On March 11, 2011, a magnitude 9.0 earthquake and thirty-eightmeter high tsunami destroyed Tokyo Electric’s Fukushima nuclear power complex. The disaster was not a high-damage, low-probability event. It was a high-damage, high-probability event. Massive earthquakes and tsunamis assault the coast every century. Tokyo Electric built its reactors as it did because it would not pay the full cost of a meltdown anyway. Given the limited liability at the heart of corporate law, it could externalize the cost of running reactors. In (...) most industries, firms rarely risk tort damages so enormous they cannot pay them. In nuclear power, “unpayable” potential liability is routine. Privately owned companies bear the costs of an accident only up to the fire-sale value of their net assets. Beyond that, they pay nothing — and the damages from a nuclear disaster easily soar past that point. Government ownership could eliminate this moral hazard — but it would replace it with problems of its own. Unfortunately, the electoral dynamics in wealthy modern democracies combine to replicate nearly perfectly the moral hazard inherent in private ownership. Private firms will build reactors on fault lines — but so will governments. (shrink)

The Build-Operate-Transfer (BOT) model is a financing model used especially in the financing of infrastructure projects in developing countries. It is one of the most common methods used by the countries to provide non-budgetary financing. The fact that becoming popular in the world as of the 20th Century, this model started to be implemented in the Islamic countries created the need for examining the model in terms of Islamic law. No substantive studies have been conducted on this matter in Turkey. (...) In the Arab world, the first significant development in this regard was the 23rd Term meeting of Al Baraka Group organized in Mecca in November 2002. Next, the Islamic Fiqh Community, which operates under the Organization of Islamic Cooperation, organized a meeting about the BOT model in 2009. At this meeting, ten experts from different countries presented papers on the BOT model, and a final declaration was announced at the end of the meeting. After this meeting, some independent studies were carried out on the BOT model. However, it was observed that these efforts did not reach a sufficient level, and generally remained within the framework of the papers presented at the meeting. The BOT model is a model that takes place in the form of the transfer of the facility to the relevant public institution or organization free of charge at the end of the period after the depreciation and profit of the invested capital are realized. All expenses are covered by the private enterprise. The public service or activity is operated for a certain period of time by the private enterprise. It was observed that the studies on the BOT model in Turkey mainly dated back to the last quarter of the Twentieth Century. In this context, the Law No. 3996 about the BOT model was enacted on 08 June 1994 in Turkey. Today, the BOT model is actively used in many areas, and the delivery of the service begins after the projects are completed. The BOT model has three main successive stages. In the first stage, the project is completed with the financing of OGS. In the second stage, the operating right of this project would be awarded to the investor in accordance with the contract. In the third stage, the ownership of the facility would be transferred to the relevant public institution. The BOT model was discussed in terms of Islamic law, firstly in general and then in terms of the interests and convictions. The BOT model contains many interests in terms of both the state and the society. In addition, it has certain disadvantages. There are many reasons and aims in selecting the BOT model. The most important of these reasons is the continuation of the projects and the required work without imposing a burden on the public budget. Islamic law has a structure that prioritizes public interest. In this context, the state must observe the public interest in its operations. In the BOT model, the existence of public interest is particularly notable with the projects implemented in the fields of hospitals, roads, bridges, airports and etc. Islamic jurists have different opinions regarding the contracts administered in the BOT model. Some of them consider this model as a new contract that does not exist in the tradition, while others compare it to a traditional contract. The analogies of the traditional contract have been compared to leasing, payment, foundation, fief, corporate (with partnership) and exception contracts. Others, on the other hand, considered the BOT model as an atramentous contract combining several different contracts. It seems difficult to argue that the BOT model is completely similar to any of the classical fiqh contracts. However, as a result of the BOT model, it is considered an agreement with a company to conclude a contract; therefore there is a more prominent similarity to an exception contract. Nonetheless, it is not possible to say that the BOT model fully complies with the traditional exception contract. As a matter of fact, while there is no time determination in the exception contract, the time is determined in the BOT model. In the exception contract, while the material must be completely covered by the private sector, in the BOT model, issues such as the right to land and building construction are covered by the employer. In addition, the classical exception contract does not contain many contracts as in the BOT model; and it is an agreement in which the fee is presented and terminated after the order is placed. Nonetheless, the BOT contract includes three basic contracts (construction-operation-transfer) as well as many contracts related to these contracts. Finally, considering that the BOT model was a contract, the issues in the context of the basic elements that should be included in a contract were discussed in this study. In addition, situations such as ignorance, gharar and interest in terms of affecting the validity of the contract were discussed and dealt with in terms of the BOT contract. (shrink)

