The paper provides a deeper insight into institutionally given opportunities for and limitations to reflexive, dialogue-centered, and risk-sensitive knowledge exchange between scientific experts and agro-political decision makers, especially under the conditions of a significant degree of complexity, far-reaching uncertainties and potential impacts. It focuses on the practical orientations, guiding expectations and selection criteria shaping expertise in processes of science policy consulting. In doing so, two perspectives will be discussed: first the orientation of the knowledge production process by different concepts of (...) ‘‘usable knowledge.’’ Second, the influence of specific constellations on different stages of the political process, which shape the institutional conditions for the transfer and the use of scientific knowledge within the policy consulting process. Both perspectives help to come to a closer understanding of the demanding and very heterogeneous process of science policy consulting, which - if successful - leads to the interactive production of a very special form of ‘‘orientational knowledge.’’. A few years ago, a manuscript by Jost Bürgi (1552–1632) was brought to scholarly attention, which included an ingenious sine calculation method. The purpose of this paper is to discuss two aspects of this manuscript. First, we wish to improve the current understanding of Bürgi’s method of sine calculation, especially with respect to the calculation of sines at a resolution of 1 min. Second, we wish to suggest a possible transfer of knowledge between India’s Kerala School of mathematical astronomy (...) and Bürgi. The evidence for the latter seems to be stronger than the evidence for other available case studies, but still revolves mainly around analogies, and can therefore not be considered as conclusive proof of transmission. The rich conceptual and experiential relays between music and philosophy—echoes of what Theodor W. Adorno once called _Klangfiguren_, or "sound figures"—resonate with heightened intensity during the period of modernity that extends from early German Idealism to the Critical Theory of the Frankfurt School. This volume traces the political, historical, and philosophical trajectories of a specifically German tradition in which thinkers take recourse to music, both as an aesthetic practice and as the object of their speculative work. In the 1980s, philosophical, historical and social studies of science underwent a change which later evolved into a turn to practice. Analysts of science were asked to pay attention to scientific practices in meticulous detail and along multiple dimensions, including the material, social and psychological. Following this turn, the interest in scientific practices continued to increase and had an indelible influence in the various fields of science studies. No doubt, the practice turn changed our conceptions and approaches of science, but (...) what did it really teach us? What does it mean to study scientific practices? What are the general lessons, implications, and new challenges? This volume explores questions about the practice turn using both case studies and theoretical analysis. The case studies examine empirical and mathematical sciences, including the engineering sciences. The volume promotes interactions between acknowledged experts from different, often thought of as conflicting, orientations. It presents contributions in conjunction with critical commentaries that put the theses and assumptions of the former in perspective. Common wisdom holds that communication is impossible when messages are costless and communicators have totally opposed interests. This article demonstrates that such wisdom is false. Non-convergent dynamics can sustain partial information transfer even in a zero-sum signalling game. In particular, I investigate a signalling game in which messages are free, the state-act payoffs resemble rock–paper–scissors, and senders and receivers adjust their strategies according to the replicator dynamic. This system exhibits Hamiltonian chaos and trajectories do not converge to equilibria. This persistent (...) out-of-equilibrium behaviour results in messages that do not perfectly reveal the sender's private information, but do transfer information as quantified by the Kullback–Leibler divergence. This finding shows that adaptive dynamics can enable information transmission even though messages at equilibria are meaningless. This suggests a new explanation for the evolution or spontaneous emergence of meaning: non-convergent adaptive dynamics. (shrink)

