El objetivo de este artículo es proporcionar algunas claves históricas y conceptuales para comprender la historia del socialismo británico libertarian y su relación con la concepción fiduciaria del poder político y del poder económico. Las expresiones de este socialismo no son homogéneas, convivieron con otras ideas rivales llegando en ocasiones a mezclarse con ellas; y fueron formuladas siempre como respuestas concretas ante los problemas que planteaba cada momento histórico. Desde el socialismo republicano de algunos seguidores de Robert Owen hasta los (...) desafíos que planteó la New Left, las teorías fiduciarias encontraron hueco para abrirse paso en los escritos de estos socialistas libertarian. The objective of this paper is to provide some historical and conceptual keys to understand the history of libertarian British socialism, and its relationship with the fiduciary conception of political power and economic power. The expressions of this libertarian socialism are not homogeneous, they coexisted with other rival conceptions, sometimes mixing with them. Those articulations were always formulated as concrete responses to the problems laid out by different historical moments. From the republican socialism of some Robert Owen’s followers to the challenges exposed by the New Left, fiduciary theory found room to break through in the writings of these libertarian socialists. Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/Protective highlights counter normative consequences and opposes the use enhancers. The Individual/Proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern. (shrink)

En este artículo estudiaremos el vínculo entre las instituciones y el populismo mediante una experiencia concreta: la Asignación Universal por Hijo en la Argentina. Para ello, vamos a dividir el artículo en tres partes. Primero, desarrollaremos un tipo de abordaje metodológico específico: el procedimiento coyuntural recogido por Mouffe para pensar el actual momento populista. Segundo, explicitaremos el debate teórico alrededor del vínculo entre instituciones y populismo y las dificultades que existen para pensar esta relación. Tercero, partiremos del caso concreto de (...) la AUH, con objeto de mostrar sus tres momentos constitutivos: el surgimiento de la demanda popular, su apropiación y tramitación por parte del gobierno y la transformación de la demanda en un derecho. Finalmente, señalaremos, a partir del caso estudiado, cómo la conflictividad rupturista de la institucionalidad populista puede ayudarnos a pensar, transnacionalmente, una lógica alternativa al neoliberalismo.This article aims to study the relationship between institutional policies and populism analyzing the Universal Assignment for Child (AUH) in Argentina. To achieve this objective we will divide the paper in three sections. Firstly, we will think the populist moment in this particular setting as a method of interpretation. Secondly, we will follow the theoretical debates about institutions and populism explaining the difficulty to think this relationship. Third, from the concrete case of AUH, in order to show the constitutive moments: the emergence of popular demand, its appropriation and processing by the government and the transformation of demand into a right. Finally, we will show how the rupturist conflict of populist institutionalism helps us conceive a transnational alternative to global neoliberalism. (shrink)

