For many firms, a focus on corporate social responsibility (CSR) is an indication to stakeholders that the firm is concerned about social and environmental issues. However, these same firms may engage in CSR activities with the expectation that these activities will increase their bottom line. A relevant, and highly researched question, is the relationship between CSR and performance. The findings are inconclusive, indicating a need to consider other explanations. Several authors have drawn on the resource-based view of the firm to (...) suggest that CSR can give a firm a competitive advantage. In this article we draw on and further develop this research, by focusing on four outcomes of CSR initiatives: strategic disadvantage, strategic necessity, temporary strategic advantage, and strategic advantage. We exemplify this with two cases. The article contributes to the literature by developing a set of possible outcomes, by recognizing several issues which result in strategic necessity, and by suggesting movement between the outcomes. How do civilians react to being harmed in war? Existing studies argue that civilian casualties are strategically costly because civilian populations punish a belligerent who kills civilians and support the latter's opponent. Relying on eighty-seven semi-structured interviews with victims of coalition attacks in Afghanistan, this article shows that moral principles inform civilians’ attitudes toward their own harming. Their attitudes may therefore vary with the perceived circumstances of an attack. Civilians’ perception of harm as unintended and necessary, in accordance with the (...) moral principles of distinction and necessity, was associated with narratives that cast an attack as relatively more legitimate and with a partial or full release of the coalition from blame. The principle of proportionality, which requires that civilian casualties are caused in pursuit of a legitimate war aim, informed their abstract attitudes toward civilian casualties in Afghanistan. Two rules of international law, which accord with the moral principles of distinction and necessity, were reflected in the civilians’ attitudes. The legal rule of proportionality, which diverges from the namesake moral principle, failed to resonate with the civilians. The article explores whether compliance with the legal rules of distinction and necessity can contribute to mitigating the strategic costs of civilian casualties. (shrink)

Abstract: The study aimed to identify the reality of the application of strategic agility in the Palestinian civil organizations in Gaza Strip, and the concept of strategic agility has included a number of areas which are (strategic sensitivity, clarity of vision, choice of strategic goals, rapid response, joint responsibility, taking actions, core capabilities) and the study used An analytical descriptive approach, and the questionnaire as a main tool for collecting data from the employees of the associations (...) operating in the governorates of Gaza Strip. The relative weight of the strategic agility scale reached (79.04 %), and there were statistically significant differences in the dimensions of the measure due to the gender variable in the dimensions of strategic agility (strategic sensitivity, clarity of vision, choice of strategic goals, rapid response, and taking measures) and the differences were in favor of females . While there were no statistically significant differences in my dimension (shared responsibility, core capabilities) attributable to the gender variable, there were no statistically significant differences between the mean dimensions of strategic agility due to the age group variable, the educational qualification, and the study presented a set of recommendations, the most important of which are: the necessity of seeking civil organizations In Gaza Strip, by obtaining funding from external countries in order to provide associations with self-income to face crises and give them independence in order to preserve them in order to play their role in society, the need to follow up on the strategic plan for NGOs using electronic messages where It paves the way to reach excellence and creativity in the field of work, the need to hold meetings and workshops with the local community and this helps them to define the needs of society. This paper aims to identify the decision support systems and their role on the strategic management development in the Universities- Case Study: Islamic University of Gaza. The descriptive approach was used where a questionnaire was developed and distributed to a stratified random sample. (230) questionnaires were distributed and (204) were returned with response rate (88.7%). The most important findings of the study: The presence of a statistically significant positive correlation between the decision support systems and strategic management in (...) the Islamic University in Gaza, and this shows that there is a role for decision support systems in strategic management development. The senior management is convinced of the importance of strategic management of the organization, and this conviction paid to clearly understand the process of the development of strategic management and thus led to a commitment to this process to improve its performance. There is an impact on the strategic management of the capabilities available for the use of decision support systems, and the type of decision support systems used, while there is little effect of top management support for the use of decision support systems. Also, the results showed that there were no statistically significant differences between the averages of the respondents answers attributed to personal data. The research also concluded a series of recommendations: The Islamic University of Gaza need to develop its infrastructure of decision support systems when it develops the strategic management. It should increase its interest in organizational potential through the necessity of a separate unit for decision support systems. As well as increased interest in the physical and technical capabilities available to decision support systems through continuity in keeping pace with technological means and techniques, continued support of senior management in the organization of strategic management for its positive role on decision support systems, that senior management will continue in the organization in creating a culture of strategic management, and it should encourage employees to participate in the strategic management process. In this dialogue with Yuk Hui, Eduardo Viveiros de Castro discusses his work on the Amerindian perspectivism, multinaturalism; the relation between nature, culture and technics in his ethnographic studies; as well as the necessity of a non-anthropocentric definition of technology. He also discusses a haunting futurism of ecological crisis and automation of the Anthropocene, and explores a “strategic primitivism” as survival tool.

In this essay, I consider the significance of Daniel Bensaïd’s work on Jeanne d’Arc with regard to dealing with the “difficult times” in which we live. (1) I first consider some of the background in early critical theory in order to show that Bensaïd’s aim to recover Benjamin’s notion of a “weak messianic power” requires following through with Horkheimer and Adorno’s critique of enlightenment, and that this implies a critical rehabilitation of myth and mythopoesis. (2) Approaching Bensaïd’s account of Jeanne (...) in the light of Blumenberg’s notion of “work on myth”, I show how he portrays her in a way that establishes a concrete connection between the discordant temporalities of contingency and necessity, but that this is best understood in the radically immanent terms of prereflective embodied action as based on the corporeal sedimentation of an intercorporeal ethical habitus. Bensaïd’s account of Jeanne thus offers a new lens of historical perception that can help reveal otherwise hidden possibilities for transformative historical agency in embodied coexistence today. (3) By way of conclusion, I briefly consider the deeper meaning and significance of this in terms of offering a non-Promethean mythico-political framework. (shrink)

We show that if the weak compactness of a cardinal is made indestructible by means of any preparatory forcing of a certain general type, including any forcing naively resembling the Laver preparation, then the cardinal was originally supercompact. We then apply this theorem to show that the hypothesis of supercompactness is necessary for certain proof schemata.

