The digital society is reconfiguring the relationships between digital culture and intercultural citizenship in Peru. To understand these connections, it is important to examine thesis reports presented in Peruvian universities. Conceptual mapping is used as a research method, allowing for the identification of emerging thematic connections. The results demonstrate a growing interest in research on digital culture and intercultural citizenship in Peru, as well as the interconnections and gaps that highlight national inequalities. Intercultural citizenship seems to benefit from certain generic aspects of city life that carry a negative quality, such as “blasé attitude” or the typical “indifference” of city dwellers. The main part of this essay argues that this observation allows the formulation of a moral minimum—a threshold conception—of intercultural citizenship in the urban setting, namely, what I call side-by-side citizenship. A certain level of indifference makes possible personal freedom and a tolerant multicultural city, although there are (...) more ideal formulations of intercultural citizenship, such as in terms of agonism or cosmopolitanism. However, these more ambitious forms easily become too demanding given the muddle of everyday urban living conditions, which tend to promote mutual reserve and impersonal social relations. A modest and realistic conception of intercultural citizenship could prove crucial in motivating citizens to act according to some minimal standards. (shrink)

This chapter examines the connection between culture and democracy with an eye toward developing a foundation for American citizenship that is informed by the experiences of Latinos/as in the United States. It begins by surveying arguments from philosophers within the American pragmatist tradition that correlate the stability of a democratic political regime with habits, tastes, and attitudes of a given people. These thinkers, namely Horrace Kallen, Jane Adams, and John Dewey, have developed two models to conceptualize the relationship of (...) immigrant communities to democratic citizenship and governance: cultural pluralism and multiculturalism. The chapter intends to demonstrate that Latino cultural citizenship is a form of cultural pluralism and, as such, does not seek to transform liberal representative democracy in any deep, significant sense. We can see this when we hold up Latino cultural citizenship to the radical challenge posed by progressive thinkers, such as W.E.B. Du Bois and Martin Luther King Jr., who argued that social justice in the United States cannot be achieved unless we move beyond liberal multiculturalism, and the idea of what it means to be an American is altered to reflect the experiences of non-white peoples. This paper presents some thoughts focusing on the problems of ethnico-cultural communalism, its meaning in the current global socio-political context and its implications with regard to principles of democracy, citizenship and the nation-state. It gives particular attention to the issues of interculturality and intercultural communication (IC) as central markers in the contemporary socio-political landscape. The author claims that IC (particularly in its communal and ethnic forms) may prevent or resolve the communal separation that threatens many groups throughout the (...) world. Apart from the essential role it has in production, reproduction and circulation of meaning within, as well as outside, the group, the discourse developed by communal communication media is an ideological, reflexive construction whose aim it is to create an impact on the social cognition of its receivers. This is why ethnicocultural groups scattered around the world generally have effective communal media that reinforce their social, cultural and political cohesion at local, national and global levels. Because, as well as expressing their positions and views on the issues facing a nation's society, this formal discourse provides group members with a legitimate and coherent framework for action and argument. Emancipating from prejudices, dogmatism, fears and mistrust through direct participation is the knot of education for democracy to be solved for a discipline such as education which, in contemporary times, cannot and must never be deaf to change. The essential assumption is that citizenship education needs a solid ethical and moral dimension, as well as a personal and social one, before political and administrative; only when the awareness of the inviolable rights of individuals, men and citizens, of their indifferent (...) protection and awareness of the choices to be made for their exercise emerges from below, then it is possible to organize the step to be taken in the direction of educational and training choices. In this paper, we propose an understanding of philosophy of education as cultural and intercultural work and philosophers of education as cultural and