In this article, we argue that scientists and technologists associated with the nuclear industry are building support for small modular reactors by advancing five rhetorical visions imbued with elements of fantasy that cater to various social expectations. The five visions are as follows: a vision of risk-free energy would eliminate catastrophic accidents and meltdowns. A vision of indigenous self-energization would see SMRs empowering remote communities and developing economies. A vision of water security would see SMR-powered desalination plants satisfying the (...) world’s water needs. A vision of environmental nirvana would see SMRs providing waste-free and carbon-free electricity to preserve the earth’s biosphere. A vision of space exploration would see SMRs assisting in the colonization of the moon, Mars, and possibly other worlds. These visions help create a symbolic convergence among promoters, serving to attract political and financial support, and erasing previous nuclear failures from public discourse. Moreover, underlying these visions is a technological utopian ideal world where SMRs would generate plentiful energy of multiple kinds, offering the necessary means for a life of comfort for all people by meeting various needs and without any environmental externalities or cause for concern about accidents. Publics and policymakers increasingly have to contend with the risks of complex, safety-critical technologies, such as airframes and reactors. As such, ‘technological risk’ has become an important object of modern governance, with state regulators as core agents, and ‘reliability assessment’ as the most essential metric. The Science and Technology Studies literature casts doubt on whether or not we should place our faith in these assessments because predictively calculating the ultra-high reliability required of such systems poses seemingly insurmountable epistemological problems. This (...) paper argues that these misgivings are warranted in the nuclear sphere, despite evidence from the aviation sphere suggesting that such calculations can be accurate. It explains why regulatory calculations that predict the reliability of new airframes cannot work in principle, and then it explains why those calculations work in practice. It then builds on this explanation to argue that the means by which engineers manage reliability in aviation is highly domain-specific, and to suggest how a more nuanced understanding of jetliners could inform debates about nuclear energy. We present an annotation scheme describing the argument structure of judgement documents, a central construct in Japanese law. To support the final goal of this work, namely summarisation aimed at the legal professions, we have designed blueprint models of summaries of various granularities, and our annotation model in turn is fitted around the information needed for the summaries. In this paper we report results of a manual annotation study, showing that the annotation is stable. The annotated corpus we created contains (...) 89 documents. We also designed and implemented the first two stages of an algorithm for the automatic extraction of argument structure, and present evaluation results. (shrink)