In 2000, Business and Society Review published a Special Issue of the journal to explore scholars’ ideas about how the practice of corporate citizenship would evolve in the 21st century. Contributors to the volume predicted a change in business motives for engaging in social initiatives, suggesting that managers would begin to see corporate citizenship as a strategic necessity to preserve organizational legitimacy in the face of changing social values. This article uses data from a study of corporate citizenship (...) practices in over 500 Norwegian companies to explore the validity of the Special Issue predictions. We begin by reviewing the foundations of organizational legitimacy theory and examine recent research documenting the growing importance of corporate citizenship for assessments of business legitimacy. Abstract:From a systems-theoretical perspective, community music can be conceived of as a self-referential communication system with the capacity for self-observation and self-description. How do these self-descriptions relate to the economic and social-political agendas of recent decades? This paper argues that community music tends to adapt itself to neoliberal and advanced-liberal agendas by integrating their key semantics into its own self-description. Although this could be seen as a merely strategic necessity, it can be shown that the incorporated semantics not (...) only modify the way community music sees itself, but also “subjectivate” the people community music addresses. The apparent overcoming of neoliberal “individuality” by the advanced-liberal notion of “community” can be shown to be especially dangerous in this regard. (shrink)

Any threat to use nuclear weapons inherently carries the possibility of escalation to a level such that both parties in a conflict, and likely many others, would be destroyed. Yet nuclear weapons are also seen as necessary for securing the very things that would be destroyed if the weapons were ever used. The fix for this nuclear dilemma relies on the strategy of deterrence. Deterrence provides a rationale for why nuclear weapons are necessary, even though they may seem dangerous. But (...) the practice of deterrence involves less intentionality and agency than is usually assumed. The success of deterrence relies partially on luck as well as unrealistic assumptions about human behavior. Rather than a strategic necessity, deterrence may be an institutionalized behavior, accepted because it has always been practiced rather than because it makes sense. Assessing the ethics of deterrence and nuclear weapons requires engaging with these issues. (shrink)

In times of crisis, when democracies are under threat, our lessons of justice and equality are best learnt from those who are marginalized or oppressed. There could be hope for democracy if responses to the attacks of September 11, for example, were characterized not by blind revenge but by democratic solidarity. To think of democracy in terms of non-realized ideals does not adequately challenge the failures of its promises. ‘Not to respond’ is often a strategic necessity for democratic (...) discourse, which recognizes failure as part of its evolutionist and utopian narrative. The internal dialectic of the unrealized finds in the negative instance of failure a strange moral coherence. Thus it is proposed to consider democracy as something de-realized rather than unrealized. The term ‘de-realized’ places the democratic experience at a distance, in a context not of its making, in order to de-familiarize it and to block its natural or normative reference. The idea is to see the potential of democracy in translation or in an extraterritorial sense. Democracy’s potential lies not in its failure but in its frailty. (shrink)

But then, you may agree that it becomes morally objectionable for the planner to treat a wicked problem as though it were a tame one, or to tame a wicked problem prematurely, or to refuse to recognize the inherent wickedness of social problems. According to the CPC, having a conscientious moral conviction means not just acting consistently with our beliefs and judging ourselves and others by a common moral standard. It also means not seeking to evade the consequences of our beliefs and being willing to communicate them to others. The conviction argument shows that, as a constrained, communicative practice, civil disobedience has a better claim than private objection does to the protections that liberal societies give to conscientious dissent. This view reverses the standard liberal picture which sees private 'conscientious' objection as a modest act of personal belief and civil disobedience as a strategic, undemocratic act whose costs are only sometimes worth bearing.The conscience argument is narrower and shows that genuinely morally responsive civil disobedience honours the best of our moral responsibilities and is protected by a duty-based moral right of conscience.Part II translates the conviction argument and conscience argument into two legal defences. The first is a demands-of-conviction defence. The second is a necessity defence. Both of these defences apply more readily to civil disobedience than to private disobedience. Humans have, by biological necessity, always lived in watersheds. This article provides an overview of humans’ relationship to these watersheds as an introduction to a special issue of Thesis Eleven on watersheds. It describes the basic functioning of watersheds, how humans have always depended on them, and how they have slowly begun to manipulate them. Humans across the planet began by making strategic adjustments to water’s downward flow to aid the procurement of water and fish. As small states, (...) empires, and finally the Industrial Revolution unfolded, these interventions became more numerous with greater environmental impacts. The rate of riverine exploitation increased dramatically post-Second World War in line with the Great Acceleration. This, in turn, created our current worldwide ecological crisis. This crisis particularly affects the planet’s watersheds, and in turn, humans. The article ends with the assertion that studies of such a complex event are by necessity multi-disciplinary and inter-regional. It then outlines the contents of this special issue which examines watersheds in Asia, America and Australia. (shrink)

This study aims to look at the role of the practice of excellence strategies in education in achieving sustainable competitive advantage for the Higher educational institutions of the faculty of Engineering and Information Technology at Al-Azhar University in Gaza, a model, and the study considered the competitive advantage of educational institutions stems from the impact on the level of each student, employee, and the institution. The study was based on the premise that the development of strategies for excellence in education, (...) and its implementation is a vital important prerequisite to achieve sustainable competitive advantage in higher educational institutions. The study followed a systematic exploratory descriptive methodology through review of the theoretical literature, and the adoption of the experience of the Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as a model for its unique experience in the field of excellence in education. The study results showed that the most important are: There is a strong correlation between the level of exercising excellence strategies in education and the achievement of higher educational institutions to the sustainable competitive advantage. The results include a general required number of important sub results on the subject of the model - Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as follows: - The student considered the academic focus of the operation in the development process of the workers’ skills, particularly academics at the university helps to distinguish students and increase the employment rate after graduation. - The existence of consistency in development efforts and quality improvement for all three levels (student, employee, and the university), and this contributes to the Faculty excellence. - The Faculty has been able to achieve competitive advantages by offering excellent services without harming the efficiency, and this alone is a great success because improving service properties requires great investments, which negatively affect the continued institutional development. The study also reached a set of recommendations as follows: - The need to exercise excellence strategies in education, excellence reward at the national level, and those higher educational institutions follow the criteria for measuring the competitive advantages of its institutions always. - There is a need to increase efforts to implement programs of excellence, the allocation of adequate time, reward outstanding efforts as well. There is a necessity for each faculty to achieve competitive advantage and sustainability, using the general philosophies of competitive advantage, but with a different strategically content from what is in the private commercial sector, it reflects the Faculties mission and objectives, depending on making improvements and excellence in processes that ensure the safety of its outputs. As well as the need to find a balance between the work of teaching and research work of the faculty members, this has important implications regarding the criteria used in the process of excellence evaluation. The study recommended the adoption of strategies for excellence in education on a national public policy level