intercultural workers. In our view, the discipline of philosophy of education in North America is currently suffering from measures of insularity and singularity. It is vital that we justly and respectfully engage with and expand our knowledge and understanding of sets of conceptual and life-practice resources, and honor and learn from diverse histories, cultures, and traditions. Such honoring provides responsive conditions for our coming together in and across differences in order that we may productively and creatively address and overturn grammars of violence, destruction, and dis-ease in these complexly troubled times. Citizenship as status implies the acknowledgment of individual rights as well as social ones. This very acceptance requires the consideration of all citizens as equal despite any personal difference and it represents an aim that is mostly dependent on the mass-media social function. The formal acknowledgment of the citizenship would be scarcely important if identity stereotypes and prejudice-based discrimination occurred during citizen's vital happenings. Today, citizenship must include the communicative dimension as part of the social integration project. (...) Societies are every day more intercultural, and media play an essential role in representing the other. As part of a Grundtvig project on intercultural education, the author conducted an experience with journalistic ethics students of the Communication School at the University of Seville. Economic migration, international mobility and refugee crises have brought about both risks and opportunities. Alongside the socio-economic and cultural potential to capitalize on they have generated challenges that need to be addressed. In such an increasingly globalized and diverse world, intercultural competences have become strategic resources underpinning the concept of democratic citizenship and social integration. The objectives of the present article are thus two-fold: firstly we want to explore the concept of cultural cognition and highlight the importance of (...) intercultural and diversity awareness, and, secondly, we intend to present and discuss the results of intercultural training sessions for uniformed services conducted within the “Open Lodz” project (Otwarta Łódź POWR.03.01.00-IP.08-00-3MU/18) (2019-2022) coordinated by the University of Lodz in collaboration with the Marek Edelman Dialogue Center in Łódź, the Municipal Police, the City of Lodz Office and the City Guard in Łódź. The project was aimed at enhancing foreigners’ quality of life and functioning in Poland. With this goal in view project activities, addressed at two groups of beneficiaries, namely foreign nationals and frontline workers (police, city guard officers, and municipal clerks) focused on improving communication skills (linguistic and cultural competences). This book is about multiculturalism, broadly defined as the recognition, respect and accommodation of cultural differences. Teo proposes a framework of multicultural denizenship that includes group-specific rights and intercultural dialogue, by problematising three issues: a) the unacknowledged misrecognition of non-citizens within the scholarship of multiculturalism; b) uncritical treatment of citizens and non-citizens as binary categories and; c) problematic parcelling of group-specific rights with citizenship rights. Drawing on the case of Singapore as an illustrative example, where temporary labour migrants (...) are culturally stereotyped, socioeconomically disenfranchised and denied access to rights accorded only to citizens, Teo argues that understandings of multiculturalism need to be expanded and adjusted to include a fluidity of identities, spectrum of rights and shared experiences of marginalisation among citizens and non-citizens. While the current debate highlights an increasing deficit of civic engagement, new - and often less visible - forms of “participation” are beginning to be detected, such as those implemented by citizens with migratory background living at the physical and symbolic margins of Western towns. Our study, part of the project “Abitare insieme” (Living together) in Milan’s multicultural suburbs, was developed with a dual purpose: to analyze the relationship between citizens with a migratory background, active citizenship, and their place (...) representations/belongings; to experiment the co-construction of innovative spaces of speech for citizens, through their dialogical involvement in the research. In a framework of participatory research to enhance reflexivity and transformative practices, a survey was designed and administered. In this paper we will discuss the survey results, along with some methodological implication. This book, in the case study tradition, examined the lived experiences of 12 former high school students who participated in an exchange trip to Argentina, in connection with intercultural competency development.

