En 2015, le Premier ministre finlandais commandait une étude préliminaire sur l’introduction d’un revenu de base. Cet article présente ses résultats provisoires. Il analyse les diverses options envisagées, les implications de l’introduction d’un revenu de base quant aux incitations ou désincitations à prendre un emploi, ainsi que les reconfigurations plus lointaines qu’une telle introduction entrainerait dans le fonctionnement des allocations sociales.

Purpose – This paper aims to present an overview of the various ethical, societal and critical issues that micro- and nanotechnology-based small, energy self-sufficient sensor systems raise in different selected application fields. An ethical approach on the development of these technologies was taken in a very large international, multitechnological European project. The authors approach and methodology are presented in the paper and, based on this review, the authors propose general principles for this kind of work. Design/methodology/approach – The authors’ approach (...) is based on a great amount of experience working together in multi-disciplinary teams. Ethical issues have usually been handled in the authors’ work to some degree. In this project, the authors had the opportunity to emphasise the human view in technological development, utilise the authors’ experience from previous work and customise the authors’ approach to this particular case. In short, the authors created a wide set of application scenarios with technical and application field experts in the authors’ research project. The scenarios were evaluated with external application field experts, potential consumer users and ethics experts. Findings – Based on the authors’ experiences in this project and in previous work, the authors suggest a preliminary model for construction activity within technology development projects. The authors call this model the Human-Driven Design approach, and Ethics by Design as a more focussed sub-set of this approach. As all enabling technologies have both positive and negative usage possibilities, and so-called ethical assessment tends to focus on negative consequences, there are doubts from some stakeholders about including ethical perspectives in a technology development project. Research limitations/implications – The authors argue that the ethical perspective would be more influential if it were to provide a more positive and constructive contribution to the development of technology. The main findings related to the ethical challenges based on the actual work done in this project were the following: the main user concerns were in relation to access to information, digital division and the necessity of all the proposed measurements; the ethics experts highlighted the main ethical issues as privacy, autonomy, user control, freedom, medicalisation and human existence. Practical implications – Various technology assessment models and ethical approaches for technological development have been developed and performed for a long time, and recently, a new approach called Responsible Research and Innovation has been introduced. The authors’ intention is to give a concrete example for further development as a part of the development of this approach. Social implications – The authors’ study in this particular case covers various consumer application possibilities for small sensor systems. The application fields studied include health, well-being, safety, sustainability and empathic user interfaces. The authors believe that the ethical challenges identified are valuable to other researchers and practitioners who are studying and developing sensor-based solutions in similar fields. The article investigates the validity of two different versions of the slippery slope argument construed in relation to human gene therapy: the empirical and the conceptual argument. The empirical version holds that our accepting somatic cell therapy will eventually cause our accepting eugenic medical goals. The conceptual version holds that we are logically committed to accepting such goals once we have accepted somatic cell therapy. It is argued that neither the empirical nor the conceptual version of the argument can provide (...) a conclusive moral reason for banning somatic cell therapy. According to a third interpretation, referred to as the arbitrary result argument, the many apparent similarities between somatic cell therapy and eugenic-based human genetic engineering drive us to make principled choices concerning what differences and similarities between the two practices should be regarded as morally (ir)relevant. Decisions of this kind are likely to have unpredictable moral consequences. Thus formulated, the slippery slope argument has much plausibility. One objects to somatic cell therapy not so much because of what is at the bottom of the slope on which it lies, but because it is on a slope of which one does not know what is at the bottom. While the arbitrary result argument does not provide a conclusive reason for prohibiting human gene therapy, it reminds of a very important thing: when making bioethical decisions, we should be as specific and as consistent as possible about our basic moral and medical concepts. Modern explainable AI methods remain far from providing human-like answers to ‘why’ questions, let alone those that satisfactorily agree with human-level understanding. Instead, the results that such methods provide boil down to sets of causal attributions. Currently, the choice of accepted attributions rests largely, if not solely, on the explainee’s understanding of the quality of explanations. The paper argues that such decisions may be transferred from a human to an XAI agent, provided that its machine-learning algorithms perform genuinely abductive inferences. (...) The paper outlines the key predicament in the current inductive paradigm of ML and the associated XAI techniques, and sketches the desiderata for a truly participatory, second-generation XAI, which is endowed with abduction. Most public discussion has focused on those effects of genetic research that are considered in some way unwanted or unpleasant. For example, there has been much debate concerning the risks and the ethical appropriateness of genetic screening, gene therapy, and agricultural applications based on genetic techniques. It often claimed that genetic research may cause new problems such as genetic discrimination, stigmatization, environmental risks, or mistreatment of animals. Genes and Morality: New Essays adopts a critical attitude toward genetic research, on both (...) a theoretical and a practical level. It presents some of the most important problems in the ethics of genetic engineering, including the questions of genetic health and disease, genetic testing, responsibility for health, patenting non-human and human life, and problems related to the disclosure of genetic information. The aim of the book is to focus on real ethical and conceptual issues. Consider, for instance, the concept of genetic disease. As one of the contributors, Ingmar Pörn, writes, fear of genetic disease, or anxiety, is not itself a disease any more than fear of becoming unemployed is a disease. Alleviating such emotions is not a medical task to be discharged by drug therapy. The book also examines the philosophical foundations of these issues by discussing the most influential bioethical theories of today, including utilitarianism and principlism. (shrink)

