In this essay, I argue that Derrida cannot pursue the question of being/following unless he thinks through the question of sexual difference posed by figures of little girls in philosophical texts and in literature, specifically as posed by Lewis Carroll's Alice whom Derrida references in L'animal que donc je suis. At stake in thinking being after animals after Alice is the thought of an other than fraternal following, a way of being-with and inheriting from (other than human) others that calls (...) for an account of development that is not dictated by a normative autotelic and sacrificial logic. I argue that Derrida's dissociation of himself and his cat from Alice and her cat(s) in L'animal que donc je suis causes him to risk repeating the closed, teleological gestures philosophers like Kant and Hegel perpetuate in their accounts of human development. The more sweeping conclusion towards which this essay points is the claim that the domestication of girls and their subjection to familial fates in narratives and the reduction of development to teleology more generally, require the sacrifice and forgetting of ‘nature’, including animals, so that the fates of girls and ‘nature’ are intertwined in the context of projects of human world-building and home-making. The article analyses the regulation for premature termination of the Parliament in Latvia. The introductory part of the article provides a short characteristic of the Constitution of Latvia - the Satversme adopted in 1922, and outlines the basic principles of legal regulation of the Parliament, i.e. the Saeima. Further chapters of the article analyse historic development of the premature termination of the Parliament. On 15 February, 1922, when the Satversme was adopted, only one mechanism for the premature termination (...) of the Parliament was established there: dissolution of the Saeima. However, relatively recently, in 2009, after a prolonged public discussion another mechanism for the premature termination of the activity of the Saeima was established, which was the recall.1 Both models of the termination of the activities of the Parliament are analysed in the article by specifying the principal differences between them. Along with the analysis of the provisions of the Constitution and theory, the practice of dissolution of the Saeima is characterised as well, because in 2011 the Parliament (the Saeima) was dissolved in a constitutional way for the first and so far the only time in the history of Latvia and extraordinary elections were held. Researchers of different calibres from phenomenology to posthumanism and beyond have outlined the processuality of the body and the environment (Alaimo 2010; Gendlin 2017), stressing the importance of changing the ontological presuppositions of the body-environment bond (Schoeller and Duanetz 2018: 131), since the existing models facilitate the alienation and intangibility of the environment, thus, leading to reduced societal awareness of the importance of environmental issues (Neimanis, Åsberg, Hedrén 2015: 73–74). In this article, I argue that in questions relating to food, (...) product-oriented ideologies dominate over process-oriented ethicality, in part, due to an embodied and lived ideology that can be best described via the concept of reactive nihilism and substance ontology. The article aims to demonstrate a necessity to rethink and recontextualize situated practices as alternatives to the prevalent ontogenealogies of the Global North. By problematizing the complimentary axis of reactive nihilism in food contexts and the genealogy of contemporary pop food “ethics”, I argue for a shift away from product-oriented ideologies and supplementation of the ontologies-we-live-by with situated alternative models. In the first part of the article, I use a genealogical approach, tracing the predominant meaning cluster encapsulated in Feuerbach’s famous expression “Man is what he eats” (Feuerbach 1846-1866, X: 5) in today’s contexts. To illustrate the leading discourses, I follow a Deleuzian understanding of the concept of “reactive nihilism” and contextualize food choices with the dominant understanding of the body in the Global North. With this discussion, I hope to provide context for the need to reconsider local ontologies as knowledge resources for the future. In the second part of the article, the framework present in the Global North is then complemented by a discussion of some local factors, to suggest ways in which global food philosophy and, particularly, lifestyle choices of food consumption could benefit from acknowledging the knowledge embedded in food consumption trends in Latvia. The article focuses on the narratives of women secretaries regarding their work experiences in private business in Latvia, and aims at understanding the barriers that prevent the formation of women’s political subjectivity in Latvia, by looking at why sexual harassment does not become a political issue for working women in Latvia. Using Hayden White’s theory of trope analysis, the article analyses the dominant tropes and the political results of their use in secretaries’ articulations and narratives about their (...) experiences of sexual harassment. Additionally, the article provides a critical trope analysis of Western feminist theories of sexual harassment, thus pointing out their usefulness for women’s politics in Latvia. Finally, the article outlines the discursive strategies that women in Latvia could use in order to claim their own distinct and transformative political subjectivity in the newly independent, capitalist and highly nationalist post-Soviet Latvia. The Prussian Protestant Daniel Hermann is an important Neo-Latin poet. He lived from probably 1543 until 1601. Hermann studied at Königsberg, Straßburg, Basel and Wittenberg. Afterwards he served as a secretary at the Imperial Court at Vienna, later as a secretary of the city of Danzig and permanent ambassador of Danzig at the Royal Polish court during the wars against Russia. After the war he married and settled down in Riga and became the secretary of the Polish governor (...) Cardinal Radziwil and later of the general Georg Fahrensbach. Besides lots of poems on academical, political and private occasions he wrote letters in poetic form as well as theological, philosophical and political poems. This paper provides an overview over Hermann ’s life and his poetry, especially the poems written and published in Riga, and a short summary of the research on this poet. (shrink)

