The literature addressing bias and fairness in AI models (fair-AI) is growing at a fast pace, making it difficult for novel researchers and practitioners to have a bird’s-eye view picture of the field. In particular, many policy initiatives, standards, and best practices in fair-AI have been proposed for setting principles, procedures, and knowledge bases to guide and operationalize the management of bias and fairness. The first objective of this paper is to concisely survey the state-of-the-art of fair-AI methods and (...) resources, and the main policies on bias in AI, with the aim of providing such a bird’s-eye guidance for both researchers and practitioners. The second objective of the paper is to contribute to the policy advice and best practices state-of-the-art by leveraging from the results of the NoBIAS research project. We present and discuss a few relevant topics organized around the NoBIAS architecture, which is made up of a Legal Layer, focusing on the European Union context, and a Bias Management Layer, focusing on understanding, mitigating, and accounting for bias. This article explores the role of ideological heritages—ideologies past—in the political discourse of the Third Way and points to the divergence between social democratic parties in their interpretation of change. The cases are New Labour and the Swedish SAP, cases that display important differences in interpretations of the knowledge economy and its implications for social change. The people’s library and the electronic workshop, as the metaphors the parties use to describe the knowledge economy, contain different future visions, and echo politics (...) of the past. The people’s library plays on the historical Swedish notion of a people’s home, whereas the electronic workshop draws on a British past of industrial progress and capitalist entrepreneurship, values that have been placed at the heart of New Labour debates on welfare state change. The aim of the article is to present the results of research conducted as part of the project Polonica Philosophica Orientalia: namely, to give an overview of the most important logical and metaphysical treatises written in Vilnius between the sixteenth and eighteenth centuries that are currently accessible in some of the Vilnius libraries. Although the research focused primarily on the Vilnius University Library and its resources, some interesting results were also obtained while researching the Wróblewski Library of the Lithuanian (...) Academy of Sciences. Most sources containing information about the state and the nature of metaphysical and logical investigations conducted in Vilnius during the period discussed are the manuscripts of lecture courses delivered for the students of Vilnius University and other schools. The analysis of those manuscripts has revealed a strong and long-lasting influence of scholastic Aristotelianism in both logic and metaphysics. Namely, up to the mid-eighteenth century, the main questions discussed in logic were Aristotelian syllogism, the square of opposition and the medieval topics of semantical antinomies, modalities and supposition theory, while investigations into metaphysical issues were limited to commentaries on Aristotle’s theoretical treatises without seriously questioning their main theses. In the second part of the eighteenth century, a moderate shift towards subjectivism and psychologism was observed in both of these disciplines. This was influenced by modern epistemologists. Logicians and metaphysicians of Vilnius University developed an interest in the topics of human understanding and cognition. However, this shift did not take a radical form – while the majority of eighteenth-century authors sought a combination of scholastic and modern ideas, a critical and even hostile stance towards modern philosophy and science is still noticeable in many of the analysed sources. An overview of the research supported by statistical data is followed by some preliminary remarks on how and where investigation of this topic might be continued in the future. (shrink)

As an answer to the humanistic, socially oriented critique of the information-processing paradigms used as a conceptual frame for library information science, this article formulates a broader and less objective concept of communication than that of the information-processing paradigm. Knowledge can be seen as the mental phenomenon that documents (combining signs into text, depending on the state of knowledge of the recipient) can cause through interpretation. The examination of these “correct circumstances” is an important part of information science. This (...) article represents the following developments in the concept of information: Information is understood as potential until somebody interprets it. The objective carriers of potential knowledge are signs. Signs need interpretation to release knowledge in the form of interpretants. Interpretation is based on the total semantic network, horizons, worldviews, and experience of the person, including the emotional and social aspects. The realm of meaning is rooted in social-historical as well as embodied evolutionary processes that go beyond computational algorithmically logic. The semantic network derives a decisive aspect of signification from a person’s embodied cultural worldview, which, in turn, derives from, develops, and has its roots in undefined tacit knowledge. To theoretically encompass both the computational and the semantic aspects of document classification and retrieval, we need to combine the cybernetic functionalistic approach with the semiotic pragmatic understanding of meaning as social and embodied. For such a marriage, it is necessary to go into the constructivistic secondorder cybernetics and autopoiesis theory of von Foerster, Maturana, and Luhmann, on the one hand, and the pragmatic triadic semiotics of Peirce in the form of the embodied Biosemiotics, on the other hand. If we are looking for an Ur-explanation for the persistence of the Ur-myth, or any other myth, in our literature, could we not more directly find it in the structure of a mind which does not have to remember in order to imitate? The occasion of both myth and literature is the social life of the species which, in Starobinski's sense, is a history of continual eviction; but as regards the apparatus of thought by which this social life is reflected (...) in art it is more a history of assimilation and repetition. "The work of the brain," to cite a recent article in Scientific American, "is to create a model of a possible world rather than to record and transmit to the mind a world that is metaphysically true…Different worlds are presumably constructed by similar species."1 And, presumably, similar worlds are constructed by similar species. Purpose The purpose of this paper is to describe and explore the current state of internet regulation through content filters in Swedish public libraries. Design/methodology/approach Data was collected through an electronic survey directed to library managers of Sweden’s 290 main municipal libraries. 