As the world faces increasingly disparate challenges, science is being subjected to vehement demands from society calling for transparency, openness and public participation in science policy. This book provides a framework and a vision on how to conceive, discuss and evaluate the changes that occur in the relationship between science and society.

In this article, I want to show that the concept “rationality”, which is important for the French school of epistemology of science, has a dual content and is not very successful. This is the main point of my polemic with Tatyana Sokolova. On the one hand, there seems to be general rationality in it, understood as a preference (in the broad sense) for benefits over costs. Benefits include true knowledge. On the other hand, there is a historical socio-cultural context (...) in which scientific knowledge arises and in which the parameters of practice are determined, which serves as the final instance for testing knowledge. At the same time, there are many such contexts in society, which I call human interfaces. The world, for its part, offers many of its interfaces as collections of interaction tools. When some interface of a person and some interface of the world assimilate each other, knowledge arises, that is confirmed by practice. It can be considered rational. But with a change in the sociocultural context, the human interface also changes, so that a search for new assimilation takes place. It is carried out by science. I agree with Tatyana Sokolova’s characterization of the progress of science, but I suggest at least differentiating the levels of rationality. One operates in the historical sociocultural locus, the other ensures the change of such loci and the adaptation of knowledge to them. I consider the progress of science to be an evaluative characteristic; no objectively recorded phenomenon corresponds to it. The disciplinary distinction of science is derived from the concepts of “object” and “method”, which have a performative content. (shrink)

The rapidly changing field of genetics affects society through advances in health-care and through implications of genetic research. This study addresses the impacts of new genetic discoveries and technologies on different segments of today's society. The book begins with a chapter on genetic complexity, and subsequent chapters discuss moral and ethical questions arising from today's genetics from the perspectives of health care professionals, the media, the general public, special interest groups and commercial interests.

This research examines a series of case studies from the agricultural sector to illustrate how various models of innovation embrace value proposition. A conscious value contestation at the interface of science, policy and civil society requires transformations in the triple-helix model of university-government-industry collaboration, because reiterations in the triple-helix model of innovation, such as quadruple, quintuple and higher helices, do not necessarily address civil society concerns for human values and science ethics. This research develops and (...) tests a matrix model of university-government-industry-civil society collaboration, which involves the co-creation of inclusive and transformational spaces for value proposition. Findings suggest that the matrix model of innovation institutionalises citizen science as it serves as a moral heuristic to make seemingly apolitical science responsive to essentially contested societal values. As Kenneth Pimple points out, scientists’ responsibilities to the larger society have received less attention than ethical issues internal to the practice of science. Yet scientists and specialists who study science have begun to provide analyses of the foundations and scope of scientsts’ responsibilities to society. An account of contributions from Kristen Shrader-Frechette, Melanie Leitner, Ullica Segerstråle, John Ahearne, Helen Longino, and Carl Cranor offers work on scientists’ social responsibilities upon which to build.

