The European refugee crisis is an important topic on media, political, and public agendas. Due to its scope and impact, its continuing prevalence on the media-agenda and the divisiveness of public debate, new research is needed to understand the media’s framing of the issue. This study inductively analyzes framing of the refugee crisis of 2015–2016 by two Dutch newspapers. Portrayal of the refugee crisis consists of ten different frames and counter frames. The frames are communicated on the level of the (...) refugee, on the level of the crisis as an event, and on a societal level. Results show that recent reporting on the refugee crisis is relatively nuanced and portrays the crisis from a variety of perspectives. Framing changes following certain transitory events, but only slight differences were found between popular and quality papers. (shrink)

Over the past twenty years, in France, as elsewhere in Europe, cinema has produced an increasing number of films that engage with the thematics of immigration (both legal and illegal) and represent the living and working conditions of first-generation immigrants. In France, such films have also tended to focus on questions of citizenship and nationality as they pertain to the French-born descendants of immigrants, whose presence within the nation demands a reconsideration of previously fixed notions of community, origins and (...) national identity. This article is intended to contribute to the ongoing debate on the ideological, social and political formation of a New Europe. By focusing on the position of immigrant women it examines the gendered nature of the changing configurations of cultural and social European landscapes. Two features of immigrant women's positioning are the key issues of this analysis: regulations through national and European law and ideological representation. It is argued that the debate on European citizenship should be closely linked to (...) the question of formal and substantive and also of symbolic rights. Moreover, feminists, when using the concept of difference in this context, should be aware of the power structures underlying differentiated social positions in society. European-ness will lose its exclusive character only if it provides a solid place in the symbolic order of Europe for immigrants. (shrink)

The dialogic relationship between individuals and the cultural space of Europe embodies cultural definitions, political definitions and individual definitions. As individuals draw from Europe as a cultural space and strive to identify and define themselves, definitions are created against an “other,” leading to Europe being defined against the “other.” Identity is established through difference, and in this, the relationship between the EU—a force of integration—and Europe as a cultural space is strained. As boundaries change through the (...) European Union, transforming the cultural space of Europe, the “other” against whom individuals have traditionally defined themselves is also transforming. This article asks if the integration of Europe through the European Union is resulting in the political mobilization of xenophobia and thereby transforming the cultural space of Europe into a xenophobic space. As many academics and professionals have argued that xenophobia in Europe has been on the rise since the 1990s, this paper will question how the relationship between the European Union—as a force of European integration—and Europe—as a cultural space—is contributing to the construction of xenophobia. Most critical discussions of European immigration policies are centered around the concept of Fortress Europe and understand the concept of the border as a way of sealing off unwanted immigration movements. However, ethnographic studies such as our own multi-sited field research in South-east Europe clearly show that borders are daily being crossed by migrants. These findings point to the shortcomings of the Fortress metaphor. By bringing to the fore the agency of migrants in the conceptualization of (...) borders, we propose to understand how borders are being shaped by taking as a starting point the struggles of mobility. Against the background of our two-year transdisciplinary research project TRANSIT MIGRATION European migration and border policies cannot be longer conceptualized as being simply oriented towards the prevention of migration. Since migrants cross the borders daily, what happens if the borders’ permeability is part of the way they work? If so, we have to investigate the mechanisms of border policies and practices anew. One is the concept of the border or migration regime. The other is the concept of the autonomy of migration. Our concept of ethnographic regime analyses is based on a transdisciplinary approach, comprising political studies, anthropology and sociology. (shrink)

