Remote state preparation is generation of a desired state by a remote observer. In spite of causality, it is well known, according to the Reeh–Schlieder theorem, that it is possible for relativistic quantum field theories, and a “physical” process achieving this task, involving superoscillatory functions, has recently been introduced. In this work we deal with non-relativistic fields, and show that remote state preparation is also possible for them, hence obtaining a Reeh–Schlieder-like result (...) for general fields. Interestingly, in the nonrelativistic case, the process may rely on completely different resources than the ones used in the relativistic case. (shrink)

This international ensemble of scholars discuss Thomas Nail’s The Figure of the Migrant. These scholars represent various disciplines within the academy and divergent methodologies. One thing we share in common, though, is the opinion that the migrant needs to occupy a more significant place within our political theory and policy. Nail’s book is one of kinopolitics, that is, a politics of movement. It provides a kind of theory of social motion. According to Nail, the book offers a remedy to problems (...) in how the migrant is typically theorized, namely that the migrant is understood as a derivative figure in contrast to the stable denizen and the migrant is discussed through the lens of the state. His remedial maneuver mobilizes the potential to understand the figure of the migrant by placing the migrant in the primary position, by offering a political philosophy of the migrant. (shrink)

Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Research-Doctorate Programs in the United States documents changes that have taken place in the size, structure, and quality of doctoral education since the widely used 1982 editions. This (...) update provides selected information on nearly 4,000 doctoral programs in 41 subdisciplines at 274 doctorate-granting institutions. This volume also reports the results of the National Survey of Graduate Faculty, which polled a sample of faculty for their views on the scholarly quality of program faculty and the effectiveness of doctoral programs in preparing research scholars/scientists. The COVID-19 pandemic forced German universities to adjust their established operations quickly during the first nationwide lockdown in spring 2020. Lecturers and students were confronted with a sudden transition to remote teaching and learning. The present study examined students’ preparedness for and perspective on this new situation. In March and April 2020, we surveyed n = 584 students about the status quo of their perceived digital literacy and corresponding formal learning opportunities they had experienced in the past. Additionally, the (...) students reported the direction of changes in key study characteristics they expected from this new situation. Moreover, they reported the extent to which they believe they will be able to master this new study situation successfully. Two categories of independent variables were considered: context-related variables and person-related variables. Our results show that students did not have many learning opportunities to promote their digital literacy, suggesting that they were not appropriately prepared for this new situation. Results for digital literacy vary by competence area. However, there is a positive correlation between past formal learning opportunities and corresponding digital competences. Master students reported more learning opportunities and higher digital literacy only in one competence area compared to bachelor students. Regarding the expected change of key study characteristics, some characteristics were expected to worsen and fewer to improve. A multiple regression analysis explained 54% of the estimated probability of successful remote learning. Students’ age, state anxiety, positive state affect, general self-efficacy, the availability of an own workplace, past learning opportunities in digital content creation, and the estimated preparedness of lecturers for remote teaching were significant explaining factors. Our results provide valuable insights into the perspective of students on studying during the COVID-19 pandemic and beyond. The orthodox presentation of quantum theory often includes statements on state preparation and measurements without mentioning how these processes can be achieved. The often quoted projection postulate is regarded by many as problematical. This paper presents a systematic framework for state preparation and measurement. Within the existing Hilbert space formulation of quantum mechanics for spinless particles we show that it is possible (1)to prepare an arbitrary state and (2)to reduce all quantum measurements to local position (...) measurements in an asymptotic way by unitary evolution processes without recourse to the projection postulate. A generalization to spin-1/2particles is also given. The theory presented provides a general mathematical and theoretical foundation for many practical schemes for state preparation and measurement. It has been suggested that the Modal Interpretation of Quantum Mechanics (QM) is "incomplete" if it lacks a dynamics for possessed values. I argue that this is only one of two possible attitudes one might adopt toward a Modal Interpretation without dynamics. According to the other attitude, such an interpretation is a complete interpretation of QM as standardly formulated, an interpretation whose innovation is to attempt to make sense of the quantum realm without the expedient of novel physics. Then I (...) explain why this attitude, though available, is unattractive. Without dynamics, the Modal Interpretation vanquishes the measurement problem only, it seems, to succumb to the problem of state preparation. On this view, the Modal Interpretation needs dynamics not to be an interpretation at all, but to be an adequate one. I review reasons to suspect that the dynamics which would best suit the Modal Interpretation--a dynamics equivalent to a set of two time transition probabilities of the sort used to solve the preparation problem--is not a dynamics the interpretation can have. I close with a brief discussion of versions of the Modal Interpretation that may not succumb to the considerations presented here. (shrink)