BackgroundPublic awareness and engagement are among the main prerequisites for protecting the rights of research participants and for successful and sustainable functioning of research biobanks. The aim of our study was to analyse public awareness and attitudes towards research biobanks in Latvia, and to compare these data with the results of the 2010 Eurobarometer study. We also analysed the influence of awareness and attitudes towards biobanks on willingness to participate in biobank studies and on preferred type of informed consent.MethodsWe (...) developed a 12-question survey repeating seven questions about biobanks from the 2010 Eurobarometer questionnaire and adding five others. After describing the study variables, we performed a two-stage analysis of the results. In the first stage we analysed differences between the answers from 2010 and 2019 and conducted univariate analyses of relationships among particular variables, and between those variables and the socio-demographic characteristics of participants. In the second stage we investigated multivariable associations of willingness to participate and type of consent with awareness, trust and the socio-economic characteristics of participants.ResultsAccording to our study, the general public in Latvia is still not well informed about research biobanks. Fewer respondents have heard about research biobanks than in 2010. At the same time, the number of respondents who are willing to donate biological samples and personal data to a biobank has increased, e.g. the number of respondents who would definitely or probably be willing to provide information about themselves has increased from 25.8.% to 40.7 since 2010. Overall, concerns about the donation of different types of biological samples and data to a biobank have slightly decreased.ConclusionsPublic awareness about biobanks is important for their sustainability. It needs to be increased not only by traditional methods of informing the public, but also by more innovative and participatory approaches, e.g. by citizen science projects. There is a need to strengthen the public visibility and trustworthiness of ethics committees in Latvia in the field of biobanking. (shrink)

The paper addresses the issue of a relatively new institution of criminal procedural law in Latvia. The article is relevant due to the need for an effective mechanism for the objective possibility of realization of the right person for the completion of the criminal process in a reasonable time. Analysis of the European Court of Human Rights has allowed some conclusions that should be considered when investigating criminal cases.

The aim of this paper is to analyze the process of risk communication in the context of assisted reproduction in Latvia. The paper is based on a qualitative methodology and two types of data: media analysis and 30 semi-structured interviews (11 patients, 4 egg donors, 15 experts). The study explores a broad definition of risk communication and explores three types of risks: health, psychosocial, and moral. We ask (1), who is involved in risk communication, (2), how risks are discussed (...) using different channels of communication, and (3), what ethical problems arise during this process. In the process of analysis, we identified four types of information channels and two strategies of risk communication used by patients, as well as several ethical problems. In our view, the analysis of risk communication practices is significant to improve patient/physician relationship, as well as better meet patients' needs for comprehensive risk information. ‘Women-protective’ language is broadly used as a frame in political discussions on women’s reproductive healthcare and labour rights. This article addresses the use of ‘women-protective’ language in online news articles in the Latvian media about the proposed prohibition of oocyte donation for nulliparous women. The main focus of the recent Latvian debate has not been on the technology itself, but rather on the female body and women’s rationality and decision-making capacity. The results of the analysis show that use of the (...) ‘women-protective’ frame positions women as victims, increases control over the female body and restricts women’s rights to make autonomous decisions. The application of this frame is especially dangerous when used by politicians as it may lead to the legal restriction of women’s rights. (shrink)