The 2015 immigration wave brought profound changes to European society in the form of a welcoming culture (Willkommenskultur) on the one hand, and in the rise of xenophobia and of right-wing populism on the other. Over the past few years, much attention has rightly been paid to literary and essayistic works by immigrant writers dealing with the challenges they have encountered in “Fortress Europe.” At the same time, there has been a reckoning within the privileged classes in (...) class='Hi'>Europe once their complacent reality had been disturbed by confrontations with war and poverty and the immigration these have caused. This article explores two recent highly-acclaimed novels on the subject of immigration and its effects on German society—Jenny Erpenbeck’s Go, Went, Gone and Bodo Kirchhoff’s Widerfahrnis—and by drawing on the work of Emmanuel Levinas, analyzes how encounters with refugees both disturb their protagonists’ lives and lead to their personal transformation. This essay offers a Deleuzian reading of Drift, a multilingual project by the cross-disciplinary artist Caroline Bergvall. It argues that the text- and performance-project promotes forms of deterritorialization that give radical witness to the contemporary humanitarian crisis in the Mediterranean where thousands of people drown each year as they try to reach Europe. In breaking down barriers between languages, the artistic work employs non-representational modes of address to reflect on what it means to lack citizenship and recognition in the (...) context of the crisis. Close readings challenge postcolonial accusations that the writings of Deleuze and Guattari are at best utopian and at worst politically naive and without purchase on the real-life catastrophes of Fortress Europe. On June 29, 2019, Carola Rackete docked the rescue ship Sea-Watch 3 on the Sicilian island of Lampedusa, in defiance of a ban imposed by Italy's Interior Minister Matteo Salvini. The migrants rescued by the Sea-Watch 3 had been blocked at sea for the previous two weeks, making it to international headlines and sparking a heated debate around sovereignty and humanitarianism in the face of the European migration crisis. On her arrival, Rackete was arrested for refusing to obey a military (...) vessel and aiding illegal immigration.This paper investigates social media and international news discourses around the Sea-Watch 3 docking, to be regarded as a critical incident capable of catalysing attention and generating a significant media resonance. Results show how both social and traditional media contributed to the proliferation of misogynous attacks against Captain Rackete, at the intersection between right-wing populist discourses of Italian ‘sovranism’ and European anti-immigrationism. By triangulating the role of the media, intersectional hostility and populist ideology, this paper sheds light on how these three factors feed into each other in the discursive construction of the ‘Fortress Europe’ of present times. In 2012 the Spanish government implemented the Royal Decree Law 16/2012 by which undocumented migrants are denied free access to the Spanish healthcare system. In the midst of unemployment, poverty and cuts in social protection, undocumented migrant women are facing multidimensional exclusions whereby austerity measures are having different consequences for women, especially for those who bear the greater brunt of caring roles in the form of mothering. Drawing upon qualitative research in the form of semi-structured interviews in Madrid, this article (...) examines the structural vulnerabilities of undocumented migrant mothers and analyses the gendered processes that provoke them. At a time in which the borders of Europe are reinforced and internal political and economic tensions question this fortress, migrants become shock absorbers for national anxieties. The article argues that the Royal Decree Law, following neoliberal discourses of citizenship and social rights and saturated by patriarchal normative understandings of women’s place in society and care, turns undocumented migrant mothers into disposable and invisible reproductive bodies deprived of rights. Schorske’s seminal Fin-de-Siècle Vienna: Politics and Culture 1 is frankly exposed. The argument—which may have single-handedly changed the discipline of cultural history—is an apparently simple one, and it is reasserted in this series of essays on diverse areas of cultural activity through the use of recurring metaphors. Schorske’s famous (...) thesis (modern culture as political surrogate for a marginalized liberal bourgeoisie) is represented through constantly resurfacing dichotomies: liberal political engagement and (vs.) the aesthetic “garden” of modern art; history and (vs.) desire and “the psyche”; politics and (vs.) culture. All of this is well known. In this essay I want both to assess our necessary debt to Schorske’s powerful work and to suggest what lies beyond it. If at the end of our own century we want to rethink Schorske’s founding project of an interdisciplinary cultural history of Central Europe, we cannot limit this initiative to the obviously important question of extending the contents of cultural inquiry (from high culture to popular culture, from the hegemonic nationality to non-German-speaking cultures, from patriarchy to the voices of women). The formal question packed up in the image of refuge from the historico-political in the aesthetic garden or the fortress of the psyche may offer most productive access to rethinking the Schorskean paradigm, instead of merely expanding its scope. For these reasons I want to focus on the rhetorical structure of Schorske’s essay collection against that of aesthetic and critical works from the Central European turn of the century. 2 Schorske’s historical analysis seems to be at odds [End Page 691] with these projects seen on their own terms—but to utter this is ironically to reiterate the tension between history or politics and aesthetic modernism articulated in the essays.The question at hand is hence two-fold. First of all, what is ideologically at stake in a historiographical construction that identifies Central European modernist aesthetic innovation as an escape from history and politics? Schorske’s interdisciplinary project of contextualization (his significant subtitle “Politics and Culture” has become an unshakable legacy for cultural history) is peculiar insofar as his diagnosis is that culture became increasingly isolated from political life. I have chosen to focus on the rhetorical opposition of “center” and “margin” in this essay because of Schorske’s implicit claim that the very class which was central to nineteenth-century Austrian liberalism—the German-speaking bourgeoisie—was “marginalized” by the rise of hostile anti-liberal ideologies (the “culture-makers” were “alienated along with their class in its extrusion from political power”). 3 As I hope to show, this geometry of center and margins was at the heart of the most innovative and potentially explosive play within so-called aestheticist texts around 1900. This brings us to the second half of this two-fold question: how might the “aesthetic moment” of the Central European fin de siècle be seen if we wish to go beyond Schorske’s diagnosis of a forced retreat into the temple of art, the fortress of the psyche, or the aesthetic garden? To get at both sides of this question—the ideological valence of the aesthetic moment and of its histories—I will focus on literary products, in particular on essays, for several reasons. One of these is that Schorske’s synthetic work is, after all, itself a collection of essays published over two decades.The privileging of the essay genre in coming to terms with the problem of turn-of-the-century aestheticism was established long before Schorske’s work. This paper interprets the influential colony management simulator ‘Dwarf Fortress’ existentially, in terms of finitude, absurdity, and narrative. It applies Aarseth/Möring’s proposed method of game interpretation, adopting their definition of ‘cybermedia’ as a generalized game ontology, then providing a specialized ontology of ‘Dwarf Fortress’ which describes its genre and salient gameplay features, incorporating Ian Bogost’s concept of ‘procedural rhetoric’. It then gives an existentialist interpretation of ‘Dwarf Fortress’ which centres on ‘finitude’, ‘absurdity’, and ‘narrative’, showing that ‘Dwarf (...) Fortress’ is a game about the existential tensions involved in being human. We live knowing our lives and civilizations are finite, that there are radical limits on what we can know and do. There is no meaning inherent in the world, or in history, so it is up to us to create our own, and one of our most powerful ways of doing this is narrative. (shrink)
