Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this (...) situation, fully launching a new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, (...) and environmental crises. Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. This paper challenges the first Gettier counterexample to the tripartite account of knowledge. Noting that 'the man who will get the job' is a description and invoking Donnellan's distinction between their 'referential' and 'attributive' uses, I argue that Smith does not actually believe that the man who will get the job has ten coins in his pocket. Smith's ignorance about who will get the job shows that the belief cannot be understood referentially, his ignorance of the coins in his pocket (...) shows that it cannot be understood attributively. An explanation for why Smith appeared to have justified true belief is given by distinguishing between 'belief' and 'belief in truth'. Smith believes the sentence 'the man who will get the job has ten coins in his pocket' to be true (he mistakenly believes that Jones will get the job, of whom he knows that he has ten coins in his pocket) (hence his 'belief'), the sentence is true (hence 'truth'), and he has sufficient reason to assent to it (hence his 'justification'). But he does not believe the proposition expressed. Hence he does not know it either. (shrink)

Ukrainian science and its terminology in the nineteenth century experienced a number of twists and turns. Divided between two empires, it lacked institutions, scholars pursuing it, and a unified literary language. One could even say that until the late nineteenth century there was a possibility for two communities with two literary languages to emerge – Ruthenian and Ukrainian. Eventually, both communities and languages merged. This article tracks the meanderings of this process, arguing that scholarly publications played a crucial (...) role in shaping the standard for the scientific language. The article follows the biography of the naturalist Ivan Verhrats’kyi, the author of the first dictionaries of naturalist terminology in Ruthenian in 1860, a translator and author of textbooks, and the head of the Mathematical–Naturalist–Medical Section of the Shevchenko Society in L’viv. He thus shaped many Ruthenian, and then Ruthenian–Ukrainian scholarly projects. Initially successful with his approach to making the Ruthenian scientific language vernacular, in the 1890s his approach was losing ground to the internationalization of vocabulary and to the growing pressure toward the unification of Ruthenian and Ukrainian. Finally, in the beginning of the twentieth century, Verhrats’kyi became marginalized within the Ukrainian scholarly community. By discussing the history of a minority language within imperial structures, I argue that the media in which scholarly work was published requires special attention. In the Ruthenin–Ukrainian case, they determined the standard for scientific language. Lacking professional journals, Ruthenian scholars published in the 1860s–late 1880s in popular newspapers and in school textbooks, requiring them to use a language that was near to the spoken tongue of the Habsburg province. Once the political situation changed, favoring Ruthenian–Ukrainian unification, and scholarly journals appeared and transgressed the imperial boundary, the favored language had to be transimperial, ousting out the vernacular. Science appeared in modern Greece in the first decades after its establishment as a sovereign state in 1828. The University of Athens, the Royal Observatory, the Botanical Garden, and the Natural History Museum were quickly established as spaces of scientific activity. Greek scientists were enthusiastic participants in the emerging Greek public sphere, often not only as science experts, but also as poets, intellectuals and political personae. In a space whose cultural, intellectual and historical boundaries were still being (...) negotiated, the choice of language was not a given but a pressing, sensitive national desideratum. This article examines how Greek scientists used languages to communicate with their peers and with their publics, how they handled terminology and nomenclature, and how the issues surrounding the Greek language in particular affected their practice as scientists. The article aims to show that, in nineteenth-century Greece, languages were not passive, neutral vehicles of communication, but rather integral components of the practice of science. (shrink)

This dissertation defends the place of representation in music. Music’s status as a representational art has been hotly debated since the War of the Romantics, which pitted the Weimar progressives (Liszt, Wagner, &co.) against the Leipzig conservatives (the Schumanns, Brahms, &co.) in an intellectual struggle for what each side took to be the very future of music as an art. I side with the progressives, and argue that music can be and often is a representational medium. Correspondence (or resemblance) theories (...) of representation, such as the one I offer, have been much maligned in philosophy since the 1960s. Most theories assimilate representation under “meaning,” which has usually been thought to belong primarily to language. As a result, representational content has been taken to be purely conventional in the way that sentential meaning is. People want to know what music “means,” and these theories interpret this as “what does it refer to?” or “what propositions does it express?” I argue that propositional communication is only one (small) part of the issue. Once we overcome the bias of conceiving of musical works as essentially linguistic items, speech acts (performed) or sentence tokens (written), we can begin to take music on its own terms to discover how it represents—one way in which it “means.” The first step is to “naturalize” music’s representational content. Influenced by recent discussions in the philosophies of mind and science, I argue in Chapter 1 that composers represent extra-musical objects, events, and states of affairs through their works by exploiting antecedent relations (such as similarities in pitch, timbre, and structure) in order to secure reference to them. In Chapter 2, I survey and respond to the main challenges that those skeptical of music’s representational possibilities would raise against my theory of musical representation. In Chapter 3, I explore a number of ways through which music has been claimed to represent in order to show how my theory accounts for these diverse phenomena better than its conventionalist rivals, both in terms of the metaphysics and the epistemology. Chapter 4 extends this discussion by offering an account of how we perceive, understand, appreciate, and interpret sophisticated musical representations. I conclude by teasing out some of my theory’s implications and suggesting areas for further research. (shrink)

