilities make up four different goals, the value of which are described. Strategies may be mixed, but the pursuit of any three goals must always come at the expense of the fourth. (shrink)
Deleuze and Guattari’s manner of distinguishing science from philosophy in their last collaboration What is Philosophy? seems to imply a hierarchy, according to which philosophy is more adequate to the reality of virtual events than science is. This suggests, in turn, that philosophy has a better claim than science to truth. This paper clarifies Deleuze‘s views about truth throughout his career. Deleuze equivocates over the term, using it in an “originary” and a “derived” sense, probably under the influence of Henri (...) Bergson, who does similarly. Moreover, William James and pragmatism were to Bergson what the early analytic philosophers Frege and Russell are to Deleuze: excessively scientistic foils whose confusions about truth arise as a result of failing to distinguish science from philosophy. By situating Deleuze’s conception of truth in relation to the early Heidegger’s, which it to some extent resembles, the paper concludes by suggesting that, surprisingly, neither kind of truth Deleuze licenses applies to science, while both apply to philosophy. Science is indifferent to truth in the way that some of Deleuze‘s readers have incorrectly wanted to say that he thinks philosophy is. (shrink)

Scientific knowledge and technological expertise continue to evolve rapidly. Such innovation gives rise to new benefits as well as risks, at an ever-increasing pace. Within this context, regulatory regimes must function in order to address policymakers’ objectives. Innovation, though, can challenge the functioning and effectiveness of regulatory regimes. Questions over fit, effectiveness, and capacity of these regimes to ensure the safe entry of such technologies, and their products, onto the market will be asked in parallel to their development. With this (...) in mind, this article examines the strengths and weaknesses of current regulatory frameworks, including those designed for biotechnology, cosmetics, novel organisms, and foods, in order to inform and help shape Australia’s regulatory landscape around innovation. By focusing on Australia, the article illustrates the need to assess future changes to regulatory frameworks using a careful balancing of key factors. These include, for example, horizon scanning and monitoring, availability of appropriate data, existing health, safety, environmental, ethical, and social risks and impacts, and regulatory capacity. The article argues that rather than using one of these factors in isolation, a careful assessment of where each factor stands can lead regulators to an approach that properly manages the potential risks of emerging technologies. Using William Shakespeare’s Hamlet and the play-within-the play, The Murder of Gonzago, as a case study, this essay argues that theatrical utterances constitute a special case of language usage not previously elucidated: the utterance of a statement with propositional content in theatre functions as an event. In short, the propositional content of a particular p (e.g. p1, p2, p3 …), whether or not it is true, is only understood—and understood to be true—if p1 is uttered in a particular time, place, (...) and situation (i.e. during a theatrical event); otherwise, the propositional content in those theatrical utterances can either be false or contingently true. The arguments of the Stoic Chrysippus recorded in Cicero's De Fato are of great importance to Deleuze's conception of events in The Logic of Sense. The purpose of this paper is to explicate these arguments, to which Deleuze's allusions are extremely terse, and to situate them in the context of Deleuze's broader project in that book. Drawing on contemporary scholarship on the Stoics, I show the extent to which Chrysippus' views on compatibilism, hypothetical inference and astrology support Deleuze's claim that (...) the Stoics developed a theory of compatibilities and incompatibilities of events independent of corporeal states of affairs. The public sphere should be regulated so the distribution of political speech does not correlate with the distribution of income or wealth. A public sphere where people can fund any political speech from their private holdings is epistemically defective. The argument has four steps. First, if political speech is unregulated, the rich predictably contribute a disproportionate share. Second, wealth tends to correlate with substantive political perspectives. Third, greater quantities of speech by the rich can “drown out” the speech of the (...) poor, because of citizens’ limited attention span for politics. Finally, the normative problem with all this is that it reduces the diversity of arguments and evidence citizens become familiar with, reducing the quality of their political knowledge. The clearest implication of the argument is in favour of strict contribution limits and/or public funding for formal political campaigns, but it also has implications for more informal aspects of the public sphere. This article responds to several liberal bioethicists’ criticisms of Jürgen Habermas’s The Future of Human Nature by placing it in the context of his intellectual influences and career-spanning theorization of communicative rationality. In particular, I argue that Habermas’s critics have not grasped his interpretation of Hannah Arendt’s concept of natality. Far from merely ventriloquizing his friend and teacher, Habermas distinguishes his construal of that concept from Arendt’s, which he presents as a naturalistic foil to his concerns about the potential ethical (...) impact of preimplantation genetic interventions. Whereas, according to Habermas, Arendt reasons directly from the biological fact of birth to the capacity for political action, he himself construes natality as implying a “divide between nature and culture” at the level of the “lifeworld.” Identifying Habermas’s interpretation of Arendt in this way explains why Habermas claims not to be a biological determinist and why the bioethicists’ criticism, according to which he is, fails. Efficiency requires legislative political institutions. There are many ways efficiency can be promoted, and so an ongoing legislative institution is necessary to resolve this choice in a politically sustainable and economically flexible way. This poses serious problems for classical liberal proposals to constitutionally protect markets from government intervention, as seen in the work of Ilya Somin, Guido Pincione & Fernando Tesón and others. The argument for the political nature of efficiency is set out in terms of both Pareto optimality and (...) aggregate welfare maximisation, and similar arguments can be generalised to other social values. Advances in machine learning and the development of