Il a paru utile de revenir sur le sujet pour en revoir certains aspects (statut de Lykosoura au moment du synécisme (...) et absence de Despoina dans les sources écrites avant l’époque hellénistique), et pour cerner le caractère problématique de l’hypothèse qui sous-tend l’article, ce que suggérait déjà le point d’interrogation à la fin de la proposition affirmative du titre. The paper provides a deeper insight into institutionally given opportunities for and limitations to reflexive, dialogue-centered, and risk-sensitive knowledge exchange between scientific experts and agro-political decision makers, especially under the conditions of a significant degree of complexity, far-reaching uncertainties and potential impacts. It focuses on the practical orientations, guiding expectations and selection criteria shaping expertise in processes of science policy consulting. In doing so, two perspectives will be discussed: first the orientation of the knowledge production process by different concepts of (...) ‘‘usable knowledge.’’ Second, the influence of specific constellations on different stages of the political process, which shape the institutional conditions for the transfer and the use of scientific knowledge within the policy consulting process. Both perspectives help to come to a closer understanding of the demanding and very heterogeneous process of science policy consulting, which - if successful - leads to the interactive production of a very special form of ‘‘orientational knowledge.’’. In this qualitative meta-analysis, I analyze corporate irresponsibility as an emergent organizational process. Organizations enacting irresponsible practices rely not only on a particular form of a process path, but on how this process path evolves within the organization. To achieve a better understanding of this process path, I conducted a qualitative meta-analysis drawn from 20 published cases of irresponsible organizations. I explore how and under which conditions irresponsible behavior of organizations arises, develops, and changes over time. The process path of (...) corporate irresponsibility relies on the interaction of multiple levels of analysis and its temporal occurrence, resulting in either path dependency or path creation. Based on the empirical findings of the evolving phenomena, this study focuses on three phases of corporate irresponsibility: institutionalization, problematization, and adaptation. The process of corporate irresponsibility can take two distinct paths, the reactive, and the proactive. This study contributes to the corporate irresponsibility literature by offering new insights into, first, a processual and more interactional approach to corporate irresponsibility that accounts for interdependencies on the different levels of each phase, and second, the self-reinforcing mechanisms and explanatory patterns of corporate irresponsibility leading to path dependency or path creation. Jean-Luc Nancy is a prolific thinker, not only because of an abundant body of work—more than a hundred titles—but also and above all because his thought, in the form of an opening, encourages and invites us to think what he himself has not put into question. So it is with the category of “milieu”. This category, of which Georges Canguilhem in his time marked the contemporaneity, is more relevant today than ever. It enables us to think differently about our world, (...) and about what makes the world our world. Who makes the “we,” when we think through the “milieu”? How can we think from the relationship first and not from a primordial subject? How, therefore, can we think of another subjectivity, beyond the reflexive subjectivity of the human? The United States, unlike all other industrialized nations, does not have a comprehensive public system for financing health care. Nevertheless, the magnitude of America's public health care financing effort is remarkable. Of the one trillion dollars the United States spent on health care in 1996, almost half, $483.1 billion, was spent by public programs. In 1995, Medicare—our social insurance program for persons over sixty-five and the long-term disabled—overed 37.5 million Americans; Medicaid—our program for indigent elderly and disabled persons and indigent (...) children and their families—covered 36.3 million. In 1996, Medicare and Medicaid spent $203.1 and $147.7 billion, respectively. The payment policies of these massive public health care programs have a profound effect on the provision of health care.Many of the recipients of Medicare and Medicaid suffer pain. In 1994, 376,200 Americans over age sixty-five died of cancer. Virtually all of these would have been Medicare recipients, and as many as 70 percent of them died in unrelieved pain. Nearly four million Americans over sixty-five endured the pain of inpatient surgery in 1995, again nearly all of whom were Medicare recipients. (shrink)

Adorno once called _Klangfiguren_, or "sound figures"—resonate with heightened intensity during the period of modernity that extends from early German Idealism to the Critical Theory of the Frankfurt School. The current chapter discusses on the place of values in a world of politics: personality, motivation, and ideology. There are similarly daunting questions of a political or philosophical nature. If it is the case that value pluralism—if not outright conflict—is inevitable, what are the implications for democratic and related forms of governance? Though each of its four constituent essays has received scholarly attention in itself, Hume?s Four Dissertations (1757) has received virtually no consideration from scholars as a unified whole. This article offers such an assessment, and argues that two crucially Humean themes link the four texts. First, they show the applicability of Hume?s theory of the passions to a wide range of questions: to the philosophy of religion, to psychology, and to aesthetics. Second, they show Hume grappling with the tension between (...) his iconoclastic religious skepticism and his valorization of tolerant and sociable exchange between thinkers with differing views. We have just completed an exhausting nine‐month debate on the future of the Affordable Care Act. I see this debate as having ended—as of this writing—in a draw. After months of repeal efforts, Republicans in the House barely passed in early May, with a 217‐to‐213 margin, the American Health Care Act, which would have significantly amended the ACA. Republicans in the Senate spent the summer trying to arrive at amendments to the AHCA that could attract fifty of their fifty‐two votes, (...) but in the end, the clock ran out on their opportunity to enact an amendment without Democratic input. With this legislative failure, we appear to be in a stalemate. The Affordable Care Act remains in place as the law of the land, but the Trump administration seems committed to at best condemning the ACA to malign neglect and at worst actively undermining it at every opportunity. Given the political stalemate, the time is right to reassess the deeper issues at stake and ponder the prospects for a considered compromise on health reform. (shrink)

