Delivering high quality genomics-informed care to patients requires accurate test results whose clinical implications are understood. While other actors, including state agencies, professional organizations, and clinicians, are involved, this article focuses on the extent to which the federal agencies that play the most prominent roles — the Centers for Medicare and Medicaid Services enforcing CLIA and the FDA — effectively ensure that these elements are met and concludes by suggesting possible ways to improve their oversight of genomic testing.

Martin Buber is considered one of the 20th centuryes greatest thinkers and his contributions to philosophy, theology and education are testimony to this. His thought is founded on the idea that people are capable of two kinds of relations, namely I-Thou and I-It, emphasising the centrality of dialogue in all spheres of human life. For this reason, Buber is considered by many to be the philosopher of dialogue par excellence. There is now a renewed and growing interest in Buberes thought, especially in his philosophy of education. : Embryonic stem cells, which have the potential to save many lives, must be recovered from aborted fetuses or live embryos. Although tissue from aborted fetuses can be used without moral complicity in the underlying abortion, obtaining stem cells from embryos necessarily kills them, thus raising difficult questions about the use of embryonic human material to save others. This article draws on previous controversies over embryo research and distinctions between intrinsic and symbolic moral status to analyze these issues. We defend hylomorphism against Maegan Fairchild’s purported proof of its inconsistency. We provide a deduction of a contradiction from SH+, which is the combination of “simple hylomorphism” and an innocuous premise. We show that the deduction, reminiscent of Russell’s Paradox, is proof-theoretically valid in classical higher-order logic and invokes an impredicatively defined property. We provide a proof that SH+ is nevertheless consistent in a free higher-order logic. It is shown that the unrestricted comprehension principle of property abstraction on which the (...) purported proof of inconsistency relies is analogous to naïve unrestricted set-theoretic comprehension. We conclude that logic imposes a restriction on property comprehension, a restriction that is satisfied by the ramified theory of types. By extension, our observations constitute defenses of theories that are structurally similar to SH+, such as the theory of singular propositions, against similar purported disproofs. (shrink)