The study presented is the result of a field survey conducted in Latvia in 1991. The brief of this research was to trace the role of the ‘private’ farm sector that has begun to emerge in the wake of the transition from a central-command to a market-oriented economy. Thus a look at the legislative acts embodying the agrarian reform is ccompanied by an analysis of the recent developments in local production systems. The study of ‘production systems’, or that part (...) of economic analysis that comes under the rubric of ‘farm systems’, was employed here for the first time to analyze a Soviet-type economic system in transition. The first and second sections, which focus on the historical evolution of Latvia's agriculture and the economics underpinning it, range in compass from the ‘first’ agrarian reform to collectivization and on to the present situation. This is followed by a look at the current, or ‘third’, land reform initiative (section 3), particular emphasis being accorded the emergence of new production structures and the problems posed by the transformation of the old ones (sections 4 and 5). The next section includes a discussion of the links between the farms of the socialized sector and of the nascent private one (section 6). The concluding remarks provide a recapitulation of the study's main findings. (shrink)

When discussing the safety of research subjects, including their exploitation and vulnerability as well as failures in clinical research, recent commentators have focused mostly on countries with low or middle-income economies. High-income countries are seen as relatively safe and well-regulated. This article presents irregularities in clinical trials in an EU member state, Poland, which were revealed by the Supreme Audit Office of Poland (the NIK). Despite adopting many European Union regulations, including European Commission directives concerning Good Clinical Practice, these irregularities (...) occurred. Causes as well as potential solutions to make clinical trials more ethical and safer are discussed. (shrink)

The volume is a collection of essays about prominent Polish 20th century philosophers of science and scientists who were concerned with problems in the philosophy of science. The contribution made by Polish logicians, especially those from the Lvov-Warsaw School, like Lukasiewicz, Kotarbiński, Czeżowski or Ajdukiewicz, is already well known. One of the aims of the volume is to offer a broader perspective. The papers collected here are devoted to the work of such philosophers as Zawirski, Metallmann, Dąmbska, Mehlberg, (...) Szaniawski and Giedymin as well as to the work of such scientists as Smoluchowski, Fleck, Infeld and Chyliński. The introduction to the volume, written by the editor and Jacek Jadacki, presents an overview of the history of the Polish philosophy of science from the foundation of the Cracow Academy (in 1364) to the present. The paper deals with the problem of translating selected insolvency terminology from Polish into English and from English into Polish. The re- search corpora encompassed the Insolvency Act 1986 as amended and Ustawa z dnia 28 lutego 2003. Prawo upadłościowe i naprawcze [the Act on Polish Insolvency and Rehabilitation Law of 28th February 2003 as amended]. The research methods included: the comparison of parallel texts, the method of axiomatisation of the legal linguistic reality, the termino- logical analysis (...) of the corpus material, the concept of adjusting the target text to the communicative needs and requirements of the community of recipients and the techniques of providing equivalents for non-equivalent terminology. The research hypothesis has been so formulated that the parametrisation of legal reality may assist in finding more adequate equivalents and determine differences in meaning of compared source and target language terms, which in turn facilitates the choice of a more adequate technique of providing equivalents for non-equivalent or partially equivalent legal terminology meeting the com- municative needs of translation recipients. The research results revealed that insolvency terminology is highly system-bound and available equivalents may often be misleading for the community of target text recipients. (shrink)