A number of studies have demonstrated pragmatic language difficulties in people with Schizophrenia Spectrum and Other Psychotic Disorders. However, research about how people with schizophrenia spectrum and other psychotic disorders understand scalar implicatures is surprisingly rare, since SIs have generated much of the most recent literature. Scalar implicatures are pragmatic inferences, based on linguistic expressions like some, must, or, which are part of a scale of informativeness. Logically, the less informative expressions imply the more informative ones, but pragmatically people usually (...) infer that the presence of a less informative term implies that the more informative term was not applicable. In one of the few existing studies with people with schizophrenia spectrum and other psychotic disorders, Wampers et al. observed that in general, people with schizophrenia spectrum and other psychotic disorders were less likely to derive SIs than controls. The current study has three main aims. First, we want to replicate the original finding with the scalar terms some-all. Second, we want to investigate how these patients deal with different scalar terms, that is, we want to investigate if scalar diversity is also observed in this clinical group. Third, we investigate the role of working memory, often seen as another important mechanism to enable inferring SIs. Twenty-one individuals with a psychotic disorder and 21 matched controls answered 54 under-informative statements, in which seven different pairs of scalar terms were used. In addition, working memory capacity was measured. Patients with schizophrenia spectrum and other psychotic disorders did not make more logical interpretations when processing quantifiers, disconfirming Wampers et al.. However, certain scalar scales elicited more pragmatic interpretations than others, which is in line with the scalar diversity hypothesis. Additionally, we observed only partial evidence for the role of working memory. Only for the scalar scale and-or, a significant effect of working memory was observed. The implications of these results for patients with schizophrenia spectrum and other psychotic disorders are discussed, but also the role of working memory for pragmatic inferences, as well as the place of SIs in experimental pragmatics. In this paper we try to answer the question whether diffusion is a possible mechanism to explain mesoderm induction in Amphibians. First the embryological data are discussed and a hypothesis for mesoderm formation is set forth. The blastula being essentially a hollow sphere, we assume that the induction mechanism in an embryo at the blastula stage can be simulated by diffusion-reaction processes on spherical surfaces. A model is constructed for the simple case when the source is held constant with respect (...) to time, the decay proportional to the concentration and the diffusion coefficient a constant, From simulation we find a (best) value for the decay constant to be 6 × 10–5/sec and for the diffusion constant to be 0.24 × 10– 6 cm2/sec. The relation between the parameters is derived from an analytic solution for the diffusion process on a spherical surface with a continuously producing point source and the concentration proportional to the decay. The form and regulative properties of the steady concentration gradient are discussed. (shrink)

Die Beschäftigung mit Oetingers Werk ist auch wegen Unübersichtlichkeit und seiner ausufernden Bezugnahmen eine schwierige Sache. Aber manche gute bibliographische Vorarbeit existiert (BGP I). Editorisch ist ein Grundwerk Oetingers durch einen der beiden Verfasser vorliegender Bibliographie in nicht wieder erreichter Qualität präsentiert (TGP VII.1,1-2). Und monographisch hat der andere Autor der nun gültigen Oetinger-Bibliographie dessen Werk erschlossen (AGP 27). Die Notwendigkeit einer annotierten Bibliographie war offenkundig. Sie präsentiert übersichtlich gestaltet 167 gedruckte Werktitel in knapp 1.000 Ausgaben, und zwar sowohl chronologisch (...) als auch in einer Systematik, die Zusammenhänge offenlegt. Neueste Forschungsergebnisse und Entdeckungen werden dokumentiert. So wurde etwa eine Fülle unbekannter Oetinger-Drucke aufgespürt. Dabei erwiesen sich Genealogie und Netzwerkanalyse als effektive Methoden auch bei der Identifikation und Verortung wenig bekannter Autoren. Falsche Titelwiedergaben oder Autorenzuweisungen konnten so beseitigt werden. 29 Exkurse zu editorischen, genealogischen Fragen aus den Gebieten Theologie, Philosophie, Germanistik, Hermetik und Naturwissenschaften machen dieses Werk zu einer Fundgrube des 18. Jahrhunderts und seiner Wirkungsgeschichte. Fünf umfangreiche Register erschließen das Ganze. Diese Bibliographie wird zu einem unerlässlichen Hilfsbuch für die Pietismusforschung wie auch für die Wissenschafts- und Kulturgeschichte der (Frühen) Neuzeit. (shrink)

