New Principles of War: Enduring Truths with Timeless Examples argues that the currently recognized principles of war are flawed, and proposes a new set of principles to guide military leaders.

Cases of overdetermination and preemption pose a serious challenge to CCA since, in these cases, although it is evident that people are harmed, there are no individual events that harm them. However, while there are no individual events that make people worse off in cases of overdetermination and preemption, there are pluralities of events that do so. In this article, I will argue that although the most prominent accounts of plural harm – e.g., Neil Feit’s account – fare better than one might initially think, they fail to deal adequately with a number of intriguing cases of preemption first introduced by Alastair Norcross. I will also introduce a new view on plural harm and argue that this view, apart from dealing with the cases of overdetermination and preemption that the other accounts of plural harm handle, also deals adequately with Norcross’s cases. In the 2000s, Turkey began to increase its efforts to transform from a model country to a central country by implementing an active foreign policy in its geopolitical region and neighboring regions. Starting from the 2000s, Turkey defined new principles guiding its foreign policy and implemented the strategies it followed. In addition to the basic foreign policy principles of Turkey in the regional and global arena, principles such as multi-vector diplomacy, proactive foreign policy, “zero problem” with neighboring countries, transition from (...) a “model country” to a “central country”, “soft power”, economic-centered foreign policy applied. At the beginning of the 21st century, Turkey increased its efforts to act as a voice in the region and emerged as a regional power. Taking a principled position, it began to actively participate in regional and international projects, geopolitical processes and solving global issues. During the rule of the Justice and Development Party (ADP), Turkey is implementing foreign policy principles based on the theory of neo-Ottomanism (New Ottomanism) founded in the 1990s, and is still pursuing the policy of spreading its sphere of influence and geopolitical influence in neighboring regions. The interpretability logic of a mathematical theory describes the structural behavior of interpretations over that theory. Different theories have different logics. This paper revolves around the question what logic describes the behavior that is present in all theories with a minimum amount of arithmetic; the intersection over all such theories so to say. We denote this target logic by IL.In this paper we present a new principle R in IL. We show that R does not follow from the logic (...) ILP0W* that contains all previously known principles. This is done by providing a modal incompleteness proof of ILP0W*: showing that R follows semantically but not syntactically from ILP0W*. Apart from giving the incompleteness proof by elementary methods, we also sketch how to work with so-called Generalized Veltman Semantics as to establish incompleteness. To this extent, a new version of this Generalized Veltman Semantics is defined and studied. Moreover, for the important principles the frame correspondences are calculated.After the modal results it is shown that the new principle R is indeed valid in any arithmetically theory. The proof employs some elementary results on definable cuts in arithmetical theories. (shrink)

The CRISPR-Cas systems of bacterial and archaeal adaptive immunity have become a household name among biologists and even the general public thanks to the unprecedented success of the new generation of genome editing tools utilizing Cas proteins. However, the fundamental biological features of CRISPR-Cas are of no lesser interest and have major impacts on our understanding of the evolution of antivirus defense, host-parasite coevolution, self versus non-self discrimination and mechanisms of adaptation. CRISPR-Cas systems present the best known case in point (...) for Lamarckian evolution, i.e. generation of heritable, adaptive genomic changes in response to encounters with external factors, in this case, foreign nucleic acids. CRISPR-Cas systems employ multiple mechanisms of self versus non-self discrimination but, as is the case with immune systems in general, are nevertheless costly because autoimmunity cannot be eliminated completely. In addition to the autoimmunity, the fitness cost of CRISPR-Cas systems appears to be determined by their inhibitory effect on horizontal gene transfer, curtailing evolutionary innovation. Hence the dynamic evolution of CRISPR-Cas loci that are frequently lost and acquired by archaea and bacteria. Another fundamental biological feature of CRISPR-Cas is its intimate connection with programmed cell death and dormancy induction in microbes. In this and, possibly, other immune systems, active immune response appears to be coupled to a different form of defense, namely, “altruistic” shutdown of cellular functions resulting in protection of neighboring cells. Finally, analysis of the evolutionary connections of Cas proteins reveals multiple contributions of mobile genetic elements to the origin of various components of CRISPR-Cas systems, furthermore, different biological systems that function by genome manipulation appear to have evolved convergently from unrelated MGE. The shared features of adaptive defense systems and MGE, namely the ability to recognize and cleave unique sites in genomes, make them ideal candidates for genome editing and engineering tools. David Lewis, Michael Thau, and Ned Hall have recently argued that the Principal Principle—an inferential rule underlying much of our reasoning about probability—is inadequate in certain respects, and that something called the ‘New Principle’ ought to take its place. This paper argues that the Principle Principal need not be discarded. On the contrary, Lewis et al. can get everything they need—including the New Principle—from the intuitions and inferential habits that inspire the Principal Principle itself, while (...) avoiding the problems that originally caused them to abandon that principle. Vulnerability has become a popular though controversial topic in bioethics, notably since 2000. As a result, a common body of knowledge has emerged distinguishing between different types of vulnerability, criticizing the categorization of populations as vulnerable, and questioning the practical implications. It is argued that two perspectives on vulnerability, i.e., the philosophical and political, pose challenges to contemporary bioethics discourse: they re-examine the significance of human agency, the primacy of the individual person, and the negativity of vulnerability. As a phenomenon (...) of globalization, vulnerability can only be properly addressed in a global bioethics that takes the social dimension of human existence seriously. (shrink)