Prior to the pandemic of 2020, global tourism accounted for over ten percent of global GDP, for a total of $9.6 trillion USD; one in every four jobs created that year, across the globe, was in the travel and tourism sector. And yet the figure of the international tourist is often regarded with an attitude ranging from bemusement to outright contempt so much so that a series of books exists to guide tourists on how to avoid looking or acting like (...) tourists. Why, though, is the figure of the tourist —especially the international tourist— so disreputable? Given the sheer number of such tourists (over 1.4 billion, in 2018 alone) it seems odd to think that there is something shameful or problematic about tourism as a practice. What accounts for our seeming disdain for the tourist, even as so many of us engage in tourism ourselves?There are, of course, many obvious answers to this question. The tourist —especially the international tourist— is often a figure of some wealth and privilege; that tourist is likely to be clumsy, at best, in his or her navigating of a foreign society; and he or she is often likely to be less careful in her caretaking of the physical and social spaces into which she travels, given the fact that she is as it were on vacation. These facts may be enough to engender some antipathy towards the tourist especially one who, as Jarvis Cocker noted thirty years ago, regards the local inhabitants as somehow amusing. Tourists are likely to be —as the British aphorism had it about American GIs— oversexed, overpaid, and over here. In this paper, though, I want to suggest a slightly different story for our ethical disquiet with the figure of the tourist. I will argue that the practice of international tourism raises two distinct sorts of ethical worries —both of which reflect the fact that international tourism requires a local industry in which cultural difference is curated and made consumable by the foreign tourist—. This fact may lead to ethical disquiet, I argue, because it can represent a site at which there is a maldistribution of the benefits and burdens of intercultural conversation; the local who works in the tourism industry must become adept at performing his or her culture for the outsider, while that outsider gains the benefits of intercultural conversation without bearing a similar burden of epistemic labor. A second reason for concern, however, stems from the ways in which this demand for epistemic labor can end up deforming and destabilizing local forms of citizenship and political agency. Those who spend their days performing a debased and simplified version of their cultural identity for outsiders may be, I believe, marked by that effort and their own ability to engage in political conversations with fellow local members may be made more difficult as a result. International tourism, in short, may be a site from which both distributive and political injustices might emerge. These concerns, I should note, may exacerbate already objectionable relationships reflecting colonial legacies of oppression; but they may exist even in the absence of any history of colonialism. The mere fact of a market in the curated experience of cultural difference may be enough to raise these worries; and international tourism, I believe, often involves exactly this form of market. The following article is a critical reflection on the impact of socio-technical networks of info-communication in the prevailing ethical framework of the underground international conflict environment. It uses the intricate Israeli-Palestinian relationship to outline the reflection. By explicating a cross-cultural ethics, the article attempts to deduce how best to build a global citizenship within a conflict relationship. To accomplish the task, it analyses two political resistance groups, the Gush Emunim, and Hamas, both groups being directly dedicated to conflict, Hamas (...) for the Palestinian side, and the Gush Emunim for the Israeli side, where both sides share the same concerns, namely citizenship and participation in the global cyberspace community. A TrajectoryIn an essay that is now a classic piece in understanding post-modern culture, Jean-François Lyotard wrote, “[e]clecticism is the degree zero of contemporary general culture: one listens to reggae, watches a western, eats McDonald’s food for lunch and local cuisine for dinner, wears Paris perfume in Tokyo and ‘retro’ clothes in Hong Kong” (Lyotard 1989: 76). The boundaries have become blurred in both positive and negative senses. Geographical borders have loosened through ever-increasing mobility as cultural exchanges become more accessible (...) and are rapidly flowing through electronic exchanges in the cyberspace arena. As philosophers such as Fendler, Bauman and Young have shown, the concept of community poses significant challenges for diversity by reinforcing similarity, necessarily bracketing that which is viewed as outside, other or strange. In this paper, I interrogate the concept of community as it applies to Québec's intercultural context. I explore how intercultural dialogue, a mechanism to promote intercultural community building has, through a number of public displays of xenophobia, reinforced a discourse of intolerance in Québec's public (...) sphere. Québec's Geography, History, and Citizenship education course is aimed at creating an intercultural ‘micro-society’ in which students practice the demands of intercultural citizenship, such as dialogue. After identifying the key differences between Interculturalism and Multiculturalism, as well as their many similarities, the authors present an explanatory analysis of this intractable policy challenge. Conservative religious schooling, they argue, tests a conceptual tension inherent in Multiculturalism between respect (...) for group diversity and autonomy, on the one hand, and the ideal of intercultural citizenship, on the other. Taking as a case study Québec's education system and, in particular, recent