In this paper we will discuss some epistemological aspects of lexical and terminological usage in the international arena, with special reference to the different rhetorics of the social and natural sciences. Sociolinguistic research confined to monolingual communities suggests that close-knit network structure is an important mechanism of language maintenance, in that speakers are able to form a cohesive group capable of resisting pressure, linguistic and social, from outside the group (MILROY, 1987). The concept of a linguistic norm in sociolinguistic theory (...) can be viewed here as the product of "cultural focusing". In the same way, intercultural communication is characterized by the spreading of standardized terminologies (ISO) and conceptual modes of thinking associated with a common scientific and technological practice in cross-border communities. A basic feature is frequent language interaction, based upon the need for scientific exchange and upon the extralinguistic models conveyed by powerful inter/transnational links and shared scientific paradigms. In this context, an international standard language could be seen as another case of cultural focusing, where intercultural contact would evolve along monocultural lines. However, a formally standardized language may conceal conceptual fuzziness, as has been shown for example in analyses of the kind of language used by social scientists (INTERCOCTA) or found in political rhetoric (ECCRDSS). The semantic and pragmatic differentiations of these latter forms of intercultural communication, and more generally, the interactions between the ordering of knowledge, the transfer of this knowledge through standardized language and the variety of cultural perceptions, call for a polylogic framework that accounts for their coexistence. In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Maybe the world would have been better off, from the standpoint of sound practice, if philosophers had engaged in only modest, decent theory, as did John Stuart Mill. Yet, as Ronald Beiner contends, the point of theory is not to think safe thoughts; the point is (...) to open intellectual horizons. In Philosophy in a Time of Lost Spirit, Beiner reflects on the dualism of theory and practice. The purpose of the theorist is not to offer sensible guidance on the conduct of social life but to test the boundaries of our vision of social order. Whereas the liberal citizen should embody the practical virtues of prudence and moderation, the theorist should be radical, probing, and immoderate. Political Thought in Indic Civilization retrieves, resurrects and analyses the earliest theories of Indic political philosophies. The book primarily focuses on Indic civilization's political thought, emphasising key issues such as Rashtra (State), kingship, jurisprudence and justice. The study shows how ideas, ideologies, frameworks, reference points and other significant tools of scholarly discussions are so much under the influence of Western thought, failing to appreciate the Indian realities. The book highlights the impact of colonial rule on the 'construction (...) of knowledge' from a Western (colonial) perspective and how it ignored the importance of Indian political thought of the pre-colonial period. In this context, the book provides compelling studies on Indic terminologies and frames of reference to give due justice to the historical past of the land, which shall also impact the way contemporary events and processes are analysed. Discussions of the framework and terminology associated with the right to health tend to treat the indeterminacy of ‘health’ as conceptual noise that the construction of effective policy must not focus on, but find ways of bracketing out. On this basis, the right to health is broadly regarded as a social and economic, rather than a civil and political right. This article draws critically on literature about the implications of developments in medical biotechnologies, to argue that a positive (...) acknowledgement of the indeterminate character of health should transform, rather than simply hinder, the quality of debate over what is to be understood and expected in connection with a right to health. A focus on indeterminacy allows for the perception and the formulation of health-related demands that may not stem from the scarcity of material resources or technical means, but from the misplaced authority of particular voices in defining what possibilities are to be seriously envisaged. This proposition only becomes politically effective, it is argued, when ‘indeterminacy’ (and the capacity for normativity) is referred to life itself and not merely to social and moral judgements about life. Although more immediately pertinent to the concerns of relatively privileged populations, the focus on indeterminacy provides a key to generating a certain symmetry and complementarity of interest, across the privileged/underprivileged divide, in promoting health as a (human) right. This article examines the mobilization of resources for the Human Genome Mapping Project in the United Kingdom. The Project was established through an award of additional funds to the Medical Research Council at a time of financial stringency within publicly funded science, accompanied by relatively little of the debate that had surrounded the U.S. initiative. It is argued, following Fujimura and Star’s terminology, that the project was “packaged” and repackaged by its proponents so that it aligned the, otherwise (...) disparate, agendas of several “social worlds.” Furthermore, by bringing together certain social worlds and not others, some issues were also excluded from discussion. In this instance, the social and ethical issues surrounding genetic mapping were accorded a much lower profile than in other national programs. (shrink)