Having a “normal” professional job and doing research impose different social and personal connotations. These differences materialize at least in two clear ways. First, it is common that researchers in the making find it very difficult to communicate to their closest social network (e.g., family and old close friends) the content and the importance of their work, as they lose known sources of social comparison. Meanwhile, professional job titles (e.g., brand manager, auditor, lawyer) are self-explanatory, and they provide for the (...) owner an immediate social contextualization and recognition. Second, students normally receive delayed and ambiguous feedback and reinforcement while doing a PhD, contrasting with the continuous flow of assessment that companies give to their employees. In this article, I analyze how young researchers may develop a feeling of social isolation as the communication bridges with family, old friends, and undergraduate colleagues become narrower than before, making it difficult to receive external reinforcement on their social position and comparative achievement. This feeling, combined with the ambiguous feedback during the early stages of a research career, challenges the self-esteem of PhD students, forcing them to develop a self-contained personal security in order to cope with those two social contexts. Some young researchers might even withdraw from PhD programs should they fail to develop such psychological strength. I approach the issue through my own experience, first as a junior consultant in a multinational firm and then as a PhD candidate in economics. Second, I explore the behavioral phenomena that occur beneath those feelings in order to understand how to build such psychological strength. My goal is, through the exploration of my personal experience of becoming a researcher, to offer young researchers a useful narrative to help face the potentially negative feelings that may emerge when learning to balance these conflicting social roles. Psychopathy fascinates. Modernist writers construct out of it an image of alienated individualism pursuing the moment, killing they know not why, exploiting in passing, troubled, if troubled at all, not by guilt, but by perplexity (Camus 1989; Gide 1995; Mailer 1957; Musil 1996). Psychiatrists and psychologists—even those who should know better—are drawn by it to take off into philosophical speculation about morality, evil, and the beast in man (Mullen 1992; Simon 1996). Philosophers succumb to the temptation of attempting to ground (...) speculation in the supposed facticity of psychopathy. -/- Psychopathy is a cultural construct with roots going back to the eighteenth century, but which only came to full flower over the last fifty years (Hare 1998; Lewis 1974). The currently fashionable constructions of psychopathy find wide acceptance among clinicians and academics. The problem is, however, whether the concept has connections that have been established to the behavior, psychopathology, or the structure and function of brain worthy of according even a modest level of scientific status. There is little point in basing an argument on some supposed scientific gold standard if what glitters is iron pyrites (fools' gold). -/- Neil Levy's opening paragraph contains the statement "Yet in other respects they seem quite irrational; so much so that the term moral insanity has sometimes been applied to them" (p. 129). This both asserts that there is a category "them," namely the psychopaths, and connects them to "moral insanity." Moral insanity entered the language of psychiatry when Pritchard chose to use the term to translate Pinel's category of mania sans deliré (Pritchard 1836). Pinel was attempting to conceptualize a range of disorders that bordered on insanity in the sense of severe disturbances of affect, judgment, and behavior, but that were not accompanied by hallucinations or delusions (Pinel 1798/1964). In today's terminology, the cases he described would probably fall into diagnostic groups, including major depression, bipolar disorder, epilepsy, and a range of personality disorders. A number of his more striking case histories involved antisocial and even murderous behavior, which probably reflected Pinel's role in assessing offenders for the criminal courts of Paris. Pritchard's use of the English word "moral" reflected an appeal first to its use at the time to designate something which was like or similar, but not identical (a usage the OED labels "vulgar"), and second moral in the sense of ethical, conforming to virtuous behavior. Anglophones seized on the latter meaning, although Pinel emphasized the former. Forty years later, Henry Maudsley, the most widely read psychiatrist of his generation, could assert that moral insanity was as real as Colour blindness, some people being Colour blind and some moral blind (Maudsley 1879). Moral insanity became connected variously to phrenology with its own bump over the underlying moral cortex, with the twisted genetics of degeneration, with atavistic theories of criminality, and with a range of disorders of brain from epilepsy to frontal lobe damage (Combed 1853; Ellis 1890; Pick 1989). Although it is anachronistic to use the terms "psychopathy" and "moral insanity" together, it is clear they occupied a similar social and psychiatric space, albeit in different era. This should caution against too ready acceptance of psychopathy which may turn out to be as empty and dangerous a conceptualization as moral insanity. Why dangerous? Dangerous to those labeled, because the morally insane and the moral imbeciles were placed in preventive detention in asylums and prisons, and even sterilized in some jurisdictions. Dangerous to society, because it gave a spurious scientific justification for viewing crime not as reflecting the social evils of deprivation, ignorance, and inequality but as the ravages of the born criminals. -/- Psychopaths are not, as Levy asserts, "(causally) responsible for … more than fifty percent of violent crime" (p. 129). A proportion of violent offenders, which varies widely between observers, are labeled psychopaths. This is often on the basis of Hare's psychopathy checklist, which is a subjective, albeit through training aspiring to be reproducible, and to some extent self-sustaining, evaluation system (Hare 1980, 2003). Part of the checklist gathers data on prior antisocial behavior; part constrains the examiner to subjectively estimate such matters as glibness and callousness, part requires judgments about whether the... In places, they can point to connect representations and objects. Places may be small spaces, but spaces can contain places and even more variations. Unable to name each variation, actors and analysts create abstractions. They might use a part to represent the whole, with miles of track for railroads, kilowatt-hours for electric power, and barrels of oil for energy. Some treat (...) their representations as hegemonic, even true. However, dealing with social and material variations, actors and analysts represent, build, maintain, and repair combinations of cultures, economies, governments, and materials. Thus, railroads and power systems, like other technologies and infrastructures, do not design, build, or repair themselves. To resolve problems, people with relevant skillsets interact in places to create common representations, actions, and objects tying themselves and others together in spaces. (shrink)