curricular innovations aimed at helping young people acquire the capabilities of intercultural citizenship, the authors illustrate how Interculturalism signals a compelling way forward in the effort to overcome the political dilemma of conservative religious schooling. En efecto, el filósofo ha instituido categorías nuevas, redefinido otras más tradicionales, explorado vías para enriquecer el acervo filosófico con saberes provenientes de otras formas discursivas, escritas o populares trasmitidas por el lenguaje oral, y formado un discipulado prestigioso. Esta producción en su integridad, aun los estudios sobre la Historia de las Ideas Latinoamericanas, fue concebida por su autor como ancilla (...) emancipationis, una "filosofía del concernimiento" en términos de la Filosofía Intercultural. Como homenaje al Maestro Arturo A. Roig se comunica aquí un breve desarrollo teórico que incorpora las categorías de "a priori antropológico" y "moralidades emergentes", así como las redefiniciones de "ciudadanía" y "dignidad humana", a una investigación filosófica intercultural en curso sobre las "ciudadanías interculturales emergentes", resultante de las migraciones que constituyen el "fenómeno biopolítico mayor de nuestro tiempo". The study of Arturo A. Roig's work highlights his character as a "classic" of Our American philosophy. Indeed, the philosopher has instituted new categories, redefined more traditional ones, he has also explored new ways to enrich the philosophical wealth with the knowledge coming from other discursive forms, whether written or popular traditions transmitted orally, and he has built a prestigious discipleship. The totality of his production, even his studies on the History of Latin American Ideas, has been conceived as an ancilla emancipationis, "a philosophy of concern", as Intercultural Philosophy formulates it. Thus, as a homage to the Master Arturo A. Roig this contribution exposes a brief theoretical development incorporating as well the categories "anthropological a priori" and "emerging moralities", as the redefinitions of "citizenship" and "human dignity", to an actual philosophical enquiry on the "emerging intercultural citizenship" which results from the international migrations. OECD figures reveal a sharply increasing flow of foreign workers into European countries. Ethnic diversification has become a generalized matter of fact. At the same time, rapidly developing technology and ‘intellectual globalization’ processes—the world wide web—have also become a reality. This complex cluster of changes has an impact on the perceptions of the self and of the other. Multilayered belongings and paradoxical meanings enter into interethnic relations in sometimes most surprising and unpredictable ways from outside of the boundaries of local (...) communities. But the developments also create new and very positive opportunities for education/schooling and social cohesion. Global citizenship is a positive outcome often associated with participation in study abroad. One essential building block of global citizenship is a sense of empathy toward those of other cultures. This paper proposes a study of variables that may increase intercultural empathy and global citizenship due to a study abroad experience. Proposed variables contributing to intercultural empathy include integration with the host culture, program duration, the economic and cultural distance of the host country, and the (...) incorporation of guided reflection and cultural study in the program content. The allocation of self-determination rights to minority groups is a highly charged issue around the world, but the difficulties are particularly acute in the case of indigenous peoples within the white settler states. While liberal multiculturalism offers a 'solution' to this 'problem of diversity' through a system of differentiated citizenship rights, this comes only at the expense of excluding dissenting voices from the intercultural dialogue. Through an engagement with the multi-faceted critique of liberal multiculturalism advanced by Native American (...) political theory, the limits of the recognition paradigm are identified, and the possibilities offered by a reconstructed Proudhonian federalism are described. We will try to critically examine the processes of constructing a new legal framework which were begun in some Andean states during recent decades and which are characterised by the recognition of the multinational, multiethnic and intercultural character of the Republics, framed hitherto within the homogenising parameters of the creole and mestizo state. These processes have in turn led to the recognition of the rights of the original indigenous peoples and, subsequently, to the establishment of indigenous law with a (...) special jurisdiction. However, this new horizon, despite the fact that it represents a project which is eminently decolonial in many respects, is not without contradictions, frictions or limitations. A scenario of radical legal plurality would lessen the possibility of establishing a common citizenship framework. There are therefore many anthropological, political, legal and philosophical aspects which should be analysed and discussed so as to shed some light on this important issue. (shrink)