This article is dedicated to the 30th anniversary of the publication of Niklas Luhmann’s book The Science of Society. The system-communicative approach to the analysis of science is reconstructed with a focus on the relation of science to its highly complex external world. The problem of complexity is posed as a key one and is considered in the context of the communicative “reduction of the complexity” of the external world, which science actualizes through its unique (...) binary opposition (truth/falsehood distinction). The complexity of the world that science is facing disintegrates into two large areas. On the one hand, science processes its own external world, i.e., nature, society, the human psyche, as its object and thus fulfills a unique function, the pursuance of research. Scientific communication in this case can be integrated in the form of transdisciplinary studies. On the other hand, science has to respond to the complexity of the internal (i.e., social) external world of the communicative system of science, namely, to interfaced communicative systems of the embracing system of world society (politics, economy, religion, education, law, etc.). In the latter case, science does not fulfill a function but delivers achievements on request to the above-mentioned communicative systems in exchange for resources for interdisciplinary studies, which are occasional and cannot serve for integrating scientific communication on a systematic basis. We will propose some corrections to this theory and apply it to the situation in Russian science. (shrink)

While economic and other social science expertise is indispensable for successful public policy-making regarding global climate change, social scientists face trade-offs between the scientific credibility, policy-relevance, and legitimacy of their policy advice. From a philosophical perspective, this book systematically addresses these trade-offs and other crucial challenges facing the integrated economic assessments of the Intergovernmental Panel on Climate Change. Based on John Dewey’s pragmatist philosophy and an analysis of the value-laden nature and reliability of climate change economics, the book develops (...) a refined science-policy model and specific guidelines for these assessments of climate policy options. The core idea is to scientifically explore the various practical implications of alternative climate policy pathways in an interdisciplinary manner, together with diverse stakeholders. This could facilitate an iterative, deliberative public learning process concerning disputed policy issues. This volume makes novel contributions to three strands of the literature: the philosophy of science in policy; the philosophy of economics; and debates about the design of scientific assessments, including the continuous IPCC reform debate. In the Netherlands, the poet Herman Gorter is mostly known as the author of the neo-romantic poem May and the “sensitivistic” Poems, but internationally he became famous as a propagandist of radical Marxism: the author of influential brochures and of an “open letter” to comrade W.I. Lenin in 1920. During the 1890s, Gorter became increasingly dissatisfied with his poetry, considering it as ego-centric, disinterested and “bourgeois”, unconnected with what was happening in the real world. He wanted to put his poetry (...) on a scientific footing, notably by endorsing a dialectical materialist worldview. In the communist society he envisioned, science would become poetry and poetry would become science. In his opus magnum Pan, two terms are rather prominent, namely heelal and kristal. These signifiers not only reflect important themes, but also two friendships which began around 1900, namely with prominent astronomer and marxist Anton Pannekoek and with Ada Prins, the first woman in the Netherlands who acquired a PhD in chemistry, specialised in liquid crystal research. Whereas Ada Prins is mostly remembered as one of Gorter’s secret lovers, she was first and foremost his educated guide into the complex and enigmatic world of twentieth-century chemistry research. Liquid crystal chemistry became an important source of inspiration for Gorter’s work and the main objective of this paper is to demonstrate her influence on Gorter’s Pan as a scientific poem After presenting the two heroes of this paper, and their work in poetry and chemistry respectively, I will analyse the role of liquid crystals in Herman Gorter’s Pan, highlighting important connections with Ada Prins’ research into liquid crystal chemistry. This article presents the Gabriel Tarde’s monadology and imitation philosophy to show its complementarity in the constitution of a “universal sociological point of view”, the sociological interpretation of all phenomena, material, biological and human. On the one hand Tarde establishes a neo-monadology by opening Leibniz's closed monads. The open monads constitutes, through their mutual possessions, the agreements and harmonies that Leibniz explained by the system of pre-established harmony. These agreements are monadic societies of many types who explain the constitution of (...) any phenomenon. On the other hand Tarde tries, through its imitation philosophy, to provide a scientific substrate to an emerging sociology, taking the imitation as the anthropological aspect of an associative activity that is present in the entire cosmos. Thus, trying to purify to depurate the social science’s own subject, Tarde find a kind of causality that, for the clarity by which she offers itself to the observer on the human societies, is extended to the entire nature, illuminating the obscure and inaccessible background in which the monadic associations take place. Technology takes an unprecedented position in contemporary society. In particular, it has become