La investigación ecológica a largo plazo (Long Term Ecological Research, LTER) maneja problemas que abarcan décadas o plazos más largos. El programa y su nombre formal comenzaron en Estados Unidos en 1980. Si bien los estudios y observaciones a largo plazo comenzaron tempranamente en 1400 y 1800 en Asia y Europa, respectivamente, el enfoque a largo plazo no se formalizó sino hasta el establecimiento de los programas de investigación ecológica de largo plazo en Estados Unidos. Estos programas han permitido experimentos (...) a nivel de ecosistemas y comparaciones entre sitios que condujeron a una mejor comprensión de la estructura y funcionamiento de la biosfera. El enfoque ecosistémico holístico de esta iniciativa permite también la incorporación de la dimensión humana en la ecología, y recientemente ha dado lugar al nuevo concepto de investigación socio-ecológica de largo plazo (LTSER). Hoy los programas de investigación socio-ecológica a largo plazo existen en por lo menos 32 países (esto es, los miembros de la Red Internacional de Investigación Ecológica a Largo Plazo o ILTER (International Long Term Ecological Research). Sin embargo, la consolidación de la red internacional dentro del paradigma de investigación socio-ecológica a largo plazo todavía requiere: (1) inclusión de algunas regiones remotas del mundo que aún están poco representadas, como el suroeste de América del Sur; (2) modificaciones en el tipo de investigación realizado, tales como la integración de las ciencias sociales y naturales con las humanidades y la ética, y (3) la incorporación de las conclusiones y resultados dentro de los procesos sociales y políticos. En este contexto, la naciente red de investigación socio-ecológica a largo plazo en Chile, que se extiende en el rango latitudinal más largo de bosque templado en el Hemisferio Sur, agrega una nueva región remota a las investigaciones ecológicas de largo plazo que había sido pasada por alto anteriormente. Además, la colaboración con la Universidad de North Texas y otros asociados internacionales ayuda a desarrollar un enfoque interdisciplinario para integrar las ciencias ecológicas y la filosofía ambiental, junto con los conocimientos ecológicos tradicionales, la educación informal y formal, la política, las humanidades, los procesos socio-políticos y la conservación biocultural. The notion of monadic three-valued ukasiewicz algebras was introduced by L. Monteiro ([12], [14]) as a generalization of monadic Boolean algebras. A. Monteiro ([9], [10]) and later L. Monteiro and L. Gonzalez Coppola [17] obtained a method for the construction of a three-valued ukasiewicz algebra from a monadic Boolea algebra. In this note we give the construction of a monadic three-valued ukasiewicz algebra from a Boolean algebra B where we have defined two quantification operations and * such that *x=*x (where (...) *x=-*-x). In this case we shall say that and * commutes. If B is finite and is an existential quantifier over B, we shall show how to obtain all the existential quantifiers * which commute with .Taking into account R. ABSTRACT Objective: To contrast relief efforts for the 26 December 2004 tsunami with current global HIV/aids relief efforts and analyse possible reasons for the disparity. Methods: Literature review and ethical analysis. Results: Just over 273,000 people died in the tsunami, resulting in relief efforts of more than US$10 bn, which is sufficient to achieve the United Nation’s long‐term recovery plan for South East Asia. In contrast, 14 times more people died from HIV/aids in 2004, with UNAIDS predicting a US$8 bn (...) funding gap for HIV/aids in developing nations between now and 2007. This disparity raises two important ethical questions. First, what is it that motivates a more empathic response to the victims of the tsunami than to those affected by HIV/AIDS? Second, is there a morally relevant difference between the two tragedies that justifies the difference in the international response? The principle of justice requires that two cases similarly situated be treated similarly. For the difference in the international response to the tsunami and HIV/aids to be justified, the tragedies have to be shown to be dissimilar in some relevant respect. Are the tragedies of the tsunami disaster and the HIV/aids pandemic sufficiently different, in relevant respects, to justify the difference in scope of the response by the international community? Conclusion: We detected no morally relevant distinction between the tsunami and the HIV/aids pandemic that justifies the disparity. Therefore, we must conclude that the international response to HIV/aids violates the fundamental principles of justice and fairness. (shrink)