The allocation of resources for health, as well as the distribution of other social goods, being a political problem, can also be observed as belonging to the universe of distributive justice, considering that all citizens must have the necessary means for an acceptable physical, psychological and social performance. Individual autonomy, paradigm of a full citizenship in a modern society, cannot otherwise be achieved. Human dignity seems to imply that no citizen can be excluded from the basic health system due (...) to the lack of financial resources. Indeed, equal access of all citizens to basic social goods and therefore to key places in society – principle of fair equality of opportunities – is one of the core aspects of Rawls's difference principle. It is, in essence, about ensuring the exercise of the right to individual self-determination in the relationship between the individual and society, as well as the right to play a social role according to skills and merit. But, it is not only the theory of the social contract that provides for a fair equality of opportunities. Different perspectives of justice contemplate this ideal. As suggested by Tristram Engelhardt Jr individual autonomy must be interpreted as a value in itself and a determining factor for the exercise of a full citizenship. But, justice is an ideal that must be progressively built. Whether in a specific society or on a global scale. And, the great challenge of humanity is precisely to recognize the existing intercultural differences and propose sufficiently flexible ideological systems that can be applied in different countries with very different levels of social and economic development. Hind Swaraj by Mahatma Gandhi is arguably the greatest text to have emerged from the anti-colonial movement in India and the first to seriously challenge the cultural and civilizational premises of the colonizers' mentality. The aim of this article is to promote an analysis of the intercultural experience carried out through the exchange of letters with children from the city of Ninomiya, Kanagawa Province – Japan, with children from the Municipal Education Network of the Veranópolis, Rio Grande do Sul – Brazil. The exchanges take place annually through the Post and Telegraph service in Brazil and Japan, between students from the 3rd to 9th years of this network. Japanese children write to Veranians and (...) vice versa. They tell facts about their routine, their city, peculiar aspects of their daily lives, including photos and geographic and cultural characteristics specific to each local space. This experience invites us to expand our gaze on the importance of thematizing, in the educational process, sociocultural aspects of different peoples, social groups, customs and ways of being and living together. We challenge ourselves to reflect on how this practice of exchanging letters, between children from two very different countries, both socially and culturally, manages to raise awareness about issues related to interculturality as a field of debate about identity processes that constitute an environment. Furthermore, it allows us to analyze issues related to the ease of writing and the symbology used to describe aspects related to the daily life of each child, as well as the subjectivity in each message in the exchange of letters. The reciprocity in exchanges, the care with the details present in each report, the richness that makes up the writing and how everyday life presents itself with similarities and differences in the life of each student, whether here or in Japan, are essential components in the construction of this analysis. In 2021, he has taught a course entitled “Intercultural Philosophy: Semiotic Approaches and Aesthetic Themes” as a Visiting Professor at Università degli Studi di Bari Aldo Moro. Since 2016, he has been teaching History of Western Philosophy and Semiotics at Southeast University, Nanjing. He previously taught at the University of La Rochelle, and was a postdoctoral fellow of the Foundation for Interreligious and Intercultural Research and Dialogue (FIIRD) at the University of Geneva. He obtained his doctorate in 2013 at Ecole Pratique des Hautes Etudes (EPHE), in Paris. He holds Romanian citizenship, having obtained his first degrees in philosophy and theology at the University of Bucharest. His focus is on the modern and contemporary intersections between semiotic, moral, political and religious thought. He has published recently “Peircean and Confucian Interpretations of Self-Development: Semiotic, Normative and Aesthetic Aspects,” Philosophy East and West 72.1: January 2022: 188–209. This study highlights a range of perspectives offered by 11 international teachers, participating in a cultural immersion experience, as they reflect on how they saw democracy manifested at their school internships. Teachers from six different countries studied and taught in a rural community in the Southern United States, where a medium-sized research university hosted the teachers as part of a federally-funded program during an academic semester. As a part of a larger qualitative research study analyzing the international teachers’ perception of (...) American schooling, data from intercultural sessions, individual interviews, and assigned reaction papers highlighted multiple contradictions between the teachers’ interpretation of democratic ideals and democratic education as they saw manifested in American schools. These narratives highlight the complex forces that shape individuals’ perceptions of democracy as played out in the everyday life of a cultural immersion experience. The researchers suggest that these transnational perspectives can serve as a mechanism allowing Western educators to listen to the “Other” as they interrogate taken-for-granted assumptions about American schooling. Narratives primarily highlight inconsistencies between the goals of citizenship education and the way in which citizenship is promoted or neglected in K-12 classrooms. (shrink)