mainly in the processes of change in higher education institutions. The need to support the existence of a common understanding of the efforts of excellence to create a general culture that appreciates excellence in faculties and universities. This underlines the need for transparent, fair rewards systems, to encourage innovation in education. The need to conduct a comprehensive surveys on the graduates of faculties and universities including the areas of employment and skills, because that will give accurate indications of the graduates and will help to establish a link to a more precise about the relationship of excellence strategies with the competitive advantages. Background Few empirical studies have been found that explore ethical challenges among persons in high public positions that are responsible for elder care. The aim of this paper was to illuminate the meaning of being in ethically difficult situations related to elder care as experienced by high level decision-makers. Methods A phenomenological-hermeneutic method was used to analyse the eighteen interviews conducted with political and civil servant high level decision-makers at the municipality and county council level from two counties in Sweden. (...) The participants worked at a planning and control as well as executive level and had both budget and quality of elder care responsibilities. Results Both ethical dilemmas and the meaning of being in ethically difficult situations related to elder care were revealed. No differences were seen between the politicians and the civil servants. The ethical dilemmas mostly concerned dealings with extensive care needs and working with a limited budget. The dilemmas were associated with a lack of good care and a lack of agreement concerning care such as vulnerable patients in inappropriate care settings, weaknesses in medical support, dissimilar focuses between the caring systems, justness in the distribution of care and deficient information. Being in ethically difficult situations was challenging. Associated with them were experiences of being exposed, having to be strategic and living with feelings such as aloneness and loneliness, uncertainty, lack of confirmation, the risk of being threatened or becoming a scapegoat and difficult decision avoidance. Conclusion Our paper provides further insight into the ethical dilemmas and ethical challenges met by high level decision-makers', which is important since the overall responsibility for elder care that is also ethically defensible rests with them. They have power and their decisions affect many stakeholders in elder care. Our results can be used to stimulate discussions between high level decision-makers and health care professionals concerning ways of dealing with ethical issues and the necessity of structures that facilitate dealing with them. Even if the high level decision-makers have learned to live with the ethical challenges that confronted them, it was obvious that they were not free from feelings of uncertainty, frustration and loneliness. Vulnerability was revealed regarding themselves and others. Their feelings of failure indicated that they felt something was at stake for the older adults in elder care and for themselves as well, in that there was the risk that important needs would go unmet. Engaging theories of comedy and of critical and literary theory in general, I consider the function of the buffo within opera, why this trope was an historical necessity for the generic development of opera: the buffo as a specific mechanism in the operatic machine, and what this character made possible in its wake. I take as paradigms the buffi of Mozart and Rossini, citing Don Alfonso and Don Bartolo respectively. It is my belief these operas have suffered from the (...) general misprizing in philosophy of comedy. I claim Il Barbiere di Siviglia as a drama of the letter, as positing a subversive economics. I then offer a reading of Così fan tutte as a staging of Foucauldian relations: combinatorial, topological, tactical, strategic. As they make their way through Louis Althusser’s and Jacques Derrida’s texts, readers will cross innumerable curtains – ‘the words and things’, as Derrida says, as many fabrics of traces. These curtains open onto a multiplicity of scenes and mises en scène, performances, roles, rituals, actors, plays – thus unfolding the space of a certain theatricality. This essay traces Althusser’s and Derrida’s respective deployments of the theatrical motif. In his theoretical writings, Althusser’s theatrical dispositive aims to designate the practical and (...) material dimension of the scenes of ideology, materially enacted through roleplays, performances, acts, or discourses. At the horizon: a scientific discourse on ideology or, later, a strategic intervention in the class struggle. This scientific and/or strategic orientation echoes Althusser’s definition of materialism: ‘no more storytelling’. But Derrida’s ‘closure of representation’ reminds us that there’s no presence – even the most ‘material’ – no ‘truth’ or ‘correctness’ – in theoretical or strategic terms – without effects of re-presentation, differential repetition, narrative reconstruction: theatricality and materiality suppose a force of resistance, a secret heterogeneity, curtain foldings. Hence the irreducible necessity of reading, storytelling, transformative interpretation. In strict opposition to the prevailing positivist conception of nature as senseless and deprived of meaning Jakob von Uexküll claimed that a certain planmässigkeit was operative in nature. This idea however might be taken to mean that organic evolution is not itself a creative process but a gradual, if majestic, unfolding of Nature's own master plan. Such an idea would threaten to restore determinism in the center of biological theory, and this would seriously contradict the vision of biosemiotics shared by (...) most of its proponents. It lies at the heart of biosemiotics and of Peircean cosmological philosophy that indeterminacy is primary, that “habit taking” or interpretation are real processes in the world, and therefore that belief in the law of necessity is unfounded. It is suggested that Uexküllian planmässigkeit is in fact reconcilable with a modern non-deterministic understanding. In a certain sense the Umwelten of animals have indeed developed in accordance to a natural planmässigkeit, but this is a plan that incessantly traps life in certain strategic choices and in the same time diversifies the dimensionality of options for dealing with these choices, i. e. “the adjacent possible” in the terms of Stuart Kauffman. Positive political theorists typically deny the possibility of collective agents by understanding aggregation problems to imply that groups are not rational decision-makers. This view contrasts with List and Pettit’s view that such problems actually imply the necessity of accounting for collective agents in explanations of group behaviour. In this paper, I explore these conflicting views and ask whether positive political theorists should alter their individualist analyses of groups like legislatures, political parties, and constituent assemblies. I show how we fail (...) to appreciate the significance of strategic voting and agenda control by treating groups as agents. I, therefore, conclude that positive political theorists should cling to their individualist approach and maintain that groups are not agents. (shrink)

Alongside other types of mass atrocities, genocide has received extensive scholarly, policy, and practitioner attention. Missing, however, is the contribution of economists to better understand and prevent such crimes. This edited collection by 41 accomplished scholars examines economic aspects of genocides, other mass atrocities, and their prevention. Chapters include numerous case studies, probing literature reviews, and completely novel work based on extraordinary country-specific datasets. Also included are chapters on the demographic, gendered, and economic class nature of genocide. Replete with research- (...) and policy-relevant findings, new insights are derived from behavioral economics, law and economics, political economy, macroeconomic modeling, microeconomics, development economics, industrial organization, identity economics, and other fields. Analytical approaches include constrained optimization theory, game theory, and sophisticated statistical work in data-mining, econometrics, and forecasting.A foremost finding of the book concerns atrocity architects' purposeful, strategic use of violence, often manipulating nonrational proclivities among ordinary people to sway their participation in mass murder. Relatively understudied in the literature, the book also analyzes the options of victims before, during, and after mass violence. Further, the book shows how well-intended prevention efforts can backfire and increase violence, how wrong post-genocide design can entrench vested interests to reinforce exclusion of vulnerable peoples, and how businesses can become complicit in genocide. In addition to the necessity of healthy opportunities in employment, education, and key sectors in prevention work, the book shows why new genocide prevention laws and institutions must be based on reformulated incentives that consider insights from law and economics, behavioral economics, and collective action economics. Integrating corporate social responsibility (CSR) into a for-profit organization’s business activities is fraught with tensions. This paper reports a case study of a construction