Our paper contributes to Science, Technology and Society scholarship on the practices and technologies of containment. We build on existing work in STS that has analyzed containment as a performative sociotechnical system that generates and sustains new realities, new systems, and new relationships. Our contribution draws from the problem of containment in salmon aquaculture. The stakes for containing salmon are very high. Farmed salmon escapes are environmentally damaging to ecosystems and wild salmon populations, and they put additional (...) pressure on an industry that has a very poor environmental record. We consider in detail Newfoundland and Labrador’s “Code of Containment” that works to keep farmed salmon in cages and prevent them from escaping into the wild. Through our analysis of the Code, we argue that containment is not only about holding inside. It is also about holding together, an obsolete meaning of the term “to contain.” We add to STS scholarship by arguing that containment and its associated Code in Newfoundland holds together a large scale, industrial aquaculture sector that tolerates persistent farmed salmon escapes into the wild from ocean-based cages. We conclude by examining the broader implications of our analysis for STS scholarship on the practices and technologies of containment. (shrink)

This article discusses the transformation of a tiny three-dimensional artwork created in the metaverse that takes its inspiration from Jorge Luis Borges’s story of ‘the Aleph’ – a tale that revolves around a minute artefact that is ‘one of the points in space that contains all other points’. The visualization of a concept as complex as ‘the Aleph’ led the author of the project through a process that started from Cartesian precepts, from where it transformed itself into an investigation of (...) ‘code’ as a basal, life-giving presence that is abstract, enigmatic and hermetic in its essence. This correlation between ‘code’ and the magical nature of ‘the Aleph’ has led to further considerations regarding the significance of such a marvellous object within virtual worlds. Accordingly, this text will conclude with the description of an intriguing, novel usage for ‘the Aleph’ that materializes as a time machine for virtual-world avatars. (shrink)

Phylogenetic trees are a crucial backbone for a wide breadth of biological research spanning systematics, organismal biology, ecology, and medicine. In 2015, the Open Tree of Life project published a first draft of a comprehensive tree of life, summarizing digitally available taxonomic and phylogenetic knowledge. This paper reviews, investigates, and addresses the following questions as a follow-up to that paper, from the perspective of researchers involved in building this summary of the tree of life: Is there a tree of (...) life and should we reconstruct it? Is available data sufficient to reconstruct the tree of life? Do we have access to phylogenetic inferences in usable form? Can we combine different phylogenetic estimates across the tree of life? And finally, what is the future of understanding the tree of life? A schematic of the process of building a unified tree of life. Inputs are published phylogenetic estimates and a unified taxonomy. These inputs are combined into a summary supertree containing ≈2 million taxa. The relationships among any subset of taxa may easily be accessed and used in downstream analyses. (shrink)

In response to a drying climate, an integrated property planning tool was developed over three years to help landowners make better use of available rainfall. A sequence was identified which indicated how parts of each property are affected by soil moisture limitations. The sequence was combined with soil properties to indicate targeted strategies for each location aimed to improve soil moisture availability, biomass utilisation, and long-term viability of the farm or ranching enterprise. As a result of training of land owners (...) and operators in use of this tool, 97% of participants indicated that they have begun or intend to make changes in land management; 78% are intending to make three or more substantial changes; and 91% felt better prepared for the impacts of climate change. The key to the success of this technique is that it identifies critical sustainable production drivers in a simple plan format and offers tailored management options which can address more variable climate conditions. The integrated planning tool has application as a driver of climate change adaptation in agricultural regions where farm units contain substantial landscape variation and seasonal rainfall is frequently limiting to production. Ankara movie, which was shot in the intense socio-political atmosphere of the 1930s and was shot to tell Turkey's nationalization process and modernization experience through the capital Ankara; the manifestation of the Turkish nation-building process in cinema is discussed through the relationship between nationalism and cinema. Formal tools are attributed central roles in organizing work within many modern workplaces. How should one comprehend the power of these tools? Taking the medical record as an example, this article builds on recent calls to overcome the dichotomy between the formal and the informal and proposes an understanding of the generative power of such tools that does not attribute mythical capacities to either tool or human work. To do so, it is important to look both at the history offormal (...) tools and to their real-time use in concrete work practices. The city of Kruja (Albania)contains three types of dwellings that date back to different periods of time: the historic ones, the socialist ones, the modern ones. This paper has to deal only with the historic building's typology. The questionnaire that is applied will be considered for the development of mathematical regression based on specific data for this category. Variation between the relevant variables of the questionnaire is fairly or inverse-linked with a certain percentage of influence. The aim of this (...) study is to have better insights into the important role of building occupancy, people's lifestyle, economic level, and the quality of life of the residents in the inner medieval citadel, the physics characteristics, and the energy efficiency of the historical dwellings. The variables such as the number of residents, quality of life, the surface of the dwellings, heating instruments and time spent in the dwelling, current living conditions, monthly bills, level of satisfaction, restoration, and building improvements, interact with each other with probabilities with different positive or negative percentages. This article describes the methods involved in building a diachronic multilingual corpus devoted to Fine Arts, beginning with G. Vasari's Lives of the most excellent Italian architects, sculptors and painters (1568) as the fundamental source text in the field of Art History. Attention is given to automatic pre-alignment, the special proofreading protocol and segmentation rules developed to allow multilingual and/or diachronic alignment of multiple texts, and the difficulties inherent in annotating a multilingual database. A case study is offered, comparing (...) the term “tondo” and its variants (e.g. “mezzo tondo”, “di tondo rilievo”) in Italian with their translations in English (De Vere 1912-15) and French (Leclanché 1839, Chastel 1981, Luciani 2002, Powell 2007). These later translations contain a greater variety of both lexicalized counterparts such as “medallion” or “lunette” as well as paraphrases, used to disambiguate and distinguish the various meanings of “tondo”, thus demonstrating how artistic vocabulary, which was still developing in 16th c. Italian, through its transmission to other languages, became more diversified and stable over time. (shrink)

