National Action Plans on business and human rights are a growing phenomenon. Since 2011, 42 such plans have been adopted or are in-development worldwide. By comparison, only 39 general human rights action plans were published between 1993 and 2021. In parallel, NAPs have attracted growing scholarly interest. While some studies highlight their potential to advance national compliance with international norms, others criticise NAPs as cosmetic devices that states use to deflect attention from persisting abuses and needed regulation. In (...) response to wider critiques of international human rights norms, and their failure to exact universal state compliance, experimentalist governance theory highlights the dynamic, dialogic and iterative character of human rights implementation as well as the role of stakeholders. In this article, we apply experimentalist governance theory to evaluate the role and character of business and human rights NAPs. Rather than attempting to evaluate NAPs’ ultimate consequences for rights-holders, which appears premature, we focus on NAPs processes. Specifically, we analyse NAPs processes in twenty-five states against five experimentalist governance criteria relating to stakeholder participation; agreement on a broad problem definition; local contextualisation; monitoring and peer review and periodic revision and learning. According to our findings, NAPs on business and human rights in most states demonstrate resemblance to the traits of experimentalist governance. In particular, our analysis points to the emergence of relatively sophisticated and demanding institutional governance mechanisms within NAPs — including the institutionalisation of complex deliberative processes. Nevertheless, our paper also identifies some significant shortcomings in NAPs, related to the lack of inclusion of vulnerable groups and the lack of explicit indicators and targets. (shrink)

Studies with primates in sequence production tasks reveal that chimpanzees make action plans before initiating responses and making on-line adjustments to spatially exchanged stimuli, whereas such planning isn't evident in monkeys. Although planning may rely on phylogenetically newer regions in the inferior parietal lobe – along with the frontal lobes and basal ganglia – it dates back to as far as five million years ago.

Choice reaction tasks are performed faster when stimulus location corresponds to response location. This spatial stimulus–response compatibility effect affects performance at the level of action planning and execution. However, when response selection is completed before movement initiation, the Simon effect arises only at the planning level. The aim of this study was to ascertain whether when a precocious response selection is requested, the Simon effect can be detected on the kinematics characterizing the online control phase of a (...) non-ballistic movement. Participants were presented with red or green colored squares, which could appear on the right, left, above, or below a central cross. Depending on the square's color, participants had to release one of two buttons, then reach toward and press a corresponding lateral pad. We found evidence of the Simon effect on both action planning and on-line control. Moreover, the investigation of response conflict at the level of previous trials, a factor that might determine interference at the level of the current response, revealed a conflict adaptation process across trials. Results are discussed in terms of current theories concerned with the Simon effect and the distinction between action planning and control. (shrink)

Mirror systems must be supplemented by a planning capability to allow language to evolve. A capability for creating, storing, and executing plans for sequences of actions, having evolved in primates, was applied to sequences of communicatory acts. Language could exploit this already-existing capability. Further steps in language evolution may parallel steps seen in the development of modern children.