164 answers were returned, yielding a 57% response rate. The analysis comprises descriptive statistics for quantitative data and an activity theory approach with focus on contradictions for qualitative counterparts. Findings In total, 33% of the responding (...) libraries report having content filters; 50% have not; and a surprising 18% do not know. There is a strong correlation between internet misuse and positive attitudes towards filters, and, reversely, between lack of misuse and lack of active stances concerning filters. Rather than seeing this as weakness, the authors suggest that there is strength in a context-bound flexibility open to practical experience and weighting of values, ethics, legislation and local circumstances. More troublesome indications concern the high deferral of decision-making to local authorities (municipalities) whereby libraries are left with limited insight and influence. Research limitations/implications The situation calls for professional organisations to address political mandate questions, and educational programs to strengthen future information professionals’ knowledge of IT in general; filter issues in specific; and local authority decision-making. The study highlights the need of adequate information professional competences and mandates to decide on and oversee internet regulation. Originality/value To the best of the authors’ knowledge, this is the first internationally published study on content filters in Swedish public libraries. (shrink)

The COVID-19 pandemic has forced libraries to shift their service-delivery model online, infiltrating countless interactions–from storytime to reference questions to social groups–into digital mediation, typically by third-party platforms outside the library’s control, generating mineable, persistent digital traces. One community particularly vulnerable to the impacts of surveillance is the queer community, where an outing, at least in the United States, imposes a potential loss of housing and employment and may subject the outed person to violence. Libraries–particularly public and school (...) libraries–have once again become sites of conflict and resistance, with queer people and materials increasingly coming under attack both physically and legally. A primary shield by which libraries try to protect their patrons from such attacks is “privacy.” Librarians, as professionals, proclaim a commitment to privacy embedded in such documents as the American Library Association’s Library Bill of Rights and the International Federation of Library Associations and Institution’s Statement on Privacy in the Library Environment. However, these ideals exist in broader systems–including legal and cultural structures–which constrain and complicate abstract commitments to privacy. This article examines the challenges of queer digital privacy within libraries in the United States, focusing on the polysemous, boundary-crossing nature of queerness, the digital and the material, privacy, and libraries (as both concepts and institutions). In particular, this article demonstrates how binary-bound, individual-rights-oriented legal approaches to privacy have arisen, and been mediated, by cis-heteronormative patriarchal values and how the sociotechnical materialities in which they occurred (such as paper-based recordkeeping) are fundamentally incompatible with queer privacy needs. In the fall of 1869, the first of eight students set off from the tiny Sadowara Domain in southeastern Kyushu to pursue study in America and Europe. Overshadowed by more famous peers from other domains, the Sadowara students have been all but forgotten, and their lives abroad remain an untold story. Yet they played an important role in the early development of Japanese studies in the United States. Enrolling at diverse institutions mostly in the Northeast, six of the students came (...) to form a close relationship with Yale’s university librarian, a philologist named Addison Van Name. Inspired by his new friends to study the Japanese language, within a year Van Name was offering America’s first college course in Japanese, and he quickly began to produce scholarship on Japan and its language, literature, and history. By the mid-1870s, the Sadowara students had returned to their home country, where their subsequent careers constituted a microcosm of the paradox and transformation of the early Meiji period. Van Name maintained contact with his Japanese friends, and through this long-distance relationship succeeded in building America’s first significant Japanese library collection: a 3,000-volume collection of Edo and early Meiji titles that still survives today. In this paper I argue that the rationality of law and legal decision making would be enhanced by a systematic attempt to recognize and respond to the implications of empirical uncertainty for policy making and decision making. Admission of uncertainty about the accuracy of facts and the validity of assumptions relied on to make inferences of fact is commonly avoided in law because it raises the spectre of paralysis of the capacity to decide issues authoritatively. The roots of this short-sighted (...) view are found in primitive mechanical models of relationships in the empirical and social world – those of objective causality and determinism. Insofar as it is believed that if we had sufficient