Here, a streamlined, scalable, laboratory approach is discussed that enables medium‐to‐large dataset analysis. The presented approach combines data management, artificial intelligence, containerization, cluster orchestration, and quality control in a unified analytic pipeline. The unique combination of these individual building blocks creates a new and powerful analysis approach that can readily be applied to medium‐to‐large datasets by researchers to accelerate the pace of research. The proposed framework is applied to a project that counts the number of plasmonic nanoparticles bound to (...) peripheral blood mononuclear cells in dark‐field microscopy images. By using the techniques presented in this article, the images are automatically processed overnight, without user interaction, streamlining the path from experiment to conclusions. (shrink)

Plastic waste is a significant environmental problem for almost all countries; therefore, protecting the environment from the problem is crucial. The most sensible solution to these problems is substituting the natural aggregates with substantial plastic waste in various building materials. This study aimed to optimise the mixed design ratio of cement brick containing plastic waste as aggregate replacement. Plastic cement brick mixtures were prepared by the incorporation of four different types of plastic waste such as polyethylene terephthalate (PET), high-density (...) polyethylene, low-density polyethylene and polypropylene into cement bricks with different cement contents (150, 300 and 450 g) and plastic replacement percentages (0, 3 and 6%). Compressive strength and water absorption of the plastic cement bricks were analysed using a statistical model through the response surface methodology. It revealed the optimum cement brick mixed design is C3-1% PET with the compressive strength of 27.50 MPa and water absorption of 1.16%. The optimised plastic cement brick also satisfied the general ASTM C62-17 requirements for building bricks despite the higher porosity observed by the scanning electron microscopy. The results from Fourier transform infrared spectroscopy analysis also showed that the addition of the plastic waste into cement brick was unlikely to modify the chemical compound within the cement brick mixtures. Thus, the proposed mathematical model can predict the required hardened properties of plastic cement bricks and could lead to greater utilisation of plastic waste in building materials. (shrink)

Old stories, rather than being a means to shorten the long winter nights or make children's eyelids heavy, were the hidden treasures of peoples’ social and psychological history. They contained, more than anything else, archetypal motifs which were expressed through various symbols. One such old stories was SamakAyyar which appeared in the north-eastern region of the Iranian plateau. The initial narrators of SamakAyyar were most probably the Aryan branch of the Indo-Aryan settlers. The fact that Aryans were neighbouring the Hindu (...) cultures on the one hand, and the common ancestors as well as ideas of the two nations on the other, resulted in the footprints of Buddhist beliefs and Hindu rituals in this story. The influence of these beliefs can clearly be observed in the description of the buildings which appear in the story.Suchbuildings become sacred due to their association with the story plot, i.e. the journey from childhood to maturity. Whether a prison, palace or a castle, the structural image of these buildings, generally and frequently, resemble the Hindu temple. It seems as though such similarity follows the same sense as that in the construction of sacred buildings, especially Hindu temples. The inner journey, moving in circular directions, and the relationship between heaven and earth are instances of this holy meaning. Such concepts are discussed in the analysis of the symbolic meaning of the buildings in the story. (shrink)