In this first of two articles, I look at the project for the “Encyclopedia of Artistic Terminology” in connection with the idea of a synthesis of the “artistic sciences” as the principal task of the State Academy of Artistic Sciences (GAKhN, 1921–1930) in Moscow. The most important feature of the Academy was the unity of its epistemological conception (the system of artistic sciences) and the institutional structure of the Academy (its “departments,” “sections,” and “laboratories”), which embodied the interdisciplinary intention (...) of uniting the philosophy of art, the artistic sciences, and artistic experimentation. I analyze the connection of the project with the task of “concept formation” in the artistic sciences, which was recognized in European philosophy at the beginning of the twentieth century as the main criterion for scientificity in the human sciences. I also investigate how the Encyclopedia project, developed by Gustav Shpet, took into account previous attempts to systematize aesthetic terminology (in nineteenth-century dictionaries). I show that the project of the “Encyclopedia of Artistic Terminology” was not the sole attempt to create a new dictionary of aesthetic concepts and of the cultural sciences. Similar projects were being developed in the 1920s and 30s in Germany (Erich Rothacker planned to produce Handwörterbuch der gesamten gemeingeisteswissenschaftlichen und kulturphilosophischen Grundbegriffe) and in France (Étienne Souriau published Vocabulaire d’esthétique; see Souriau 2010). In this second article, I look at the history of the creation of the “Encyclopedia of Artistic Terminology” within the State Academy of the Artistic Sciences. I analyze various versions of the encyclopedia’s conception proposed by Wassily Kandinsky and Gustav Shpet and also at the theoretical bases for these conceptions. I then show how the work on the Encyclopedia was connected with the institutional transformations in the Academy. A key factor in the work on the Encyclopedia was the extensive (...) discussions of the fundamental aesthetic terms that took place in the Philosophy Department and in sections of GAKhN. As the dynamics of the discussions also determined changes in the conception of the Encyclopedia, so work on it shifted more and more from a project for creating a new system of aesthetic concepts to a reconstruction of the “history of concepts.” Such a transition marked the main vector of the development of European discussions about aesthetic concepts—from the creation of systems of aesthetic categories to historical reflection on the semantic transformations of categories. In conclusion, I investigate the cessation of work on the Encyclopedia in 1929 in response to the outside ideological pressure and the elimination of the possibility for autonomous theoretical work within the walls of the Academy. Purpose. Our study aims at developing a conceptual model of transdisciplinary synthesis of philosophical-anthropological, sociopolitical and epistemological aspects of co-evolution of the scientific and technical designs of High Hume class and the socio-cultural / political context in the process of anthropo-socio-cultural genesis. The relevance of the topic is justified by the technologization of all spheres of human existence and the emergence of High Hume class technologies, which can be called technology-driven equally. As a result, the concepts of "bio-power" and (...) "biopolitics" have become ones of the most frequently mentioned in modern philosophical and anthropological discourse and attract increasing attention of philosophers, sociologists, and, in the last decadecades, experts in the field of practical political science and economics (Foucault, Agamben, Žižek, Kebnik, Nadesan, etc.). Theoretical basis. It is problem-theoretical research; We synthesize the results of our publications in recent years. We proceed from the fact that the main question of the informational phase of the development of a technogenic civilization lies in the rationalization and technologization of the evolutionary process, i.e. in the removal of the fundamental ontological antinomy “Evolution versus Reasonable Design”, as a result for modern neoliberal political democracy, biopower and its theoretical understanding (biopolitics) are effective tools and technologies to form of optimal trends of the global evolutionary process, in the framework of this ideological system. We have chosen the comparative conceptual analysis combining with the results of the content analysis of Web publications by the main method of the study. Originality of the research is in the fact that the central core of such a model is the use of a conceptual and terminological apparatus for describing the mechanisms of the progressive evolution of complex systems, known as the “triple spiral” by Ledeisdorf-Itskovich. This allowed us to integrate the bio-power phenomenon into the general scheme of a stable evolutionary strategy of a technogenic civilization. The conclusions. We justified the transformation of biopolitics into the main factor in the global evolution of self-organizing human-sized systems, including the biosphere as a whole. This is achieved through the creation of a specific (bio) ethical system of imperatives and the activities of individuals in relation to themselves and other agents of social actions. Bioethics with a trail of associated conceptual areas (biosociology, bioeconomics, biohistory, etc.) turned out to be the only rationalized regulator of the process of biological and sociocultural evolution. The triple spiral biotechnology – bioeconomy – bioenergy as the material substance of the life of technological civilization is reflected in the ideal world as a triad of bioethics – biosociology – biopolitics. Both triads form closed cycles of evolutionary transformations that transmit and amplify the initial momentum of transformations on each other through a cascade mechanism with positive feedback. This compilation of biographical sketches of 400 “leaders” of American “science” could become a favorite resource for students at the secondary school level. Easy to navigate, with useful and quick summary information, it should appeal to those accustomed to instant feedback in a variety of predigested forms. Included in the list are 380 men and 20 women, not more than a quarter of whom started their careers before 1900. The earliest is Benjamin Banneker; the latest, Jason Lanier. Various features (...) make it easy and absorbing to search or browse the disk. One can search by text, attribute, or subject, with the results displayed for further actions. For example, one can search by some or all of the following “attributes”: occupation, birth and/or death date, sex, ethnicity, and birthplace. One can then view the results along a “timeline,” which is unfortunately anchored mostly by political events or wars rather than great events in science and technology. “Birthplace” leads to one of 85 basic, colored, easy‐to‐read “maps” of states and countries of origin. “Notebook” permits cutting, pasting, and annotating selected text from the disk or adding one's own to compile an original document. “Ethnicity” yields 375 Caucasians, 14 Afro‐Americans, 11 Asians, and 2 Hispanics. Most biographical sketches come with a photograph or portrait of the scientist and have bibliographical references for further information. Highlighted text links to other biographies, geographical locations, or a glossary of 294 terms to help with unfamiliar terminology. There is a 71‐term “subject index,” and appropriate “help” is available. But there are shortcomings. Glossary explanations are limited, and it's not clear why some terms are included but others not. A relative lack of inclusion of specialized terms limits technical understanding, and hence the educational value of the CD. Although the sketches are described as “in‐depth profiles,” most are quite short and have few bibliographic references. References, dating to 1996, are a mixture of popular and scholarly articles, books, and websites; Asimov's Biographical Encyclopedia of Science and Technology seems to be cited more often than the Dictionary of Scientific Biography. Credits describe the author, Amanda de la Garza, as “a professional writer, web page designer, and editor,” further reinforcing the impression that this is not a scholarly work. A perennial problem with such compilations is who's included and who's excluded. The absence of explicit selection criteria, as in this case, only augments inevitable questions about bias and representativeness. No scientist before Banneker is listed, and a number of pre‐Revolutionary notables are omitted. Many eminent scientists from 1800 to 1860 are omitted. Ironically, O. C. Marsh is in, but E. D. Cope is out. Barry Commoner is the one environmental biologist, Rachel Carson the sole ecologist. Nearly 25 percent of the list are physicists, who, despite their acknowledged importance in science, make up less than 10 percent of the scientific community. Nobelists are well represented—and the Nobel Prize may be a major selection criterion for the twentieth‐century scientists on the list. There are 18 inventors, 1 promoter, 1 explorer, and 1 industrialist among the “scientists,” who also include 33 “medical” people, including 8 surgeons. It is clear from the list of occupations that the term “scientist” is broadly inclusive; the consequent blurring of common distinctions between science, engineering, medicine, and invention further raises questions about what it means to be a “leader of science.” It would have been useful to have more attributes included, thus making the sketches more uniform and comparable and the search combinations more varied. A complete and separate bibliography would have been useful. So, too, would have been a Mac version, especially given Apple's connection with education and its appeal to scientists and engineers. All in all, this disk is a good pilot project with obvious promise. Much still remains to be done to make it a reputable educational tool for higher education. At the moment, it's sadly too truncated for other than the most superficial college or university work. (shrink)

There are several theses in political science that are usually explicitly called ‘laws’. Other theses are generally thought of as laws, but often without being explicitly labelled as such. Still other claims are well-supported and arguably interesting, while no one would be tempted to call them laws. This situation raises philosophical questions: which theses deserve to be called laws and which not? And how should we decide about this? In this paper we develop and motivate a strategy for (...) thinking about laws in political science which integrates two core concepts: spatio-temporal stability and social mechanisms. The proposed strategy is a set of guidelines that political scientists can use to reflect on and argue about specific cases within their discipline, not a clear-cut demarcation criterion. We defend and motivate this strategy and apply it to two cases (one with respect to state repression, one about parliamentary elections). After we have developed and motivated our strategy for political science, we show that our proposal is relevant for other disciplines in the social sciences. Case study research was once the primary methodology of research in political science. The shift to other methodologies in recent decades suggests has led to a devaluing of these approaches. This article explores six roles for case studies in the social sciences and argues that an understanding of the multiple aims of research supports a methodological pluralism that includes case study research.