Cooperation and the allocation of common resources are core features of social behavior. Games idealizing both interactions have been studied separately. But here, rather than examining the dynamics of the individual games, the interactions are combined so that players first choose whether to cooperate, and then, if they jointly cooperate, they bargain over the fruits of their cooperation. It is shown that the dynamics of the combined game cannot simply be reduced to the dynamics of the individual games and that (...) both cooperation and fair division are more likely in the combined game than in the constituent games taken separately. Mutational robustness facilitates evolutionary innovations. Gene duplications are unique kinds of mutations, in that they generally increase such robustness. The frequent association of gene duplications in regulatory networks with evolutionary innovation is thus a special case of a general mechanism linking innovation to robustness. The potential power of this mechanism to promote evolutionary innovations on large time scales is illustrated here with several examples. The objective of this survey was to assess the extent to which nurses encounter and identify dilemma-generating situations in the light of the publication and circulation of the Israeli code of ethics for nurses in 1994. The results are being used as a basis for a programme aimed at promoting nurses' decision-making skills in coping with ethical dilemmas. In this era of major advances in medicine, the nurse's role as the protector of patient rights may bring about conflicts with physicians' (...) orders, with institutional policies, or with patients' families. Nurses will then become confronted with ethical and moral dilemmas. A nationwide survey was carried out to identify and describe the ethical conflicts with which nurses in Israel are confronted in the course of their work. A third of the enumerated dilemmas were encountered by more than 50% of the nurses. The major determinant influencing encounters with dilemmas, as perceived by the participating nurses, was their work setting, namely, the hospital versus the community. It was shown that nurses seek support mainly among their peers, they are barely familiar with the Israeli Code, and they consider their own families as the predominant factor in shaping their ethical attitudes. This chapter offers an essay on the evolution of evolvability. It investigates the most frequently cited arguments against the possibility that the evolution of evolvability might be the result of selection favoring more evolvable genotypes. The chapter argues that all these arguments have not been rigorously analyzed by their proponents, and are thus a self-inflicted blind spot in evolutionary biology, and indicates that there are no deep conceptual obstacles for population genetic theory to explain the evolution of evolvability. The first theory of confirmation that Carnap developed in detail is to be found in "Testability and Meaning". In this paper, he addressed the issue of a definition of empiricism, several years after abandoning the quest for a unique and universal logical framework supposed to be the basis of a clear distinction between the meaningful sentences of science and the pseudo-sentences of metaphysics. The principle of tolerance (according to which everyone is free to build up his own form of language (...) as he wishes) had been adopted near the end of 1932, at a time when it was already obvious to Carnap that a strictly verificationist criterion of meaning was inadequate. He therefore considered a variety of empiricisms and a variety of choices for the language of science. As Carnap put it, "there are many different possibilities in framing an empiricist language" and, correspondingly, several degrees of liberalization of the criterion of meaning. It was in this context that Carnap provided both a logical (syntactical) and an empirical analysis of confirmation (and of testing), before distinguishing requirements of different strengths which served the purpose of defining several versions of empiricism. A simple rule of probability revision ensures that the final result of a sequence of probability revisions is undisturbed by an alteration in the temporal order of the learning prompting those revisions. This Uniformity Rule dictates that identical learning be reflected in identical ratios of certain new-to-old odds, and is grounded in the old Bayesian idea that such ratios represent what is learned from new experience alone, with prior probabilities factored out. The main theorem of this paper includes as special (...) cases Field's theorem on commuting probability-kinematical revisions and the equivalence of two strategies for generalizing Jeffrey 's solution to the old evidence problem to the case of uncertain old evidence and probabilistic new explanation. In this paper I reject the view that the famous ‘Knobe effect’ reveals an asymmetry within people’s judgments concerning actions with good or bad side effects. I agree with interpretations that see the ascriptions made by survey subjects as moral judgments rather than ascriptions of intentionality. On this basis, I aim at providing an explanation as to why people are right in blaming and ‘expraising’ agents that acted on unacceptable motives, but praise and excuse agents who meet intersubjective expectations by (...) acting on acceptable motives. The asymmetry only arises when blameworthiness and praiseworthiness are seen as instances of one and the same concept: moral responsibility. This analysis is backed by a study of Joshua Shepherd who extended and varied Knobe’s original vignettes. (shrink)

Descartes' procedure in "Meditation II" must be brought into line with his claim that "we must never ask about the existence of anything until we first understand its essence." And Descartes' "Meditation III" claim that he is aware of his mind's power to cause ideas must be grounded in a prior discovery of this power. Both demands are met by reading "Meditation II" as a progressive clarification of the nature of mind, with the investigation of the wax providing the discovery (...) of the mind's generative power. This process of discovery also provides the meanings of "thinking" and "existing" -- as "causing ideas" and "exercising causal power", respectively. Thus the discovery of the mind's nature also grounds the cogito. I provide a close reading of the wax investigation which supports this view. (shrink)

The problem of modifier evolution was examined with regard to the idea that modifier evolution can be considered as a result of selection for adaptation speed in populations far from equilibrium. This kind of selection was called feedback selection in order to emphasize the difference to theories which consider modifier evolution near the equilibrium. The basic principles of this kind of selection are derived for asexual populations and the problem of dominance is discussed in the light of this concept. The ICN 1973 Code for nurses states that 'Nurses render health services to the individual, the family and the community...'. It goes on to say that, 'The nurse's primary respon sibility is to those people who require nursing care.' Thus, our primary responsibility to provide comprehensive care to patients and their families is a concept we teach and preach, but can it be achieved? In this paper, I would like to present the ethical dilemmas expressed by nurses as inherent in (...) the care of patients and their families, address the difficulties in treating patients and their families in the light of these dilemmas and propose a different approach to dealing with the problem. Two experiments were conducted to show that the IF … THEN … rules used in the different versions of Wason 's selection task are not psychologically—though they are logically—equivalent. Some of these rules are considered by the participants as strict logical conditionals, whereas others are interpreted as expressing a biconditional relationship. A deductive task was used jointly with the selection task to show that the original abstract rule is quite ambiguous in this respect, contrary to deontic rules: the typical “error” (...) made by most people may indeed be explained by the fact that they consider the abstract rule as a biconditional. Thus, there is no proper error or bias in the selection task as it is still argued, but a differential interpretation of the rule. The need for taking into account a pragmatic component in the process of reasoning is illustrated by the experiments. (shrink)