The Polish equivalents of Research Ethics Committees are Bioethics Committees (BCs). A questionnaire study has been undertaken to determine their situation. The BC is usually comprised of 13 members. Nine of these are doctors and four are non-doctors. In 2006 BCs assessed an average of 27.3 ± 31.7 (range: 0–131) projects of clinical trials and 71.1 ± 139.8 (range: 0–638) projects of other types of medical research. During one BC meeting an average of 10.3 ± 14.7 (range: 0–71) projects (...) of medical research were assessed (2006). The amendment of Polish laws according with Directive 2001/20/EC caused a percentage increase in BCs which assessed less than 20 projects per year (16% vs. 33% or 42% in 2003 vs. 2005 or 2006 respectively, p < 0,05). The results confirm the usefulness of the current practice of creating BCs by medical universities, medical institutes and regional chambers of physicians and dentists but rationalization of the workload for individual BCs is necessary. Polish-German relations in the first half of 2014 were dominated by the Ukraine crisis. This study is an attempt to answer the question of how Polish and German press assessed the cooperation of both countries in resolving the conflict in Ukraine; to what extent the most widely read magazines associated themselves with the decisions of their politicians and the feelings of their own societies and how much understanding they showed for the arguments of their EU partner. The analysis (...) focuses on the unprecedented mission of the Weimar Triangle foreign ministers to Ukraine in February 2014, which led to an agreement between the Ukrainian opposition and President Viktor Yanukovych. A turning point was the visit paid by Radoslaw Sikorski and Frank-Walter Steinmeier to St. Petersburg in June 2014. The next meetings agreed on by EU partners were held without inviting the Polish partner. In view of the speed of events in the selected time interval, the articles subjected to analysis were taken from the most widely read online editions of national daily newspapers in Poland and Germany. The theory of speech acts, formulated by Austin and developed by Searle, is widely applied to analyse and classify various speech acts. In this paper it is assumed that legal texts, especially normative acts i.e. constitutions and statutes, are direct speech acts. Normative acts are linguistic entities and they do not exist outside the language, thus the theory of speech acts may be applied to examine them. They are also considered to be performative utterances according to Austin’s classification. In this (...) paper the intention is to compare Cypriot, Greek and Polish normative acts on the basis of the so-called classical theory of speech acts and typology of performativity exponents. The author will compare various methods of expressing performativity in reference to the meaning conveyed by them. Furthermore, other exponents of performativity occurring in the analysed texts shall also be compared. The results obtained while performing the analysis and comparison may be significant for scholars, lawyers and translators. (shrink)

The role of intellectuals in the reconciliation between Latvians and Russians in postcommunist Latvia is analysed in the context of the traditional philosophicalproblem of the social role of philosophers and based on the ideas of Plato, Kant and Foucault. In accordance with Kant's understanding of the political role of philosophers, the main political functions of the intellectuals a repointed out. Despite the important role played by Latvian intellectuals in the so-called "singing revolution," they did not fullill their critical potential (...) in opposition to the mass consciousness after the renewal of independence. Nowadays the establishment of dialogue between Latvian and Russian communities, based on mutual understanding and respect for otherness, is a crucial presupposition for the long-term stability of Latvian society. Whether this dialogue arises is to a great extent a question of moral choice made by intellectuals from both sides. (shrink)

The paper discusses the problem of translating selected Civil Procedure terminology from Greek into Polish and from Polish into Greek. The research material includes corpora of normative acts and more precisely those, which regulate Civil Procedure of Poland, Greece and the Republic of Cyprus. The research methodology is based on the concept of parameterisation, according to which the legal linguistic reality becomes axiomatic. Then the set of relevant dimensions and parameters is extracted. The set of parameters are a (...) tool where certain information is given: yes/no/none and thus a clear result of comparison between legal system bond terminology can be drawn up. The results of this comparative analysis provide highly regulated and available translation equivalents, which are essential when legal translation is performed within the frame of legal reality. Selected examples of use of these equivalents are given when discussing the results. (shrink)