Background. The COVID-19 pandemic necessitated drastic changes to undergraduate medical training at the University of Botswana (UB). To save the academic year when campus was locked down, the Department of Medical Education conducted a needs assessment to determine the readiness for emergency remote teaching (ERT) of the Faculty of Medicine, UB. Objectives. To report on the findings of needs assessment surveys to assess learner and teaching staff preparedness for fair and just ERT, as defined by philosopher John Rawls. Methods. (...) Needs assessment surveys were conducted using Office 365 Forms distributed via WhatsApp, targeting medical students and teaching staff during the 5 undergraduate years. Data were analysed quantitatively and qualitatively. Results. Ninety-two percent (266/289) of students and 73.5% (62/84) of teaching staff responded. Surveys revealed a high penetration of smartphones among students, but poor internet accessibility and affordability in homes. Some teaching staff also reported internet and device insufficiencies. Only WhatsApp was accessible to students and teaching staff. Conclusions. For equitable access to ERT in the future, the surveys revealed infrastructural improvement needs, including wider, stronger, affordable WiFi coverage within Botswana and enhanced digital infrastructures in educational institutions, with increased support for students. The mathematical description of the three distinct fundamental notions of “individual sample” of “preparing procedure,” and of “Piron's state” of a physical entity are precisely introduced in the framework of the Piron's “preparation-question structure” (without specific axioms C, P, A) based on Ludwig's “selection structure.” We compare our realization of the above notions with a similar use of the standard terminology of the “Geneva School” adopted by Pykacz and Santos in a recent paper.

We examine how the shift to remote work altered responsibilities for domestic labor among partnered couples and single parents. The study draws on data from a nationally representative survey of 2,200 US adults, including 478 partnered parents and 151 single parents, in April 2020. The closing of schools and child care centers significantly increased demands on working parents in the United States, and in many circumstances reinforced an unequal domestic division of labor.