Conceptual congruency effects are biases induced by an irrelevant conceptual dimension of a task (e.g., location in vertical space) on the processing of another, relevant dimension (e.g., judging words’ emotional evaluation). Such effects are a central empirical pillar for recent views about how the mind/brain represents concepts. In the present paper, we show how attentional cueing (both exogenous and endogenous) to each conceptual dimension succeeds in modifying both the manifestation and the symmetry of the effect. Resumen La educación superior se ha constituido en un objeto de creciente interés en la literatura especializada. A pesar de lo anterior, la mayor parte de la investigación disponible se concentra en estudios de corte descriptivo y evaluativo, sin conectar sus desarrollos con las reflexiones de la teoría sociológica. El presente ensayo identifica las principales posibilidades teóricas y epistemológicas de la teoría de sistemas sociales para el análisis de la educación superior, examinando los rendimientos de la noción de diferenciación de (...) planos de formación sistémica (interacción, organización y sociedad) y la idea de diferenciación de sistemas parciales especializados. Abstract Higher education has become an object of growing interest in the specialized literature. Despite this, most of the available research concentrates on descriptive and evaluative studies, without connecting its developments with the reflections of general sociological theory. This essay identifies the main theoretical and epistemological possibilities of social systems theory for the analysis of higher education, examining the uses of the notion of differentiation of systemic formation planes (interaction, organization, and society) and the idea of differentiation of specialized partial systems. Abstract: In this brief article, I claim that the Contribution Principle invoked by Christian Barry as a key principle for determining who owes what to the global destitute is mistaken as a definitive principle and unjustified as a provisional principle for dealing with global poverty. This principle assumes that merely causing, or contributing to the cause of, a state of affairs may be sufficient to have a special responsibility to bear the costs that this state of affairs entails. I argue (...) that an agent will only have such a special responsibility if he or she has caused a state of affairs (for example, acute destitution) by violating a duty not to do so. Therefore, the Contribution Principle is mistaken. Finally, I tackle two possible responses to my argument. The first claims that states have a duty not to undertake actions that may cause, or contribute to the cause of, acute deprivations. The second claims that although the Contribution Principle may be mistaken as a definitive principle for dealing with global destitution, it is nonetheless correct as a provisional principle. Los diversos intentos por conceptualizar el principio de precaución de manera general se construyen a partir de las respuestas que han encontrado los ordenamientos jurídicos, tanto estatales como de carácter internacional, para hacer frente a la incertidumbre que provoca la generación de los riesgos provenientes del desarrollo, especialmente frente a las nuevas tecnologías. De esta forma, se pueden encontrar importantes lecciones en la historia respecto al cómo afrontar situaciones que dañan, principalmente, al medioambiente, la salud humana, animal o vegetal; por (...) lo cual es importante conocer como éstos se han ido enfrentando y fueron dando forma a este principio en la práctica, el cual tiene una importancia fundamental al convertirse en una garantía frente al progreso de las ciencias, para que no sea más caro el “prevenir que curar”. Although logical consistency is desirable in scientific research, standard statistical hypothesis tests are typically logically inconsistent. To address this issue, previous work introduced agnostic hypothesis tests and proved that they can be logically consistent while retaining statistical optimality properties. This article characterizes the credal modalities in agnostic hypothesis tests and uses the hexagon of oppositions to explain the logical relations between these modalities. Geometric solids that are composed of hexagons of oppositions illustrate the conditions for these modalities to be logically (...) consistent. Prisms composed of hexagons of oppositions show how the credal modalities obtained from two agnostic tests vary according to their threshold values. Nested hexagons of oppositions summarize logical relations between the credal modalities in these tests and prove new relations. (shrink)

Much current theorizing about literature involves efforts to renew our sense of aesthetic values in reading. Such is the case with new formalism as well as recent appeals to the notion of “surface reading.” While sympathetic to these efforts, Charles Altieri believes they ultimately fall short because too often they fail to account for the values that engage literary texts in the social world. In Reckoning with the Imagination, Altieri argues for a reconsideration of the Kantian tradition of (...) Idealist ethics, which he believes can restore much of the power of the arguments for the role of aesthetics in art. Altieri finds a perspective for that restoration in a reading of Wittgenstein’s later work that stresses Wittgenstein’s parallel criticisms of the spirit of empiricism. Altieri begins by offering a phenomenology of imagination, because we cannot fully honor art if we do not link it to a distinctive, socially productive force. That force emerges in two quite different but equally powerful realizations in his reading of John Ashbery’s “Instruction Manual,” which explicitly establishes a model for a postromantic view of imagination, and William Butler Yeats’s “Leda and the Swan.” He then turns to Wittgenstein with chapters on the role of display as critique of Enlightenment thinking, the honoring of qualities like sensitivity and the ability to attune to the actions of others, the role of expression in the building of models, and the contrast between ethical and confessional modes of judgment. Finally, Altieri produces his own model of aesthetic experience as participatory valuation and makes an extended argument for the social significance of appreciation as a way to escape the patterns of resentment fundamental to our current mode of politics. A masterful work by one of our foremost literary and philosophical theorists, Reckoning with the Imagination will breathe new life into ongoing debates over the value of aesthetic experience. This article explores the metaphor of Science as provider of sharp images of our environment, using the epistemological framework of Objective Cognitive Constructivism. These sharp images are conveyed by precise scientific hypotheses that, in turn, are encoded by mathematical equations. Furthermore, this article describes how such knowledge is pro-duced by a cyclic and recursive development, perfection and reinforcement process, leading to the emergence of eigen-solutions characterized by the four essential properties of precision, stability, separability and composability. Finally, this article discusses (...) the role played by ontology and metaphysics in the scientific production process, and in which sense the resulting knowledge can be considered objective. We also examine good reasons for having an ambivalent attitude concerning the later permanence in life of these archaic forms of association, and the coexistence of such intuitive but informal thinking with logical and rigorous reasoning. At the one hand, magical thinking seems to serve the creative mind, working as a natural vehicle for new ideas and innovative insights, (...) and giving form to heuristic arguments. At the other hand, it is inherently difficult to control, lacking effective mechanisms needed for rigorous manipulation. Our discussion is illustrated with many examples from the Hebrew Bible, and some final examples from modern science. (shrink)

Based on the observations of Brazilian theorists of Communication, this article purports to give an overview of the contemporary experience in terms of communicational phenomena and their relationship with art, technology, science and language from the broad standpoint of a Charles S. Peirce-based view of semiotic.

