Automatic identification system is a vessel tracking system, which since 2004 has become a global tool for the detection and analysis of seagoing traffic. In this article, we look at how this technology, initially designed as a collision avoidance system, has recently become involved in debates concerning migration across the Mediterranean Sea. In particular, after having briefly discussed its emergence and characteristics, we examine how through different practices of appropriation AIS, and the data it generate, have been seized upon, both (...) to contest and to sustain the exclusionary nature of borders, and the mass dying of migrants at sea to which it leads. We do so by referring to forms of data activism we have contributed to in the frame of our Forensic Oceanography project as well as to situations in which AIS has been mobilized by xenophobic groups to demand even stronger exclusionary measures. At the same time, we point to the multiplicity of actors who participate in the politics of migration through AIS in unexpected ways. We conclude by highlighting the irreducible ambivalence of practices of appropriation and call for persistent attention to one’s own positioning within the global datascape constituted by AIS and other data. Social sorting of migrants and travellers based on data stored in information systems is at the centre of border controls and mobility management in Europe. Recent literature finds that the inclusion-exclusion distinction is insufficiently equipped to do justice to the variety of classifications that is being applied. Instead, a proliferation of refined categorizations determines the outcome of visa and permit applications. This article explores the ‘administrative ecology’ in between the two extremes of inclusion and exclusion. It claims information technologies encourage (...) the emergence of an intermediary category of ‘non-publics’ situated between the level of groups and the level of individuals. The ontological and normative status of these ‘non-publics’ will be analysed by using some key notions of Actor-Network Theory. (shrink)

This article uses the current ‘refugees/migrants crisis’ and Brexit as illustrative of the numerous challenges the European Union faces today when it comes to its identity and the construction of a ‘European citizenship’. By discussing the proliferation of borders on the European continent and by analysing the sociological significance of such proliferation, the article argues that Europe is experiencing an ontological and epistemological rather than an existential crisis that relates to its incapacity to acknowledge, and critically engage with, its fundamental (...) neo-colonial and neo-liberal matrix. The article argues that the stalemate experienced by the European Union with respect to its regional and global relevance can only be overcome by bringing to the surface buried or disqualified knowledges about ‘who counts as European’ beyond whiteness.