B a c k g r o u n d. Deng Xiaoping is considered the main architect of socialist reforms and the founder of China's modernization theory. He mastered and developed the socialist system, trying to adjust it to the national conditions of China. Deng Xiaoping believed that it was by following the course of "socialism with Chinese characteristics" that China would transform from a poor country into a highly developed one. The article provides a theoretical reconstruction of the main (...) content of Deng Xiaoping's concept of "socialism with Chinese characteristics." The main philosophical and socio-political aspects of the concept of building socialism with Chinese characteristics are presented in a systematic form in the context of the foundations of Chineseization of Marxism. M e t h o d s. In the article, a historical-logical approach was used to reveal the specified research topic, which allowed us to determine the socio-political prerequisites for the emergence of Chineseized Marxism. An interdisciplinary approach made it possible to carry out a theoretical analysis of social, economic, and political changes in modern China, which were caused by the proposed theory of Deng Xiaoping's "socialism with Chinese characteristics". Because of the above, the purpose of this study was to carry out a theoretical reconstruction of Deng Xiaoping's theory of building "socialism with Chinese characteristics" and to find out how his ideas influenced the development of modern China after the completion of the "Great Leap Forward" and the "Cultural Revolution" of Mao Zedong. The key features of Deng Xiaoping's proposed theory of "socialism with Chinese characteristics" were established, including the idea of democratization of society and implementation of the legal basis of state functioning; the beginning of a new period of "reforms and openness"; determining the course for socialist modernization; following Marxism-Leninism and the ideas of Mao Zedong. C o n c l u s i o n s. In conclusion, it can be noted that the main feature of Deng Xiaoping's ideas was that they were inextricably linked with the national and cultural traditions of Chinese civilization, starting from Confucianism and the gradual synthesis with Marxist ideology. Evaluating the theory of Deng Xiaoping, it can be defined as a relatively complete scientific system that covers the fields of philosophy, political economy, and scientific socialism, it contains the doctrine of socialist ideology, and the doctrine of the essence and ways of socialist development, theories of the reform of socialist political and economic systems, the theory of building a socialist country. This essay argues that Islam, understood as a historically produced body of knowledge, contains resources from which we can reconstruct a conception of human dignity understood as a human right. This reconstruction requires a critical reinterpretation of some of these resources. Pursued with historical sensitivity and a comparative lens, this interpretative activity can bring about considerable benefits. It can help us overcome the religious/secular and Islam/West binaries which have limited the human rights debate. The Hellenistic temple of Apollo at Didyma presents several unique features in its plan. In its exterior it resembles the typical large Ionic temple of Asia Minor with a double colonnade surrounding it, no opisthodomus, and a pronaos containing three rows of four columns each. But at this point the plan of the temple was modified in the strangest manner. For the pronaos does not lead by a great central doorway into the cella, but where the doorway should come, the (...) worshipper entering the building found himself faced with a blank wall 1·495 rn high with above it a colossal opening 5·63 m wide. Consequently the worshipper in the pronaos could not even look directly into the sanctuary. Instead, just above his eye-level beyond the embrasure of this ‘window’ stretched the floor of a large room, 14·04 m by 6·73 m with its roof supported on two columns. Through this room's central door the spectator on ground level outside could catch a glimpse of the upper part of the naiskos in the inner court. (shrink)