In a recent article, I have explored the historical, mathematical, and philosophical issues related to the new theory of numerosities. The theory of numerosities provides a context in which to assign numerosities to infinite sets of natural numbers in such a way as to preserve the part-whole principle, namely if a set A is properly included in B then the numerosity of A is strictly less than the numerosity of B. Numerosities assignments differ from the standard assignment of size (...) provided by Cantor’s cardinality assignments. In this talk, I generalize some specific worries emerging from the theory of numerosities to a line of thought resulting in what I call a ‘good company’ objection to Hume’s Principle (HP). The talk has four main parts. The first takes a historical look at 19th-century attributions of equality of numbers in terms of one-one correlations and argues that there was no agreement as to how to extend such determinations to infinite sets of objects. This leads to the second part where I show that there are countably infinite many abstraction principles that are ‘good’, in the sense that they share the same virtues of HP and from which we can derive the axioms of second order arithmetic. The third part connects this material to a debate on Finite Hume Principle between Heck and MacBride and states the ‘good company’ objection. Finally, the last part gives a tentative taxonomy of possible neo-logicist responses to the ‘good company’ objection and makes a foray into the relevance of this material for the issue of cross-sortal identifications for abstractions. Wherever a government or state is concerned with the welfare of its citizens, there will probably also exist policies which compel the individual citizen to undertake or abstain from activities which affect that citizen alone. The set of theories behind such policies is collectively known as ‘paternalism’. It is not hard to understand why this term has developed strong pejorative overtones. Policies of this type appear to offend a fundamental tenet of liberal societies: namely, that the individual is best placed (...) to know what is in his or her interests. Paternalistic policies imply, and are concerned with correcting, failures of precisely this kind of judgement. And yet, at the same time, there is a popular consensus that compelling people to wear a seat belt when driving a car is a reasonable restriction of personal liberty. Paternalism may be difficult to accept in principle, but it is equally difficult to avoid in practice. Not surprisingly, the literature reveals a long heritage of debate in a wide range of academic disciplines. This debate reveals a failure to make progress in two areas in particular. First, analyses of paternalism often confuse policies which are actually concerned with correcting failures of market exchange — in particular, those concerned with insufficient or imperfect information — with those which are genuinely paternalistic. One objective of this paper will be to clarify the difference between these two kinds of policy. (shrink)

We show that the formulations of non-relativistic quantum mechanics can be derived from an extended least action principle. The principle can be considered as an extension of the least action principle from classical mechanics by factoring in two assumptions. First, the Planck constant defines the minimal amount of action a physical system needs to exhibit during its dynamics in order to be observable. Second, there is constant vacuum fluctuation along a classical trajectory. A novel method is introduced (...) to define the information metrics to measure additional observability due to vacuum fluctuations, which is then converted to an additional action through the first assumption. Applying the variational principle to minimize the total actions allows us to recover the basic quantum formulations including the uncertainty relation and the Schrödinger equation in the position representation. In the momentum representation, the same method can be applied to obtain the Schrödinger equation for a free particle while further investigation is still needed for a particle with an external potential. Furthermore, the principle brings in new results on two fronts. At the conceptual level, we find that the information metrics for vacuum fluctuations are responsible for the origin of the Bohm quantum potential. Even though the Bohm potential for a bipartite system is inseparable, the underlying vacuum fluctuations are local. Thus, inseparability of the Bohm potential does not justify a non-local causal relation between the two subsystems.responsible for manifesting entanglement effects without underlying physical interactions, implying that entanglement effects are non-causal. At the mathematical level, quantifying the information metrics for vacuum fluctuations using more general definitions of relative entropy results in a generalized Schrödinger equation that depends on the order of relative entropy. The extended least action principle is a new mathematical tool. It can be applied to derive other quantum formalisms such as quantum scalar field theory. (shrink)