There is a striking similarity between the philosophy of Martin Heidegger and Harry G. Frankfurt: they both argue that the temporal nature of human existence and agency is due to the fact that humans care about things. Even though Heidegger’s concept of care and Frankfurt’s concept of caring are very different, they are worth comparing because they play a similar role and have similar significance in their thinking. This comparison also offers an opportunity for a desired dialog between philosophers working (...) in those two different traditions. I argue that the two views can complement each other: Though Frankfurt provides a detailed psychological description of caring, his concept of caring is too mentalistic and leads to solipsism. Thus, his theory can be enriched with the help of Heidegger’s view based on the concept of Being-in-the-world. (shrink)

Her historical emphasis, backed by impressive scholarship, is Descartes’s relation to the late scholastics. Rozemond is clear, alert to detail, and fair-minded. While the text is too long (esp. in (...) chapters 4–5), this study is indeed rich, its scope and architecture justified.Any good reading of a philosopher is defined—both enhanced and limited—by certain decisions. I have mentioned one of Rozemond’s: her account of Descartes’s dialogue with such predecessors as Suárez and Fonseca sheds important light. It makes one ask, further, whether standard histories are not just as wrong to ignore scholastic concerns in, say, Hobbes, Spinoza, and Locke. Yet Rozemond is less helpful with issues that make more sense when we read forward from the 1640s, not back. An historian also sets a level of philosophical engagement. One chooses between presenting a meaningful narrative, and struggling with the endless problems of detail that can both doom [End Page 678] a philosophical position and give it life. Rozemond inclines toward narrative, often stopping just short of hard questions. Yet she shows curiosity and intelligence throughout. As in the first case, another decision would not have been better or worse but simply yielded a different kind of history.Fundamental is a third choice. A philosopher’s thought may appear as an orderly structure; or as a mix of fixed points and shifting, inconsistent tendencies. Most of us are trained to the former style of representation (although we let philosophers “develop” over time). Rozemond’s Descartes, too, turns out this way. He occupies definite positions. Within each position he knows whether Ρ is a premise for Q, vice versa, or neither. This way of presenting a body of thought, i.e., as a determinate structure admitting logical assessment, is an indispensable tool for historians. Its value in any particular case is, however, a matter of judgment. Rozemond attacks textual problems with skill, often improving decisively on the competition, but the going looks smoother than it is. Sometimes she carries the privilege of selective reading too far. At other times, she overlooks the poor mutual fit of separately smooth solutions, or rests with an outcome that could not have satisfied Descartes. Some examples:1. There is an old question how far Descartes goes towards proving dualism in the Second Meditation, how much is left for the Sixth. Rozemond basically champions the Second Meditation. Although some texts favor this, she ignores important contrary passages. Her reconstruction of the “argument from separability” also fails completely to carry over to Descartes’s alternate proof (AT VII, 85–6) from the indivisibility of mind.2. Rozemond identifies (“pure”) intellection with thought or mind (56). This leaves a problem how sensation could be a mode of thought, given that for her sensations differ from pure thoughts in being ‘modes of the mind as united to the body’ (201, emphasis mine). She remarks that sensations are not ‘straightforward modes of the mind’; yet her earlier chapters have no place for obscure modal hybrids and indeed require the tidy metaphysical scheme that is now denied.3. Although Rozemond handles Descartes’s anti-empiricism well, the discussion of empty space (95–7) no sooner suggests than it drops a crucial question. Descartes traces belief in the void to a childhood prejudice according to which all bodies are perceptible; rejecting the prejudice is supposed to remove support for the hypothesis of the void. But can Descartes really pick up the doctrine of childhood prejudice, an anti-Aristotelian weapon, and turn it against the radically different atomist framework? Rozemond passes on the attendant philosophical and textual problems (cf. 133–7).4. Rozemond’s extensive treatment of sensory perceptions and qualities rewards study (particularly on the importance, for dualism, of problems about body). But she misses the chance for more. Her Descartes firmly “places sensory qualities in the mind.” The real one struggled repeatedly over whether sensory ideas can or must... (shrink)

Der Autor widmet sich zunachst der Frage, ob das Verbot unter rechtlichen und ethischen Aspekten auch dann noch aufrechterhalten bleiben sollte, wenn der technische Fortschritt dereinst die gezielte (...)