part and parcel of governmental attempts to manufacture life in new ways. Such ideas concerning the governance of life organize around the same contention: that technology and life are, in fact, highly interconnectable. This is surprising because if one enters the sites of techno-scientific experimentation, those visions turn out to be much frailer and by no means “in place” yet. Rather, they afford or enforce constant interfacing (...) work, a particular mode of manufacturing life, rendering disparate, sturdy, and often surprisingly incompatible things available for one another. Here, we contend that both of those aspects, pervasive rationalities of interconnectability and practices of interfacing mark the cornerstones of what we call a new techno-bio-politics of life. In order to grasp the government of life under the technological condition, we must understand how both human and non-human entities are being rendered interconnectable and re-worked through practices of interfacing. We take neuro-technology and care robotics as two illustrative cases. Our analysis shows that the contemporary government of life is not primarily concerned with life itself in its biological re-constitution but rather with life as it is interfaced with and through technology. . Science at the interface with society is regarded with mistrust among parts of the public. Scientific judgments on matters of practical concern are not infrequently suspected of being incompetent and biased. I discuss two proposals for remedying this deficiency. The first aims at strengthening the independence of science and suggests increasing the distance to political and economic powers. The drawback is that this runs the risk of locking science in an academic ivory tower. The (...) second proposal favors “counter-politicization” in that research is strongly focused on projects “in the public interest,” that is, on projects whose expected results will benefit all those concerned by these results. The disadvantage is that the future use of research findings cannot be delineated reliably in advance. I argue that the underlying problem is the perceived lack of relevance and reliability and that pluralism is an important step toward its solution. Pluralism serves to stimulate a more inclusive research agenda and strengthens the well-testedness of scientific approaches. However, pluralism also prevents the emergence of clear-cut practical suggestions. Accordingly, pluralism is part of the solution to the credibility crisis of science, but also part of the problem. In order for science to be suitable as a guide for practice, the leeway of scientific options needs to be narrowed – in spite of uncertainty in epistemic respect. This reduction can be achieved by appeal to criteria that do not focus on the epistemic credentials of the suggestions but on their appropriateness in practical respect. (shrink)

What is space? And why are questions of space important to social theory? Society, Action and Space is the first English translation of a book which has been widely recognized in Europe as a major contribution to the interface between geography and social theory. Benno Werlen focuses on the issues which are at the heart of the most important debates in human and social geography today. One of the most significant recent developments in social analysis has been the (...) increasing interchange among geographers, sociologists, anthropologists and social philosophers concerning "the spatial." This debate involves the work of Giddens, Foucault, Bourdieu, Lefebvre, Harvey, Gregory, Soja, and many others. From these new developments a whole series of new forms and empirical work, as well as theoretical innovations, have come into being. Spatial considerations are no longer confined to the realm of geography, but are now seen as fundamental to all forms of social theorizing, especially under conditions of late modernity and globalization. Society, Action and Space links discussions in the philosophy of social science with theories of action which have direct relevance to concepts of space. Benno Werlen provides a discussion of Popper's critical rationalism, and connects it to ideas drawn from phenomenology. This epistemological debate is linked with the sociological action theories of Pareto, Weber, Parsons, and Schutz. The book closes with an evaluation of how "the spatial" can be systematically integrated into action theory. To assess—from a qualitative perspective—the perceptions and attitudes of Spanish rehabilitation professionals (e.g. rehabilitation doctors, speech therapists, physical therapists) about Brain–Computer Interface (BCI) technology. A qualitative, exploratory and descriptive study was carried out by means of interviews and analysis of textual content with mixed generation of categories and segmentation into frequency of topics. We present the results of three in-depth interviews that were conducted with Spanish speaking individuals who had previously completed a survey as part of a larger, 3-country/language, (...) survey on BCI perceptions. 11 out of 15 of these Spanish respondents (survey) either strongly or somewhat accept the use of BCI in rehabilitation therapy. However, the results of our three in-depth interviews show how, due to a strong inertia of attitudes and perceptions about BCI technology, most professionals feel reluctant to use BCI technology in their daily practice (interview). Due primarily to technological advances over the last decade, quantum research has become a key priority area for science and technology policy all over the world. With this manifesto, we wish to prevent quantum technology from running into fiascos of implementation at the interface of science and society. To this end, we identify key stumbling blocks and propose recommendations.

