The reputation of Hugo Preuss has been tainted by the failure of the Weimar Republic, whose constitution he drafted. Preuss has consequently been comparatively neglected in the history of German political thought and some have seen him as trapped in the conceptual world of the German monarchical state. This article argues against that view of Preuss, and against the same view of Robert Redslob who influenced him at a crucial stage. It also argues that Preuss (...) had good democratic reasons for advocating a directly elected president and that the later problems with the German presidency were a product of subsequent reinterpretation of the role of the president, which was contrary to Preuss's intentions. Hugo Preuß war nicht nur einer der wichtigsten theoretischen Vordenker der modernen Demokratie in Deutschland, sondern war als Politiker auch wesentlich an der Verfassunggebung der Weimarer Republik beteiligt. Als Staatsrechtler entwickelte Preuß die demokratische Genossenschaftstheorie und zählt damit zu den Begründern des Pluralismus in Deutschland. Zudem war Preuß als politischer Publizist aktiv im Kampf für die Demokratisierung des Kaiserreiches und ergriff nach 1919 zur Verteidigung der Republik und zur Abwehr des Antisemitismus die Feder. Preuß war (...) damit ein früher Verfechter des Konzepts der wehrhaften Demokratie gegen die vor allem rechten Feinde der Weimarer Republik. Als liberaler Politiker wurde Preuß in der Berliner Kommunalpolitik ein Exponent sozialliberaler Ideen. 1918 war er Mitbegründer der Deutschen Demokratischen Partei und zeichnete als erster Reichsinnenminister der Weimarer Republik für die Wahlen zur Nationalversammlung und für den Prozeß der Verfassunggebung verantwortlich, den er vom ersten Entwurf der Verfassung bis zur Verabschiedung begleitete. Bis zu seinem Tod gehörte er dem Landtag Preußens an, wo er in der DDP für die Weimarer Koalition eintrat. (shrink)

The persistence of multiple educational pathways into the nursing profession continues to occupy scholars internationally. In the Netherlands, various groups within the Dutch healthcare sector have tried to differentiate nursing practice on the basis of educational backgrounds for over 50 years. Proponents argue that such reforms are needed to retain bachelor‐trained nurses, improve quality of care and strengthen nurses' position in the sector. Opponents have actively resisted reforms because they would mainly benefit bachelor‐trained nurses and neglect practical experience and technical (...) skills. This historical case study aims to provide insight in this apparent stalemate. Our analysis of this debate is informed by literature on institutional work and current debates within the historiography of nursing. This study contributes to a better understanding of this contemporary debate by examining a broader timeframe than is usually studied, and by highlighting nurses' roles in complex processes of change. We argue that, rather than being stuck in their professional development, different groups of nurses have forged their own path forward in their professional development, albeit via different strategies. Plusieurs auteurs tiennent même Bentham pour le père du juspositivisme. Je prétends pour ma part que cette façon de classer Bentham est inadéquate et nécessite une importante mise au point. S’il est vrai que Bentham était un adversaire des doctrines du droit naturel, il ne s’ensuit pas pour autant qu’il appartient au positivisme juridique; et les raisons qui pourraient justifier le (...) classement de Bentham parmi les juspositivistes militent aussi pour son association au jusnaturalisme. The peculiar situation of epistemology has often been remarked upon, meaning that sort of epistemology which issued from English empiricism and whose father is taken to be John Locke. Epistemology in the general sense has existed as long as there has been scientific philosophy, and in truth it has always formed the basis and core of all scientific philosophizing.

A partir de cuatro artículos publicados en la Revista de la Universidad de Antioquia entre los años 1945-1946 por Clarence Finlayson,1 se indagará el carácter y sentido de la conquista de América en su intención modernizadora. La disputa entre Las Casas y Sepúlveda en Valladolid permite establecer que las diferencias de método que uno y otro defienden no constituyen una deriva hacia formas de reconocimiento de la alteridad, sino que ambas se inscriben en el mismo espíritu colonizador, eje de una (...) modernidad totalizadora. Finlayson, casi quinientos años más tarde, contempla nuevamente a los indígenas americanos bajo patrones semejantes. (shrink)

Against the backdrop of an increasing importance of the purchasing function in manufacturing companies, this paper introduces the notion of a "green multiplier effect" and suggests that purchasing could become an important agent for change regarding environmental initiatives in the supply chain. The literature offers some support for this concept. However, a study into purchasing in Scottish manufacturing companies produces a less optimistic picture, as environmental initiatives involving the supply chain are rare. Where they occur, they are mostly undertaken in (...) a passive fashion, with the main motivation being compliance with legislation. Above-average environmental initiatives are reported from three industries: paper making, chemicals and electronics. Explanations of the discrepancy between anticipated and actual results point to the reactive nature of purchasing and to performance measurement systems that focus on economic criteria. (shrink)

In the future, magic, prophecy, and faith, as well as the usual thought patterns of classical philosophy, but also revelations, will no longer serve to convey to people the meaning of existence. The book shows how they are superseded by the modern physical theory of matter. This has far-reaching implications since there is no possibility for the existence of a (creating) God and the cosmos has to be regarded as a "split zero". In addition the book presents an outline for (...) a cosmic ethic, which calls for mutual respect and mutual assistance between all people. (shrink)