New data-driven ideas of healthcare have increased pressures to reform existing data infrastructures. This article explores the role of data governing institutions during a reform of both secondary health data infrastructure and related legislation in Finland. The analysis elaborates on recent conceptual work on data journeys and data frictions, connecting them to institutional and regulatory issues. The study employs an interpretative approach, using interview and document data. The results show the stark contrast between the goals of open and Big Data (...) inspired reforms and the existing institutional realities. The multiple tensions that emerged during the process indicate how data frictions emanate to the institutional level, and how mundane data practices and institutional dynamics are intertwined. The article argues that in the Finnish case, public institutions acted as sage-guards of public interest, preventing more controversial parts from passing. Finally, it argues that initiating regulatory and infrastructural reforms simultaneously was beneficial for solving the tensions of the initiative and analysing either side separately would have produced misleading accounts of the overall initiative. The results highlight the benefits of analysing institutional dynamics and data practices as connected issues. (shrink)

One way to obtain a comprehensive semantics for various systems of modal logic is to use a general notion of non-normal world. In the present article, a general notion of modal system is considered together with a semantic framework provided by such a general notion of non-normal world. Methodologically, the main purpose of this paper is to provide a logical framework for the study of various modalities, notably prepositional attitudes. It is of common use in modern Venn diagrams to mark a compartment with a cross to express its non-emptiness. Modern scholars seem to derive this convention from Charles S. Peirce, with the assumption that it was unknown to John Venn. This paper demonstrates that Venn actually introduced several methods to represent existentials but felt uneasy with them. The resistance to formalize existentials was not limited to diagrammatic systems, as George Boole and his followers also failed to provide a satisfactory (...) symbolic representation for them. This difficulty points out issues that are inherent to the very nature of existentials. This paper assesses the various methods designed for the representation of existential statements with Venn diagrams. First, Venn’s own attempts are discussed and compared with other solutions proposed by his contemporaries and successors, notably Lewis Carroll and Peirce. Since disjunctives hold an important role in an effective representation of existentials, their representation is also discussed. Finally, recent methods for the diagrammatic representation of existing individuals, rather than mere existence, are surveyed. (shrink)