Moral conflicts occur in theories that involve more than one principle. I examine basic ways of dealing with moral dilemmas in medical ethics and in ethics generally, and propose a different approach based on a principle I call the "mutuality principle". It is offered as an addition to Tom Beauchamp and James Childress' principlism. The principle calls for the mutual enhancement of basic moral values. After explaining the principle and its strengths, I test it by (...) way of an examination of three responses—in the recent Festschrift for Dr Raanon Gillon—to a case involving parental refusal of a blood transfusion. The strongest response is the one that comes closest to the requirements of the mutuality principle but yet falls short. I argue that the mutuality principle provides an explicit future orientation in principlism and gives it greater moral coherence. (shrink)

To incorporate medical ethics into clinical practice, it must first be understood and valued by health care professionals. The recognition of this principle led to an expanding and continuing educational effort by the ethics committee of the Vancouver General Hospital. This paper reviews this venture, including some pitfalls and failures, as well as successes. Although we began with consultants, it quickly became apparent that education in medical ethics must reach all health care professionals—and medical students as well. Our greatest (...) successes came in the formative years of a medical career (ie, in medical school and residency training programmes), but other efforts were not wasted, particularly among nurses and other health care professionals.Although this is a personal review of the experience in one institution, the lessons learnt in Vancouver are applicable to the further development of medical ethics in the UK. However, up to now all modifications of the principle failed. In this paper, a new formulation of such a principle is provided that avoids generating paradoxes and inconsistencies. Because of these results, the thesis that probabilities cannot be logical quantities, determined in an objective way through some form of the principle of indifference, (...) is no longer supportable. Later, the paper investigates some implications of the new principle of indifference. To conclude, a re-examination of the foundations of the so-called objective Bayesian inference is called for. Logic appears to be normative for rational belief. The thesis of the normativity of logic holds that indeed logic has such a normative status. Gilbert Harman has questioned it, thereby giving rise to what has been called “Harman's skeptical challenge”. MacFarlane has clarified that in order to answer this challenge and support the normativity of logic, one needs a “bridge principle” that appropriately connects logical entailments and norms for belief, as well as relevant desiderata for the evaluation of candidate (...) bridge principles. Steinberger has identified a list of desiderata, on the basis of which he has proposed his own bridge principle and shown the inadequacy of previous proposals. This paper argues that Steinberger's list is in need of revision and his principle is unsatisfactory, and then puts forward a revised list of desiderata and a new bridge principle in support of the normativity of logic. This article explores recent developments in the sociology of the arts, namely the new theoretical framework set up by the French sociologist Pierre-Michel Menger in order to approach the artistic activity. It aims to show how he has shaped new tools of understanding and modelling for exploring the arts, as a particular world of action. Laying down the foundation of a conception of action related to symbolic interactionism and drawing on the economic analysis of risk and uncertainty, Menger move towards (...) a model where uncertainty, not determinism, is the default category. Uncertainty is thus the principle unifying the analysis and understanding of the particularities of the arts, and the main argument in integrating sociological and economic studies on artistic activities. Correlatively, artistic creation is qualified as an act of work, the creative work being defined as a system of action in uncertain horizon. Within this model, the artists are seen less like “rational fools” and more like Bayesian actors, adopting strategies for managing risk and uncertainty. (shrink)

Some new double analogues of induction and transfinite recursion are given which yields a relatively simple proof of a result of Robert Cowen, [2] which in turn is a strengthening of an earlier result of Smullyan [1], which in turn gives a unified approach to Zorn's Lemma, the transfinite recursion theorem and certain results about ordinal numbers.

Jim Joyce has presented an argument for Probabilism based on considerations of epistemic utility [Joyce, 1998]. In a recent paper, I adapted this argument to give an argument for Probablism and the Principal Principle based on similar considerations [Pettigrew, 2012]. Joyce’s argument assumes that a credence in a true proposition is better the closer it is to maximal credence, whilst a credence in a false proposition is better the closer it is to minimal credence. By contrast, my argument in (...) that paper assumed (roughly) that a credence in a proposition is better the closer it is to the objective chance of that proposition. In this paper, I present an epistemic utility argument for Probabilism and the Principal Principle that retains Joyce’s assumption rather than the alternative I endorsed in the earlier paper.
