Among these, the theme of the structure and power of ecclesiastical government has so far received less attention than it deserves. 7 Ecclesiastical power, or “the power of the Church,” was one of only two subjects to which Vitoria devoted two relectiones each (the other being the famous debate about Spanish rights to dominion in America). Recent developments in AI-research suggest that an AI-driven science might not be that far off. The research of for Melnikov et al. (2018) and that of Evans et al. (2018) show that automated systems can already have a distinctive role in the design of experiments and in directing future research. Common practice in many of the papers devoted to the automation of basic research is to refer to these automated systems as ‘agents’. What is this attribution of agency based on (...) and to what extent is this an important notion in the broader context of an AI-driven science? In an attempt to answer these questions, this paper proposes a new methodological framework, introduced as the Four-Fold Framework, that can be used to conceptualize artificial agency in basic research. It consists of four modeling strategies, three of which were already identified and used by Sarkia (2021) to conceptualize ‘intentional agency’. The novelty of the framework is the inclusion of a fourth strategy, introduced as conceptual modeling, that adds a semantic dimension to the overall conceptualization. The strategy connects to the other strategies by modeling both the actual use of ‘artificial agency’ in basic research as well as what is meant by it in each of the other three strategies. This enables researchers to bridge the gap between theory and practice by comparing the meaning of artificial agency in both an academic as well as in a practical context. (shrink)

A blockchain can be considered a technological phenomenon that is made up of different interconnected and autonomous systems. Such systems are referred to here as cyber-physical systems: complex interconnections of cyber and physical components. When cyber-physical systems are interconnected, a new whole consisting of a system of systems is created by the autonomous systems and their intercommunication and interaction. In a blockchain, individual systems can independently make decisions on joint information transactions. The decision-making procedures needed for this are executed based (...) on fault-tolerant communication and voting and consensus procedures, while the results of these decision-making procedures are stored in distributed ledgers. Due to the intercommunication, interaction, and independent decision making by autonomous systems, the new whole of a blockchain is a complex entity. Complexity science rather than the usual reductionist scientific approach can help us better understand the behaviour of the new and continuously developing whole of a blockchain as a technological phenomenon. We are currently in the middle of the transformation from Martin Heidegger’s modern society to a society based on digital technology. In the developing digital society, humans in their current state of ‘Being’ are increasingly surrounded by systems that are networked and run based on algorithms, software, and data. These interconnected systems function, communicate, and interact in networks and driven by these algorithms, software, and data, which give them the ability to connect, calculate, and reveal. Jointly, these systems thus create (...) a new and actual reality based on their mathematical and scientific background. In the present-day digital society, humans’ actual ‘state of Being’ is increasingly framed by what the digital technology reveals to us and enables. The transition to this new digital reality conjures up more and more questions as to whether we as humans sufficiently understand the essence of digital technology and whether we as humanity have sufficient knowledge and insight to be able to analyze and fathom the essence of the new digital ecology around us. In this article, I will use Heideggerian phenomenology as a philosophy to create a framework that will allow us to, based on phenomenological research into our current ‘Dasein’ or ‘being there’, gain deeper insight into the ‘Being’ of digital technology and the ensuing development of a digital reality for humanity as a whole. This article investigates the claims and complexities involved in the platform-based economics of health and fitness apps. We examine a double-edged logic inscribed in these platforms, promising to offer personal solutions to medical problems while also contributing to the public good. On the one hand, online platforms serve as personalized data-driven services to their customers. On the other hand, they allegedly serve public interests, such as medical research or health education. In doing so, many apps employ a diffuse discourse, hinging (...) on terms like “sharing,” “open,” and “reuse” when they talk about data extraction and distribution. The analytical approach we adopt in this article is situated at the nexus of science and technology studies, political economy, and the sociology of health and illness. The analysis concentrates on two aspects: datafication and commodification. We apply these analytical categories to three specific platforms: 23andMe, PatientsLikeMe, and Parkinson mPower. The last section will connect these individual examples to the wider implications of health apps’ data flows, governance policies, and business models. Regulatory bodies commonly focus on the safety and security of apps, but pay scarce attention to health apps’ techno-economic governance. Who owns user-generated health data and who gets to benefit? We argue that it is important to reflect on the societal implications of health data markets. Governments have the duty to provide conceptual clarity in the grand narrative of transforming health care and health research. (shrink)

