We are living in an imbalanced and insecure world. It is torn by violent conflicts on a global scale: between the West and the East, between rich and poor countries, between Christianity and Islam, between the Great Forces and naughty countries, between a global capitalist elite and workers and between the global democratic community and global terrorism. An optimistic thesis will be grounded asserting that varied cultures and civilizations can solve all existing problems and contradictions peacefully (...) and can carry out mutually advantageous cooperation more effectively irrespective of differences between them. Security problems can be explained and defined by means of making use of fundamental philosophical notions. All levels of security are interrelated on a global scale. The problem of regulation of international relations worldwide as regards guaranteeing security of all participants in them is one of primary importance. Global security cannot be achieved until people view the world as a global community. Until such time, differences will continue to be perceived as threatening. Food security brings a number of benefits to humanity from which nobody can be excluded and which can be simultaneously enjoyed by all. An economic understanding of the concept sees food security qualify as a global public good. However, there are four other ways of understanding a public good which are worthy of attention. A normative public good is a good from which nobody ought to be excluded. Alternatively, one might acknowledge the benevolent character of a public (...) good. Others have argued that public goods demand being public in the sense of being visible to all. Finally, it has also been argued that public goods are those goods which need joint action to be produced and maintained. This chapter discusses these five understandings of the public good in relation to food security and highlights the advantage of assessing policies from each of these perspectives. (shrink)

This book analyses some of the key problems explored in Paul Virilio's theorising on war and security.Virilio is one of the most challenging and provocative critics of technology, war and globalisation. While many commentators focus on the new possibilities for mobility and communication in an interconnected world, Virilio is interested in the role that technology and security play in the shaping of our bodies and how we come to see the world -- what he terms the 'logistics of (...) perception'. Security, Technology and Global Politics explores Virilio's work in this area, with each chapter using examples from popular culture -- from video games and on-line graphic novels, to films from around the world - as a starting point from which the author goes on to develop a critical engagement with Virilio's work. One of the key themes that emerge from this analysis is the importance of the idea of 'disappearance' -- the aesthetics of disappearance or the politics of disappearance. The COVID-19 pandemic has been shaped by preexisting political, social, and economic relations and governance structures, and will remold these structures going forward. This review essay considers three books on global health politics written by Simon Rushton, Clare Wenham, and Jeremy Youde. Here, I explore what these books collectively and individually can tell us about these preexisting dynamics, the events of the first eighteen months of the COVID-19 pandemic, and possible future directions in the politics of global health. I argue that they provide a firm basis for understanding the inequitable burdens of the pandemic, while juxtaposing these inequities against the narratives of shared vulnerability that sit at the heart of the global health security regime. They also help us make sense of the surveillance, detection, containment, and response mechanisms we have seen during the pandemic; the failures to address the systemic dynamics that drive disease outbreaks; and the national and international politics that have shaped the pandemic response. However, COVID-19 has also vividly and brutally demonstrated how global health hierarchies, racism, border politics, and neoliberal forms of knowledge production have led to a stratified burden of the pandemic. These areas are less apparent in the three books, but ought to be situated front and center in future critical scholarship on global health security. (shrink)

