This gives rise to the contradictory scenario whereby such political actors at the central and sub-central levels remain the apostles of centralization on one hand and exponents of democracy as a model of national government on the other hand. Nigeria is the most populous African country. And this marginalization of the local government (...) in the democratic process is prevalent in Nigeria. Invariably, the pervasive effect of this condition, as it negatively affects the availability of dividends of democracy to the African citizen, is worrisome. In the meantime, the continent of Europe is perceived in the study as having possibly taken local government understanding to a model level of local self-governance, through its European Charter of Local Self-Government. Europe is thus, seen in this study as a region in the lead in situating the local government paradigm, within its proper democratic context. The theoretical framework of deliberative democracy is adopted in the study to engage African states to embrace local self-governance as a critical component of democratization. ]]>. (shrink)

Background In this study, we examined the ethical implications of Egypt’s new clinical trial law, employing the ethical framework proposed by Emanuel et al. and comparing it to various national and supranational laws. This analysis is crucial as Egypt, considered a high-growth pharmaceutical market, has become an attractive location for clinical trials, offering insights into the ethical implementation of bioethical regulations in a large population country with a robust healthcare infrastructure and predominantly treatment-naïve patients. Methods We conducted a comparative analysis (...) of Egyptian law with regulations from Sweden and France, including the EU Clinical Trials Regulation, considering ethical human subject research criteria, and used a directed approach to qualitative content analysis to examine the laws and regulations. This study involved extensive peer scrutiny, frequent debriefing sessions, and collaboration with legal experts with relevant international legal expertise to ensure rigorous analysis and interpretation of the laws. Results On the rating of the seven different principles (social and scientific values, scientific validity, fair selection of participants, risk-benefit ratio, independent review, informed consent and respect for participants) Egypt, France, and EU regulations had comparable scores. Specific principles (Social Value, Scientific Value, and Fair selection of participants) were challenging to directly identify due to certain regulations embodying 'implicit' principles more than explicitly stated ones. Conclusion The analysis underscores Egypt's alignment with internationally recognized ethical principles, as outlined by Emanuel et al., through its comparison with French, Swedish, and EU regulations, emphasizing the critical need for Egypt to continuously refine its ethical regulations to safeguard participant protection and research integrity. Key issues identified include the necessity to clarify and standardize the concept of social value in research, alongside concerns regarding the expertise and impartiality of ethical review boards, pointing towards a broader agenda for enhancing research ethics in Egypt and beyond. The central issue addressed in this paper is the demand for improvements in the space granted to African philosophy in African universities. I offer and elaborate on the most basic reasons for this demand, which includes amongst others: 1) the obsoleteness of the reasons given for the current trend of focusing on Western philosophy 2) the fact that very few teachers of philosophy in Africa are focused mainly or only on Western philosophy in their academic productivity and 3) the disparity (...) between the premises and the conclusion of the arguments in favour of the current pride of place accorded to Western philosophy. These, and some other reasons of practical and strategic nature, make the maintenance of the current status quo of philosophy education in African universities either hypocritical or unjustified in their unwillingness to face the challenge that the evidence on the ground points to. It has been reported by some studies that the desire to be involved in decisions concerning one’s healthcare especially with regard to obtaining informed consent is related to educational status. The purpose of this study, therefore, is to assess the influence of educational status on attitude towards informed consent practice in three south-eastern Nigerian communities.

The study investigates how the territorial community can influence the individual and social well-being of lesbian, gay, bisexual youth and especially the recognition of their feelings and the construction of their own identity as well as their needs to be socially recognized. This research focuses on the experiences of 30 LGB individuals, with a mean age of 25.07 years, living in urban and rural areas of Southern Italy. Focalized open interviews were conducted, and the Grounded Theory Methodology, supported by the (...) Atlas.ti 8.0 software, was used for data analysis. The textual material was first coded, and then codes were grouped into five macro-categories: Freedom of identity expression in the urban and rural context, identity construction and acceptance process, need of aggregation and identification with the LGB community, role of the interpersonal relationship in the process of identity acceptance, socio-cultural context, and LGB psychological well-being. The results showed a condition common to the two contexts that we can define as “ghettoization.” The young LGB is alone in the rural area due to a lack of places and people to identify with and greater social isolation. On the contrary, although there are more opportunities in the urban area, young people feel stigmatized and ghettoized because “their places” are frequented exclusively by the lesbian, gay, bisexual, transexual, queer community. We discuss the philosophical motivation for a particular choice of axioms for a non-Archimedean probability theory and answer some philosophical objections that have been raised against infinitesimal probabilities in general.