very large knowledge graphs have accompanied a proliferation of ontologies of many types and for many purposes. These ontologies are commonly developed independently, and as a result, it can be difficult to communicate about and between them. To address this difficulty of communication, ontologies and the communities they serve must agree on how their respective terminologies and formalizations relate to each other. The process of coming into accord and agreement is called “harmonization.” (...) The Ontology Summit 2021 examined the overall landscape of ontologies, the many kinds of ontology generation and harmonization, as well as the sustainability of ontologies. The Communiqué synthesizes and summarizes the findings of the summit as well as earlier summits on related issues. One of the major impediments to harmonization is the relatively poor quality of natural language definitions in many ontologies. The summit surveyed the state of the art in natural language definition development, based on lexicographic principles, as well as examples of ongoing projects that are explicitly dealing with harmonization and sustainability. The massive expansion of information from the seventeenth century placed considerable demands on mental capacity, and individual scholars responded with strategies of memory training and note?taking that prompted, relieved or replaced memory. It has been acknowledged how cowpox inoculation (vaccination) and smallpox inoculation (variolation) stimulated new forms of record keeping and the standardization and tabulation of medical data for scientific analysis and to inform public policy. Yet the key figure in these developments, Edward Jenner, while a careful observer who thought (...) hard about the patterns he discerned, did not take good notes either from his reading or of his observations. He depended a great deal on his memory, especially a remarkable visual memory, consolidating his recollections and refining his thinking more through conversation and familiar letters than careful note?taking and writing. It was rather in the work of the practitioners who took up Jenners? writings, including some laymen and women, that we find the keeping of records of their vaccinations, in order to provide patient records and to report the results to friends, colleagues and a wider public. In this paper we assess the adequacy of the idea of community as an ideal-typical model against which real organisations and their management might be critically evaluated. Alasdair MacIntyre’s work on practices suggests that some forms of work activity require something more than contractual relationships withinorganisations: if he is right then perhaps we should acknowledge the importance of some notion of community at work. However, among the criticisms of the community approach are that it ignores issues of power and the (...) inevitable existence in organisations of interest groups based on different values and pursuing different objectives. It can also be seen as ineluctably managerialist and hence incapable of producing a coherent and sustainable account of organisational life. Is ‘community’ just a strategy of social, political or organisational control? Does it assume a particular discourse of political subjectivity, to do with the nature of subjects who exist in communities? We assess the extent to which the idea of community at work is fatally damaged by these objections. (shrink)

This paper investigates the connection between Henri Bergson’s biological epistemology and his moral theory. Specifically, it examines the distinction between the morality of what Bergson calls “closed” and “open” societies in his late work Two Sources of Morality and Religion. I argue that “open” morality provides the moral correlate of a non-instrumentalizing orientation toward nature. Here Bergson’s thought is disposed toward a very specific kind of environmental ethic, an aesthetic one. Bergson’s characterization of open morality, especially in the image of (...) the mystic individual, indicates that through artistic consciousness open morality imitates the creative evolution of life. Bioethicists criticize Jürgen Habermas’s argument against “liberal eugenics” for many reasons. This essay examines one particular critique, according to which Habermas misunderstands the implications of human evolution. In adopting Hannah Arendt’s concept of “natality,” Habermas seems to fear that genetically modified children will lose the contingency of their births, which would impair their capacity for political action; but according to evolutionary theory, bioethicists argue, this fear is unfounded. I explore this objection by entertaining the hypothesis that Habermas’s argument assumes Arendt’s (...) interpretation of Darwinian evolution in addition to her conception of natality, and then I answer it by contrasting the conceptions of evolution held by Habermas, by Arendt, and by Habermas’s critics. Les bioéthiciens critiquent l’argument de Jürgen Habermas contre « l’eugénisme libéral » pour de nombreuses raisons. This essay works as a series of displacements. Each piece of new evidence will take the paper in a different direction. After each piece of evidence is introduced, it will be my job to draw conclusions about the displacement. This inquiry works like a Deleuzean map.
This paper reconstructs Gilles Deleuze’s interpretation of Epicurean atomism, and explicates his claim that it represents a problematic idea, similar to the idea exemplified in early, “barbaric” accounts of the differential calculus. Deleuzian problematic ideas are characterized by a mechanism through whose activity the components of the idea become determinate in relating reciprocally to one another, rather than in being determined exclusively in relation to an extrinsic paradigm or framework. In Epicurean atomism, as Deleuze reads it, such a mechanism of (...) determination can be found in the famous atomic “swerve”. It is necessary to bear this interpretation of Epicurean atomism in mind when understanding Deleuze and Guattari’s promulgation of a new image of thought in What is Philosophy? , which has an explicitly Epicurean inspiration. The paper argues that this inspiration is particularly evident to the extent that Deleuze and Guattari identify the sub-representative feature that lies at the heart of their new image of thought with “chaos”, defined as “infinite speed”. I claim that infinite speed, this otherwise puzzling feature of What is Philosophy? , ought to be understood in the light of Deleuze’s interpretation of Epicurus. Moreover, the Epicurean distinctions between different speeds must be read together with Deleuze’s appropriation of the metaphysics of the ancient Stoics, who, although widely recognized as Deleuze’s Hellenistic counterparts, lack important theoretical resources that the Epicureans provide for Deleuze.