Who and how revised Marxism in Poland? The simple answer is that it was done by young intellectuals seeing themselves as obligated to social and political activity, eager to participate in the process of the constitution of a new postwar Communist society. Marxism was for them a philosophical world-view and a political program rising hopes for a better socio-economic reality. Revisionists were committed Communists and their attitude toward Marxism was almost religious. Marxism, Promethean and scientific at the same time, was (...) supposed to replace religion, for which the radically secular revisionists saw no place in the new society. (See: Mikołajczyk 2013, p. 44-48) After the shock of 1956 they stuck by the slogan: ’socialism–yes, distortions–no,’ they thought that “Marxist socialism was possible without Leninist political forms, that Communism might be attacked within «the framework of Marxism»,” and they “believed for some time ... that Stalinism was curable in the sense that Communism could be restored or «democratized» without questioning its foundations” (Kolakowski 1978, p. 461). They saw themselves in an elitist way, i.e., as true and devoted Marxists fighting with dogmas, orthodoxy, myths, and unfounded faith both within Marxism-Leninism and outside it. They were willing to accept the position of sectarians, heretics, or apostates. Their political and ideological involvement forced them to attack pre-war but still active Polish philosophers of the Lvov-Warsaw School and other nonMarxist thinkers (Roman Ingarden, Władysław Tatarkiewicz, Stanisław Ossowski), who were classified as “bourgeois thinkers” unable to understand and assimilate Marxism. The interwar decades in Poland (1918–1939) were characterized by plurality and diversity. The purpose of the paper Polish Universalism in the Interwar Period is to show the foundations of the socio-philosophical trend, which is universalism. In modern philosophy universalism was in permanent conflict with individualism, but in the interwar period the reality became more complicated. It was “collectivism”—the trend based on the cult of the State, nation, race, and class—that started to aspire to be called universalism. The author does (...) not classify these trends as universalist, and universalism itself criticized them. Different varieties of universalism can be found in the interwar period. The author indicates the literary-philosophical universalism of J.N. Miller, and the socio-conservative universalism of W.L. Jaworski, but she focuses on J. Braun’s conception of the universal subject and the idea of absolute union, and on Christian universalism,showing the importance of the emerging Polish personalism for universalist philosophy. In these proposals the author sees the germs of the later (2nd half of the 20th c.) conception of ecumenism, dialogue, and the primacy of person over things. (shrink)

This article, based on interviews conducted in 2019 with Latvian and Estonian citizens ethnically defining themselves as “Baltic Germans”, aims to analyse the way this self-identification is shaped by the experience of the Soviet and post-Soviet periods, and by the ideological polarisation between East and West. Studying this hybrid ethnic belonging allows taking a look at individual life paths through a transnational lens and paying attention to all forms of mobility that play a role in its construction. By integrating the (...) interviewees’ migratory experience, their discourses on other ethnic groups, and their perception of Germany, Latvia, Estonia, Russia and the USSR, this article intends to apprehend “Baltic Germanness” as a transnationally and trans-ethnically shaped category, to which the interviewees resort in order to make sense of their lives outside the framework of the nation-state. The paper analyzes the correspondence between Prince Evgenii Troubetzkoy and Marian Zdziechowski, from 1905–1916 (not yet published). The correspondence focuses on the question of Russian-Polish relations and the possibility of Poland’s autonomy within the Russian Empire or the restoration of Poland’s independence. With the clarification of these two thinkers’ positions on the “Polish question,” the paper examines their concepts of nationalism and patriotism, their attitude to the idea of Slavic unity and the role of Russia as well as (...) the correlation between their political views and their religious outlook. It demonstrates how the “fascination” of Polish intellectuals with Russian constitutional democrats in 1905 was replaced by disappointment due to the failure of the First Russian revolution, and then by serious disagreements during the First World War. The conclusion states that despite their disagreements on the “Polish question,” Evgenii Troubetzkoy and Marian Zdziechowski retained respect for each other, and their correspondence reveals new facets of their personalities.