In many scientific fields, today’s practices of empirical enquiry rely heavily on the production of images that display the investigated phenomena. And while scientific images of phenomena have been important for a long time, what is striking now is that scientists have found ways to visualize such widely different types of phenomena. In the past twenty or thirty years, we have become accustomed to seeing images of galaxies, of cells, of the human brain but also of blood flow or of (...) turbulent fluids. This success in making images relies first on the set of imaging devices that have flourished in the twentieth century, instruments such as radio-telescopes, electronic microscopes, MRI and many more. The connotations attached to the concept of 'risk' have changed over the last several decades. In particular, the image of risk, at least in the word's most economically advanced countries, has turned from predominantly positive to highly critical. A sociological look at this historic change reveals the emergence of a plurality of risk definitions that can be attributed to different risk cultures. We can distinguish risk cultures by their proximity to the dominant social practice of risk taking ; namely risk (...) cultures belong either to the centre or the periphery of society. Social movements that resist risky technologies are examples of a peripheral risk culture. Due to a certain concept of social community their perception of risk differs fundamentally from that of the centre. In addition, cultural variation across countries leads to different representations of risk-avoidance in social movements. This contribution illustrates these differences by comparing the American and German anti-nuclear movements. (shrink)

Partant de l’époque du positivisme, il retrace dans un premier temps l’évolution globale des positions académiques sur la science et son autorité pour identifier les principaux arguments qui, en philosophie, histoire et sociologie des sciences, ont contribué à affaiblir l’autorité de la science en société. Dans un second temps, il propose une approche inspirée de celle de Popper pour montrer que l’autorité de la science peut (...) se bâtir graduellement, en partant du niveau observationnel pour se transmettre aux autres strates de la connaissance scientifique. En sciences biomédicales, diverses techniques d’imagerie permettent l’exploration d’organismes vivants, aussi bien pour le diagnostic que pour l’expérimentation. En se penchant sur l’une d’entre elles, la scintigraphie, on montre que l’utilisation d’un instrument complexe revêt toujours un caractère expérimental, même lorsque l’on entend l’utiliser à des fins d’observation diagnostique. La liste des tests qui sont à entreprendre sur la machine à diverses échelles de temps démontre que les chercheurs ne peuvent jamais l’utiliser en lui accordant leur confiance de manière inconditionnelle. This “Legal Solutions in Health Reform” paper identifies and analyzes the legal issues raised by health insurance exchanges. Like all Legal Solutions papers, it does not purport to provide a concrete proposal as to how health insurance exchanges should be organized or even whether they should play a role in health care reform. Rather, it attempts simply to describe the legal issues that health insurance exchanges raise, and to propose alternative solutions to legal problems where useful. More specifically, it analyzes (...) and offers alternative solutions to the legal problems raised by proposals to establish insurance exchanges by the federal government, by state governments, and by private entities or associations. Because the focus of this project and paper is on legal issues, discussion of policy and design issues is attenuated. Nevertheless, some attention to policy issues is unavoidable because law is the realization of policy. (shrink)

The Affordable Care Act is an essential first step toward making health insurance more affordable for lower and moderate income Americans. It has accomplished historic reductions in the proportion of Americans who are uninsured. The number of Americans reporting delaying medical care for financial reasons has declined by approximately one-third since 2010. Medicaid expansions, in particular, have significantly reduced financial burdens and accompanying anxieties experienced by low-income Americans in states that have embraced this opportunity. Consistent with these finding, one recent (...) analysis of credit report data finds that Medicaid expansion was associated with between a $600 and $1000 decline in collection balances among individuals who gained coverage. Notwithstanding these gains, premiums and cost-sharing are still too high for many Americans. And cost-sharing has continued to edge higher for the majority of Americans who have coverage through employer-based plans. Measures to address these challenges must build on the ACA to provide greater protection to millions of Americans and to address continued dissatisfaction with our health care financing system among middle-income Americans. The last year, June 1992 through September 1993, has seen a great deal of ferment with respect to access to and financing of health care in the United States. The elections of 1992 portend dramatic changes in the American health care system, and vigorous debate regarding both expansion of access to health care and transformation of the health care financing system is taking place at the federal and the state levels. In fact, however, the time period covered here produced remarkably (...) few changes in the law, particularly at the federal level. The one piece of Medicare and Medicaid legislation passed by Congress in the fall of 1992, H.R. 11, was vetoed by President Bush immediately after the election. The Omnibus Budget Reconciliation Act of 1993 contained a host of minor adjustments to the Medicare and the Medicaid programs, but only the Medicaid asset transfer provisions and extensions to the self-referral provisions of the fraud and abuse laws, discussed below, are of import to us.