Can a society, as a collective, be evaluated morally? In this paper, I attempt to answer this question against the background of the discourse on development. Specifically, I undertake three explorations. I begin with 1) discussion of the ways we attribute responsibility to collectives in relation to some problems associated with globalisation. This is followed by 2) consideration of some of the debates in philosophy regarding the nature and possibility of collective responsibility. Lastly, I examine 3) an attractive but underexplored (...) possibility in the growing literature on Ubuntu. On the basis of Ubuntu moral insights, I will attempt to defend the thesis that the collective responsibility of developing societies in relation development is grounded by the imperative to care about the humanity of other people. This book focuses on the normative questions raised by the postulation and declaration of a global ethic. Its scope covers the questions “why do we need a global ethic?”, “what kind of global ethic do we need and what sort of normative justification does it imply?” The book considers the imperative of global ethic to be plausible because it demands consistency in the application of the rule or standard of moral behavior.

It has long been thought that the ancient Greeks did not take mechanics seriously as part of the workings of nature, and that therefore their natural philosophy was both primitive and marginal. In this book Sylvia Berryman challenges that assumption, arguing that the idea that the world works 'like a machine' can be found in ancient Greek thought, predating the early modern philosophy with which it is most closely associated. Her discussion ranges over topics including balancing and equilibrium, lifting (...) water, sphere-making and models of the heavens, and ancient Greek pneumatic theory, with detailed analysis of thinkers such as Aristotle, Archimedes, and Hero of Alexandria. Her book shows scholars of ancient Greek philosophy why it is necessary to pay attention to mechanics, and shows historians of science why the differences between ancient and modern reactions to mechanics are not as great as was generally thought. Francis Fukuyama postulated that there are two powerful forces at work in human history. One, he calls, ‘the logic of modern science’ and the other, ‘the struggle for recognition’. I agree with Fukuyama that human developmental progression is propelled by these twin principles. It is my position that these principles have been the drivers of geopolitics. In this paper, I argue that, in addition, knowledge production is a major factor in geopolitics and that the Euro-American worldview has occupied the place (...) of hegemony by reason of knowledge production. Africa has been denied having any form of epistemic tradition by the Euro-American world to sustain itself in the position of hegemony. In the era of Fourth Industrial Revolution, it will be antithetical for Africa to continue to adopt or consume technologies driven by Eurocentrism without projecting its contribution to the global space. Hence, using a critical hermeneutical approach, I contend that Africa needs to make a unique African contribution in the era of Fourth Industrial Revolution. It is Africa’s unique contribution that will guarantee Africa a place in geopolitics. (shrink)

Big Data enhances the possibilities for storing personal data extracted from social media and web search on an unprecedented scale. This paper draws on the political economy of information which explains why the online industry fails to self-regulate, resulting in increasingly insidious web-tracking technologies. Content analysis of historical blogs and request for comments on HTTP cookies published by the Internet Engineering Task Force illustrates how cookie technology was introduced in the mid-1990s, amid stark warnings about increased system vulnerabilities and deceptive (...) personal data extractions. In conclusion, online users today are left with few alternatives but to enter into unconscionable contracts about the extraction of their personal data when using the Internet for private purposes. Social theory is developing in response to the coronavirus (COVID) crisis. Fundamental questions about social justice in the relationship of individuals to society are raised by Delanty in his review of political philosophy, including Agamben, Foucault and Žižek. However, the focus on the libertarian critique of authoritarianism is not enough. The social democratic critique of neoliberalism lies at the centre of the contesting responses to the COVID crisis. A social democratic perspective on public health, democracy and state action is contrasted (...) with the anti-statists of left and right. This is addressed in debates on the relationship between science and governance, the place of crisis in theories of change and the conceptualisation of alternative forms of social formation. The crisis initiated by the pandemic, cascading through society, from health to economy, to polity and into violence, includes a contestation between social democratic and neoliberal visions of alternative forms of society. Der vorliegende Beitrag will diesen Begriff für Psychoanalyse und Psychotherapie fruchtbar machen. Zwei Fallvignetten illustrieren, welche Fallstricke für Psychoanalytiker und Patienten bereit lägen, wenn »Race« in Übertragung und Gegenübertragung verleugnet werden müsse. Tauchen negativ konnotierte »racial« Phantasien auf, könne die Angst, rassistisch zu denken oder zu agieren, zum Stillstand und sogar Scheitern einer Behandlung führen. Da rassifizierte Projektionen nach (...) Ansicht der Autorin unvermeidbar seien, sieht sie die Entstehung des Gefühls einer »racial Melancholia« als Möglichkeit, dem drohenden Stillstand entgegenzuwirken. (shrink)