“New communities” are a real force in the contemporary Catholic landscape. However, a certain number of them are affected by crises of various types. Abuses of all kinds and sectarian excesses can create stigmas in the lives of communities and their members. In short, new communities are proving to be more fragile than we initially understood them to be. What are the causes of these struggles? To examine this question, the author proposes to take stock of the current situation by (...) pointing out the critical and focal elements in the life of suffering communities. The need for urgent, structural transformations to dominant food systems is increasingly recognized in research and policy. The direction these transformations take is in great part influenced by how the problem is framed and what future pathways become seen as plausible and desirable. Scientific knowledge and the organizations producing it hold considerable authority in suggesting what alternatives are or are not worth pursuing, ultimately shaping frames and in turn being shaped by them. This paper examines Brazil’s federal Agricultural Research Corporation (...) (Embrapa), a major contributor to technological advances that made Brazil into an agricultural powerhouse. We examine the ways in which Embrapa’s leadership has framed sustainable agriculture in its public communication and the wider implications for food systems transformation. Drawing from Embrapa news articles in the period 2015–2020, we identify four interrelated frames forming Embrapa’s prevalent position on sustainability. Our results show that while Embrapa promotes practices based on alternative approaches such as agroecology, its deeper framing often reflects the core assumptions driving dominant industrial food systems. This framing reinforces underlying logics of control, efficiency, and competition aligned with the productivist paradigm and excludes divergent perspectives that exist within the organization. We propose strategic games wherein the strategies consist of players asking each other questions and answering those questions. We study simplifications of such games wherein two players simultaneously ask each other a question that the opponent is then obliged to answer. The motivation for our research is to model conversation including the dynamics of questions and answers, to provide new links between game theory and dynamic logics of information, and to exploit the dynamic/strategic structure that, we think, lies implicitly inside (...) epistemic models for epistemic languages, and to make that structure an explicit subject of logical study. Our main contributions are: the notion of a two-person question-answer game with information goals, the existence and computation of equilibria for these games, the correspondence with Bayesian games and their equilibria, and a connection between logic and game theory namely the existence of equilibria for positive goal formulae. A true lie is a lie that becomes true when announced. In a logic of announcements, where the announcing agent is not modelled, a true lie is a formula that becomes true when announced. We investigate true lies and other types of interaction between announced formulas, their preconditions and their postconditions, in the setting of Gerbrandy’s logic of believed announcements, wherein agents may have or obtain incorrect beliefs. Our results are on the satisfiability and validity of instantiations of these semantically (...) defined categories, on iterated announcements, including arbitrarily often iterated announcements, and on syntactic characterization. We close with results for iterated announcements in the logic of knowledge, and for lying as private announcements to different agents. Detailed examples illustrate our lying concepts. (shrink)

Although normative systems, or social laws, have proved to be a highly influential approach to coordination in multi-agent systems, the issue of compliance to such normative systems remains problematic. In all real systems, it is possible that some members of an agent population will not comply with the rules of a normative system, even if it is in their interests to do so. It is therefore important to consider the extent to which a normative system is robust, i.e., the extent (...) to which it remains effective even if some agents do not comply with it. We formalise and investigate three different notions of robustness and related decision problems. We begin by considering sets of agents whose compliance is necessary and/or sufficient to guarantee the effectiveness of a normative system; we then consider quantitative approaches to robustness, where we try to identify the proportion of an agent population that must comply in order to ensure success; and finally, we consider a more general approach, where we characterise the compliance conditions required for success as a logical formula. We furthermore introduce a logic for specifying properties of norm compliance in general and norm robustness in particular. (shrink)