RESUMEN La investigación científica constituye uno de los principios en los cuales se respalda la formación integral de los estudiantes de las ciencias médicas, por lo que los autores del presente texto se propusieron como objetivo exponer elementos de un plan de acciones establecido para reforzar los valores en los estudiantes de ciencias médicas centrado en la investigación científica utilizando un estudio de correlación en la facultad de Medicina de la Universidad de Ciencias Médicas, de Santiago de Cuba en el (...) periodo de septiembre 2016 a abril 2017. Los principales resultaron arrojaron que el 100 % de los estudiantes reforzaron valores como humanismo, responsabilidad y sinceridad principalmente, a partir del cumplimiento de las tareas asignadas durante las investigaciones que realizaron a diferentes instancias, por lo que se concluye que este accionar podría constituir un eje integrador en el proceso de formación profesional. ABSTRACT Scientific research is one of the main principles which supports students’ all-round medical sciences training, therefore, the authors of this paper aim to present elements of an action plan which is established to strengthen values in medical sciences students through scientific research by means of a correlation study in the Faculty of Medicine of the University of Medical Sciences in Santiago de Cuba from September 2016 to April 2017. The main results showed that 100 % of students strengthened values such as humanism, responsibility and honesty from the carrying out of allocated tasks during researches done in different institutions. I offer an argument for what mental action may be like in nonhuman animals. Action planning is a type of mental action that involves a type of intention. Some intentions are the causal mental antecedents of proximal mental actions, and some intentions are the causal mental antecedents of distal mental actions. The distinction between these two types of “plan-states” is often spelled out in terms of mental content. The prominent view is that while proximal mental actions (...) are caused by mental states with nonconceptual content, distal mental actions are caused by mental states with conceptual content. I argue that, when we are investigating animal cognition, we need a nonconceptual account for the content of intentions involved in mental actions such as action planning: non-immediate intentions. This in order to defend the claim that creatures that lack conceptual capacities are capable of entertaining plan-states, and thus of exercising mental agency in the form of action planning. Traditional approaches to human information processing tend to deal with perception and action planning in isolation, so that an adequate account of the perception-action interface is still missing. On the perceptual side, the dominant cognitive view largely underestimates, and thus fails to account for, the impact of action-related processes on both the processing of perceptual information and on perceptual learning. On the action side, most approaches conceive of action planning as a mere continuation (...) of stimulus processing, thus failing to account for the goal-directedness of even the simplest reaction in an experimental task. We propose a new framework for a more adequate theoretical treatment of perception and action planning, in which perceptual contents and action plans are coded in a common representational medium by feature codes with distal reference. Perceived events (perceptions) and to-be-produced events (actions) are equally represented by integrated, task-tuned networks of feature codes – cognitive structures we call event codes. We give an overview of evidence from a wide variety of empirical domains, such as spatial stimulus-response compatibility, sensorimotor synchronization, and ideomotor action, showing that our main assumptions are well supported by the data. Perceptual learning mechanisms derived from Hebb's theory of cell assemblies can generate prototypic representations capable of extending the representational power of TEC (Theory of Event Coding) event codes. The extended capability includes categorization that accommodates “family resemblances” and problem solving that uses cognitive maps.

Despite projected devastating impacts on human communities, the US still lacks comprehensive national policies aimed at reducing greenhouse gas emissions. This vacuum has provided the space for a surge of promising sustainability and climate action planning efforts at the state and local level. Meanwhile, according to the National Low Income Housing Coalition’s (2015) Out of Reach Report, ‘there is no state in the US where a minimum wage worker working full time can afford a one-bedroom apartment at the (...) fair market rent’. We are calling for a reimagining of local climate action planning that encourages policies and programs designed to reduce GHG emissions from the built environment while explicitly and comprehensively addressing the affordability component. With equitable local climate action planning, we can address both environmental and social justice issues. (shrink)

Hommel et al. propose that high-level perception and action planning share a common representational domain, which facilitates the control of intentional actions. On the surface, this point of view appears quite different from an alternative account that suggests that “action” and “perception” are functionally and neurologically dissociable processes. But it is difficult to reconcile these apparently different perspectives, because Hommel et al. do not clearly specify what they mean by “perception” and “action planning.” With respect (...) to the visual control of action, a distinction must be made between conscious visual perception and unconscious visuomotor processing. Hommel et al. must also distinguish between the what and how aspects of action planning, that is, planning what to do versus planning how to do it. (shrink)

While the PREDICATE(x) structure requires close coordination of subject and predicate, both represented in consciousness, the cognitive (ventral), and sensorimotor (dorsal) pathways operate in parallel. Sensorimotor information is unconscious and can contradict cognitive spatial information. A more likely origin of linguistic grammar lies in the mammalian action planning process. Neurological machinery evolved for planning of action sequences becomes applied to planning communicatory sequences.