The role of governments in business and society research has remained underexplored, and recent studies have called for further investigations of mechanisms of government intervention. In response to this call, this article studies how nation branding communication can govern businesses toward sustainability by providing qualifications for sustainable business, legitimizing these qualifications, and attaching national aspirations to business conduct that meets these qualifications. A comparative exploratory analysis of the nation branding materials of Denmark and Finland shows that while the two nations (...) qualify business sustainability in similar ways, differences exist in the legitimization of business sustainability and the national aspirations attached to sustainable business conduct. Both countries emphasize principles of efficiency and renewability in their sustainability qualifications. However, while Finland clearly seeks to attract firms to the local business environment to increase exports and improve the local economy, Denmark ascribes more heterogeneous value to sustainable business. Recent changes in service environments have changed the preconditions of their production and consumption. These changes include unbundling services from production processes, growth of the information-rich economy and society, the search for creativity in service production and consumption and continuing growth of digital technologies. These contextual changes affect city governments because they provide a range of infrastructure and welfare services to citizens. Concepts such as ‘smart city’, ‘intelligent city’ and ‘knowledge city’ build new horizons for cities in undertaking their challenging (...) service functions in an increasingly cost-conscious, competitive and environmentally oriented setting. What is essential in practically all of them is that they paint a picture of cities with smooth information processes, facilitation of creativity and innovativeness, and smart and sustainable solutions promoted through service platforms. This article discusses this topic, starting from the nature of services and the new service economy as the context of smart local public services. On this basis, we build an overall framework for understanding the basic forms and dimensions of smart public services. The focus is on conceptual systematisation of the key dimensions of smart services and the conceptual modelling of smart service platforms through which digital technology is increasingly embedded in social creativity. Carl Schmitt sees the 1933 Nazi seizure of power as a revolution that inaugurates an entirely new era of political-legal order. Analyzing Schmitt’s rarer Nazi-texts, diaries, and correspondence, I argue that from 1933 to 1936 Schmitt attempts to theorize the Nazi revolution by developing an entirely new political language of Nazism, cleansed from non-German ways of thinking, especially nineteenth-century liberalism. I focus on three conceptual transformations through which Schmitt understands the remaking of the German state: The shift from the liberal (...) democratic neutral state to a new one-party state or a Führer-state dominated by a movement – a shift symbolized by the “death of Hegel”; the transformation of sovereign power into Führertum, represented by the symbolical deaths of Jean Bodin and Thomas Hobbes, whose thought cannot comprehend the totality of the Nazi movement, and the perversion of the liberal-democratic equality before the law to the völkisch equality of the race as the basis of all Nazi political–legal life. Criticizing previous interpretations of Schmitt’s Nazi thinking, I demonstrate that when Schmitt abandons his own decicionist thought in favor of concrete order thinking in 1933/1934 the idea of race becomes the basis of his political–legal thought. I will argue that Mill used the concepts tendency and intention as technical terms a proper understanding of which is vital in interpreting his moral philosophy. I examine two interpretations of tendency, offered by Brian Cupples and Fred Berger, and proceed to show weaknesses in both. I will also sketch an interpretation of my own in which tendencies have an important place in Mill's understanding of not only science but moral philosophy as well. I will then show how my interpretation (...) of tendency can help in understanding Mill's foreseeable consequences utilitarianism that relies heavily on Mill's