We argue for the addition of trauma informed awareness, training, and skill in clinical ethics consultation by proposing a novel framework for Trauma Informed Ethics Consultation (TIEC). This approach expands on the American Society for Bioethics and Humanities (ASBH) framework for, and key insights from feminist approaches to, ethics consultation, and the literature on trauma informed care (TIC). TIEC keeps ethics consultation in line with the provision of TIC in other clinical settings. Most crucially, TIEC (like TIC) is systematically sensitive (...) to culture, history, difference, power, social exclusion, oppression, and marginalization. By engaging a neonatal intensive care ethics consult example, we define our TIEC approach and illustrate its application. Through TIEC we argue it is the role of ethics consultants to not only hold open moral spaces, but to furnish them in morally habitable ways for all stakeholders involved in the ethics consultation process, including patients, surrogates, and practitioners. Noradrenergic pathways are involved in mediating the central and peripheral effects of physiological arousal. The aim of the present study was to investigate the role of noradrenergic transmission in moral decision-making. We studied the effects in healthy volunteers of propranolol (a noradrenergic beta-adrenoceptor antagonist) on moral judgement in a set of moral dilemmas pitting utilitarian outcomes (e.g., saving five lives) against highly aversive harmful actions (e.g., killing an innocent person) in a double-blind, placebo-controlled, parallel group design. Propranolol (40 mg orally) (...) significantly reduced heart rate, but had no effect on self-reported mood. Importantly, propranolol made participants more likely to judge harmful actions as morally unacceptable, but only in dilemmas where harms were ‘up close and personal’. In addition, longer response times for such personal dilemmas were only found for the placebo group. Finally, judgments in personal dilemmas by the propranolol group were more decisive. These findings indicate that noradrenergic pathways play a role in responses to moral dilemmas, in line with recent work implicating emotion in moral decision-making. However, contrary to current theorising, these findings also suggest that aversion to harming is not driven by emotional arousal. Our findings are also of significant practical interest given that propranolol is a widely used drug in different settings, and is currently being considered as a potential treatment for post-traumatic stress disorder in military and rescue service personnel. The Snow White problem is introduced to demonstrate how learning something of which one could not have learnt the opposite (due to observer selection bias) can change an agent’s probability assignment. This helps us to analyse the Sleeping Beauty problem, which is deconstructed as a combinatorial engine and a subjective wrapper. The combinatorial engine of the problem is analogous to Bertrand’s boxes paradox and can be solved with standard probability theory. The subjective wrapper is clarified using the Snow White problem. (...) Sample spaces for all three problems are presented. The conclusion is that subjectivity plays no irreducible role in solving the Sleeping Beauty problem and that no reference to centered worlds is required to provide the answer. (shrink)

I respond to H. M. Collins's claim (1985, 1990, 1993) that experimental inquiry cannot be objective because the only criterium experimentalists have for determining whether a technique is "working" is the production of "correct" (i.e., the expected) data. Collins claims that the "experimenters' regress," the name he gives to this data-technique circle, cannot be broken using the resources of experiment alone. I argue that the data-technique circle, can be broken even though any interpretation of the raw data produced by techniques (...) is theory-dependent. However, it is possible to break this circle by eliminating dependence on even those theoretical presuppositions that are shared by an entire scientific community through the use of multiple independently theory-dependent techniques to produce robust bodies of data. Moreover, I argue, that it is the production of robust bodies of data that convinces experimentalists of the objectivity of their data interpretations. (shrink)

Rasmussen (1993) argues that, because electron microscopists did not use robustness and would not have been warranted in using it as a criterion for the reality or the artifactuality of mesosomes, the bacterial mesosome serves as a test case for robustness that it fails. I respond by arguing that a more complete reading of the research literature on the mesosome shows that ultimately the more robust body of data did not support the mesosome and that electron microscopists used and were (...) warranted in using robustness as a criterion for the artifactuality of mesosomes. Deliberation is central to the pursuit of justice in African societies. In practices variously called palaver, public meetings or village assembly, attempts are made to do justice through deliberation. When parties disagree during a deliberation, they may choose to go their separate ways, or they may agree to reconvene on another date. Notwithstanding the positive senses in which otherness may be conceived, in this paper I consider the challenge negative constructions of otherness pose for the pursuit of justice through deliberation. (...) Is justice realizable through deliberation, if one or more parties to the deliberation regard other parties as absolute others, that is, as embodiment of everything abhorrent or aberrant? Through consideration of two models of deliberation – irenic and agonistic deliberation – I argue that the nature of a deliberation determines whether it must contend with the challenge of otherness. Cesarean delivery rates have been steadily increasing worldwide. In response, many countries have introduced target goals to reduce rates. But a focus on target goals fails to address practices embedded in standards of care that encourage, rather than discourage, cesarean sections. Obstetrical standards of care normalize use of technology, creating an imperative to use technology during labor and birth. A technological imperative is implicated in rising cesarean rates if physicians or patients fear refusing use of technology. Reproductive autonomy is at (...) stake since a technological imperative undermines patients’ ability to choose cesareans or refuse use of technology increasing the likelihood of cesareans. To address practices driven by a technological imperative I outline three physician obligations that are attached to respecting patient autonomy. These moral obligations show that a focus on respect for autonomy may prove not only an ideal ethical response but also an achievable practical response to lowering cesarean rates. (shrink)