Qualitative Coalitional Games are a variant of coalitional games in which an agent's desires are represented as goals that are either satisfied or unsatisfied, and each choice available to a coalition is a set of goals, which would be jointly satisfied if the coalition made that choice. A coalition in a QCG will typically form in order to bring about a set of goals that will satisfy all members of the coalition. Our goal in this paper is to develop and (...) study logics for reasoning about QCGs. We begin by introducing a logic for reasoning about “static” QCGs, where participants play a single game, and we then introduce and study Temporal QCGs , i.e., games in which a sequence of QCGs is played. In order to represent and reason about such games, we introduce a linear time temporal logic of QCGs, called ℒ. We give a complete axiomatisation of ℒ, use it to investigate the properties of TQCGs, identify its expressive power, establish its complexity, characterise classes of TQGCs with formulas from our logical language, and use it to formulate several solution concepts for TQCGs. We add a limited but useful form of quantification to Coalition Logic, a popular formalism for reasoning about cooperation in game-like multi-agent systems. The basic constructs of Quantified Coalition Logic (QCL) allow us to express such properties as "every coalition satisfying property P can achieve φ" and "there exists a coalition C satisfying property P such that C can achieve φ". We give an axiomatisation of QCL, and show that while it is no more expressive than Coalition Logic, it is (...) nevertheless exponentially more succinct. The complexity of QCL model checking for symbolic and explicit state representations is shown to be no worse than that of Coalition Logic, and satisfiability for QCL is shown to be no worse than satisfiability for Coalition Logic. We illustrate the formalism by showing how to succinctly specify such social choice mechanisms as majority voting, which in Coalition Logic require specifications that are exponentially long in the number of agents. As expected, the logic is axiomatised by taking a copy of a CTL axiomatisation for each dimension. Completeness is proved by employing the completeness result for CTL to obtain a model along each dimension in turn. We also show that (...) the logic is decidable and that its satisfiability problem is no harder than the corresponding problem for CTL. Voting Advice Applications (VAAs) are online tools designed to help citizens decide how to vote. They typically offer their users a representation of what is at stake in an election by matching user preferences on issues with those of parties or candidates. While the use of VAAs has boomed in recent years in both established and new democracies, this new phenomenon in the electoral landscape has received little attention from political theorists. The current academic debate is focused on epistemic aspects (...) of the question how a VAA can adequately represent electoral politics. We argue that conceptual and normative presuppositions at play in the background of the tool are at least as important. Even a well-developed VAA does not simply reflect what is at stake in the election by neutrally passing along information. Rather, it structures political information in a way that is informed by the developers’ presuppositions. Yet, these presuppositions remain hidden if we interpret the tool as a mirror that offers the user a reflection of him/herself situated within the political landscape. VAAs should therefore be understood as electoral dioramas, staged according to a contestable picture of politics. (shrink)

In the present study, we explore how reading habits influence the scanning and the construction of mental models in spatial reasoning. For instance, when participants are given a problem like A is to the left of B; B is to the left of C, what is the relation between A and C? They are assumed to construct the model: A B C. If reading habits influence the scanning process, then readers of French should inspect models from left to right, whereas (...) readers of Arabic should inspect them from right to left. The prediction following this analysis is that readers of French should be more inclined to produce “left” conclusions, whereas readers of Arabic should be more inclined to produce “right” conclusions. Furthermore, one may expect that readers of French show a greater ease in constructing models following a left-to-right direction than models following a right-to-left direction, whereas an opposite pattern might be expected for readers of Arabic. We tested these predictions in two experiments involving French and Yemeni participants. Experiment 1 investigated the formulation of conclusions from spatial premises, and Experiment 2, which was based on non-linguistic stimuli, examined the time required to construct mental models from left to right and from right to left. Our results show clear differences between the two groups. As expected, the French sample showed a strong left-to-right bias, but the Yemeni sample did not show the reverse bias. Results are discussed in terms of cultural influences and universal mechanisms. (shrink)

While many public health threats are now widely appreciated by the public, the risks from asbestos exposure remain poorly understood, even in high-risk groups. This article makes the case that asbestos exposure is an important, ongoing global health threat, and argues for greater policy efforts to raise awareness of this threat. It also proposes the extension of asbestos bans to developing countries and increased public subsidies for asbestos testing and abatement.

Plausibility models are Kripke models that agents use to reason about knowledge and belief, both of themselves and of each other. Such models are used to interpret the notions of conditional belief, degrees of belief, and safe belief. The logic of conditional belief contains that modality and also the knowledge modality, and similarly for the logic of degrees of belief and the logic of safe belief. With respect to these logics, plausibility models may contain too much information. A proper notion (...) of bisimulation is required that characterises them. We define that notion of bisimulation and prove the required characterisations: on the class of image-finite and preimage-finite models, two pointed Kripke models are modally equivalent in either of the three logics, if and only if they are bisimilar. As a result, the information content of such a model can be similarly expressed in the logic of conditional belief, or the logic of degrees of belief, or that of safe belief. This, we found a surprising result. Still, that does not mean that the logics are equally expressive: the logics of conditional and degrees of belief are incomparable, the logics of degrees of belief and safe belief are incomparable, while the logic of safe belief is more expressive than the logic of conditional belief. In view of the result on bisimulation characterisation, this is an equally surprising result. We hope our insights may contribute to the growing community of formal epistemology and on the relation between qualitative and quantitative modelling. (shrink)