This article analyzes US drone operations through a historical and ethnographic analysis of the remote split paradigm used by the US Air Force. Remote split refers to the globally distributed command and control of drone operations and entails a network of human operators and analysts in the Middle East, Europe, and Southeast Asia as well as in the continental United States. Though often viewed as a teleological progression of “unmanned” warfare, this paper argues that historically specific technopolitical logics (...) establish the conditions of possibility for the work of war to be divisible into discreet and computationally mediated tasks that are viewed as effective in US military engagements. To do so, the article traces how new forms of authorized evidence and expertise have shaped developments in military operations and command and control priorities from the Cold War and the “electronic battlefield” of Vietnam through the Gulf War and the conflict in the Balkans to contemporary deployments of drone operations. The article concludes by suggesting that it is by paying attention to divisions of labor and human–machine configurations that we can begin to understand the everyday and often invisible structures that sustain perpetual war as a military strategy of the United States. The nature of warfare is changing. Increasingly, developments in military technology are removing soldiers from the battlefield, enabling war to be waged from afar. Bombs can be dropped from unmanned drones flying above the range of retaliation. Missiles can be launched, at minimal cost, from ships 200 miles to sea. Micro Air Vehicles, or 'WASPS', will soon be able to lethally attack enemy soldiers. Though still in the developmental stage, progress is rapidly being made towards autonomous weaponry capable of selecting, (...) pursuing, and destroying targets without the necessity for human instruction. These developments have a profound — and as yet under-analysed — impact on just war theory. I argue that a state under attack from remote weaponry is unable to respond in the traditional, just war sanctioned, method of targeting combatants on the battlefield. This restriction of options potentially creates a situation whereby a state is either coerced into surrender, or it must transgress civilian immunity. Just war theory in conditions of remote warfare therefore either serves the interests of the technologically advanced by demanding the surrender of targeted states, or else it becomes redundant. The coupled growth of population aging and international migration warrants attention on the methods and solutions available to adult children living overseas to provide distance caregiving for their aging parents. Despite living apart from their parents, the transnational informal care literature has indicated that first-generation immigrants remain committed to carry out their filial caregiving obligations in extensive and creative ways. With functions to remotely access health information enabled by emergency, wearable, motion, and video sensors, remote monitoring technologies (RMTs) may (...) thus also allow these international migrants to be alerted in sudden changes and remain informed of their parent’s state of health. As technological solutions for caregiving, RMTs could allow independent living for older persons while any unusual deviations from normal health patterns are detected and appropriately supported. With a vignette of a distance care arrangement, we engage with concepts such as filial piety, in-absentia caregiving distress, and the social exchange theory, as well as the upholding of shifting cultural ideals to illustrate the complex dynamic of the satisfaction and quality of the informal caregiving relationship. This paper extends the traditional ethical issues in technology-aided caregiving, such as autonomy, privacy, and justice, to be considered within the context of distance care. We also posit newer ethical considerations such as consent in power imbalances, harm to caregivers, and stigma. These known and new ethical issues aim to encourage further ethically conscious design and use of RMTs to support distance care for older persons. (shrink)

Intervention studies with developmental samples are difficult to implement, in particular when targeting demographically diverse communities. Online studies have the potential to examine the efficacy of highly scalable interventions aimed at enhancing development, and to address some of the barriers faced by underrepresented communities for participating in developmental research. During the COVID-19 pandemic, we executed a fully remote randomized controlled trial language intervention with third and fourth grade students from diverse backgrounds across the United States. Using this as a (...) case study, we discuss both challenges and solutions to conducting an intensive online intervention through the various phases of the study, including recruitment, data collection, and fidelity of intervention implementation. We provide comprehensive suggestions and takeaways, and conclude by summarizing some important tradeoffs for researchers interested in carrying out such studies. (shrink)

As part of the response to the COVID-19 pandemic, many jurisdictions across the world introduced remote hearings as an alternative way of continuing to offer access to courts. This practice-based article discusses the report prepared by the author for a judicial review case which revolved around the claim that in immigration settings the quality of interpreting conducted in fully online hearings is inferior to interpreting in face-to-face hearings. In the absence of pre-existing research comparing the impact of the physical (...) and fully online settings on interpreting, the author’s expert witness report explored linguistic principles governing conversation and turn-taking management, power relations and narrativisation and discursive practices in online and physical settings to illustrate communicative advantages and disadvantages of each environment. The article draws on the investigations conducted for the expert witness report and pursues the following aims: (1) reflect on the role of linguistic expertise required for the case; (2) detail the conclusions drawn and recommendations endorsed in the report; (3) discuss the importance of effective communication in immigration settings; (4) challenge common misconceptions in relation to how narratives are elicited, shared and perceived; (5) explore safeguarding strategies for enhancing discursive practices in fully remote hearings in order to improve non-native speakers’ access to justice. I address the recent debate between Meehan and Vaidman concerning the claim made by the former for a new problem to quantum mechanics. I argue that while Meehan's incompatibility claim does hold in the situation he presents, it does not genuinely involve considerations that can limit quantum state preparation, nor does it introduce new constrains over possible interpretations of quantum theory.