unorthodox use of the notion of intention. Hurwicz (Social Choice and public decision making. Essays in honor of Kenneth J. Arrow, Cambridge University Press, Cambridge, 1986) was the first to study an approach to implementation theory based on choice functions instead of preference relations. We argue that the solution concept used by him, the generalized Nash equilibrium, is not really compatible with the idea that individual behavior is describable by a choice function. A new solution concept that better fits the choice function framework is then introduced. Using (...) this, we investigate what behavioral assumptions are needed for the full characterizations of Nash implementable social choice correspondences to still hold. We describe Peirce’s 1903 system of modal gamma graphs, its transformation rules of inference, and the interpretation of the broken-cut modal operator. We show that Peirce proposed the normality rule in his gamma system. We then show how various normal modal logics arise from Peirce’s assumptions concerning the broken-cut notation. By developing an algebraic semantics we establish the completeness of fifteen modal logics of gamma graphs. We show that, besides logical necessity and possibility, Peirce proposed an epistemic interpretation of the (...) broken-cut modality, and that he was led to analyze constructions of knowledge in the style of epistemic logic. Some have suggested that images can be arguments. Images can certainly bolster the acceptability of individual premises. We worry, though, that the static nature of images prevents them from ever playing a genuinely argumentative role. To show this, we call attention to a dilemma. The conclusion of a visual argument will either be explicit or implicit. If a visual argument includes its conclusion, then that conclusion must be demarcated from the premise or otherwise the argument will beg the question. If (...) a visual argument does not include its conclusion, then the premises on display must license that specific conclusion and not its opposite, in accordance with some demonstrable rationale. We show how major examples from the literature fail to escape this dilemma. Drawing inspiration from the graphical logic of C. S. Peirce, we suggest instead that images can be manipulated in a way that overcomes the dilemma. Diagrammatic reasoning can take one stepwise from an initial visual layout to a conclusion—thereby providing a principled rationale that bars opposite conclusions—and the visual inscription of this correct conclusion can come afterward in time—thereby distinguishing the conclusion from the premises. Even though this practical application of Peirce’s logical ideas to informal contexts requires that one make adjustments, we believe it points to a dynamic conception of visual argumentation that will prove more fertile in the long run. ABSTRACT This article offers a new reading of Carl Schmitt and his Nazi engagement by chronologically examining the changing uses of Roman law in his Weimar and Nazi thought. I argue that Schmitt’s different ways of narrating the modern reception of Roman law disclose, first, the Nazification of his thought in the spring of 1933, and second, the partial and apologetic de-Nazification of his thinking in the 1940s. While Schmitt’s Weimar-era works are defined by a positive use of Roman imagery, (...) ranging from Schmitt’s support to the Catholic Church to his endorsement of Benito Mussolini’s ‘total state’ in Italy, Schmitt’s Nazi writings from 1933 to 1936 describe the reception of Roman law as an anti-German virus that must be overcome by the Nazi movement. This shift mirrors Schmitt’s transformation from an authoritarian thinker sympathetic to Italian Fascism into a devoted Nazi. However, once Schmitt begins to see that Germany will lose World War II, he recalibrates his position. While Schmitt’s earlier Nazi writings offered a negative estimation of the historical school of Friedrich Carl von Savigny, in his 1943/44 book on European legal science, Schmitt portrays Savigny as the paradigmatic European, whose work opens the path for a renewed legal science. This paper presents an enrichment of the Gabbay–Woods schema of Peirce’s 1903 logical form of abduction with illocutionary acts, drawing from logic for pragmatics and its resources to model justified assertions. It analyses the enriched schema and puts it into the perspective of Peirce’s logic and philosophy.