data a clear and unequivocal answer would be available to each question, admission of uncertainty is seen as a sign of insufficiency, incompetence, impotence, and is avoided whenever a decision that must be seen to be based on valid reasons, cannot be avoided. Avoidance of some decisions, duplicity in others, is the result. -/- Decision-making must be restructured to recognize the provisional and context-bound validity and relevance of the models we use to conceptualize and order our understanding of phenomena, and to utilize this awareness as an instrument in the production of legal policies and decisions that will be authoritative precisely because they are honestly accurate and socially responsible. The paper makes a start on such a re-structuring of the legal process by exploring the implications of the observation that if law is to be “just”: 1) legal policy must be based on accurate information and rationally related to social goals; and 2) decisions applying policy to individual fact situations must be based on assumptions that are both relevant and accurate. -/- Reasons for determinations of fact must be given, otherwise the presumption that the trier of fact is “reasonable” is an unconditional licence to use private modes of logic and theories of social and natural science. What is not disclosed cannot be challenged on grounds of invalidity or irrelevance. -/- Use of “objective validity” as a standard to evaluate conclusions made by the trier of fact in contentious cases would only serve to beg all important questions by concealing: 1) fundamental normative conflict, and 2) the limited nature and applicability of many validity claims. -/- Our use of the phrases “undue risk,” “public interest,” “reasonable,” and “necessary,” reflects the weight we choose to give conflicting social values and goals when we must make decisions in relative ignorance of all the consequences. “Objective criteria” are of limited utility in legal decision-making because their social meaning is derivative. Policy generation in the absence of any coherent conceptual-normative framework, use of vague terminology in legislation stating policy, and the absence of rational means to distinguish between individual cases to which decision-makers are required by law to apply policy, make it inevitable that many legal “decisions” made in the guise of determinations of objective fact, are charades, an arbitrary, capricious, intuitive, subjective (and thus private) use of public decision-making power. -/- Law must alter its aspirations and recognize that rational decision-making is a process that can occur only within parameters set by present knowledge and societal preference structures. Only by working with the constraints imposed by these parameters is it possible to achieve “just” decisions. Where no rational basis for differentiating cases exists, “individualized justice” must be avoided and public policy articulated in law applied uniformly to all cases in a class. The terms “reasonable” and “necessary,” used to describe policy and its consequences for specific cases, must be understood to represent provisional societal assessments, attempts to implement societal preference structures in the face of limited knowledge. Scholars see Israel as a settler state, comparable with North American, South African and Oceanian cases. But how was Jewish settlement-colonization in pre-Israel Palestine even possible? In the North American, Oceanian and South African cases, European settlers did not encounter diseases like malaria that scholars argue impede settlement. Palestine, however, had high malaria morbidity rates. The disease incapacitated and killed settlers and was one of the most serious threats to Jewish settlement and political economic development. I argue that the (...) exigencies caused by malaria are exactly what fostered Jewish settlement-colonization in Palestine because they prompted the formation of socio-technical arrangements in order to combat the disease. These arrangements included, among other things, people, organizations, scientific knowledge, procedures and larvicides as well as considering the agency of mosquitos and other elements in the environment in disrupting settlement. These arrangements were marshalled by medical-national and political institutions that developed to combat malaria. Only then were Jewish settlers able to effectively colonize Palestine, make their colonies economically viable and make Palestine habitable for future Jewish immigrants. I demonstrate this argument by drawing on archival and library materials that describe the work of an important Zionist Malaria Research Unit (MRU) as well as malaria control efforts in Hefer Valley in the 1930s–1940s, after the unit’s disbandment. Then, I discuss the theoretical implications of this paper to settler-colonial and state-building literatures that, for the most part, neglected the socio-technical nature of state-building and settlement. The John Rylands Library’s recently rediscovered Spencer Album 8050 contains a proof state of the Battle of the Romans and the Sabines, an engraving pivotal in the short-lived but ambitious collaboration between Jacopo Caraglio and Rosso Fiorentino in Rome. This proof impression was first printed in black ink, and then densely covered with hand-drawn ink. A comparison between the new proof state and previously identified states of the engraving using a novel technical approach involving long-wave infrared light to (...) isolate the printed lines optically indicates that the Spencer proof state precedes any other known state of the engraving. The use of penwork and printing on this early proof and subsequent proof states demonstrates how Caraglio and Rosso saw drawing and printing as intimately connected, iterative steps in the print’s production. Three issues related to Feldman and Levin's treatment of biological variability are discussed. We question the usefulness of the indirect component of δλ. We suggest that trade-offs between speed and accuracy in aimed movements support identification of δλ, rather than λ, as a control variable. We take issue with the authors' proposal for resolving redundancy in multi-joint movements, given recent data.

Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. As a part of user experience, user emotion has rarely been studied in mobile libraries. Specifically, with the proposed emotional model in combination with the Pleasure-Arousal-Dominance Emotion Model and the Five Factor Model, we evaluate user emotions on the mobile library’s three IS features. An experience procedure with three tasks has been designed to collect data. 50 participants were enrolled, and they were asked to fill in questionnaires right after the experience. The correlations among the PAD emotions were examined. (...) Specifically, users have a low perception of pleasure, high perception of arousal, and low perception of dominance. However, these three emotional states were not always significantly correlated with each other. This study extends mobile library research by focusing on users’ emotional experience. Specifically, the detailed PAD emotions have been examined. This study provides a new approach for application developers and managers to evaluate the user experience of an application. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Walking the Bodhisattva Path/Walking the Christ PathU.S. Conference of Catholic BishopsCatholics and Buddhists brought together by Dharma Realm Buddhist Association, the San Francisco Zen Center, and the United States Conference of Catholic Bishops (USCCB) met 20-23 March 2003 in the first of an anticipated series of four annual dialogues. Abbot Heng Lyu, the monks and nuns, and members of the Dharma Realm Buddhist Association hosted the dialogue at the (...) City of Ten Thousand Buddhas in Talmage, California. The community had transformed their Confucius Hall into a chapel, with a large, newly constructed wooden cross on a wall above an altar facing out from a raised platform, so the Catholic delegation would have a space for worship. A special poster announcing the theme of the conference, "Walking the Bodhisattva Path/Walking the Christ Path," showing a Buddhist dharma wheel at one foot of a bridge and a Celtic cross at the other foot, had been created by the hosting community.The daily schedule for the dialogue did not interfere with the monastic routine at the City of Ten Thousand Buddhas, which included early morning chanting (4:00-5:00 am), daily rituals in the Buddha Hall, and the single large meal for monastics before noon to which all participants were invited. Catholics and Buddhists meeting in the dialogue began each day with an optional forty-five minutes of quiet sitting together in the monastery meditation hall, each following their own form of meditation and prayer. There was a Eucharist on Friday and Saturday evenings for the Catholics and to which the Buddhists were invited, and additional meals of breakfast and supper throughout the meeting at the City's Jyun Kang Restaurant.Fourteen Buddhists and fourteen Catholics participated in the formal discussions. Each participant spoke on what it means to them to follow Christ or the way of the Bodhisattvas or enlightened beings. In addition to speaking, each participant distributed a short passage, usually from a traditional text, on this topic. Several passages from Master Dogen's Shobogenzo and the Gospel of John were among those shared by the group. Other passages shared were taken from the Avatamsaka Sutra and the Shurangama Sutra and from the other gospels and the writings of Zen master HakuinZenji, the Dalai Lama, Korean Zen Master I-sahn Hye-yeon, the teachings of Master [End Page 247] Hsuan Hua, Shantideva, Origen, St. Ignatius, St. Benedict, the author of The Cloud of Unknowing, St. John of the Cross, and Chiara Lubich. A minute of silence separated the fifteen-minute segments for each presentation. With so large a group, most of the time in the formal sessions involved listening to series of presentations; however, during discussion periods the participants asked several challenging questions of one another.Some participants noted the tension they felt between belonging to a particular religious group and the need to let go of any consequential narrowness. The goal of the discussion was to promote understanding of the differences and similarities between Christianity and Buddhism. At one point, the participants noted several concerns about mutual enrichment: whether Buddhist methods can be separated from Buddhism and Christian methods from Christianity, and what specific aspects of Christian practice truly enrich Buddhists and which Buddhist practices likewise enrich Christians. Several times participants discussed their understanding of terms such as transformation, grace, the incarnation and the passion of Jesus, discernment of spirits, prayer, Buddha-nature, and related terms. There was consensus that Buddhists and Catholics can practically help one another regarding mental cultivation and religious precepts. They expressed this consensus in their choice of the topic forthe next dialogue, "Transformation of Hearts and Minds: Chan/Zen-Catholic Approaches to Precepts."The group agreed to reconvene in 2004 to respond to six presentations, three from each side, on different aspects of this topic.Chairing the sessions were Rev. Heng Sure for the Dharma Realm Buddhist Association, Rev. Taigen Dan Leighton for the San Francisco Zen Center, and Bishop John Webster for the United States Conference of Catholic Bishops.