This study uses remote viewing in a predictive manner within the context of a novel experimental design to describe eleven target events spread out over a year, each of which occurs approximately one month after the remote-viewing sessions are completed. The study was conducted at The Farsight Institute using 12 highly experienced remote viewers who were trained in the use of four remote-viewing methodologies that are the same as or derived from those previously used by the (...) United States military for espionage purposes. While prediction using remote viewing has a long and spotted history, the current investigation is aimed at enhancing our understanding of the remote-viewing phenomenon by utilizing a temporal outbounder approach to tasking in order to improve the description of future events. In this design, the tasker is located in time after the remote-viewing sessions are completed and after the occurrence of the chosen target event. Exploiting one of the largest bodies of remote-viewing data ever collected using military-related viewing methodologies, this study finds strong support for hypothesis that experimental designs utilizing a temporal outbounder as a tasker greatly enhances the accuracy of remote-viewing descriptions of future events. The causal mechanism for why this might occur is left to be determined by future research. (shrink)

As a result of the COVID-19 pandemic people have endured potentially stressful challenges which have influenced behaviors such as eating. This pilot study examined the effectiveness of two brief interventions aimed to help individuals deal with food cravings and associated emotional experiences. Participants were 165 individuals residing in United Kingdom, Finland, Philippines, Spain, Italy, Brazil, North America, South Korea, and China. The study was implemented remotely, thus without any contact with researchers, and involved two groups. Group one participants were requested (...) to use daily diaries for seven consecutive days to assess the frequency of experience of their food cravings, frequency of giving in to cravings, and difficulty resisting cravings, as well as emotional states associated with their cravings. In addition to completing daily food diaries, participants in group two were asked to engage in mindful eating practice and forming implementation intentions. Participants assessed their perceived changes in eating, wellbeing, and health at the beginning and end of the intervention. Repeated measures MANOVAs indicated that participants experienced significantly less food cravings, as well as lower intensities of unpleasant states associated with cravings across time. In contrast to our hypothesis, the main effects of the group were not significant. Participants reported less eating and enhanced wellbeing at the end of the study. Our findings can be used to inform future remote interventions to manage food cravings and associated emotions and highlight the need for alternative solutions to increase participant engagement. A mechanistic study of consciousness need not be confined to human complexity. Other animals also display key behaviors and responses that have long been intimately tied to the measure of consciousness in humans. Among them are some very well-defined and measurable endpoints: selective attention, sleep and general anesthesia. That these three variables associated with changes in consciousness might exist even in a fruit-fly does not necessarily imply that a fly is “conscious”, but it does suggest that some of the problems (...) central to the field of consciousness studies could be investigated in a model organism such as Drosophila melanogaster. Demonstrating suppression of unattended stimuli, which is central to attention studies in humans, is now possible in Drosophila by measuring neural correlates of visual selection. By combining such studies with an eventual understanding of suppression in other arousal states in the fly, such as sleep and general anesthesia, we might be unraveling mechanisms relevant to consciousness as well. Like many others, I have resisted the idea that education, in general, is a form of training. We always talk about training for something, while an educated person is not educated for any one thing. But for this very reason, I do not wish to abandon the term ‘teacher training’ in favor of ‘teacher education’, although ideally I would prefer to speak of ‘teacher preparation’ because the term ‘training’ always reminds me of monkeys. I shall use the terms ‘training’ (...) and ‘preparation’ interchangeably, with both standing in contrast to ‘education’. All persons deserve to be educated; there is nothing specific to teachers here. Teacher training, whether general or specific to a subject or discipline, remains a contentious business. Some regard Pedagogy as a legitimate subject area and structure training around it; others prefer to see teacher training firmly in the context of the various disciplines that teachers will, in turn, be teaching: mathematics, literature, history and, in this case, philosophy. Indeed, when it comes to training teachers to teach philosophy, the problem is exacerbated by the plain fact that most teachers have no formal background in philosophy. So we are faced with the rather daunting prospect of providing such a background as well as providing whatever is needed in order to teach philosophy to others. Matthew Lipman and Ann Margaret Sharp were well aware of this challenge when they set up the first training programs in Philosophy for Children at Montclair State College in the early 1970s; hence the requirement that if classroom teachers were not actually qualified in philosophy, at least those who trained them to do philosophy with children should be. However, this idealistic model was always going to be difficult to apply. The problem, as it developed in countries around the world, was two-fold: teachers with little or no philosophical background were, increasingly, being trained by other educators who were in the same boat ; and conversely, when professional philosophers did become involved in teacher training, it quickly became apparent that they lacked any real training in pedagogy, and so were inadequate to the task of modeling the role of the teacher in the classroom. To look on the bright side, some constructive attempts have been made to resolve these shortcomings. The one with which I am most familiar is the Australian model for what is termed ‘Level Two training’, that is, training those who will, in turn, train and work with classroom teachers. This model recognizes the complementary requirements of philosophical and pedagogic expertise, respectively, by awarding certificates of achievement based on whether those trained have come from the discipline of philosophy, the practice of teaching, or both. Ideally, then, training workshops for teachers would be directed by at least one person in the former category, and at least one in the latter. (shrink)