company, exploring how different tensions emerged to challenge company-level aspirations for strategic CSR integration. The study identifies three types of persistent CSR tensions and four management practices, discussing how the management practices led the organization to navigate CSR tensions in both active and defensive ways. Furthermore, the study explicates why the case company succeeded in integrating (...) CSR into formal business strategy and shared attitudes but struggled with CSR integration in the domain of day-to-day operations. The paper contributes to the CSR literature by developing a tension-centric perspective on CSR development. It highlights the necessity of tension navigation at both the organizational and the action levels, the key role of active (as opposed to defensive) navigation of CSR tensions, and the importance of alignment between organizational and action levels in navigating tensions for sustaining strategic focus on CSR over time. As part of a research project on confrontational maneuvering in the spokespersons’ argumentative replies at the regular press conferences of China’s Ministry of Foreign Affairs between 2015 and 2018, this article analyzes, within the framework of Pragma-Dialectics, how the spokespersons declare a standpoint at issue unallowed or indisputable in order to avoid having to resolve a difference of opinion as it is, according to the questioning journalist, presented by their immediate opponents. Starting from the various rationales the spokespersons presuppose to (...) be understood and regarded acceptable by the questioning journalist and the international general public, three subtypes of declaring a standpoint unallowed or indisputable are differentiated: the “Necessity Rationale” subtype, the “Desirability Rationale” subtype, and the “Feasibility Rationale” subtype. The confrontational maneuvering by declaring a standpoint unallowed or indisputable carried out by the spokespersons is directed both at the immediate opponent and at the international general public. However, it is the international general public that the spokespersons primarily intend to convince. For this purpose, they make in all three subtypes of the unallowed or indisputable declaration an effort to adapt their response to their primary audience’s demand by making strategic choices from the available topical potential and the available presentational devices. Over the last decade, attention has crawled from out of the shadows into the philosophical limelight with several important books and widely read articles. Carolyn Dicey Jennings has been a key player in the attention revolution, actively publishing in the area and promoting awareness. This book was much anticipated by insiders and does not disappoint. It is in no way redundant with respect to other recent monographs, covering both a different range of material and developing novel positions throughout. The book (...) might have been called The Attending Self, since Jennings defines attention as mental prioritization controlled by the self. This invocation of the self is among her central innovations, and may prove to be the main source of controversy. I will highlight points of contention here, but want to emphasize at the outset that the book is essential reading for anyone interested in attention. Jennings also contributes to a range of other debates, which will help a broader audience appreciate the importance this topic.After a brief introduction, Jennings provides “a philosophical landscape” of attention (chap. 2), tracing the concept through history. This is an invaluable achievement that will be welcomed by both newcomers and veterans. Jennings exhibits enormous breadth, covering areas that contemporary philosophers of mind tend to neglect: medieval philosophy, Buddhist thought, and phenomenology, to name a few. We also get perspectives on attention from core figures in the Western canon, such as Descartes, Locke, and Kant, as well as thinkers who gave the topic a more political inflection: Mary Wollstonecraft and W. E. B. DuBois. Jennings surveys contemporary literature as well, locating recent work in these older lineages. Some authors get more treatment later in the book (e.g., William James and Wayne Wu). Overall, Jennings provides the best overview of this history I have seen. She proves that attention is not a new topic, but one with deep roots and one that can inform current debates; Jennings draws on these roots throughout. I would love to see a companion piece surveying scientific theories, including “gain control” and “biased competition,” which get little airtime in the book. Some recent philosophical theories are under-explored as well, including Chris Mole’s concept of cognitive unison (Jennings discusses other aspects of his view), Carlos Montemayor and Harry Haladjian’s exploration of attention’s diversity (we get a touch of this), and my own proposal that attention is a gateway to working memory (not mentioned here). That said, no extant survey is more complete.Chapter 3 begins with the empirical claim that attention is regulated by slow brainwaves, and then takes up two issues. The first is mental causation. Endorsing moderate emergentism, Jennings argues that slow brain waves are causally efficacious even though they are not reducible to lower-level processes. (The metaphysics and neuroscience are presented accessibly, aided by three appendixes.) Second, Jennings argues that these slow brain waves indicate that attention is controlled by the self. As someone who was never moved by the mental causation problem—I don’t think overdetermination threatens efficacy—I would have welcomed more development of this second issue. For one thing, in linking attention to subjective control, Jennings eschews the idea that there can be purely “bottom-up” attention driven by stimulus features alone. This goes against the orthodoxy in attention science, and makes it hard for her to accommodate phenomena such as “pop-out,” or the commonsense idea that attention can be “captured” by a sudden flash or loud sound. For another thing, I wanted to hear more on why Jennings relates slow brain waves to the self. Does this include the slow waves that occur during deep sleep? Is there even such a thing as the self? Is there one self or many? How do slow brain waves reflect our interests, projects, values, self-conceptions, autobiographical narratives, or social identities? Does the social self invoked by Wollstonecraft and DuBois gain a foothold here? The whole chapter campaigns against metaphysical reductionism, but arrives at a perspective on the self that will strike some readers as highly reductive.In the fourth chapter, Jennings sheds further light on her conjecture that attention involves the self by advancing the thesis that attention endows sensory information with meaning. On the face of it, this may sound implausible. Object recognition, reading, and many other meaning-involving processes can take place outside of attention and outside of consciousness. But Jennings has a richer notion of “meaning” in mind. She develops the idea of “subject unity,” which is imposition of structure on perception that reflects the interests of the perceiving subject. This, she claims, is what brings perception into the space of reasons. Along the way, she has interesting observations about binding, feature integration, and demonstrative reference. The material is highly original, and Jennings’s postulation of interest-based perceptual organization is compelling. At the same time, one might wonder whether interests are really relegated to the ambit of attentional control. Consider the cocktail party effect, wherein one’s own name captures attention. This implies a preattentive filter that reflects our interests. Emotionally charged words, facial expressions, and dangerous objects also work this way, and social biases can operate preattentively as well. If these reflect our interests, then meaning may arise outside attention.Jennings’s fifth chapter explores the relationship between attention and consciousness. Some authors have argued that attention is necessary and sufficient for consciousness. Jennings focuses primarily on the necessity claim. She does not systematically review the empirical literature here, but she addresses some of the key findings, and effectively rebuts studies that allege to find consciousness outside attention. She does not rest her case there, however. Instead, she identifies a new class of examples that purport to establish the possibility of consciousness without attention. Her central example she calls “conscious entrainment,” which is what we experience when engaged in habitual or skilled activities. Other possible examples touched on in the chapter include hypervigilance in individuals with attention deficit hyperactivity disorder (ADHD), passive movie watching, dreaming, and “attentional neglect.” These states all involve intense focus, Jennings admits, but not attention. To some readers this may sound contradictory. Isn’t focus a kind of attention? Don’t these states of absorption involve stimulus selection and enhancement of relevant features, suppression of distractors, and other hallmarks of attention? Jennings says none of this is tantamount to attention. Recall that she thinks attention is controlled by the self. In these cases, we are invited to imagine that the self takes a passive role: control is either ceded to the world (movie watching) or to previously mastered routines (skills and habits). Thus, Jennings’s claim that there is no