Interpretive Political Science is the second of two volumes featuring a selection of key writings by R.A.W. Rhodes. Volume II looks forward and explores the 'interpretive turn' and its implications for the craft of political science, especially public administration, and draws together articles from 2005 onwards on the theme of 'the interpretive turn' in political science. Part I provides a summary statement of the interpretive approach, and Part II develops the theme of blurring genres (...) and discusses a variety of research methods common in the humanities, including: ethnographic fieldwork, life history, and focus groups. Part III demonstrates how the genres of thought and presentation found in the humanities can be used in political science. It presents four examples of such blurring 'at work' with studies of: applied anthropology and civil service reform; women's studies and government departments; and storytelling and local knowledge. The book concludes with a summary of what is edifying about an interpretive approach, and why this approach matters, and revisits some of the more common criticisms before indulging in plausible conjectures about the future of interpretivism. Integrity ought logically to be a particularly important concept within political science. If those acting within the political system do not have integrity, our ability to trust them, to have confidence in their actions, and perhaps even to consider them legitimate can be challenged. Indeed, the very concept of integrity goes some way towards underwriting positive views of political actors. Yet, despite this importance, political science as a discipline has perhaps focused too little on (...) questions of integrity. Where political science has looked at the subject of integrity, it has often done so without using the specific linguistic formulation “integrity”. Most commonly, the focus has instead been on “corruption”—a strand of research which has produced results that cannot always be translated into discussions of integrity, by virtue of its narrower focus upon the “negative pole” of public ethics. Other measures, such as “Quality of Government”, focus on positive attributes, notably impartiality, but this also fails fully to capture the notion of integrity: dishonesty can be impartial. Specific formal “codes” used within public life and among political practitioners can be much more nuanced than the most widely used measures, and can be much closer to what we understand—academically—as “integrity”. This paper argues that the hard conceptual and empirical work of elaborating integrity into a fully operationalizable concept offers the potential reward of an analytical concept that is more closely aligned with political reality. The ArgumentThe text analyzes the related semantics of bacteriology and politics in imperial Germany. The rapid success of bacteriology in the 1880s and 1890s was due not least to the fact that scientific concepts of bacteria as “the smallest but most dangerous enemies of mankind” resonated with contemporary ideas about political enemies. Bacteriological hygiene was expected to provide answers to social and political problems. At the same time metaphors borrowed from bacteriological terminology were incorporated into the (...) class='Hi'>political language of the time. While the “high command of our doctors” fought diseases, some contemporaries were identified with members of the evil species of “bacillus communis odii.”Both imperialistic politics and bacteriological science relied on images of inferior and invisible but potent enemies. Both were able to increase their prestige via a mutual interchange of their vocabularies. (shrink)

Politics pervades every aspect of our lives as human beings. As Aristotle said, we are "political animals.

To succeed, political science usually requires either prediction or contextual historical work. Both of these methods favor explanations that are narrow-scope, applying to only one or a few cases. Because of the difficulty of prediction, the main focus of political science should often be contextual historical work. These epistemological conclusions follow from the ubiquity of causal fragility, under-determination, and noise. They tell against several practices that are widespread in the discipline: wide-scope retrospective testing, such as much (...) large-n statistical work; lack of emphasis on prediction; and resources devoted to ‘pure theory’ divorced from frequent empirical application. I illustrate, via Donatella della Porta’s work on political violence, the important role that is still left for theory. I conclude by assessing the scope for political science to offer policy advice. A useful report on the health and prospects of sixteen disciplines, ranging from such traditional sciences as anthropology and political science to such recent ones as cybernetics and game theory. Each field is examined as to its proper content, methods, current results, present controversies and terminological difficulties. The authors offer assessment and a limited bibliography for each, as well as a guide to more general literature on behavioral science.