This article asserts that graduate study should include preparation for participation in the process of self-regulation to assure the responsible conduct of research in the scientific community. This article outlines the various ways in which doctoral study can incorporate such preparation. These suggested ways include the inculcation of general attitudes and values about professional self-regulation, various ways doctoral study can be configured so that future scientists are prepared to participate in the deterrence, detection and sanctioning of scientific wrongdoing. This Australian university case study explores the transition to emergency, remote teaching (ERT) in an intensive Block Model curriculum during the COVID-19 pandemic. An online survey investigated academics’ experiences of factors that helped or hindered their transition. A thematic analysis of the data revealed a symbiotic relationship between the Block Model curriculum, professional learning, and academics’ sense of agency as they experienced their transition. We relate our findings to Whittle et al.’s 2020 framework and propose an extended framework based (...) on how teaching was influenced by the changed environment. Drawing on the extended framework, we propose lessons for the future based on how academics were reflectively adapting to ERT. In the four-week Block Model, lessons were learned and applied in the subsequent Block. Critical lessons relevant to higher education institutions include increasing diversity of effective, un-invigilated assessment types, and fostering student wellbeing by facilitating learning spaces where students connect with peers and academics. Furthermore, academics need connections with peers and safe spaces in which to debrief on evolving situations and build confidence in using new learning technologies. Professional learning fostering an emergency-informed, safe learning environment effectively reduces isolation and better prepares institutions for future emergencies. (shrink)

In the near future, experts predict, an influenza pandemic will likely spread throughout the world. Many countries have been creating a contingency plan in order to mitigate the severe health and social consequences of such an event. Examination of the pandemic plans of Canada, the United Kingdom and the United States, from an ethical perspective, raises several concerns. One: scarcity of human and material resources is assumed to be severe. Plans focus on prioritization but do not identify resources that would (...) be optimally required to reduce deaths and other serious consequences. Hence, these plans do not facilitate a truly informed choice at the political level where decisions have to be made on how much to invest now in order to reduce scarcity when a pandemic occurs. Two: mass vaccination is considered to be the most important instrument for reducing the impact of infection, yet pandemic plans do not provide concrete estimates of the benefits and burdens of vaccination to assure everyone that the balance is highly favorable. Three: pandemic plans make extraordinary demands on health care workers, yet professional organizations and unions may not have been involved in the plans' formulation and they have not been assured that authorities will aim to protect and support health care workers in a way that corresponds to the demands made on them. Four: all sectors of society and all individuals will be affected by a pandemic and everyone's collaboration will be required. Yet, it appears that the various populations have been inadequately informed by occasional media reports. Hence, it is essential that plans are developed and communication programs implemented that will not only inform but also create an atmosphere of mutual trust and solidarity; qualities that at the time of a pandemic will be much needed. The Eichmann trial has been one of the most important formative events in the short history of the State of Israel. The echoes of its impact on how Israelis as individuals and as a public perceive themselves reverberate even today in the most profound and existential of ways. In the public consciousness the trial was, and still is, fundamentally identified with its prosecutor then Attorney General Gideon Hausner. However the trial was not a one-man show as the public tended (...) to perceive it. Behind the scenes were numerous people working and preparing for the trial and influencing the prosecution's case against Eichmann: the investigators in the special police unit Bureau 06 established to conduct the investigation and prepare the criminal file; the Holocaust survivor organizations and institutions; and all echelons of the political sphere. This paper will trace some of the stages in the preparation of the prosecution of Eichmann and the people involved, as well as the matter of the scope of the bill of indictment and of the historical narrative tolls at the trial and the fact that it emerged to he one of the most important trials in the history of the twentieth century. United States Army Special Forces who deployed to Iraq in mid-2014, and who were seeking to help Iraqi forces to combat Islamic State faced a considerable challenge: how could a force of fewer than 50 operators provide guidance and support to their Iraqi allies while also keeping in line with Washington’s policy of seeking to avoid any possibility of combat casualties among deployed U.S. Special Forces? Their solution to this dilemma came to be dubbed ‘Remote Advise and Assist’. (...) By cobbling together a system of voice and text communications, cameras, interactive maps and mobile handsets, these Special Forces personnel found they could ‘virtually accompany’ their Iraqi partners into hot zones where U.S. boots on the ground were forbidden. This approach seems to have been extremely successful, but potentially raises a range of ethical concerns. Against the backdrop of a general account of the ethics of employing surrogate forces, this paper explores the ethical questions raised by the practice of ‘Remote Advise and Assist’. (shrink)