This paper returns to the theme of the academic turn to cosmopolitanism as a response to the challenges of globalisation, conflict, inequality and diversity discussed here previously. The discussion of cosmopolitanism here refers to the context of current policy relating to research and what it means to be a researcher in the European Union today or, as current policy frames it, ‘the Innovation Union’. The understanding of the researcher found in current policy relates closely to the particular understanding of (...) class='Hi'>citizenship promoted in Europe today, consisting in active participation, mobility, adaptability and innovation, that is permanent learning for permanent adaptation to our current conditions. This understanding of citizenship and of research works in the name of democracy, community and their sustainability; and respect for diversity and equality and intercultural dialogue are important facets. François Jullien, the leading philosopher and specialist in Chinese thought, has always aimed at building on inter-cultural relations between China and the West. In this new book he focuses on the following questions: Do universal values exist? Is dialogue between cultures possible? To answer these questions, he retraces the history of the concept of the universal from its invention as an aspect of Roman citizenship, through its neutralization in the Christian idea of salvation, to its present day manifestations. This (...) raises the question of whether the search for the universal is a uniquely Western preoccupation: do other cultures, like China, even have a notion of the universal, and if so, how does it differ from ours? Having considered the meaning of the concept in the East and West, Jullien argues that, if communication between cultures is to be meaningful, facile assumptions of universal values and complacent relativism need to be examined. It follows, therefore, that dialogue between cultures should not begin with issues of identity and difference, but rather by considering divergence and profusion. By no longer simply assuming universality, we allow for greater self-reflection. This wide-ranging and engaging study will be of particular interest to students and scholars of philosophy and of Chinese culture and society. It will also appeal to a wider readership interested in contemporary thought and the challenges of communication between East and West. (shrink)

This book makes a significant contribution to the contemporary debate about multiculturalism and democratic theory. It reflects upon the ways in which claims about culture and identity are advanced by immigrants, national minorities, aboriginals, and other groups. It argues that liberal democrats should provide recognition and support for minority cultures and identities, and examines case studies from a number of different societies to show how theorists can learn about justice.

In this novel account of global citizenship, Luis Cabrera argues that all individuals have a global duty to contribute directly to human rights protections and to promote rights-enhancing political integration between states. The Practice of Global Citizenship blends careful moral argument with compelling narratives from field research among unauthorized immigrants, activists seeking to protect their rights, and the 'Minuteman' activists striving to keep them out. Immigrant-rights activists, especially those conducting humanitarian patrols for border-crossers stranded in the brutal Arizona (...) desert, are shown as embodying aspects of global citizenship. Unauthorized immigrants themselves are shown to be enacting a form of global 'civil' disobedience, claiming the economic rights central to the emerging global normative charter while challenging the restrictive membership regimes that are the norm in the current global system. Cabrera also examines the European Union, seeing it as a crucial laboratory for studying the challenges inherent in expanding citizen membership. (shrink)

Based on the person-organization fit theory, this research aims to investigate how socially responsible HRM positively affects employees’ organizational citizenship behaviors toward the environment by increasing person-organization fit. This study also captures the moderating effect of the perceived role of ethics and social responsibility in influencing the indirect effect of SRHRM on OCBE via person-organization fit. Data were collected from 302 employees in a state-owned chain hotel in Shanghai, China. The results indicated that SRHRM indirectly influenced employee’s engagement in (...) OCBE through person-organization fit. The positive relationship between SRHRM and person-organization fit and the indirect effect of SRHRM on OCBE via person-organization fit were more significant when employees hold high rather than low levels of RESR. Research implications and prospects were also explored in this study. (shrink)

In the Western tradition citizenship is part of the good life, but can never be enforced on people. Some modern views see liberty as only a consumer or private ‘good’ detached from civic obligations. However, an education that creates a disposition to active citizenship is a necessary condition of free societies. Education is training and learning towards freedom, and freedom is closely linked to an understanding of the concept of the political as a matter of peaceful compromises of (...) values and interests. Understanding of general concepts fortified by practical activity is essential. It is suggested that any democratic political education (as in the present UK Government proposals) presupposes five ‘procedural values’: freedom, toleration, fairness, respect for truth, respect for reasoning. One of the most significant obstacles to inquiry and deliberation is citizenship education. There are few mechanisms for the development of citizens’ democratic character within most societies, and greater opportunities need to be made to ensure our democracies are epistemically justifiable. The character and quality of citizens’ interactions are a crucial aspect for any democracy; their engagement make a significant difference between a deliberative society and an electoral oligarchy. I contend that through demarchic procedures, citizens are subject to collective (...) learning process in virtue of being part of communal decision-making and in so doing can develop their capacities for deliberation with practice over time. Demarchic bodies can be utilised as communities of inquiry. By viewing democracy as both a learning process and a decision-making mechanism, the quality of deliberation and participation can improve over time as well. (shrink)