The main objective of this article is to derive some ethical values from these rules. Since the outbreak of the novel coronavirus disease at the beginning of December 2019, there have been more than 28.69 million cumulative confirmed cases worldwide as of 12th September 2020, affecting over 200 countries and regions with more than 920,463 deaths. The COVID-19 pandemic has been sweeping worldwide with unexpected rapidity. In this paper, a hybrid modelling strategy based on tessellation structure- configured SEIR model is adopted to estimate the scale of the pandemic spread. Building on the data pertaining (...) to the global pandemic transmission over the last six months around the world, key impact factors in the transmission and control procedure have been analysed, including isolation rate, number of the infected cases before taking prevention measures, degree of contact scope, and medical level, so as to capture the fundamental factor influencing the pandemic. The quantitative evaluation allowed us to illustrate the magnitude of risks of pandemic and to recommend appropriate national health policy of prevention measures for effectively controlling both intra- and interregional pandemic spread. Our modelling results clearly indicate that the early-stage preventive measures are the most effective action to be taken to contain the pandemic spread of the highly contagious nature of the COVID-19. From stem cells to oocyte, Drosophila germ cells undergo a short, defined lineage. Molecular genetic analyses of a collection of female sterile mutations have indicated that a germ cell‐specific organelle called the fusome has a central role at several steps in this lineage. The fusome grows from a prominent spherical organelle to an elongated and branched structure that connects all mitotic sisters in a germ cell syncytium. The organelle is assembled from proteins normally found in the membrane skeleton and, additionally, (...) contains an extensive membranous reticulum, the probable product of differentiation‐dependent vesicle trafficking. This review briefly summarizes a current view of the processes that drive germ cell differentiation, particularly the various roles that the fusome might play in regulating the developmental events. Future efforts will consider to what extent an organelle assembly‐dependent model for differentiation is heuristic and whether the Drosophila fusome represents a homolog of a similar organelle in vertebrate lymphocytes. If modernity is manifested as essentialism, postmodernity is manifested as anti-essentialism. Modernity is, in essence, human beings’ discovery of their own power, and is based on rational knowledge that has grasped the essence of things. In fact, in the discourse system of modernity, the various concepts of “essence” connote nothing but people’s imaginative constructions and rational conjectures about objects. In the past, our order, be it internal or external, was in essence guaranteed by God. Afterwards, all “essences”, as essences, must (...) rationally prove the reason for their existence. In the postmodern context and discourse system, God, and also the “human being” who has created essence, has “died”. We should not simply resume the belief in traditional essence, but should reconstruct, on the basis of a full understanding of the intellectual meaning of postmodernity’s challenges, some historicity, practicality, and the concept of essence that accords with the historical as well as communicative rationality. We must realize that the essence of things is the essence of particular things in a particular stage of development, internally containing infinite differences and variety. Only things with postmodern traits contain modernity, and only the concept of essence that conceives difference accords with time. (shrink)

Darwinian evolution, as it was first conceived, has two dimensions: adaptation, that is, selection based upon “apt function”, defined as the “good fit” between an organism’s metabolic and biological demands and the environment in which it is embedded; and heredity, the transmissible memory of past apt function. Modern Darwinism has come to focus almost exclusively on hereditary memory, eclipsing the—arguably still-problematic—phenomenon of adaptation. As a result, modern Darwinism retains, at its core, certain incoherencies that, as long as they remain unresolved, (...) preclude the emergence of a fully-coherent theory of evolution. Resolving the incoherencies will involve clarifying the relationship between embodied memory and apt function. In short, adaptation is a problem of semiotics: the organism must interpret the environment to fit well into it. This is well-illustrated by the constructed environments built by colonies of social insects, such as hives or nests, and the ancillary structures that contain them, forming an organism-like system known as a superorganism. The superorganism is marked by a kind of extended physiology, in that these constructed environments often serve as adaptive interfaces between the nest and ambient environment, and are constructed to manage the matter and energy flows between environments that constitute the process of adaptation. These constructed environments are also semiotic phenomena: interpretive structures, governed by information flow between the member insects and the structures they build. I review our findings on one such example: the mounds built by the fungus-cultivating termites of the genus Macrotermes. These structures are dynamic forms that are sustained by flows of soil from deep horizons up into the mound. The form, and hence the function, of the mound is determined by several environmental cues, most notably water and wind, as well as how termites interpret these cues, and signals that flow between termites, both directly and vicariously through the structures they build. This article contains reflections on the further structural transformation of the public sphere, building on the author’s widely-discussed social-historical study, The Structural Transformation of the Public Sphere, which originally appeared in German in 1962 (English translation 1989). The first three sections contain preliminary theoretical reflections on the relationship between normative and empirical theory, the deliberative understanding of democracy, and the demanding preconditions of the stability of democratic societies under conditions of capitalism. The fourth section turns to the implications of (...) digitalisation for the account of the role of the media in the public sphere developed in the original work, specifically to how it is leading to the expansion and fragmentation of the public sphere and is turning all participants into potential authors. The following section presents empirical data from German studies which shows that the rapid expansion of digital media is leading to a marked diminution of the role of the classical print media. This article offers a descriptive and analytic view of the different stages leading to the constitution of a corpus that is representative of the issues of climate and energy justice. Overall, the corpus contains over five million words and gathers reports, newsletters and web-pages dealing with the most equitable ways of moving to a low-carbon future in the aim of limiting climate change. It can be divided into six sub-corpora, according to types of discourse communities, and methods of constitution. We (...) begin by presenting the small Do It Yourself (DIY) corpora which were used as a starting point. Three discourse communities were selected to observe possible variation in their treatment of the issue: Non-Governmental Organisations (NGOs), United-Nation institutions, and the Renewable Energy Sector (RES). The sources are selected according to author, date, keywords in title. Using the concordance Antconc and WMatrix software we test the reliability of the corpora for their thematic content, terminology and lexical unit classification. Our first results enable us to confirm variation between the discourse communities. The discrepancy in sizes and the time-consuming nature of the initial DIY corpus constitution lead us to use BootCat to extend them, using keywords from the corpora as seeds to retrieve and download webpages. We thus contrast a more traditional approach to corpus building to web-as-corpus data gathering methods. We compare the results found in the BootCat corpora to test if they are as specific as those in the DIY corpora. This enables us to draw conclusions on the possible uses and advantages of relatively small corpora for the study of specialised discourse. (shrink)