For situations where a detention under mental health legislation is required to keep an individual safe, psychiatrists may consider whether to conduct an assessment in person or using video technology. The Mental Health Act 2003 does not stipulate that an assessment has to be conducted in person. Yet, the Code of Practice envisions that detention assessments would be conducted face to (...) face in all circumstances. During the pandemic, the Mental Welfare Commission for Scotland, a statutory body with a duty to promote best practice of the Act, has been asked whether it may be acceptable and indeed preferable for some assessments to be conducted via video technology. Where an assessment is needed to determine if a patient needs to be detained, and where there is a need for social distancing or the need for ‘shielding’, remote assessments may in some circumstances be preferable. In this article, we outline the modification of the Mental Welfare Commission’s previous outright rejection of virtual assessments as the pandemic progressed and discuss the ethical and legal issues the possibility of remote assessments has exposed. We also discuss the limits and when a virtual assessment is not considered ethical. As the pandemic moves from a state of emergency into a ‘new normal’ in psychiatric services during second, or subsequent, waves, the use and place of remote assessments for detention needs to be considered. The idea that our conscious decisions determine our actions has been challenged by a report suggesting that the brain starts to prepare for a movement before the person concerned has consciously decided to move . Libet et al. claimed that their results show that our actions are not consciously initiated. The current article describes two experiments in which we attempted to replicate Libet et al.'s comparison of participants' movement-related brain activity with the reported times of their decisions to move and (...) also the reported times of their decisions of which hand to move. We also looked at the distribution of participants' reports over time to evaluate an alternative explanation of Libet et al.'s results. Although the Readiness Potential was usually present before all of the decisions to move, consistent with the findings of Keller and Heckhausen and Libet et al. , we found that many reported decision times were before the onset of the Lateralized Readiness Potential, which measures hand-specific movement preparation. The latter finding is consistent with the conclusion that the LRP always started after the conscious decision to move. We conclude that even though activity related to movement anticipation may be present before a conscious decision to move, the cortical preparation necessary for the movement to happen immediately may not start until after the conscious decision to move. Undergirding China’s Belt and Road Initiative’s lofty promise of global connectivity are existing connections between the PRC’s implementation of planetary-scale observation systems for environmental sustainability and the recognizably nefarious policies of localized, colonial surveillance of Turkic minorities in the Xinjiang Uyghur Autonomous Region (XUAR). My article examines how the recently alleged genocide in XUAR becomes the afflicted topos where both the rhetoric and practices of monitoring differently complex systems come together. Such complex connections require a recursive analysis, one which further (...) distinguishes between recursion as an actual technique used in remote sensing and algorithmic processes and recursion as a heuristic in discourses about these computational processes and their effects on controlled populations and territories. This article, following recent interest in the intersections of geopolitics, computational design, digital capitalism and colonialism, argues that the Chinese government’s multipronged investments in environmental sciences-related sensing and imaging technologies do not simply help track its own citizens and foreign populations but also how these groups are increasingly monitored by them. I examine how the Digital Belt and Road’s Science Plan frames the environment, including sovereign territories, peoples, and natural resources as data assets. The rest of my discussion turns away from state-sponsored Earth sciences to examine Anglophone media and human rights groups’ use of satellite imageries and databases to evidence the state’s construction of internment facilities and other surveillance mechanisms in XUAR. Alleged algorithms of oppression enclose the XUAR as a black box of the police state, but digital infographic interfaces like the Xinjiang Data Project, which attempts to expose the PRC’s relegation of Uyghurs to biometric and surveillance data, only furthers a recursive datafication of XUAR. To honor Henry Margenau on the occasion of his 90th birthday, we attempt in this essay to integrate certain aspects of the physics, philosophy, and pedagogy of quantum mechanics in a manner very much inspired by Margenau's idealist scientific epistemology. Over half a century ago, Margenau was perhaps the first philosopher of science to recognize and elaborate upon the essential distinction between thepreparation of a quantum state and themeasurement of an observable associated with a system in that state; (...) yet in contemporary quantum texts that distinction rarely receives adequate emphasis even though, as we demonstrate, it may be explicated through a series of simple illustrations. Before the passage of the US Immigration Act of 1924, governments of migrant-receiving countries decided whether to admit most prospective immigrants only after they arrived at the border; afterward, the United States and then later other migrant-receiving states required prospective migrants and visitors to apply for visas in their country of residence before coming—an institution that Zolberg has termed “remote control.” Previous scholars wrote about remote control in terms of how it increased the capacity of states to reduce (...) immigration, protect their societies from external threats, and maintain sovereignty, but did not analyze in detail how it did so. Here I analyze three ways through which remote control was a model for a more general revolution in migration control that simultaneously reduced interactions between inhabitants in migrant-receiving societies and those in migrant-sending societies, slowed down the historical reduction of inequality between migrant-sending and migrant-receiving societies, and reduced research and critical awareness within migrant-receiving societies about remote control’s structural impact on societies in general. First, this institution brought more order and precision to the process of individually evaluating prospective visitors. Second, it enabled states to select and define authorized migrants according to their migratory purpose and to force other migrants either to demonstrate enough stamina and strength to enter unauthorized or to die trying. Third, by moving the migrant selection process to migrant-sending societies remote control reduced contact between residents in migrant-receiving societies and prospective migrants in migrant-sending societies. In these three ways, remote control has more generally constrained migratory opportunities and global mobility of individuals between distinct societies. (shrink)