Drawing on the family resemblance between quantum physics and Eastern wisdom identified by Niels Bohr, this article brings insights from Buddhism and Daoism to the task of enhancing our understanding of the significance of Alexander Wendt’s argument for a quantum-based social science. Five areas of overlap between his argument and Eastern wisdom are explored: vitalism and the idea that life goes “all the way down”; the dependence of consciousness on both subjectivity and relationality; the ethical significance of language; the (...) notion of “changing the past”; and the importance of leaders. The family resemblances between Wendt’s perspective and those available in Daoism and Buddhism are remarkable. (shrink)

The Science and Religion Forum (SRF) promotes discussion on issues at the interface of science and religion. The forum membership is diverse and it holds an annual conference to encourage exploration of issues that arise at the interface of science and religion. This article provides an overview of the hybrid conference that took place at the Woodbrooke Centre in Birmingham in May 2022. The conference addressed the issue of information and reality for religions and (...) class='Hi'>science across two broad themes. The first focused on metaphysical matters and the impact of the idea that information (quantum, biological, digital) are the fundamental building blocks of the universe, on our theological discourse. The second took a more ethical turn focusing on the issues raised by the interaction of information (biological, personal, digital) and science in society. Since its conception nearly 20 years ago, Logic Programming - the idea of using logic as a programming language - has been developed to the point where it now plays an important role in areas such as database theory, artificial intelligence and software engineering. However, there are still many challenging research issues to be addressed and the UK branch of the Association for Logic Programming was set up to provide a forum where the flourishing research community could discuss important issues (...) of Logic Programming which were often by-passed at the large international conferences. This volume contains the twelve papers which were presented at the ALPUK's 3rd conference which was held in Edinburgh, 10-12 April 1991. The aim of the conference was to give a broad but detailed technical insight into the work currently being done in this field, both in the UK and by researchers as far afield as Canada and Bulgaria. The breadth of interest in this area of Computer Science is reflected in the range of the papers which cover - amongst other areas - massively parallel implementation, constraint logic programming, circuit modelling, algebraic proof of program properties, deductive databases, specialised editors and standardisation. The resulting volume gives a good overview of the current progress being made in the field and will be of interest to researchers and students of any aspects of logic programming, parallel computing or database techniques and management. This paper deals with Ágnes Heller’s suggestion, in A Theory of Modernity (1999), to ascribe to science a central role in the ongoing development of modernity. As we shall argue, this is not merely a historical issue but, rather, a historical-philosophical one that entails the problem of defining modernity, science and technology and their mutual interconnections. As for modernity, according to Heller, it is a free developmental project without any foundations other than freedom itself. In particular, the evolution (...) of science and technology is one of its main developmental tendencies. Science, she argues, has become the dominant world explanation while technological thought is the corresponding dominant (but not unique) imaginary institution. Her attempt to isolate the essential cultural features of science-technology owes much to Habermas’s analyses of the 1960s on the technocratic developments of contemporary societies legitimized through an ideological employment of science. Like Habermas, Heller embraces an instrumental and problem-solving conception of technology and ‘normal’ science which appears questionable, however, in the light of conclusions on the intrinsic creativity of the science-technology interface deriving from historical epistemology and an externalist history of science. Considerations and examples derived from the recent agenda of historical epistemology could integrate Heller’s philosophical and cultural analysis of the role of science in modernity while challenging some of her assumptions. What constitutes our human capacity to engage and be in the same frame of mind as another human? How do we come to share a sense of what ‘looks good’ and what ‘makes sense’? How do we handle differences and come to coexist with them? How do we come to feel that we understand what someone else is experiencing? How are we able to walk in silence with someone familiar and be sharing a peaceful space? All of these aspects are (...) part of human ‘interaction’. In designing interactive technologies designers have endeavoured to explicate, analyse and simulate, our capacity for social adaptation. Their motivations are mixed and include the desires to improve efficiency, improve consumption, to connect people, to make it easier for people to work together, to improve education and learning. In these endeavours to explicate, analyse and simulate, there is a fundamental human capacity that is beyond technology and that facilitates these aspects of being, feeling and thinking with others. That capacity, we suggest, is human entrainment. This is our ability to coordinate the timing of our behaviours and rhythmically synchronise our attentional resources. Expressed within the