attention in these cases hangs on her contentious thesis that attention requires a controlling self. One might also push back by arguing that, in some of Jennings’s allegedly selfless examples, the self remains involved. Skilled activities and hypervigilance, for example, can reflect personal interests.Skills and hypervigilance get more airtime in chapter 6. There, Jennings turns to questions of responsibility—a neglected topic in attention research. The chapter begins with a manslaughter trial in which the teenage plaintiff was given a light sentence because the judge evidently believed that the teen’s ADHD compromised his ability to control his actions. The example may be a bit triggering for people who have a personal relationship with this diagnosis, but, putting that aside, Jennings uses it to introduce the important concept of attention-based control. With reduced control, Jennings argues, comes reduced responsibility. I am inclined to see ADHD as involving dysregulation of attention (difficulty disengaging and dividing attention, for example) rather than diminished attention, but that can still be characterized as an issue with control of attention; therefore ADHD still illustrates Jennings’s point that there is a link between responsibility and control of attention. This, it turns out, is only half of her story. Having argued for this link, one might expect Jennings to follow Wayne Wu, who contends that attention is necessary for action, and hence for responsibility. She does not. Instead, she says argues that responsibility can also arise in cases of “strategic automaticity.” This brings us back to skills. When skills are deployed, action is governed by learned pairings between stimuli and responses. The choice to exercise a skill requires attention, so attention is needed for being a responsible agent, but once a skill kicks in, attention is no longer required, and one can be held responsible for actions performed skillfully—thus attention is not required for responsibility tout court. Jennings addresses an opposing view (defended by Wu, Ellen Fridland, and Barbara Montero), according to which skills involve “automatic attention” rather than no attention. Jennings worries that this move will collapse the distinction between attention and other kinds of selection and filtering that occur throughout the nervous system, including the retina. She says that the attentional interpretation of skilled action is at odds with the lack of top-down reweighing of sensory inputs, regulated by lateral frontal cortex. These objections to automatic attention warrant response. My own view is that attention involves broadcasting to working memory, so retinal filtering is ruled out. Jennings’s insistence on top-down reweighing will not move those who believe attention can be purely bottom-up. For all that, I side with Jennings in wanting to allow for responsibility without attentional control. I think we can be responsible for implicit biases, for example. I also think attentional control is insufficient for responsibility, as when we act under duress.Jennings offers fresh perspective on the nature of attention, and its role in meaningful perception, consciousness, action, and responsibility. Each chapter can be read separately, but they hang together well, and each reflects her thesis that attention is essentially linked to the self. Though I am skeptical of that strong claim, we would do well to follow Jennings in regarding attention as interest-laden interface between mind and world. I look forward to a sequel in which attention is related to richer conceptions of identity, and where the political consequences of this link are actively explored. Meanwhile, one can hardly fault Jennings for covering too little. She tackles a remarkable range of topics, from metaphysics to ethics. Her arguments throughout demand response, repay careful study, and propel the field forward. (shrink)

Taking the lead from complexity theory and complex systems methodology, the article argues that we are engaged in a contradictory process when encountering, analysing and dealing with complexity. We face opposite tendencies that indicate an in-built dynamic between the increase of complexity and its reduction. The increase partly comes through evolution, defined as the transmission of information and partly from the desire for a human-built world that functions more efficiently. The reduction of complexity is due partly to the necessity (...) of minimizing unwanted and unintended consequences of its increase, and partly due to the continued re-alignment between social systems and their environments. The article examines the public debate about human stem cell research, the debates in the 18th century about the free circulation of commodities and opinions, and the attempts to provide answers to the question debated between Einstein and Freud: why war? The article concludes by arguing that the plea for a re-alignment of scientific disciplines will not suffice. Instead, the study of the co-evolution between science and society offers itself as a strategic research site by focusing on the dynamic interplay between the increase of complexity and its reduction. This volume comprises a selection of contributions to the theorizing about argumentation that have been presented at the 9th conference of the International Society for the Study of Argumentation, held in Amsterdam in July 2018. The chapters included provide a general theoretical perspective on central topics in argumentation theory, such as argument schemes and the fallacies. Some contributions concentrate on the treatment of the concept of conductive argument. Other contributions are dedicated to specific issues such as the justification of questions, (...) the occurrence of mining relations, the role of exclamatives, argumentative abduction, eudaimonistic argumentation and a typology of logical ways to counter an argument. In a number of cases the theoretical problems addressed are related to a specific type of context, such as the burden of proof in philosophical argumentation, the charge of committing a genetic fallacy in strategic manoeuvring in philosophy, the necessity of community argument, and connection adequacy for arguments with institutional warrants. The volume offers a great deal of diversity in its breadth of coverage of argumentation theory and wide geographic representation from North and South America to Europe and China. (shrink)

The European Union’s common agricultural policy (CAP), in addition to its primary production and farm income goals, is a large source of funding for environmentally friendly agricultural practices. However, its schemes have variable success and uptake across member states (MS) and regions. This study tries to explain these differences by demonstrating differences between policy levels in the understanding of the relationship between nature and farming. To compare constructs and values of the respective policy communities, their discursive construction as it appears (...) in the main strategic EU and MS agricultural policy documents is analysed. The theoretical framework integrates elements from existing frameworks of CAP and environmental discourse analysis; specific agri-environmental discourses, their elements and interplay, are identified. The six discourses suggested here are ‘Productivism’, ‘Classical neoliberal’, ‘Ecological modernisation’, ‘Administrative’, ‘Multifunctionality’ and ‘Radical green’. The discourse analysis of selected documents reveals that there are indeed differences in how farming and the environment are generally conceptualised at different levels of CAP decision-making. At EU level, farming is primarily understood as a sector whose main task is to produce food (‘Productivism’), and the environment is used as a justification for CAP payments (‘Multifunctionality’). At the national/regional level, Rural Development Programmes reflect different value systems: in England, environmental protection is mainly seen as sound management of natural capital (‘Classical neoliberal’); in Finland, a benefit for producers and conscious consumers (‘Ecological modernisation’); in Croatia, a necessity limiting productivity (‘Productivism’) and imposed by an external authority (‘Administrative’ discourse). This diversity shows that differences can visibly manifest despite the Commission constraining the discursive space, helping to explain the differential implementation and success of environmental measures. This paper suggests that certain characteristics of resourcerelated conflict reveal areas of contemporary Just War Theory that are insufficiently rigorous or robust in their current form. Water security in particular, reveals ambiguity in the Just War framework’s treatment of the jus ad bellum criteria of ‘just cause,’ which in turn challenges the credibility of the entire system. The insufficiency that is exposed has consequences for the effectiveness and cogency of the bodies of international law and global community, which are fundamentally (...) based, and function according to, this predominantly Western moral framework. Key problem areas relating to flexible notions of ‘aggression,’ coincide with a persistent dilemma of simultaneously advocating responsibility to a global community while maintaining sovereign rights and security. Focusing on the ‘just cause’ criteria, justification for acts of war over certain resources is evaluated. Worryingly, the same powerful strategic reasons that might motivate a state to engage in what would otherwise be labelled a ‘realist’ war over certain resources, appear to gain moral merit through interpretation of the jus ad bellum in the specific case of water security, while argument against military action appears increasingly absolutist and impractical. The aim here then is to show the vulnerability of a dangerous prescriptive void in the Just War framework itself. Central to this is the question of the moral weight and significance, if any, of vital resources, as defined by strategic and humanitarian necessity. (shrink)