Utterances of simple sentences containing taste predicates (e.g. "delicious", "fun", "frightening") typically imply that the speaker has had a particular sort of first-hand experience with the object of predication. For example, an utterance of "The carrot cake is delicious" would typically imply that the speaker had actually tasted the cake in question, and is not, for example, merely basing her judgment on the testimony of others. According to one approach, this acquaintance inference is essentially an implicature, one generated by the (...) Maxim of Quality together with a certain principle concerning the epistemology of taste (Ninan 2014). We first discuss some problems for this approach that arise in connection with disjunction and generalized quantifiers. Then, after stating a conjecture concerning which operators ‘obviate’ the acquaintance inference and which do not, we build on Anand & Korotkova (2018) and Willer & Kennedy (Forthcoming) by developing a theory that treats the acquaintance requirement as a presupposition, albeit one that can be obviated by certain operators. Population ethics contains several principles that avoid the repugnant conclusion. These rules rank all possible alternatives, leaving no room for moral ambiguity. Building on a suggestion of Parfit, this paper characterizes principles that provide incomplete but ethically attractive rankings of alternatives with different population sizes. All of them rank same-number alternatives with generalized utilitarianism.

Models are of central importance in many scientific contexts. The essay deals with Nazi uranium research in the context of Jungkʼs bestseller Brighter Than a Thousand Suns (1956). The first part of the article introduces the reader to Jungk himself, as well as to the historical-political context that crucially influenced his moralising positions in favour of the German uranium scientists (they did not build nuclear weapons for Hitler) and at the same time against the Allied scientists (they built nuclear weapons and used them). Based on historical sources (gradually made (...) available since the 1970s), the second part of the study discusses the Nazi Uranium Clubʼs efforts to produce a uranium reactor and nuclear weapons. German scientists worked for the Nazi regime voluntarily and intensively and were fascinated by the research. The third part reveals the origins of the post-war legend of the supposedly innocent German scientists, their decades-long alibism, and the criticism of Jungkʼs bestseller by the Allied command, the scientists, and eventually Jungk himself, who put faith in the interviews in which German scientsts proclaimed their activities had been nothing but peaceful. In dealing with various fundamental issues in ontology and metaphysics, the book discusses relevant views of major philosophers, such as Russell, Moore, Bradley, Wittgenstein, Meinong, Brentano, Husserl, Broad, McTaggart, and Quine, and of contemporary and recent figures, including D. M. Armstrong, D. Lewis, S. Kripke, J. Searle, W. Sellars, D. Davidson, J. J. C. Smart, and H. Feigl. Building on the critical studies of Bergmann, Carnap and such other philosophers, the author argues for a form of Logical Realism derived from important, but long misunderstood and ignored, aspects of Russell’s theories of descriptions, reference and truth.