Rapid advances in human genetics raise the prospect that one day we may be able to develop genetic enhancements to promote a diverse range of phenotypes (e.g. health, intelligence, behaviour, etc.). Perhaps the biggest challenge that genetic enhancements pose for medical practitioners is that they will compel us to re-think a good deal of the conventional wisdom of the status quo. Radical enhancements are likely to have this affect for a variety of reasons. (...) Firstly, the status quo is premised (at least in large part) on a sharp distinction between treatment and enhancement; a distinction that at least some genetic enhancements will call into question. Secondly, the prospect of radical enhancements requires us to keep an open mind concerning how we conceive of the harm of non-intervention (i.e. the harm of the status quo). And thirdly, some enhancements might compromise the preservation of personal identity. All of these issues may have important consequences for State Medical Boards, ranging from the way we view the aspiration to prevent harm and ensure reasonable standards of care, to malpractice, continuing competency and medical specialization. The term sustainability has become one of the most significant in the current era. It seems to be ubiquitous amongst academics, politicians, business leaders, media personnel and even the general public. It is no exaggeration to state that it is considered all over the world to be the most pressing issue to be addressed for the long-term future of the planet and its inhabitants. The topic is of course complex, and the issue of sustainability is under much debate as (...) to what it actually is and how it can be achieved, but it is completely certain that the resources of the planet are fixed in quantity and, once used, cannot be reused except through being reused in one form or another. At present, much of the discourse of sustainability has focused upon the environment and in particular upon climate change and the effects that this is having. Thus, the discourse has tended to be about mitigation. Sustainability of course requires all three pillars of the triple bottom line—economic, environmental and social—to be addressed. Indeed, it might be considered that the effects upon the social, and how we choose to live our lives, might well be the most profound effect of achieving sustainability. This book therefore focuses upon some of the many aspects of the social and how we can adapt our lives to accommodate the requirements of sustainability. it therefore takes a very different approach to addressing the issues of sustainability, while of course not ignoring the other pillars. This book therefore sets out to examine various aspects of the changes to personal, corporate and institutional behaviour which may have to come about in our search for sustainability. It is tended to address some of the issues and how they are being dealt with in various parts of the world. As always, our concept is to share best practice and thereby enrich both the discourse and our progress towards sustainability. Thus, we focus upon the current situation while also considering the extent to which the focus is changing so much that we need to think about new approaches to our understanding of behaviour and differing effects in practice. The international origins of the contributors to this book make this an original contribution taking some of the best ideas from around the world. This book therefore addresses these issues from a perspective not generally addressed by researchers, or even by politicians and the press. It therefore provides fresh perspectives upon the important issue of our common future. As always, this approach is based on the tradition of the Social Responsibility Research Network srrnet.org (a worldwide body of scholars with membership of several thousand), which in its 20-year history has sought to broaden the discourse and to treat all research as inter-related and relevant to business. This tradition has always been to explore the subject widely and to seek relevant solutions, while also sharing best practice. This book is based primarily upon some of the contributions from the network at our recent conference and shows both commonality and diversity in approaches and effects. (shrink)