We question the generalizability of Glover's model because it fails to distinguish between different forms of planning. The highly controlled experimental situations on which this model is based, do not reflect some important factors that contribute to planning. We discuss several classes of action that seem to imply distinct planning mechanisms, questioning Glover's postulation of a single “planning system.”.

On the basis of PM2.5 data of the national air quality monitoring sites, local population data, and baseline all-cause mortality rate, PM2.5-related health economic benefits of the Air Improvement Action Plan implemented in Wuhan in 2013–2017 were investigated using health-impact and valuation functions. Annual avoided premature deaths driven by the average concentration of PM2.5 decrease were evaluated, and the economic benefits were computed by using the value of statistical life (VSL) method. Results showed that the number of avoided premature (...) deaths in Wuhan are 21,384 (95% confidence interval (CI): 15,004 to 27,255) during 2013–2017, due to the implementation of the Air Improvement Action Plan. According to the VSL method, the obtained economic benefits of Huangpi, Wuchang, Hongshan, Xinzhou, Jiang’an, Hanyang, Jiangxia, Qiaokou, Jianghan, Qingshan, Caidian, Dongxihu, and Hannan District were 8.55, 8.19, 8.04, 7.39, 5.78, 4.84, 4.37, 4.04, 3.90, 3.30, 2.87, 2.42, and 0.66 billion RMB (1 RMB = 0.1417 USD On 14 October 2019), respectively. These economic benefits added up to 64.35 billion RMB (95% CI: 45.15 to 82.02 billion RMB), accounting for 4.80% (95% CI: 3.37% to 6.12%) of the total GDP of Wuhan in 2017. Therefore, in the process of formulating a regional air quality improvement scheme, apart from establishing hierarchical emission-reduction standards and policies, policy makers should give integrated consideration to the relationship between regional economic development, environmental protection and residents’ health benefits. Furthermore, for improving air quality, air quality compensation mechanisms can be established on the basis of the status quo and trends of air quality, population distribution, and economic development factors. This Chapter studies legislative initiatives around sustainable finance deriving from the Action Plan: Financing Sustainable Growth (also called ‘Sustainable Finance Action Plan’, ‘Action Plan’ henceforth), published by the European Commission (‘Commission’) in 2018 (Communication 2018/97). I evaluate various instruments proposed in the Action Plan, using a reflexive law approach coupled with insights from business ethics and epistemology (De Bruin, 2013, 2015). I point to the challenges such an approach encounters, and offer suggestions how to address them. (...) Reflexive law approaches to legislation (Farber 1994, Hess 1999, Orts 1994, Farmer & Teubner 1994) acknowledge the limits of law as an instrument to realize social or political goals, and stress the need to encourage self-reflection and transparency among stakeholders through procedural rather than ‘command-and-control’ legislation. Typical reflexive law instruments involve disclosure, reporting, and labelling. Examining the Action Plan, I show that the main legislative instruments it puts forward are reflexive. I use empirical and theoretical work that challenges the effectiveness of some of these instruments. Drawing on recent work from behavioural economics I suggest that these problems may be overcome once we integrate more fully in reflexive law what it means for people ‘reflectively’ to recruit evidence and gather knowledge, and once we appreciate the value knowledge has over and above mere belief. My argument here is not so much to the effect that more interventionist regulatory tools are needed (they are dearly needed, but that is not the point here). Rather I argue that once a regulator opts for a reflexive law approach, a richer notion of information should be deployed. I call this ‘epistemic’ instead of ‘reflexive’ law. The Chapter gives some background information about the Action Plan, introduces the core ideas of reflexive law, shows how the Action Plan is reflexive law par excellence, considers the challenges, and offers a few modest suggestions. Nursing Inquiry 2011; 18: 40–49 Valued identities and deficit identities: Wellness Recovery Action Planning and self-management in mental healthWellness Recovery Action Planning (WRAP) is a self-management programme for people with mental illnesses developed by a mental health consumer, and rooted in the values of the ‘recovery’ movement. The WRAP is noteworthy for its construction of a health identity which is individualised, responsibilised, and grounded in an ‘at risk’ subjectivity; success with this (...) programme requires development of an intensely focused health lifestyle. We draw on Bourdieu and Giddens to argue that what is being developed is a ‘reflexive health habitus’, which is not equally accessible to all social groups, and is in tension with WRAP’s recovery-orientated aims. However, it is understandable that such a programme developed in mental health, because people with mental illness are highly stigmatised as ‘a risk’ and viewed as in need of risk management. By developing their own form of self-monitoring ‘at risk’ identity, mental health consumers are, paradoxically, able to construct themselves as ideal health citizens and no longer a risk, thus re-entering the moral community. We conclude by suggesting some changes to WRAP practice. (shrink)