The full Bayesian signi/cance test (FBST) for precise hypotheses is presented, with some illustrative applications. In the FBST we compute the evidence against the precise hypothesis. We discuss some of the theoretical properties of the FBST, and provide an invariant formulation for coordinate transformations, provided a reference density has been established. This evidence is the probability of the highest relative surprise set, “tangential” to the sub-manifold (of the parameter space) that defines the null hypothesis.

John Rawls é um dos filósofos políticos mais proeminentes do século XX. A partir da publicação em 1971 da obra Uma Teoria da Justiça, o filósofo estadunidense se tornou mundialmente famoso nos meios políticos e acadêmicos. Contudo, um ponto que sempre suscitou um enorme debate é naquilo que dizia respeito aos regimes econômicos apoiados e defendidos pelo autor. Esse ponto só foi esclarecido quando Rawls publicou em 2001, portanto 30 anos depois de sua principal obra, o livro Justiça como equidade: (...) uma reformulação. Na obra de 2001, Rawls se coloca abertamente contrário ao estado de bem-estar social e defensor da democracia de cidadãos-proprietários e do socialismo (democrático) liberal. Nesse trabalho, além de apresentar o modo pelo qual Rawls chega aos regimes econômicos consonantes com a justiça como equidade, deseja-se investigar a relação da democracia no local de trabalho com os regimes econômicos rawlsianos. Assim, argumenta-se que Rawls não pode ser visto como exigindo a democracia no local de trabalho, apesar de que seus regimes podem ser consonantes com tal prática. (shrink)

An estimated 700,000 people in the United States have "long COVID," that is, symptoms of COVID-19 persisting beyond three weeks. COVID-19 and its long-term sequelae are strongly influenced by social determinants such as poverty and by structural inequalities such as racism and discrimination. Primary care providers are in a unique position to provide and coordinate care for vulnerable patients with long COVID. Policy measures should include strengthening primary care, optimizing data quality, and addressing the multiple nested domains of inequity.

Este trabalho tem como objetivo apresentar o conceito de Egoísmo de Schopenhauer elaborado na obra “O mundo como Vontade e como Representação”, ligando-o à defesa da necessidade da instituição de um Estado Civil como é realizado por Hobbes no Leviatã. De onde se parte do pressuposto que egoísmo seria o ponto de partida das ações dos indivíduos, o que em um Estado de Natureza, sem um poder comum a todos, levaria os homens a uma situação de “guerra de todos contra (...) todos”, por isso a necessidade da instituição do Estado Civil. Por meio dos conceitos expostos por Schopenhauer e Hobbes em suas obras, será feita uma análise de até que ponto se pode levar essa afirmação como verdadeira, assim como ligar os pontos em comum das duas teorias acerca das ações morais dos homens, sem deixar de lado as diferenças conceituais e práticas das teorias de Hobbes e Schopenhauer. Sortition, i.e. random appointment for public duty, has been employed by societies throughout the years as a firewall designated to prevent illegitimate interference between parties in a legal case and agents of the legal system. In judicial systems of modern western countries, random procedures are mainly employed to select the jury, the court and/or the judge in charge of judging a legal case. Therefore, these random procedures play an important role in the course of a case, and should comply with (...) some principles, such as transparency and complete auditability. Nevertheless, these principles are neglected by random procedures in some judicial systems, which are performed in secrecy and are not auditable by the involved parties. The assignment of cases in the Brazilian Supreme Court is an example of such a procedure, for it is performed using procedures unknown to the parties involved in the judicial cases. This article presents a review of how sortition has been historically employed by societies and discusses how Mathematical Statistics may be applied to random procedures of the judicial system, as it has been applied for almost a century on clinical trials, for example. A statistical model for assessing randomness in case assignment is proposed and applied to the Brazilian Supreme Court. As final remarks, guidelines for the development of good randomization procedures are outlined. (shrink)