movements of our bodies and voices, it has a quality that is akin to music. In this paper, disparate domains of research such as pragmatics, social psychology, behaviourism, cognitive science, computational linguistics, gesture, are brought together, and considered in light of the developments in interactive technology, in order to shape a conceptual framework for understanding entrainment in everyday human interaction. Making explicit a plurality of future trends helps prevent an "Anglo-academic" bias, and emphasizes the need for further developing environmental philosophy into at least two directions: (1) a stronger dialogical interaction with the diverse international constellation of cultural, ethnic, (...) social, political, economic, and ecological dimensions of environmental problems; and (2) a greater integration into the transdisciplinary field of biological and cultural conservation, involving an enhanced actualization of environmental theoretical philosophy into environmental practical philosophy.1. Toward more multi-discursive international environmental philosophiesFurther developing international environmental philosophy can help [End Page 142] to more precisely identify agents and causes of environmental problems, as well as their effects and victims. For instance, the focus on global climate change—and more generally global change, including other processes of rapid environmental transformation such as biotic, linguistic, and cultural homogenization—should not overlook the fact that different human communities, regions, societies, and countries are not equally responsible for such change nor suffer equally from its consequences. For example, today the highest levels of UV radiation fall on areas of Patagonia and the Antarctic Peninsula. These regions are the farthest away from the centers of CFC emissions which generate the stratospheric ozone hole found over the austral portion of the Americas.1 The incorporation of these type of regional distinctions into environmental philosophy provides the opportunity for more precise diagnoses and characterizations of environmental problems than the still-frequent generalizations stated in terms of problems between "humanity and nature."2 Such a lack of specificity is deceptive because it absolves particular responsible agents of environmental problems by referring to all humans or society in general as responsible for them.Secondly, contrasting ecological, social, and political settings generate not only different environmental problems, but also offer a variety of viable options for solving those problems. This is a point that remains frequently overlooked within global environmental agendas. While working in conservation in Latin America, I am continuously surprised by the marked ecological and cultural singularities I find in different localities in which communities have evolved peculiar ways of understanding, valuing, and interacting with their environments.3 On the one hand, environmental philosophy would enrich itself by further incorporating this biocultural diversity. On the other hand, environmental philosophy could provide a valuable contribution to biocultural conservation by better articulating the understanding the reticulate diversity of ecological knowledge and practices that indigenous and non-indigenous old-resident communities have co-evolved with particular ecosystems and historic and cultural settings around the world.Finally, furthering the participation of environmental thinkers of different regions and strengthening environmental philosophy networks could contribute to an international dialogue that would generate more pertinent concepts and propositions by more deeply embracing local [End Page 143] social, historical, political, cultural, linguistic, and ecosystem realities. The dynamic diversity of human ecological worldviews and practices has been addressed by the field of environmental philosophy;4 however, this diversity has still not been sufficiently incorporated as part of a multi-discursive community.* * *2. Incorporating environmental philosophy into the theory and praxis of biocultural conservationDuring the last two decades, a main goal of ecological sciences and biological conservation has been a better integration between human and natural systems. Under currently prevailing scientific approaches, such reconnection has been developed primarily through economic valuation of "ecosystem services" (see, for example, the recent landmark Millennium Ecosystem Assessment).5 Environmental philosophy has had a weak presence as compared to ecological economics in the transdiscipline of biological conservation. This weak presence is mismatched with the numerous calls made by ecologists about the need for environmental ethics, and with the frequent reference to ethical values made by international environmental conventions. For instance, the text of the Convention on Biological Diversity begins with a reference to the intrinsic value of biodiversity but it does not develop this notion at all.6 Similarly, the Millennium Ecosystem Assessment mentions the intrinsic value of biodiversity but does not develop the notion, and ends up justifying the need for its conservation in terms of economic values... An exploration of the moral and ethical implications of new biotechnologies Many of the ethical issues raised by new technologies have not been widely examined, discussed, or indeed settled. For example, robotics technology challenges the notion of personhood. Should a robot, capable of making what humans would call ethical decisions, be held responsible for those decisions and the resultant actions? Should society reward and punish robots in the same way that it does humans? Likewise, issues of safety, environmental concerns, (...) and