Anti-theory is a multi-faceted critique of moral theory which, it appears, is undergoing something of reassessment. In a recent paper Hämäläinen discusses the relevance of an anti-theoretical perspective for the activity of applied ethics. This paper explores her view of anti-theory. In particular I examine its relevance for understanding the formal guidance on pandemic flu planning issues by the Department of Health in the UK and some subsequent discussions around triage and reverse triage decisions which may be considered by (...) both Primary and Secondary Care Trusts. in setting their own policies and which may face clinicians in the eventuality of a pandemic. Following Hämäläinen in contrasting reflective equilibrium with her anti-theory inspired suggestion of an instrumental approach to moral theory in practice I demonstrate how this understanding complements the diversity of our intuitive moral judgements. Consequentially I suggest that this anti-theoretical instrumental approach is in greater accord with the conditions under which such policy planning and decision making is, or will be, made. Furthermore, on the grounds of keeping open the ethical dimensions of medical practice in conditions of uncertainty, i.e. during a pandemic, I suggest that the anti-theoretical instrumental perspective is, ethically, the preferable approach to producing such policies and guidelines. Very young children occasionally commit scale errors, which involve a dramatic dissociation between planning and control: A child's visual representation of the size of a miniature object is not used in planning an action on it, but is used in the control of the action. Glover's planning–control model offers a very useful framework for analyzing this newly documented phenomenon.

This study presents the case of a Metropolitan Municipality in the Aegean Region of Turkey, which undertook a series of initiatives to conduct projects on environmental protection and sustainability. This case study was conducted as two separate studies as a part of Horizon 2020-funded ECHOES project under Work Package 6, aiming to gain insight into the collective magnitudes of energy-related choices and behavior. The starting point of the process is marked, in 2015, by the municipality becoming a party to the (...) Covenant of Mayors movement, joining around 8,000 signatories from over 50 countries. In line with European Union’s climate targets and associated energy-related policies, signatories of the Covenant of Mayors aim to decrease carbon emissions by 20% by 2020 and by 40% by 2030. In order to enhance the design and operationalization of policies for achieving these targets, each partner in the Covenant of Mayors is required to develop a Sustainable Energy Action Plan. The SEAP is to be prepared within 2 years of becoming a party to the Covenant of Mayors and involves action plans and projects in order to operationalize the strategies for achieving the associated targets. To this end, this study analyzes the Metropolitan Municipality’s SEAP and its components, which include zero-emission public transportation project, transformation of existing buildings to a more energy-efficient standard and related energy audit studies, a project for decreasing waiting periods in traffic via a Smart Traffic System, a pedestrianization project, and a project for increasing the use of geothermal energy for district heating. This study set out to identify the internal and external factors, as well as bottom-up and top-down mechanisms involved in various phases of the preparation and implementation of the SEAP. The research method was expert interviews, incorporating viewpoints and perceptions of stakeholders from different levels of the municipality. Among the key results are understanding the roles of enthusiasts and frontrunners in such initiative and the importance of top-management and central government support. (shrink)