The present paper covers technological changes in the coal mining process. Coal is the main domestic energy resource in Ukraine. In this context such issues as upgrading of conventional technologies and introduction of innovative developments need early solution. Technology is a driving force of strategic development of enterprises in all industries, including the mining. Technological aspects and their interrelation with competitiveness were explored and substantiated by I. Ansoff, who also identified three possible variability levels of technology: 'stable', 'productive' and (...) 'changeable'. 'Stable' technology is virtually unchangeable throughout the life cycle of demand. It is intrinsic to coal production as coal has been mined for centuries and in spite of changes in mining techniques, the demand for it is high enough. This technology originated approximately in the late 18th century when the first mines appeared in the Donets Basin. 'Productive' technology means the traditional one within which various innovations are introduced. In the early development period of the mining industry only pillar mining was used. Two new directions were subsequently developed: shortwall and longwall mining. Winning mechanization in European countries was achieved through development of longwall machines. The USA preferred shortwall mining of coal seams. The above mining alternatives were examined at Donbas mines, the results compared by such parameters as the number of workers and their labor capacity. The necessity of introduction and further improvement of 'manless' mining flow diagrams was substantiated. Some methods for roadway maintenance without repairs were described. The measures required for roadway maintenance without repairs under different conditions can be divided into a number of groups: ways of roadway protection, use of supports with improved yielding, an increased cross-sectional area and longitudinal section of workings during driving, reinforcement of seam bearing rock, application of mine overhead carriers. 'Changeable' technology comprises such unconventional techniques as underground gasification, hydrogenization and hydraulic coal mining by boreholes as well as ancillary recovery of methane gas. The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic system as a key factor (...) of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. The study aimed to identify creative behavior and its impact on achieving Lean strategy in Palestinian civil organizations. The study used the descriptive analytical approach and the questionnaire as a main tool for collecting data from employees of associations operating in the governorates of Gaza Strip. The cluster sample method was used and the sample size was (343) individuals. Retrieving (298) questionnaires, and the following results were reached: The relative weight of the measure of Lean strategy was 79.04 (%), and (...) the relative weight of the measure of creative behavior was 78.99 (%), and there was a statistically significant relationship between creative behavior and Lean strategy, and the presence of an effect of creative behavior on Achieving Lean strategy, the absence of statistically significant differences in creative behavior according to the gender variable, age group, educational qualification, specialization, and the presence of statistically significant differences in Lean strategy attributable to the gender variable in dimensions (strategic sensitivity, clarity of vision, choice of strategic goals, Response speed, action) and differences were in favor of females. While there were no statistically significant differences in my dimension (shared responsibility, core capabilities) due to the gender variable, there were no statistically significant differences between the mean dimensions of Lean strategy due to the age group variable, the educational qualification, and the study presented a set of recommendations, the most important of which are: the necessity of seeking civil organizations In Gaza Strip, by obtaining funding from external countries to provide self-income for associations to face crises and give them independence in order to preserve them to carry out their role in society, the need to work to follow up on the strategic plan for NGOs using electronic messages as they pave the way to reach excellence and creativity in the field of work, The necessity of holding meetings and workshops with the local community, and this helps them to define the community's needs. The current issue of Ethical Perspectives is a double issue reflecting significant discussions of ethical issues that occurred in Leuven in the very recent past. The volume is composed in the main of two seminars, one led by Michael Walzer, the other by Bernard Williams. These well-known and highly respected thinkers were guests at Leuven in the past year. Michael Walzer was the holder of the Multatuli Chair, while Bernard Williams was the holder of the Mercier Chair at the Institute (...) of Philosophy. In addition to the responsibilities of offering a public lecture or lectures, both were generous with their time, and open to critical discussion of their work. The results are to be found in the intellectually stimulating seminars published here.Michael Walzer's contribution is threefold. First, we publish here the lecture he delivered to a wide public, as the holder of the Multatuli Chair. This was entitled: International Society: What is the Best We Can Do? The lecture was delivered on May 1, at a time when the whole issue of the international community and its moral and political responsibilities was widely discussed, with reference to the war in Kosovo. That war, and other considerations, might suggest something too optimistic about such discussions of the international community. Walzer is no stranger to the topic of war, as those familiar with an earlier work, Just and Unjust Wars, will know. Walzer's title, on the present occasion, indicates the modesty of his proposal: what is the best we can do? With a theme that might seem to include too much, his discussion offers a sober and ordered approach, which works towards its goal by strategic steps from the left and right extremes of a continuum of possibilities. Second, in addition to this Multatuli lecture, a workshop was convened on the theme of The Power and Impotence of Multilateral Organizations. Marc Hooghe and Bart Pattyn had prepared in advance papers bearing on the work of Walzer. Marc Hooghe wrote of: “The Notion of Complex Equality and the Beauty of Alcibiades”. Bart Pattyn offered: “Two Questions about the Meaning of Meaning.”Subsequent to his response to these, the discussion was again wide-ranging, touching on the themes of the Multatuli lecture, as well as Walzer's other works. This seminar was held at the Institute of Philosophy, but Walzer's third contribution was a further seminar on the themes of his work, this time in the Faculty of Theology, and among the participants were students and teachers who had just spent time carefully studying his work. Among other things, the issues discussed here reflected Walzer's own interest in biblical themes, with repercussions in religion, but also beyond.The seminar with Williams was ordered around the questions of a number of participants who had prepared some questions on the basis of their study of his work. Williams responded impromptu, and as the reader will see the terrain covered is extensive. Williams has been an influential philosopher in the Anglo-American world, notably with reference to his explorations in Ethics and the Limits of Philosophy.The seminar reflected some of the themes of that work. Williams raises questions about the obsession with theory in ethics, and seeks to explore a domain more ecumenical, so to say, than morality, understood in a more restricted sense, such as we find in forms of utilitarianism and Kantianism. The neutral universal is not enough. Or as he says pithily here: “I'm not living my life in order to exemplify a mathematical theory.” Ethics points to something more inclusive, and moreattentive to the nuances of concrete details and situations.This is not entirely unlike forms of thinking we find in Greek culture, whether among the philosophers, such as Aristotle, or among the poets and tragedians. Something of the latter is explored in Williams's Shame and Necessity. Among the many issues touched on in this discussion was the issue of universality, and as the reader will notice the seminar closed with an exchange with Jaap van Brakel over the nature of the `we.' The reader will find an extensive discussion of `we' in the paper that follows, indicating perhaps also that the `we' of the seminar itself had a post-seminar life.All in all, these different contributions provide us with lively and thought-provoking dialogue, from a diversity of ethical perspectives. This issue of Philosophy & Rhetoric, a somewhat rare double-issue, features significant and inspiring work that moves in a variety of directions and proceeds in a number of idioms, while also