Food security is becoming an increasingly relevant topic in the Global North, especially in urban areas. Because such areas do not always have good access to nutritionally adequate food, the question of how to supply them is an urgent priority in order to maintain a healthy population. Urban and peri-urban agriculture, as sources of local fresh food, could play an important role. Whereas some scholars do not differentiate between peri-urban and urban agriculture, seeing them as a single entity, (...) our hypothesis is that they are distinct, and that this has important consequences for food security and other issues. This has knock-on effects for food system planning and has not yet been appropriately analysed. The objectives of this study are to provide a systematic understanding of urban and peri-urban agriculture in the Global North, showing their similarities and differences, and to analyse their impact on urban food security. To this end, an extensive literature review was conducted, resulting in the identification and comparison of their spatial, ecological and socio-economic characteristics. The findings are discussed in terms of their impact on food security in relation to the four levels of the food system: food production, processing, distribution and consumption. The results show that urban and peri-urban agriculture in the Global North indeed differ in most of their characteristics and consequently also in their ability to meet the food needs of urban inhabitants. While urban agriculture still meets food needs mainly at the household level, peri-urban agriculture can provide larger quantities and has broader distribution pathways, giving it a separate status in terms of food security. Nevertheless, both possess (unused) potential, making them valuable for urban food planning, and both face similar threats regarding urbanisation pressures, necessitating adequate planning measures. Comparative welfare state research is directed mainly toward the development of welfare states in advanced democracies, although the majority of people live outside the OECD and often face graver social risks arising from poverty and starvation. To secure a minimum standard of living, nearly all countries have introduced social programs to protect their citizens. Yet the timing of when governments take on the responsibility of providing social protection varies decisively across the world. Using data for 177 territories and independent states (...) over the period from 1820 to 2013, we illustrate how social security legislation has emerged throughout the world. Although we find that the patterns and pathways vary strongly between different regions, the evidence shows that the proliferation of social protection is a transnational event: regional diffusion and membership in the International Labour Organization matter irrespective of the regional and temporal context. Do a threatened state’s obligations of assistance extend to the enemy’s needy people and the needy people in non-hostile countries equally? This paper examines five arguments defending the political boundary between hostile and non-hostile countries. The aid workers, defence capacity, and pre-emptive self-defence arguments highlight the unreasonable burdens for a threatened state to protect its own citizens, as a result of its assistance to the enemy’s needy people, while the limited and comprehensive negative duties arguments underscore a threatened state’s involvement (...) in harmful activities. Unfortunately, these five arguments cannot accomplish the task. Certain arguments (i.e. the aid workers argument and the negative duties approach in general) encounter the insufficiency problem by not completely denying the potential for assisting the enemy’s needy people, while other arguments (i.e. the defence capacity, the limited and comprehensive negative duties, the pre-emptive self-defence arguments) face the over-extension problem by prohibiting assistance to needy people in nonhostile countries. Therefore, when a threatened state provides assistance to needy foreigners, the distinction between hostile and non-hostile countries should not constitute a decisive reason to affect the distribution of its assistance, because it cannot clearly maintain this distinction. The Global Health Security Agenda (GHSA) is a multilateral, multisectoral partnership comprised of more than 70 countries, international organizations, foundations, and businesses to strengthen global health security.

Political realists claim that international relations are in a state of anarchy, and therefore every state is allowed to disregard its moral duties towards other states and their inhabitants. Realists argue that complying with moral duties is simply too risky for a state’s national security. Political moralists convincingly show that realists exaggerate both the extent of international anarchy and the risks it poses to states who act morally. Yet moralists do not go far enough, since they do not question (...) realism’s normative core: the claim that when national security is really at risk, states are allowed to disregard their moral duties. I contend that there is at least one moral duty that states should not disregard even if their inhabitants are at risk of death by military aggression: the duty to reduce extreme global poverty. The reason is that even granting that national security is about securing individuals’ right to life, global poverty relief is about that as well. (shrink)