This study explores gratitude as a multidimensional and work-specific construct. Utilizing a sample of 625 employees from a variety of positions in a medium-sized school district in the United States, we developed and evaluated a new measure, namely the Work Gratitude Scale, which encompasses recognized conative, cognitive, affective, and social aspects of gratitude. A systematic, six-phased approach through structural equation modeling was used to explore and confirm the factorial structure, internal consistency, measurement invariance, concurrent, convergent, and discriminant validity of the (...) WGS. The results supported a 10-item measure with three dimensions: “grateful appraisals”, “gratitude toward others”, and “intentional attitude of gratitude”. Thereafter, first-order, second-order, and bifactor confirmatory models were estimated and compared. Work gratitude was found to be best described by a second-order construct with three underlying first-order dimensions. Measurement invariance was supported in relation to gender. Concurrent validity was supported in relation to two existing dispositional gratitude scales, namely the Gratitude Questionnaire and the Gratitude, Resentment, and Appreciation Scale. Convergent validity was supported in relation to the Core Self-Evaluations Scale and the Psychological Capital Questionnaire. Discriminant validity was supported in relation to various demographic factors such as age, gender, occupation, and tenure. The findings support the WGS as a multidimensional measure that can be used in practice to measure overall work-related gratitude and to track the effectiveness of gratitude-related workplace interventions. The Snowden revelations in 2013 redrew the lines of debate surrounding surveillance, exposing the extent of state surveillance across multiple nations and triggering legislative reform in many. In the UK, this was in the form of the Investigatory Powers Act. As a contribution to understanding resistance to expanding state surveillance activities, this article reveals the intertwining of diverse interests and voices which speak in opposition to UK state surveillance. Through a computational topic modelling-based mixed methods analysis of the submissions made (...) to the draft Investigatory Powers Bill consultation, the article demonstrates the diversity and intersection of discourses within different actor groups, including civil society and the technology industry. We demonstrate that encryption is a key issue for these groups, and is additionally conflated with a human rights discourse. This serves to unite seemingly disparate interests by imbuing encryption with a responsibility for the protection of human rights, but also threatens to legitimate corporate interests and distract from their own data-driven activities of surveillance capitalism. This overview of 10 years of stem cell controversy reviews the moral conflict that has made ESCs so controversial and how this conflict plays itself out in the legal realm, focusing on the constitutional status of efforts to ban ESC research or ESC-derived therapies. It provides a history of the federal funding debate from the Carter to the Obama administrations, and the importance of the Raab memo in authorizing federal funding for research with privately derived ESCs despite the Dickey-Wicker ban (...) on federal funding of embryo research. It also reviews the role that scientists themselves have played in developing regulations for ESC research, the emergence of ESCROs as special review bodies for ESC research, and the thorough consent requirements for donation of IVF embryos to ESC research. With research now transitioning from the lab to the clinic, the article reviews the challenges of ensuring safety and consent in translational research. It concludes with a call for respecting those persons who have to using or working with ESC products and an account of how obtaining stem cells from a person's own cells will alleviate some but not all of the controversy surrounding ESC research. The Late Hellenistic Jewish philosopher Philo of Alexandria has been neglected in studies of theories of mind and language in Post-Aristotelian Philosophy. Philo's dualism distinguishes immateriality and materiality in our language (logos). His arguments about the nature of mind and his explanations of the relation of speech to the mind, divine or human, draw heavily from Stoics and Platonists. Philo appears to present contemporary Platonist, anti-Stoic arguments that mind is of a different nature than body. The way many human rights advocates frame the international norm against child, early, and forced marriage (CEFM) has shifted in the past decade. While CEFM has historically been framed as driven by poverty and underdevelopment, advocates have more recently discussed the problem with a feminist sexuality frame. What leads advocates to change their framing about an international norm? We build an argument that stresses how (a) the nature of the frame, (b) the characteristics of the advocates, and (c) the characteristics (...) of the discursive environment interact to determine whether and to what extent advocates will adopt an alternative frame. We use a multi-methods approach (machine-learning text analysis, process tracing, and interviews) to examine the process of frame adoption around an international norm. Our theoretical understanding of international norms requires a better grasp on the role of framing, especially framing among the very norm entrepreneurs that are critical to international norm diffusion. Questions about the function of consciousness have long been central to discussions of consciousness in philosophy and psychology. Intuitively, consciousness has an important role to play in the control of many everyday behaviors. However, this view has recently come under attack. In particular, it is becoming increasingly common for scientists and philosophers to argue that a significant body of data emerging from cognitive science shows that conscious states are not involved in the control of behavior. According to these theorists, nonconscious (...) states control most everyday behaviors. Andy Clark does an admirable job of summarizing and defending the most important data thought to support this view. In this paper, I argue that the evidence available does not in fact threaten the view that conscious states play an important and intimate role in the control of much everyday behavior. I thereby defend a philosophically intuitive view about the functions of conscious states in action. (shrink)

In this paper a new resolution to the gamer’s dilemma is presented. The first part of the paper is devoted to strictly formulating the dilemma, and the second to establishing its resolution. The proposed resolution, the grave resolution, aims to resolve not only the gamer’s dilemma, but also a wider set of analogous paradoxes – which together make up the paradox of treating wrongdoing lightly.