Public deliberation, highly valued by many African societies, becomes the cornerstone of a new system of African political philosophy in this brilliant, highly original study. In Deliberative Agency, philosopher Uchenna Okeja offers a way to construct a new political center by building it around the ubiquitous African practice of public deliberation, a widely accepted means to resolve legal matters, reconcile feuding groups, and reestablish harmony. In cities, hometown associations and voluntary organizations carry out the task of fostering deliberation among (...) African groups for different reasons. In some instances, the deliberation aims to settle disputes. In others, the aim is to decide the best action to take to address unfortunate incidents such as death. Through a measured, comparative analysis, Deliberative Agency argues that the best way to reimagine and harness the idea of public deliberation, based on current experiences in Africa, is to see it as performance of agency. Alcohol consumption during pregnancy can lead to fetal alcohol spectrum disorders. FASD is a spectrum of structural, functional, and neurodevelopmental problems with often lifelong implications, affecting communities worldwide. It is a leading preventable form of intellectual disabilities and therefore warrants effective prevention approaches. However, well-intended FASD prevention can increase stigmatization of individuals with FASD, women who consume or have consumed alcohol during pregnancy, and non-biological parents and guardians of individuals with FASD. This narrative review surveyed the literature on stigmatization related (...) to FASD. Public stigma appears to be the most common form of stigma studied. Less is known about FASD-related self-stigma, stigma by association, and structural stigma. Accordingly, the current literature on FASD-related stigma does not appear to provide sufficient guidance for effectively reducing FASD-related stigma. However, lessons can be learned from other related health topics and the use of a systematic approach for the development of health promotion programs, namely Intervention Mapping. (shrink)

I aim in this paper to demonstrate the moral problem of expatriate employment in developing countries. To determine how best to construe the moral problem in this context, I first examine four arguments, namely, that in developing countries, expatriate employment is morally wrong because it 1) entrenches the injustice of wage discrimination; 2) produces undesirable outcomes; 3) disregards contextual aspirations and historical memory and 4) is a tool of external domination and control. I analyse these arguments to show that they (...) are insufficient frameworks for understanding the moral impropriety of expatriate employment in developing countries. To this end, I provide an outline of a plausible framework and argue that the moral problem of expatriate employment in this context is unequal or arbitrary distribution of power among employees. The moral wrong in this, I argue, consists in the failure to respect the universal moral equality of people. (shrink)

This study aimed to explore stakeholders’ perspectives on the ethical considerations for returning individual pharmacogenomics research results to people living with HIV. A qualitative approach to investigation involved five focus group discussions with 30 Community representatives, 12 key informant interviews with researchers, and 12 in-depth interviews with research ethics committee members. In total, 54 stakeholders who were involved in pharmacogenomics research and HIV treatment and care contributed to the data collection between September 2021 and February 2022. The study explored five (...) prominent themes: (i) defining the nature of research results to return to participants; (ii) preparing research participants to receive their results; (iii) obtaining informed consent for the return of results; (iv) opinions on health personnel to return the results to participants; and (v) opinions on how research results should be communicated to participants. Respondents identified various strategies for the return of individual results with minimal ethical risks including the setting up of a diverse and independent committee to undertake a risk-benefit assessment based on local context; ongoing discussions about the possible kinds of results and their implications throughout the study; and employing genetic counsellors to communicate results to participants. Traditional approaches to theory structure and theory change in science do not fare well when confronted with the practice of certain fields of science. We offer an account of contemporary practice in molecular biology designed to address two questions: Is theory change in this area of science gradual or saltatory? What is the relation between molecular biology and the fields of traditional biology? Our main focus is a recent episode in molecular biology, the discovery of enzymatic RNA.