responding directly and indirectly to a complex exigence, though perhaps in a less familiar sense of the term, as what Giorgio Agamben calls a “messianic modality” that “coincides with the possibility of philosophy itself”—exigency as the expression of what remains unforgettable in the midst of all that is no longer (...) remembered for the sake of history’s progress. Appearing between contingency and necessity, exigency is not then a problem to be re-solved but the opening of a question; or more precisely, the epideictic expression of question-ability, the beginning of inquiry into what calls forth and perhaps even demands its possibility, for now.On what grounds do old questions stand? Through what power and by what happenstance are new questions found and formed? And when—in what kinds of moments do questions appear? With what force do they arrive? At what cost? What questions inflict violence? What violence thwarts a question? What do we (not) ask? How does the (un)questionable give way? Can multiple disciplines ever pose let alone inquire into the same question? What are the (de)constitutive elements of a good question? What does a good question do? Has pious genealogy corrupted the question? Does the discovery of a question remain one of the last “secrets,” the unhinged authentic insight about which little can or should be said?A century ago, announcing the launch of Angelus Novus, Benjamin reflected on the moment and contended that the “vocation of a journal is to proclaim the spirit of its age.” Such a task, in his view, demanded a strict “relevance to the present” even over “unity or clarity” and required exposing the “talented fakes” and resisting “the sterile pageant of new and fashionable events” that obscure how “impossible it is in our age to give a voice to any communality [Gemeinsamkeit].” It is a tall and certainly debatable order, one that Benjamin himself was unable to realize—Angelus never got off the ground. But perhaps the underlying insight remains, the basic importance of holding space for work that discerns and expresses the potential of question-ability.This potential may well be the spirit-breath of an age. And, for now, here and now, it may well be a pressing question—on the shore of Ontario’s Crawford Lake, waiting for official word that the Holocene has ended; in a largely unacknowledged transition, seemingly out of the pandemic’s worst, ramping back up to speed, and yet deeply uncertain about the next normal; in the midst of the two “wars” (a term to which all participating parties will not agree) that make the front page (or the top of the feed) and the many that do not, the grotesque surfeit of increasingly automatic-droning violence unfolding on the grounds of sanctified rage that makes it difficult to ask let alone grasp what violence is; at the gates of the university, where so much inquiry is supplanted with so many strategic plans, and academic freedom is slowly juridified to the advantage of legislatures eager to rewrite the mission; and, in the midst of the noisy quietude that thwarts so many of the small inquiries into well-being that weave the fabric of public life.It’s been a pleasure to work with all of those who have contributed to this issue of Philosophy & Rhetoric. Indeed, the pages that follow radiate with curiosity and insight. Together, they are an expression of inquiry in which question-ability remains unforgettable and there remains a moment to ask—after the question. (shrink)

ArgumentAt the end of the seventeenth and beginning of the eighteenth century, ageing was specifically a medical issue. Indeed, on the one hand, ageing is a normal process of living; on the other hand, old age often entails specific pathologies. Is it really possible to dissociate old age from pathology? If so, how can we think of old age and explain both the necessity and the normality of it? If not, what is the cause of this dysfunction? Modern medical (...) controversies argue along the lines of the respective partisans ofiatromecanism, empirical medicine, and animist medicine. Furthermore, it progressively appears that the issue of aging must also be addressed within the social field, where old age is affected by sanitary, economic, and strategic conditions. Indeed, doctors, economists, and philosophers even tried to assess old age quantitatively with new methods of arithmetic. Thus, in this paper, we want to draw what constitutes the systems of knowledge of old age as a medical category located at the borderlines between epistemological, practical, and social challenges. Il y a trois défis pour la sécurité de l’Ouest. Le premier est que l’Ouest, comparé à l’Asie de l’Est, est en déclin. Dans vingt-cinq ans, la taille économique de la Chine continentale pourrait être supérieure à la taille du marché américain ; celle de l’Inde et de l’Indonesie être supérieure à la taille économique de l’Allemagne ; celle de la Corée du Sud excéder l’Angleterre ou la France ou l’Italie. Le second est la prolifération d’un savoir à doubleemploi et (...) le désastre économique de l’ex-Union Soviétique qui auront pour conséquence vraisemblable une prolifération du nucléaire. Le troisième concerne les changements de valeurs qui s’opèrent à l’Ouest et qui favorisent la formation de sociétés occidentales de moins en moins aptes à attaquer ou à se défendre. Mais la réduction du poids de l’Occident dans l’économie globale ne garantit plus que les efforts faciles l’emportent face aux défis du futur, qu’ils viennent des pouvoirs renforcés de l’Est asiatique ou des “desperados” islamiques. Ces défis ne seront vraisemblablement pas relevés au moyen de deux fausses prescriptions qui trouvent quelques faveurs en Europe Continentale. Premièrement, une grande partie de l’Europe de l’Ouest est lasse d’être confrontée à la “destruction créatrice” de ses emplois du fait de la concurrence de l’Asie de l’Est et désire ardemment le protectionnisme. Le remède protectionniste se bâtit sur un diagnostic grandement correct des problèmes occidentaux, mais il est tout de même dangereux si l’on met en perspective la morale, l’économie et la politique du pouvoir. Deuxièmement, certains Européens reconnaissent à juste titre que les grandes puissances historiques, comme la Grande- Bretagne ou la France ou l’Allemagne, n’ont plus une envergure suffisante pour être qualifiées de grandes puissances. Cependant, elles sousestiment la gravité et la vitesse du déclin de l’Occident. Une Europe définie par le noyau dur francoallemand deviendra trop étroite, avant même qu’elle ne soit établie dans cette structure. Vraisemblablement, même l’Union Européenne dans sa totalité sera trop petite avant qu’elle ne devienne une véritable communauté sur le plan sécuritaire. Au lieu de ces fausses prescriptions, cet article propose trois réponses aux dilemmes de l’Occident, ou encore trois façons de gérer le déclin de l’Occident. Premièrement, seule la coopération atlantique promet d’être une réponse efficace au dynamisme de l’Asie de l’Est et au déclin de l’Ouest. De plus, la coopération entre l’Amérique du Nord et l’Europe de l’Ouest a besoin d’être complétée par un nouvel engagement à l’égard d’une économie globale ouverte et d’une disposition à s’ajuster aux défis de celle-ci, afin de coopter l’Est asiatique dans une sphère globale de coprospérité. Cela doit vraisemblablement engendrer quelques coupes radicales dans l’Etat-providence. Deuxièmement, la prolifération nucléaire exige aussi une réponse. Il est concevable que la stratégie de défense contre la Chine soit encore plus difficile dans une vingtaine d’années qu’elle le fut contre l’Union Soviétique dans les années 1980. Mais cela ne devrait pas être une excuse pour ne pas construire des missiles de défense en réponse à ceux de l’Iran, de l’Irak, de la Lybie ou de l’Algerie. Troisièmement, les changements des valeurs en Occident semblent plus difficiles à traiter, mais ils renforcent la nécessité d’investir dans la coopération occidentale plutôt qu’uniquement européenne, la nécessité de coopter l’Asie de l’Est plutôt que de plonger dans une autre guerre froide, et la nécessité de contenir l’Etat-providence plutôt que de le développer. There are three challenges to Western security. First, compared to East Asia the West is in decline. In another twenty-five years, the economic size of Mainland China may exceed the size of the American market, India and Indonesia may exceed Germany, South Korea may exceed Britain or France or Italy. Second, the proliferation of dual use knowledge and the economic disaster in the former Soviet Union are likely to result in some nuclear proliferation. Third, value changes within the West will make Western societies ever less capable of deterrence and defense. But the reduced weight of the West in the global economy no longer guarantees that leisurely efforts succeed in meeting future challengers, whether from East Asian great powers or Islamic desperados. These challenges are unlikely to be met by two false prescriptions which enjoy some appeal in Continental Europe. First, much of Western Europe gets tired of observing the “creative destruction” of its jobs by East Asian competitors and longs for protectionism. The protectionist cure is built on a largely correct diagnosis of some Western problems, but nevertheless dangerous from an economic, moral, and power politics perspective. Second, some Europeans rightly recognize that historical great powers, like Britain or France or Germany, are no longer large enough to be great powers. But they underestimate the severity and speed of the decline