It is sometimes remarked that while the preoccupation with the history of technology is a mature and well-established discipline, the preoccupation with the philosophy of technology is at best recent, and at worst considered as marginal in academic terms. In contrast, its relative, the philosophy of science is eminently respectable and unquestioningly accepted by the philosophical community.This paper, first, briefly sets out the historical relationship between science and technology in the West. Against such a context, it then (...) looks at the epistemological values and goals embedded respectively in the philosophy of science and the philosophy of technology, to consider their overlap as well as their differences. It uses the study of genetics, its two revolutions in the twentieth century – classical Mendelian genetics and DNA molecular genetics – as an example to demonstrate these points of similarities and differences, thereby also establishing that the philosophy of technology is indeed a serious preoccupation. Spengler’s work is typically represented as speculative philosophy of history. However, I argue that there is good reason to consider much of his thought as preoccupied with existential and phenomenological questions about the nature and ends of human existence, rather than with history per se. In this paper I consider Spengler’s work in comparison with Heidegger’s history of Being and analysis of technological modernity. I argue that Spengler’s considerable proximity to much of Heidegger’s thought compels us to reconsider the nature (...) and scope of Spengler’s philosophical project. (shrink)

An interdisciplinary reappraisal of Lynn White, Jr.’s “The Historical Roots of Our Ecologic Crisis” reopens several issues, including the suggestion by Peter Harrison that White’s thesis was historical and that it is a mistake to regard it as theological. It also facilitates a comparison between “Roots” and White’s earlier book Medieval Technology and Social Change. In “Roots,” White discarded or de-emphasized numerous qualifications and nuances present in his earlier work so as to heighten the effect of certain rhetorical aphorisms (...) and to generalize their scope and bearing well beyond what the evidence could bear. The meaning of Genesis and other biblical books proves to be just as important in White’s thesis as their historical reception. In “Roots,” White presents, alongside other contentions, the claims that Christian doctrines have all along been both anthropocentric and despotic, especially in the West, and that this is where the real roots of the problems are to be found. These claims, however, conflict with most of the relevant evidence. An adequate reappraisal of White’s work needs to recognize that there is a cultural determinism parallel to the technological determinisms alleged by R. H. Hilton and P. H. Sawyer, to endorse Elspeth Whitney’s “single-cause” critique of links between religion and technological change in the Middle Ages, and to treat sympathetically Whitney’s claim that White and some of his eco-theological critics (despite their disagreements) have in common both their valorizing of individual beliefs and values and their neglect of economic and institutional factors. Nevertheless, our ecological problems need to be understood through explanations turning on beliefs and values as well as on economics and institutions. (shrink)

In _Counter-History of the Present_ Gabriel Rockhill contests, dismantles, and displaces one of the most widespread understandings of the contemporary world: that we are all living in a democratized and globalized era intimately connected by a single, overarching economic and technological network. Noting how such a narrative fails to account for the experiences of the billions of people who lack economic security, digital access, and real political power, Rockhill interrogates the ways in which this grand narrative has emerged in the (...) same historical, economic, and cultural context as the fervid expansion of neoliberalism. He also critiques the concurrent valorization of democracy, which is often used to justify U.S. military interventions on the behalf of capital. Developing an alternative account of the current conjuncture that acknowledges the plurality of lived experiences around the globe and in different social strata, he shifts the foundations upon which debates about the contemporary world can be staged. Rockhill's counter-history thereby offers a new grammar for historical narratives, creating space for the articulation of futures no longer engulfed in the perpetuation of the present. (shrink)

This article explores the relationship between medicine’s history and its digital present through the lens of the physician-patient relationship. Today the rhetoric surrounding the introduction of new technologies into medicine tends to emphasize that technologies are disturbing relationships, and that the doctor-patient bond reflects a more ‘human’ era of medicine that should be preserved. Using historical studies of pre-modern and modern Western European medicine, this article shows that patient-physician relationships have always been shaped by material cultures. We discuss three activities (...) – recording, examining, and treating – in the light of their historical antecedents, and suggest that the notion of ‘human medicine’ is ever-changing: it consists of social attributions of skills to physicians that played out very differently over the course of history. Living organisms are the ultimate survivalists, having evolved phenotypes with unprecedented adaptability, ingenuity, resourcefulness, and versatility compared to human technology. To harness these properties, functional descriptions and design principles from all sources of biodiversity information must be collated − including the hundreds of thousands of possible survival features manifest in natural history museum collections, which represent 12% of total global biodiversity. This requires a consortium of expert biologists from a range of disciplines to convert the observations, data, and hypotheses (...) into the language of engineering. We hope to unite multidisciplinary biologists and natural history museum scientists to maximize the coverage of observations, descriptions, and hypotheses relating to adaptation and function across biodiversity, to make it technologically useful. This is to be achieved by developments in meta‐ taxonomic classification, phylogenetics, systematics, biological materials research, structure and morphological characterizations, and ecological data gathering from the collections − the aim being to identify and catalogue features essential for good biomimetic design. This paper traces the origins of two technological trajectories in the contemporary history of wind power technology: the American Smith-Putnam Wind Turbine and the Danish Gedser Wind Turbine. Describing the two wind turbine projects in terms of their technical design characteristics, the professional background of the individuals involved, the organizational features of the technological knowledge production, and the historical context, the paper builds on the notion of technological trajectories in the making as a means of identifying emerging selection mechanisms (...) for possible engineering problem solutions, scientific methods, material artifacts, and financial assessment techniques. Conceived during the Great Depression and World War II, respectively, both projects promoted the idea that wind power could make a cost-effective contribution to the existing electric utility system. The two projects resulted in distinctive wind turbine innovations that paved the way for two technological trajectories in the contemporary history of wind power. Studying the emergence of technological trajectories, it is argued, requires the historian of technology to attend to well-known features of technological design and its cultural context that in retrospect appear to be significant, but also to tackle the creation of novelty and the inevitability of technological uncertainties about which the logic of trajectories has little to say. Scholarly pursuits of the topics encompassed by science, technology, and society (STS) provide many opportunities to combine sociology with history. This article notes some of the reasons why sociology has tended to ignore history but asserts that scholarly explorations of STS topics, and in particular the study of technological change, provide many opportunities for engagements with history. A number of research issues are presented that focus on such topics as the rise of the nation-state, changes in the occupational structure, (...) and recast gender roles. The article concludes that a historically informed study of technology and technological change will add an important dimension to a key sociological insight, that people actively create the forces shaping their lives while also being constrained and molded by these creations. A history of writing the history of computing is presented in its relationship to the history of mathematics. As with many historiographies, the initial history of computing was very much an internalistic history. In the late 1970s, the field became more serious and started looking at the histories of mathematics and technology for (methodological) inspiration. Whereas the history of mathematics was initially quite influential, it is the history of technology (in its U.S. form) that has become the dominant (...) framework for doing history of computing since the 1990s. The year 2001, the first of our twenty-first century, marks a turning point in the publication of the work of Martin Heidegger. That year, the very first courses he taught during the Third Reich were published. Under the seemingly noble title Being and Truth (Sein und Wahrheit), the double volume 36/37 of the complete works (Gesamtausgabe) grouped the 1933 summer course, The Fundamental Question of Philosophy (Der Grundfrage der Philosophie), and the 1933/34 winter semester course, On the Essence of Truth (...) (Vom Wesen der Wahrheit). Why was this a turning point? For one thing, these are among the most explicitly National Socialist and Hitlerian courses he taught.