Contemporary infectious disease surveillance systems aim to employ the speed and scope of big data in an attempt to provide global health security. Both shifts - the perception of health problems through the framework of global health security and the corresponding technological approaches – imply epistemological changes, methodological ambivalences as well as manifold societal effects. Bringing current findings from social sciences and public health praxis into a dialogue, this conversation style contribution points out several broader implications (...) of changing disease surveillance. The conversation covers epidemiological issues such as the shift from expert knowledge to algorithmic knowledge, the securitization of global health, and the construction of new kinds of threats. The response to COVID-19 demonstrates an inclusive and dispersed form of global health security that is less reliant on the UN Security Council or the World Health Organization (WHO). While WHO remains central to fighting the pandemic, the dispersed global health security addressing the crisis is inclusive of the wider UN system, civil society, and epistemic communities in global health. As part of the special issue on “The United Nations at Seventy-Five: Looking Back to (...) Look Forward,” this essay argues that instead of facing crisis or criticism like WHO, this inclusive and dispersed form of global health security provides mechanisms of resilience and support to the UN at the height of global political tensions surrounding COVID-19. This study explored the global cyberspace security issues, with the purpose of breaking the stereotype of people’s cognition of cyberspace problems, which reflects the relationship between interdependence and association. Based on the Apriori algorithm in association rules, a total of 181 strong rules were mined from 40 target websites and 56,096 web pages were associated with global cyberspace security. Moreover, this study analyzed support, confidence, promotion, leverage, and reliability to achieve comprehensive coverage of data. A total (...) of 15,661 sites mentioned cyberspace security-related words from the total sample of 22,493 professional websites, accounting for 69.6%, while only 735 sites mentioned cyberspace security-related words from the total sample of 33,603 non-professional sites, accounting for 2%. Due to restrictions of language, the number of samples of target professional websites and non-target websites is limited. Meanwhile, the number of selections of strong rules is not satisfactory. Nowadays, the cores of global cyberspace security issues include internet sovereignty, cyberspace security, cyber attack, cyber crime, data leakage, and data protection. (shrink)

In an increasingly interconnected global community, severe disasters or disease outbreaks in one country or region may rapidly impact global health security. As seen during the responses to the earthquakes in Haiti and Japan, Typhoon Haiyan in the Philippines, and the current Ebola outbreak in West Africa, local response capacities can be rapidly overwhelmed and international assistance may be necessary to support the affected region to respond and recover and to protect other countries from the spread of (...) disease. For example, President Obama stated on September 16, 2014, that “if the [Ebola] outbreak is not stopped now, we could be looking at hundreds of thousands of people infected, with profound political and economic and security implications for all of us…. [T]his…is not just a threat to regional security — it’s a potential threat to global security if these countries break down…. And that’s why…I directed my team to make this a national security priority.”. (shrink)

An exploration of commercially available technologies that can enhance energy security and address climate change and public policy options crucial to their adoption.

Until recently, much of the philosophical literature on refugees has focused on what Serena Parekh (2020) in No Refuge: Ethics and the Global Refugee Crisis, calls the “first refugee crisis,” i.e., the refugee crisis as experienced from Europe, understood as the arrival of large numbers of asylum seekers and the political handling of this situation. This literature has therefore dealt primarily with questions about who really counts as a refugee and when states acquire obligations to admit non-citizens. Rarely, however, (...) do philosophers talk about the ethical implications of what Parekh calls “the second refugee crisis”: the crisis for refugees themselves, who “are unable to access the minimum conditions of human dignity while they wait for a more permanent solution.” In short, when philosophers debate the ethics of asylum and refugeehood, the conclusions or insights they come to will, at best, be applicable to about 10 percent of the world’s forcibly displaced. In this review essay, I briefly outline Serena Parekh’s (2020) argument, showing how her reframing of the refugee crisis provides a much-needed intervention in the current philosophical literature. I then extend these insights into questions concerning immigration enforcement. In doing so, I argue that in order to adequately deal with the second refugee crisis we must be more receptive to the open borders position than Parekh seems to allow. (shrink)