New uses of preimplantation genetic diagnosis to screen embryos prior to transfer raise ethical, legal, and policy issues that deserve close attention. Extensions for medical purposes, such as to identify susceptibility genes, late onset disease, and human leukocyte antigen matching, are usually ethically acceptable. Whether embryo screening for gender, perfect pitch, or other non-medical characteristics are also acceptable depends upon the parental needs served and the harm posed to embryos, children, and society. Although recent research suggests that women are underrepresented in philosophy after initial philosophy courses, there have been relatively few empirical investigations into the factors that lead to this early drop-off in women’s representation. In this paper, we present the results of empirical investigations at a large American public university that explore various factors contributing to women’s underrepresentation in philosophy at the undergraduate level. We administered climate surveys to hundreds of students completing their Introduction to Philosophy course and examined differences in (...) women’s and men’s feelings of belonging, comfort, and confidence in the philosophy classroom. We present findings suggesting various factors that contribute to women’s lower willingness to continue in philosophy compared to men’s, including perceptions about intuition-based methods in philosophy, the usefulness of the philosophy major, philosophy as a male discipline, and philosophical abilities as innate talents. We conclude by providing some suggestions for improving undergraduate philosophy courses in ways that would increase women’s willingness to continue in philosophy and may improve the courses for all students. In one respect this is hardly surprising, as no one is actually murdered within a computer game. A virtual murder, some might argue, is no more unethical than taking a pawn in a game of chess. However, if no actual children are abused in acts of virtual paedophilia (life-like simulations of the actual practice), does that mean we should disregard these acts with the (...) same abandon we do virtual murder? According to the Chinese military philosopher Sunzi, a military commander's actions must be “formless.” Ender Wiggin, in Ender's Game, displays this formlessness in the fact that when we try to analyze his actions we are left with a sense of confusion about his reasoning. Sunzi advocates tactics including strengthening the martial spirit of your own soldiers through rewards and punishments, targeting the enemy's martial spirit through tricks, exploiting their fear and anger to inspire or sap their abilities, and outwitting the (...) opponent through a mix of orthodox and unorthodox maneuvers. Sunzi stressed the importance of psychological self‐control, unfeeling and cold analysis driven by practical considerations, and adroit maneuvering of soldiers and formations on the battlefield. This chapter demonstrates how Ender's own military decisions can be illuminated by the writings of Sunzi and other seminal Asian philosophers like Confucius and Laozi. These are collected together with the more condensed accounts of his researches given in his Syllabus of a Proposed System of Logic an article on Logic contributed to the English Cyclopaedia. De Morgan was among the most distinguished of nineteenth century British mathematicians but is chiefly remembered today as one of the (...) founders of modern mathematical logic. His writings on this subject have been little read, however since apart from his Formal Logic, they lie buried for the most part in inaccessible periodicals. De Morgan's own later amendments are inserted in the text and the editorial introduction gives a summary of the whole and traces in some detail the course of the once-famous feud with Sir William Hamilton of Edinburgh. This book provides a clear and helpful overview of the philosophical core of the thought of Emmanuel Levinas, one of the most significant and interesting philosophers of the late twentieth century.

To address the underrepresentation of women in philosophy effectively, we must understand the causes of the early loss of women. In this paper we challenge one of the few explanations that has focused on why women might leave philosophy at early stages. Wesley Buckwalter and Stephen Stich offer some evidence that women have different intuitions than men about philosophical thought experiments. We present some concerns about their evidence and we discuss our own study, in which we attempted to replicate their (...) results for 23 different responses to 14 scenarios . We also conducted a literature search to see if other philosophers or psychologists have tested for gender differences in philosophical intuitions. Based on our findings, we argue that that it is unlikely that gender differences in intuitions play a significant role in driving women from philosophy. (shrink)