This paper explores the intertwining of uncertainty and values. We consider an important but underexplored field of fundamental uncertainty and values in decision-making. Some proposed methodologies to deal with fundamental uncertainty have included potential surprise theory, scenario planning and hypothetical retrospection. We focus on the principle of uncertainty transduction in hypothetical retrospection as an illustrative case of how values interact with fundamental uncertainty. We show that while uncertainty transduction appears intuitive in decision contexts it nevertheless fails in important ranges of (...) strategic game-theoretic cases. The methodological reasons behind the failure are then examined. (shrink)

This article investigates Charles Peirce’s development of logical calculi for classical propositional logic in 1880–1896. Peirce’s 1880 work on the algebra of logic resulted in a successful calculus for Boolean algebra. This calculus, denoted byPC, is here presented as a sequent calculus and not as a natural deduction system. It is shown that Peirce’s aim was to presentPCas a sequent calculus. The law of distributivity, which Peirce states in 1880, is proved using Peirce’s Rule, which is a residuation, inPC. The (...) transitional systems of the algebra of the copula that Peirce develops since 1880 paved the way to the 1896 graphical system of the alpha graphs. It is shown how the rules of the alpha system reinterpret Boolean algebras, answering Peirce’s statement that logical graphs supply a new system of fundamental assumptions to logical algebra. A proof-theoretic analysis is given for the connection betweenPCand the alpha system. (shrink)

Peirce considered the principal business of logic to be the analysis of reasoning. He argued that the diagrammatic system of Existential Graphs, which he had invented in 1896, carries the logical analysis of reasoning to the furthest point possible. The present paper investigates the analytic virtues of the Alpha part of the system, which corresponds to the sentential calculus. We examine Peirce’s proposal that the relation of illation is the primitive relation of logic and defend the view that this idea (...) constitutes the fundamental motive of philosophy of notation both in algebraic and graphical logic. We explain how in his algebras and graphs Peirce arrived at a unifying notation for logical constants that represent both truth-function and scope. Finally, we show that Shin’s argument for multiple readings of Alpha graphs is circular. (shrink)

This essay argues that Carl Schmitt’s postwar writings offer an original critique of biotechnology and utopian thinking. Examining the classics of utopian literature from Plato to Thomas More and Aldous Huxley, Schmitt illustrates the rise of utopianism that aims to transform human nature and even produce an artificial “human-machine.” Schmitt discovers a counterimage to the emerging era of biotechnology from a katechontic form of Christianity and maintains that human beings must recognize their shared humanity in God, warning us that without (...) a realm of transcendence, the enemy no longer offers an existential mirror but begins to incarnate foreign values, which must be destroyed completely. By comparing Schmitt with Michel Foucault and Donna Haraway, it is also argued that Schmitt’s thinking unlocks a novel path to exploring the meaning and histories of biopolitics and posthumanism. From a Schmittian perspective, Foucault’s depiction of biopolitics appears as a mere prelude to the coming age of biotechnology that will lead us into a posthuman era. Demonstrating interesting contrasts with Haraway’s utopian vision of the cyborg, it is maintained that Schmitt’s thinking offers a distinctively conservative-Christian critique of posthumanism. We present a dynamic approach to Peirce’s original construal of abductive logic as a logic of conjecture making, and provide a new decidable, contraction-free and cut-free proof system for the dynamic logic of abductive inferences with neighborhood semantics. Our formulation of the dynamic logic of abduction follows the philosophical and scientific track that led Peirce to his late, post-1903 characterization of abductive conclusions as investigands, namely invitations to investigate propositions conjectured at the level of pre-beliefs.

This article explores the writings of Hugo Grotius on the law of civil war. First, the article takes a look at what Grotius wrote about the Dutch revolt, the civil war during which he himself lived and which he helped to legitimise. Second, the article notes how in legal practice the Dutch revolt also provided a valuable early precedent for the later scholars of the law of civil war, who were more concerned with questions of revolutionary prize jurisdiction and the (...) problem of recognition. Third, the article explores the elements relating to these questions of civil war in Grotius’s volitional law of nations as presented in De iure belli ac pacis. These provided Grotius’s most enduring legacy for the later scholars on the law of civil war. (shrink)

There has been little theoretical debate of why companies behave in socially responsible ways whilst descriptive analysis of corporate social responsibility is flourishing. As result, there have been few methodological debates on how to study both what responsible actions are and why companies act accordingly. This methodological and theoretical essay discusses how institutional social theory has been and could be used in explaining socially responsible corporate behaviour. It is explored what kinds of theoretical tools are needed in explaining this behaviour (...) and how various tools can be integrated into one model explaining socially responsible corporate actions. It is argued that researchers should empirically focus simultaneously on normative origins and institutional environments of responsibilities, on power relations determining the particular responsibilities, and on institutional arrangement of corporate actions.