Łukasiewicz and, more recently, other philosophers have cast doubts on arguments from one version of determinism to another: roughly, from the view that every event (condition, state) has a cause or is determined, to the view that the remotest possible past determines the present and future. This paper defends a special class of such arguments. It identifies constraints on the relation of determination under which the arguments concerned are valid. And, by reference to the overall causal or determinational structure (...) of the universe, it argues that the constraints themselves are highly plausible. (shrink)

The ontological model framework for an operational theory has generated much interest in recent years. The debate concerning reality of quantum states has been made more precise in this framework. With the introduction of generalized notion of contextuality in this framework, it has been shown that completely mixed state of a qubit is preparation contextual. Interestingly, this new idea of preparation contextuality has been used to demonstrate nonlocality of some \(\psi \) -epistemic models without any use of (...) Bell’s inequality. In particular, nonlocality of a non maximally \(\psi \) -epistemic model has been demonstrated from preparation contextuality of a maximally mixed qubit and Schrödinger’s steerability of the maximally entangled state of two qubits (Leifer and Maroney, Phys Rev Lett 110:120401, 2013). In this paper, we, show that any mixed state is preparation contextual. We, then, show that nonlocality of any bipartite pure entangled state, with Schmidt rank two, follows from preparation contextuality and steerability provided we impose certain condition on the epistemicity of the underlying ontological model. More interestingly, if the pure entangled state is of Schmidt rank greater than two, its nonlocality follows without any further condition on the epistemicity. Thus our result establishes a stronger connection between nonlocality and preparation contextuality by revealing nonlocality of any bipartite pure entangled states without any use of Bell-type inequality. In Ethics, Security, and the War-Machine, Ned Dobos highlights several negative consequences the preparation for war has for individuals and states. But he misses what I consider perhaps the most significant consequence of military mobilization for states, especially democracies: how war and the preparation for it affect deliberative politics. While many argue that all states, including democracies, require strong militaries—and there is some evidence that long wars can build democracies and states—I focus on the other effects of militarization (...) and war on democratic states. War and militarism are antipodal to democracy and undermine it. Their normative bases are conflicting—democracy takes force off the table, whereas force is legitimate in war. Thus, while militarism and militarization can sometimes yield liberalization and the expansion of civil rights, they are arguably more likely to undermine democratic norms and practices. (shrink)