This study investigates the significance of understanding police perspectives on community policing as a means of addressing insecurity, particularly within the context of localised and asymmetrical conflicts. It highlights the pivotal role of the police in shaping community security and the substantial impact they can have (positive or negative) in fragile environments. The study contends that the localised nature of the community policing effectively addresses security and development issues and empowering citizens. Qualitative interviews were conducted with senior police (...) in Islamabad, to assess the implementation and potential impacts of community policing in Pakistan’s Federal Capital Territory. The findings reveal how the historical foundations of police structures and operations – which date back to the colonial period – have led to the promotion of fear, mistrust and manipulation under successive regimes. Despite these challenges, the findings are promising highlighting enhanced human security through context-specific community policing. Finally, the paper argues that the movement towards community-oriented policing marks a departure from the control of elites within state systems, and encourages values such as local ownership, social cohesion, mutual engagement, accountability and agency. Immunization plays a crucial role in global health security, preventing public health emergencies of international concern and protecting individuals from infectious disease outbreaks, yet these critical public health benefits are dependent on immunization law. Where public health law has become central to preventing, detecting, and responding to infectious disease, public health law reform is seen as necessary to implement the Global Health Security Agenda. This article examines national immunization laws as a basis to implement the GHSA (...) and promote the public's health, analyzing the scope and content of these laws to prevent infectious disease across Sub-Saharan Africa. Undertaking policy surveillance of national immunization laws in 20 Sub-Saharan African countries, this study: developed a legal framework to map the legal attributes relevant to immunization; created an assessment tool to determine the presence of these attributes under national immunization law; and applied this assessment tool to code national legal landscapes. An analysis of these coded laws highlights legal attributes that govern vaccine requirements, supply chains, vaccine administration standards, and medicines quality and manufacturer liability. Based upon this international policy surveillance, it will be crucial to undertake legal epidemiology research across countries, examining the influence of immunization law on vaccination rates and disease outbreaks. In 1990, when the Berlin Wall fell and the Cold War ended, economic and political analysts declared the world a safer place. But not political journalist Robert Harvey. The roar of international optimism only intensified the pangs of his geopolitical anxiety. In 1995, in The Return of the Strong, he warned Western democracies that the tides of economic globalization were sweeping the world toward a new crisis. Unfortunately, the attack on the World Trade Center in New York City on September (...) 11, 2001, justified Harvey's alarm. It also prompted him to revise and update his analysis of the dangers facing the free world. Global Disorder not only examines the precarious state of world affairs in the aftermath of 9/11 but also offers far-reaching proposals for the reform of global security. In light of the emergence of the United States as the world's first megapower, Harvey explores the sources of international tension that have increasingly commanded the attention of the West and lays out the perils inherent in the globalization of capitalism without political or economic control. He presents constructive measures that he believes the West—especially the United States—must undertake to restore stability around the world and truly ensure international security. (shrink)

The paper assesses current rising reparations claims for the Maafa/ Maangamizi from two angles. First, it explores the connectivity of reparations and global justice, peace and security. Second, it discusses how the claim is justified in international law. The concept of reparations in international law is also explored, revealing that reparations cannot be limited to financial compensation due to the nature of the damage and international law prescriptions. Comprehensive reparations based in international law require the removal of structures (...) built on centuries of illegal acts and aggression, in the forms of transatlantic slavery, colonialism and neo-colonialism. Reparations must also lead to the restitution of sovereignty to African and indigenous peoples globally. They are indispensable to halt the destruction of the earth as human habitat, caused by the violent European cultural, political, socio-economic system known as capitalism that is rooted in transatlantic slavery. Rice is the most important crop species on earth, providing staple food for 70% of the world's human population. Over the past four decades, successes in classical breeding, fertilization, pest control, irrigation and expansion of arable land have massively increased global rice production, enabling crop scientists and farmers to stave off anticipated famines. If current projections for human population growth are correct, however, present rice yields will be insufficient within a few years. Rice yields will have to increase by (...) an estimated 60% in the next 30 years, or global food security will be in danger. The classical methods of previous green revolutions alone will probably not be able to meet this challenge, without being coupled to recombinant DNA technology. Here, we focus on the promise of these modern technologies in the area of nitrogen acquisition in rice, recognizing that nitrogen deficiency compromises the realization of rice yield potential in the field more than any other single factor. We summarize rice‐specific advances in four key areas of research: (1) nitrogen fixation, (2) primary nitrogen acquisition, (3) manipulations of internal nitrogen metabolism, and (4) interactions between nitrogen and photosynthesis. We develop a model for future plant breeding possibilities, pointing out the importance of coming to terms with the complex interactions among the physiological components under manipulation, in the context of ensuring proper targeting of intellectual and financial resources in this crucial area of research.