The rhetoric of algorithmic neutrality is more alive than ever-why? This volume explores key moments in the historical emergence of algorithmic practices and in the constitution of their credibility and authority since 1500. If algorithms are historical objects and their associated meanings and values are situated and contingent-and if we are to push back against rhetorical claims of otherwise-then the genealogical investigation this book offers is essential to understand the power of the algorithm. The fact that algorithms create the conditions (...) for many of our encounters with social reality contrasts starkly with their relative invisibility. More than other artifacts, algorithms are easily black-boxed. Rather than contingent and modifiable, they are widely seen as obvious and unproblematic-without context and without history. As an antidote, this volume keeps a clear focus on the emergence and continuous reconstitution of algorithmic practices alongside the ascendance of modernity. Its essays highlight the trajectory of an algorithmic modernity, one characterized by attitudes and practices that are best emblematized by the modernist aesthetic and inhuman efficacy of the algorithm. The volume moves from early modern algorithmic practices, centered on heuristics for arithmetic operations, emphasizing ruptures, shifts, and variations across times and cultures. By the age of Enlightenment, the term algorithm had come to signify any process of systematic calculation that could be carried out mechanically, but its meaning and implications are still distant from those familiar to us. It's in the nineteenth and twentieth century that the meaning of algorithm is sharpened through a new discipline and by adding sets of specific conditions-such as the condition of finiteness-which acquire new and crucial significance in the age of digital computing. In this paper we theorize that cognitive ethical orientations play an influential role in the beliefs of consumers when faced with different ranges of moral dilemmas. We examine this proposition in transitional Eastern Europe and results from a sample of 210 Romanian consumers suggest that Romanians are faced with a moral situation where low levels of Machiavellianism and high levels of idealism appear to relate to a higher ethical concern about passively benefiting at the expense of others.

This paper starts by considering an argument for thinking that predictive processing (PP) is representational. This argument suggests that the Kullback–Leibler (KL)-divergence provides an accessible measure of misrepresentation, and therefore, a measure of representational content in hierarchical Bayesian inference. The paper then argues that while the KL-divergence is a measure of information, it does not establish a sufficient measure of representational content. We argue that this follows from the fact that the KL-divergence is a measure of relative entropy, which can (...) be shown to be the same as covariance (through a set of additional steps). It is well known that facts about covariance do not entail facts about representational content. So there is no reason to think that the KL-divergence is a measure of (mis-)representational content. Recently, researchers have begun to empirically investigate the gender gap in philosophy and provide potential explanations for the underrepresentation of women in philosophy relative to their representation in other disciplines. This empirical research as well as research on the gender gap in Science, Technology, Engineering, and Mathematics fields has shed light on a priori, armchair explanations of the gender gap. For example, implicit bias and stereotype threat may contribute much less to the philosophy gender gap than previously thought. However, new (...) candidate contributing factors have emerged. Drawing on the theoretical resources concerning fixed mindsets in response to difficult tasks, a new theory suggests that practitioners in various fields, including philosophy, hold the belief that success in their fields requires natural brilliance. Further, the extent to which members of a field hold that belief predicts the diversity of the members of that field. Initial findings suggest that among the set of students who hold these beliefs, women are disproportionately disinterested in continuing in philosophy. Other hypotheses seem plausible, such as the idea that lay people hold gendered schemas about philosophy, but require more empirical support to be partial explanations. Future empirical research should focus on these plausible hypotheses, replications of previous findings, and investigating the effects of intersectionality within the gender gap. (shrink)

This article discusses the triage response to the COVID-19 delta variant surge of 2021. One issue that distinguishes the delta wave from earlier surges is that by the time it became the predominant strain in the USA in July 2021, safe and effective vaccines against COVID-19 had been available for all US adults for several months. We consider whether healthcare professionals and triage committees would have been justified in prioritising patients with COVID-19 who are vaccinated above those who are unvaccinated (...) in first-order or second-order triage. Given that lack of evidence for a correlation between short-term survival and vaccination, we argue that using vaccination status during first-order triage would be inconsistent with accepted triage standards. We then turn to notions of procedural fairness, equity and desert to argue that that there is also a lack of justification for using vaccination status in second-order triage. In planning for future surges, we recommend that medical institutions base their triage decisions on principles meant to save the most lives, minimise inequity and protect the public’s trust, which for the time being would not be served by the inclusion of vaccination status. This essay explores the correspondence between cinema and money through an investigation of what I call the 'financialization of the image.' Drawing from the tradition of psychoanalytic film criticism and the cinematic ontology of Gilles Deleuze, it argues that the 'camera-eye' and the 'brain-screen' are distinct modes of organizing cinematic perception in capital. Furthermore, it argues that Gilles Deleuze's understanding of the brain-screen is the most adequate mode of thinking of the organization of subjective vision within control societies and the (...) financialization of life itself.