of the West. A Franco- German core Europe will become too small, even before it is established. Conceivably, even the entire European Union will be too small before it becomes an effective security community. Instead of these false prescriptions this paper advocates three responses to Western dilemmas, or three modes of managing Western decline. First, only Atlantic cooperation promises to be an effective response to East Asian dynamism and Western decline. Moreover, cooperation between North America and Western Europe needs to be complemented with a renewed commitment to an open global economy and a readiness to adjust to its challenges, in order to coopt East Asia into a global co-prosperity sphere. This is likely to necessitate some radical cuts in the welfare state. Second, nuclear proliferation also needs some response. Conceivably, strategic defense is as difficult against China twenty years from now, as it was against the Soviet Union in the 1980s. But this should be no excuse for not building a missile and air defense against the likes of Iran, Iraq, Lybia, or Algeria. Third, the value changes within the West seem least tractable, but they reinforce the necessity of investing in Western rather than merely European cooperation, the necessity of coopting East Asia rather than stumbling into another Cold War, and the necessity for containing the welfare state rather than expanding it. The purpose of this study is to reveal the function of the concept of Infāq, which is included in the terminology of the Qurʾān itself, in social assistance and solidarity. Poverty has always been one of the social problems from past to present. Although it is analyzed differently in each society via different criteria, poverty generally refers to the condition in which a person lacks the basic necessities for a minimum living standard. Unfortunately, millions of people starve for basic biological (...) and social needs such as nutrition, shelter, education, health, and even water. This is a shame for the humanity. There are both international and national charities working to reduce the misery and poverty. However, due to socio-economic and structural problems such as globalization, disproportion in income distribution, unemployment, overpopulation, economic crises, lack of social security systems, and wars, poverty rises gradually and it is still one of the major social problems needed to be solved. Islam which is the last one of Abrahamic religions and its holy book Qurʾān consider social cooperation and solidarity pretty important within the context of Infāq and hold the believers responsible for the organization of social life. Infāq is an umbrella concept in the Qurʾān, referring to all expenses and cooperation in the name of Allah and it is one of the main qualities of believers. Infāq, which includes other forms of cooperation such as obligatoryalms (zakāt) and charity (ṣadaqā), enables a person to share his tangible values with those who have worse life conditions than himself. In this way, the Quran aims to promote human relations and thereby enhancement and peace in the society. In other words, Infāq aims to eliminate social injustice which refers to social and economic inequalities, to protect the economically weak people against the difficulties in life, and thereby, to maintain economic and social stability. Helping the needy is a powerful path toward having spiritual peace, removing selfish feelings, and keeping emotional wellbeing. People with good mental health will be able to build more humane relationships with others. It is obvious that Infāq would play an important role inbuilding a sense of fellowship and trust. A wealth of person who shares his wealth with the poor will be deemed legitimate by the needy people. Thus, the needy people would be freed from negative feelings and behaviors such as jealousy, incapacity, hatred, bullying, and hostility, and feel a sense of fellowship and gratitude towards those who have better life conditions. One of the most important reasons for robbery, extortion, purse-snatching, and etc., which are currently occurring more frequently, is economic deprivation. Considering the fact that this kind of incidents takes place more frequently in poor countries than developed ones, it is obvious that Infāq has a strategic role in fulfilling the basic needs of the needy. Poverty might be linked to violence, which might end up with murder. Infāq which is divine cooperation approach would take an important role in fighting against criminal incidents that cause fear and indignation. Moreover, the Quran does not specify any certain economic condition to be able to do Infāq, and thereby, it makes people with various economic abilities become a part of the social cooperation. As everyone would take care of people who are relatively worse off, interindividual trust will be strengthen and circle of cooperation will be expanded. According to the Qurʾān, people’s all goods and possessions actually belong to Allah. People are just the trustees of this wealth. Allah grants as much wealth as He wills to whomever He wills. While the rich is responsible for sharing their wealth with the needy, the poor is responsible for bearing the troubles caused by poverty with patience and endeavoring to make money in a halal way. Unless Infāq is done in order to please Allah, it does not have any significance in the presence of Allah. The reason why people have different material living conditions is that both the poor and the rich are subject to test. Thus, they would get rewards for hereafter besides the sustaining of social unity and solidarity. Allah is the only warrantor of the tangible and spiritual wealth gained in return for Infāq. For instance, this conducted some thinkers to substitute hermeneutics, interpretation and language to the theories based on the intelligibility of the real and the necessity to transform it. This explains on the one hand the delegitimation of some main categories of modernity such as Reason, History, Nation, State, Emancipation, Progress, etc., and on the other hand, the affirmation of new alternatives on terms of Desire, Fluidity, Hybridism, Diversity, Ethnicity, all crowned by the theory of Empire. In this paper, I try to confront these recent trends in African Philosophy and the earlier trends which emerged from the fight against colonialism and imperialism in Asia, Latin America and Africa. Semantic realism fits Millikan's account of kind terms in its focus on information-theoretic abilities and strategic ways of gathering information in human communication. Instead of the traditional logical necessity, we should interpret rigid designation in a dynamic semantics as a legislative act to constrain possible ways in which our belief may change.

Ranke's work marks a turning point in the development of historiography: it changed from literature to science. Ranke's introduction of reason into historiography gave it a certain aesthetic quality, which modern historical studies have forgotten. Traditional rhetoric, or the use of language for strategic purposes, was discarded for its fictitious nature. In its place, Ranke advocated a synthesis of the scientific principles of research and the more artistic principles of writing history. This synthesis initiated the aesthetics of historiography, and (...) yielded a hidden rhetoric in the form of linguistic patterns of significance, or topoi, which give the facts of the past their sense and meaning for present-day life. Historiography, by its aesthetics, addresses its audience in a way that makes visible the mental forces which constitute the identity of the addressed people in the temporal course of their life. The postmodern recognition of rhetoric in historiography should not lead us back to premodern rhetoric but forward to a rhetoric of historiography which preserves the necessity of liberating reason in historiography and which reflects this reason not simply as a technique of research, but 'With a much wider and deeper approach to historical studies as a question of the aesthetics of historiography. Subject of my paper is the connection between Hegel’s philosophy of nature and the new conception of subjectivity developed in his works. At the centre of my reflection is the origin of desire from biological needs of the animal world, as affirmed by Hegel in the Encyclopaedia of philosophical sciences and inPhenomenology of Spirit. The animal nutrition is periodical: hunger and thirst are forms of lack, from which, in Hegel’s eyes, arises the first form of self‐consciousness: they produce a first, (...) obscure and indefinite sense of self. The correspondent concept in Phenomenology of Spirit is desire, as awareness of limits, and also as necessity to overcome them: as impulse to action. The fight and recognition which follow imply this natural source. The formation (Bildung) of subjectivity itself presupposes in Hegel this fundamental role of desire: What I want to analyse is the measure in which philosophy of nature influenced Hegel’s theory of subjectivity. Researches of the last decades give a new evaluation of the importance of this part of his philosophy and show the evident links to romantic philosophy of nature. My paper intends to demonstrate that desire in Hegel’s philosophy shows an evident cognitive value and can be considered a key-instrument for a new conception of reason, not opposed to passions. This approach can be interesting within the present international debate about the strategic role of passions in our post-modern world. (shrink)