distributive justice arise with the increasing acceptance of genetically modified organisms in food production nanotechnology in engineering and medicine, and human gene therapy and enhancement. The problem of dual-use—when a technology can be used both to benefit and to harm—exists with virtually all new technologies but is central in the context of emerging 21st century technologies ranging from artificial intelligence and robotics to human gene-editing and brain-computer interfacing. In Re-Creating Nature: Science, Technology, and Human Values in the Twenty-First Century, James T. Bradley addresses emerging biotechnologies with prodigious potential to benefit humankind but that are also fraught with ethical consequences. Some actually possess the power to directly alter the evolution of life on earth including human. Specifically, these topics include stem cells, synthetic biology, GMOs in agriculture, nanotechnology, bioterrorism, CRISPR gene-editing technology, three-parent babies, robotics and roboethics, artificial intelligence, and human brain research and neurotechnologies. Offering clear explanations of these various technologies, a pragmatic presentation of the conundrums involved, and questions that illuminate hypothetical situations, Bradley guides discussions of these and other thorny issues resulting from the development of new biotechnologies. He also highlights the responsibilities of scientists to conduct research in an ethical manner and the responsibilities of nonscientists to become “science literate” in the twenty-first century. Although there has been some growing recognition of the role of private actors in international environmental regimes, little attention has been paid to the role of the private sector at the science–policy interface. Because the automobile industry plays a crucial role in mitigation of greenhouse gases, successful policy requires not just the assent but the active cooperation of this sector. Such cooperation, however, requires some institutional acceptance that climate change is indeed a significant risk. In this article, the (...) authors look at the early stages of the automobile industry’s engagement with the discourse on climate change. The authors focus, in particular, on the role of corporate scientists in two U.S. automobile companies in translating this discourse. Acting as boundary spanners and institutional entrepreneurs, these individuals influenced both corporate perceptions of and responses to climate change science. (shrink)

In Sandra Waddock’s article “Taking Stock of SIM” in this journal, she identifies key issues in the work of the Social Issues in Management (SIM) Division of the Academy of Management. This article challenges her analysis of SIM scholarship and her arguments of what is necessary for the division to progress. Scholarship in SIM should emphasize two key streams: First, scholars in SIM should seek to develop a science of social forensics, design, and social repair—in essence, develop a method (...) of problem diagnosis, an approach to practical solution design, and a systematic understanding of the selection and implementation of social repair—in other words, seek to understand how to systematically troubleshoot and engineer solutions to fundamental issues in the business and society interface. The second stream, which informs the first, involves the development of original, core, transferable systematics that can “travel”—be the source of understanding-generating analysis—in other disciplines, including the topical regions of the Academy of Management. The article argues that laying claim to and developing true normative theory applicable across disciplines should be a distinctive identifier of work in SIM. The article concludes with an illustration of how systematics can be applied to address the literature’s failure to even seek to understand the logic underlying the standard ethical theories. These theories are properly seen as complements rather than substitutes. We need to ask and answer the “fundamental question of business ethics”: What should I do?.We suggest an approach labeled “integrative ethics,” employing ethical frames/injunctive formats, framed contexts for action, and the distribution of desires. The notion of culture implies the relative stability of sets of algorithms that become entrenched in human brains as children become socialized, and, to a lesser extent, when immigrants become assimilated into a new society. The semiotics of culture has used the notion of signs and systems of signs to conceptualize this process, which takes for granted memory as a natural affordance of the brain without raising the question of how and why cultural signs impact behaviour in a durable (...) manner. Indeed, under the influence of structuralism, the semiotics of culture has mostly achieved synchronic descriptions. Dynamic models have been proposed to account for the action of signs (e.g., semiosis, dialogism, dialectic) and their resulting cultural changes and cultural diversity. However, these models have remained remarkably abstract, and somewhat disconnected from the actual brain processes, which must be assumed to be involved in the emergence, maintenance, and transformations of cultures. Semiotic terminology has contributed to a systematic representation of cultural objects and processes but thephilosophical origin of its basic concepts has made it difficult to construct a productive interface with the cognitive neurosciences as they have developed and achieved notable advances in the understanding of memory over the last few decades. The purpose of this paper is to suggest that further advances in semiotics will require a shift from philosophical and linguistic notions toward biological and evolutionary models. (shrink)