It is our contention that the concept of planning in Glover's model is too broadly defined, encompassing both action/goal selection and the programming of the constituent movements required to acquire the goal. We argue that this monolithic view of planning is untenable on neuropsychological, neurophysiological, and behavioural grounds. The evidence demands instead that a distinction be made between action planning and the specification of the initial kinematic parameters, with the former depending on processing in the (...) ventral stream and the latter on processing in the dorsal stream. While action selection strategies in well‐defined domains have received considerable attention, little is yet known about how people choose what to do next in ill‐defined tasks. In this contribution, we shed light on this issue by considering everyday tasks, which in many cases have a multitude of possible solutions (e.g., it does not matter in which order the items are brought to the table when setting a table) and are thus categorized as ill‐defined problems. Even if there are no (...) hard constraints on the ordering of subtasks in everyday activities, our research shows that people exhibit specific preferences. We propose that these preferences arise from bounded rationality, that is, people only have limited knowledge and processing power available, which results in a preference to minimize the overall physical and cognitive effort. In the context of everyday activities, this can be achieved by (a) taking properties of the spatial environment into account to use them to one's advantage, and (b) employing a stepwise‐optimal action selection strategy. We present the Opportunistic Planning Model as an explanatory cognitive model, which instantiates these assumptions, and show that the model is able to generalize to new everyday tasks, outperforming machine learning models such as neural networks during generalization. Knowledge and expertise -- Knowledge and action -- The nature of professional action in urban planning.

Leading philosophical accounts of joint activity, such as Michael Bratman’s account of ‘shared intentional activity’, take joint activity to be the outcome of two or more agents having a ‘shared intention’, where this is a certain pattern of mutually known prior intentions that are directed toward a common goal. With Bratman’s account as a foil, I address two lacunas that are relatively unexplored in the philosophical literature. The first lacuna concerns how to make sense of the apparently joint cooperative activities (...) of agents that lack the capacities for planning and “mindreading” that one must have in order to be a party to a shared intention. The second lacuna concerns how participants are able to coordinate their actions “online”—that is, during action execution as a joint activity unfolds—without recourse to plans that specify in advance what they should do. Chapters 2 and 3 focus on the first lacuna, while chapters 4 and 5 focus on the second. In chapter 2, I focus on why participants must have mutual or common knowledge of each other’s intentions and beliefs in order to have a shared intention: Why must these attitudes be “out in the open”? I argue that, if participants lack the concept of belief, then one of the two main motivations for the common knowledge requirement—to filter out certain cases that intuitively aren’t cases of genuine joint activity—actually dissipates. Furthermore, a kind of “openness” that only requires of participants that they have the concept of goal but not that of belief can satisfy the other main motivation, to make sense of the idea that joint activities are non-accidentally coordinated. In chapter 3, I offer an account of a kind of joint activity in which agents such as young children and some non-human primates could participate, given what we know about their socio-cognitive capacities. In chapter 4, I argue that ‘shared intention’-accounts are unable to say much about spontaneous or skilful joint action because of the following widely accepted constraint on what one can intend: while an agent might intend—in the sense of commit to a plan—that “we” do something together, an agent cannot intend to perform “our” joint action. I reject this constraint and argue that some joint actions are joint in virtue of each participant having what I call ‘socially extended intention-in-action’ that overlap. In chapter 5, I review empirical work on subpersonal enabling mechanisms for the coordination of joint action. The review provides clues to what it is that enables participants to successfully coordinate their actions in the absence of plan-like intentions or beyond what such intentions specify. While what I address are lacunas rather than problems, an upshot of this thesis is that leading philosophical accounts of joint activity may have less explanatory scope than one might otherwise be led to believe. The accounts of joint activity and joint action that are presented in this thesis are arguably applicable to many of the joint activities and joint actions of adult human beings. The account also helps us avoid the false dichotomy between a very robust form of joint activity and a mere concatenation of purely individualistic actions—a dichotomy that accounts such as Bratman’s arguably invite us to adopt.
